SO WE HAD A COMPLAINT FROM A HOMEOWNER WHO WITNESSED A YOUNG BOY URINATING BEHIND ONE OF THEIR BUSHES. IT WAS CAUGHT ON THE RING CAMERA THAT THEY HAD. SO WE RECEIVED THE COMPLAINT, BASICALLY SAID, WE'RE GOING TO LOOK AND SEE WHAT WE CAN DO ABOUT IT. SO. SO ANYWAYS, SO THE IDEA WAS, DO WE PUT IN SOME TYPE OF RESTROOM FACILITY, WHETHER IT BE A JUST A SCREENED PORTA POTTY? BASICALLY THAT'S WHAT IT IS. IT'S JUST A YOU'LL SEE IT ON THE NEXT PICTURE. IT'S GOING TO BENEFIT US FOR OUR YOUTH LEAGUES, AND THERE ARE A SIGNIFICANT AMOUNT OF ATHLETIC, ATHLETIC FIELDS BEING USED AT THAT PARK. AND THEN OBVIOUSLY RAYMOND COMMUNITY PARK. IT'S ALMOST A COPY OF FRONTIER, SO SAME REASONS WHY WE DO THAT THERE. BUT THOSE ARE THE ONLY THREE PARKS THAT WE HAVE PLANS FOR RESTROOMS. MOST MOST OF THE TIME. MOST OF THE TIME IN THE SMALLER NEIGHBORHOOD PARKS, TYPICALLY THEY SERVE THE SURROUNDING COMMUNITY. SO PEOPLE TYPICALLY WALK OVER. YOU DON'T HAVE TYPICALLY BIG PARKING LOTS OR PARKING LOTS AT ALL. PEOPLE WALK OVER, THEY COME DO WHAT THEY WANT TO DO IN THE PARK. IF THEY NEED A FACILITY, THEY CAN RUN HOME OR OR THEY'RE THERE. JUST WHATEVER TIME FRAME WHERE THEY DON'T. THEY DON'T NEED THAT. SO WE DO HAVE SOME CONCERNS, ONE THAT WE DON'T REALLY HAVE A STANDARD FOR, FOR SOMETHING LIKE THIS, YOU CAN BET WHEREVER WE PUT THAT RESTROOM, IT'S GOING TO PROBABLY UPSET THE PERSON THAT LIVES RIGHT ACROSS LOOKING AT THEIR FRONT DOOR AT A WHETHER IT'S A BRIGHT ORANGE, BRIGHT BLUE PORTA POTTY SURROUNDED BY A LITTLE WOODEN STRUCTURE OR OR IT'S A FULL FLEDGED RESTROOM BUILDING AGAIN, IS IT TRULY NEEDED FROM THE TOWN SIDE? SOME OF THE KEY FEATURES WE DEFINITELY WANTED TO POINT OUT TO YOU GUYS, AS WE WERE WALKING AROUND THE SITE THAT WE NOTICED WERE JUST THE DIFFERENT LAND TYPES THAT ARE PRESENT. SO BASICALLY THERE WAS FOUR DISTINCT KIND OF AREAS THAT WERE BEING FOUND ON THE SITE. SO ON THE NORTHERN SIDE YOU HAVE MORE OF THE PRAIRIE. THIS TYPICALLY WOULD BE USED FOR MORE AGRICULTURAL PURPOSES. SO IT TENDS TO BE A LITTLE BIT MORE FLAT. AND THEN THIS ALSO IS WORTH NOTING. IT IS ONE OF THE ONLY AREAS OUTSIDE OF THE FLOODPLAIN WHICH MAKES IT PRIME REAL ESTATE IN TERMS OF THE PARK DEVELOPMENT. SO WE DEFINITELY WANT TO BE CONSIDERATE WHENEVER WE TAKE THE TIME TO START CHOOSING PROGRAMING, MOVING A LITTLE BIT FURTHER SOUTH, THE LAND IS STILL RELATIVELY FLAT, BUT NOW WE'RE ENTERING INTO THE FLOODPLAIN. FROM THERE WE CROSS OVER WEST FIRST STREET, WHICH THEN TURNS INTO FISHTRAP ROAD. THAT'S WHERE ALL THOSE EXISTING BIKE TRAILS ARE. THERE'S A LITTLE BIT MORE TERRAIN HERE, BUT IT'S