OUR FOURTH ORDER OF BUSINESS IS TO CONSIDER AND ACT UPON A RECOMMENDATION OF APPROVING HIRING THE CONSULTANT KIMLEY-HORN FOR THE DOE RANCH COMMUNITY PARK MASTER PLAN. I WAS GOING TO MAKE A QUICK COMMENT. JUST YOU SEE, YOU ONLY HAVE TWO TOWN STAFF FROM THE FROM THE PARKS WE ARE. THIS IS GOING TO BE VERY HEAVY ON PLANNING AND PROJECTS TONIGHT.SO THAT'S WHY YOU'VE GOT ME AND KURT. YOU'RE GOING TO BE SICK AND TIRED OF ME AND KURT. SO IF YOU'RE NOT ALREADY. BUT I'LL TURN IT OVER TO KURT. AND KATHY. HOPEFULLY YOU'RE AWARE WE OWN 162 ACRES OUT ON THE FAR WEST SIDE. WE'RE CALLING IT THE DOG RANCH COMMUNITY PARK. IT'S BASICALLY THE DOG RANCH PROPERTY. NOW THAT WE HOPE FOR IT TO BECOME A COMMUNITY PARK SOMEDAY. AND WE WANT TO. WE WERE FORTUNATE ENOUGH. IT WAS A BOND. I MEAN, THE BUDGET REQUEST AND THEY'VE FUNDED A MASTER PLAN STUDY. WE WOULD LIKE TO WORK WITH THE CONSULTANT KIMLEY-HORN ON IT, AND WE WERE JUST SEEKING YOUR APPROVAL ON THAT. AND I THINK IT'S JUST THIS ONE SLIDE IS ALL I HAVE. BASICALLY THE AREA IN QUESTION IS THE PINK THERE ON THE LEFT, THE OTHER IT'S ALSO HIGHLIGHTED IN BLACK ON THE RIGHT. THE OTHER TWO AREAS, THERE ARE PROPERTIES THAT WE MIGHT ACQUIRE IN THE FUTURE, BUT IT'S VERY UNCERTAIN AT THIS TIME. BUT THE LAND THAT WE DO OWN IS HIGHLIGHTED THERE IN THE PINK. AND SO WE ONLY 15 ACRES OF THAT ARE HIGH AND DRY. IT'S UP THERE IN THE TOP NORTHWEST CORNER, THE REST OF IT'S FLOODPLAIN. THAT DOESN'T MEAN IT COULDN'T BE CERTAIN TYPES OF BALL FIELDS OR OTHER FACILITIES LIKE JUST GOLF, HIKING, BIKE TRAILS, THAT SORT OF THING. SO ANYWAY, WE WOULD LIKE TO GET THIS MASTER PLAN GOING. IT'LL PROBABLY TAKE ABOUT A YEAR, AND WE'LL PROBABLY BE WRAPPING UP AT ABOUT THIS TIME NEXT YEAR.

OR IF YOU'RE GOING TO DO A MASTER PLAN FOR THAT AREA ARE YOU ARE YOU GOING TO DO ANY WORK ON THAT PIECE AT ALL. WELL, WE KNOW THAT'S WHY IT'S HERE. THE CONSULTANT ACTUALLY PUT THIS GRAPHIC TOGETHER FOR US. OKAY. UNTIL UNTIL WE KNOW WE OWN THOSE PROPERTIES, IT DOESN'T MAKE SENSE TO SPEND ANY MONEY ON IT. SO. AND IT'S ALL IN THE FLOODPLAIN. OKAY. BUT YES, WE I MEAN, GO AHEAD. I WAS GOING TO SAY WE WERE APPROACHED FROM TELUS GROUP TO SEE IF THERE WAS ANY INTEREST ON THE ON THE TOWN SIDE TO PURCHASE IT. AND BEING THAT IT'S PRIMARILY FLOODPLAIN AND WE WE'VE GOT A LOT OF OTHER PROJECTS GOING. SO WE DIDN'T FEEL THAT WAS IN THE BEST INTEREST AT THIS TIME TO PURCHASE IT. THERE'S BEEN SOME TALK THAT THEY MAY BE WILLING TO SOMEHOW GIVE IT TO THE TOWN OR THROUGH OTHER AGREEMENTS. I DON'T WANT TO GIVE MAYBE THE WRONG WORD, BUT AT THIS POINT RIGHT NOW, THE TOWN IS NOT INTERESTED IN PICKING ANYTHING ADDITIONAL UP. IF WE GET TO THAT POINT, WE SURELY WILL COME TO YOU ALL AND JUST AND BRING IT TO YOU. SO THERE'S BEEN A COUPLE DIFFERENT THINGS PUT ON THE TABLE RIGHT NOW. COUNCIL IS NOT INTERESTED IN IN PURCHASING THE LAND. SO WE'LL SEE IF SOMETHING CREATIVE COMES UP. SO WE CAN STILL MAKE CHANGES. AND WE MAY HAVE TO DEPENDING ON ANYTHING. ANY COMMENTS YOU ALL HAVE OR COUNCIL MAY HAVE COMMENTS NEXT TUESDAY. BUT WE'VE GONE THROUGH IT VERY CAREFULLY. THERE'S A LOT OF INFORMATION IN IT. IT'S A BIG DOCUMENT. BASICALLY. DAN AND I WERE PLANNING JUST TO GIVE YOU AN EXECUTIVE SUMMARY TONIGHT. WE DID A RECREATION PROGRAM ANALYSIS AND THEN OF COURSE, THE DEMANDS ANALYSIS AND NEEDS ASSESSMENT, WHICH IS A FANCY WAY OF SAYING THE SURVEY AND THE FOCUS GROUP MEETINGS THAT WE HELD. BUT ALL THAT INFORMATION THAT WAS GATHERED IN