AGENDA ITEM NUMBER 12 IS TO RECEIVE AN UPDATE REGARDING THE FIRE DEPARTMENT'S 4896 SCHEDULING, AND IT SAYS ASSISTANT CHIEF SHAW WILL BE PRESENTING. WE ACTUALLY DUE TO SOME QUESTIONS THAT WE HAVE, WE DECIDED THAT I WOULD PRESENT TODAY AND I'LL BRING HIM BACK AT ANOTHER TIME TO PRESENT FOR YOU GUYS. THANK YOU. BUT HE DID HELP ME WITH THE WITH THE POWERPOINT AND THE INFORMATION. SO HE DOES A GREAT JOB WITH THAT. WE'LL START OFF THE THIS IS OUR ONE YEAR REVIEW. WE IMPLEMENTED THE 4896 SCHEDULE FOR THE FIREFIGHTERS THAT ARE ON SHIFT IN JANUARY 6TH OF 2024. SO JUST A LITTLE BIT OF BACKGROUND. AGAIN, IT WAS ON JANUARY 6TH. WE STARTED IT ACTUALLY WE STARTED SAME DAY AS THE MCKINNEY FIRE DEPARTMENT DID. IT WAS ESTABLISHED AS A PILOT PROGRAM, AND WE ALSO HAD A SIX MONTH REVIEW THAT WE BROUGHT, AND IT ACTUALLY DIDN'T COME TO COUNCIL. IT WENT TO IT WENT IN THE WEEKLY UPDATE TO YOU AT THE END OF JULY. SO WE DID A SIX MONTH REVIEW TO SEE HOW THINGS WERE GOING ON THAT SCHEDULE. THE 48, 96, THEY BASICALLY WORK TWO CONSECUTIVE 24 HOUR SHIFTS AND THEN THEY'RE OFF FOR 96. SO DIFFERENT THAN THE 2448 THAT THAT WE HAD DONE PREVIOUSLY. ONLY MINOR CHANGES. WE DIDN'T HAVE TO CHANGE A WHOLE LOT TO OUR STANDARD OPERATING GUIDELINES OR POLICIES OR PROCEDURES. SO MOST OF THOSE STILL FELL INTO PLACE AND STILL DID NOT HAVE TO BE MODIFIED.

SOME OF THE ADVANTAGES THAT YOU CAN SEE HERE, I WON'T READ THEM ALL TO YOU, BUT THIS WAS SOME OF THE ADVANTAGES THAT ARE OUR RESEARCH HAD GIVEN TO OUR FIREFIGHTERS. MAINLY IT WAS A IT WAS A HUGE FOR QUALITY OF LIFE. A LOT OF OUR FIREFIGHTERS DO NOT LIVE HERE IN THE IMMEDIATE AREA.

SO IT CUT THEIR DRIVE TIME IN HALF HAVING TO COME TO WORK ESPECIALLY WE HAVE SEVERAL THAT ARE 30 MINUTES TO OVER AN HOUR AWAY. SO THAT HELPED CONSIDERABLY. SOME OF THE THINGS WE WORRIED ABOUT WAS THE SHORT TERM FATIGUE BEING AWAY FROM THEIR FAMILY FOR 48 HOUR SHIFTS AND OCCASIONALLY WORKING A COUPLE HOLIDAYS. THE QUALITY OF LIFE, MENTAL, PHYSICAL HEALTH THAT WAS ONE OF THE MOST IMPORTANT THINGS TO US. IT ALLOWS THE FIREFIGHTERS TO SPEND MORE TIME AT HOME WITH THEIR FAMILIES. IT IS IMPORTANT TO NOTE THAT THEY DO WORK THE SAME NUMBER OF HOURS ANNUALLY THAT THEY'VE ALWAYS WORKED, SO IT JUST CHANGED THE SCHEDULE UP. IT GAVE THEM ONE OF THE BIGGEST THINGS, GAVE THEM A FOUR DAY REST PERIOD. SO A LOT OF TIMES WHEN YOU WORK A 24, 48, YOU HAVE A REALLY LONG HOUR, REALLY LONG SHIFT. THAT NEXT SHIFT IS JUST