NOT ANYTHING TOO CRAZY. OBVIOUSLY IT GETS A LITTLE BIT MORE INTENSE AS IT GETS CLOSER TO THE CREEK AREA. SOME OF THE OTHER KEY HIGHLIGHTS THAT WE GOT TO TAKE A LOOK AT AS WE WERE WALKING. THE SITE WAS JUST GETTING A CHANCE TO SEE THE EXISTING BIKE TRAIL NETWORKS SURROUNDING, SO THERE'S QUITE A BIT OF RESIDENTIAL SURROUNDING THE SITE, JUST DIFFERENT NEIGHBORHOODS, AND THEY HAVE THEIR OWN KIND OF TRAIL NETWORK SET UP. SO THESE RED LINES THAT YOU'RE SEEING ON THE SCREEN ALL REPRESENT EXISTING TRAILS THAT WE WOULD HOPEFULLY TIE INTO WITH OUR PROPOSED DESIGN. HERE ARE JUST A COUPLE OF MORE SITE PHOTOS, GIVING SOME CONTEXT OF SOME OF THE EXISTING PONDS THAT ARE THERE ON SITE FOR WEST FIRST STREET. HERE, LET ME FLIP BACK REALLY QUICKLY. SO OVERALL, JUST ONCE AGAIN TAKING INVENTORY OF EVERYTHING THAT WAS OUT THERE. SO IN TERMS OF OPPORTUNITIES AND CHALLENGES, THERE ARE DEFINITELY A FEW KEY HIGHLIGHTS THAT WE WANTED TO HIT OFF ON. EARLIER, I MENTIONED THIS PRIME REAL ESTATE UP ON THE NORTH END. THAT IS DEFINITELY SOMETHING THAT WILL WANT TO CONSIDER FOR A PRIME PROGRAM. IN ADDITION TO THAT, HOWEVER, THERE IS AN EXISTING UTILITY LINE RUNNING THROUGH THERE. IT IS OVERHEAD POWER LINES, SO THERE WILL NEED TO BE A LITTLE BIT MORE PLANNING AND COORDINATION INVOLVED FOR WHATEVER PROGRAMING THAT GETS INSTALLED THERE. JUST NOTING A COUPLE AREAS THAT ARE GOING TO BE IDEAL FOR MORE OF FLAT USES. SO IN THIS PARTICULAR GRAPHIC, WE MENTIONED THAT IT WOULD BE A GOOD OPPORTUNITY FOR LIKE SPORTS FIELDS, JUST DUE TO THE NATURE OF SPORTS FIELDS NEEDING MORE OF A FLAT SURFACE. THERE ARE TWO DIFFERENT UTILITY YARDS. I WOULD SAY THEY'RE KIND OF SMALLER AREAS, BUT THEY ARE FENCED IN WHERE THESE RED SQUARES ARE, SO THERE WILL BE A LITTLE BIT OF COORDINATION THERE. ONE OF THE PRIME AREAS THAT WE WERE CONSIDERING IS ACROSS THE STREET FROM PATCHOGUE MIDDLE SCHOOL. THERE'S ACTUALLY A DRIVE, SO WE IMAGINE THAT REALISTICALLY, TO GET INTO THE PARK, THERE WILL BE A MATCHING DRIVEWAY JUST ACROSS THE STREET TRYING TO FIGURE OUT HOW THE CIRCULATION WOULD WORK. SO FOR PROPOSED ENHANCEMENTS, WE DEFINITELY WANT TO MAKE SURE THAT THAT'S GOING TO BE A LITTLE BIT MORE USER FRIENDLY. ANY QUESTIONS SO FAR. OKAY. ONE OF THE ADDED BENEFITS OF CREATING THIS CIRCULATION IS THAT IT WOULD. THIS PARK HAS THE POTENTIAL TO UNITE ALL THESE COMMUNITIES AND REALLY INTEGRATE IT INTO ONE NICE, COHESIVE SPACE. SORRY, I'M JUST LOOKING AT MY NOTES HERE, TRYING TO MAKE SURE I'M NOT MISSING ANY ANY BIG PIECES. WE HAVE A MULTI-USE FIELD DOWN HERE THAT'S A LITTLE BIT MORE AMORPHIC IN SHAPE, BUT