HE'S DONE A PHENOMENAL JOB IN MY ALMOST THREE YEARS HERE AND TALKING TO OTHER STAFF. HE'S HE'S ALWAYS DONE A MARVELOUS JOB. SO IF THERE IS ANYONE ELSE INTERESTED, JOHN SAID HE'D BE HAPPY TO SUPPORT. AND JUST BECAUSE WE WON'T HAVE JOHN HERE A YEAR FROM NOW. SO I MEAN, HE'LL STILL BE AROUND, BUT NOT NOT ON THE ON THE PARKS BOARD.

I THINK THEY CALL THESE LANDSLIDES. ALL RIGHT, LAST UP. WE HAVE THE POSITION OF SECRETARY. IT'S BEEN VACANT FOR A LITTLE WHILE. AND SO WE HAVE AN OPPORTUNITY TO FILL THE SECRETARY ROLE. WHAT DOES THE SECRETARY DO THEN? I COULD DO THAT. OKAY, OKAY. WE HAVE A NOMINATION. ALL RIGHT. KERRY CASTRO HAS BEEN NOMINATED FOR THE ROLE OF SECRETARY. JOB DESCRIPTION TO BE PROVIDED LATE. DO I HEAR A SECOND? I'M SORRY.

BY THE WAY, NOMINATION CAME FROM KIM BOB. I GOT A SECOND FROM YOU. OKAY. ANY OTHER NOMINEE? OH, SORRY. DO YOU ACCEPT? KERRY? OKAY. AND ANY OTHER NOMINEES FOR THE ROLE OF SECRETARY? IT'S A TOUGH POSITION, CLEARLY. ALL RIGHT, ALL THOSE IN FAVOR WITH A HAND RAISE, WE'LL COUNT UP THE VOTES. FIVE. SIX, SEVEN. ALL RIGHT, THAT TAKES CARE OF THAT. OUR BOARD OFFICER POSITIONS HAVE BEEN FILLED. LET IT BE KNOWN THAT DANIEL KNOX IS OUR NEW CHAIR. LET IT BE KNOWN THAT BOB BENSON IS OUR VICE CHAIR. LET IT BE KNOWN THAT KERRY CASTRO IS OUR SECRETARY. CONGRATULATIONS, EVERYONE. ALL RIGHT. DO I NEED TO VACATE NOW? NO. OKAY. ALL RIGHT. WITH THAT, WE WILL MOVE ON TO COMMENTS FROM THE PUBLIC. I DON'T SEE BARBARA DOESN'T HAVE ANY COMMENTS. ANYBODY ONLINE IRISH. I THINK WE'RE GOOD TO GO. NEXT UP, WE HAVE A LOT OF THINGS TO CONSIDER AND ACT UPON HERE.

[5. Consider and act upon approval of the Raymond Community Park Dam Assessment and Plan. ]

THE TOWN'S GOING TO GET THEIR MONEY'S WORTH OUT OF US TONIGHT. CONSIDER AND ACT UPON THE APPROVAL OF THE RAYMOND COUNTY PARK DAM ASSESSMENT, I GOT TO PUT THE EMPHASIS ON THE RIGHT WORD DAM ASSESSMENT AND PLAN. I GUESS THAT'S LET'S SEE. LET ME GET. IS THAT THAT ONE? OKAY. WE GOT THAT. OKAY. SO WE HAVE A SITUATION OUT THERE IN RAYMOND PARK. I DON'T KNOW IF ANY OF YOU ALL ARE AWARE OF IT YET, BUT SO WE WE'VE GOT A POND OUT THERE AND THERE'S A DAM ON THE POND.

IF YOU LOOK AT I HAVE A CURSOR HERE, I GUESS NOT. SO IF YOU LOOK AT THE PICTURE ON THE RIGHT THERE, THAT'S AN AERIAL VIEW OF THE POND. AND YOU CAN SEE THE DAM IS OVER KIND OF ON THE RIGHT THERE. AND IF YOU LOOK CAREFULLY RIGHT THERE, KIND OF IN THE MIDDLE, RIGHT ABOVE THE WATER LINE, THERE'S A LITTLE CONCRETE BOX. THAT BOX IS SHOWN OVER HERE ON THE UPPER LEFT PHOTO. YOU CAN SEE IT ANYWAY. SO WE HAD THE ONCE WE STARTED TALKING ABOUT WE'RE GOING TO DRILL A WELL. OH SORRY. WE'RE GOING TO DRILL A WELL AND WE'RE GOING TO BE PULLING WATER FROM THE POND. AND SOMEHOW WE JUST ENDED UP DECIDING THAT WE NEEDED TO DO AN ASSESSMENT OF THIS DAM. SO WE HIRED AN ENGINEERING FIRM TO GO OUT AND LOOK AT THE DAM, AND THEY PROVIDED US A REPORT. THE DAM IS SAFE, BUT IT'S GOING TO NEED SOME WORK TO MAKE SURE THAT WE CAN MAINTAIN THE LONG TERM STRUCTURAL INTEGRITY OF THE DAM AND KEEP IT SAFE. SO THEY PROVIDED US WITH SOME RECOMMENDATIONS, TWO PRIMARY ONES. ONE OF THEM IS WE HAVE TO REMOVE ALL THE TREES AND WOODY VEGETATION FROM THE DAM. AND SO MATT HAS GRACIOUSLY OFFERED THAT HIS STAFF CAN HELP US DO THAT.

IN THE MONTH OF DECEMBER AND JANUARY, AND THAT'LL PROBABLY SAVE US SOMEWHERE BETWEEN 25 AND $35,000. SO WE'RE GRATEFUL FOR HIM OFFERING TO HELP US DO THAT. AND THE OTHER, THE NEXT OF THE TWO THINGS THEY SAID WE NEEDED TO DO, THEY GAVE US THREE OPTIONS. FOR THE SECOND THING WE NEED TO DO THE THREE OPTIONS. ONE OF THEM IS IN THE RCB STANDS FOR REINFORCED CONCRETE BOX. SO LET ME GO BACK TO THIS PHOTO. SO IF YOU ONCE AGAIN LOOK AT THAT CONCRETE BOX IN THE UPPER LEFT,

[00:10:04]

IT'S IN THE RIGHT SIDE OF THE UPPER LEFT HAND PHOTO. WHAT HAPPENS WHEN THE WHEN WE HAVE A LOT OF RAIN AND THE POND FILLS UP? WATER REACHES THE LEVEL OF THAT CONCRETE BOX AND IT SPILLS DOWN AND IT RUNS THROUGH KIND OF ANOTHER SERIES OF CONCRETE BOXES AND IT EXITS ON THE DOWNSTREAM SLOPE OF THE DAM. THAT BOX NEEDS SOME. SO THE FIRST RECOMMENDATION IS WE'RE GOING TO MAKE IMPROVEMENTS TO THAT BOX, AND THEY'RE GOING TO MAKE SOME IMPROVEMENTS ON THE BACK SIDE OF THE DOWNSTREAM SIDE OF THE DAM. IF YOU LOOK AT THE PHOTO IN THE BOTTOM LEFT, THAT IS WHERE IT DAYLIGHTS. AND SO WHAT'S HAPPENED OVER TIME IS THE WATER COMING THROUGH THERE HAS DONE WHAT THEY CALL SCOURING. IT'S KIND OF WORKED AWAY SOME OF THE SOIL. SO THEY NEED TO MAKE SOME IMPROVEMENTS THERE. SO GETTING BACK TO THIS SO REALLY THE DIFFERENCE BETWEEN THE FIRST AND THE SECOND OPTIONS IS HOW THEY'RE GOING TO DEAL WITH THAT CONCRETE BOX ON THE DOWNSTREAM SLOPE. ONE OF THEM INVOLVES PUTTING AN EXTENSION ON IT AND THEN A CONCRETE FLUME TO TRY TO GET THE STORM WATER DOWN INTO THE CREEK. THE OTHER ONE INVOLVES INSERTING A JUNCTION BOX IN THERE. THERE'S NOT A LOT OF DIFFERENCE IN WHAT'S GOING ON WITH EITHER ONE OF THEM, AND THERE'S NOT A BIG DIFFERENCE IN THE MONEY. THE THIRD OPTION THEY GAVE US INVOLVED COMPLETELY REMOVING. IF YOU LET ME GO BACK, IT WOULD JUST BE COMPLETELY ELIMINATING THAT CONCRETE BOX AND EVERYTHING TO DO WITH IT, DIGGING IT OUT OF THERE AND JUST COMING BACK IN AND PACKING THE DAM WITH EARTH AND WE'D NEVER HAVE TO WORRY ABOUT IT AGAIN. BUT ON MONDAY, THE CIP SUBCOMMITTEE TOLD US THAT THEY WANTED US TO PURSUE OPTIONS 1 OR 2. THEY LIKE THE IDEA OF KEEPING THAT OVERFLOW STRUCTURE THERE, BECAUSE LET ME GO BACK TO THIS ONCE AGAIN. IF YOU LOOK IN THE PHOTO ON THE RIGHT THERE, IF YOU LOOK AT THAT BIG, HUGE CONCRETE STRUCTURE ON THE TOP OF THE PHOTO AND YOU KIND OF FOLLOW IT AROUND, YOU CAN SEE THAT CONCRETE FLUME OVER THERE, THAT'S THE SPILLWAY. SO THAT'S IF WE ELIMINATED THE CONCRETE OVERFLOW STRUCTURE, THEN IN THE FUTURE, ANYTIME THE POND FILLED UP THAT THE ONLY WAY FOR WATER TO GET OUT OF IT, OTHER THAN SPILLING OVER THE TOP OF THE DAM, WHICH YOU NEVER WANT, WOULD BE TO GO THROUGH THE SPILLWAY OUT THERE. SO LONG STORY SHORT, SORRY. I JUST WANT YOU ALL TO UNDERSTAND WHAT'S GOING ON. WE WHAT WE'RE GOING TO DO IS WE'RE GOING TO GET BACK WITH THE ENGINEERS. WE'VE BEEN TOLD BY THE CIP SUBCOMMITTEE THAT WE DON'T REALLY NEED TO WORRY ABOUT THIS TILL BUDGET YEAR 2026. SO WE'LL GET THE TREES DOWN. THAT'S THE MOST IMPORTANT THING, IS GETTING THE TREES DOWN, BECAUSE IF YOU NEVER THE TREES SHOULD NEVER HAVE BEEN ALLOWED TO GROW THERE. BUT WE DIDN'T PURCHASE THIS PROPERTY UNTIL JUST A COUPLE OF YEARS AGO, BECAUSE IF A TREE BLOWS DOWN, IT'S GROWING IN A DAM AND IT BLOWS DOWN IN A STORM, IT RIPS UP, YOU KNOW, THE ROOT SYSTEM COMES OUT AND IT TAKES OUT A SUBSTANTIAL PORTION OF YOUR DAM, AND THAT'S NOT SAF. SO ANYWAY, WE ARE HOPING TO FINISH REMOVING THE TREES AND THEN WE'LL MOVE FORWARD WITH OPTIONS 1 OR 2. AND WE REALLY JUST WANTED TO MAKE YOU ALL AWARE OF THIS AND KIND OF SEEK YOUR APPROVAL ON MOVING FORWARD WITH THIS PLAN. OKAY. I JUST WANT TO ADD ONE THING. AND OBVIOUSLY WE PURCHASED THAT PROPERTY BEFORE KURT WAS HERE. SO WE'VE ACTUALLY OWNED THAT PROPERTY. I WANT TO SAY IT WAS LIKE, AND I DON'T KNOW THE EXACT DATE, IT WAS 2012, 2013 SOMEWHERE IN THERE. SO WE'VE HAD IT FOR A LITTLE WHILE, BUT IT WAS REALLY JUST KIND OF LEFT TO DO ITS OWN THING. SO IT WASN'T IT WASN'T SOMETHING THAT WAS ON ANYONE'S RADAR. SO BUT JUST. YEAH, KURT, KURT'S CORRECT.

OTHER THAN JUST WE'VE OWNED THE PROPERTY PROBABLY A LITTLE OVER A DECADE OR SO. SO JUST COMMENT.

SO I GUESS REALLY WE JUST WERE SEEKING YOUR APPROVAL TO MOVE FORWARD WITH THIS PLAN, CLEARING THE TREE, CLEARING THE DAM NOW. AND WE HAVE ALREADY REACHED OUT TO THE PARKSIDE COMMUNITY, WHICH IS ON THE NORTH SIDE OF THE POND, AND LET THEM KNOW THAT WE'RE GOING TO BE REMOVING THE TREES. SO THAT NOBODY IS ALARMED WHEN WE START DOING THAT. PEOPLE DON'T LIKE IT WHEN YOU CUT TREES DOWN. WE UNDERSTAND. BUT THESE HAVE TO GO, UNFORTUNATELY, AND THEN WE WILL PROBABLY MEET BACK WITH THE ENGINEERS AND WORK WITH THEM ON DECIDING WHICH OF THOSE FIRST TWO OPTIONS IS BEST FOR THE LONG TERM STABILITY OF THE DAM AND FOR THE TOWN. BUT WE WERE TOLD THAT WE COULD PUSH THAT OFF UNTIL FISCAL YEAR 26, SO HOPEFULLY RAYMOND PARK PROJECT WILL BE COMPLETED AND THEN WE CAN WORK ON IT SEPARATELY BECAUSE IT'S REALLY KIND OF REMOVED FROM THE REST OF THE PARK. THERE. YEAH. WOULD THIS FALL UNDER A BUDGET OTHER THAN PARK DEVELOPMENT OR THE RAYMOND. THAT'S CORRECT. OKAY. THAT'S CORRECT. THAT'S THE PLAN. AND I'M NOT SURE EXACTLY YET WHERE WE'RE GOING TO FIND THE FUNDS, BUT THAT'S THE PLAN IS WE THAT'S WHY WE WANT TO PUSH IT OFF, BECAUSE WE REALLY WANT TO GO AHEAD AND FINISH THE PARK DEVELOPMENT PROJECT. ANOTHER COUPLE HUNDRED THOUSAND DOLLARS WOULD NOT BE GOOD, BECAUSE IT WOULD MEAN WE PROBABLY CAN'T GET THE TENNIS COURTS OR SOME OF THE OTHER OPTIONS THAT WE HAVE. SO, SO, SO LITERALLY IT WOULD BE ACCOUNTED FOR OUTSIDE THE BUDGET FOR THE PARK. YES, SIR. THAT'S CORRECT. OKAY. THAT IS CORRECT.

THANK YOU. IS THE 3 TO 400,000 INCLUSIVE OF ENGINEERING FEES. WITH THE CONSTRUCTION COST IT I.

THEY GAVE US SOME NUMBERS, BUT WE FELT LIKE THEY WERE LOW. SO WE DISCUSSED IT BRIEFLY WITH THE CONSULTANT THAT'S WORKING ON THE RAYMOND PARK PROJECT, WHO IS AN EXPERT, AND HE SAID HE GAVE US THOSE NUMBERS. HE SAID THAT WAS PROBABLY MUCH MORE ACCURATE THAN THE ENGINEERS GAVE US A QUICK

[00:15:02]

ESTIMATE. I DON'T THINK THEY REALLY THOUGHT IT THROUGH. SO AND WE NEVER REALLY KNOW EXACTLY HOW MUCH SOMETHING LIKE THAT IS GOING TO COST UNTIL WE BID IT. BUT THAT WAS THAT'S OUR BEST ESTIMATE AT THIS TIME. AND I GUESS IF THERE'S I MEAN, THERE'S THE PHOTOS, IF I CAN ANSWER ANY OTHER QUESTIONS, PLEASE LET ME KNOW. ANY OTHER QUESTIONS FOR KURT? DO I HEAR A MOTION TO APPROVE? LET'S SEE. WE WERE LOOKING AT. LET'S. CAN YOU GO BACK TO THE. THERE WE GO. THE APPROVED THE STAFF RECOMMENDATION TO IDENTIFY ONE OF THE FIRST TWO OPTIONS ON THIS LIST. AND THEN CONNECT WITH ENGINEERS FOR DESIGN, BIDDING AND CONSTRUCTION. SO THAT IS THE QUESTION ON THE TABLE. DO I HEAR A MOTION TO APPROVE THAT? MOVED FROM BOB BENSON A SECOND I'LL SECOND, SECOND FROM DANIEL KNOX. ALL THOSE IN FAVOR, PLEASE SIGNIFY WITH AN I. I ANY OPPOSED? SEVEN ZERO. ALL RIGHT. THANK YOU. KURT. THANK YOU. NEXT UP WE HAVE THE LAKEWOOD PARK

[6. Consider and act upon Lakewood Park Cricket Pitch Field Reservation Process.]

CRICKET PITCH. THE NEW FIELD RESERVATION PROCESS. SO A CARRY OVER FROM OUR PREVIOUS MEETING.

GOOD EVENING. GOOD EVENING. PARKS AND RECREATION BOARD. BASED ON OUR PREVIOUS MEETING, WE WERE DISCUSSING KIND OF WHAT THE LAYOUT WOULD BE FOR THE CRICKET PITCH AT LAKEWOOD AND KIND OF SOME OF OUR SUGGESTIONS BASED ON WHAT SOME OF THE SURROUNDING COMMUNITIES WERE DOING AND THEN WHAT STAFF WAS THINKING. AND WE WERE TO COME BACK WITH A MORE FORMALIZED PLAN OF HOW ARE WE ACTUALLY GOING TO ASSESS FEES AND HOW WE'RE GOING TO BE SOME OF THE RULES AND PROCEDURES. SO ONE THING THAT WE WERE ABLE TO COME UP WITH, BASED ON THE AND I JUST WANT TO SAY, THE $70 PER HOUR, THAT IS THE RESIDENT RATE. SO PER OUR ORDINANCE, ANY HOURLY RATE FOR A GRASS TURF SLASH GRASS FIELD IS GOING TO BE $35 AN HOUR. NONRESIDENTS WOULD BE $45 AN HOUR. SO THE WAY THAT THIS CRICKET PITCH IS LAID OUT ON THE PARK IS IT ACTUALLY COVERS THREE FOURTHS TO ALMOST TWO FULL SOCCER FIELDS. AND SO ONE COULD SAY, WELL, I'M RENTING ONE FIELD OUT. YOUR ORDINANCE SAYS THAT THIS COVERS ONE FIELD, SO IT SHOULD BE $35. BUT IN THE PAST WE HAVE INTERNAL. WE HAVE SAID, OKAY, IF YOU'RE RENTING MORE THAN ONE FIELD OR ONE FIELD THAT'S LARGE ENOUGH TO COVER TWO FIELDS, WE WILL ASSESS THE DOUBLE THE AMOUNT OF THE RATE.

THIS IS A PRIME EXAMPLE. IT'S GOING TO COVER A MAJORITY OF THE SOCCER FIELDS. AND SO WE FELT THAT INSTEAD OF GOING BACK AND CHANGING THE ORDINANCE FOR SPECIFICALLY ONE FIELD, IT WOULD MAKE MORE SENSE TO GO BASED ON WHAT WE'VE DONE IN THE PAST. SO IT WOULD BE A FLAT FOR RESIDENTS. IT WOULD BE A FLAT RATE OF $70 PER HOUR NON RESIDENTS. IT WOULD BE $90 PER HOUR. SINCE IT IS GRASS AND TURF, THERE ARE NO RESIDENCY RESTRICTIONS ON WHETHER YOU CAN RENT SOMETHING OUT OR NOT. BASICALLY WHAT WE WERE LOOKING AT WAS AND THEN IF THEY NEED LIGHTS, IT'S A $20 AN HOUR FLAT RATE AND THAT'S REGARDLESS OF RESIDENCY RATE. WE'RE LOOKING RIGHT NOW AT I SAY, WEEKEND RENTALS. WE WANT TO START WITH SUNDAYS DURING THE WEEK. THERE'S GOING TO BE PRACTICES GOING ON WITH THE YOUTH ASSOCIATIONS ON SATURDAYS. TYPICALLY, THEY'RE PLAYING THEIR GAMES OUT AT FRONTIER PARK, BUT WE WANT TO HAVE THE PARK AVAILABLE TO THE PUBLIC ON SATURDAYS THAT WAY. WE'RE NOT SAYING, OKAY, USE SPORTS MONDAY THROUGH FRIDAY, SATURDAY, SUNDAY CRICKET ONLY. IT REALLY LIMITS THE OPPORTUNITIES FOR RESIDENTS AND NONRESIDENTS TO GET OUT THERE AND ACTUALLY UTILIZE THE PARKS. SO RIGHT NOW AT FIRST WE WANT TO LOOK AT DOING SUNDAYS. RENTAL PERIOD WOULD BE FOR A MAXIMUM OF TWO HOURS PER RESERVATION. SO THIS KEEPS INDIVIDUALS, ORGANIZATIONS FROM RENTING SOMETHING OUT FOR 12 HOURS STRAIGHT, MONOPOLIZING THE USAG, IF YOU WILL. SO TWO HOURS MAXIMUM AND THEN ANY KIND OF RENTAL MUST BE SUBMITTED AND PAID FOR AT LEAST 48 HOURS IN ADVANCE. AND THAT'S DURING OUR BUSINESS HOURS. SO IF THEY'RE TRYING TO GET WITH US ON A SATURDAY, IT JUST CAN'T HAPPEN.

IT HAS TO BE HANDLED 48 HOURS BEFORE THE RESERVATION. DURING PARKS AND RECREATION

[00:20:01]

ADMINISTRATION BUSINESS HOURS, AND BASICALLY EVERYTHING WOULD BE ELECTRONIC LIKE WE'RE CURRENTLY DOING RIGHT NOW. WE SET OUT OUR SET UP OUR ATHLETIC FIELD REQUESTS TO BE DONE ONLIN.

