BUT IN 2023, WE ACTUALLY SET A RECORD IN STATE HISTORY FOR A NUMBER OF DAYS IN SESSION WITH MULTIPLE SPECIAL SESSIONS. WE DID SOMETHING SIMILAR TO THAT 2021, WHERE WE HAD A LOT OF HOUSE MEMBERS FLEE THE STATE FOR ABOUT SIX WEEKS, WHICH DELAYED US, AND THEN WE ENDED UP WITH THREE SPECIAL SESSIONS THAT THAT TIME AS WELL. SO LUCKILY I'M HOME WHEN THE WHEN THE INFORMATION IS STILL FRESH AND ABLE TO DO THIS. AND I APPRECIATE THE TIME HERE THIS EVENING. IT IS VERY, VERY DIFFICULT TO SUMMARIZE AN ENTIRE LEGISLATIVE SESSION IN JUST A FEW MINUTES HERE. I'M GOING TO ATTEMPT TO DO THAT TONIGHT, BUT I WOULD BE HAPPY TO TAKE ANY QUESTIONS THAT YOU HAVE AT THE CONCLUSION OF MY REMARKS. YOU KNOW, FOR FOR THOSE OF YOU WHO DON'T KNOW, THE THE TEXAS LEGISLATURE MEETS FOR 140 DAYS EVERY OTHER YEAR, EVERY ODD NUMBER YEAR. WE'RE IN SESSION FOR ABOUT FIVE MONTHS. AND IF YOU THINK ABOUT IT, YOU KNOW, MY MOM WAS A SCHOOL TEACHER. MY WIFE'S A SCHOOL TEACHER. THAT'S BASICALLY ONE SEMESTER OVER TWO GRADE LEVELS THAT WE'RE DOWN IN SESSION. AND THAT IS A VERY SMALL AMOUNT OF TIME TO GET DONE. THE BUSINESS OF 31 MILLION TEXANS IN THE SEVENTH LARGEST ECONOMY IN THE WORLD. YET THAT'S WHAT WE AIM TO DO EVERY OTHER YEAR. IN FACT, IT'S A LITTLE BIT MORE DIFFICULT THAN THAT. THE CONSTITUTION OF THE STATE OF TEXAS SAYS THAT WE CAN'T PASS ANY PIECE OF LEGISLATION THE FIRST 60 DAYS OF SESSION. AND SO THAT CUTS OUT THE FIRST TWO OF FIVE MONTHS. SO THAT LEAVES US WITH JUST THREE MONTHS TO GET DONE. EVERYTHING THAT WE CAN DO FOR 31 MILLION TEXANS IN THE SEVENTH LARGEST ECONOMY IN THE WORLD. THE ONE THING THAT WE ARE CONSTITUTIONALLY BOUND TO DO EVERY SINGLE SESSION IS PASS A BUDGET, WHICH WE DO. JUST IMAGINE IF THEY DID THAT IN WASHINGTON, D.C. WE PASS A BUDGET EVERY SESSION. WE PASS A BALANCED BUDGET EVERY SESSION. YOU CAN'T EVEN HARDLY IMAGINE THAT HAPPENING IN WASHINGTON, DC, EVER. IN FACT, WE NOT ONLY PASS A BUDGET AND PASS A BALANCED BUDGET, WE HAVE FOUR DIFFERENT SPENDING LIMITS THAT WE HAVE TO STAY UNDER FOR THIS THING TO PASS. AND WE DID THAT. BILLIONS OF DOLLARS UNDER OUR SPENDING LIMITS, WHICH INCLUDES OUR POPULATION AND INFLATION SPENDING LIMIT THAT WE HAVE AT THE STATE LEVEL. SO WE ARE WELL BELOW WHAT WE BELIEVE IS A VERY CONSERVATIVE BUDGET. SOME OF THE TOP LINE ITEMS IN THE BUDGET THIS