CAN TALK ALL YOU WANT TO. NOW IT'S TIME TO GO. I WANT TO SHOW YOU. OKAY. YOU'RE GOOD. ALL
[1. Call to Order / Roll Call.]
RIGHT, EVERYBODY READY? GOOD EVENING. WELCOME TO THE OCTOBER 15TH, 2024 PLANNING AND ZONING COMMISSION MEETING. THE MEETING IS CALLED TO ORDER AT 6 P.M. PLEASE NOTE FOR THE RECORD THAT ALL COMMISSIONERS ARE PRESENT, WITH THE EXCEPTION OF COMMISSIONER HARRIS. HE HAD INDICATED PRIOR TO THE MEETING THAT HE WOULD NOT BE IN ATTENDANCE. THIS THAT'S THAT'S PRETTY LOUD. WE MIGHT NEED TO TURN THAT BACK A LITTLE BIT. THOSE WISHING TO ADDRESS THE COMMISSION MUST COMPLETE THE PUBLIC COMMENT REQUEST FORM LOCATED ON THE TOWN WEBSITE OR IN COUNCIL CHAMBERS. IF YOU ARE ATTENDING IN PERSON, PLEASE SUBMIT THIS FORM TO THE BOARD CHAIR OR A STAFF MEMBER PRIOR TO THE MEETING. WHEN CALLED UPON, PLEASE COME TO THE PODIUM AND STATE YOUR NAME AND ADDRESS. FOR THE RECORD. ITEM TWO THIS EVENING IS THE PLEDGE OF ALLEGIANCE. IF EVERYONE WILL PLEASE RISE. I PLEDGE ALLEGIANCE TO THE FLAG OF THE UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS. ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL. ITEM THREE. THIS EVENING'S ELECTION OF OFFICERS. AND I'M[3. Election of Officers]
GOING TO JUST THROW IT OUT THERE FOR THE GROUP. SINCE COMMISSIONER HARRIS IS NOT HERE THIS EVENING. IS EVERYONE OKAY IF WE POSTPONE THAT NOBODY'S GOOD WITH THAT. AND[CONSENT AGENDA]
WE'LL GO ON TO ITEM NUMBER FOUR. CONSENT AGENDA. SO THIS EVENING, ON OUR CONSENT AGENDA, WE HAVE ITEMS FOUR A THROUGH FOUR G ON OUR CONSENT AGENDA. THIS EVENING. DID ANY COMMISSIONERS IN THE PACKETS HAVE BEEN SENT OUT TO EVERYONE FOR REVIEW PRIOR TO THE MEETING? DID ANY OF THE COMMISSIONERS WANT TO PULL ANY CONSENT AGENDA ITEMS? THIS EVENING? I THINK A COUPLE OF THEM WILL BE TIED TOGETHER. IF YOU PULL IF ANYTHING GETS PULLED HERE. SO. IF THERE ARE NO COMMENTS, I'D LIKE TO PULL FOR G. OKAY. SO COMMISSIONER HAMILTON INDICATED HE WOULD LIKE TO PULL ITEM FOUR G FOR CONSIDERATION. IF THAT'S THE ONLY ONE, LET'S GO AHEAD AND TAKE A VOTE ON THE REMAINING ITEMS. SO I'LL ENTERTAIN A MOTION. I'D LIKE TO MAKE A MOTION TO APPROVE AGENDA ITEMS FOUR A, TO APPROVE CONSENT AGENDA ITEMS FOUR EIGHT THROUGH FOUR F. DO I HAVE A SECOND? SECOND. HAVE A SECOND. SECOND. FROM COMMISSIONER LLOYD. THAT'LL WAKE YOU UP VERY WELL. ALL THOSE IN FAVOR OF APPROVING CONSENT AGENDA ITEMS FOUR A THROUGH FOUR F, PLEASE RAISE YOUR HAND. AND THE MOTION CARRIES 6 TO 0 FOR[4g. Consider and act upon a request for a Site Plan for a Fire Station on Fire Station No. 4 Addition, Block A, Lot 1, on 2.7± acres, located on the south side of Prosper Trail and 1,200± feet east of Escalante Trail. (DEVAPP-24-0116)]
APPROVAL. SO I'LL TAKE IT BACK TO THE CAR IF YOU WANT TO REVIEW ITEM FOUR G. THIS EVENING. OKAY.I HAD A DIFFERENT MICROPHONE LAST TIME YOU DID THE DJ MICROPHONE. I LOVE THE ENERGY.