IT'S SUBMITTED THAT WAY. WE HAVE A TIME STAMP OF WHEN IT WAS SUBMITTED SO THAT STAFF CAN FIGURE OUT, MAKE SURE THAT THEY CAN GET BACK TO THEM. AND THEN ALSO IT WOULD BE HANDLED THROUGH THE RECREATION DIVISION MYSELF SPECIFICALLY, BUT IT WOULD GO TO THE RECREATION DIVISION INSTEAD OF GOING THROUGH PARKS OPERATIONS OR ADMINISTRATION OR ANYTHING LIKE THAT. I MEAN, THAT'S CURRENTLY WHAT THE ATHLETIC FIELD RENTALS GO THROUGH. WE'LL WORK WITH PARKS OPERATIONS ON WATERING SCHEDULES TO MAKE SURE THAT THE TURF ISN'T GOING TO SUFFER, AND WE CAN WORK OUT A WORK OUT BECAUSE THERE ARE DIFFERENT AREAS OF THE TOWN WHERE OUR WATERING DAYS ARE SUNDAYS AND WEDNESDAYS. THIS ONE SPECIFICALLY, WE WOULD ALTER THOSE DAYS SO THAT SUNDAY COULD STILL WORK, BUT IT WOULD STILL FIT IN THE SCHEDULE OF SO MANY DAYS IN BETWEEN OF WHEN IT'S WATERED RIGHT NOW, WE'RE THAT'S KIND OF WHAT WE CAME UP WITH. ANY VIOLATION OF PARK RULES WILL RESULT IN LOSS OF USE, NO REFUND WILL BE ISSUED. ANY DAMAGE TO ANY PART OF THE PARK OUT THERE WILL BE SUBJECT TO FINES. PRETTY STANDARD WITH HOW WE HANDLE ALL OF OUR RESERVATIONS WITHIN THE TOWN. AND THEN KURT SPOKE WITH KURT AND DAN AND WE WERE LOOKING AT OPTIONS OF WHERE WE COULD ACTUALLY ADVERTISE THE SCHEDULE. SO THAT THAT KIND OF HELPS ALLEVIATE ANY PRESSURE OF, WELL, WHO HAS THE FIELD NOW AND WHO'S SUPPOSED TO HAVE IT. HERE'S MY RECEIPT. AND IT'S PRETTY COMMON.

IT'S WHAT WE DO ALREADY WITH OUR FRONTIER PARK PAVILION. THERE'S A DISPLAY CASE OUT THERE. WE LIST THE ENTIRE WEEK OF RESERVATIONS. THAT WAY, YOU KNOW, IF YOU DO SHOW UP AND THERE ARE A THERE IS A GROUP THAT POSSIBLY DOES NOT WANT TO LEAVE, IT'S RIGHT THERE. AND IF THEY STILL DON'T WANT TO LEAVE, THAT'S WHEN YOU WOULD GET EITHER PARK EMPLOYEES OR PD INVOLVED.

SO THAT'S KIND OF THAT'S OUR PLAN RIGHT NOW. AND THEN OBVIOUSLY WE WANT TO SEE HOW POPULAR THIS IS. AND MAYBE THERE'S A CHANCE THAT THEY CAN GET MORE THAN ONE DAY A WEEK.

BUT WE KIND OF WANT TO GO WITH THE CRAWLING BEFORE WALKING WITH THIS, ESPECIALLY SINCE IT'S BRAND NEW AND WE WANT TO HAVE A CHANCE FOR SOME OF THAT GRASS TO GROW AND SOME OF THOSE THINGS.

YEAH, WE'RE WE'RE ANTICIPATING THIS PARK BEING VERY BUSY AND I KNOW IT DOESN'T SOUND LIKE A LOT OF TIME AVAILABLE FOR THE CRICKET PITCH. I THINK THAT WILL WE WILL ADD TIME AS WE KIND OF LEARN THE PARK AND KNOW WHAT'S GOING ON. IT'S IMPORTANT TO US THAT THE FIELDS HAVE AN OPPORTUNITY. WE WANT TO MAINTAIN GOOD QUALITY TURF FIELDS AND THAT REQUIRES REST AND THAT REQUIRES WATERING. AND YOU KNOW, ALL THOSE THINGS. AND OUR PRIORITY RIGHT NOW IS STILL TO THE YOUTH ATHLETICS AND SO WE, YOU KNOW, WE'RE ANTICIPATING A LOT OF PRACTICES OUT THERE.

WE'RE NOT SURE ON HOW ACTIVE THE GAMES WILL BE, JUST BECAUSE WE WERE ABLE TO ADD SOME PARKING.

SO WE'RE AT RIGHT ABOUT 125 PARKING SPACES. SO WE'RE WE'RE GOING TO FIGURE ALL THAT STUFF OUT. BUT YOU KNOW, WE'RE I ANTICIPATE GETTING SOME PRESSURE TO OPEN UP SOME, SOME MORE TIME ON CRICKET. BUT THAT'SBU WHAT WE WANT TO THAT'S WHAT WE WANT TO START WITH. AND LIKE TREVOR SAID, KIND OF CRAWL, WALK, RUN. WE'LL FIGURE THAT OUT. AND THEN AS WE SEE OTHER OPPORTUNITIES, WE WILL OPEN IT UP FOR MORE PLA. HOW DID Y'ALL COME UP WITH THAT TWO HOURS? I MEAN, I'M JUST CURIOUS BECAUSE I THOUGHT CRICKET GAMES WERE 3 OR 4. I MEAN, DO YOU ARE YOU CONCERNED THAT WE'LL GET ANY KICKBACK THAT THAT'S NOT EVEN LONG ENOUGH TO PLAY A CRICKET GAME? YOU KNOW, IT REALLY. IT'S ALMOST A MODIFIED VERSION. AND. NO. AND YOU'RE CORRECT. LIKE PROFESSIONAL CRICKET CAN GO DAYS AS MY UNDERSTANDING. I'VE NEVER WATCHED IT AND BUT THE WE'VE HAD A LOT OF INTEREST, A LOT OF FOLKS COME INTO THE PARKS ADMIN OFFICE WHO ARE CRICKET FANS, PLAYERS. THEY CERTAINLY HAVE THEIR OPINIONS ON HOW WE SHOULD DO THIS. AND SO TWO HOURS WE FEEL IS GOING TO BE ADEQUATE FOR WHAT THEY NEED RIGHT NOW. OKAY. WERE THERE ANY OTHER QUESTIONS IN REGARDS TO THE FIELD RESERVATION PROCESS FOR THE CRICKET PITCH? YEAH. MY INITIAL CONCERN WAS THE TIME LIMIT AS WELL. AND THEN I KNOW, LIKE IN FRISCO, WE HAVE MULTIPLE PEOPLE ON THE SAME TEAM THAT WILL JUST DO BACK TO BACK RESERVATIONS. YOU GUYS ANTICIPATE A PROBLEM WITH THAT OR HAVE ANYTHING THAT WILL PREVENT THAT. IT'LL TAKE IT'LL TAKE SOME OBSERVATION FROM OUR FROM STAFF SIDE TO, YOU KNOW, OBVIOUSLY IF IT'S TWO DIFFERENT NAMES AND YOU CAN'T

[00:25:03]

REALLY GOVERN THAT. SO OKAY, WELL OR POLICE THAT. BUT IF IT GETS TO THE POINT WHERE WE FIND OUT THAT GROUPS ARE FINDING A WORKAROUND TO MAKE THAT HAPPEN, WE MIGHT HAVE TO SWITCH OVER TO AN ORGANIZATIONAL RENTAL OR SOMETHING ALONG THAT LINE. THAT OPENS UP BECAUSE WE IN THE PAST, WHEN WE DEALT WITH THIS IN CARROLLTON, WHEN THEY HAD IMPLEMENTED AND CREATED SOME CRICKET PITCHES, THAT WAS KIND OF WHAT WE DID. WE HAD ONE GROUP SAYING, I WANT SIX MONTHS AND I WANT TEN HOURS A DAY EVERY SUNDAY. AND SO THEN WE HAD TO WORK AROUND THAT BECAUSE THEN OTHER GROUPS WERE COMING IN AND SAYING, WELL, WHAT ABOUT US? JUST BECAUSE, YOU KNOW, THIS PERSON BRINGS A BLANK CHECK. AND THAT'S A VERY GOOD QUESTION. AND THAT'S KIND OF THE TRIAL AND ERROR PART OF THIS OF FIGURING OUT, OKAY, WE WERE TRYING TO PREVENT THAT. BUT A GROUP FOUND A WAY TO GO AROUND IT. SO IT'S JUST GOING TO TAKE AND THEN ALSO WE DO HAVE AVAILABILITY OF PART TIME STAFF AS WELL. AND IF IT COMES DOWN TO WE NEED FULL TIME STAFF TO GO OUT THERE SOME DAYS TO TAKE A LOOK AT IT AND KIND OF SEE WHAT'S GOING ON, THEN IF THAT'S WHAT IT TAKES, AND THAT'S WHAT IT'S GOING TO TAKE TO MAKE SURE THAT WE HAVE IT RIGHT. AND SINCE THE PRIORITY IS GOING TO BE ON YOUTH SPORTS IS THEIR SCHEDULE, DO THEY HAVE GAMES AND PRACTICES MONDAY THROUGH SATURDAY, MONDAY THROUGH FRIDAY, MAINLY SOCCER WILL BE SOCCER WILL BE OUT AT FRONTIER ON SATURDAYS. THERE'S POSSIBLY SOME OPPORTUNITIES FOR YOUTH FOOTBALL. WE DO HAVE OUR PC QUARTERLY MEETING COMING UP NEXT WEEK, AND THIS EXACT THING WILL BE DISCUSSED ABOUT OKAY, IS SATURDAY IS AN OPPORTUNITY BECAUSE WE WILL BE LOSING EAGLE EAGLE'S LANDING PROBABLY FOR THE FIRST 2 OR 3 WEEKS OF THE SEASON. YOUTH FOOTBALL WAS USING IT, BUT THEN AFTER THAT THEY WEREN'T USING IT WAS WIDE OPEN. THEY SAW THE SOUTHWEST CORNER. THEY STILL HAVE THE SYNTHETIC TURF FIELDS OUT AT FRONTIER, BUT THAT IS GOING TO BE ON THE AGENDA FOR THE YOUTH FLAG FOOTBALL, TACKLE FOOTBALL TO SEE WHAT KIND OF OPPORTUNITIES ARE THERE AND IF THEY NEED IT FOR SATURDAY, THEN YOU KNOW, THAT'S SOMETHING THAT WILL WORK WITH BECAUSE PER THE TOWN PARTNERSHIP THAT WE HAVE WITH PC, WE DO NEED TO PROVIDE PRACTICE AND GAME FIELDS FOR THEM AS LONG AS THEY'RE BEING UTILIZED. YEAH. ARE THOSE SCHEDULES POSTED TOO? AND THEN OUTSIDE OF THOSE IT'S JUST FIRST COME FIRST SERVE. SO IF THEY SHOW UP ON A SATURDAY AND THERE'S NO PRACTICES OR GAMES, THEY COULD PLAY CRICKET. SO THEY DO NOT POST THEIR SCHEDULES.

NOW, I KNOW WITH AT FRONTIER THEY DO HAVE THE QR CODE ON THE SIGNS THAT SHOW WHAT THEIR SCHEDULES ARE, WHAT THE FIELD LOCATIONS ARE AT SPECIFICALLY, THOUGH, GAME SCHEDULES ARE NOT POSTED OUT AT THE FIELDS SO THAT COULD BE A POTENTIAL ISSUE THERE OF, WELL, WE'RE PLAYING HERE ON SATURDAY AND THEN IF WE'RE ABLE TO MOVE FORWARD WITH THAT DISPLAY CASE, LIKE WE WERE MENTIONING IT, THAT'S SOMETHING EASY THAT CAN JUST BE PRINTED OFF AND PINNED UP THERE JUST TO KIND OF HELP ALLEVIATE ANY KIND OF ISSUES. DAY OF ON SATURDAYS. YEAH. AND THEN JUST FOOD FOR THOUGHT MOVING FORWARD. WE'RE TRYING TO DO THIS. WE'RE TRYING TO REMOVE FEES FROM OUR ORDINANCE BECAUSE OF THINGS LIKE THIS. IT'S A LOT HARDER TO CHANGE AN ORDINANCE, BUT WE DO HAVE A MASTER FEE SCHEDULE TO UPDATE ANNUALLY WITH OUR BUDGET. AND SO ALL OF OUR FEES ARE IN A FEE SCHEDULE THAT GETS APPROVED EVERY YEAR. BUT IT'S OUTSIDE OF OUR HUGE PARK ORDINANCE. JUST FOOD FOR THOUGHT. OKAY. AND THEN YOU'RE SAYING THAT'S DONE OUTSIDE OF THE ORDINANCE. IT'S DONE WITH OUR BUDGET CYCLE. OKA. SO ANY FEES FOR RENTALS FOR ALL THE FACILITIES, PAVILIONS, FIELDS, MEMBERSHIP RATES, DAY PASS RATES, THAT KIND OF STUFF IS ALL IN A MASTER FEE SCHEDULE, LIKE AN ADMINISTRATIVE. OKAY. THANK YOU. THAT'S VERY GOOD TO KNOW. ALL RIGHT. OTHER QUESTIONS FOR TREVOR. TREVOR, THANK YOU FOR THE I'M SURE IT TOOK QUITE SOME TIME TO CRAFT THIS THIS POLICY. AND IT SOUNDS LIKE YOU'RE GOING TO BE VERY ACTIVELY ENGAGED WITH THE MANAGEMENT OF THE FIELDS. THIS ISN'T GOING TO BE A SET IT AND FORGET IT SITUATION. SO THANK YOU. IN ADVANCE. YOU'RE WELCOME. YOU'RE GOING TO BE DOING IN THAT SPACE. NO OTHER QUESTIONS. WE'RE GOING TO GO AHEAD AND MOVE TO THE VOTE AS WE ACT UPON THE NEW FIELD PITCH FIELD RESERVATION PROCESS.

DO I HEAR A MOTION, A MOTION, A MOTION FROM KERRY? DO I HEAR A SECOND, A SECOND, SECOND FROM VALERIE? ALL THOSE IN FAVOR SIGNIFY WITH AN I. I ANY OPPOSED? SEVEN ZERO. IT IS

[7. Consider and act upon allowing PBSA to incorporate baseball and softball teams from Celina.]

PASSED. NEXT UP, WE'RE GOING TO CONSIDER AN ACT UPON ALLOWING PBSA TO INCORPORATE BASEBALL AND SOFTBALL TEAMS FROM SALINA. OKAY, SO THIS RECENTLY I WAS APPROACHED BY THE CITY OF SALINAS PARKS DIRECTOR, WHO I'VE KNOWN FOR A WHILE. YOU KNOW HIM WELL, AND NOT TOO LONG AFTER

[00:30:06]

THAT, FROM JAMES MCKEON, WHO IS THE PRESIDENT OF PBSA, OUR PROSPER BASEBALL SOFTBALL ASSOCIATION. SALINA. SO AS YOU ALL KNOW, WE NEED MORE RECREATION FACILITIES, BALL FIELDS. WE DON'T HAVE ENOUGH PBSA CANNOT MEET THE NEED OF ALL THE FOLKS WHO ALL THE KIDS WANT TO PLAY BASEBALL OR SOFTBALL. I BELIEVE THIS LAST YEAR THEY HAD A LITTLE OVER 100 KIDS THAT WERE ON A WAITING LIST IN CASE SOMEONE DROPPED OFF OR THEY HAD ROOM. FOR SOME REASON. SO THOSE 110 20 KIDS DIDN'T GET A CHANCE TO PLAY. SO JAMES IS ALWAYS LOOKING FOR OTHER OPPORTUNITIES.

THEY THEY WORK WITH THE SCHOOL DISTRICT. THEY WHEREVER THEY CAN FIND. WE TRY TO, YOU KNOW, WE TRY TO HELP THEM FIND THOSE LOCATIONS TOO. SALINA. SO THE THOSE TWO ORGANIZATIONS, SALINA AND PBSA, HAVE BEEN IN TALKS AND SALINA HAS EIGHT BASEBALL FIELDS THAT ARE REALLY NICE BASEBALL FIELDS. PBSA NEEDS MORE BASEBALL FIELDS. SO SALINA DOES ALL THEIR YOUTH SPORTS IN-HOUSE OR AS OPPOSED TO WHERE WE UTILIZE PSC TO KIND OF RUN, WE HAVE A CONTRACTUAL AGREEMENT WITH PSC TO RUN OUR YOUTH SPORTS. SO THERE'S A LOT OF GOOD REASONS TO DO THAT. SALINA WORKS OFF A LITTLE BIT OF A DIFFERENT SYSTEM OR PROGRAM, BUT THEY'VE STRUGGLED. AND SO THEIR ENTIRE BASEBALL AND SOFTBALL LEAGUES AND ARE ARE JUST I GUESS, THEIR LAST ROUND OF REGISTRATION, THEY HAD 34 TOTAL TEAMS. PBSA HAS THAT MANY. AND I THINK THEY SAID KINDERGARTEN AND FIRST GRADE. SO IT'S BEEN VERY DIFFICULT FOR SALINA TO RUN THEIR LEAGUES BECAUSE THEY YOU'RE PROBABLY SOME OF THE SOME OF THESE AGE GROUPS ARE PROBABLY PLAYING EACH OTHER, YOU KNOW, THE SAME TEAMS EVERY SECOND OR THIRD GAME. AND I GUESS THEY'RE JUST LOOKING FOR ANOTHER WAY TO RUN THEIR LEAGUE.

SO THE TWO HAVE TALKED SO PBSA WOULD LIKE TO INCORPORATE AS SALINA WOULD ALSO BUT BASICALLY LET ALLOW THE SALINA YOUTH LEAGUES TO SIGN UP UNDER PBSA AND BASICALLY IN EXCHANGE FOR USE OF THOSE EIGHT BASEBALL FIELDS. NOW THERE'S SOME THERE'S SOME INTERNAL THINGS THAT NEED TO GO THROUGH, AND I'M JUST TALKING OFF MY HEAD. I HAVEN'T EVEN LOOKED AT MY BULLET POINTS HERE. SO I WANT TO MAKE SURE I'M COVERING EVERYTHING. AS YOU MAY REMEMBER, WITH THE WHEN THE BOND THE PISD BOND WENT THROUGH, WE LOST TWO BALL FIELDS AT REYNOLDS MIDDLE SCHOOL AND WERE SOON TO LOSE FOUR MORE AT EAGLES LANDING RUCKER ELEMENTARY. SO PBS IS TRYING TO MAKE IS TRYING TO FIND THEY'VE GOT TO MAKE UP AT LEAST SIX BALL FIELDS. WHEN WE OPEN, WE FINALLY GET DONE A LITTLE OVER A LITTLE UNDER A YEAR FROM NOW AT RAYMOND WILL ONLY BE ADDING FOUR MORE BASEBALL FIELDS. SO AND LORD KNOWS WE'RE GOING TO BE GROWING POPULATION WISE. AND I WOULD ANTICIPATE SO WITH THEIR ENROLLMENT AND REQUESTS TO PLAY. SO IN TALKS WITH PBSA, THEY SAID, IF WE CAN MAKE THIS DEAL, IF WE CAN GET THIS DEAL DONE, IF WE HAVE SIMILAR REGISTRATION AS WE HAD THIS PAST GO AROUND, THAT THEY WOULDN'T HAVE ANY KIDS ON THE WAITING LIST, THEY'D BE ABLE TO SERVE ALL THOSE KIDS. NOW, WE DON'T KNOW EXACTLY WHAT THAT'S GOING TO BE UNTIL THEY GO THROUGH REGISTRATION. AND SALINA CERTAINLY COULD HAVE MORE TEAMS SIGN UP, BUT BOTH ENTITIES ARE WILLING TO TRY THIS. THEY REALLY WANT TO MAKE THIS A GO. AND, YOU KNOW, AT THE AT THE END OF THE DAY, AS PARKS DIRECTOR, YOU KNOW, MY OPINION IS WE NEED TO FIND A WAY TO GET AS MANY KIDS OUT PLAYING AS AS WE CAN. AND IF THIS IS SOMETHING THAT'S BASICALLY LOW TO NO COST TO PBSA, THEY'RE BASICALLY JUST BASICALLY EXCHANGING THE MANAGEMENT SIDE OF THE LEAGUE IN EXCHANGE FOR USE OF AN ATHLETIC FACILITY. SO WITH THAT BEING SAID, WE'D LIKE TO ASK YOU TO RECOMMEND AT LEAST MOVING FORWARD WITH THIS RECOMMENDATION TO COUNCIL. AND I GUESS MOVING FORWARD WITH EXPLORING HOW CAN WE MAKE THIS WORK SO I'M SORRY, I WAS KIND OF A LITTLE ALL OVER THE PLACE. DO YOU HAVE ANY QUESTIONS FOR ME ON THIS? SO WE CURRENTLY DON'T ALLOW SOLANO. SO RIGHT NOW WE HAVE A THREE TIERED SYSTEM. RIGHT. AND ESSENTIALLY THE TEAMS FOR PBSA NEED TO BE 80% PROSPER. KIDS. NOW, WE HAVE I'M SURE WE HAVE A LOT OF KIDS, ESPECIALLY AT THE LIGHT FARMS AREA RIGHT ACROSS FROM FRONTIER. THEY PAY A LITTLE HIGHER FIELD USE. WE HAVE A TEN, 30 AND $50 ARRANGEMENT. SO TEN IS YOU LIVE AND LIVE AND PROSPER. YOU'RE WITHIN OUR OUR TOWN LIMITS. THE 30 IS YOU MAY NOT LIVE AND PROSPER, BUT YOU ATTEND A PISD SCHOOL. SO YOU GET A LITTLE A LITTLE BUMP UP ON THAT. AND THEN THE FIFTH IS IF YOU NEITHER LIVE OR ATTEND SCHOOL HERE. SO, SO WE

[00:35:08]

DO, WE DO HAVE SOME KIDS IN SALINA, BUT THEY'RE JUST LOOKING TO SEE IF WE CAN'T. YEAH. IN REALITY WE'RE PRETTY MAXED OUT ON FRONTIER. SO WE'RE NOT ANTICIPATING A LOT OF THOSE KIDS COMING TO PROSPER. IN FACT, YOU KNOW, IT MAKES SENSE. THE SALINA KIDS ARE GOING TO BE ON SALINA TEAMS. THEY'RE GOING TO WANT TO BE CLOSER TO HOME, REALLY. WHERE THIS BENEFITS THEM AND US MORE.

SO THEM IS THAT THEY'LL HAVE SOME ABILITIES FOR THOSE LEAGUES TO BE A LITTLE MORE ROBUST, A LITTLE MORE SUBSTANTIAL. YOU'RE NOT PLAYING THE SAME TEAM EVERY THIRD GAME. FOURTH GAME, IT BENEFITS PBSA BECAUSE THEY CAN ESSENTIALLY THEY HAVE MORE FIELD SPACE. THEY CAN. THEY CAN CREATE MORE TEAMS AND WOULD WOULD THERE BE PROSPER KIDS GOING TO SALINA? SURE. WOULD. THERE BE SALINA TEAMS PLAYING AT FRONTIER? MOST LIKELY THEY'RE GOING TO HAVE TO WORK THAT INTO THEIR SCHEDULE.