AS BAD OR EVEN WORSE, BECAUSE EVEN WHEN YOU GET HOME, YOU'RE EXHAUSTED AND YOU'RE TRYING TO, YOU KNOW, TRYING TO CATCH UP, TO BE BE THERE AND PRESENT FOR YOUR FAMILIES. THIS IS JUST A SMALL NETWORK THAT'S HERE IN THE AREA OF DEPARTMENTS THAT HAVE GONE TO 48, 96. AND FOUR OF THOSE DEPARTMENTS WERE OUR COMPARISON CITIES. THERE ARE STILL SEVERAL CITIES THAT ARE LOOKING AT THIS, OR WITH PLANS TO IMPLEMENT IT IN THE NEAR FUTURE. SO WE ORIGINALLY STARTED OFF IN AUGUST 2023 WHEN THIS WAS BROUGHT TO US, AND I SPOKE WITH THE TOWN MANAGER ABOUT IT AFTER IT WAS BROUGHT TO ME BY OUR FIRE ASSOCIATION AND SEVERAL OF OUR MEMBERS. AND SO WE WANTED FIRST TO ONE OF THE MOST IMPORTANT THINGS WAS TO FIND OUT HOW MANY OF OUR FIREFIGHTERS WANTED THIS SCHEDULE. AT THE TIME, WE HAD RIGHT AT APPROXIMATELY 94% THAT VOTED IN FAVOR OF TRANSITIONING TO THE NEW SCHEDULE. WE THEN REPEATED SOME OF THE EXACT SAME METRICS AND LOOKED AT SIX MONTHS OF EVALUATION THAT WE COMPLETED, AND AT THAT POINT IT SHOWED 98% VOTED IN FAVOR OF TRANSITIONING TO THE SCHEDULE. HOWEVER, IT WAS LATER DETERMINED THAT THE REASON IT SHOWED 98%. WE HAD ONE PERSON WHO WHO WAS EITHER OUT ILL OR DID NOT RESPOND TO THE SURVEY, BUT TO ALL THE MEMBERS THAT REPLIED, IT WAS 100%, SO THAT I THEN SUBMITTED THAT, ALONG WITH A LOT OF DOCUMENTATION IN AN EXECUTIVE SUMMARY THAT WE PROVIDED ON JULY 25TH, DURING THE WEEKLY UPDATE THAT WENT TO YOU. AND IN THE STATE OF TEXAS, IT'S COMING LIKE A HUGE WAVE, AS YOU KNOW, AND AS WE'VE DISCUSSED BEFORE, IT CAN BE VERY, VERY DIFFICULT TO FIND FIREFIGHTERS, ESPECIALLY FIREFIGHTER PARAMEDICS. SO EVERY TIME THAT WE WOULD TEST THE MAIN THING THAT WE WOULD THE, THE OUR MAIN QUESTION WAS, ARE YOU GUYS 2448? ARE YOU GUYS 4872 OR 4896 EXCUSE ME? AND IF WE SAID 2448, THEY WERE LIKE, OKAY, THANKS.

AND AS YOU CAN SEE THERE, WE WENT FROM JUST UNDER 6400 TO UNDER 5000. AND THEN WORKER'S COMP YOU'RE GOING TO SEE IT DID GO UP A LITTLE BIT.

HOWEVER, WE DON'T BELIEVE THIS HAD ANYTHING TO DO WITH THE SHIFTS THE OR WITH THE CHANGE IN THE 4896 WE HAD TWO MEMBERS. THIS IS GOING TO FLUCTUATE EVERY YEAR. THERE WAS A FEW YEARS AGO I HAD FIVE PEOPLE OFF AT ONE TIME. THAT DOESN'T TAKE LONG TO GET TO 700 PLUS HOURS. LAST YEAR WE ONLY HAD A FEW THAT WERE OUT FOR EXTENDED PERIODS OF TIME, ONE THAT INJURED A BICEP.

LOADING LOADING SOMETHING OUT OF THE BACK OF A TRUCK AND IT TORE HIS BICEP. SO HE HAD TO HAVE SURGERY. SO HE WAS OFF FOR SEVERAL MONTHS. AND THEN THAT ROLLED INTO FISCAL YEAR 2024.

AND THEN WE HAD ANOTHER MEMBER, I BELIEVE IT WAS IN FEBRUARY THAT INJURED HIS BACK, WENT TO REHABILITATION FOR A COUPLE OF MONTHS TRYING TO GET IT BETTER, TRYING TO AVOID SURGERY. AND FINALLY THE PHYSICIAN SAID, YEAH, YOU'RE GOING TO HAVE TO DO SURGERY. AND THEN AFTER THE SURGERY, WHICH WAS SUCCESSFUL, IT'S A FULL SIX MONTHS BEFORE THEY WOULD RELEASE HIM TO WORK.

SO MOST OF THE 722 HOURS THAT YOU SEE THERE ON THE WORKER'S COMP WAS WITH TWO INDIVIDUALS.