YEAR, NUMBER ONE IS WATER. WEABOUT WATER AND DID MORE ON WATER THIS SESSION THAN ANY OTHER SESSION. I'VE BEEN THERE OUT OF THE FOUR AND THAT IS INCLUDING IN IN ADDITION TO OUR WATER DEVELOPMENT BOARD, OUR WATER FUNDS THAT ARE ALREADY EXISTING, AND ADDITIONAL $2.5 BILLION IN WATER FOR THIS BIENNIUM, AND STARTING A NEW WATER FUND THAT IS GOING TO INVEST $20 BILLION IN WATER OVER THE NEXT 20 YEARS. THAT'S GOING TO BE A CONSTITUTIONAL AMENDMENT THAT HAS TO BE APPROVED THIS NOVEMBER, BUT $20 BILLION OVER THE NEXT 20 YEARS, IN ADDITION TO ALL OF OUR OTHER RESOURCES ON WATER, THAT'S FOR DEVELOPMENT OF NEW WATER SOURCES, INFRASTRUCTURE, FIXING LEAKY PIPES, ALL THOSE SORTS OF THINGS. AND SO, IF ANYTHING, THIS SESSION WAS PREDOMINANTLY ABOUT WATER DOWN IN AUSTIN. THE SECOND BIG THING IN THE BUDGET THIS SESSION IS PROPERTY TAX RELIEF. CERTAINLY THE NUMBER ONE ISSUE FOR ALL OF THE FOLKS THAT I REPRESENT IN DENTON COUNTY AND THE DENTON COUNTY SIDE OF PROSPER IS PROPERTY TAX RELIEF. IT'S THE NUMBER ONE THING THAT WE CONTINUE TO HEAR ABOUT. WE DEVOTED $51 BILLION TO PROPERTY TAX RELIEF THIS SESSION. THAT IS A SIGNIFICANT NUMBER BECAUSE IT IS NOT ONLY THE HIGHEST NUMBER OF DOLLARS THAT HAS EVER BEEN COMMITTED BY ANY STATE LEGISLATURE IN THE COUNTRY IN THE HISTORY OF OUR COUNTRY, TOWARD PROPERTY TAX RELIEF. IT'S ALSO THE LARGEST SHARE OF THE BUDGET OF ANY STATE IN THE HISTORY OF OUR COUNTRY TO PROPERTY TAX RELIEF. AND AGAIN, PROPERTY TAX IS A TAX WE DON'T COLLECT AT THE STATE LEVEL. BUT WE DO, YOU KNOW, OBVIOUSLY SET THE GUARDRAILS ON PROPERTY TAXES. AND THEN BECAUSE OF THE WAY THE STATE PARTICIPATES IN SCHOOL FUNDING, THAT'S THAT'S WHERE THIS LARGELY COMES ABOUT. AGAIN, GOING BACK TO THE THEME OF OUR CONSTITUTIONAL ELECTION THIS NOVEMBER, TWO PROPOSITIONS ON THE BALLOT RELATED TO HOMESTEAD PROPERTY TAXES. WE ARE GOING TO TAKE THE CURRENT HOMESTEAD EXEMPTION, WHERE YOU DON'T PAY ANY PROPERTY TAXES TO THE SCHOOLS ON THE FIRST $100,000 OF YOUR HOME, OR 110,000 IF YOU'RE A SENIOR. THAT WILL GO UP IF THE VOTERS APPROVE IT THIS NOVEMBER TO 140,000 FOR EVERYBODY EXCEPT SENIORS AND THE DISABLED, THAT GOES UP TO 200,000. SO FROM 110 TO 200,000 FOR SENIORS, A MASSIVE INCREASE [00:15:06] ON THEIR HOMESTEAD EXEMPTION. NOW THE SCHOOLS DON'T LOSE FUNDING ON THAT. THE STATE BACKFILLS THE