PARK DEVELOPMENT FEES BASED ON SIZE OF THE DEVELOPMENT, NUMBER OF UNITS, HOUSES, APARTMENTS, WHAT HAVE YOU. SO IT'S ALL SPELLED OUT THROUGH THAT ORDINANCE. SO IN IN HINDSIGHT TWO, THE DEVELOPER COMES IN, THEY HAVE A NUMBER THAT THEY'RE GOING TO HAVE TO WRITE A CHECK FOR. BUT WE CAN ALSO WORK WITH THEM TO ALLOW THEM TO START DOING SOME OF THE DEVELOPMENT. SO ON A TYPICAL DEVELOPMENT, WHATEVER SIZE, THEY'LL HAVE TO NOT ONLY JUST CASH, SOMETIMES IT'S LAND AS WELL, BUT THEY HAVE TO SET ASIDE. NOW, IF IT'S A BIG NUMBER, THEY MAY CHOOSE TO GO AHEAD AND BUILD THE PARK OR BUILD TRAILS OR DO SOME OTHER AMENITIES FOR THAT NEIGHBORHOOD, WHICH IS GREAT. IT'S REALLY A WIN WIN FOR BOTH PARTIES, BECAUSE TYPICALLY THEY CAN BUILD IT FOR CHEAPER THAN WE CAN. BUT WE'LL PUT A VALUE ON IT BASED ON WHAT OUR INDUSTRY STANDARDS. SO FOR INSTANCE, RIGHT NOW WE HAVE AN ANNUAL CONTRACT. WE PAY $12.50 FOR A SQUARE FOOT OF CONCRETE THAT WAS BID OUT. THAT'S WHAT THAT'S OUR NUMBER. SO KURT WANTS TO GO BUILD A TRAIL. HE'S THAT CONTRACTOR. WE'RE PAYING 1250 A SQUARE FOOT. NOW, THE DEVELOPER WHO'S POURING HOME SITES AND DRIVEWAYS AND STREETS AND ALL THAT, THEY'RE GOING TO JUST JUST THE WHAT'S THE WORD? I'M LOOKING FOR ECONOMIES OF SCALE. THEY PROBABLY GET IT A LITTLE CHEAPER. SO FOR THEM TO GO BUILD THAT PARK, THEY CAN DO A LITTLE BETTER THAN PROBABLY WE CAN, BUT THEY CAN GET A LITTLE CREDIT BACK TOO, FROM, FROM THAT BIG NUMBER THAT THEY WOULD HAVE TO WRITE A CHECK FOR. SO TYPICALLY THAT'S A NEGOTIATION STAFF DOES WITH THE DEVELOPER. SO I'M JUST TRYING TO SET THIS UP FOR YOU TO KIND OF SO YOU CAN SEE THIS. KURT'S GOING TO KIND OF RUN YOU THROUGH THIS DEVELOPMENT. THE WAY PARKLAND DEDICATION FEES WORK IS, THE DEVELOPER IS REQUIRED TO DEED OVER TO US AS PARKLAND ONE ACRE FOR EVERY 35 UNITS THAT THEY'RE OWNING. OR A LOT OF TIMES WE MAY NOT NEED PARKLAND IN THAT PARTICULAR AREA, LIKE IF WE ALREADY HAVE A PARK ACROSS THE STREET, AS WE DO IN THIS CASE, THEN WE WORK OUT SOMETHING ELSE. THEY OWE US CASH IN LIEU OF THOSE THAT ONE ACRE PER 35 UNITS. AND IT'S BASED ON THE PROPERTY VALUE, FAIR MARKET VALUE AT THE TIME. AND SO AND I'M GOING TO KIND OF JUMP TO ANOTHER SLIDE. SO THE WAY THE NUMBERS HAVE FALLEN OUT ON THAT ONE, KIND OF ON THE TOP RIGHT HERE. THE PARK PLACE 206. LOTS OF $1,500. THERE'S THE $300,009 OR 309,000 AND THEN PROSPER HILLS, 166 LOTS. AT 1500. SO WE GOT THOSE NUMBERS. AND THEN THE WAY PARKLAND DEDICATION WORKED OUT. YOU CAN SEE THE SAME THING. 206 LOTS THAT ONE ACRE FOR 35 UNITS. SO THIS CHART DOWN HERE AT THE BOTTOM, THESE ARE SOME OF THE AMENITIES AND TRAILS THAT WE ARE WORKING WITH DEVELOPER TO BUILD. AND WHAT WE SO WHAT WE DO IS WE, WE ESSENTIALLY PAY FOR THE DEVELOPMENT OF THE TRAIL AND THE IMPROVEMENTS, BUT WE CREDIT THEM BACK SO THEY GET THIS STUFF DONE. THEY PROVE TO US WHAT THEY'VE PAID AND THEN WE CREDIT THEM WHAT THEY OWE US FOR THE FEES AND THE PARKLAND DEDICATION. SO THAT'S THE WAY THIS WORKS. AND SO