BUT I THINK IT WOULD BE MINIMAL. I THINK REALLY YOU'RE NOT GOING TO SEE A MUCH MORE OF AN IMPACT AT FRONTIER BECAUSE LIKE I SAID, THEY'RE ALREADY USING ALL THE SPACE THERE THEY'RE GIVEN. SO IT JUST MAY BE A LITTLE MORE OF A MIX. WITH SOME SALINA TEAMS COMING IN TO PLAY ON OCCASION.

BUT REALLY, I THINK THAT'S GOING TO BE MINIMAL. ARE YOU PLANNING ON KEEPING THE FEE STRUCTURE OR IS THAT GOING TO CHANGE TO RIGHT NOW IN THIS IS THEIR PBSA AND CITIES ARE TALKING ABOUT THAT.

SO THEY STILL HAVE TO FIGURE THAT OUT. BUT YES, WE THAT'S IT'S THAT'S A NECESSARY REVENUE FOR US TO MAINTAIN THE BALL FIELDS. SO I DON'T ANTICIPATE THAT CHANGING. NOW. I'M NOT SURE HOW THE SALINA TEAMS WILL INCORPORATE THAT. THE PBSA, THE TYPICAL PROSPER TEAMS WILL STILL PAY THAT IF YOU'RE REGISTERING THROUGH PBSA, YOU'VE GOT THE TEN, 30, $50 STRUCTURE. IF THEY'RE GOING TO REGISTER THROUGH THE CITY OF SALINA, WHICH AGAIN, THEY'RE STILL TRYING TO FIGURE THAT OUT. IS PBSA GOING TO HANDLE 100% OF THE REGISTRATIONS? THAT'S SOMETHING THAT THEY STILL NEED TO TALK ABOUT. SO IF IT DOES COME THROUGH PBSA, YES, WE'RE STILL GOING TO REQUIRE THOSE FEES. IF SALINA IS DOING IT. AND IT MAKES SENSE BECAUSE WE'RE GOING TO BE USING THEIR BALL FIELDS TOO, AND WE DON'T ANTICIPATE PAYING OUT ON THAT END. SO I THINK THE LAST CONVERSATION I HAD ON BOTH, THEY THOUGHT THAT BOTH ENTITIES WOULD, WOULD DO THEIR OWN REGISTRATIONS, HANDLE THEIR OWN FEES, BUT BASICALLY JUST COLLABORATE WITH THE TEAMS AND, AND GAME AND PRACTICE SPACE. SO IT WOULDN'T BE A FORMAL AGREEMENT BETWEEN PROSPER PBSA AND SALINA, OR IS IT MORE OF A GENTLEMAN'S HANDSHAKE WITH YOU AND STEVE? YEAH, I'M NOT QUITE.

AGAIN. SO THE TOWN HAS A AN AGREEMENT WITH PSC AND HENCEFORTH PBSA HOW SALINA WORKS IN THAT? I'M NOT SURE. BUT YOU KNOW, HONESTLY, IF PBSA JUST SAID WE'RE GOING TO PLAY SALINA TEAMS, THEY COULD PROBABLY DO THAT. THEY COULD PROBABLY GO. YOU KNOW, KIND OF A WORKAROUND AND JUST SEND TEAMS UP THERE OR HAVE TEAMS COME HERE, BUT THEY WANT TO DO IT THE RIGHT WAY.

THEY WANT TO WORK WITH US. SO MY ONLY CONCERN WOULD BE THE FEE STRUCTURE, MAKING SURE THAT YOU ALL GET THE FEES YOU NEED TO MAINTAIN THE FIELDS, THE FIELDS GET REST AND HOW THAT IS ALL WORKED OUT BY INCREASING 34 MORE TEAMS AT A MINIMUM. YOU KNOW, JUST UNDERSTANDING THOSE DETAILS I KNOW WOULD COME LATER, BUT YEAH, I AGAIN, I DON'T BELIEVE WE'RE GOING TO HAVE ANY MORE PRESSURE ON OUR FIELDS BECAUSE THEY'RE ALREADY PRETTY MAXED OUT AS, AS WE GO. SO AND IN TALKING WITH JAMES, I'VE, I'VE EXPRESSED TO HIM THAT I STILL NEED THAT THAT FEE STRUCTURE TO BE IN PLACE SO THAT WE CAN AFFORD TO, TO MAINTAIN THE FIELDS THE WAY WE DO NOW. ARE THESE EIGHT FIELDS SALINA FIELDS, OR ARE THEY ISD FIELDS? MY UNDERSTANDING IS THEY'RE ALL, IS IT OLD SALINA OLD TOWN PARK OR SOMETHING ALONG THOSE LINES? SO THEY WOULD BE CITY OF SALINA BALL FIELDS. DO THEY HAVE ACCESS TO ANY OF THE ISD FIELDS? I DON'T KNOW THE ANSWER TO THAT.

YEAH, I DON'T KNOW. I JUST DON'T KNOW IF THEY HAVE ACCESS. YEAH. OKAY. MY UNDERSTANDING I'VE NEVER BEEN TO THIS LOCATION, BUT THE PBSA PRESIDENT HAS TOLD ME THEY ARE HIGH QUALITY FIELDS, SO THE KIDS AREN'T HAVING TO GO FROM A. I STILL THINK OUR FIELDS WILL BE BETTER. I HAVE TO SAY THAT RIGHT NOW, I WILL TELL YOU THAT OURS ARE BETTER, BUT THEY ARE STILL PLAYING AT A VERY HIGH QUALITY FACILITY. WHETHER THEY'RE GOING TO BE PLAYING IN PROSPER OR IN SALINA. YEAH, IT IS A NICE FACILITY UP THERE AND I'LL TRUST THAT PBSA HAS DONE THE WORK ON FIGURING OUT HOW MANY SOFTBALL FIELDS THEY NEED, VERSUS 60 FOOT AND 90 FOOT BASES THAT THEY'VE THEY'VE ALREADY DONE RESEARCH THEY NEED TO DO, AND UNDERSTAND WHAT THEY NEED OUT OF THAT, OUT OF THAT FACILITY. YES. MY UNDERSTANDING IS I BELIEVE THEY HAVE RENTED FIELD SPACE FROM SALINA. DOES

[00:40:03]

THEY DO THEY HOST A LOT OF TOURNAMENTS? THEY THEY HAVE A LOT OF OUTSIDE GROUPS THAT COME IN AND RENT THEIR FIELD SPACE. THAT'S REALLY BEEN THE LION'S SHARE OF MY UNDERSTANDING IS OF HOW THOSE FIELDS HAVE BEEN USED IN THE PAST, BECAUSE I JUST DON'T HAVE A LARGE YOUTH BASEBALL SOFTBALL ORGANIZATION. SO, DAN, HAVE YOU EVER BEEN INVOLVED? I MEAN, TO ME, IT SOUNDS LIKE A GREAT COLLABORATION OF TWO TOWNS COMING TOGETHER. ONE'S GOT MANAGEMENT, ONE'S GOT DIRT FIELDS. RIGHT? AND YOU'RE DOING IT FOR THE KIDS. HAVE YOU EVER.

HAVE YOU EVER DEALT WITH A PARTNERSHIP LIKE THIS WITH TWO TOWN ENTITIES THAT ARE TRYING TO DO THAT? SO NOT IN MUNICIPAL WORK. MY EARLY DAYS WITH THE YMCA WE DID. AND THE DIFFERENT, DIFFERENT YMCA FROM THE DIFFERENT TOWNS CITIES. WE ESPECIALLY WHEN YOU HAD OLDER KIDS, YOU KNOW, YOU MIGHT JUST WHETHER YOU COULD TAKE ANY SPORT, BUT ONCE YOU GET UP IN LIKE THE FIFTH, SIXTH, SEVENTH AND EIGHTH, YOU KNOW, I MIGHT WHERE I WAS, I MIGHT HAVE HAD 2 OR 3 TEAMS THE, THE YMCA THAT'S, YOU KNOW, 20 MINUTES UP THE ROAD. THEY MAY HAVE 2 OR 3. AND, AND THAT WAS ONE WHERE WE, WE UTILIZED THREE DIFFERENT JUST TO BE ABLE TO PUT TOGETHER LIKE AN EIGHT, NINE, TEN TEAM LEAGUE SO IT CAN WORK AS LONG AS EVERYBODY'S ON THE SAME PAGE.

AND WE'VE EVEN TALKED ABOUT, YOU KNOW, TRY IT FOR TRY IT FOR A SEASON OR TRY IT FOR A YEAR. IF IT DOESN'T WORK OUT, THEN YOU CUT YOUR LOSSES AND GO BACK TO WHAT YOU WERE DOING BEFORE THAT WAS GOING TO BE MY QUESTION. THEY CAN ROLL IT BACK, RIGHT? SO THAT'S YEAH. AGAIN I IT'S THE TWO ENTITIES. THEY WANT TO TRY IT. I THINK WE CAN YOU KNOW CERTAINLY IF YOU ALL APPROVE THIS REQUEST YOU CAN CERTAINLY PUT THE CAVEAT THAT WE'D LIKE TO TRY IT FOR A SEASON OR TRY IT FOR A YEAR OR WHATEVER TIME FRAME. TO KIND OF PULL UP A PLAN OF WHAT THEY'RE OKAY, BUT THEY ARE NICE. I, MY, MY SONS PLAYED ON THEM FOR MIDDLE SCHOOL MATCH UP AND OTHER STUFF. SO YEAH, OKAY. ANY OTHER ANY OTHER QUESTIONS. ALL RIGHT. ALL RIGHT. LET'S SEE HERE. SO THE PROPOSAL IS ALLOWING PBSA TO INCORPORATE BASEBALL AND SOFTBALL TEAMS FROM SALINA. IS THERE A MOTION TO PASS THIS REQUEST. I'LL MAKE A MOTION THAT WE APPROVE IT. MOTION FROM VALERIE LITTLE BOB BENSON WITH A SECOND. ALL THOSE IN FAVOR SIGNIFY WITH AN I. I, I SEE NONE OPPOSED. SEVEN ZERO.

THANK YOU. ALL RIGHT, SO CONSIDERING AND ACTING UPON THINGS. NOW IT'S TIME FOR THE

[8. Consider and act upon approval of the Windsong Community Park Master Plan.]

WINDSONG COMMUNITY PARK MASTER PLAN. CORRECT. SO SOME MONTHS AGO, WE INFORMED YOU THAT WE WOULD BE WORKING ON MASTER PLANNING A PIECE OF PROPERTY IN THE NORTHWEST SECTION OF TOWN THAT WE'RE CALLING THE WINDSONG COMMUNITY PARK. WE'VE BEEN WORKING WITH A CONSULTANT CALLED TBG, AND THIS WORK HAS BEEN PAID FOR ENTIRELY BY THE WINDSONG GROUP. IT'S PROBABLY APPROXIMATELY 125 TO $130,000 WORTH OF PLANNING WORK, AND WE'RE ESSENTIALLY FINISHED NOW.

AND YOU CAN SEE THE GRAPHIC HERE. THIS IS THE FINAL CONCEPT OF THE PLAN. I'LL KIND OF RUN YOU THROUGH IT. IT DOES HAVE TWO LARGE SPORTS FIELDS THERE IN THE SOUTHWEST CORNER, THE BIG ROUND ONE THAT IS SCALED. THAT WOULD BE IT COULD BE A FULL SCALE CRICKET FACILITY. BUT IF WE NEEDED TO, YOU CAN SEE HOW IT'S BEEN STRETCHED. WE COULD ALSO PUT OTHER BALL FIELDS ON THERE AS WELL SO IT COULD BE CONSIDERED MULTI-PURPOSE. THE FIELD JUST ON THE WEST SIDE OF THAT IS A FULL SIZE SOCCER FIELD. SO WE COULD DO DIFFERENT CONFIGURATIONS AND RUN DIFFERENT TYPES OF SPORT PROGRAMS OUT THERE, BUT THAT WE KNOW THAT THAT WE ALL KNOW THAT PROSPER NEEDS CRICKET FACILITIES. SO THAT WAS KIND OF WHERE WE STARTED IN MIND. WE'VE ALSO GOT APPROXIMATELY 350 PARKING SPACES OUT THERE. IT'S JUST A LITTLE BIT LESS THAN WE HAVE AT THE RAYMOND PARK FACILITY. I THINK IT'S SOMETHING LIKE 12 PICKLEBALL COURTS. THEY'RE THERE IN THE BOTTOM RIGHT HAND CORNER AND FOUR FULL SIZE TENNIS COURTS. A VERY COMPLEX PLAYGROUND, A SYSTEM OF DIFFERENT TYPES OF TRAILS. WE'VE GOT SOME SOFT SURFACE TRAILS, LIKE NATURE TRAILS THAT WOULD RUN THROUGH THE TREED AREAS, AND THEN CONCRETE TRAILS THAT WOULD RUN DOWN TO THE ACTUALLY DOWNHILL TO THE NORTH SIDE OF THE SITE, CLOSER TO THE CREEK, WHERE ULTIMATELY THE VELOWAY WILL RUN THROUGH THERE IT'LL BE A 12 FOOT CONCRETE HIKE AND BIKE TRAIL. THE BOTTOM THERE'S A LITTLE SQUARE THERE THAT YOU CAN SEE IN THE BOTTOM RIGHT HAND CORNER. IT'S THE SOUTHEAST CORNER THAT'S 3 OR 4 ACRES. THAT IS ULTIMATELY IT'S GOING TO BE A WHAT THEY CALL AN ELEVATED STORAGE TANK. IT'LL BE A WATER TOWER SOMEDAY. THAT'S WHAT ENGINEERING IS TELLING US. BUT THIS IS THIS IS THE CONCEPT THAT WE'VE DEVELOPED. WE THINK IT'S A GOOD ONE. IT'S THE COST ESTIMATE THAT THEY PROVIDED US WAS APPROXIMATELY $25 MILLION. THAT

[00:45:02]

WOULD THAT'S IN TODAY'S DOLLARS. SO IT PROBABLY WILL BE MORE WHENEVER THE TOWN GETS AROUND TO FUNDING THIS AND BUILDING IT IN THE NEXT STEP ON THIS REALLY IS THAT A PROJECT OF THIS SCOPE TYPICALLY IS USUALLY ONLY FUNDED THROUGH A BOND PROGRAM. SO AT SOME POINT, ONE OF THE FUTURE BOND PROGRAMS, WE'RE HOPING THAT THIS GETS FUNDED. BUT WE DON'T KNOW IF IT'LL BE THE NEXT ONE OR THE ONE FOLLOWING THAT. SO ONE OTHER THING WE WANTED TO INFORM YOU ON IS WE HAVE BEEN WORKING WITH NEGOTIATING WITH THE DEVELOPER WHO IS BUILDING THREE SEPARATE HOUSING DEVELOPMENTS OUT THERE. FOUR OF THEM, I'M SORRY. FOUR. THREE ARE JUST SOUTH OF THIS FACILITY ON THE SOUTH SIDE OF PROSPER TRAIL. AND THERE'S ONE BIG ONE THAT'S NOT REALLY. THEY'RE STILL PLANNING IT ON THE EAST SIDE OF THE PROPERTY. THERE. AND WHAT WE'RE DOING WITH THEM IS WHAT WE WANT TO DO IS ALL THE PARK FEES AND THE PARK DEVELOPMENT MONIES THAT ARE GENERATED FROM THOSE DEVELOPMENTS. WE WANT TO SPECIFICALLY USE THOSE FOR THIS PROPERTY MAKES PERFECT SENSE.

BUT WE WANTED YOU TO KNOW THAT WE'RE WORKING ON THAT WITH THEM RIGHT NOW. SO AND THEN BASICALLY WE ARE AND I CAN ANSWER ANY QUESTIONS YOU HAVE ABOUT THIS. AND I KNOW THERE'S A LOT TO DIGEST THERE, BUT PLEASE LET ME KNOW IF I CAN ANSWER ANY QUESTIONS. ONE THING I'LL ADD IS IF WE GO WITH THE USE OF DEVELOPMENT FEES, IT WOULD PROBABLY BE A PHASED APPROACH BECAUSE WE WILL NOT RECEIVE 25 MILLION OR MORE IN PARK DEVELOPMENT FEES FROM THOSE SURROUNDING PROPERTIES, BUT IT COULD BE SOMETHING IF THIS IS WAITING FOR A BOND PROGRAM OR, YOU KNOW, SAY IT DIDN'T MAKE THE NEXT ONE AND WE WERE GOING TO HAVE TO WAIT ANOTHER FIVE, SEVEN, TEN, WHATEVER THAT TIME FRAME IS THAT WE COULD POTENTIALLY MAKE POSSIBLY START BUILDING OUT SOME PIECES OF THAT PARK AND WE WOULD BE SURE TO DESIGN IT WHERE OR BUILD IT WHERE WE WOULD NOT BE COMING BACK AND TEARING THINGS OUT TO ADD THE NEXT, NEXT PHASE. SO WE WOULD BE VERY CAREFUL ABOUT THAT. AND THERE'S INTEREST FROM THAT DEVELOPER. THE DEVELOPER HAS THE THERE'S THREE DEVELOPMENTS I THINK TO THE SOUTH AND ONE ON THE EAST.

THERE'S 3 OR 4 I'M SORRY, THREE TO THE SOUTH AND ONE ON THE EAST. AND I KNOW SOME OF THOSE ARE ALREADY PRE-SOLD. AND HE'S INTERESTED TO HAVE A REC BASICALLY A PARK IN PLACE. SO WHEN PEOPLE START TO MOVE IN THAT THEY HAVE A PLACE TO GO, WHETHER IT'S TRAILS, YOU KNOW, A LARGE ATHLETIC FIELD AREA OR MULTI-PURPOSE OR CRICKET OR, OR WHAT HAVE YOU. SO AND THAT WOULD BE SOMETHING WE WOULD WORK OUT WITH HIM IN THE FUTURE. BUT YOU KNOW, WE'RE WE'RE WE'RE EXCITED ABOUT IT. IT WAS NICE. AS CURT SAID, THIS WOULD HAVE EASILY COST 100 AND $130,000 TO DO THIS DESIGN. AND I MIGHT BE UNDER THAT. KYLE MAY HAVE A BETTER IDEA ON THAT ONE. SO SOMETHING THAT, YOU KNOW, IF IT WERE TO MAKE THE NEXT BOND PROGRAM, WE HAVE THE INFORMATION TO ALREADY PUT OUT TO THE PUBLIC. AND IN A ROUGH ESTIMATE, COST WISE, DEPENDING ON, YOU KNOW, I'M SURE THAT 25 MILLION DOES NOT INCLUDE ARTIFICIAL TURF. SO IF WE WANTED TO IF WE WANTED TO LOOK AT THAT AND UPGRADE THAT, WE COULD GET SOME PRICING ON THAT AS WELL. SO BUT THIS IS SOMETHING THAT JUST WAS KIND OF THROWN AT US, I DON'T KNOW, SIX, SEVEN, EIGHT MONTHS AGO. AND WE WERE HAPPY TO ACCEPT THE OFFER. AND, AND HAVE A PLAN PUT FORWARD. SO BUT WE REALLY WANT YOU ALL TO IF YOU HAVE QUESTIONS ON IT OR YOU DON'T FEEL GOOD ABOUT IT, WE CAN CERTAINLY MAKE CHANGES TO IT OR SCRAP IT AND START OVER. SO IT'S REALLY WE WANT TO GET YOUR BLESSING BEFORE WE TAKE IT FORWARD TO SHOW OUR COUNCIL. IT WAS IT WAS AN EXTENSIVE PROCESS. I MEAN, YOU'RE SEEING THE VERY END RESULT OF IT. BUT WE WENT BACK AND FORTH WITH THEM. WE MET MULTIPLE TIMES. THEY DID A NUMBER OF DIFFERENT TYPES OF ANALYSIS OF THE SITE, AND IT WAS PRETTY THOROUGH. THEY DID A GOOD JOB. WE FEEL. WHAT WAS THE COMMUNITY ENGAGEMENT THROUGHOUT THE PLANNING PROCESS WITH WINDSONG RANCH? SO TO BE HONEST, WE HAVE NOT HAD ANY FORMAL COMMUNITY ENGAGEMENT. SO REALLY IT WAS JUST WORK WITH THE DEVELOPER AND WHAT THEIR INTERESTS WERE FOR THEIR FOR THE COMMUNITY'S COMING IN AND WHAT. SO WE HAVE NOT SAT DOWN AND HAD A COMMUNITY MEETING TO, TO DISCUSS. SO THE HOA, THEIR BOARD HAS NOT SEEN THIS PLAN. SO TELUS HAS WAS INVOLVED WITH IT, WHICH IS ESSENTIALLY THE BOARD THEIR STAFF WAS INVOLVED WITH THIS THE WHOLE WAY BECAUSE I MEAN, THEY WERE PAYING FOR IT, BUT THEY WERE ALSO INVOLVED. YES. SO THEY WERE IN ALL THE MEETINGS. THEY HAD A REPRESENTATIVE, CHRIS WILSON KNOWS SOME OF YOU MIGHT KNOW CHRIS, BUT HE WAS INVOLVED THROUGHOUT THE ENTIRE PROCESS. I THINK MY RECOMMENDATION WOULD BE THAT THE COMMUNITY AND THE NEIGHBORHOOD NEEDS TO AT LEAST SEE THE MASTER PLAN BEFORE IT GOES BEFORE COUNCIL. I HAVE A LOT OF EXPERIENCE, AND CARRIE CAN TELL YOU OF AN EXPERIENCE THAT JUST HAPPENED TO THE SOUTH THAT THAT CAN GO VERY BADLY WHEN THE NEIGHBORS DON'T SEE WHAT'S BEING PLANNED IN THEIR NEIGHBORHOOD. SO THAT WOULD THAT WOULD BE MY FIRST QUESTION IS HOW THEY CAN BECOME INVOLVED IN IN THIS PROCESS, ESPECIALLY BECAUSE WE'RE TALKING ABOUT PUTTING A FULL SIZE CRICKET FIELD IN THEIR NEIGHBORHOOD. WE CAN CERTAINLY THERE'S NO REASON THAT WE HAVE TO MOVE ON THIS.

