CITIZENS AND OTHER VISITORS ATTENDING THE TOWN COUNCIL MEETING SHALL OBSERVE THE SAME RULES OF PROPRIETY, DECORUM AND GOOD CONDUCT APPLICABLE TO THE MEMBERS OF THE TOWN COUNCIL. ANY PERSON MAKING PERSONAL, IMPERTINENT, PROFANE OR SLANDEROUS REMARKS, OR BECOMES BOISTEROUS WHILE ADDRESSING THE COUNCIL OR WHILE ATTENDING THE MEETING SHALL BE REMOVED FROM THE ROOM, IF SO, DIRECTED BY THE MAYOR PRESIDING OFFICER, AND THAT PERSON SHALL BE BARRED FROM FURTHER AUDIENCE BEFORE THE COUNCIL DURING THAT SESSION. WILL MOVE ON TO OUR FIRST PRESENTATION. AND THE FIRST PRESENTATION IS REGARDING THE 2024 MAYOR'S FITNESS CHALLENGE. TREVOR. GOOD EVENING, MAYOR AND TOWN COUNCIL. IN 2019, THE TOWN IMPLEMENTED THE MAYOR'S FITNESS CHALLENGE. THIS GIVES THE RESIDENTS OF THE TOWN AN OPPORTUNITY TO PARTICIPATE IN A WELLNESS AND FITNESS PROGRAM. THIS IS A FREE SERVICE THAT THE PARKS AND RECREATION DEPARTMENT OFFERS TO THE COMMUNITY, AND BASICALLY, FOR ANYONE THAT'S UNFAMILIAR WITH IT, ANY PARTICIPANTS ARE ASKED TO LOG WEEKLY ACTIVITY THROUGH THE SPAN OF THREE MONTHS. SO THIS IS START UP IN MARCH OF 2024. AS PART OF MAYOR BRISTOL'S FIVE CENTERS OF EXCELLENCE, THIS PROGRAM FALLS UNDER THE PILLAR OF WELLNESS. STARTING IN 2023, THE PARKS AND RECREATION DEPARTMENT EXTENDED THIS PROGRAM TO LAST FROM MARCH ALL THE WAY THROUGH DECEMBER. IN THE PAST, WE HAVE DONE THREE MONTHS AS PART OF THE PROGRAM, AND WE EXTEND IT TO GO THROUGHOUT THE WHOLE YEAR TO ENCOURAGE ALL THE PARTICIPANTS TO CONTINUE TO PARTICIPATE. FOR PARTICIPANTS TO RECEIVE A COMPLIMENTARY SHIRT AND BE ENTERED INTO A RAFFLE, THEY NEEDED TO COMPLETE THE SEASONAL CHALLENGE AND SUBMIT ALL LOGGED MINUTES. IF A PARTICIPANT SUBMITTED THREE SEPARATE FORMS TO ALIGN WITH THE SEASON, THAT THEY WOULD BE ELIGIBLE TO RECEIVE THE GRAND PRIZE, WHICH IS THE MAYOR'S CHALLENGE COIN, A VERY PRESTIGIOUS ACHIEVEMENT. AND BEFORE WE ANNOUNCE THE WINNER, THERE ARE SOME NUMBERS THAT I WOULD LIKE TO PRESENT TO EVERYONE. IN 2024. THE SECOND YEAR OF THE PROGRAM RAN YEAR ROUND. WE ENDED UP WITH A TOTAL OF 71 TOTAL COMPLETIONS, AND THAT'S THROUGHOUT THE ENTIRE YEAR. 13 OF THOSE PARTICIPANTS COMPLETED ALL THREE SESSIONS, WHICH IS RIGHT AROUND 20%. AFTER LOGGING IN ALL THE MINUTES, WE CAME TO A TOTAL OF 260,927, WHICH ENDS UP BEING AROUND 4350 TOTAL HOURS. AND THEN JUST A SIDE NOTE, WE DID HAVE A COMPETITION THAT WAS MORE OF A HYBRID OF THE MAYOR'S FITNESS CHALLENGE, IN WHICH WE COMPETED WITH SURROUNDING CITY LITTLE ELM. WITH THAT PARTICULAR EVENT, IT WAS A MONTH LONG AND INSTEAD OF LOGGING MINUTES, WE LOG STEPS WITH 17 PARTICIPANTS. WE LOGGED 4,752,095 STEPS. AND JUST TO COMPARE, IN 2023, WE HAD 132 PARTICIPANTS TOTAL. 