IT'S PART OF THE OLD PD TWO. THE USE IT'S ABOUT A 30 ZERO ZERO ZERO SQUARE FOOT LITTLE LESS FACILITY. ABOUT 20,000 OF IT IS A GROCERY STORE. IT'S ACTUALLY SPICE HUT, WHICH IS KIND OF A BRANCH OF A GROCERY CHAIN. AND THEN THE OTHER 10,000 IS RETAIL, AND WE DON'T KNOW EXACTLY WHAT THAT IS YET. LA CIMA IS FOUR LANE DIVIDED HIGHWAY, AS YOU ALL KNOW, AND IT WAS PRIMARILY BUILT TO ALLOW TRAFFIC TO GO FROM 380 UP TO FIRST STREET. AND THAT WAS PART OF THE CONCERN RESIDENTS HAD IS THAT THIS WAS GOING TO ATTRACT PEOPLE GOING UP AND DOWN THIS, THIS ROAD. AND THEN SECONDLY, RICHLAND IS NOT COMPLETE YET. THERE'S A GAP. AND SO THERE'S ONLY TWO LANES. THE SOUTHERN TWO LANES ON THE SOUTHERN SIDE THERE OF THE PROPOSED DEVELOPMENT THAT'S IN PLACE. THIS DEVELOPMENT WOULD HAVE TO BUILD THE NORTHERN TWO LANES GOING TO THE EDGE OF THEIR PROPERTY, AND THEN A LITTLE BIT FROM THERE GOING WEST, ARE THE OTHER DEVELOPMENTS THAT WE'VE SEEN RECENTLY COMING THROUGH THE 380. THE TESLA AND THE OTHER PLACES. AND THEY'LL BE BUILDING THE ROAD THE THE WAY. BUT THE TIMING IS NOT NECESSARILY IN SYNC TO WHERE IT'LL ALL BE DONE AT THE SAME TIME. AND SO THE PLANNING COMMISSION MADE A RECOMMENDATION TO APPROVE THE SITE PLAN. IT REALLY COULDN'T DO ANYTHING ABOUT THE ZONING SINCE IT WAS ALREADY ZONED BUT TO APPROVE THE SITE PLAN. BUT THEY ADDED A CONDITION THAT A PROFESSIONAL TRAFFIC IMPACT ANALYSIS WOULD HAVE TO BE DONE TO DETERMINE, AND THAT WOULD BE BEFORE CONSTRUCTION WOULD HAVE TO BE DONE TO DETERMINE WHEN IT WOULD ACTUALLY BE ABLE TO OPEN.
MEANING WOULD ALL OF RICHLAND HAVE TO BE BUILT AND COMPLETED AND OPENED BEFORE THE ROAD OPENED, BEFORE THE FACILITY COULD OPEN? AND THAT IS THE PURPOSE FOR THE TIA. AND SO THE VOTE WAS WAS 3 TO 1. AND I, I WOULD SAY I MEAN, I WAS THERE, I HEARD WHAT THEY WERE SAYING, BUT I THINK THE ONE AGAINST WAS PRIMARILY THEY WANTED THE TIA DONE. NOW, YOU KNOW, BEFORE THE SITE PLAN WAS APPROVED AS OPPOSED TO BEFORE THE BUILDING PERMIT WAS ISSUED. THERE ARE CITY BASICALLY PUBLIC RIGHT OF WAY. AND SO PEOPLE NEED PERMISSION TO DO THAT. SOMETHING LIKE THIS. IT'S A PRIVATE SIDEWALK, AND AS LONG AS IT DOESN'T BLOCK THE SIDEWALK, YOU STILL HAVE TO HAVE. EVEN THOUGH IT'S PRIVATE, YOU STILL HAVE TO BE ABLE TO GO BY IT.