[00:50:06]

YOU DON'T HAVE TO MOVE ON THIS THIS EVENING. WE CAN GO BACK AND WE CAN. TO BE CLEAR, THERE'S NOT A TIGHT TIMELINE ON THIS. WE JUST WE HAD THIS COMPLETED AND WE WANTED TO BRING IT TO YOU ALL PRIOR TO GOING TO COUNCIL WITH IT. BUT I DON'T DISAGREE WITH YOU, KYLE. AND THAT'S CERTAINLY SOMETHING WE CAN PUT TOGETHER PROBABLY AT THE BEGINNING OF THE NEXT YEAR. AND BECAUSE AGAIN, THERE'S NO WE HAVE NO FUNDING FOR THIS PROJECT RIGHT NOW. ARE YOU THINKING PHASE ONE, YOU'RE HOPING TO BREAK GROUND THROUGH APPROVAL PROCESS IN FY 25? WOULD THAT BE NO. OUR BEST GUESS IS THAT THIS MAY BE YEARS BEFORE IT'S FUNDED, BECAUSE WE THINK, BASED ON THE SURVEY THAT WE DID FOR THE MASTER PLAN, WE ARE CURRENTLY UPDATING OUR PARKS, RECREATION AND OPEN SPACE MASTER PLAN. WE'RE ALMOST FINISHED WITH THAT PROCESS, AND I WILL BE GIVING YOU AN UPDATE ON THAT IN A FEW MINUTES. BUT WE, THE HIGHEST PRIORITY WAS TRAILS, AND JUST BELOW THAT WAS A RECREATION CENTER. SO OUR BEST GUESS IS THAT MAYBE IN THIS NEXT BOND PROGRAM, THE TOWN OF PROSPER DECIDES TO FUND A RECREATION CENTER, BUT IT'S UNLIKELY THAT THEY WOULD FUND THAT. AND THIS IN THE SAME PROGRAM. SO IT'S LIKELY GOING TO BE ANOTHER 6 OR 7 YEARS BEFORE THERE'S ANY REAL FUNDING TO DEVELOP THIS PARTICULAR FACILITY. SO MY QUESTION REGARDING THAT WAS PRIMARILY WITH THE 25 MILLION IN TODAY'S DOLLARS, THE ESCALATION YOU CAN ACCOUNT FOR RIGHT NOW IS 0.3% EVERY SINGLE MONTH. YEAH, THOSE NUMBERS I GOT THIS WEEK THAT I JUST GAVE TO A CLIENT. SO I THINK WHEN WE'RE AS WE WORK THROUGH THIS UNDERSTANDING WHERE PHASE ONE WOULD BE, HOW PHASING WOULD HAPPEN AND WHAT THAT ACTUAL CONSTRUCTION COST WOULD BE. I DO THINK YOU'VE GOT A FANTASTIC DEAL GETTING TELL US TO DO THE MASTER PLANNING PROCESS. AND SO THAT'S JOB WELL DONE. BUT MY CONCERN WOULD BE ON THE COST AND HOW WE PLAN APPROPRIATELY FOR THAT, ESPECIALLY IF WE'RE LOOKING THAT MANY YEARS OUT. THE PARKING LOT WAS SPECIFICALLY DESIGNED WITH PHASING IN MIND. WE PROBABLY WOULD DO THE FIRST. THE ONE, THE LITTLE SMALLER SECTION THAT'S THERE ON THE BOTTOM LEFT, THE SOUTHWEST PORTION, AND THEN ADD THOSE ON. AS WE CAN AFFORD THINGS, FIELDS CAN BE DONE BEFORE THE PLAYGROUND AND ALL THAT SORT OF THING, BECAUSE WE DID CONSIDER THAT WE WOULD THIS KIND OF A COST OF SOMETHING LIKE THIS, YOU ALMOST HAVE TO PHASE IT. YEAH. SO THE ONE THING THAT THE DEVELOPER IS INTERESTED IN IS ACTIVATING THIS PROPERTY IN SOME FORM OR FASHION. ONE ONE OF THE THINGS WE'VE GOT, WHICH I THINK IS A POSITIVE DEVELOP IS, IS ALREADY STUBBED OUT ON THE WEST SIDE OF THE PROPERTY. SO THAT ONE'S PRETTY MUCH A NO BRAINER. I MEAN, WE ARE GOING TO MAKE THAT CONNECTION AT SOME FORM OR FASHION. AND IF THE DEVELOPER IS READY TO MOVE ON, MORE TEMPORARY ACTIVATION. WE'VE TALKED WITH THEM ABOUT POTENTIALLY BUILDING OUT THE VILLA WEB AND EVEN CREATING SOME MORE SOFT SURFACE, ALMOST NATURE TRAIL LIKE WE DID AT RAYMOND PARK, RAYMOND COMMUNITY PARK BEFORE WE STARTED THE CONSTRUCTION OUT THERE. SO THERE ARE SOME THINGS WE CAN DO JUST WITH SOME OTHER PARK DEVELOPMENT FEES THAT THAT WILL BE NEEDED IN THE FUTURE. ANYHOW. SO WHETHER WHETHER WE'VE GOT GREAT FEEDBACK ON THIS PLAN FROM THE PUBLIC, IF WE HAVE TO PUT IT OFF FOR A FEW MONTHS OR EVEN A YEAR, THEN I THINK WE COULD STILL, IF THEY'RE NOT PATIENT ON THAT, THERE'S STILL SOME THINGS WE CAN MOVE FORWARD ON WITH. WITH WHAT THEIR INTEREST OR WHERE THEIR INTERESTS LIE. SO. OTHER QUESTIONS FOR KURT. IS THERE A CONNECTOR ON THE EAST SIDE OF THE RIVER? ULTIMATELY, THERE WILL BE THERE'S NOT CURRENTLY. YEAH. THE DEVELOPMENT WOULD THE DEVELOPER WOULD BUILD THAT. IT EXISTS RIGHT UP TO I GUESS IF YOU YOU KNOW WHERE IT IS. YEAH. THEY, THEY ESSENTIALLY STOPPED THERE AT THE, AT THE NORTHWEST CORNER OF OUR PROPERTY. AND THAT'S ANOTHER THING THAT WE'RE WORKING WITH THIS DEVELOPER IS THEIR FEES WOULD BE USED HOPEFULLY TO EXTEND THAT ALL THE WAY ACROSS THE SOUTH ON THE NORTH SIDE OF OUR PROPERTY. SO ALL THIS LAND IS THAT CONCRETE, 12 FOOT WIDE CONCRETE. IT'S THE VILLA WEB. SO YEAH, MINIMUM 12 FOOT WIDE. ALL RIGHT. THAT WRAPS UP OUR QUESTIONS KYLE I APPRECIATE YOU BRINGING UP THE THOUGHT ABOUT CONNECTING WITH THE HOA. WITH THAT IN MIND, WE'VE GOT, YOU KNOW, ONE ONE POTENTIAL CONCERN ON THE TABLE.

WOULD IT BE THE BOARD'S PREFERENCE THAT WE'D REACH OUT TO THE HOA FIRST BEFORE PROCEEDING ON WITH FURTHER CONVERSATION? OR DO I HEAR A MOTION TO MOVE FORWARD WITH THE PROPOSED PLAN? I'M NOT HEARING ANY MOTIONS, SO I THINK WE'LL WAIT FOR THAT CONNECTION WITH THE HOA. YEAH, WE CAN WE CAN CERTAINLY DO THAT. AND THEN BRING BACK BRING BACK TO THE BOARD WHEN THAT HAPPENS. IF THEY IF THE GROUPS COME BACK AND LOVE WHAT WE HAVE HERE, WE CAN COME BACK AND TELL YOU, HEY, WE HAD PUBLIC PARTICIPATION. THEY WANT TO DO THIS. AND THEN YOU GUYS

[00:55:04]

CAN DECIDE IF YOU WANT TO APPROVE THAT OR NOT, OR IF THEY HAVE SOME CHANGES. WE CAN COME BACK TO YOU WITH SOME WITH SOME ALTERNATE ITEMS AS WELL. I'M SURE YOU'LL GET SOME IDEAS. SUR.

GOOD. BUT GOOD WORK ON THAT. BY THE WAY, I WAS REALLY IMPRESSED. HOW MUCH WAS INCORPORATED IN FROM THE COMMUNITY FEEDBACK AS A PART OF THE MASTER PLANNING PROCESS. SO WELL DONE ON THAT.

[9. Consider and act upon approval of the proposed 2025 Special Event Calendar]

THANK YOU. NEXT UP WE HAVE OUR PROPOSED 2025 SPECIAL EVENTS CALENDAR. OKAY, BOARD. THANK YO.

CAITLIN WAS WAS ACTUALLY GOING TO PRESENT THIS TO YOU AND SHE HAD A FUNERAL. UNFORTUNATELY SHE HAD TO GO TO TODAY. SO I TOLD HER I WOULD HANDLE THIS FOR YOU ALL. AND WITH THAT BEING SAID, I KNOW WE SENT A COUPLE EMAILS, POTENTIALLY THREE, I THINK &-PD WE'RE LOOKING AT A FOLLOW UP MEETING FOR NEXT WEEK. AND HOPEFULLY YOU GOT MY EMAIL SAYING, NO, WE'RE GOOD. WE'RE GOING TO MOVE FORWARD. YOU KNOW, EVENTS ARE OR THE MAGNITUDE OF EVENTS, THE NUMBER OF I SHOULDN'T SAY MAGNITUDE, THE NUMBER OF EVENTS WE HAVE HERE IN PROSPER IS SOMETHING THAT'S REALLY RELATIVELY NEW, REALLY IN THE LAST COUPLE OF YEARS. AND AS THESE THINGS FLOURISH AND TAKE OFF, WE'RE GETTING MORE AND MORE INPUT AND THE CITIZENS ENGAGEMENT COMMITTEE, KECK I'M TRYING TO REMEMBER IT WAS A MONTH OR TWO AGO, MAYBE A BALLPARK ABOUT THAT TIME THEIR COMMITTEE CAME FORWARD WITH SOME RECOMMENDATIONS FOR OUR EVENTS AND EVENT CALENDAR. AND WE'VE JUST TRIED TO WE WERE STRUGGLING A LITTLE BIT EARLIER ON. HOW DO WE MARRY THEM UP WITH YOU ALL TO ESSENTIALLY MAKE RECOMMENDATIONS FOR NEXT YEAR? SO THE THOUGHT WAS WE WOULD TRY TO PULL THEM IN NEXT WEEK TO MEET WITH YOU ALL THEY COULD PRESENT, BUT IT'S REALLY LATE IN THE YEAR AND I'M SURE KERRY CAN TELL YOU MOST OF THE MUNICIPALITIES AROUND THAT ARE REALLY BIG IN EVENTS.

THEY'VE ALREADY STARTED ADVERTISING THEIR STUFF FOR THE ENTIRE YEAR. SO I'VE BEEN PUSHING TO GET THIS DONE. WE'VE STILL GOT TO TAKE WHATEVER RECOMMENDATIONS WE GET FROM YOU ALL TONIGHT TO COUNCIL, AND WE'RE HOPING TO DO THAT ON THE 26TH. IF WE CAN COME TO AN AGREEMENT TONIGHT. BUT WHAT I AGREED TO DO WOULD BE TO BRING FORWARD, EXCUSE ME, THE CITIZEN, THE CITIZENS ENGAGEMENT COMMITTEE'S RECOMMENDATIONS AND JUST PRESENT THOSE TO YOU AND MAYBE GIVE YOU SOME FEEDBACK. I'M NOT. I'M GOING TO TRY TO STAY MID LEVEL. I'M NOT I'M NOT SAYING I AGREE WITH ALL THE RECOMMENDATIONS. I ALSO NOT TELLING YOU I'M AGAINST THE RECOMMENDATIONS. SO AND THEN I'M GOING TO PRESENT TO YOU WHAT TOWN STAFF PROSPER. TOWN STAFF HAVE PUT TOGETHER. AND THE THOUGHT IS MAYBE WE CAN COME UP WITH SOME SORT OF HYBRID BETWEEN THE TWO. SO JUST WANTED TO GET YOUR FEEDBACK TONIGHT. YOU ALL HAVE SEEN I KNOW WE SENT THAT OUT PROBABLY TWO MEETINGS AGO AND WE KEEP WE HAD A TABLE AT THE FIRST TIME. I ALMOST HAD TO TONIGHT. SO JUST WANT TO GIVE YOU A LITTLE BACKGROUND ON ON WHY THIS HAS KIND OF GONE BACK AND FORTH. BUT AS CITIZENS ENGAGEMENT THE SAME AS COMMUNITY ENGAGEMENT, I'M SORRY. COMMUNITY ENGAGEMENT COMMITTEE MY FAULT. I'M SORRY. YES. COMMUNITY ENGAGEMENT COMMITTEE. I CAN'T KEEP THEM ALL STRAIGHT. THAT'S WHY I'M ASKING MY APOLOGIES. SO LET'S MOVE FORWARD. SO AT ONE OF THEIR MOST RECENT MEETINGS, THEY CAME FORWARD WITH A LIST AND SUBMITTED TO US ESSENTIALLY WHAT THEY'RE LOOKING FOR. THEY THEY FEEL THEY'D LIKE TO SEE POTENTIALLY LESS EVENTS DURING THE YEAR. BUT INSTEAD OF DOING A TWO, THREE, FOUR HOUR EVENT, COULD WE DO SOME ALL DAY EVENTS? AND PART OF THAT WAS, YOU KNOW, THEY WANT TO BE KIND TO STAFF. WE HAVE A LOT OF EVENTS, AND THE FOLKS OVER HERE ARE WORKING A LOT OF WEEKENDS AND TIME TO GET THESE, GET THESE PREPARED. SO I'M WE'RE GOING TO SEE HOW THAT SHAKES OUT. BUT ANYWAY THAT WAS THE FIRST COMMENT. CAN WE DO LESS EVENTS BUT MAYBE MAKE THEM A LITTLE MORE ROBUST. THEY HAD PROPOSED SO SOMETHING THEY'D LIKE TO DO, THEY WOULD LIKE TO SEE CELEBRATE, PROSPER BECOME A SPRING EVENT. AND IN DOING SO, THEY PROPOSED TO CANCEL THE 2025, WHICH RIGHT NOW WE'RE SLOTTED FOR. I THINK IT'S THE FIRST OR SECOND WEEKEND IN OCTOBER. I'VE GOT IT ON THE NEXT SLIDE OF 2025, SO THEY'VE THEY WANT YOU TO CONSIDER POTENTIALLY DOING AWAY WITH THE 2025 EVENT AND THEN RAMP IT BACK UP IN SPRING OF 26. AND THE REASONING BEING THEY'VE THEY'VE SAID FALL IS VERY BUSY. HOMECOMING SEEMS TO BE A LOT OF EVENTS. AND THEY USED PARENTAL FATIGUE AS ONE OF THE REASONS. NOW I WILL TELL YOU FROM MY END, THE SPRING IS BUSY TOO. SO I'M I AGAIN, I WASN'T PART OF THAT. THEY'VE ALSO SUGGESTED THAT BECAUSE THEY'RE GOING TO REDUCE SOME EVENTS AND YOU'LL START YOU'LL SEE THIS ALL

[01:00:02]

THIS PUZZLE START TO COME TOGETHER. THEY'VE SUGGESTED MAYBE INCORPORATING AN EVENT LIKE CHROME AND COFFEE, WHICH IS OUR CAR SHOW, MAYBE A BARBECUE COOK OFF COMPONENT, MULTICULTURAL EVENTS, NEW RESIDENT MIXER TO INCORPORATE ALL THOSE ITEMS INTO CELEBRATE PROSPER, I WILL TELL YOU THAT'S WOULD WOULD BE DIFFICULT WITH OUR CURRENT RESOURCES STAFF.

WE'D HAVE TO MAKE SURE WE HAD SOME A GOOD SET OF VOLUNTEERS TO BE ABLE TO PULL OFF SOMETHING LIKE CHROME AND COFFEE ON THE FRONT END OF CELEBRATE PROSPER. BUT AGAIN, THIS IS THEIR THIS IS WHAT THEY'RE SUGGESTING. THEY THEY PROPOSED TO CANCEL THE TOWN, THROW DOWN OR PICKLEBALL TOURNAMENT FOR 2025 AND WAIT UNTIL WE OPEN RAYMOND COMMUNITY PARK AND DO BASICALLY AN INAUGURAL TOURNAMENT AT THE PARK. NOW, I WILL TELL YOU, IT'S UNLIKELY WE WOULD DO RIGHT NOW.

WE'RE SLATED TO FINISH THAT PARK IN AUGUST OF NEXT YEAR. I PROBABLY WOULD NOT RECOMMEND ROLLING OUT A PICKLEBALL TOURNAMENT IN AUGUST IN TEXAS. IT'S JUST WE PROBABLY HAVE MORE PEOPLE DROP, BUT THAT WAS SOMETHING THEY'D LIKE TO DO. IT DOESN'T MEAN IT HAS TO BE. MAYBE IF THEY WANT IF WE WANT TO DO AWAY WITH THE UPCOMING AND WE JUST WANT TO HOLD OFF UNTIL THE NEW PARK OPENS, THAT'S FINE. WE'RE CERTAINLY OPEN TO THAT NATIONAL DAY OF PRAYER AND THE NINE OVER 11 CEREMONY. NOW, FIRST THING TO KNOW, WE DON'T REALLY PRODUCE EITHER ONE OF THOSE. KAITLYN GOT TAGGED IN ON THE NATIONAL DAY OF PRAYER. BEING OUR EVENT PERSON, AND HAS HELPED COORDINATE WITH THE OUTSIDE ENTITY. THEY LIKE TO SEE THAT MOVE TO THE EVENING. MY UNDERSTANDING WITH NATIONAL DAY OF PRAYER IS THAT IT TAKES PLACE AT THE SAME TIME ACROSS THE COUNTRY, AND IT'S BRINGING EVERYBODY TOGETHER AT THE SAME TIME. SO THAT'S NOT REALLY OUR CALL, BUT THAT'S SOMETHING THEY'VE SUGGESTED. THE NINE OVER 11 CEREMONY, THAT IS OUR POLICE AND FIRE PUT THAT ON AND WE CAN CERTAINLY SHARE THAT RECOMMENDATION WITH THEM. BUT SO I JUST I WANT TO MAKE SURE I SHARE EVERYTHING WITH YOU GUYS THAT PROPOSED CANCELING OUR NICHE OR LIMITED ATTENDANCE EVENTS LIKE OUR MOVIE NIGHT, WHICH WE CALL MOONLIGHT MOVIE PAUSE ON BROADWAY AND ESSENTIALLY CHROME AND COFFEE THAT THEY WANTED TO MOVE THAT INTO THEIR EVENT. AGAIN, THAT'S CERTAINLY SOMETHING THAT YOU GUYS CAN MAKE THAT DECISION ON, OR AT LEAST GO EITHER WAY. I'VE GOT MIXED FEELINGS ON THAT ONE. THEY HAD DISCUSSED BRINGING BACK HISTORICAL EVENTS SUCH AS THE BLUE TRUCK DANCE. I HAVE ASKED SOME LONG TERM, LONG TIME PEOPLE WHO HAVE LIVED HERE, WHO HAVE LIVED MOST OF HER LIFE HERE, AND NO ONE KNOWS WHAT THE BLUE TRUCK DANCE IS. SO WE ARE CERTAINLY OPEN TO A HISTORICAL BRINGING BACK SOME TYPE OF HISTORICAL SIGNIFICANCE AND AN EVENT, BUT WE'RE GOING TO NEED SOME HELP FROM SOMEONE. WE'VE REACHED OUT TO THE HISTORICAL SOCIETY. THEY DIDN'T HAVE ANY INFORMATION ON IT, SO IT DOESN'T MEAN THERE ISN'T SOMETHING OUT THERE. AND MAYBE THAT WAS MISQUOTED OR WHO KNOWS, BUT WE'RE ALL ABOUT IT.

IF WE CAN FIND SOMETHING THAT USED TO HAPPEN, SOMETHING WE CAN BRING BACK, THAT'S A VERY COOL IDEA. BUT WE'RE GOING TO NEED SOME HELP. SO WE'RE YEAH, THAT'S RIGHT. AND THEN THE LAST SUGGESTION THEY BROUGHT UP WAS THEY'D LIKE TO SEE MORE EVENTS ON THE WEST SIDE AND WINDSONG RANCH. NOW WE'RE FAIRLY LIMITED ON OUR OUR PROGRAM. I DON'T HAVE ACCESS TO WINDSONG RANCH, ANY OTHER FACILITIES. SO AGAIN, THIS IS THE THIS IS KIND OF THE IDEA FACTORY KICKING THINGS OUT. AND THAT'S OKAY. THAT'S THAT'S WHERE WE GET SOME IDEAS. BUT I DON'T KNOW HOW REALISTIC THAT IS. JUST BECAUSE WE RIGHT NOW WE EITHER DO THINGS DOWNTOWN OR WE DO THEM AT FRONTIER PARK, OR AT LEAST OUR MAIN EVENTS. SO THAT WAS THEIR LIST OF RECOMMENDATIONS. THIS IS THE CALENDAR THAT STAFF PUT TOGETHER. WE'VE HAD FOR PROBABLY A COUPLE MONTHS NOW. AND THIS IS VERY REMINISCENT OF WHAT YOU'LL TYPICALLY WHAT YOU'VE SEEN IN THE LAST TWO YEARS OR YEAR OR YEAR. AND A HALF AND PROSPER THE PROSPER FISHING DERBY, FEBRUARY 22ND. WE'VE ALREADY BOUGHT THE FISH.

WE'RE DOING THAT WHETHER ANYBODY SAYS NO. AND THAT REALLY WASN'T ONE THAT WAS BEING QUESTIONED.

OUR MAYOR'S COFFEE AGAIN, THAT'S SOMETHING THAT'S A PRETTY QUICK AND EASY ONE TO DO. WE'RE NOT GOING TO CHANGE THAT UP. YOU SAW THE REQUEST FOR THE P-TOWN THROWDOWN PICKLEBALL TOURNAMENT.