YEAH, RIGHT. OKAY. ITEM FOUR G IS A TO CONSTRUCT A TWO STORY, 12,212 SQUARE FOOT FIRE STATION AND ASSOCIATED PARKING. BELOW YOU CAN SEE KIND OF THE BREAKOUTS OF WHAT THAT SQUARE FOOTAGE ENCOMPASSES. THERE'S STORAGE, MECHANICAL BASEMENT. SO THE HISTORY ON THIS IS THAT A SITE PLAN, D22 0101, WAS APPROVED BY THE PLANNING AND ZONING COMMISSION ON DECEMBER SIX, 2002. SITE PLANS HAVE AN EXPIRATION TIME OF 18 MONTHS. SO IT HAS PASSED EXPIRATION DATE.
SO THEY JUST NEED TO GET THE SITE PLAN APPROVED BY PNC. I WAS JUST WONDERING WHAT THE CHANGES WERE BETWEEN THE OLD AND THE NEW. AND THEN ALSO WHERE THE PICTURE IS. I WAS WONDERING, NOT THAT THAT ONE RIGHT THERE. SO IT LOOKS LIKE ON THIS THIS ARE THE BULK OF THESE TREES GOING TO MAKE IT OR ARE THEY GOING TO STAY THEN THEY KIND OF WORKING AROUND? YES. THAT'S THE INTENT IS FOR MOST OF THE TREES TO REMAIN CORRECT. OKAY. BECAUSE I DIDN'T SEE ANY TREES IN THE ACTUAL FOOTPRINT OF THE BUILDING OR THE PARKING AREA. I WASN'T SURE IF THAT'S BECAUSE NOW IN THE AERIAL PICTURE. WHICH PICTURE ARE YOU REFERRING TO? LIKE THIS ONE? YEAH. RIGHT. WHEN YOU. THERE'S NO TREES LIKE SHOWING IN, I GUESS IN THE AREA OF THE FUTURE BUILDINGS. I WASN'T SURE IF THAT WAS THEY JUST TOOK THEM OFF OF THAT OR WHETHER THEY'RE WORKING AROUND ALL THE TREES FOR THE MOST PART. AND THE INTENT IS TO KEEP THE TREES THAT THEY CAN. THE ENGINEER IS HERE TO SPEAK TO THIS. IN CASE YOU HAVE ANY SPECIFIC QUESTIONS. AND IF THEY
[00:05:01]
REMOVED THOSE TREES TO MY KNOWLEDGE, NO TREES WERE REMOVED TO FOR THE FOOTPRINT OF THIS BUILDING. THEY WERE ABLE TO SAVE THE TREES. BUT THE ENGINEER CAN CLARIFY THAT IF NEED BE. AND THEN THE DIFFERENCES BETWEEN THE TWO DIFFERENT SITE PLAN. WAS IT JUST THE. WAS IT THE TRASH? YEAH. SO THERE'S THE GENERATOR IN THE BACK IF YOU CAN SEE THIS IS THE EXPIRED SITE PLAN RIGHT FOR THAT GENERATOR WOULD BE. THAT'S THE MAIN CHANGE HERE. EVERYTHING ELSE IS SIMILAR TO THE EXPIRED SITE PLAN. OKAY. THOSE ARE THE ONLY QUESTIONS I HAD. OKAY. OKAY. ALL RIGHT. SO I'LL ENTERTAIN A MOTION ON ITEM FOUR G THIS EVENING. I'D LIKE TO MAKE A MOTION TO APPROVE AGENDA ITEM FOUR G. CAN WE HAVE A MOTION? COMMISSIONER HAMILTON, DO WE HAVE A SECOND? I'LL SECOND. SECOND FROM COMMISSIONER JACKSON, ALL THOSE IN FAVOR OF APPROVING CONSENT? AGENDA ITEM FOUR G, PLEASE RAISE YOUR HAND. AND THE MOTION CARRIES 6 TO 0. THANK YOU. LET'S GO ON TO OUR REGULAR AGENDA. THIS EVENING. FOR CITIZEN