PHASE ONE WAS PUT TOGETHER INTO USABLE FORMAT IN TABLES AND CHARTS AND GRAPHS AND THAT SORT OF THING IN PHASE TWO.AND THEN ULTIMATELY IT'S WRAPPED INTO THE IMPLEMENTATION PLAN. AND OF COURSE, THE DRAFT THAT WE SENT YOU, WE DID A CAREFUL ANALYSIS. WE WORKED WITH THE CONSULTANT BACK AND FORTH FOR SEVERAL MONTHS. WE LOOKED AT EVERY SINGLE PARK PROPERTY THAT WE OWN, WHETHER THEY'RE DEVELOPED OR NOT. AND IT'S GOOD INFORMATION TO HAVE. AND ONE OF THE EXCITING THINGS ABOUT THIS FOR ME, IS TO SEE HOW MANY PROPERTIES THAT WE ACTUALLY OWN THAT ARE NOT EVEN DEVELOPED YET, WHICH WE'RE GOING TO BE DEVELOPING SOME PARKS FOR YEARS TO COME, WHICH AS A PARK PLANNER, I THINK THAT'S PRETTY EXCITING. THIS IS A REALLY GOOD TOOL. THIS IS THE KIND OF THING DAN AND I USE THIS ON A REGULAR BASIS. THIS IS REALLY GOOD INFORMATION BECAUSE IT HELPS US TO IDENTIFY OUR CORE PROGRAMS AND OUR STRENGTHS AND WEAKNESSES, BUT ALSO CHALLENGES THAT WE HAVE. AND THIS IS GREAT INFORMATION. AND SO TREVOR AND HIS STAFF, CECILY, THEY WILL THEY'LL USE THIS AS A REFERENCE PROBABLY FOR THE NEXT 5 TO 10 YEARS. THERE'S A LOT OF INFORMATION THERE. IT'S PRETTY IN DEPTH. THE PEOPLE THAT WE INVITED WAS A BROAD CROSS-SECTION OF PROSPER WITH PEOPLE FROM THE CITIZEN ENGAGEMENT COMMITTEE. WE HAD SEVERAL PARK BOARD MEMBERS. WE HAD WE REACHED OUT TO THE SENIORS IN THE TOWN TRYING TO REMEMBER SOME OF THE OTHER ORGANIZATIONS, THE FAITH COMMUNITIES AND ISD. SO WE AND WE HAD GREAT TURNOUT. I THINK EVERYONE BUT ONE PERSON THAT WE INVITED WAS THERE. SO GOOD INFORMATION WE GOT. AND THEN OF COURSE, WE DID THE SURVEY. THE SURVEY WAS SENT OUT TO 7000 HOUSEHOLDS. WE HEARD BACK FROM 1540. AND AS YOU CAN SEE THERE, PROSPER HAS APPROXIMATELY 15,000 HOUSEHOLDS. SO WE HEARD FROM 10%, WHICH FOR THIS TYPE OF A SURVEY IS EXTREMELY IMPRESSIVE. GREAT INFORMATION. AND ALL THE INFORMATION THAT WE GATHERED IS WAS USED TO COMPILE THE CHARTS AND THE GRAPHS, AND A COUPLE OF WHICH WE'RE GOING TO LOOK AT HERE IN THE NEXT SLIDE. WE WANT THEM TO WEIGH IN AS WELL BECAUSE THEY HAVE A TREMENDOUS AMOUNT OF EXPERIENCE. THEY DO THIS. PHILIP, OUR PRIMARY CONSULTANT ON THIS, HAS DONE MORE THAN 40 OF THESE PLANS IN HIS CAREER. SO HE'S VERY KNOWLEDGEABLE. ANYWAY, BASICALLY EVERYTHING THAT WE PUT TOGETHER IS YOU CAN SEE IT ON THE RIGHT HAND SIDE THERE. IT'S BROKEN DOWN INTO THREE CATEGORIES HIGHER PRIORITIES, MODERATE AND LOWER PRIORITIES. ONE THING THAT WE WANT TO MAKE YOU AWARE OF, AND THIS IS JUST SOMETHING GOOD TO KNOW, IS ON THESE PRIORITY LISTS, A LOT OF TIMES PEOPLE WILL SEE THIS AND GO, OH, WELL, YOU KNOW, I THINK SOME OF THOSE THINGS DOWN THERE IN THE BOTTOM ARE IMPORTANT. SO IN YEARS TO COME, WE MAY HAVE FUNDING TO DO WITH THIS GOLF COURSE.THEY'RE VERY INEXPENSIVE. WHEREAS OBVIOUSLY NUMBER THREE, A MULTI-GENERATIONAL RECREATION CENTER, THAT'S A BIG TICKET ITEM. SO THAT THAT'S A THAT GETS FUNDED A VERY SPECIAL WAY ANYWAY. SO JUST SO YOU KNOW, AND JUST SOMETIMES PEOPLE SEE THAT AND THEY KIND OF MAYBE IF ONE OF THEIR SOMETHING THEY REALLY, REALLY WANTED IS DOWN THERE ON THE BOTTOM, IT DOESN'T MEAN THAT IT'S GOING TO BE 15 YEARS BEFORE IT HAPPENS. JUST A COUPLE OTHER THINGS. THIS IS SOME MORE INFORMATION THAT WE GOT IN THE SURVEY PROGRAMS OF INTEREST. AND THEN PARK FACILITY PRIORITIES OVER THERE. SO IT'S NEVER ANY SURPRISE TO SEE IT AT THE TOP OF THE LIST. BUT THIS IS A GOOD IT'S A GOOD REFERENCE FOR US. WE'LL USE THIS AS A TOOL IN PLANNING FOR YEARS TO COME.