THERE'LL BE A BALANCE AT THE END. AND IF THERE'S A BALANCE, THEN THEY OWE US THAT IN CASH. BUT THAT'S HOW THIS ALL WORKS OUT EVERY SINGLE. I MEAN, THE ORDINANCE IS PRETTY CLEAR. AND I'VE BEEN HERE TWO FULL YEARS NOW. TODAY IS MY SECOND ANNIVERSARY HERE. EVERY ONE OF THESE DEVELOPMENTS IS DIFFERENT BECAUSE IT'S JUST IT'S JUST EACH DEVELOPER HANDLES IT DIFFERENTLY. SOME OF THEM WANT TO PAY CASH. SOME OF THEM WANT TO ARE WILLING TO GIVE US LAND OR BUILDING ENTITIES. THIS IS JUST THE WAY THIS ONE HAS WORKED OUT. SO WE'VE BEEN ASKED TO BRING THIS TO YOU AND ASK YOUR APPROVAL. ANOTHER THING IS, IT'S PROBABLY GOING TO BE A NUMBER OF YEARS BEFORE WE HAVE ANY MONEY TO ACTIVATE WINDSONG COMMUNITY PARK. IT'S GOING TO BE A REALLY EXPENSIVE DEVELOPMENT, PROBABLY 25, $30 MILLION, JUST LIKE RAYMOND PARK HAS BEEN. BUT THIS DEVELOPER CAME TO US MANY, MANY MONTHS AGO. WE'VE BEEN WORKING WITH THEM FOR A LONG TIME AND THEY'VE BEEN VERY PATIENT. SO THEY WANT TO DO SOME THINGS, LIKE IF YOU LOOK THERE ON THE SOUTH SIDE ALONG THE ROAD THERE, WHAT THEY'VE OFFERED TO DO IS THEY'RE GOING TO BUILD US SEVERAL DIFFERENT TYPES OF TRAILS, AND ULTIMATELY THEY'LL BUILD THE VILLAWOOD TRAIL. BUT THEY'RE ALSO GOING TO PUT IN A GRAVEL PARKING LOT, AND THEY'RE GOING TO BUILD SOME SOFT SURFACE TRAILS IN THERE THAT PEOPLE CAN USE FOR THE NEXT SEVERAL YEARS UNTIL WE FINALLY HAVE MONEY TO START DEVELOPING THIS PARK FULLY. THEY'RE ALSO GOING TO PUT SO THERE'S TWO DIFFERENT. SO IT'S KIND OF HARD TO SEE. BUT IF YOU LOOK AT THIS GRAPHIC YOU CAN SEE THE DASHED LINES THAT RUN ALONG THE ROADWAYS THERE. AND SO ANOTHER THING THAT WE DO WITH THESE DEVELOPERS IS THEY'RE REQUIRED TO PUT IN A STANDARD WALKWAY, WHICH I THINK IS 4 OR 5FT, OKAY, SIX FEET. HOWEVER, WE LIKE TEN FOOT WIDE TRAIL EVERYWHERE BECAUSE IT'S BETTER FOR HIKE AND BIKE TRAILS FOR A SHARED USE TRAIL. SO WHAT WE DO IS WE PAY FOR THE DIFFERENCE. THEY PAY FOR THE SIX FOOT AND WE PAY FOR THE ADDITIONAL FOUR FEET AND WE CREDIT THEM OUT OF THESE FEES. JUST A FEW LITTLE UPDATES HERE. STORM DAMAGE AT WHITLEY PLACE A COUPLE OF TREES FELL OVER THE BRIDGE AND WE WORKED ON CLEANING THAT UP. SO THE ONE TO THE TOP LEFT, ALL THE TRASH. THAT WAS AFTER THE FLOOD THAT WE HAD. AND THAT ACTUALLY SPILLS INTO DOUGH BRANCH. WHAT KURT WAS JUST TALKING ABOUT. SO WE WE'VE BEEN WORKING ON THAT LITTLE AREA FOR A LONG TIME. ALL THE BEAVERS AND EVERYTHING BILLS ARE DOWN. THAT USED TO BE WHERE THE OLD ORIGINAL ROAD WENT THROUGH BEFORE G GOT BUILT WITH ALL THE BRIDGES. SO ALL OUR CULVERTS ARE STILL THERE BUT NOT MAINTAINED WELL. SO I'VE BEEN WORKING WITH PUBLIC WORKS AND TRYING TO GET SOMETHING TO HELP US OUT IN THAT AREA, TO KIND OF KEEP THE WATER FLOWING BETTER AND WON'T HAVE THIS PROBLEM HOPEFULLY. BUT WE'VE HAD A COUPLE OF DIFFERENT GROUPS EMAIL LAST COUPLE OF MONTHS, BOY SCOUTS AND GIRL SCOUTS, SO I'M KIND OF DIRECTING THEM TO THIS KIND OF PROJECT, AND THEY WANT TO REALLY HELP AND GO THROUGH THE TRAILS. WE