COMMENTS. THE PUBLIC IS INVITED TO ADDRESS THE PLANNING AND ZONING COMMISSION ON ANY TOPIC. HOWEVER, THE COMMISSION IS UNABLE TO DISCUSS OR TAKE ACTION ON ANY TOPIC. NOT LISTED ON THIS AGENDA. PLEASE COMPLETE A PUBLIC COMMENT REQUEST FORM AND PRESENT IT TO THE DEVELOPMENT SERVICES DEPARTMENT. PRIOR TO THE MEETING. I LET'S MOVE ON TO REGULAR AGENDA ITEM NUMBER FIVE. CONDUCT A[5. Conduct a Public Hearing and consider and act upon a request to rezone 20.1± acres on Collin County School Land Survey 12, Abstract 147, Tracts 8 & 10 from Agricultural and Commercial Corridor to Planned Development–Commercial Corridor, located on the northwest corner of Dallas Parkway and First Street. TRACKS EIGHT AND TEN FROM AGRICULTURAL AND COMMERCIAL CORRIDOR TO PLANNED DEVELOPMENT. COMMERCIAL CORRIDOR LOCATED ON THE NORTHWEST CORNER OF DALLAS PARKWAY AND FIRST STREET. THIS IS CASE ZONE DASH 20 4-0007. OKAY. THE APPLICANT HAS LET US KNOW THAT THEY WOULD LIKE THIS ITEM TO BE TABLED TO ALLOW ADDITIONAL TIME TO FINALIZE THE REQUEST. SO TOWN STAFF RECOMMENDS THAT YOU OPEN THE PUBLIC HEARING, CONTINUE IT TO THE NOVEMBER FIFTH MEETING. OKA, SO WE'LL GO AHEAD AND OPEN THE PUBLIC HEARING, AND I'LL ENTERTAIN A MOTION TO CONTINUE TO TABLE THE ITEM AND CONTINUE THE PUBLIC HEARING ON THE NOVEMBER 5TH, 2024 MEETING. MR. CHAIRMAN, I MOVE THAT WE TABLE OKAY. WE HAVE A MOTION.COMMISSIONER BLANCHARD. DO WE HAVE A SECOND? I'LL SECOND. SECOND. COMMISSIONER JACKSON TO TABLE THE ITEM TO THE NOVEMBER FIFTH MEETING. IF ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND.
AND THE MOTION CARRIES 6 TO 0. SO WE WILL CONTINUE THE PUBLIC HEARING OF THE NOVEMBER 5TH,

(ZONE-24-0013)]
2024 MEETING FOR ITEM NUMBER FIVE. NEXT ON OUR AGENDA THIS EVENING IS AGENDA ITEM NUMBER SIX. ABSTRACT 147, TRACT 45 FROM PLANNED DEVELOPMENT 44 TO PLANNED DEVELOPMENT, SINGLE FAMILY AND RETAIL. LOCATED ON THE SOUTHEAST CORNER OF LEGACY DRIVE AND FRONTIER PARKWAY. THIS IS CASE ZONE DASH 24, DASH 0013. OKAY. ON THIS ONE, TOWN STAFF IS REQUESTING THAT THE ITEM BE TABLED DUE TO AN ERROR IN THE PLACEMENT OF ZONING SIGNS.THERE'S A SO JUST TO AVOID ANY NOTICING VIOLATIONS, KIND OF STAFF IS RECOMMENDING THAT THIS ITEM BE TABLED AND PUBLIC HEARING BE CONTINUED TO THE NOVEMBER 5TH MEETING. SO JUST LIKE THE PREVIOUS ITEM, WE NEED TO GO AHEAD AND OPEN THE PUBLIC HEARING AND THEN TABLE IT AND CONTINUED ON THE NOVEMBER 5TH MEETING. CORRECT? CORRECT. OKAY.
