WE STARTED IN PLANO AND IT WAS LIKE 60,000 RESIDENTS. SO YEAH, WE WERE THERE A LONG TIME. BUT THEN WE CAME HERE AND 2019. SO PRETTY NEW TO PROSPER. I DECIDED TO DO THE CITIZENS ACADEMY LAST THIS PAST YEAR. WELL, THIS YEAR 25 AND REALLY ENJOYED THAT AND THOUGHT THIS WOULD BE A GREAT WAY TO SERVE THE COMMUNITY. MY PROFESSIONAL DEGREE IS IN PARKS AND RECREATION. I HAVE NOT WORKED IN IT IN A REALLY LONG TIME, BUT I'VE WORKED IN WHEN I DID. I WAS WORKING IN MUNICIPAL RECREATION FOR THE CITY OF ORLANDO, TOWN OF ADDISON, CITY OF CARROLLTON, THEN I, THEN I STAYED HOME WITH THE DAUGHTERS, WAS A STAY AT HOME MOM, DID THAT FOR A LONG TIME, AND THEN TRYING TO GO BACK INTO THE RECREATION CAREER AFTER YOU STEPPED OUT FOR SO LONG, VERY HARD. SO I ENDED UP WORKING BEFORE I RETIRED, WHICH WAS IN 2016. I WORKED FOR FINANCIAL PLANNERS. THAT WAS THEIR FRONT END MANAGING PERSON, YOU KNOW, OF THEIR OFFICE. SO A LITTLE BIT OF SAME SKILLS, BUT MY BACKGROUND IS MORE ON THE RECREATION SIDE. I DON'T NEED TO GO THROUGH ALL THE DETAIL UNLESS YOU REALLY WANT ME TO, BUT BUT I WOULD LIKE TO GO THROUGH SOME OF THAT A LITTLE BIT. SO TO GIVE YOU A PERSPECTIVE, AS I SAID, I'VE BEEN HERE ABOUT 20 MONTHS. WHEN I CAME HERE, THE ORGANIZATION WAS STRUCTURED THE WAY IT WAS. WE'VE MADE MINIMAL CHANGES TO THE ORGANIZATION. WE'VE WE'VE ADDED A NEW DEPARTMENT, A NEW NEW EMPLOYEES. AS AS FOLKS HAVE LEFT, NEW HR, NEW HUMAN RESOURCES DIRECTOR, HIRED A PUBLIC WORKS DIRECTOR, OUR DEVELOPMENT SERVICES DIRECTOR, AGAIN, THESE ARE ALL VACANCIES THAT WE WERE FILLING. SO REALLY HAVEN'T MADE ANY CHANGES IN THE LAST TWO AND A HALF YEARS THAT I'VE BEEN HERE. WE'VE INCREASED OUR OPERATIONAL BUDGETS BY $40 MILLION. WE'VE ADDED 25% ADDITIONAL STAFF, SO WE'RE ADDING 20, 80, 85, 87 ADDITIONAL EMPLOYEES IN THAT TWO AND A HALF YEARS. AND WE CONTINUE TO GROW. AND SO ONE OF THE THINGS THAT WITH THE HYPER GROWTH TYPE ORGANIZATION THAT WE ARE IS SOMETIMES YOU'VE GOT TO SLOW DOWN BEFORE YOU SPEED UP. AND SO AGAIN, AS A CITY MANAGER, AS TOWN MANAGER HAD NOT MADE ANY CHANGES HOLISTICALLY TO THE ORGANIZATION. AND SO REALLY WANTED TO GET AN OPPORTUNITY TO DO SOME CHANGES JUST BASED ON THE POSITION THAT I SEE WHERE WE'RE GOING AND WHAT'S HAPPENING WITHIN WITHIN PROSPER. SO AGAIN, AT THE END OF THE DAY, WE'VE MOVED BOXES AROUND. NO ONE LOST PAY. NO ONE REALLY HAS BEEN REQUESTED TO MOVE OFFICES UNLESS THEY WANT TO OR THEY CAN. BUT HONESTLY, WE DON'T HAVE THE ROOM TO MOVE PEOPLE AROUND AT THIS POINT. THIS IS ONE OF THE REASONS WHY WE'RE DOING A BOND PROGRAM THAT DON THAT DAN WILL SPEAK TO HERE SHORTLY. BUT BUT QUITE