15 OF THOSE PARTICIPANTS COMPLETED ALL THE THREE SEASONS, AND THAT TOTAL WAS 266,299 MINUTES, WHICH WOULD EQUAL 44,438 HOURS. SO WE'RE VERY PROUD OF EVERYONE. WE SEE A LOT OF THE FAMILIAR NAMES THAT PARTICIPATE YEAR IN AND YEAR OUT, SO WE WOULD LIKE TO CONGRATULATE EVERYONE THAT DID COMPLETE THIS CHALLENGE. AND THEN ALSO WE DID HAVE OUR WINNER FOR THE MAYOR'S CHALLENGE COIN, AND THAT INDIVIDUAL IS IN ATTENDANCE RIGHT NOW. THE WINNER OF THE MAYOR'S CHALLENGE COIN WAS SCOTT EASTWOOD.N'T KNOW WHA. DOLPHINS FITNESS. DID EXPAND THE. CRITERIA FOR THAT. SO THE COUNCIL MEMBERS ALSO PARTICIPATED IN THE LAST DAY IN ORDER TO DO THAT. THIS IS A MAYORS COUNCIL MAYOR'S CHALLENGE COIN. THEY ARE VERY UNIQUE. NOT MANY PEOPLE GET THEM. BUT THANK YOU VERY MUCH. AND HOPEFULLY NOW WE CAN EXPAND THIS PROGRAM. AS TREVOR MENTIONED ALREADY, WELLNESS IS A YEAR ROUND THING. IS A PRESENTATION RECOGNIZING THE TOWN OF PROSPER FRONTIER PARK AS THE TEXAS TURF GRASS BASEBALL FIELD OF THE YEAR. MATT FUR COUNCIL MAYOR, THANKS FOR HAVING US. I APPRECIATE THE OPPORTUNITY TO BE ABLE TO COME UP HERE AND RECOGNIZE MY TEAM. JUST A FEW OF THEM THAT COULD MAKE IT TONIGHT. FIRST, THOUGH, I'D LIKE TO GO BACK A LITTLE BIT IN HISTORY. I STARTED THIS IN 2010 AND HELEN WEBB WAS THE I GUESS HE'S THE ONE THAT MADE ALL THIS POSSIBLE. HE'S THE ONE THAT HIRED ME. ALL THE MOTOROLA STUFF THAT YOU ALL GRANTED US WITH AND HOW WE PROGRESSED GOING FORWARD WITH ALL THE MOTOROLA STUFF. HE'S HE'S MY EXPERT. HE'S GOT HIS OWN CREW NOW OF BALL FIELDS. SO THE GOALS OF THE MASTER PLAN INCLUDED ESTABLISHING A PROPER PRIORITIES AND GOALS LIST FOR THE NEW FACILITY, BUILDING COMMUNITY AWARENESS. BECAUSE THE WAY THE LIBRARY IS LOCATED RIGHT NOW, A LOT OF PEOPLE DON'T KNOW WHERE IT IS OR HAVE NOT BEEN ABLE HAVE NOT USED IT. CRAFTING A LONG TERM STRATEGY. SO WHETHER IT'S PHASED OR HOW THE LIBRARY GROWS WITH THE COMMUNITY.

LOOKING AT EVEN POTENTIALLY FUNDING SOURCES LIKE ESTABLISHING A FOUNDATION TO HELP WITH SOME OF THE FUTURE LIBRARY COSTS. AND THEN, YEAH, BASICALLY CREATING A MASTER PLAN THAT SETS THE TONE FOR THE FUTURE LIBRARY PROJECTS AND PLANS. WE STARTED OUT LOOKING AT ALSO JUST UNDERSTANDING THE TOWN OF PROSPER AND WHAT IS WHAT IS IMPORTANT AND WHAT VALUES REALLY RESONATE WITH YOU ALL. THE ONE THING WE HEARD IN TALKING WITH EVERYONE, I THINK, WAS EXCELLENCE, THE IMPORTANCE OF THE EXCELLENCE OF PUBLIC SERVICES TO THE COMMUNITY, TO THE CITIZENS, TO THE COUNCIL. SO THAT WAS A BIG ONE. BUT ALL OF THESE OBVIOUSLY IMPACTED US AND THE WAY THAT WE LOOKED AT IT, THE STRATEGIC VISIONING PRIORITIES, WE OBVIOUSLY, BECAUSE OF THE RAPID GROWTH OF PROSPER, THE DOWNTOWN DEVELOPMENT INFRASTRUCTURE NEEDS. THE OTHER THING THAT WE KNEW AS WE WERE GOING INTO THIS PROCESS WAS THAT PARKS WAS WORKING ON A PLAN AT THE SAME TIME. AND SO JUST AS PART OF OUR WORK, WE HAD SEVERAL CONVERSATIONS WITH THEM TO JUST TO UNDERSTAND POTENTIAL SYNERGIES IN TERMS OF PROJECTS OR PLANNING. BECAUSE SOMETIMES IT'S NICE FOR PUBLIC BUILDINGS TO COHABITATE. SO WE LOOKED AT.