FUNDING THAT THEY'RE NOT GOING TO BE ABLE TO COLLECT AT THE LOCAL LEVEL THROUGH PROPERTY TAXES. SO THE STATE MAKES THE SCHOOL DISTRICTS WHOLE. BUT THAT'S A BIG, BIG WIN. WHEN I FIRST JOINED THE LEGISLATURE IN 2019, THAT NUMBER IS 25,000. AND SO THE FACT THAT WE'RE GOING FROM A 25,000 HOMESTEAD TO A 200,000 HOMESTEAD FOR SENIORS AND DISABLED, THAT IS A BIG, BIG WIN. THE OTHER PIECE OF THAT $51 BILLION IN PROPERTY TAX RELIEF IS WHAT WE CALL TAX COMPRESSION, WHERE WE PUMP ADDITIONAL DOLLARS INTO THE PUBLIC SCHOOL SYSTEM THROUGH THEIR TAX RATE. AND WE ACTUALLY, BY THAT TAX RATE, DOWN AND CAP IT AT THE LOWER, LOWER LEVEL. SINCE I JOINED THE LEGISLATURE IN 2019, WE'VE REDUCED THE PROPERTY TAX RATE ON OUR PUBLIC SCHOOLS BY ABOUT $0.50. AND SO THAT'S A BIG, BIG WIN FOR TAXPAYERS. WE ALSO TAKE THE BUSINESS PERSONAL PROPERTY TAX, AND WE INCREASE THAT EXEMPTION FROM $2500 TO $125,000, WHICH IS A BIG, BIG WIN FOR OUR SMALL BUSINESSES IN OUR COMMUNITIES AS WELL. GETTING THAT LOCAL PROPERTY TAX EXEMPTION THERE, BORDER SECURITY STILL A BIG ISSUE AT THE STATE LEVEL. WE APPROPRIATED $3.3 BILLION TO PROPERTY OR I'M SORRY, TO BORDER SECURITY THIS SESSION. THAT ACTUALLY IS A IS A LOWER NUMBER THAN WE DID THE BIENNIUM BEFORE. I THINK THE ADMINISTRATION IN WASHINGTON, D.C. IS HELPING US OUT IN A SIGNIFICANT WAY ON BORDER SECURITY NOW. AND SO WE ARE HAVING TO SPEND LESS OF OUR STATE RESOURCES ON THAT FEDERAL ISSUE. NOW, I DON'T KNOW THAT WE'LL SPEND THE FULL 3.3 BILLION, BUT WE'VE GOT IT APPROPRIATED FOR FOR BORDER SECURITY, TRY TO PROTECT, YOU KNOW, OUR STATE FROM THE ILLEGAL TRAFFICKING OF PEOPLE AND DRUGS ACROSS OUR SOUTHERN BORDER. ONE OF THE BIG WINS THIS SESSION AND I THINK IS THE STRONGEST BILL IN THE NATION, IS PROTECTING TEXAS LAND FROM HOSTILE FOREIGN NATIONS. WE PASSED THE STRONGEST BILL IN THE COUNTRY TO PROTECT US FROM NATIONS LIKE CHINA, IRAN, NORTH KOREA AND RUSSIA FROM COMING IN AND BUYING UP OUR LAND IN TEXAS. YOU MAY HAVE SEEN IN THE NEWS THAT THE COMMUNIST CHINESE HAVE BOUGHT HUNDREDS OF THOUSANDS OF ACRES OF FARMLAND ACROSS THE COUNTRY, AND WE ARE TRYING TO PREVENT THAT AS MUCH AS WE CAN HERE IN THE STATE OF TEXAS. A LOT OF TIMES, THIS LAND THAT THEY'RE BUYING HAPPENS TO BE ACROSS FROM A MILITARY INSTALLATION AND THOSE SORTS OF THINGS. AND SO OUR NEW LAW IN THE STATE