HONESTLY, WE HAVE SOME OPPORTUNITIES TO DO SOME THINGS. I THINK ORGANIZATIONALLY, AS I SAID, WE HAVE ADDED QUITE A BIT IN OUR OPERATIONS FROM STAFFING TO EXPENDITURE LEVELS. AND SO MAKING SOME OF THESE MOVES, IN MY OPINION, JUST MADE SENSE TO MOVE THE PARKS AND RECREATION OVER TO CHUCK, FROM AN OPERATIONAL PERSPECTIVE, ONE OF THE THINGS YOU'LL HEAR LATER THIS THIS EVENING WITH DAN IS AN OPPORTUNITY TO POTENTIALLY BUILD A, A, A SERVICE CENTER FOR OUR PARKS AND, AND PUBLIC WORKS FIELD OPERATIONS. SO IT JUST MADE SENSE TO DO SOME OF THAT. WE DO A LOT OF RIGHT OF WAY. WE SPENT HUNDREDS OF THOUSANDS OF DOLLARS ON MOWING OUR MEDIANS OR PARKS OUR RIGHT OF WAY. WE GOT PUBLIC WORKS DOING MOWING OUR PARKS, PUBLIC PARKS DOING MOWING. SO THIS IS AN OPPORTUNITY TO KIND OF LOOK AT THESE THINGS HOLISTICALLY AND SEE IF WE CAN FIND SOME EFFICIENCIES, ECONOMIES OF SCALE, OR JUST CONSOLIDATE SOME OF THAT WORKLOAD WHEN IT COMES TO SPECIAL EVENTS. ONE OF THE REASONS WHY MOVING SPECIAL EVENTS, AND I'VE WORKED IN A NUMBER OF DIFFERENT ORGANIZATIONS, BIG AND SMALL. I'VE WORKED WHERE SPECIAL EVENTS HAS BEEN ITS OWN DEPARTMENT, I'VE WORKED WITH SPECIAL EVENTS, IS IN COMMUNICATIONS, I'VE WORKED IN SPECIAL EVENTS WITH FALLS AND PARKS AND RECREATION. I'VE WORKED IN ORGANIZATIONS THAT DO SPECIAL EVENTS. I WORK IN ADDISON FOR A NUMBER OF YEARS. WE DID SOME BIG EVENTS AND IT HAD ITS OWN STAFF, AND IT WAS A IT WAS A MAJOR COST CENTER, BUT IT ALSO AN OPPORTUNITY TO DRAW PEOPLE IN AS PART OF THAT COMMUNITY FABRIC. AND SO AS I SEE US IN OUR DEVELOPMENT PHASE, WE ARE IN THE PROCESS OF NOT WE, BUT THE COMMUNITY IS IN THE PROCESS OF OF BUILDING TWO HOTELS, ONE JUST SOUTH OF LONGO TOYOTA, ANOTHER ONE IN THE GATES OF PROSPER. WE DON'T HAVE [00:10:01] HOTELS IN PROSPER. WE DON'T HAVE HOTEL OCCUPANCY TAXES. WE WILL BE SOON, HOPEFULLY IN THE NEXT, HOPEFULLY WITHIN THE NEXT SIX MONTHS. AND SO WE'LL START SEEING SOME OF THAT REVENUE COME IN AND HOPEFULLY START OPERATING OR UTILIZING THOSE, THOSE, THOSE FUNDS TO FROM A TOURISM PERSPECTIVE, I SEE GOING FORWARD IN THE NEXT FEW YEARS, WE'VE GOT THE WORLD CUP COMING NEXT, NEXT SUMMER. I KNOW WE HAVE UNIVERSAL STUDIOS OPEN, I BELIEVE, OPENING NEXT SUMMER, TWO YEARS FROM NOW, THE THE PGA CHAMPIONSHIP WILL BE HOSTED AT THE PGA HERE IN FRISCO NEXT SPRING. WE'VE GOT AT LEAST FIVE YEARS AND WE'RE PARTNERING WITH THE TOWN OF LITTLE ELM. THEY'RE HOSTING A HALF IRONMAN, WHICH WILL AFFECT US. FRISCO, OF COURSE, LITTLE ELM SALINA, BECAUSE WE'RE GOING TO BE PART OF THE ROUTE FOR THEIR BICYCLING FOR THE CYCLING PIECE OF THE IRONMAN. AND SO THEY'RE