OBVIOUSLY WE STARTED WITH EXISTING CONDITIONS AND THE LIBRARY. YOU'RE BUILDING, WHICH ALSO IS THE CITY HALL. TOWN HALL WAS BUILT IN 2018, AND THE LIBRARY WAS ALWAYS INTENDED AS A TEMPORARY PORTION OF THAT. FROM THE DAY THAT IT OPENED, AT 9600FT■!S, IT WAS ALREADY PRETTY MUCH TOO SMALL FOR YOUR POPULATION. AND SO THAT STOPGAP AS IT'S DEVELOPED, MAUREEN WILL TALK MORE ABOUT HOW THAT'S EVOLVED. BUT RIGHT NOW, JUST TO MEET ACCREDITATION NEEDS. A LOT OF THE COLLECTION IS ACTUALLY HAS TO BE STORED OFF SITE. STAFF. WE TOURED SEVERAL PROJECTS IN THE REGION THAT WERE COMPARABLE IN SIZE, OR HAD SOMETHING THAT WE THOUGHT IT WOULD BE IMPORTANT FOR YOU TO SEE AS PART OF DISCOVERY TOURS.

SO WE VISITED ARLINGTON'S DOWNTOWN CENTRAL LIBRARY, WHICH WAS A VERY URBAN URBAN LIBRARY, OBVIOUSLY IN A DOWNTOWN AND KIND OF PACKED FULL OF REALLY UNIQUE PROGRAMS. WE LOOKED AT A CEDAR HILLS RECENTLY OPENED PUBLIC LIBRARY IN A PARK, SPECIFICALLY BECAUSE BACK TO MY COMMENT ABOUT PARKS EARLIER. THERE'S THE THERE'S A POTENTIAL FOR A SYNERGY TO MAYBE SET A LIBRARY IN A PARK, THUS REDUCING COSTS OF DEVELOPMENT, SITE DEVELOPMENT AND ALL THAT. BUT CEDAR HILL ACTUALLY ALSO DID SEVERAL OTHER INNOVATIVE THINGS. THEY HAD A LOT OF ON THE RIGHT, THE IMAGE, THEY HAD A LOT OF CHILDREN'S INTERACTIVES AND LIBRARY PROGRAMS THAT WERE BUILT IN, GEARED TOWARDS INCLUSIVITY AND, AND, AND EARLY LITERACY LEARNING AND ALL OF THAT. AND THEN ON THE LEFT, THEY ALSO HAD A SERIES OF REALLY ROBUST MEETING ROOMS THAT THE COMMUNITY HAD REALLY RESPONDED WELL TO. SO THAT WAS JUST SOMETHING THAT WE THOUGHT WAS IMPORTANT TO SHOW. WE ALSO TOURED WILEY PUBLIC LIBRARY AND THE BIG THING. WILEY WAS ONE OF THE OLDER PROJECTS THAT WE TOURED. BUT THE MOST INTERESTING THING THERE WAS THAT THE FACILITY WAS CO-LOCATED NEXT TO A REC CENTER AND ALSO NEXT TO THEIR CITY HALL. SO KIND OF A MUNICIPAL COMPLEX IDEA AGAIN.