RIGHT NOW WE'VE GOT THAT SLATED FOR MARCH 29TH DOWNTOWN CONCERT. SO WHICH I THINK IS ON THE NEXT SLIDE. WE WERE APPROACHED BY THE SOME OF THE MEMBERS OF THE DOWNTOWN BUSINESS ALLIANCE, OR BASICALLY OUR STORES THAT ARE OUR BUSINESSES THAT ARE LOCATED DOWNTOWN. LAST YEAR THEY DID UNCLE BECCA'S. IT'S ON THE NEXT ONE STREET PARTY OR WHATEVER. UNCLE BECCA IS THE LADY WHO OWNS AN APPROPRIATE TRUCKER HAT. SHE'S A TRIP. SHE'S GREAT. AND SHE SHE DID A GREAT JOB. THAT

[01:05:01]

EVENT WAS VERY, VERY SUCCESSFUL. AND IT'S A PRETTY UNIQUE OPPORTUNITY TO BE ABLE TO PARTNER WITH YOUR DOWNTOWN BUSINESSES. I I'VE GOT SOME FIRST HAND KNOWLEDGE OF PAST EXPERIENCES FOR ME. FRIENDS WHO ARE IN OTHER MUNICIPALITIES THAT HAVE TRIED TO PUT TOGETHER THINGS WITH THEIR DOWNTOWN MERCHANTS, AND IT'S NOT WORKED OUT GREAT. AND, CARRIE, I DON'T KNOW. I MEAN, I DON'T KNOW HOW MUCH EXPERIENCE YOU GUYS HAVE. I KNOW YOU'VE GOT A PRETTY ROBUST EVENT GROUP, BUT IT SOMETIMES CAN BE A PRETTY BIG CHALLENGE. SO I SEE IT AS A AS AN OPPORTUNITY TO BE ABLE TO PARTNER WITH SOMEONE WHO WANTS TO PARTNER WITH US. SO ESSENTIALLY THAT WOULD BE WHEN WE SAY DOWNTOWN CONCERT, THAT WOULD PROBABLY BE IN PLACE OF LIKE OUR FREEDOM FEST. SOMETHING ALONG THAT MAGNITUDE WOULD BE A RECORDING ARTIST TAKEDOWN BROADWAY AND SET UP STAGE AND BOOTHS AND ALL THOSE GREAT THINGS. SO WE DON'T HAVE APPROVAL FOR THAT. BUT THAT'S SOMETHING WE'D LIKE TO CONSIDER. MAY 1ST, NATIONAL DAY OF PRAYER.

WE TALKED A LITTLE BIT ABOUT THAT MEMORIAL DAY CEREMONY THAT WILL BE ON MEMORIAL DAY. THAT WAS VERY WAS A GREAT EVENT LAST YEAR, JUNE SEVENTH. SO WE TALKED ABOUT POTENTIALLY MOVING OFF OF CHROME AND COFFEE. NOW WE KNOW THAT WAS A VERY SUCCESSFUL EVENT. BUT NEIGHBORS NURSING NEIGHBORS HAS ALWAYS DONE I THINK IT'S CALLED HOT DOGS AND HOT RODS. IF THAT WAS THE EVENT THEY WENT AWAY FOR A LITTLE BIT. SO WE KIND OF FILLED THAT GAP. THEY'RE COMING BACK. SO IF WE WERE TO LOSE CHROME AND COFFEE, THE COMMUNITY STILL HAS A CAR SHOW THAT'S BEING PRODUCED, SO IT WOULDN'T BE US PRODUCING IT. BUT THERE'S STILL, YOU KNOW, WE'RE NOT NECESSARILY TAKING AWAY SOMETHING I THINK THE COMMUNITY WOULD STILL BE ABLE TO, TO PARTICIPATE. MAYBE YOU GUYS COULD STILL GET YOUR MUSTANG OUT THERE. SO PRIDE IN THE SKY, WHICH I THINK YOU GUYS KNOW, THAT'S NOT REALLY SOMETHING THAT THE TOWN PRODUCES. WE MAKE THE PARK AVAILABLE. WE SUPPORT IT. WE PAY FOR THE FIREWORKS. SO IT'S A SHARED DEAL. BUT THAT'S OUR 4TH OF JULY EVENT. EVEN THOUGH IT'S JULY ONE. SO I DON'T SEE THAT ONE GOING ANYWHERE. PAWS IN THE PARK NAME SUBJECT TO CHANGE. THAT'S. BUT OUR PAWS ON BROADWAY. THAT WAS ANOTHER ONE THEY RECOMMENDED MAYBE DOING AWAY WITH NOT THE END OF THE WORLD FROM OUR STANDPOINT.

CELEBRATE, PROSPER. WE'VE TALKED ABOUT THAT. DOES THAT GET MOVED? OBVIOUSLY, IF WE WERE TO MOVE, CELEBRATE, PROSPER TO THE SPRING, IT'D BE VERY DIFFICULT FOR US TO PULL OFF A DOWNTOWN CONCERT AT THE SAME, YOU KNOW, WITHIN A, YOU KNOW, APRIL, MAY EVEN THAT'S STILL A LOT OF WORK FOR STAFF TO BE ABLE TO PULL THOSE TWO THINGS OFF AND STILL DO THEIR OTHER JOBS. SO THAT'S ONE I HAVE A LITTLE IF WE MOVED IT TO SPRING, WE'D HAVE TO LOOK AT SOME OTHER THINGS. I THINK WE'D HAVE TO DO SOME SHUFFLING, BUT MAYOR'S LUNCHEON, THAT'S NOT GOING ANYWHERE. ARBOR DAY, WE HAD A GREAT ARBOR DAY. YOU'LL SEE A SLIDE ON THAT UPCOMING. AND THAT WOULD. THAT'S THE OFFICIAL TEXAS ARBOR DAY, NOT JUST A RANDOM ARBOR DAY. SO OUR VETERANS DAY HONOR RUN, WE HAD A RECORD TURNOUT, 428 PEOPLE. THIS LAST ONE ALMOST DOUBLE WHAT WE DID LAST YEAR OR CENTURY PHOTOS WITH SANTA. THAT'S NOT GOING TO WORK. CHRISTMAS FESTIVAL'S NOT GOING ANYWHERE. WE'RE ALSO PROPOSING TO DO SOME ADDITIONAL THINGS DOWNTOWN AND WE'LL GET INTO THAT ON THE NEXT SLIDE. BUT TO DO THEY CALL SIP AND STROLL, WHERE YOU POP IN AND OUT OF DIFFERENT BUSINESSES. EACH BUSINESS YOU GET A COUPLE, YOU KNOW, A GLASS OF WINE OR BEER. HOWEVER THEY SET THAT UP AND THEN MAYBE EVEN LIKE A NIGHT MARKET QUARTERLY DOWNTOWN. WE'VE HEARD SOME INTEREST IN THAT. SO JUST THOSE NOTES. SO THOSE ORANGE DATES OR THE ORANGE LINE, THOSE COULD VARY BASED ON WHAT THE CALENDAR IS. WE DON'T WANT TO OVERLAP ON ON SOME OF THOSE. PURPLE IS WE'VE ALREADY TALKED ABOUT THOSE HAVE BEEN PROPOSED TO BE EITHER MOVED OR INCORPORATED TO OTHER EVENTS.

AND THEN IT'S THE LAST ONE. TEXAS. OH, JUST WE'VE ALSO LOOKED AT SOME OF THE PICKLEBALL TOURNAMENTS THAT ARE THE BIGGER EVENTS THAT ARE IN THE AREA. SO THAT WE DON'T FALL ON THAT AND LOSE FOLKS WHO COULD PARTICIPATE IN OUR PICKLEBALL TOURNAMENT. SO STAFF RECOMMENDATIONS. THIS HAS BEEN LONG WINDED. I APOLOGIZE. STAFF LIKE THE IDEA OF KEEPING CELEBRATE PROSPER IN THE FALL.

YOU GUYS HAVE SEEN IT WAS PROBABLY A COUPLE OF MONTHS AGO. WE HAD BROUGHT A PRESENTATION TO YOU ABOUT UPGRADING THE EVENT, RIGHT? AND WE START A LITTLE BIT THIS PAST TIME. WE'D LIKE TO KEEP DOING THAT. AND SOME OF THESE FALL IN LINE WITH THE CDC WAS RECOMMENDING A BARBECUE COMPONENT. WE TALKED WITH THE CHAMBER, WAS INTERESTED IN MAYBE HOSTING KIND OF A BARBECUE COOK OFF, MAYBE IT'S A FUNDRAISER FOR THEM. WE'VE ALSO TALKED ABOUT MULTICULTURAL THINGS BEING INCLUDED AT THE EVENT, LOCAL ENTERTAINMENT. CAITLIN DIDN'T WANT ME TO SAY IT, BUT BASICALLY A BATTLE OF THE BANDS KIND OF THING ONLINE AND THEN JUST OTHER UPGRADES THAT WE'VE PRESENTED TO YOU IN THE PAST. WE WOULD REALLY WE THINK THE DOWNTOWN CONCERT WOULD BE A GREAT OPPORTUNITY.

[01:10:07]

ESSENTIALLY, LET US BE A TITLE SPONSOR FOR THE EVENT. IT WOULD SAVE THE TOWN SOME MONEY AND STILL HAVE A COOL EVENT DOWNTOW. WE WOULD REALLY LIKE TO GET YOUR INPUT ON WHETHER YOU THINK CANCELING TOWN THROWDOWN FOR THIS UPCOMING YEAR IS SOMETHING THAT WOULD BE WORTHWHILE, AS WELL AS REPLACING THOSE NICHE EVENTS. COFFEE AND CHROME PAWS ON BROADWAY WITH A THE MONTHLY OR QUARTERLY EITHER THE DOWNTOWN MARKET OR SIP AND STROLL. EITHER ONE OF THOSE COULD BE QUARTERLY OR MONTHLY. SO WE COULD PICK AND WE HAVE FUNDING TO DO THAT IF THAT'S SOMETHING WE WANT TO PULL THROUGH AND THE EDC HAS ALSO, THEY'RE ALWAYS INTERESTED IN SUPPORTING DOWNTOWN EVENTS. AND IF YOU DON'T KNOW MARY ANN, YOU NEED TO GO GO TALK WITH HER. SHE'S A HOOT. AND SHE'S VERY, VERY EXCITED ABOUT ANYTHING. WE'VE BROUGHT DOWNTOWN. AND THEY'VE SUPPORTED US IN A LOT OF A LOT OF WAYS. TOWN STAFF HAVE ARE VERY INTERESTED IN BRINGING BACK HISTORICAL EVENTS, BUT WE'RE GOING TO NEED SOME HELP AND NEED SOME GUIDANCE. WE'D ALSO LIKE TO SEE SOME TYPE OF PUBLIC SURVEY GO OUT FOR WHAT DO PEOPLE WANT ON EVENTS OUTSIDE OF WHAT EVEN WE THINK, WHETHER THAT'S PEOPLE BEING SURVEYED AT AN EVENT OR SOME KIND OF POLL OR SURVEY WE SEND OUT ONLINE. AND THEN LASTLY, OF COURSE, WE WANT TO MAKE SURE OUR EVENTS ARE STILL INCLUSIVE AND STILL WORK WITH THOSE FAMILIES THAT HAVE KIDS WITH SPECIAL NEEDS AND MAKE SURE WE'RE TAKING CARE OF THEM.

SO I KNOW THAT WAS A LOT OF INFORMATION. LET ME HAVE IT WITH SOME QUESTIONS OR THOUGHTS OR WHAT DO YOU GUYS THINK? AND AGAIN, IT'S PERFECTLY FINE FOR YOU GUYS TO MAKE A RECOMMENDATION THAT, HEY, WE LIKE THAT. WE DON'T LIKE THAT. WE WANT TO INCLUDE THAT AND THAT. SO THIS IS KIND OF A MENU. YOU KNOW I'M SO WHERE DOES THE COMMUNITY ENGAGEMENT COMMITTEE GET THEIR DATA TO SAY WHAT THE COMMUNITY WANTS? MY UNDERSTANDING IS THAT THEY DISCUSS IT AT THEIR MEETINGS AND IS THE COMMUNITY AT THEIR MEETINGS. I DON'T BELIEVE SO.

OKAY. SO THIS IS THIS IS REAL FUN FOR ME. I DID SPECIAL EVENTS FOR NINE YEARS FOR FRISCO. IT'S INTERESTING TO ME THAT YOU GUYS HAVE A LOT OF INPUT AND OPINIONS FROM ALL THESE DIFFERENT GROUPS, BECAUSE WE JUST MADE OUR EVENT CALENDARS AND THIS IS WHAT IT I. SO COOL. BUT DO YOU GUYS DO PROGRAM PLANNING FORUMS, EVENT PLANNING FORUMS? I KNOW FOR ACCREDITATION YOU'RE SUPPOSED TO, YES, BUT OUTLINES. HERE'S THE GOALS FOR THIS EVENT OR PROGRAM. HERE'S WHAT WE'RE TRYING TO ACHIEVE. HERE'S WHAT'S GOING TO DETERMINE A SUCCESS FOR US. AND THEN, YOU KNOW IS THE GOAL. ATTENDANCE IS THE GOAL COST RECOVERY. AND HERE'S, YOU KNOW, AN AFTER EVENT REPORT WHERE WE SAT DOWN AND EVALUATED IT. AND THEN WE TRIED DIFFERENT TIMES. WE TRIED DIFFERENT LOCATIONS. WE TRIED DIFFERENT DATES. WHATEVER IT IS, WE GOT SURVEY FEEDBACK THAT SAID, THIS IS WHAT YOU KNOW, WHAT WE WANT TO SEE. THESE WERE GREAT, YOU KNOW, ATTRACTIONS AT THE EVENT.

AND THEN WHEN WE HAVE THAT DATA, WE CAN GO TO STAKEHOLDERS AND SAY, HEY, THESE EVENTS ARE GREAT. THIS IS WHY WE'RE GOING TO CONTINUE TO DO IT. LIKE, DO YOU GUYS HAVE THAT FOR THEM? I WOULD SAY PROBABLY NOT FORMALLY. WE DO HAVE YOU KNOW, WE SIT DOWN, WE GO, AT LEAST SINCE I'VE BEEN HERE, WE'LL LOOK AT THE NEW EVENTS. AND YOU KNOW, WHY ARE WE DOING THESE THOSE SAME THINGS.

WE DO DOWNLOAD MEETINGS AFTER SO WE CAN COME BACK. AND WHAT WORKED, WHAT DIDN'T WORK AND GO FROM THERE. PROBABLY NOT AS EXTENSIVE OF WHAT YOU'RE DOING. I'D LOVE TO SEE A COPY OF ONE OF THOSE OR BLANK. SO WE WOULD LIKE TO START UTILIZING SOMETHING LIKE THAT. I MEAN, OTHERWISE YOU'RE JUST TAKING SHOTS IN THE DARK, RIGHT? LIKE, OH, WE'LL SEE IF THIS WORKS. AND SOMETIMES YOU HAVE TO DO THAT AND YOU TRY IT AND SEE IF IT'S SUCCESSFUL. AND IF IT IS, YOU KEEP DOING IT AND SOMETIMES YOU DON'T HAVE TO KEEP DOING IT. LIKE IF IT'S OUTLIVED ITS, YOU KNOW, POPULARITY AND PEOPLE DON'T WANT IT ANYMORE. BUT IT'S JUST IT'S INTERESTING TO ME THAT THERE'S ALL THIS FEEDBACK ON THE EVENT CALENDAR WHEN THAT'S NOT SOMETHING I'VE TRADITIONALLY HAD TO DEAL WITH.

I THINK THE DOWNTOWN CONCERT, I DON'T KNOW WHAT THAT LOOKS LIKE FOR YOU GUYS TO BE A TITLE SPONSOR AS FAR AS LIKE BUDGET OR LIKE STAFF SUPPORT, THAT SOUNDS LIKE A WIN WIN TO ME BECAUSE IT SOUNDS LIKE THEY ALREADY HAVE SOMETHING GOING AND YOU GUYS CAN JUST PARTNER WITH THEM AND NOT HAVE TO MAYBE USE AS MANY RESOURCES AND REALLY THE GOAL IS TO PROVIDE SOMETHING TO THE PUBLIC, RIGHT? AND YOU KNOW, IF SOMEBODY ELSE IS ALREADY DOING IT, THEN WE DON'T NEED TO DO IT RIGHT. LIKE SO THE CAR SHOW, IF THEY'RE COMING BACK AND THEY'RE DOING IT AND THE PUBLIC DOESN'T KNOW IF IT'S US OR THEM, BUT THEY'RE STILL GETTING THE EVENT, THAT'S OKAY. SO I THINK, YOU KNOW, MY RECOMMENDATION, IF WE'RE NOT GOING TO DO COFFEE AND CHROME AND SOMEBODY ELSE IS

[01:15:04]

GOING TO DO IT, THAT'S OKAY. AND THEN THE DOWNTOWN BLOCK PARTY OR CONCERT OR WHATEVER, I THINK THAT SOUNDS FANTASTIC. I DON'T KNOW WHAT OTHER, I GUESS MOTIVES THEY HAVE FOR MOVING THE WHAT'S THE ONE FROM SO-CALLED PROSPER FROM FALL TO SPRING, EXCEPT FOR PARENTAL FATIGUE. THAT'S LIKE A YEAR ROUND THING. SO I DON'T I DON'T KNOW IF THAT'S LIKE A GOOD ENOUGH REASON. YOU ALL KNOW WHAT YOUR RESOURCES ARE LIKE AND WHAT TIME OF YEAR YOU KNOW, YOU GUYS COULD DO IT BEST. SO I WOULD SUPPORT WHAT YOU GUYS WANT TO DO FOR THAT ONE. OKAY. YEAH, I WOULD AT THE RISK OF SOUNDING TERRITORIAL. I, I THINK RECIDIVISM, YOU KNOW, I THINK REPEATING THINGS IN THE SAME TIME OR THE SAME SEASON, HAVING EVENTS CONTINUALLY, YOUR COMMUNITY MAYBE NOT. I DON'T KNOW. I THINK THIS WAY THOUGH, THE COMMUNITY GETS TO LOOK FORWARD TO THAT. I MEAN, I THINK IT WOULD BE HUGE IF YOU MOVED, YOU KNOW, CELEBRATE, PROSPER. I DON'T KNOW, I DON'T LIKE THAT. I MEAN, IT'S ALMOST LIKE IN MY WORLD WE DO LIKE LIKE POST-PRODUCTION AUDITS, RIGHT? YOU THINK YOU'RE GOING TO MAKE SO MUCH MONEY ON ON THIS, AND THEN YOU DO A POST-PRODUCTION AUDIT ON IT AND YOU EITHER MADE MORE OR YOU DIDN'T. SO YOU THEN YOU TAKE A LOOK AT IT. WHAT DO WE NEED TO FIX AGAIN, GOING OFF OF WHAT CARRIE SAID, YOU GUYS KNOW YOU KNOW WHAT YOUR RESOURCES ARE. YOU KNOW WHAT THE OUTCOME IS. YOU KNOW WHAT YOU YOU HAVE INTERNAL GOALS. I'M GOING TO BE PRETTY MUCH SUPPORTIVE OF EVERY LINE ITEM THAT THAT YOU SUGGEST, BECAUSE YOU HAVE THE HISTORY. WE'VE TALKED ENOUGH. YOU GUYS HAVE FABULOUS GOALS FOR THESE. IF IT'S A DUPLICATE EFFORT, CHROME AND COFFEE, EVERYBODY GETS IT. DON'T DO CHROME AND COFFEE.

THEY'RE DOING IT. SO I MEAN I LIKE THAT. I MEAN MOVING SOME OF THE EVENTS EVEN IN A TIME SEQUENCE, MOVING THE DAY OF NATIONAL DAY OF PRAYER, THAT'S KIND OF A NATIONAL DAY. SO EVERYBODY'S GOING TO DO IT AT 9:00 IN THE MORNING, BUT WE'RE GOING TO DO OURS AT 6:00 AT NIGHT. YOU KNOW, WHY WOULD THEY EVEN SAY THAT? SO I DON'T YEAH, I THINK SOME OF IT'S SILLY. MY QUESTION IS ON THE TOWN THROWDOWN, WHY CAN'T WE DO THE THING IN THE SPRING THE WAY WE NORMALLY DO AND THEN MOVE IT THE FOLLOWING YEAR TO THE NEW PARK AND, AND KIND OF DO THE WE CAN.

WELL I MEAN THAT THAT WOULD BE MY SUGGESTION IS TO NOT CANCEL IT FOR 25, BUT TO, TO MOVE IT TO THE NEW PARK AND KIND OF HAVE A, AN EVENT. THEN. YEAH, I WOULD AGREE WITH THAT. IT SOUNDS LIKE IT WAS A SUCCESSFUL EVENT THIS PAST YEAR AND LIKE YOU DON'T WANT TO LOSE THAT MOMENTUM. AND IF IT'S SOMETHING PEOPLE ARE ALREADY LOOKING FORWARD TO AND JUST LET THEM KNOW, HEY, WE KNOW THAT FOR WHATEVER REASON, LOCATION ISN'T IDEAL. BUT NEXT YEAR WHEN WE HAVE THIS BRAND NEW PARK OPEN, THIS IS WHERE WE'RE GOING TO MOVE THIS TO AND ALREADY START ADVERTISING TO THOSE GROUPS. I THINK IT'S A MISSED OPPORTUNITY. IF YOU CANCEL IT. I MEAN, I DON'T WANT TO GO AGAINST THE COMMUNITY ENGAGEMENT COMMITTEE, BUT WHAT I WOULD REQUEST FROM THEM IS MAYBE WHAT WE HAD SAID, MAYBE SOME COMMUNITY KIND OF TOUCHES TO SEE WHAT THEY, YOU KNOW, SEND OUT A POLL OR SOMETHING AND KIND OF SEE WHAT THE FORM OF A AT LEAST A BUSINESS CASE, A GOOD CASE.

YEAH. NOT NOT JUST LIKE A SHOT IN THE DARK KIND OF HAVE THE CDC PROVIDE US WITH SOMETHING. YES.

