CITIZENS AND OTHER VISITORS ATTENDING PLANNING AND ZONING COMMISSION MEETING SHALL OBSERVE THE SAME RULES OF PROPRIETY, DECORUM AND GOOD CONDUCT APPLICABLE TO MEMBERS OF THE COMMISSION. CONSIDERED AN ACT UPON REQUEST FOR REVISED SITE PLAN FOR SITE MODIFICATIONS TO A RESTAURANT WITH A DRIVE THROUGH ON WINDSONG RANCH MARKETPLACE. BLOCK A LOT 14 ON 2.5 ACRES, LOCATED ON THE NORTHWEST CORNER OF UNIVERSITY DRIVE US 380 AND WINDSONG PARKWAY. THE PURPOSE OF THE SITE PLAN IS TO MODIFY THE EXISTING 4998 SQUARE FOOT DRIVE THROUGH RESTAURANT AND ASSOCIATED PARKING. KEY POINTS THEY WANT TO WIDEN THE DRIVE THROUGH ENTRANCE, WIDEN THE DRIVE THROUGH LANES ON THE INTERIOR SIDE. ADDITIONAL MANEUVERING, ALLOWING ADDITIONAL MANEUVERING ROOM FOR EMPLOYEES. THERE WILL BE NO IMPACT TO THE EXISTING LANDSCAPE BUFFER BEING THE THAT IS REQUIRED WITH THE TOWN ORDINANCE. THEY WANT TO RECONFIGURE THE SOUTHERN AISLE DRIVE TO ALLOW EASIER ACCESS TO EXIT THE VEHICLES AND GIVE AN ADEQUATE TURNING RADIUS, AND THEY ALSO WANT TO REMOVE THE SOUTHERN ROW OF PARKING ALONG THE SOUTHERN PART OF THE UNIVERSITY, AND ALSO ADDING THREE PARKING SPACES ON THE SOUTHEAST CORNER. SEE LOCATION MAP. THIS IS THE THE PROPOSED CONFIGURATION AND ALSO HAVE IN THE RED. IT SHOWS WHERE THEY'RE GOING TO BE, WHERE THE CHANGES ARE GOING TO BE MADE IN PARTICULAR. SO THE PD AMENDMENT FOR PLAN DEVELOPMENT 67 FOR THE GATES OF PROSPER WAS APPROVED BY A VOTE OF 5 TO 2. THE PD FOR PROSPER OAKS AND THE CORRESPONDING COMPREHENSIVE PLAN AMENDMENT WERE BOTH TABLED. AND THEN THE PLAN DEVELOPMENT FOR 607 EAST FIRST STREET WAS APPROVED UNANIMOUSLY. WHAT WAS THE THE THE COMMENTS WERE THE TWO THAT DENIED WHAT WAS THERE FOR THE ONES THAT WERE TABLED. THE GATES OF PROSPER ONE. THERE WAS A COMMENT ABOUT THE MULTIFAMILY. OBVIOUSLY I THINK COUNCIL ALL HAD RESERVATIONS ABOUT IT, BUT BECAUSE OF THE LONG STANDING TIES THAT WE HAVE WITH BLUE STAR AND THE ADDITION OF THE TOWN CENTER AND ALL THE OTHER FACTORS, I THINK COUNCIL WAS ABLE TO GET ON BOARD WITH THE ADDITIONAL MULTIFAMILY BASED ON OTHER FACTORS THAT THEY WOULD PROVIDE WITH THAT DEVELOPMENT. THANK YOU. FOR THE UPCOMING TOWN COUNCIL MEETING ON THE 16TH. TYPICALLY IT WOULD BE THE NINTH. HOWEVER, AS WE NOTED IN THE LAST MEETING THAT THEY MOVED THEIR MEETING TO THE 16TH. SO THE MAYOR COULD BE HERE FOR THE BUDGET VOTE. THERE WILL BE THE NOTICE OF APPEALS ON THAT ITEM. THERE WILL BE THE PLAN DEVELOPMENT FOR PROSPER OAKS THAT WAS TABLED, AND THEN THE COMPREHENSIVE PLAN AMENDMENT FOR PROSPER OAKS THAT WAS TABLED AS WELL. AND THEN FOR FUTURE PRNS ITEMS. SO OUR MEETING IS TYPICALLY WOULD TYPICALLY BE ON THE 16TH. IT WAS MOVED TO MONDAY THE 15TH. WE'RE STILL WORKING ON THE CONSENT AGENDA. HOWEVER, FOR THE REGULAR AGENDA, THERE'S TWO CASES THAT MAY MAKE IT, DEPENDING IF THEY GET ALL THEIR POSTINGS AND EVERYTHING ON TIME. ONE IS A PLAN DEVELOPMENT FOR PROSPER, WHICH IF YOU GUYS REMEMBER, WE HAD A WORK SESSION FOR THAT ONE. IT'S HAD MULTIFAMILY TOWNHOMES, THE SENIOR HOUSING. IT'S OFF OF FIRST STREET NEAR THE TOLLWAY.
THERE WAS A WORK SESSION THAT WE DID FOR THAT ONE. I WANT TO SAY IT WAS 2 OR 3 MONTHS AGO, AND THEN THERE WAS A TOWN COUNCIL WORK SESSION THAT THEY DID AS WELL. SO THEY LISTENED TO SOME OF THE FEEDBACK THAT YOU GUYS HAD WENT BACK AND REVISED THE PLAN, AND THEY SHOULD BE BEFORE YOU. I DON'T KNOW IF THEY'LL MAKE THIS AGENDA, DEPENDING IF THEY GET THEIR SIGNS OUT ON TIME, BUT THERE'S THE POTENTIAL THEY COULD BE THERE. AND THEN THE PLAN DEVELOPMENT 69 AMENDMENT FOR THE HEB STORAGE CONTAINERS. I THINK WE'VE MENTIONED THAT A COUPLE TIMES. THEY'RE IN THE SAME SITUATION. IF THEY GET ALL THEIR REQUIREMENTS DONE, THEY COULD BE ON THE AGENDA, BUT THAT'S TBD. AND THEN LAST YOU SEE THERE'S A WORK SESSION FOR THE UDC.