OF TEXAS, WHICH TOOK EFFECT ON SEPTEMBER 1ST, SAYS THAT YOU CANNOT PURCHASE IF YOU'RE AN AGENT ON BEHALF OF OR IF YOU'RE A CITIZEN OF ONE OF THESE COUNTRIES AND YOU HAVE IT RENOUNCED, YOUR CITIZENSHIP OR YOUR CONNECTION WITH ONE OF THOSE NATION STATES, THAT THAT WE CAN GO IN AND INVESTIGATE AND WE CAN ACTUALLY DIVEST YOU OF YOUR PROPERTY IF YOU OWN PROPERTY HERE FROM ONE OF THOSE FOUR NATION STATES THAT WE DEEM TO BE A HOSTILE FOREIGN INFLUENCE, AND WE'VE GIVEN THE GOVERNOR THE AUTHORITY TO GO IN AND ADD TO THAT LIST AS NEEDED. AND SO BIG, BIG WIN TO PROTECT OUR TEXAS LAND, TO PROTECT OUR FARMLAND, WHICH WE SEEM TO BE LOSING RIGHT AND LEFT. THE LAST THING I WANT TO TOUCH ON BEFORE I TAKE ANY QUESTIONS THAT YOU HAVE IS EDUCATION FUNDING. GOING BACK TO THE BUDGET, WE INCLUDED $8.5 BILLION IN NEW MONEY TO OUR PUBLIC SCHOOLS THIS SESSION TO PROSPER ISD SPECIFICALLY, THAT IS $17.2 MILLION IN NEW ANNUAL FUNDING, NEW DOLLARS TO OUR PUBLIC SCHOOLS HERE IN PROSPER ISD, $17.2 MILLION PER YEAR. THAT'S A BIG WIN. A LOT OF THAT HAS TO GO TO TEACHER PAY. OUR SMALLER DISTRICTS GOT AN $8,000 TEACHER PAY RAISE, OUR LARGER DISTRICTS GOT A $5,000 TEACHER PAY RAISE. WE KNEW THIS SESSION, GOING INTO THIS SESSION, BECAUSE OF WHAT HAD HAPPENED IN THE SESSION BEFORE THAT, WE HAD TO REALLY CONCENTRATE REALLY ON THREE PRIMARY AREAS, ALTHOUGH SOME OF THE FUNDING THEY CAN USE ELSEWHERE, THAT'S TEACHER PAY, THAT'S SCHOOL SAFETY. AND THAT IS OUR SPECIAL NEEDS STUDENTS AND OUR PUBLIC SCHOOLS. AND WE REALLY DID OUR BEST THIS SESSION TO REALLY IMPROVE THE FUNDING IN OUR PUBLIC SCHOOLS FOR THOSE PURPOSES. THE OTHER THING I WANT TO MENTION ON THAT, WHICH IS A WHOLESALE CHANGE, THE WAY THAT WE FUNDED THINGS IN THE PAST, YOU KNOW, WE FUND OUR PUBLIC SCHOOLS, TYPICALLY BASED ON THE AVERAGE DAILY ATTENDANCE. SO THE MORE THAT OUR CHILDREN ARE SHOWING UP AT SCHOOL, THE MORE FUNDING THAT OUR SCHOOLS GET. BUT THAT'S ALSO KIND OF A PROBLEM BECAUSE MOST STUDENTS DON'T HAVE 100% ATTENDANCE. AND SO THAT MEANS THAT THAT CUTS SOME OF THE FUNDING FOR OUR PUBLIC SCHOOLS. WHEN OUR STUDENTS MISS TIME. WE CREATED A BRAND NEW ALLOTMENT IN THE SCHOOL FINANCE SYSTEM THAT IS BASED NOT ON AVERAGE DAILY ATTENDANCE, BUT ON ENROLLMENT. AND SO WHAT IT IS, IS IT'S FOR A FIXED COST ALLOTMENT. SO THINGS LIKE THEIR INSURANCE