DEFINITELY IS MORE OF A FLEX SPACE. MOVING FURTHER SOUTH. THE BIG THING THAT CONCEPT ONE HAS TO OFFER IS A PUMP TRACK, AND THEN IT ALSO IS PROPOSING AN E-BIKE LOOP OR TRAIL LOOP. SOME ADDITIONAL PARKING. DEFINITELY TALKING ABOUT ENHANCING THE EXISTING TRAILHEAD A LITTLE BIT MORE. THAT WAY IT IS A MORE ESTABLISHED GATEWAY AND IT CAN HANDLE A LOT MORE USERS. WE ALSO HAVE PROPOSED THE NATIVE PRAIRIE GRASS AREA AND POTENTIALLY EVEN A WILD WILDLIFE OUTLOOK OBSERVATION SORT OF AREA. DEFINITELY. THROUGHOUT ALL OF THIS THOUGH, WE HAVE A GOOD NETWORK OF TRAILS THAT ARE CONNECTING AND GIVING USERS THE ABILITY TO NAVIGATE THE SITE AS MUCH OR AS LITTLE AS THEY WOULD LIKE TO. THE OTHER THINGS HERE ON THE EAST SIDE, WE HAVE A PLAYGROUND, MORE OF NATURE, PLAY A LITTLE BIT MORE IMAGINATIVE PLAY, POTENTIALLY A SYNTHETIC TURF AREA. AND THEN EARLIER, TO SERVE BOTH OF THOSE AMENITIES, WE HAD A PAVILION. KNOWING THAT THESE ARE BEING REDUCED IN THIS PARTICULAR CONCEPT, THAT PAVILION WOULD GO AWAY. WE RECEIVED EIGHT BIDS FROM REALLY GOOD CONTRACTORS, BUT WE USE WE WERE REQUIRED BY THE TOWN TO USE WHAT'S CALLED A COMPETITIVE SEALED PROPOSAL PROCESS. IN THIS PROCESS, WE SCORE THE BIDDERS BASED ON THREE CRITERIA AND THEIR WEIGHTED CRITERIA. THE FIRST ONE, 65% IS THE COST, 25% IS THE TIME THAT THEY PROPOSE TO FINISH THE PROJECT, AND THEN 10% IS THEIR QUALIFICATIONS. SO WE HAD AN INTERESTING SITUATION THAT OCCURRED. ONE OF THE CONTRACTORS PROPOSED FINISHING THE PROJECT 70 DAYS SOONER THAN ANY OF THE OTHER CONTRACTORS, BUT THEY WERE NOT THE LOW BID. HOWEVER, THEY WERE THE HIGHEST SCORING CONTRACTOR. SO WE'VE HAD A NUMBER OF INTERNAL DISCUSSIONS ABOUT THIS, AND WE TOOK THIS TO THE CIP SUBCOMMITTEE YESTERDAY, AND BASED ON THEIR RECOMMENDATION, WE ARE NOW PLANNING TO TAKE THIS TO COUNCIL THIS MONTH, ON AUGUST 26TH, AND ASK THEM OR ASK THAT THEY [01:10:05] CONSIDER REJECTING ALL THE BIDS, AND THEN TOWN STAFF WILL CONTINUE TO WORK ON THIS PROJECT. BUT HE REDUCED SCOPE. WHAT THEY HAVE RECOMMENDED FOR US IS THAT WE DO NOT, AT THIS TIME CONSTRUCT A TRAIL ON THE SOUTH END DOWN THERE, THE ONE THAT CROSSES THE FLOODPLAIN, BUT THAT WE GO AHEAD AND CONSTRUCT THE TRAILS THAT ARE UP THERE ON THE SOUTH SIDE OF G ROAD. AND WE WOULD DO THAT PROBABLY UTILIZING A CONCRETE CONTRACT WITH A COMPANY CALLED MOPAC, THE SAME WAY THAT WE PUT IN A PIECE OF TRAIL ALONG THE BOULEVARD A COUPLE OF MONTHS AGO. SO THAT'S OUR PLAN FOR NOW. BEFORE ANY QUESTIONS ON THIS ONE, BEFORE I MOVE ON, THIS IS ALL PERMANENT, RIGHT? THIS IS GOING TO BE THERE WHEN WE MOVE FORWARD WITH THE PARK. YES, SIR.