OKAY. YEAH. I MEAN, AND LIKE THE CDC, I IT'S A GREAT GROUP OF FOLKS. I'M GLAD WE HAD IT. BUT EVEN THE CONVERSATION ABOUT MOVING EVENTS OUT WEST TO WINDSONG RANCH, I KNOW, I MEAN, IF THIS IS PROSPER, I KNOW THE BULK OF THE POPULATION IS THERE AND I STICK IN. SO I MEAN, THIS HUMOROUSLY, BUT YOU START TAKING THINGS AWAY FROM THE DOWNTOWN AREA AND MOVING THEM OUT. NUMBER ONE, YOU'RE GOING TO UPSET MARIANNE MOON AND NUMBER TWO, YOU'RE GOING TO DEFEAT THE WHOLE PURPOSE OF COMMUNITY. SO THAT'S WHERE I WOULD, AGAIN, I GUESS, BECOME TERRITORIAL. I KNOW, I MEAN, I, I THINK THIS IS WHAT WE'RE BUILDING OFF OF. NO THANK YOU. IT'S A GREAT COMMENT. YEAH, I WOULD AGREE WITH THAT TOO. I MEAN, I KNOW IT'S MORE CHALLENGING, YOU KNOW, THE BIGGER THAT YOU GET AND THE LONGER IT TAKES TO GET TO PLACES ACROSS TOWN. BUT THERE ARE LIKE

[01:20:02]

LOGISTICAL REASONS WHY YOU SHOULDN'T MOVE AN EVENT. I MEAN, NUMBER ONE, IT NEEDS TO BE ON CITY PROPERTY OR TOWN PROPERTY, RIGHT? AND YOU'VE GOT PARKING ISSUES, YOU'VE GOT ELECTRICAL ISSUES, YOU'VE GOT VENDOR SETUP, YOU'VE GOT LOAD IN ALL THESE THINGS. SO YOU CAN'T JUST LIKE PLOP AN EVENT HERE DOESN'T NECESSARILY LIKE YOU CAN'T JUST MOVE IT FROM ONE PLACE TO THE OTHER. SO I MEAN I APPRECIATE THEM WANTING IT TO BE CLOSER TO THEM. BUT TO THAT SENTIMENT, I THINK HAVING A CENTER HUB FOR THE TOWN IS IMPORTANT TO MAYBE TO BUILD ON WHAT I SAID EARLIER ABOUT THE TOWN THING. MAYBE COMMUNITY ENGAGEMENT WANTS TO COME TO ONE OF OUR BOARD MEETINGS AND PRESENT SOMETHING. YEAH, I THINK THERE, YOU KNOW, WE WERE LATE IN THE YEAR TO DO THAT NOW. AND I'M CERTAINLY NOT OPPOSED TO THAT. I WASN'T I DIDN'T FEEL GREAT ABOUT IT THIS LATE IN THE YEAR BECAUSE I'M REALLY ANXIOUS TO GET SOMETHING OUT THERE SO WE CAN START PROMOTING IT. SO WE HAVE SUCCESS AND BE ABLE TO PLAN THOSE THINGS IN A, IN A REASONABLE, REASONABLE AMOUNT OF TIME. BUT I MY PERSONAL OPINION WOULD BE IT WOULD BE GREAT TO HAVE THIS BOARD IN THAT COMMITTEE, WHETHER IT'S A MEETING, IT'S ONE MEETING OR WHETHER IT'S A SPECIALLY SCHEDULED MEETING TO HAVE BOTH OF YOU SIT DOWN AND KIND OF DISCUSS THOSE TOPICS. SO I THINK THERE'S SOME TRUE VALUE TO THAT. I THINK IT NEEDS TO BE A LITTLE MORE INTENTIONAL, A LITTLE MORE PLANNED. SO AND WE CAN CERTAINLY START STRATEGIZING WHEN THAT WOULD BE A GOOD TIME. YOU KNOW, WE'D LIKE TO HAVE SOME TIME TO PLAN FOR OUR EVENTS. RIGHT? WE DIDN'T. YOU KNOW, IF YOU GUYS CAME IN AND SAID, WE WANT YOU TO CHANGE EVERYTHING FOR THIS UPCOMING YEAR. WELL, OKAY, WE CAN DO OUR BEST, BUT IT MAY NOT BE AS SUCCESSFUL AS WHEN WE WHEN WE CERTAINLY HAVE THE TIME. AND WE'VE ALREADY GONE THROUGH A BUDGET SEASON. SO WE HAVE A BUDGET FOR BASICALLY WHAT WE'RE PRESENTING TO YOU TONIGHT DOESN'T MEAN WE CAN'T MOVE THOSE DOLLARS AROUND IN SOME FORM OR FASHION, BUT SO I CAN CERTAINLY IF THAT'S IF THAT'S WHAT YOUR WISH IS, I CAN CERTAINLY PROPOSE THAT. AND I THINK THE CDC WOULD BE HAPPY TO DO THAT. AND I THINK I'D BE INTERESTED FROM A COMMUNITY STANDPOINT OF HOW HIGH A QUALITY OF EVENTS WE COULD DELIVER AND NOT REALLY WORRIED ABOUT THE QUANTITY OF EVENTS, LIKE, LET'S HAVE GREAT EVENTS AND WHAT YOU THINK YOUR YOUR TEAM CAN PULL OFF AND THE COMMUNITY CAN BE EXCITED ABOUT. SO I WOULD BE INTERESTED IN THE RECOMMENDATION FROM YOU ALL. THIS IS, HEY, WE KNOW THESE ARE OUR GREAT EVENTS WHERE WE HAVE A LOT OF GREAT PARTICIPATION FROM THE COMMUNITY, AND WE CAN PULL THESE OFF WITH EXCELLENCE AS OPPOSED TO COFFEE AND CHROME AND ALL OF THESE OTHER THINGS THAT MIGHT BE COMPETING WITH OTHER EVENTS. I LIVE OVER BY WINDSONG. IT'S LIKE A FIVE MINUTE DRIVE OVER HERE. IT'S REALLY EASY TO DRIVE TO DOWNTOWN. I JUST DID IT THIS EVENING. SO I ALSO THINK IF THIS EDC IS EXPRESSED INTEREST IN SUPPORTING DOWNTOWN INITIATIVES AND EVENTS, WHY DON'T WE PIGGYBACK OFF OF THAT AND FIGURE OUT WHERE THEIR PARTICIPATION COULD HELP EVENTS GROW? SURE. AND, KYLE, I KNOW YOU'RE YOU'RE NEW WITH US TOO. THEY HAVE THEY HAVE FINANCIALLY SUPPORTED US ON A LOT OF THE DOWNTOWN INITIATIVES. AND THEY'VE BEEN GREAT AND THEY'VE BEEN VERY OPEN TO SUGGESTIONS.

AND SO THEY ARE A TRUE PARTNER WITH US. BUT UNCLE BECK IS AWESOME. SO LET'S HELP HER.

YEAH. WELL, AND THAT'S THE ONE THING I WOULD AGREE WITH, IS REPLACING SOME OF THE EVENTS.

RIGHT. THE COFFEE AND CHROME. BECAUSE WITH THAT DOWNTOWN MARKET AND THE SIP AND STROLL, YOU ARE PUSHING OUR CITIZENS MORE INTO THEIR SHOPS, RIGHT? I MEAN, I GET THAT COFFEE AND CHROME MIGHT BE. BUT WHEN YOU'RE SAYING SIP AND STROLL AND THEY HAVE TO GO IN THERE TO GET THE WINE, I KNOW A LOT OF OUR COMMUNITY. RIGHT. THEY'LL DO THAT. YES. SO I THINK THAT'S GOOD FOR ALL OF THEM. YEAH. THE CAR SHOW, WE DON'T GO OUTSIDE THAT BOX. WE'RE JUST LOOKING AT CARS. SO IT'S REALLY NOT BENEFITING ANY OF THE BUSINESSES DOWNTOWN OR DOING IT DOWN HERE BECAUSE WE DON'T LEAVE THAT AREA. SURE. AND I DO AGREE WITH WE SHOULD DO A FEW THINGS REALLY, REALLY WELL. LIKE THE CELEBRATE PROSPER IS LIKE A HIGHLIGHT. YOU'RE GOING TO PUT IT ON YOUR CALENDAR, YOU'RE GOING TO KNOW THAT YOU'RE GOING TO GO TO THAT BECAUSE YOU MIGHT LIKE ANOTHER CITY, SOMETHING ELSE AT ANOTHER TIME. BECAUSE AS A FAMILY, WE'VE ALWAYS DONE THAT. WE'VE LOOKED UP THE SURROUNDING CITIES AND WE KIND OF PICK OUR FAVORITES, AND WE DO THOSE SAME THINGS EVERY YEAR. SO I DO THINK IT'S IMPORTANT FOR US TO HAVE, OH, WE'RE GOING TO PROSPER THIS EVENT. IT'S IN OCTOBER. WE GO EVERY YEAR. SO I THINK WE DO HAVE THOSE LANDMARK EVENTS. AND THAT'S SOMETHING THAT IS SPECTACULAR ABOUT THIS COMMUNITY. AS AS WE TAKE A LOOK AT THE EVENT CALENDAR, I LOVE THE RECOMMENDATIONS THAT YOU GUYS HAVE MADE. AND I THINK AS FAR AS QUANTITY OF EVENTS IS CONCERNED, YOU'RE LOOKING AT WAYS TO KIND OF SCALE. IF I'M PICKING UP ON THAT, YES, PARTNERING WITH THE EDC, PARTNERING WITH CURRENT EVENTS THAT ARE ALREADY IN PLACE BECAUSE OUR GOAL AT THE END OF THE DAY IS TO BRING OUR COMMUNITY TOGETHER. AND IF WE CAN, AND THERE'S SOMETHING TO BE SAID ABOUT BUILDING MOMENTUM AND SETTING AN EXPECTATION THAT WE ARE. I THINK YOU MENTIONED THIS, BOB, IN YOUR COMMENTS, BUT

[01:25:03]

SETTING AN EXPECTATION THAT THERE WILL BE THESE LANDMARK EVENTS THAT WE DO HAVE, BUT THERE'S ALWAYS SOMETHING GOING ON IN DOWNTOWN PROSPER OR WHEREVER. SO AS WE GO FORWARD, AS I LOOK AT YOUR RECOMMENDATIONS HERE, I'M SURE WE'RE GOING TO CONTINUE TO INVEST IN THE CHRISTMAS FESTIVAL. WE'RE GOING TO CONTINUE TO INVEST IN, CELEBRATE, PROSPER IN OUR LANDMARK EVENTS. AND THESE OTHER ONES, IF I'M PICKING UP ON WHAT YOU'RE LAYING DOWN, THERE, WILL BE PARTNERSHIPS. THERE WILL BE DIFFERENT WAYS TO SCALE THAT SO THAT WE AREN'T, YOU KNOW, WEARING EVERYBODY OUT AND OVERUSING OUR RESOURCES ON SMALLER EVENTS. WELL, AND LIKE CARRIE SAID, JUST BECAUSE YOU'VE ALWAYS DONE AN EVENT DOESN'T MEAN IF IT'S IF IT'S IF IT'S GETTING OLD OR IT'S, YOU KNOW, MY OPINION IS IT'S OKAY TO TRY SOMETHING NEW ON OCCASION AS WELL. SO, SO MAYBE YOU DO PEEL SOMETHING BACK THAT'S STARTING TO GET A LITTLE STALE AND TRY TO INFUSE IT WITH SOMETHING THAT'S NEW AND EXCITING. AND IT'S GOOD.

AND IT'S AND I THINK IT'S OKAY TO HAVE DIFFERENT TYPES OF EVENTS FOR, FOR EVERYONE. SO NO, I, I APPRECIATE THAT INPUT. SO WE CAN KEEP HAVING COMMENTS OR BUT I DO NEED YOU ALL TO MAKE FOR THE RECORD SO I CAN TAKE THIS BECAUSE BECAUSE ULTIMATELY WHAT'S GOING TO HAPPEN IS IF WE'RE ALL ON THE SAME PAGE, THE BOARD'S ALL ON THE SAME PAGE, THEN WE'RE GOING TO TRY AND TAKE THIS TO COUNCIL WORKSHOP, I BELIEVE, NOVEMBER 26TH, IF I CAN GET ON THE AGENDA. AND THEN WE'RE GOING TO WE'RE GOING TO I'M GOING TO BRING FORWARD WHAT YOU ALL HAVE RECOMMENDED. THE CDC MOST LIKELY WILL DO THE SAME THING TOO. AND THEN ULTIMATELY IT'S GOING TO BE COUNCIL'S DECISION TO MOVE FORWARD. BUT OBVIOUSLY YOU AS AN ADVISORY COMMITTEE CARRY A LOT OF WEIGHT AND SO DO YOU NEED TO BE DO YOU NEED US TO BE CERTAINLY SEE HOW THAT WOULD GO OVER. AND IF YEAH, I CAN IF THERE'S INTEREST FROM THIS GROUP TO BE THERE, I CAN ASK I, I BELIEVE THAT'S ALSO CONSIDERED A PUBLIC MEETING. SO I'M SENSING SOME PASSION FROM THE BOARD.

YEAH. I CAN TELL YOU OUR STAFF WOULD ALWAYS NOT NOW ALWAYS APPRECIATE YOUR SUPPORT. SO IF THAT'S SOMETHING THAT YOU HAVE INTEREST IN DOING THEN I WOULD WELCOME IT. I JUST NEED TO MAKE SURE I'M OKAY. IT'S OKAY TO DO THAT. I BELIEVE IT IS. SEND US AN EMAIL IF WE'RE INVITED, THEN YOU HAVE ON THIS LIST. I WOULD AGREE WITH DO YOU WANT ME TO? DO YOU NEED ME TO FLIP BACK AND I WAS GOING TO ASK AND CARRIE, IF I'M CUTTING YOU OFF. NO. YOU'RE FINE. I THINK WHAT WE'RE VOTING ON IS THIS SLIDE OF THE STAFF RECOMMENDATIONS. IT SOUNDS, IF I'M UNDERSTANDING CORRECTLY, THE COMMUNITY EVENT CALENDAR, THERE'S STILL SOME A FEW THINGS THAT ARE UP IN THE AIR DATE WISE. YES. SO YES, I'M SO I'M NOT I'M NOT ASKING YOU TO APPROVE NECESSARILY THOSE DATES.

WE WANT TO BE CLOSE AS FAR AS THE TIME OF YEAR. AND THOSE HAVE BEEN CONSISTENT WITH WHAT WE'VE DONE, AT LEAST LAST YEAR. AND SOME OF THESE HAVE MOVED AROUND AND WE FEEL LIKE WE'VE KIND OF HIT A HOME FOR THOSE TIMES. SO YOU CAN APPROVE THAT CALENDAR BASED ON THE FACT THAT WE'RE NOT INTERFERING OR IN COMPETITION WITH SOMEONE ELSE, AND THAT THOSE FACILITIES ARE AVAILABLE.

AND WE FEEL LIKE FOR MOST OF IT, IT IS SO OKAY, SO ALL THESE RECOMMENDATIONS ARE REFLECTED ON THAT CALENDAR LISTING. YES. WELL, WE'LL JUST WE'LL JUST DOUBLE CHECK. BUT ABSOLUTELY. SO THE TWO PURPLE WERE THE ONES WE'VE TALKED ABOUT THAT. AND THAT'S ALSO WHAT THE CDC RECOMMENDED WAS TO EITHER DO AWAY WITH OR INCORPORATE THOSE INTO ANOTHER EVENT. THE LET'S SEE HERE, EVERYTHING IN YELLOW ARE PRETTY STANDARD THINGS THAT REALLY MAY NOT BE THE OTHER THAN WE'RE NOT. AT LEAST I WOULD ASSUME THERE'S NO INTEREST IN MOVING THE CHRISTMAS FESTIVAL.

AND I DON'T BELIEVE THE CDC FELT THAT WAY EITHER. I THINK THEY WERE HAPPY WITH THAT. SO YEAH, I THINK THIS CALENDAR IS PRETTY REFLECTIVE OF WHAT IS ON OUR RECOMMENDATION SLIDE. SO AT THE BOTTOM, THE DOWNTOWN MARKET IN THE CITY CONTROL. IS THAT SOMETHING THAT YOUR TEAM WOULD PRODUCE. SO WE DO HAVE AN OUTSIDE ENTITY THAT CAN HELP US WITH THAT. AND AGAIN WE'RE NOT THERE YET ON THOSE. THAT'S SOMETHING WE'D LIKE TO START TO. WE'VE DONE SOME RESEARCH ON IT THAT CERTAINLY HASN'T BEEN FUNDED OR APPROVED. SO THAT'S SOMETHING IF YOU GUYS ARE FINE WITH THAT, WE WOULD LIKE TO TAKE THAT TO COUNCIL AND ASK THEM, THIS IS SOMETHING NEW. WE KIND OF HAVE OUR FOOT IN THE DOOR WITH A, WITH A GROUP THAT CAN PRODUCE THIS EVENT FOR US AND WE FEEL WOULD BE GOOD. OKAY. SO THE QUESTION ON THE TABLE IS ABOUT THE APPROVAL OF THE CALENDAR AS PRESENTED. ANY FURTHER DISCUSSION? SO IS NEIGHBORS NOURISHING NEIGHBORS DEFINITELY

[01:30:04]

GOING TO PICK THAT UP NEXT YEAR? WE KNOW FOR SURE THEY'RE GOING TO DO THIS UPCOMING YEAR. YES, THEY'VE ALREADY MADE THEY'VE THEY'VE WE HAVE A TIME FRAME OF WHAT TIME OF YEAR THEY'RE DOING THAT I BELIEVE. DO YOU REMEMBER TREVOR? WAS IT IN THE PAST. WAS THAT PAST THREE, FOUR YEARS AGO? IT WAS ALWAYS AROUND EITHER APRIL OR MAY. OKAY. AND I BELIEVE THEIR APPLICATION, THEY DID SUBMIT A SPECIAL EVENT APPLICATION. I BELIEVE IT WAS FOR APRIL AND MAY. YEAH. OKAY.

YEAH. I GUESS I WOULD JUST BE INTERESTED IN SEEING LIKE WHAT THE WHOLE PLANNING PROCESS LOOKS LIKE FROM Y'ALL STANDPOINT, BECAUSE WHEN TYPICALLY WE'D COME UP WITH LIKE A GREAT IDEA, LIKE THE SIP CONTROL, LIKE MCKINNEY DOES IT. AND I THINK IT'S FUN. I THINK IT WOULD BE SUCCESSFUL HERE, BUT IT'S SOMETHING THAT WE WOULD TAKE FORWARD IN THE BUDGET PROCESS AND SAY, HEY, HERE'S THE EVENT WE WANT TO DO, HERE'S HOW MUCH IT'S GOING TO COST. AND THEN DOES IT GET FUNDED. AND THEN, YES, WE CAN MOVE FORWARD WITH IT. BUT AGAIN, SUPPORTING IT WITH THOSE PRE-PLANNING DOCUMENTS, EVAL SURVEYS, THINGS LIKE THAT. AND I THINK IT WOULD MAKE THIS PROCESS A LOT EASIER FOR YOU GUYS MOVING FORWARD. SO I'D BE HAPPY TO HELP WITH THAT. THANK YOU. ALL RIGHT. SO DO WE HAVE A MOTION TO APPROVE THE CALENDAR? I'LL MAKE A MOTION THAT WE APPROVE THE STAFF RECOMMENDATIONS FOR THE 2025 SPECIAL EVENTS CALENDAR. THANK YOU. VALERIE LITTLE, IS THERE A SECOND? I'LL SECOND. SECOND. FROM DANIEL KNOX. THOSE IN FAVOR SIGNIFY WITH AN AYE. AYE. ANY OPPOSED? SO PASSED. THANK YOU VERY MUCH. SURE I CAN. I CAN CERTAINLY DO THIS. TREVOR, IS

[10. Receive staff updates: Recreation, Park Development, Park Operations, and Director.]

THIS YOURS? OKAY? YEAH. YEAH. WELCOME BACK. SO THIS PAST SATURDAY, WE HAD OUR ANNUAL PROSPER VETERANS DAY HONOR RUN. THIS WAS THE I BELIEVE THIS WAS THE THIRD YEAR THAT WE DID THAT, THAT WE'VE DONE THIS. WE HAD 428 REGISTERED RUNNERS AND WALKERS. AND THAT'S THROUGH THE WEBSITE THAT WE USE. WE DID HAVE A HANDFUL OF DAY OF REGISTRATIONS, INCLUDING RUNNERS, VENDORS, SPONSORS, STAFF, AROUND 600 TOTAL PARTICIPANTS IN THIS EVENT. SO THIS WAS BY FAR THE MOST SUCCESSFUL EVENT THAT WE'VE HAD. WE ALSO ADDED THAT WE DID A 10-K THIS YEAR. SO BASICALLY WE HAD THE FIVE K PATH. JUST RAN IT TWICE. YOU KNOW, IN CASE YOU FORGOT WHAT THE FIRST ONE LOOKED LIKE. JUST GO AND DO IT AGAIN AND THEN SO IT WENT REALLY WELL. BEAUTIFUL DAY. RAINED A COUPLE DAYS BEFORE SO GOT THAT OUT OF THE WAY. WE HAD AN OPENING CEREMONY WITH MAYOR BRISTOL AND THEN WE HAD, I CANNOT THINK OF THE GENTLEMAN'S NAME OFF THE TOP OF MY HEAD, BUT WE HAD A GENTLEMAN COME OUT, SING THE NATIONAL ANTHEM. REALLY GREAT. COULDN'T HAVE BEEN MORE HAPPIER WITH HOW IT WENT. NO INJURIES, NOTHING REALLY TO KIND OF, YOU KNOW, BE NOT UPSET ABOUT, BUT SOMETHING TO BE CAUTIOUS ABOUT. DID A GREAT JOB FROM EVERY RUNNERS. YOU KNOW, WE HAD A LOT OF FEEDBACK FROM THE RUNNERS COMING IN. A LOT OF THEM SAID, HEY, LOOK, WERE THERE ENOUGH DIRECTIONAL SIGNS OUT THERE? DID IT SEEM LIKE THAT, YOU KNOW, YOU WEREN'T GOING TO GET LOST BECAUSE IT DOES. A SECTION OF IT DOES GO THROUGH LAKES OF PROSPER. IT STARTS OUT GOING AROUND THE STADIUM. YOU MAKE YOUR WAY AROUND FRONTIER PARK, AND THEN ONCE YOU GO AROUND THAT SOUTHWEST CORNER, YOU HEAD SOUTH INTO LAKES OF PROSPER. GO ALL THE WAY DOWN, BASICALLY THE PROSPER TRAIL AND THEN SWING BACK AROUND INTO THE PARK. SO IT WAS HAD TO CLOSE IT WITH THE MEDAL CEREMONY RECOGNIZING THE TOP FINISHERS. BIG, BIG THANK YOU TO BRIAN GRIFFIN. OUR TITLE SPONSOR. CAROL GUTIERREZ SALES, TEXAS. SHE WAS OUR RED, WHITE AND BLUE SPONSOR. AND THEN PROSPER INSURANCE CENTER WAS OUR GOLD SPONSOR. ALWAYS WAYS TO IMPROVE EVENTS. WE'LL LOOK AT POSSIBLY THE 10-K ROUTE IF WE WANT TO KEEP THAT THE SAME OR IF THERE'S ANY. YOU KNOW, THE PROBLEM WE RUN INTO RIGHT NOW IS JUST REALLY LOCATION BECAUSE THE NUMBER ONE, WELL, BESIDES HAVING TRAILS AND THE BIGGEST ASSET TO FRONTIER PARK IS THE PARKING. SO WE DID HEAR SOME PEOPLE ASK IF WE WERE GOING TO RECONSIDER THE 10-K ROUTE. OBVIOUSLY IT'S THINGS WE WILL LOOK INTO, BUT REALLY COULD NOT HAVE BEEN HAPPIER WITH THE EVENT. IT WENT ABOUT AS WELL AS YOU COULD EXPECT. I WOULD COMMEND YOU ON THAT. IT WAS A GOOD EVENT. THANK YOU. YES, THANK YOU VERY MUCH.