HAVE THREE TRAILS OVER THERE THAT ARE A MILE EACH. CLEAN UP BRANCHES KIND OF CLEAN UP, MAKE SURE EVERYTHING'S LOOKING GOOD. AND THEN OF COURSE THE TRASH. SO THEY THEY HAVEN'T STARTED YET, BUT WE'LL SEE IF THAT EVER HAPPENS. THE BOTTOM PICTURE IS JUST A PICTURE OF THE GUYS WORKING CHRISTMAS TREES, YOU KNOW, ONCE EVERYBODY'S DONE WITH THEIR CHRISTMAS TREES, THEY GET DROPPED OFF AND WE MULCH THEM UP. AND THEN WE RECYCLE THEM AND MIX IT IN WITH SOME OF OUR GOOD DIRT, CLEAN DIRT. AND THEN WE'LL USE THOSE FOR EITHER OUR TREE FARM OR OUR BEDS. SO WHENEVER OUR EQUIPMENT OUTDATES, WE HAVE A KIND OF A SET DATE TRACTORS TEN YEARS, MOWERS THREE YEARS, FIVE YEARS, SOMETHING LIKE THAT. SO I'VE GOT QUITE A FEW PIECES OF EQUIPMENT UP. AND SO I'M WORKING WITH ALL THE VENDORS, TRYING TO GET QUOTES AND ALL THAT GOOD STUFF. BUT THIS WAS ONE OF THE MOWERS THAT WAS BROUGHT OUT. AND WE WERE WE HAD A DEMO DAY AND THIS IS A REAL MOWER. I USED TO HAVE IT. WE WENT AWAY FROM IT. NOW I'M LOOKING AT THEM AGAIN. IT'S JUST SUCH A BETTER CUT. NEW TECHNOLOGY, DIFFERENT MOWERS. THINK I'VE GOT THE PEOPLE IN PLACE THAT COULD, YOU KNOW, POSSIBLY RUN IT BETTER THAN WHAT WE USED TO HAVE. SO WE'RE WE'RE WORKING ON THAT. WE'VE GOT A LOT OF PROJECTS. CURT MENTIONED SOME OF THEM, BUT. OUR MEDIANS ON THE WEST SIDE OF TOWN, THEY'RE FINALLY FINISHING UP. SO I'LL BE WORKING ON CONTRACTS, MOWING, ALL THAT GOOD STUFF. OUR BASEBALL, EVERYTHING IS ALREADY STARTED. WE HAVEN'T HARDLY HAD ANYTHING GOOD. IT'S BEEN WET, RAINY, EVERYTHING'S BEEN CANCELED. SO COLD THAT CAN'T DRY OUT. SO EVERYBODY'S ON PINS AND NEEDLES. SO SOME THEY'RE GETTING SOME KIND OF USE, SOME KIND OF PRACTICE. FOOTBALL WILL ACTUALLY START AT THE 1ST OF MARCH. SO WE'RE ALMOST EVERYTHING'S ALMOST STARTED. I THINK THAT'S WHAT MADE YOU GO AWAY FROM REAL MOWERS. TO BRING THEM BACK TO THE MAINTENANCE IS REALLY THE MAIN THING WE USED TO. I USED TO HAVE A CONTRACTOR THAT WOULD DO A MOBILE SHARPENING INSTEAD OF US TAKING THEM OUT, TAKING ALL THE REELS, TAKING THEM TO THE SHOP, EITHER JOHN DEERE OR TORO, WHEREVER IT WAS. AND THEN THEY'D SIT THERE FOR A WEEK AND A HALF BEFORE WE COULD EVER GET THEM BACK. I HAD A GUY THAT COULD MOBILE DO IT. HE HAD A TRAILER, VERY RELIABLE. AND THEN HE HE QUIT FOR WHATEVER REASON. THEN I WAS USING THE. WHAT WAS THE GOLF COURSE HERE IN TOWN? I JUST WENT BLANK JAIL CREEK. I WAS USING THEM. BUT THAT'S SUPERINTENDENTS GONE. SO THE OWNERS CHANGED THEIR MIND. SO WE COULDN'T DO THAT. SO I JUST WE CAN BACK CLAP THEM AND DO ALL THE MAINTENANCE IN HOUSE. BUT IT JUST WASN'T I DIDN'T LIKE THE QUALITY THAT WE WERE STILL GETTING. IF YOU DON'T HAVE A SHARP DRILL, YOU MIGHT AS WELL NOT MOW. THAT'S HOW I WAS TAUGHT SO AND IT WAS RIPPING THE GRASS. IT WASN'T A GOOD CLEAN CUT. SO WE WENT TO THE ROTARY MOWERS, WHICH THE GUYS REALLY KNOW HOW TO SHARPEN THE BLADES ON THAT. BUT AGAIN, YOU CAN'T BEAT A REAL MOWER TO CUT IF IT'S DONE RIGHT. OKAY. SO WE'RE LOOKING AT IT AGAIN.
