HOPE YOU ALL HAD A GOOD WEEKEND. SO A LITTLE HISTORY ON THIS ONE. SO. GROWING UP HERE IN PROSPER, MISS FARRELL WAS ACTUALLY MY HIGH SCHOOL COUNSELOR GROWING UP. 30 YEARS GO BY AND THEN ALL OF A SUDDEN, FOUR YEARS AGO, WE MEET AT AN ARBOR DAY CELEBRATION. AND KIND OF THESE GIRLS HAVE BEEN WITH US FOR FOUR YEARS NOW. THIS THIS FALL WILL BE NUMBER FIVE. BUT THEY'VE DONE ALL THE TREE PLANTINGS WITH US. THEY'VE IF YOU GO OUT FRONT, THEY'VE GOT SOME COLORED STONES FOR THE TREES, AND THEY'VE GOT ALL KINDS OF DIFFERENT THINGS PROJECTED FOR RAYMOND AND ALL THAT KIND OF STUFF. SO THEY'RE REALLY ACTIVE. THEY'VE HELPED US WITH DIFFERENT PROJECTS CLEANING OUT BEDS, PICKING UP TRASH. THEY, THEY REALLY WANT TO HELP OUT THE COMMUNITY. AND THESE GIRLS ARE HERE NOW AS A SILVER AWARD. THIS IS GIRL SCOUT 4679, AND I'M GOING TO BRING THEM UP ONE AT A TIME. AND THEN THEY'LL DO THE PRESENTATION FOR EVERYBODY. A FEW YEARS AGO, WE WORKED WITH A LOCAL BEEKEEPER TO CREATE BEE BOXES FOR THE BEES AND PROSPER AND A BRONZE AWARD. WE HAVE ALWAYS LOVED NATURE AND HAVE EXPRESSED INTEREST IN HELPING PRESERVE WILDLIFE. OVER THE PAST FEW YEARS, THE PROSPER AREA HAS GROWN RAPIDLY, FORCING WILDLIFE OUT OF THEIR HOMES. WE DON'T WANT THESE ANIMALS TO LOSE THEIR HABITAT, SO WE MADE HABITAT BOXES. WE WORKED IN GROUPS OF 3 OR 4 TO RESEARCH OWLS AND BLUEBIRDS IN OUR AREA. WE THEN FOUND PLANS AND NATURE FRIENDLY MATERIALS TO BUILD OUR BOXES WITH THE HELP OF A FEW EXPERTS. OF COURSE, WE'RE WORKING ON THIS PROJECT. WE LEARNED ABOUT ENVIRONMENT AND WILDLIFE. WE ADOPTED GREAT LEADERSHIP SKILLS AND COMMUNITY SERVICE. THANK YOU AGAIN FOR ALLOWING US TO BUILD SUITABLE HABITAT BOXES FOR OUR WILDLIFE.THAT'S IT. AND, AND I THINK THAT WOULD BE FINE. THERE'S ALSO BEEN SOME THAT HAD SOME SORT OF LIKE A CHAIN SYSTEM IF THERE WAS A BRANCH, BUT I JUST PERSONALLY, I WOULD THINK IF IT WAS WINDY AND IT STARTED SWINGING, THE OWLS MAY NOT FEEL SECURE IN THEIR. THERE'S A LITTLE VENT AREA UP AT THE TOP OF THE BLUEBIRD HOUSES TO KEEP THE AIR CIRCULATING. WELL, AND I THINK THE LARGE TOPS ALSO WOULD HELP KEEP RAIN OUT. YEAH, I COULDN'T HEAR EVERYTHING YOU SAID, SO YOU MIGHT HAVE TO SIT IN. SO WHAT IS WHAT KIND OF A MAINTENANCE OR HOW OFTEN DO YOU GO AND CHECK ON THE BOXES? WHAT, WHAT IS I WOULD THINK A COUPLE TIMES A YEAR, YOU WOULDN'T WANT TO CHECK DURING THE SPRING BECAUSE THAT'S WHEN THEY'RE LAYING EGGS. AND SO YOU WOULD NOT WANT TO DISTURB THEM, BUT MAYBE TOWARD THE END OF THE SUMMER AND THEN TOWARD THE END OF WINTER, OKAY, WOULD PROBABLY BE THE TWO TIMES A YEAR TO CLEAN OUT. TO THE PARK FACILITY AGREEMENT FOR LEGACY GARDENS. YES. SO SO BOARD LAST MONTH I BROUGHT A SIMILAR PARK DEVELOPMENT AGREEMENT FOR FOR THIS SAME DEVELOPMENT. AND SINCE THAT TIME THERE WERE SOME I HAD MISSED SOME THINGS ON THE BEGINNING. AND THEN WE'VE MADE SOME REVISIONS TO THE AGREEMENT. SO I WANTED TO BRING THIS BACK IN FRONT OF YOU. IT'S ALL