AND THINKING ABOUT POTENTIALLY, IF YOU GUYS ARE, WHAT ARE THE LESSONS LEARNED IN TERMS OF THAT? SO THEN ONCE WE DEVELOPED ALL THAT, ONCE WE'D KIND OF SET THIS BASELINE OF PROJECTS THAT EXIST THAT MAYBE ARE RELEVANT TO YOU GUYS, KIND OF DONE THE DISCOVERY PORTION OF IT AND GOTTEN FEEDBACK FROM EVERYONE ON THAT. WE ALSO DOVE INTO COMMUNITY INPUT. SO WE DID THAT THROUGH A MULTI-TIERED APPROACH. WE STARTED WITH FOCUS GROUPS, SO WE HAD NEARLY 50 ATTENDEES. FOR IN-PERSON EVENTS. SO WE MET WITH STAFF. WE MET WITH LIBRARY POWER USERS. WE ACTUALLY ENDED UP AFTER THE FACT SETTING UP A SEPARATE MEETING WITH THE MAYOR'S YOUTH ADVISORY COUNCIL AS WELL, WHICH WAS REALLY GREAT BECAUSE IN THE FIRST FOUR FOCUS GROUPS, WE HEARD WE DON'T HAVE ENOUGH INPUT FROM FROM YOUNGER PEOPLE. SO AND SO THAT WAS REALLY EXCITING. WE THAT IT WAS A LOT OF FEEDBACK AND A LOT OF REALLY GOOD FEEDBACK. SO WE HAD YOU'LL SEE THE IMAGES THERE ARE WE DID A VERY WE DID A VOTING EXERCISE BASICALLY WHERE WE SHOWED DIFFERENT TYPES OF SPACES. NOT FOR ESTHETICS OR ANYTHING LIKE THAT, BUT REALLY JUST FOR PROGRAMS. AND WE LET PEOPLE VOTE IN EACH OF THOSE GROUPS. AND THAT VOTING KIND OF HELPED US UNDERSTAND WHAT THE PRIORITIES WERE FOR THE CITIZENS IN TERMS OF WHAT KINDS OF SPACES THEY WANTED TO SEE IN THE LIBRARY. WE THOUGHT BECAUSE OF THE EXISTING BUILDING THAT IT WOULD. I THINK I WAS EXPECTING CERTAIN THINGS, LIKE MEETING ROOMS TO BE HIGHER ON THE LIST, BUT ACTUALLY IT CAME DOWN TO THE BASICS OF MORE SPACE AND MORE. MORE COMMUNITY SPACE. SO THE NUMBER ONE THING THAT THAT THAT BETWEEN ALL THE FOCUS GROUPS THAT WAS WANTED WAS WHAT'S CALLED CAFE VENDING ON THIS SLIDE. BUT IT'S REALLY MORE OF LIKE A SOCIAL CAFE IDEA. SO SOMEWHERE TO GET GATHER AND FORMERLY NOT HAVE TO WORRY ABOUT LIKE TALKING A LITTLE BIT TOO LOUD, BUT HAVING A NICE SOCIAL SPACE IN THE LIBRARY. RIGHT NOW THE LIBRARY IS VERY LIMITED FOR SEATING. SO THAT'S THAT'S A BIG THAT'S A REACTIONARY THING. SIMILARLY STUDY ROOMS. THE LIBRARY CURRENTLY HAS IS VERY LIMITED IN TERMS OF STUDY ROOM OFFERINGS. BUT PEOPLE WERE REALLY EXCITED ABOUT THE IDEA OF, OH, I COULD GO TAKE A MEETING AT THE LIBRARY OR OH, I COULD, I COULD DO A HEALTH CARE LIKE A HEALTH, A TELADOC. A TELADOC. APPOINTMENT OR SOMETHING LIKE THAT. AND THEN ALSO FOR THE TEENS, THESE WERE ALSO REALLY IMPORTANT QUIET READING. AGAIN, IN TERMS OF BEING A HIGH TECH FUTURE THINKING LIBRARY, BUT ALSO THEN ABOUT THE ENVIRONMENT AND THE AMBIANCE. READING NICHES, THAT'S KIND OF LIKE THAT, THAT CAPTURES LIKE AN ESSENCE OF, I THINK, COZINESS AND KIND OF HAVING A COMFORTABLE PLACE IN THE LIBRARY TO HANG OUT AND READ A BOOK WITH YOUR FAMILY. AND SIMILARLY, PLAZA AND WALKING PATHS, HAVING LIKE THAT OUTDOOR ELEMENT AS WELL. AND THEN INTERACTIVE LEARNING AND GAMING, CODING, ENTREPRENEURSHIP. THOSE GO BACK TO THAT KIND OF HIGH TECH AND OR JUST ENHANCE LEARNING