SO ON ITEM NUMBER SIX, I'LL GO AHEAD AND OPEN THE PUBLIC HEARING AND I'LL ENTERTAIN ANY MOTION TO TABLE AND CONTINUE THIS PUBLIC HEARING TO THE NOVEMBER 5TH, 2024 MEETING. MR. CHAIRMAN, I MOVE THAT WE TABLE ITEM NUMBER SIX AND UNTIL NOVEMBER TILL THE NOVEMBER 5TH MEETING WITH THE AND LEAVE THE PUBLIC HEARING OPEN. OKAY. SO WE HAVE A MOTION FROM THE PUBLIC HEARING ITEM ON AGENDA SIX TO CONTINUE IT ON NOVEMBER 5TH, 2024. ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND. AND THE MOTION CARRIES 6 TO 0 TO CONTINUE THE PUBLIC HEARING.
[7. Review actions taken by the Town Council and possibly direct Town Staff to schedule topic(s) for discussion at a future meeting.]
NOVEMBER 5TH, 2024. ON THE AGENDA. ITEM NUMBER SIX. MOVE ON TO AGENDA ITEM NUMBER SEVEN.REVIEW ACTIONS TAKEN BY THE TOWN COUNCIL AND POSSIBLY DIRECT TOWN STAFF TO SCHEDULE TOPICS FOR DISCUSSION AT A FUTURE MEETING. ALL RIGHT. SO FOR THE PREVIOUS TOWN COUNCIL MEETING ON THE EIGHTH, THE ONLY THING THAT WAS ON THE AGENDA WAS A LICENSE AGREEMENT WITH THE TAVERN ON BROADWAY FOR THEM TO PUT FENCING WITHIN ONE OF THE TOWN'S EASEMENTS FOR THE UPCOMING TOWN COUNCIL MEETING ON THE 22ND. THE CONSENT AGENDA WILL BE THE NOTICE OF APPEALS, WHICH IS ANY SITE PLAN THAT WAS APPROVED HERE TONIGHT. AND THEN ON THE REGULAR AGENDA WILL BE THE AMENDMENT TO
[00:10:01]
PD 59 FOR THE LOCATION OF THE SCREENING WALL AT TWIN CREEKS, WHICH YOU GUYS SAW LAST MEETING.THEN THE AMOUNT COMMENTS FOR UPCOMING ZONING CASES. POTENTIALLY. THESE HAVEN'T BEEN NOTICED YET. FOR ZONE 2402, IT'S 305 EAST SEVENTH, WHICH WAS IT'S IN THE DOWNTOWN OFF SEVENTH STREET. THEY ARE GOING TO DO A PD TO SPLIT THE LOT BECAUSE THE LOT THE ZONING IS SINGLE FAMILY 15. AND IF THEY WERE TO SPLIT THE LOT CURRENTLY IT WOULD BE ABOUT 13,000FT■!S ON EACH LOT. O TO MAKE SURE THEY COULDN'T FURTHER SUBDIVIDE IT, WE WERE RECOMMENDING THEM TO DO A PD TO PRESERVE THE SIZE OF THE LOTS. AND THEN ZONE 24 OH 17 IS A PLANNED DEVELOPMENT FOR THE SCHOOLHOUSE. YOU GUYS SAW AN SUV FOR THIS BEGINNING OF THIS YEAR. AND SO THEY'RE COMING BACK IN A NEW LOCATION WITH THE PLANNED DEVELOPMENT OVER OFF OF CUSTER. ALL RIGHT. WELL, THANKS FOR THE SUMMARY. ANY QUESTIONS FOR STAFF THIS EVENING? SO IT COULD BE A FAIRLY BUSY MEETING ON THE FIFTH. YOU'VE GOT THESE TWO. WHAT WE TABLED THIS EVENING. POTENTIALLY. SO THESE NEITHER ONE OF THOSE HAVE BEEN NOTICED YET. IT'S JUST THEY MAY COME DOWN THE PIPELINE. SO YOU MAY NOT SEE THESE NEXT MEETING. AND THE OTHER THE CASE THAT WE TALKED ABOUT THE BLUE STAR CASE.