STILL GREAT NEWS, AND I KNOW YOU ALL HAD APPROVED IT LAST TIME, BUT I WANT TO GIVE YOU JUST SOME MORE DETAIL AND SEE ACTUALLY HOW MUCH WORK THEY ARE GOING TO DO. AND AT THE END, IT'S STILL GOING TO WRITE A BIG CHECK TO THE TOWN FOR FUTURE PARK IMPROVEMENTS. SO. AS FAR AS THE THE AREA GOES, THAT HASN'T CHANGED. YOU CAN SEE THAT UP JUST A LITTLE WEST OF THE TOLLWAY, NORTH INTO TOWN. SO PART OF THEIR AGREEMENT AND I DID I HOPEFULLY YOU GUYS HAD A CHANCE TO LOOK OVER THIS. I DID SEND IT OUT LAST WEEK LATE FRIDAY, BUT STILL THIS THIS HASN'T REALLY CHANGED. THERE'S STILL 270 LOTS AT $1,500 PER HOUR. PARK FEE ORDINANCE. AND THEN THERE'S ALSO SO THERE'S THE, THE PARK FEE PARKING PERMIT FEE, AND THEN THERE'S THE PARKLAND DEDICATION PIECE OF IT. SO IN THIS INSTANCE, THEY'RE NOT BUILDING ANY PARKS.THEY'RE ALREADY ADJACENT TO A SCHOOL AND ANOTHER DEVELOPER'S PARK. SO IT'S REALLY NOT NEEDED IN THAT AREA. SO THIS WOULD BE CONSIDERED. THEY WOULD ESSENTIALLY INSTEAD OF DEDICATING LAND TO US, THEY WOULD PAY WHAT THE LAND VALUE WOULD BE. AND SO THAT WORKS INTO THEIR THEIR PAYMENT TO THE TOWN. THAT TOTAL WINDS UP BEING A LITTLE OVER 1.3 MILLION BECAUSE AND LET ME BACKTRACK ON THAT. THEY ARE GIVING US ABOUT HALF AN ACRE, WHICH IT'S JUST KIND OF HOW THE THE LAND WAS DIVVIED UP. THIS LAND HAPPENS TO BE ADJACENT TO CREEKSIDE PARK, SO WE WOULD HAVE HAD A SITUATION WITHOUT THIS WHERE YOU'VE GOT THE ONE DEVELOPMENT THAT'S MAINTAINING THE PARK AND ALL THESE OTHER THINGS GOING ON, AND THIS LITTLE SLIVER OF LAND THAT WOULD BE ON A DIFFERENT DEVELOPMENT OR OR MAINTENANCE SCHEDULE. SO THE TWO DEVELOPERS GOT TOGETHER, CAME TO AN AGREEMENT. SO, SO THIS ACTUALLY WORKS OUT GREAT FOR THE TOWN.
ALL RIGHT. SO IT DOES ADD ABOUT A HALF ACRE, BUT IT'S ALSO JUST ESTHETICALLY GOING TO LOOK SO MUCH BETTER WITH THAT WITH THAT ADDITION. SO THEY DO GET SOME CREDIT FOR THAT. I'M SORRY, THE DIFFERENCE BETWEEN WHAT IS ACTUALLY 48,000 IN THE ESCROW AGREEMENT, THE TRAIL COSTS A LITTLE OVER 83, 84,000. SO THERE'S A DELTA THERE OF 35, WHICH THEY DO GET CREDIT FOR BECAUSE THAT'S GOING TO BE WHAT THEY'RE PUTTING INTO IT. SO THAT LEAVES $1,185,334. THAT WILL BE GIVEN TO THE TOWN THAT CAN BE USED FOR PARK ENHANCEMENTS. AND IF YOU REMEMBER, IT WAS PROBABLY A COUPLE MONTHS AGO WHEN WE DID PRESENT THE CREEKSIDE PARK, AND IT'S BASICALLY A SEVEN NOW, WILL BE SEVEN AND A HALF ACRE PARK. AT THE TIME, THE DEVELOPER WAS PAYING FOR THE ENTIRE THING, BUT THEY JUST DIDN'T HAVE THE FUNDS. THEY REALLY DIDN'T OWE THE TOWN ANY MORE THAN JUST TO BUILD BASICALLY GRADE THE LAND, PUT IN IRRIGATION, GRASS, TREES. SO AT THAT POINT, YOU, YOU ALL HAD TOLD ME, WE'D REALLY LIKE TO SEE THAT PARK GET AMENITIZED AS QUICKLY AS POSSIBLE. SO WHAT STAFF ARE RECOMMENDING IS THAT WE USE PART OF THAT ONE POINT, ALMOST $1.2 MILLION TO DO THAT, TO PUT IN A PLAYGROUND, PAVILION, BACKSTOPS. ANYTHING ELSE WE SEE THAT WOULD BE APPROPRIATE FOR THAT