THE LIBRARY DID A GREAT JOB OF DISTRIBUTING IT. WE HAD 565 RESPONSES. WHICH WAS A STATISTICALLY SIGNIFICANT AND PRETTY ROBUST RESPONSE. SO VERY IT WAS CLEAR THAT PEOPLE WERE REALLY EXCITED ABOUT ABOUT THE POTENTIAL TO HAVE A BIGGER, BETTER LIBRARY. WE HEARD A LOT OF WHAT I'VE ALREADY MENTIONED THAT THE CURRENT SPACE IS LIMITED IN SIZE SEATING. AND THE QUIET THE IN IT'S LIMITED IN TERMS OF ACCESS TO QUIET SPACES. AND THEN LIKE I MENTIONED, THE COLLECTION, PEOPLE'S PERCEPTION WAS THAT THE COLLECTION IS TOO SMALL. AND THAT WAS BECAUSE THEY DON'T ACTUALLY SEE A GOOD CHUNK OF THE COLLECTION BECAUSE OF THE SPACE CONSTRAINTS. AND THEN ONE OTHER THING THAT WAS MENTIONED WAS THE OPERATING HOURS ARE QUITE LIMITED. SINCE THE SURVEY HAS BEEN DONE, THE LIBRARY HAS ALREADY BEEN IMPLEMENTING SOME CHANGES TO THAT AND EXPANDING THEIR HOURS, SO THAT HOPEFULLY SHOULD IMPROVE. SO OF THE SURVEY WE HEARD IN TALKING TO STAFF ABOUT THIS, YOU KNOW, WHO WERE THE SURVEY RESPONDENTS. SO MOST OF THEM 61% WERE HAD USED THE LIBRARY THREE OR MORE TIMES IN THE LAST YEAR. SO FREQUENT LIBRARY USERS, BUT 40%. ALMOST 40% HAD NOT. THEY HAD USED LIBRARY LESS THAN THREE TIMES OR NOT AT ALL. BUT THEY STILL WANTED TO FILL OUT THE SURVEY BECAUSE THEY CARE ABOUT THE IDEA OF HAVING A GOOD LIBRARY. AND SO AND THAT'S REALLY IMPORTANT. AND THEN BELOW THAT, THE CHART THAT WE SHOW, WE ASKED PEOPLE TO DESCRIBE THEIR HOUSEHOLD IN TERMS OF JUST DEMOGRAPHICS. AND MOST OF THESE RESPONDENTS WERE ALSO FAMILIES WITH EITHER YOUNG CHILDREN OR TEENS. THAT'S THESE NUMBERS DON'T ADD UP TO 100%.

BUT LIKE 80% OF THE RESPONDENTS WERE FAMILIES THAT REALLY NEED THAT SPACE FOR LEARNING, FOR THINGS TO DO WITH THE KIDDOS. AND THEN OF THAT FROM THERE, TOP REQUESTED SPACES. SO LIKE I MENTIONED, EXPANDING THE COLLECTION. TEENS AND CHILDREN'S SPACES. WE HEARD THAT I SOUND LIKE I'M REPEATING THINGS, BUT IT'S REALLY KIND OF A THERE ARE THEMES THAT EMERGE VERY CLEARLY.

SO DESIGNATED TEEN AND CHILDREN'S SPACES. FLEXIBILITY AND THE ABILITY TO HAVE PROGRAMING AND EVENT AREAS THAT ARE FLEXIBLE AND ADAPTABLE, SO THAT THERE'S NOT JUST ONE SET ROOM THAT IS THE THAT IS A CHILDREN'S PROGRAM ROOM. TECHNOLOGY AND MAKER SPACES AND THEN OUTDOOR READING AREAS AND READING DECKS WERE ACTUALLY REALLY IMPORTANT TO THE COMMUNITY. A LOT OF WE HEARD FROM QUITE A FEW PEOPLE THAT THEY HAD MOVED TO PROSPER BECAUSE OF THE SPECIAL NEEDS ACCOMMODATIONS THAT THE TOWN HAS BEEN GOOD AT FOSTERING AND PROVIDING. AND SO THAT IS SOMETHING JUST TO KEEP AS AN UNDERLYING THEME IN THINKING ABOUT ALL OF THESE THINGS MOVING FORWARD. AND THEN ENGAGING THE YOUTH AND OUTDOOR SPACES AGAIN. SO AMAZING COMMUNITY PARTICIPATION. WE WERE REALLY PLEASED WITH THE FEEDBACK WE GOT. WE TALKED TO OVER 630 PROSPER RESIDENTS OVERALL AND GOT A TON OF GOOD IMPACT THAT WE WERE ABLE TO WORK INTO THE PROGRAM THAT MAUREEN WILL TALK ABOUT. AND SO FROM THERE, THANK YOU. A LOT OF THEM HAVE BUILT FIRE STATIONS, POLICE STATIONS, SO THEY UNDERSTAND THE, YOU KNOW, THAT WE HAVE CERTAIN REQUIREMENTS, YOU KNOW, AS YOU KNOW, ESPECIALLY IN PURCHASING AND SELECTION OF AND BIDDING REQUIREMENTS AND THINGS LIKE THAT. SO THAT DOES PROVIDE THEM SOME INSIGHT. AND THEN THEY UNDERSTAND THE TYPES, BECAUSE EVEN A PUBLIC WORKS SERVICE CENTER, WHILE IT'S NOT UNIQUE STRUCTURALLY AS FAR AS WHETHER IT'S A TILT WALL OR ANYTHING, BUT THERE ARE UNIQUE SERVICES PROVIDED.