[01:35:03]

YOU KNOW, CAITLIN, CAITLIN STONE WORKED REALLY HARD ON IT. SHE DID A GREAT JOB. THIS IS HER FIRST YEAR OF COORDINATED, I BELIEVE. SO BIG SHOUT OUT TO CAITLIN FOR THAT. SHE DID A REALLY GOOD JOB AND WE'RE ALWAYS HAPPY TO HELP. ALSO BIG THANK YOU TO PARKS OPERATIONS FOR HELPING US THROUGHOUT THE DAY, PUBLIC WORKS STREETS FOR BEING OUT THERE AND WORKING THE BARRICADES, MAKING SURE ALL THE RUNNERS ARE SAFE. FIRE PD EVERYONE, THESE ARE ONE OF THESE EVENTS WHERE YOU KNOW YOU GET MULTIPLE ORGANIZATIONS INVOLVED TO MAKE SURE THAT IT RUNS OFF, RUNS OFF WELL. AND IT'S ALSO SAFE, WHICH IS THE BIGGEST THING. SO DO YOU EVER GET ANY VENDOR FEEDBACK FROM ANY OF THESE EVENTS? TYPICALLY WE DO SEND OUT A SURVEY. I WOULD HAVE TO ASK CAITLIN, I DON'T WANT TO SPEAK FOR CAITLIN. I'D HAVE TO ASK HER ABOUT THAT. AND IF WE SEND OUT ANY KIND OF SURVEYS OF ANY SUGGESTIONS OR WHAT WENT RIGHT, WHAT WENT WRONG, WHAT WE ENJOYED. BUT ONE THING THAT SHE'S REALLY FOCUSED ON AND ESPECIALLY WITH CELEBRATE, PROSPER IS RIGHT THERE WITH THE FRONTIER PARK PAVILION, IS THAT, YOU KNOW, NARROW PARKING SPACE.

IT'S FILLED WITH NOTHING BUT VENDORS. AND I THINK IT'S REALLY GOOD BECAUSE IT HELPS EVERYONE KIND OF, YOU KNOW, IN THE PAST, WE DID IT AT PISD STADIUM PARKING LOT, VERY WIDE OPEN. SO YOU CAN KIND OF, YOU KNOW, IT'S NOT REALLY I WON'T SAY CONTROLLED, BUT LIKE THIS, THE WAY WE HAVE IT NOW IS EVERYONE'S IN THIS AREA. SO YOU'RE ABLE TO GO SEE ALL THE DIFFERENT VENDORS KIND OF FUNNELED EVERYBODY INTO ONE FUNNEL. YEAH. AND THE TRAFFIC OUT. EXACTLY. AND THEN ALSO WE HAD THE STAGE RIGHT THERE ON THE NORTH SIDE OF THAT PARKING LOT. SO THAT WAS THAT WAS REALLY GOOD TOO. SO I THINK WE IN THE PAST WE HAD WE HAD USED ONE OF OUR OPERATIONS TRAILERS AND, YOU KNOW, TURNED IT INTO A STAGE. BUT THIS WE ACTUALLY HAD A STAGE BUILT. SO BIG FAN I MEAN COULDN'T BE HAPPIER WITH HOW IT WENT. OKAY. NEXT WE HAVE OUR WE GOT THAT EVENT TAKEN CARE OF. SO NOW WE HAVE THE BIGGEST EVENT OF THE YEAR, THE PROSPER CHRISTMAS FESTIVAL DECEMBER 7TH, 3:00 PM TO 7:00 PM. WE HAVE ALL OF OUR BULLET POINTS, ALL OF OUR LISTED ATTRACTIONS THAT WE'RE GOING TO HAVE. WE HAVE OUR SANTA'S WORKSHOP, AS ALWAYS, OUR KIDS CHRISTMAS SHOP. CECILY FANNIN AND ALYSSA BOYD ARE COORDINATING AND KIND OF RUNNING THAT. SO THEY DID IT LAST YEAR. SO I'M LOOKING FORWARD TO THAT AGAIN. HORSE DRAWN CARRIAGE RIDE KIDS INFLATABLE ZONE. COME BACK WITH OUR SANTA SELFIE STATION. SO THAT'S BEEN POPULAR THE PAST TWO YEARS. BE A THIRD YEAR THAT WE'VE DONE THIS. OUR COMMUNITY STAGE PERFORMANCES. WE HAVE ITALIA STEPHENSON OVER HERE. SHE IS COORDINATING AND RUNNING THAT. SO SHE'S SUPER EXCITED ABOUT THAT RIGHT. OF COURSE WE'LL HAVE OUR COOKIE DECORATING GIFTS GOODIES FOR SALE. WE HAVE OUR PROSPER ISD DECORATED TREES. THAT'S A PARTNERSHIP THAT WE'VE HAD WITH THE SCHOOL DISTRICT.

WE'LL HAVE THE COMMUNITY TREE LIGHTING AT 7 P.M. AND THEN LIKE LAST YEAR, LAST YEAR WAS THE FIRST YEAR THAT WE DID THE DRONE SHOW. SO WE WILL BE DOING THE DRONE SHOW AGAIN. SO THAT'LL HELP KICK OFF THE TREE LIGHTING. SO WE'RE REALLY LOOKING FORWARD TO THAT. ROTARY CLUB PARADE BEGINS AT 2:30 P.M. SAME PARDON ME, SAME ROUTE AS ALWAYS. SO RIGHT NOW WE'VE GOT THE AND THE VETERANS HONOR DAY RUN BEHIND US. SO NOW IT'S FULLY FOCUSED ON CHRISTMAS FESTIVAL. SO WE ARE LOOKING FORWARD TO IT. AND YEAH THERE'S NOT A WHOLE LOT WE CAN REALLY SAY THERE AS FAR AS SPONSORSHIPS ARE DOING GREAT OVER 80 BOOTHS, 80 VENDOR BOOTHS. SO I'M REALLY LOOKING FORWARD TO IT. AND THEN ALSO, OF COURSE BARBARA'S NOT HERE, BUT VOLUNTEER OPPORTUNITIES. ARE THERE, VOLUNTEER OPPORTUNITIES THERE? SO PLEASE GET WITH MYSELF, GET WITH KAITLYN, GET WITH BARBARA COTTONE AND WE'LL BE ABLE TO HELP GUIDE YOU IN THE RIGHT DIRECTION. IF THERE ARE ANY INTEREST IN VOLUNTEERING. BECAUSE WE LOVE VOLUNTEERS, WHEN ARE WE DOING THE CHRISTMAS JUDGING? THIS YEAR? SAY IT AGAIN. THE CHRISTMAS LIGHT JUDGING. WHEN ARE WE DOING THAT? THIS YEAR. DO YOU KNOW THAT'S WHERE I NEED BARBARA IN? I WANT TO SAY IT'S DECEMBER 13TH. DON'T QUOTE ME ON THAT. BUT I WANT TO SAY IT'S LIKE DECEMBER 13TH, DECEMBER 14TH. I'D HAVE TO LOOK AT THAT, MAKE SURE IT'S NOT ON A SATURDAY. BUT OH, ALSO NOT LISTED ARE SENSORY. SANTA WILL BE DOING THAT ON DECEMBER THE SECOND. SO THAT'S GOING TO BE HERE AT TOWN HALL. THIS IS THE THIRD YEAR THAT WE'VE DONE IT. SO WE'RE REALLY LOOKING FORWARD TO THAT ONE AS WELL. AND JUST KYLE'S THE SENSORY SANTA IS BASICALLY WE BRING SANTA IN HERE AND IT'S MORE CATERED TOWARDS FAMILY WITH SPECIAL NEEDS. SO IT GIVES THEM A CHANCE TO KIND OF GET THEIR OWN ONE ON ONE WITH SANTA. AND YOU KNOW, IT'S A IT'S A BIG SUCCESS. SO TO BE A THIRD YEAR THAT WE'VE DONE THAT. AND

[01:40:02]

WHAT TIME IS THAT THE SENSORY SANTA SENSORY SANTA IS AT 530. OKAY. 5 TO 7, 5 TO 7. THANK YOU.

THAT IS CORRECT. SO WE ARE ACTUALLY GOING TO BE DOING A PORTION OF THE KIDS CHRISTMAS SHOP AS WELL TO AGAIN PROVIDE THAT OPPORTUNITY WITHOUT OVERSTIMULATION. TO HELP WITH THAT, I WOULD BE VERY HAPPY BECAUSE WE LOST THE CONFIDENCE OF SHOPPERS AT THAT TIME. SO THAT'S ALSO ON THE SECOND. IS THAT. YES. OKAY. YES. OKAY. ALL RIGHT. AND WE'LL DANIEL WILL FOLLOW UP WITH YOU ON THE LIGHT THE NIGHT. OKAY. IT LOOKS LIKE IT'S JUMPING UP. APPEARS TO BE POSSIBLY THE SECOND WEEK OF DECEMBER. BUT WE'LL SHE'LL SEND OUT A REQUEST FOR JUDGES. OKAY.

OKAY. I WILL TURN THIS OVER TO MATT FOR. THANK YOU. WE'RE A LITTLE CONFUSED HERE.

SINCE THIS IS NOT MY OPPORTUNITY USUALLY. SO, ANYWAY, I'M GOING TO SKIP AND GO FORWARD. MY SLIDES ARE REALLY MESSED UP. SO THIS WAS ARBOR DAY. WE HAD IT NOVEMBER 1ST. THIS WAS THE FIRST YEAR THAT WE HELD IT AT THE ACTUAL HARBOR TEXAS DAY OR TEXAS ARBOR DAY. GREAT WEATHER, GREAT TURNOUT. WE HELD IT AT THE FRONTIER PARK. I THINK WE HAD ABOUT 50 PEOPLE ATTEND, WHICH IS USUALLY AT THIS TIME OF YEAR, COLD SATURDAY MORNINGS. NOBODY WANTS TO GET UP, BUT MAYBE THIS IS ONE OF THOSE THINGS THAT WE MIGHT CARRY OVER EVERY YEAR. WE'RE GOING TO DO IT NEXT YEAR JUST TO SEE MAKE SURE THAT'S WHAT HAPPENED, AND WE'LL GO FROM THERE. BUT IT WAS IT'S ALWAYS ONE OF MY FAVORITE EVENTS. THE GIRLS IN THAT PICTURE, I'VE HAD THEM SINCE THEY WERE LITTLE, LITTLE, LITTLE TINY GIRLS. SO IT'S KIND OF NEAT TO SEE THEM GROW UP AND DO SOME DIFFERENT STUFF. THE GIRL THAT WAS, YOU KIND OF SEE HER HELPING PUSH OVER THE TREE. SHE WAS SHE DID ANOTHER PROJECT FOR US AT FOLSOM, SO SHE'S TRYING TO WHAT WAS THE EQUIVALENT OF A THE EAGLE SCOUT GOLD AWARD. GOLD AWARD. SO SHE DID HER SILVER AWARD AND PUT A DUCK FEEDER AND THAT KIND OF STUFF AT FOLSOM POND. SO IF YOU EVER GO OUT THERE, YOU SEE THE DUCK FEEDER.

SHE DID IT. YEAH. WE'RE WE HAD SOME SLIDES. GET OUT OF ORDER. SO APOLOGIES ABOUT ADMIN FAULT.

AKA MATT PARK. KEEP GOING, KEEP GOING. THERE YOU GO. OKAY. WE'LL BACKTRACK. YEAH. SO THIS IS JUST A LITTLE SLIDES OF WHAT WE'VE ACCOMPLISHED. THIS MONTH. THIS IS PRESTON ROAD. WE'VE WORKED REALLY HARD. WE STARTED OCTOBER 1ST. RAIN WEEKENDS. WHATEVER PROBLEMS GETTING PLANT MATERIALS WE HAVE COMPLETED PRESTON. WE HAVE COMPLETED COLEMAN. WE'VE COMPLETED THE GATES. WELL, NOW WE'RE GOING BACK WORKING ON MULCH, THAT KIND OF STUFF. TRYING TO MAKE EVERYTHING LOOK NICE. COLEMAN AND PROSPER TRAIL. WE JUST FINISHED A PROJECT. WE ADDED STAMPED CONCRETE. SO IF YOU DROVE THROUGH SOME OF THE TRAFFIC THIS WEEK AGAIN RIGHT THERE, PRESTON SOUTH OF PROSPER TRAIL, WE'VE ALWAYS HAD THAT VOID OF NON-IRRIGATED DIRT. WE COMPLETED THAT THAT ONE TODAY.

STAMPED CONCRETE. IT DOESN'T LOOK THE EXACT SAME. THE STAMPED CONCRETE WE'VE HAD THERE FOR YEARS VERSUS NEW CONCRETE. BUT ONCE IN A COUPLE OF YEARS WE'LL BE PAINTING OR REPAINTING EVERYTHING. WE'LL IT'LL BE GOOD. IT JUST LOOKS A LITTLE DIFFERENT RIGHT NOW. TOMORROW WE START FIRST STREET AND COIT. WE'VE GOT TWO SECTIONS WEST OF COIT. IT'LL BASICALLY LOOK LIKE RICHLAND AND PRESTON, KIND OF THOSE MEDIUMS OR LOVERS AND PRESTON. SO THAT'S THAT'S WHAT'S GOING ON RIGHT

[01:45:04]

NOW. WE FINISHED THOSE UP FRIDAY AFTERNOON ALSO. OR FRIDAY MORNING WE START 380 REDOING ALL THOSE BEDS AND REPLANTING ALL THOSE TREES. SO WE'RE TRYING TO DO EVERYTHING IN PHASES. FANNING TREE COMPANY IS OUR CONTRACTOR FOR THE TREES. THEY'LL BE ON 380 AS SOON AS WE'RE DONE WITH THAT.

THEN WE'LL START WORKING BACK INTO THE TOWN, FIGURING OUT WHERE ALL THE OTHER WE'VE GOT SEVERAL TREES GO BACK TO SNOWMAGEDDON. WE'RE SLOWLY SEEING DECLINE OF OUR OAK TREES.

THEN WE HAVE THE SEVERE DROUGHT LIKE WE HAD THIS YEAR AND LAST YEAR. WE'RE STARTING TO SEE THE EFFECTS RIGHT NOW. AND THAT'S JUST SOME MORE OF THAT'S THAT'S AT THE ROUNDABOUT AND THE GATES TRYING TO REPLANT SOME STUFF. WE STARTED DOING A FEW OF THE YUCCAS. YOU CAN SEE WE KIND OF PUT SOME SMALL ONES, BUT WE'RE COMING BACK IN WITH FULL MATURE PLANTS. SOME OF THEM WE'VE GONE WITH A DIFFERENT DESIGN AND A FEW AREAS. NEW PLANT MATERIAL LIKE THE ONE ON THE RIGHT THAT'S RIGHT HERE IN THE PARKING LOT. SO WE FEEL LIKE WORKING WITH KURT AND OUR ARBORIST, WE'VE GOT A BETTER IDEA OF WHAT WORKS NOW. AND WE'RE NOT BEING FORCED TO USE STUFF THAT WE KNOW DIES EVERY YEAR. SO THAT'S WHERE WE'RE SLOWLY GOING TOWARDS. IRRIGATION PROBLEMS. THAT'S ALWAYS ONE OF OUR BIGGEST. THIS WAS ON ALL OF OUR DRIPS, REALLY. ANYTIME WE HAVE DRIP, IT'S JUST REAL SMALL NICKS, BASICALLY ANY KIND OF RODENT, THEY'RE LOOKING FOR WATER. THEY GO IN THERE AND START NIPPING. AND THIS IS WHAT WE GET. THEN OF COURSE, EVERY TIME WE PLANT SOMETHING NEW, WE'VE ALWAYS GOT MORE. WE SPEND A LOT OF TIME IN IRRIGATION REPAIRS. THIS PAST MONTH, GETTING A GOOD HANDLE ON IT. NOW WE'RE ABOUT TO TAKE OVER LEGACY. THAT'S ALMOST FINISHED FROM 380 TO PRAIRIE. NO, I'M SORRY. FROM PRAIRIE TO FIRST STREET AND THEN WE'VE WE'RE TAKING OVER TILL 382. FIRST STREET. SO WE'VE GOT MORE MEDIANS, MORE MAINTENANCE, MORE EVERYTHING HEADED OUR WAY.

LAKEWOOD. I'M SURE THEY'LL TALK ABOUT IT. SO WE'VE GOT THAT ONE FIXED AND COME ONLINE. AND THEN OF COURSE NEXT YEAR. RAYMOND. SO WE'RE BUSY. THE SEASON'S END HOPEFULLY SATURDAY. AND THEN I'LL START STRAIGHT INTO THE RYEGRASS PLANTING. GET EVERYTHING READY FOR THAT START.

YOU KNOW, CAN'T DO ANY REPAIRS RIGHT NOW BECAUSE IT'LL GET COLD. I DON'T KNOW IF IT'S GOING TO THIS YEAR OR NOT, BUT THIS WAS SOCCER WAS HIT THE WORST BASEBALL. WELL EVERYTHING THAT WE HAD THIS YEAR WAS HIT REAL BAD. SO LARGEST SOCCER COMP OR ASSOCIATION IN THE STATE. SO NOW WE'RE GAMES AND PRACTICES ON THE SAME EXACT FIELDS VERSUS WE USED TO HAVE, YOU KNOW HALF SOCCER PRACTICE. THE OTHER HALF OF FRONTIER WOULD BE GANGS. NOW IT'S ALL THE SAME. SO IN MY 14 YEARS I'VE RESTARTED ABOUT FIVE GOALMOUTHS IN ONE SEASON. THAT WAS THE WORST. AND NOW I'VE GOT ABOUT 22. SO PROBLEM WITH EVERYTHING THAT'S HAPPENING, THE GROWTH AND NOT ENOUGH FIELDS. WE DIDN'T GET THE RAIN SO EVERY NIGHT THAT I HAD THE WATER WE'RE TRYING TO WATER EVERY NIGHT, WELL IT STILL MAKES IT MOIST AND DIRT DOESN'T GO GOOD WITH CLEATS AND MUD AND ALL THAT KIND OF STUFF. SO WE'RE WE HAVE CHALLENGES AND IT'S NOT GOING AWAY ANYTIME SOON. SO WE'RE GOING TO HAVE A LOT MORE WORK EVERY YEAR AS SOON AS THE SEASON ENDS SPRING. SO HOPEFULLY WE CAN DO IT. AND TRY TO KEEP EVERYTHING LOOKING AS GOOD AS WE CAN. AND ANOTHER ONE. THIS IS SO MY PLAYGROUND TECHNICIAN, HE HAS BEEN EXTREMELY BUSY TRYING TO KEEP UP WITH ALL THE PLAYGROUNDS, A LOT OF DAMAGE, A LOT OF UPKEEP. BUT WE'RE WE'RE WORKING TO KEEP EVERYTHING SAFE.

[01:50:01]

OKAY. WE'RE BACK. YEAH. SO I NOTICED THAT AT TANNER MILL PARK, WE HAD A VIDEO SURVEILLANCE ON A. DOES THE TOWN OWN THAT OR WHO MANAGES THAT? YES, WE OWN IT. THAT'S OUR. SO THE DAMAGE TO THE SURFACE OF THE BASKETBALL COURT IS THAT MESH PLASTIC STUFF THAT WE HAD TO NEXT COURT, I THINK IS WHAT THE NAME WAS. SO ANYWAY, THE KIDS ARE GOING OUT THERE WITH THEIR E-BIKES OR DIRT BIKES OR WHATEVER IT IS, POWER BRAKING, HOLDING THE BRAKE, GASSING IT, BURNING RUBBER, MELTING THE TOP. SO I'VE GOT 45 DIFFERENT SQUARES MELTED OR DAMAGED. THERE'S A LOT MORE WITH DIFFERENT, YOU KNOW, TRACKS AND SMUDGE MARKS AND STUFF LIKE THAT. BUT ACTUAL DAMAGE WAS 45 SQUARES AND THAT'S IN TANNER MILL. YES. OKAY. SO I LIVED LIKE TWO BLOCKS AWAY FROM THERE. SO I WILL I HAVE AN IDEA OF SOME OF THE LITTLE KIDS DOING THAT. SO I WILL KEEP MY MORE AWARE BECAUSE I WAS SO APPARENTLY. YEAH, THE HOA PUT OUT SOME COMMENTS ONLINE TO KIND OF KEEP EVERYTHING WATCHING, YOU KNOW, KIND OF STUFF. OKAY. SO THE POLICE DEPARTMENT, I DON'T KNOW IF IT'S ACTUALLY WORKING, MAYBE IT'S MORE THERE FOR A DETERRENT, BUT THAT'S WHY THAT'S THERE. OH YEAH. SO YEAH, THAT THAT MAKES SENSE. NOW THAT YEAH, I NOTICED THAT AT NIGHT WHEN I WAS GOING FOR WALKS. SO I WAS JUST CURIOUS IF WHO MAINTAINS THAT I DO NOT. YEAH. UNDERSTOOD.

NOT THE CAMERAS. NO I UNDERSTAND YEAH. NO I APPRECIATE IT. SO A LOT OF STUFF HAS HAPPENED OUT THERE. THE ROCKS KEEP BEING MOVED. WE'RE ALL OUR DRAINS ARE. WE'VE GOT THE BIG RIP RIP RAP.