THE OVERTIME IS ANOTHER THING THAT HAS DRAMATICALLY DECREASED. AS YOU CAN SEE, THERE ARE OUR MEMBERS. WHEN YOU HAVE AS MANY PEOPLE AS WE DO IT, IT WE HAVE A LOT OF HOURS THAT TAKE IT. THIS SCHEDULE DOES ALLOW FOR THEM TO BE ABLE TO TAKE, YOU KNOW, THEY DON'T THEY THEY CAN TAKE ONE DAY OR TWO DAYS OFF AND HAVE A MORE EXTENDED VACATION TIME. AND SO I KNOW SOME OF THE QUESTIONS AND SOME OF THE THINGS THAT WE LOOK AT ARE, YOU KNOW, OKAY, NOW THEY'RE TAKING LESS OVERTIME AND, AND BUT THEY'RE AT THE SAME TIME NOW, WHAT'S GOING TO HAPPEN WHEN THEY'RE ACCRUING MORE HOURS AND THEY'RE NOT TAKING THAT OFF. THEY'RE ACTUALLY FAIRLY SIMILAR TO THE SAME HOURS. THERE'S ABOUT A LOT LESS THAN JUST OVER ABOUT A 5% INCREASE IN VACATION HOURS. AND A LOT OF THAT IT COMES TO PLAY, BECAUSE FROM THIS SAME TIME LAST YEAR THAT WE DID IT. SO THEY CAME ON EARLY FOR TRAINING PURPOSES AND TO GET READY FOR THAT STATION TO OPEN. AND AS PEOPLE ARE THERE LONGER, THEY ACCRUE ADDITIONAL HOURS.

AND EVEN OUR EXISTING PERSONNEL, WHEN THEY HIT THAT FIVE YEAR MARK OR THEY HIT THAT TEN YEAR MARK OR 15 YEAR MARK, THEY ACCRUE ADDITIONAL HOURS AS WELL. AS YOU CAN SEE, THE TRAINING HOURS WAS SOMETHING THAT I WAS VERY PLEASED TO SEE THAT WITH THAT NEW SCHEDULE DID NOT GO DOWN. A VERY GOOD QUESTION WAS ASKED ON THIS ABOUT, WELL, HOW MANY PEOPLE REPRESENTED THE HOURS OF TRAINING. SO IT VARIES IN ONE OF THE REASONS IT VARIES IS SIMPLY BECAUSE WE HAVE LIKE LIKE ANY DEPARTMENT DOES, EVEN THOUGH WE HOPE NOT TO HAVE THAT. AND THE THIRD ONE WAS ACTUALLY A VERY SHORT TIME.

IT WAS JUST FOR A COUPLE OF DAYS OR A SHIFT. HE WAS TRANSPORTED TO THE HOSPITAL AND FOR MEDICAL REASONS, AND THEN WAS SENT HOME 4 OR 5 HOURS LATER AND CAME BACK TO WORK THE FOLLOWING SHIFT. THE STAFF RECOMMENDATION AT THIS TIME IS THAT STAFF RECOMMENDS ADOPTING THE 4896 SHIFT SCHEDULE PERMANENTLY, AND WITH THAT, I'LL OPEN IT UP TO ANY QUESTIONS THAT YOU MAY HAVE. YEAH, I'VE GOT SOME QUESTIONS, CHIEF, AND THANK YOU FOR REPLYING BACK TO THE. THE INQUIRIES I HAD WAS VERY HELPFUL. THE OTHER QUESTION I HAVE IS REALLY AROUND THE HOURS FOR THE 23 TO 24 COMPARISON. WHEN WE LOOK AT VACATION, HOLIDAY AND SICK TIME SPECIFICALLY FOR THOSE, THE WAY THAT THIS IS STRUCTURED, AS I UNDERSTAND IT FROM THE COMMUNICATIONS, IS IT ADDS 12 HOURS OF OVERTIME, ALTHOUGH IT'S THE SAME WORKING HOURS, IT'S 12 HOURS OVERTIME ADDITIONAL JUST BECAUSE OF THE WAY THE SCHEDULES ARE STRUCTURED. AND SO THAT HAS A COMPOUNDING EFFECT WHEN YOU MULTIPLY IT BY EVERYBODY AND A BUDGET CONSIDERATION. SO WITH VACATION, HOLIDAY AND SICK TIME, WHILE IT SHOWS A DECREASE, THAT TIME IS NOT LOST. RIGHT.