OR THEIR [00:20:04] TRANSPORTATION COSTS, THINGS LIKE THAT, THAT ARE FIXED COSTS, REGARDLESS OF HOW MANY STUDENTS ARE THERE AT THE SCHOOL, WE CREATED THIS NEW ALLOTMENT AND FOR THE FIRST TIME EVER, IT'S BASED ON ENROLLMENT, NOT ON AVERAGE DAILY ATTENDANCE. SO THAT WAS A BIG WIN FOR OUR PUBLIC SCHOOLS AS WELL. TO TAKE SOME OF THOSE COST OUT OF THE BASIC ALLOTMENT, SET IT OVER, HAVE A DIFFERENT POT OF MONEY THAT THEY CAN CHOOSE FROM OR SPEND FROM, AND THEN FREE UP DOLLARS WITHIN THAT BASIC ALLOTMENT, WHICH IS WHAT THEY HAVE THE MOST OPPORTUNITY TO SPEND DOLLARS ON ACROSS THE BOARD. SO AGAIN, IT IS IT'S VERY, VERY CHALLENGING TO TO LAY OUT A LEGISLATIVE SESSION IN JUST A FEW MINUTES. BUT FROM MY PERSPECTIVE, THOSE WERE SOME OF THE MAJOR, MAJOR HIGHLIGHTS FROM THIS LEGISLATIVE SESSION. I WANT TO TELL YOU THAT IT IS AN HONOR TO SERVE IN THE TEXAS HOUSE OF REPRESENTATIVES, TO WALK INTO THAT BUILDING THAT WAS BUILT IN THE 1800S, AND TO WALK ON THAT HOUSE FLOOR AND GET TO VOTE ON BEHALF OF THE PEOPLE THAT LIVE AND PROSPER. TEXAS, AT LEAST ON THE DENTON COUNTY SIDE. IT IS A TREMENDOUS RESPONSIBILITY, AND IT'S A GREAT HONOR. SO THEY COULD HAVE GONE UP TO THE CURRENT MARKET PRICE. THEY DID INITIALLY OFFER US A THREE YEAR CONTRACT. WE REQUESTED THE FIVE YEAR CONTRACT SO THAT WE COULD HAVE THE LONGEVITY OF KNOWING EXACTLY WHAT OUR EXPENSES WOULD BE FOR A LONGER PERIOD OF TIME, AND THEN ALSO MAINTAIN THAT WE WERE ONLY DOING SMALLER INCREASES RATHER THAN 10 OR 15 INCREASES. IF IT CHANGED AGAIN, SOME OF THE ADDITIONAL PACKAGES THAT ARE IN HERE, THE PLAN IS AN ADDITIONAL SERVICE THAT WE DID NOT PREVIOUSLY HAVE. WE ARE SELECTING THIS BECAUSE WE NEED A MORE STABLE PLAN REVIEW SOFTWARE DG PLAN IS A SEPARATE ENTITY, AND SO THEY ARE THE ONES THAT ARE PROPOSING THE FIVE YEAR INCREASE OVER THEIR TERMS. WE BECAUSE WE'RE RUNNING LATER INTO THE YEAR, WE'RE NOT GOING TO BE ABLE TO PUT DOWN BERMUDA SEED AND GET IT ESTABLISHED. SO TO HOLD THE SOIL IN PLACE TO CONTROL EROSION, YOU HAVE TO GO WITH A WINTER GRASS RYEGRASS. THEN IN THE SPRING, YOU'D HAVE TO COME IN AND KILL THAT OUT AND THEN RESEED WITH BERMUDA. NOW THE PROBLEM WITH THAT IS AS THE WHEN WE'RE TRYING TO OPEN THOSE BALL FIELDS, YOU'RE GOING TO BE ESTABLISHED SEED. ONCE IT GETS WARM ENOUGH, YOUR WATERING MULTIPLE TIMES PER DAY.
