CITIZENS AND OTHER VISITORS ATTENDING TOWN COUNCIL MEETINGS SHALL OBSERVE THE SAME RULES OF PROPRIETY, DECORUM AND GOOD CONDUCT APPLICABLE TO THE MEMBERS OF THE TOWN COUNCIL. ANY PERSON MAKING PERSONAL, IMPERTINENT, PROFANE OR SLANDEROUS REMARKS, OR WHO BECOMES BOISTEROUS WHILE ADDRESSING THE COUNCIL OR WHILE ATTENDING THE MEETING, SHALL BE REMOVED FROM THE ROOM. WHAT FOLLOWED WAS ONE OF THE MOST IMPORTANT PUBLIC DEBATES IN OUR HISTORY, A SERIOUS CONVERSATION BETWEEN PEOPLE WHO HAD FOUGHT TOGETHER FOR INDEPENDENCE, BUT WHO SAW THE FUTURE A LITTLE DIFFERENTLY. FEDERALISTS LIKE HAMILTON AND MADISON, BELIEVED A STRONGER NATIONAL GOVERNMENT WOULD HELP BRING STABILITY AND UNITY TO THE YOUNG NATION. ANTI-FEDERALISTS, INCLUDING PATRICK HENRY AND GEORGE MASON, WERE CONCERNED ABOUT PROTECTING INDIVIDUAL FREEDOMS AND MAKING SURE GOVERNMENT POWER REMAINED LIMITED. BOTH SIDES CARE DEEPLY ABOUT LIBERTY. THEY SIMPLY HAD DIFFERENT IDEAS ABOUT HOW BEST TO PROTECT IT. EVEN IN DISAGREEMENT, THERE WAS A SHARED UNDERSTANDING THAT THE GOAL WAS TO BUILD A SYSTEM STRONG ENOUGH TO LAST. AS EACH STATE DEBATED RATIFICATION, CONCERNS ABOUT PROTECTING INDIVIDUAL RIGHTS BECAME CENTRAL TO THE CONVERSATION.

DELAWARE WAS FIRST TO RATIFY UNANIMOUSLY. OTHERS WERE FAR CLOSER. NEW YORK AND VIRGINIA, TWO OF THE LARGEST AND MOST IMPORTANT STATES, WERE DEEPLY DIVIDED. THE BREAKTHROUGH CAME WHEN FEDERALISTS MADE A CRUCIAL PROMISE IF THE CONSTITUTION WAS RATIFIED, A BILL OF RIGHTS PROTECTING INDIVIDUAL LIBERTIES WOULD BE ADDED IMMEDIATELY AS THE FIRST ORDER OF BUSINESS.

THAT COMMITMENT HELPED BUILD CONFIDENCE IN THE NEW FRAMEWORK OF GOVERNMENT. BY JUNE OF 1788, THE CONSTITUTION HAD BEEN RATIFIED AND JAMES MADISON BEGAN DRAFTING WHAT WOULD BECOME THE BILL OF RIGHTS. THE FIRST TEN AMENDMENTS THAT PROTECT FREEDOMS LIKE SPEECH, RELIGION AND DUE PROCESS. OUR SYSTEM OF GOVERNMENT WAS STRENGTHENED NOT BECAUSE EVERYONE AGREED IMMEDIATELY, BUT BECAUSE PEOPLE STAYED AT THE TABLE AND WORKED TOWARD COMMON GROUND. HERE IN PROSPER, WE CARRY THE SAME SPIRIT FORWARD, WORKING TOWARDS COMMON GROUND FOR THE GOOD OF THE COMMUNITY. AS WE APPROACH IMPORTANT DECISIONS, IT REQUIRES THOUGHTFUL CONVERSATION, RESPECT FOR DIFFERENT PERSPECTIVES, AND A SHARED COMMITMENT TO FINDING SOLUTIONS THAT MOVE THE WHOLE COMMUNITY FORWARD. THE SPIRIT OF WORKING THROUGH CHALLENGES TOGETHER IS A PART OF WHAT KEEPS COMMUNITIES STRONG. THE CONSTITUTION WAS RATIFIED WITH THE UNDERSTANDING THAT INDIVIDUAL FREEDOMS WOULD BE CLEARLY PROTECTED. WHEREAS, THE OFFICE OF MUNICIPAL CLERK IS AMONGST AMONG THE OLDEST IN PUBLIC SERVICE, SERVING AS A CORNERSTONE OF DEMOCRATIC GOVERNMENT.