WE'VE HAD A SORRY, IT WAS ALREADY ON. THE SHORT ANSWER IS NO. NOT EXACTLY.
IT WON'T BE THE NEXT MEETING. IT'S PROBABLY GOING TO WIND UP BEING EITHER THE END OF NOVEMBER OR BEGINNING OF DECEMBER, BUT IN THE NEXT WEEK OR TWO, WE'LL KNOW THEY'RE MAKING SOME TWEAKS TO WHAT HAD ORIGINALLY BEEN SUBMITTED AS FAR AS SITE PLAN, LAYOUT AND SUCH, AND CHANGING A FEW OF THE REQUESTED AMENDMENT. THE ACTUAL USES. SO IT'S MOVING, BUT IT'S NOT. PROBABLY NOT GOING TO BE BACK FOR A LITTLE BIT. AND ONE OTHER THING, SINCE I GOT THE MIC, I WANT TO GIVE IT UP. NO I'M KIDDING. AS FAR AS THE MEETING ON THE FIFTH, YOU KNOW, WE'LL KNOW AS AS WE GET CLOSER OR ABOUT WHETHER OR NOT EITHER OF WOULD YOU LIKE US TO DO SOMETHING SIMILAR? ALTHOUGH THERE WON'T BE THE CIP MEETING, BUT SOMETHING SIMILAR WE DID FOR TONIGHT WHERE WE CAN HAVE THINGS READY EARLIER, MAYBE, YOU KNOW, HAVE SOME SOME FOOD OR WHAT HAVE YOU AT THE BEGINNING. FOR THOSE OF YOU WHO GET HERE A LITTLE EARLIER, OR WE CAN ALWAYS TAKE A BREAK IN THE MIDDLE, BUT IT'S HARDER TO DO THAT IF YOU'VE GOT PUBLIC HEARINGS, BECAUSE YOU'VE GOT PEOPLE SITTING OUT IN THE AUDIENCE. AND SO IF WE KEEP YOU THERE FOR TWO HOURS, YOU'RE PROBABLY GOING TO BE HUNGRY. SO I'M THINKING MAYBE, YOU KNOW, 530 ISH LIKE WE DID TONIGHT. WE WON'T ACTUALLY START THE MEETING TILL SIX. IT DOESN'T HAVE TO REALLY BE A WORK SESSION. WE MAY POST IT AS A WORK SESSION. SO THAT WAY WE CAN ANSWER QUESTIONS THAT COME UP IF YOU WANT. BUT IF THAT'S YEAH, I THINK WE BETTER PLAN ON THAT. I DON'T I DON'T THINK WE NEED A BREAK OR ANYTHING. SO JUST LIKE, KIND OF WHAT WE'VE DONE HISTORICALLY HERE, I THINK WE'LL BE GOOD. I APPRECIATE THAT. THANK YOU. AND I THINK YEAH THAT'S GOING TO BE A SO THAT IS ELECTION DAY AND IT PARKING LOT IS GOING TO BE CROWDED. IT'S GOING TO BE IT'S GOING TO BE BUSY UP HERE. SO YEAH I THINK WE'LL JUST GO WITH OUR OUR NORMAL PLAN. SO ANY OTHER QUESTIONS FOR TOWN STAFF. IF NOT I'LL GO TO AGENDA ITEM EIGHT THIS EVENING AND ENTERTAIN A MOTION TO ADJOURN. MOVE TO ADJOURN. MOTION ON THE FLOOR. COMMISSIONER HAMILTON, DO WE HAVE A SECOND? A SECOND, SECOND. COMMISSIONER JACKSON, ALL THOSE IN FAVOR OF ADJOURNMENT, RAISE YOUR HAND. AND THE MOTION CARRIES 6 TO 0. WE ARE ADJOURNED AT 6:14 P.M. AND SO