PARK? SO THAT'S REALLY ALL WE'RE TALKING ABOUT ON THAT SLIDE. NOW YOU'LL SEE WHAT WHERE ALL THESE PIECES ARE COMING TOGETHER. SO THAT'S THE SLIVER. IT'S ABOUT A HALF ACRE ADJACENT TO CREEKSIDE PARK. SO WE GLADLY ACCEPT THAT AND ADD THAT TO THE PARK. THESE YOU CAN SEE THE THE BOLDED SECTIONS OF TRAIL. AND THAT WOULD EITHER BE IN SOME INSTANCES, IT'S FIVE FOOT, SOME INSTANCES SIX FOOT. WE WILL PAY FOR THE UPSIZE. SO THEY WOULD ESSENTIALLY GET UP TO ABOUT 220 000 CREDIT BACK, BECAUSE IT IS A TRAIL THAT WE HAVE IDENTIFIED AND WE WANT. SO THEY WOULD OWE US A LITTLE OVER $120,000, ABOUT $120,000. SO WHAT THEY'RE ASKING FOR WOULD BE TO DONATE THE LAND AND 100 2000 BUILD THE TRAIL. AND THAT'S BASICALLY WHAT THEIR WHAT THEIR AGREEMENT IS ASKING FOR. YOU'VE SEEN THESE BEFORE. I KNOW WHEN WE TALKED ABOUT THIS LAST TIME, THERE WAS CONCERN THAT, HEY, THAT NEIGHBORHOOD REALLY DOESN'T HAVE GREAT ACCESS TO THIS PARK. AND GEOGRAPHICALLY, IT PROBABLY WON'T BECAUSE IT WAS A VERY STEEP IT WOULD BE A VERY, VERY EXPENSIVE BRIDGE TO, TO, TO GET THEM OVER THE PARK. BUT WHAT ANDRE WOULD TELL YOU, AND HE MAY STILL INSIDE THEIR, THEIR COMMUNITIES GATED AND THEY HAVE SET UP A LOT OF LITTLE NEIGHBORHOOD PARKS AND THINGS WITHIN THAT. SO THEY ARE STILL MEETING THEIR RESIDENTS NEED. AND THROUGH THROUGH THIS DEVELOPMENT. SO I'M NOT AS CONCERNED ABOUT THERE BEING LACK OF ACCESS BACK AND FORTH, BECAUSE THEY DO HAVE ACCESS TO OTHER GREEN SPACE PARKS WITHIN THEIR NEIGHBORHOOD. AND THEN THAT TRAIL THAT THEY WOULD BE BUILDING KIND OF RUNS ALONG KIND OF THE HYPOTENUSE, IF YOU WILL. THEY WILL HAVE ACCESS TO THAT TRAIL, WHICH WOULD EVENTUALLY, HOPEFULLY, ONCE EVERYTHING GETS CONNECTED, WOULD LEAD DOWN INTO RUTHERFORD PARK SOMEDAY. MIRABELLA IS REALLY PLAYING INTO THE MATURE TREES. SO WE WHEN WE PARTNERED WITH HIGHLAND, TOOK TOOK OVER THE LAND. WE. THERE WAS ALREADY A PLAN IN PLACE AND THIS PLAT WIPED OUT AND UNBELIEVABLE AMOUNT OF REALLY NICE MATURE TREES. AND SO WE WERE ABLE TO WORK WITH THE TOWN TO RECONFIGURE EVERYTHING TO PRESERVE THIS REALLY NICE TREE LINE THAT'S GOING TO BECOME A TRAIL WITHIN THE COMMUNITY, PRESERVE THESE BIG POCKETS OF TREES THAT ARE GOING TO BECOME THESE THESE NICE PARKS. WHEN A LOT OF PEOPLE THINK OF THIS GROUP, THEY THINK OF THE LAGOON AND THE LAZY RIVERS AND THE KIND OF THESE OVER-THE-TOP AMENITIES.BUT REALLY THE MAIN AMENITIES WITHIN MIRABELLA ARE THE BEAUTIFUL PARKS AND, AND THE NATURE THERE AND THE LARGE LOTS. AND SO WITHIN THE COMMUNITY, WE'RE DOING SOMETHING REALLY SPECIAL IN TERMS OF WHAT WE CAN CONTRIBUTE TO THE TOWN. THIS IS AN INCREDIBLE OPPORTUNITY BECAUSE THIS IS SUCH A UNIQUE PIECE OF LAND, KIND OF AS AS DAN HAS GONE THROUGH. AND SO WE THINK, YOU KNOW, KIND OF HEARING THAT WE CAME BACK AND WE, WE TALKED TO STAFF AND REALLY THE IDEA IS LET'S GET THIS REALLY UNIQUE PIECE OF LAND THAT CAN BE ACTIVATED IN A VARIETY OF WAYS, A VARIETY OF NOT THAT EXPENSIVE WAYS.