EXPECTING 3000 PEOPLE TO PARTICIPATE IN THAT. AND HALF OF THOSE MAY BE WITHIN THE REGION. THE OTHER HALF IS COMING FROM OUTSIDE. SO I HOPE IT FILLS UP OUR HOTELS. I HOPE THAT AS PART OF OUR SPECIAL EVENTS THAT AS WE CONTINUE TO BUILD OUR EVENTS, THE SIGNATURE EVENTS THAT WE'VE HAD WITH THE EVENTS THAT WE DO IN IN THE SUMMER AND THE FALL WHERE WE JUST HAD THIS PAST WEEKEND WITH CELEBRATE PROSPER, THE ONES THAT WILL BE COMING UP HERE IN THE NEXT COUPLE OF MONTHS WITH THE CHRISTMAS EVENT, PLUS THE LITTLE EVENTS THAT WE DO IN DOWNTOWN. I'M HOPING THAT WE UTILIZE THOSE OPPORTUNITIES AND WORK WITH OUR FUTURE HOTELIERS AND CREATE SOME EVENT PACKAGES WHERE AGAIN, WE'RE NOT GOING TO I DON'T BELIEVE I CAN HOPE, BUT I DON'T NECESSARILY THINK THAT WE'RE GOING TO BE A TOURIST DESTINATION, BUT WE'RE GOING TO BE THE BENEFACTORS OF SOME OF THAT SPILLOVER, BECAUSE NOT EVERYBODY'S GOING TO WANT TO STAY AT THE OMNI AND GO TO THE PGA CHAMPIONSHIP, OR CAN AFFORD TO OR STAY AT AT THE HOTEL, AT THE UNIVERSAL STUDIOS. SO I BELIEVE WE'LL NATURALLY HAVE SOME OF THAT SPILLOVER. AND SO WE HAVE OPPORTUNITIES TO LEAN IN SOME OF THOSE ACTIVITIES AND WORK WITH OUR SPECIAL EVENTS AND OFFER SOME HOTEL PACKAGES WITH OUR HOTELIERS TO GIVE THOSE PEOPLE THAT ARE COMING TO PROSPER REGARDLESS, JUST A LITTLE BIT, SOMETHING SPECIAL AND EXTRA WHEN THEY'RE VISITING AND PROSPER, WHETHER IT'S IN DOWNTOWN. AND I THINK WE CAN STILL WORK WITH OUR DOWNTOWN EVENTS AND OUR TOWN DOWN OUR DOWNTOWN BUSINESSES AND AND RESTAURANTS, ETC. SO THAT'S ONE OF THE REASONS WHY I WANTED TO MOVE SPECIAL EVENTS OUT FROM UNDER PARKS. NOTHING THAT THEY'VE DONE WRONG. DAN AND CAITLIN AND HER TEAM HAVE DONE FANTASTIC WORK WITH OUR EVENTS. IT'S JUST AN OPPORTUNITY TO SORT OF CONSOLIDATE THAT AND REALLY LOOK AT IT MORE AS A MARKETING ASPECT FOR OUR COMMUNITY, AND THAT'S REALLY JUST WHEN IT COMES TO THE PARKS AND RECREATION SIDE. THAT'S ONE OF THE REASONS WHY I WANTED TO MAKE THOSE CHANGES. AND WITH THAT, I MEAN, UNLESS YOU WANT TO GO THROUGH ALL THE OTHER CHANGES, I FIGURED IT WAS JUST REALLY PERTINENT TO PARKS AND RECREATION. AND SO, AGAIN, WORKING WITH DOWNTOWN, BECAUSE DOWNTOWN IS ONE OF THOSE KEY PLANKS THAT THE COUNCIL HAS SET ASIDE AS, AS ONE OF THEIR KEY PRIORITIES. SO THE DOWNTOWN EFFORTS WITH OUR PLUS COUPLE, WITH OUR COMMUNICATION AND SPECIAL EVENTS, I JUST SEE THIS AS AN OPPORTUNITY TO KIND OF HELP MARKET PROSPER MORE CERTAINLY FOR OUR COMMUNITY. BUT NOW THAT WE'RE GOING TO HAVE A DIFFERENT LEVEL OF ACTIVITY COMING INTO PROSPER BECAUSE OF THOSE HOTELS, I THINK IT JUST PUTS US, PUTS US ON THE MAP.