SO I'VE GOT DIFFERENT. THERE IS A LOT OF ACTIVITY THAT GOES ON IN THAT PARK. IT IS VERY, VERY BUSY PARK. SO I'M GOING TO HAVE TO KIND OF RETHINK HOW TO MANAGE SOME OF THAT STUFF. I'VE GOT SOME IDEAS. I'M JUST TRYING TO GET DONE WITH THE SEASONS. THEN WE CAN FOCUS ON FIXING, REPAIRING, DOING ALL THE THINGS THAT WE DO. BUT NO BROKEN BACKBOARDS SO FAR, RIGHT? NOT YET. A COUPLE TEARS ON THE PADDING, BUT NOTHING MAJOR. YEAH, GREAT WORK TO YOUR AND COMPLIMENTS TO YOUR CREW, MATT. LIKE ALWAYS, I KNOW THERE ARE THINGS THAT WE CAN'T PROJECT FOR BUDGET WISE WHEN IT COMES TO SNOWMAGEDDON AND OTHER THINGS THAT JUST HAPPEN WITH OUR PLANT LIFE. BUT YOU BROUGHT UP THE INCREASED USE OF OUR SOCCER FIELDS AND THAT THEY'RE NOT GETTING ANY REST RIGHT NOW. DO WE NEED TO RE REREVIEW? I GUESS THE BUDGET FOR SOD AND FOR REPLACEMENT, IF OUR FIELDS ARE MORE THAN AT CAPACITY? WELL, WHAT I PLAN TO DO IS ONCE WE HAVE OUR PICK MEETING, LIKE DAN WAS TALKING ABOUT, WE'RE GOING TO HAVE TO START TRYING TO FIGURE OUT, OKAY, LAKEWOOD'S OPEN AND WE'RE GOING TO HAVE TO GO BACK TO OUR REST DAYS, WHICH IS WEDNESDAY, SUNDAYS VERSUS MONDAY THROUGH SATURDAY. IT'S JUST A FREE FOR ALL. AND USUALLY ON SPRINGS WE'RE ABLE TO DO THAT ANYWAY. IT'S ALWAYS JUST BEEN THE FALL BECAUSE OF FOOTBALL STADIUM. THIS, THAT AND THE OTHER. AND IT ONLY MADE SENSE BECAUSE WE WERE SHUT DOWN ON FRIDAYS, NOT THE WEDNESDAY, BUT I HAVE NO IF WE'RE NOT GETTING RAIN, I DON'T HAVE THE TIME TO WATER. THEN EVERYTHING'S STILL GOING AND I'M NOT GETTING THE ADEQUATE DEPTH OF WATERING. WE DIDN'T EVEN GET TO FIGHT ANYTHING THIS YEAR BECAUSE OF ALL THE CRACKS THAT WE ALREADY HAD ANYWAY FROM ALL THE DROUGHT. SO A LOT OF THINGS DIDN'T GET TO HAPPEN. IT DIDN'T AFFECT ANYTHING BAD. IT WAS JUST WE'RE OVERUSING THOSE FIELDS SO MUCH WE ACTUALLY HAD TO GO AND RIP OUT ALL THE MOUNDS, THE DIRT MOUNDS ON THE FIELDS AND PUT ALL THE ARTIFICIAL MOUNDS BACK IN THERE. THAT'S JUST TO HELP US ON THE MAINTENANCE BECAUSE OF HOW MUCH WE'RE USING THOSE PITS. AND MOUNDS, WHICH HAS WORKED OUT GREAT. IT'S JUST. BUT THEN EVERYTHING BETWEEN THE HOME PLATE AND THE PITCHING MOUND. NOW, IF YOU GO OUT THERE, IT LOOKS LIKE A KEY. SO NOTHING IS ROUND TRIANGLE. IT JUST KEEPS GETTING FURTHER AND FURTHER AND FURTHER. SO THAT'S JUST NORMAL TO ME. NORMAL MAINTENANCE. WE JUST GOT TO WORK WITH IT EVERY YEAR. THE DUGOUTS WE KEEP, YOU KNOW, WE ALTERNATE THOSE BACK AND FORTH FROM SPRING TO FALL. WE'LL LOCK ONE SIDE, OPEN UP ANOTHER SIDE. THE OPPOSITE COME THE NEXT SEASON. SO THAT SEEMS TO HELP. BUT NOT GETTING RAIN THIS DURING THE WINTER OR THE SUMMERTIME. AND WE WERE WET. REAL WET SPRING. BUT THEN COME MAY IT JUST SHUT OFF. AND SO THAT HURT. AND WE REALLY HAVEN'T HAD A GOOD RAIN SINCE A LITTLE

[01:55:09]

BIT HERE AND THERE, BUT I THINK WE ONLY MISSED ONE ONE FULL WEEKEND THIS WHOLE FALL SEASON.

SO THAT'S UNUSUAL. ANY MORE QUESTIONS. ALL RIGHT. THANK YOU. THANK YOU MATT. THANK YOU MATT.

WE'VE GOT A GUEST SPEAKER TONIGHT. ALL RIGHT MISS MISS CECILY FAN. AND SHE'S GOING TO GIVE YOU SOME RECAPS ON OUR RECREATION PROGRAM. OKAY. NOT USED TO THE MIC. SO LET ME KNOW IF I'M BEING TOO LOUD OR ANYTHING, BUT YEAH, WHEN OUR REGISTRATION IS NOW OPEN, IT OPENED OCTOBER 14TH, SO IT'S BEEN OPEN FOR A MONTH. WE'RE DOING A USUAL ZUMBA, YOGA, TENNIS, SOCCER. WE HAVE A COUPLE NEW PROGRAMS LIKE OUR DOG TRAINING, WATERCOLOR WE HAVE BROUGHT BACK WE HAD A COUPLE OF YEARS AGO, WE'RE BRINGING IT BACK. WE ACTUALLY HAVE A CLASS THIS SATURDAY. IF ANYONE WANTS TO REGISTER, WE ARE INTRODUCING. CURRENTLY WE HAVE MORNING YOGA.

WE ARE INTRODUCING EVENING YOGA IN JANUARY AND I AM IN CURRENT TALKS WITH PISD FAMILY RESOURCE CENTER TO POTENTIALLY DO A YOGA WITH SPECIAL NEEDS KIND OF ADULTS LIKE 18 TO 21. SO HOPEFULLY LATE WINTER OR POTENTIALLY EARLY SPRING THAT WILL GET STARTED. WE'RE ALSO DOING PROSPER CHESS ACADEMY AND WE HAVE INTRODUCED TOURNAMENTS THIS SEASON AND THAT HAS BEEN REALLY POPULAR. YOU CAN SEE SOME OF OUR WINNERS IN THE TOP LEFT. WE HAVE TWO MORE TOURNAMENTS THIS WINTER AND THEN WE WILL BE DOING DANCING WITH CLAIRE. SHE DID SOME SUMMER CAMPS WITH US.

SHE WILL BE DOING A BALLET CLASS THIS WINTER AND WE HAVE BOLLYWOOD DANCE. WE'VE BEEN DOING IT WITH YOUTH AND WE ARE INTRODUCING A ADULT PROGRAM. YOU OKAY? SO HERE IS SOME DATA RECREATION PROGRAM NUMBERS. PARTICIPANT NUMBERS BY MONTH. SO THE GREEN NUMBERS ARE 2023 AND THE RED NUMBERS ARE 2024. WE ARE STILL OBVIOUSLY TAKING DATA FOR NOVEMBER AND DECEMBER. SO LAST YEAR WE HAD ABOUT 3600 PARTICIPANTS. THIS YEAR AS OF RIGHT NOW WE HAVE 34. I DO EXPECT THAT TO BE CLOSE TO 4000 BY THE END OF THE YEAR. SO BEATING 2023, WE DO. WE DID HOST MORE PROGRAMS THIS YEAR, 2023. WE HAD A TOTAL OF 148 PROGRAMS, BUT 273 CLASSES. SO THAT MEANS LIKE FOR SOCCER SPARKS, FOR EXAMPLE. THAT'S ONE PROGRAM. BUT WE OFFER MULTIPLE CLASSES WITHIN THAT BASED OFF OF AGE GROUP. AND THEN THIS YEAR SO FAR WE HAVE OFFERED 139 PROGRAMS, BUT 240 CLASSES. SO I DO EXPECT THAT TO BE BIGGER AS WELL. I DO THINK A BIG PART OF THAT IS ALYSSA BOYD, OUR REC SPECIALIST. SHE OVERSEES ACTIVE ADULTS. SHE HAS BEEN DOING A GREAT JOB OF BRINGING IN MORE ACTIVE ADULT PROGRAMS. SO THAT HAS REALLY ALSO HELPED OUR NUMBERS. AS FOR PARTICIPANTS, AS WELL AS WHAT HOW MUCH STUFF WE OFFER. AND THEN THIS IS JUST ANOTHER LOOK AT OUR NUMBERS BASED OFF OF SEASON. SO SUMMER IS OBVIOUSLY ALWAYS GOING TO BE OUR BIGGEST NUMBERS BECAUSE KIDS ARE OUT OF SCHOOL AND WE CAN OFFER MORE PROGRAMS ALL THROUGHOUT THE DAY. AGAIN, THAT WINTER PROGRAM NUMBER FOR THE RED WILL BE LARGER, AS I'M STILL TAKING DATA FOR NOVEMBER AND DECEMBER. ANY QUESTIONS OR COMMENTS? THANK YOU FOR THE GRAPHICS. YEAH, YEAH. WELL DONE.

I VERY WELL DONE. I THINK IT HELPS QUANTIFY WHAT YOU GUYS DO. SO THANK YOU FOR PUTTING THAT TOGETHER. THANK YOU. CECILY THANK YOU. YES THANK YOU. I WILL TRY TO GET THROUGH THESE QUICKLY. IF YOU HAVE ANY QUESTIONS, JUST STOP ME BECAUSE WE HAVEN'T MET IN A WHILE AND SO THERE'S A LOT TO GO THROUGH. I JUST WANTED TO GIVE YOU AN UPDATE ON THE PARKS RECREATION OPEN SPACE MASTER PLAN. WE ARE JUST ABOUT FINISHED. THE BENCHMARKING STUDY IS COMPLETE.

THE RECREATION PROGRAM ANALYSIS IS COMPLETE. THEY HAVE DONE THE PRIORITY RANKINGS, WHICH IS BASED ON OUR TOWN WIDE SURVEY. THOSE RESULTS HAVE ALL BEEN TABULATED. SO WE'RE GETTING CLOSE TO THE END. THEY'RE WORKING ON THE DRAFT ACTION PLAN AND THE IMPLEMENTATION PLAN. OUR FINAL MEETING WITH THE ADVISORY COMMITTEE WILL BE IN DECEMBER. WE HOPE TO HAVE THIS PARDON ME WRAPPED UP, AND WE WANT TO TAKE IT TO COUNCIL IN JANUARY. AND THE PROCESS HAS GONE REALLY.

[02:00:05]

IT'S GONE WELL. SO I'M GOING TO KEEP GOING. IF YOU HAVE QUESTIONS, JUST LET ME KNOW. I WANTED TO GIVE YOU GUYS AN UPDATE ON THE WHAT WE'RE CALLING THE DOE RANCH COMMUNITY PARK MASTER PLAN. THE PROPERTY WAS GIVEN, I GUESS WE PURCHASED IT FROM WINDSONG A LITTLE OVER A YEAR AGO. IT'S THE AREA KIND OF HIGHLIGHTED IN BLACK THERE THAT YOU CAN SEE WE WANT TO WORK WITH KIMLEY-HORN. THEY'RE THE CONSULTANT THAT WE REACHED OUT TO. WE DO NOT HAVE THEM UNDER CONTRACT YET, BUT WE ARE WORKING ON THAT. ONE OF THE THINGS PARDON ME, I'M SORRY, ONE OF THE THINGS THAT WE'RE KIND OF CONCERNED ABOUT OR THAT WE'RE WAITING ON, THERE'S A PIECE OF PROPERTY ON THE EAST SIDE DOWN THERE THAT'S OWNED BY A MAN NAMED ROBERT DOORSILL. HE WANTS TO CONVEY THAT TO THE TOWN, BUT WE ARE KIND OF WORKING THROUGH THAT BECAUSE THEY WANT MAYBE SOME SOME COMPENSATION FOR THAT, NOT NECESSARILY MONEY. IT MIGHT BE TRUE MITIGATION CREDITS, WE DON'T KNOW. BUT THEY'D LIKE TO GIVE THAT TO US. IT'S ABOUT 60 OR 70 ACRES AND WINDSONG HAS REACHED OUT TO US RECENTLY. AND THEY WOULD THEY WOULD LIKE TO CONVEY TO US APPROXIMATELY 100 ACRES. THAT'S NORTH OF THE ROAD THERE. IT WOULD BE ON THE EAST SIDE OF THE SECTIONS UP THERE THAT ARE ON THE NORTH AREA. SO WE COULD FIND OURSELVES IN THE NEXT SEVERAL MONTHS IF THOSE DEALS WORK THROUGH, WE MAY HAVE AS MUCH AS 300 ACRES OUT HERE. A MASTER PLAN, WHICH IS GREAT, RIGHT? MOST OF IT'S IN THE FLOODPLAIN, BUT THAT'S OKAY. WE CAN STILL UTILIZE IT. IT'S WONDERFUL OPEN SPACE. SO THAT'S WHY WE'RE KIND OF WAITING. WE HAVE NOT FULLY EXECUTED A CONTRACT WITH KIMLEY-HORN, BUT SO ULTIMATELY WE HAVE 15 ACRES THAT ARE HIGH AND DRY WAY UP THERE IN THE NORTH END. AND WHAT WE'RE HOPING WE WOULD HAVE POSSIBLY A CRICKET FIELD, SOCCER FIELDS, PICKLEBALL AND TENNIS COURTS, AND CERTAINLY NATURE TRAILS AND MORE EXTENSIVE MOUNTAIN BIKE TRAILS THAN WE ALREADY HAVE RUNNING THROUGH THAT WHOLE AREA. WE CAN ALWAYS DO DISC GOLF COURSES, A DOG PAR, LOTS OF THOSE KINDS OF THINGS CAN HAPPEN IN A FLOODPLAIN. YOU JUST HAVE TO BE CAREFUL. IF YOU BUILD SOME SORT OF A STRUCTURE, YOU HAVE TO KIND OF PUT IT UP ON, RAISE IT UP OUT OF THE FLOODPLAIN. I'VE SEEN A LOT OF SOCCER FACILITIES THAT MY KIDS USED TO PLAY AT WHERE THEY DID THAT. SO THAT'S THE KIND OF THING. AND ONE THING, KYLE, I'M I'M HAPPY TO LET YOU GUYS KNOW THAT ONE OF THE COMPONENTS, ONE OF THE BIG PIECE OF THEIR SCOPE IS GOING TO BE DOING IN PUBLIC OUTREACH. WE WILL DO A TOWN WIDE SURVEY, MUCH LIKE WHAT WE DID FOR THE MASTER PLAN PROCESS, AND ALSO WHAT WE DID FOR THE DOWNTOWN PARK. AND JUST ON THE OTHER, THE MASTER PLAN PROCESS ON THE OTHER ONE, WE WEREN'T PAYING FOR IT, SO WE WEREN'T REALLY IN A POSITION TO SAY, WE WANT THIS, THIS, THIS AND THIS, BUT WE WILL WORK WITH WINDSONG.

WE'LL GO BACK AND REACH OUT TO THE COMMUNITY AND MAKE SURE THAT THEY SEE THAT, AND WE GET THEIR FEEDBACK ON THAT. QUESTIONS. OKAY. RAYMOND COMMUNITY PARK IS DOING GREAT. WE'RE PROBABLY CLOSE TO 70%. THIS IS A RECENT AREA. WE TOOK OUT THERE. ALMOST ALL THE PAVING IS DONE. FINAL GRADING ON THE FOUR BALL FIELDS IS NEARING COMPLETION. THEY SHOULD BE STARTING ON THE IRRIGATION SOON AND THEY'RE RIGHT THERE IN THE VERY MIDDLE IS WHERE THE RESTROOM CONCESSION BUILDING IS. AND THEY'RE MAKING REALLY GOOD PROGRESS ON THAT. AND AS DAN MENTIONED EARLIER, I THINK CURRENTLY WE ARE SCHEDULED TO COMPLETE THIS PROJECT IN AUGUST OF NEXT YEAR. BUT ANOTHER THING THAT I DON'T KNOW IF YOU GUYS KNOW, BUT RECENTLY WE WERE FORTUNATE WE WERE AWARDED $400,000 IN GRANT FUNDING FROM COLLIN COUNTY TO PUT THE TRAIL ON THE WEST SIDE AND THE WEST AND NORTH SIDES OF THIS PROPERTY. SO WE'RE TRYING TO WORK A SITUATION WHERE DEAN CONSTRUCTION, THE CONTRACTOR THAT'S OUR CONSTRUCTION MANAGER, WILL BE DOING THAT FOR US. SO THAT WHICH IS A GOOD THING. IT MAY MEAN THAT THE PROJECT FULL COMPLETION GETS PUSHED OUT A MONTH OR SO, BUT IT'S GOOD BECAUSE WE'RE GETTING A PIECE OF TRAIL THAT WE DIDN'T THINK WE WERE GOING TO BE ABLE TO AFFORD BEFORE, SO WE'RE ALL PRETTY HAPPY ABOUT IT. I KNOW COUNCIL'S HAPPY ABOUT, SO THAT'S GOOD. LAKEWOOD PARK, THIS IS THE AERIAL. THERE IS A LITTLE BIT OLD BECAUSE RIGHT NOW ALL THAT IS COVERED IN BEAUTIFUL GREEN SOD AND GRASS. I MEAN, IT'S NOT PERFECT, BUT MATT IS WORKING WITH US AND WE'RE GOING TO KIND OF WE'RE GOING TO HE'S GOING TO FERTILIZE IT AND WE'RE GOING TO MAKE IT LOOK GREAT. BUT RIBBON CUTTING IS NEXT TUESDAY AT 10 A.M. YOU'RE ALL CERTAINLY INVITED. AND IT'S WORKED OUT WELL. IT'S NOT PERFECT, BUT IT'S GOING TO BE A BEAUTIFUL PARK. AND OVER TIME, I THINK WE'RE GOING TO BE ABLE TO IT'S GOING TO BE A REALLY NICE FACILITY. GATES OF PROSPER. SO THIS IS A PARK THAT'S JUST A COUPLE OF BLOCKS SOUTH OF WHERE WE'RE WHERE WE ARE RIGHT NOW. AND ACTUALLY, I DON'T HAVE A DRONE TO TAKE PHOTOS. THAT'S AN OLD PHOTO. I WENT OUT JUST EARLIER THIS AFTERNOON AND TOOK THE PHOTO OF THE ON THE BOTTOM THERE. THE PROJECT IS PRETTY MUCH DONE. SO THIS PROJECT, I MEAN, IT'S PRETTY MUCH COMPLETE THERE. THERE'S A LITTLE BIT OF WORK ON THE SOUTH AND NORTH END THAT THEY'RE GOING TO HOLD OFF ON BECAUSE THERE'S ROAD WORK HAPPENING THERE AND THEY DON'T WANT TO INSTALL LANDSCAPING. THAT'S GOING TO GET RIPPED UP LATER. SO IF YOU GET A CHANCE GO BY THERE. IT'S OUR NEWEST PARK. AND THIS IS THE FIRST PART OF A MULTI-PHASE APPROACH BECAUSE AS THEY DEVELOP THAT GATES AREA OUT AND THEY GET MORE REVENUE COMING IN, THEY'RE GOING TO DO THEY'RE ULTIMATELY SUPPOSED TO BE A BIG PLAYGROUND AND A PAVILION AND EVEN A PERFORMANCE AREA. THAT'S ALL PART OF THE MASTER PLAN. SO IT'LL BE A REALLY NICE PARK. ULTIMATELY, I THINK THAT'S AND

[02:05:02]

PARDON PARK, WHICH IS ALSO WAS KNOWN FOR YEARS AS DOWNTOWN PARK. WE HAVE ENGAGED TEAGUE AND PERKINS ON THAT. WE'RE WORKING ON PHASE ONE DESIGN. I HAVE A MEETING WITH THEM NEXT MONDAY MORNING. THEY SHOULD BE DELIVERING 50% PLANS TO US WITHIN THE NEXT COUPLE OF WEEKS ON THIS ONE. I'M NOT EVERYTHING THAT'S IN THAT PHOTO IS WHAT'S GOING TO HAPPEN. WE KIND OF SCALED IT BACK BASED ON THE COMMENTS THAT WE GOT WHEN WE DID THE SURVEY. PEOPLE TOLD US THAT THEY REALLY WEREN'T AS EXCITED ABOUT HAVING THE PICKLEBALL COURT AND THE LITTLE PICNIC AREA, BUT WE AND NOT NECESSARILY ON THE, THE, THE FISHING DOCK, BUT WE WILL BE DOING THE LOOP TRAIL AND THE PLAYGROUND, WHICH IS THE YELLOW ELEMENT IN THE BOTTOM LEFT CORNER THERE. SO THAT PROJECT IS MOVING ALONG WELL. ALSO, I THINK THAT'S THAT'S IT. SO I THINK THE NEXT ANY QUESTIONS? SORRY, I JUST I KNOW IT'S GETTING I KNOW IT'S LATE AND WE, I WANTED TO MOVE HERE BUT NO NO QUESTIONS. WE'RE GOOD OKAY. THANK YOU KURT. ALL RIGHT. THANK YOU. ALL RIGHT.

ABOUT TO WRAP THIS UP. THANK YOU ALL FOR BEING PATIENT WITH US TONIGHT. A LOT OF INFORMATION.

KURT JUST MENTIONED THE LAKEWOOD PARK RIBBON CUTTING. YOU ALL ARE CERTAINLY INVITED TO PARTICIPATE. THAT BOARDS AND COMMISSION RECEPTION DECEMBER 12TH. YOU GUYS, IF YOU HAVEN'T GOTTEN AN INVITATION, YOU WILL. THE WAS ORIGINALLY SCHEDULED FOR PROSPER WINEHOUSE AND I DON'T KNOW IF YOU KNOW PROSPER WINEHOUSE HAS CLOSED SO THIS WILL BE AT THE BLACK HAWK BREWERY JUST DOWN THE ROAD. SO IT SHOULD BE A FUN NIGHT. AND AGAIN, YOU'RE ALL INVITED AND I THINK BRINGING BRING YOUR SIGNIFICANT OTHER OR IF YOU DON'T, DON'T TELL YOUR SIGNIFICANT OTHER WHO YOU'RE BRINGING, THAT'S FINE. SO THAT WOULD HAVE BEEN OUR NIGHT, THAT WE WOULD HAVE HAD OUR NEXT PARKS BOARD MEETING. SO WE WILL CANCEL DECEMBER THE DECEMBER 12TH MEETING IN LIEU OF THE BOARDS, COMMISSIONS RECEPTION. IF SOMETHING PRESSING COMES UP BETWEEN NOW AND THEN, WE'LL SCHEDULE A MEETING. BUT AS FOR NOW, NEXT MEETING JANUARY 9TH, SAME TIME, SAME LOCATION. SO WITH THAT, UNLESS YOU HAVE ANY QUESTIONS FOR ME. OKAY. THANK YOU. ALL RIGHT. THANK YOU DAN. THANK YOU. STAFF. ANY REQUESTS FOR FUTURE AGENDA ITEMS LIKE I CARE I'M NOT GOING TO BE THE CHAIR NEXT TIME. SO KIDDING. SORRY I'M KIDDING. THAT'S TRUE.

ANY REQUESTS FOR FUTURE AGENDA ITEMS? ALL RIGHT. SEEING NONE. LET'S SEE IF WE HAVE A MOTION TO ADJOURN THE MEETING. SO MOVED BY CARRIE CASTRO A SECOND. BOB BENSON, ALL THOSE IN FAVOR WITH AN I. AYE. ANY OPPOSED? AWAY WE GO. THANK YOU. EVERYONE
