CITIZENS AND OTHER VISITORS ATTENDING TOWN COUNCIL MEETINGS SHALL OBSERVE THE SAME RULES OF PROPRIETY, DECORUM AND GOOD CONDUCT APPLICABLE TO THE MEMBERS OF THE COUNCIL. ANY PERSON MAKING PERSONAL, IMPERTINENT, PROFANE OR SLANDEROUS REMARKS, OR WHO BECOMES BOISTEROUS WHILE ADDRESSING THE COUNCIL OR ATTENDING THE MEETING, SHALL BE REMOVED FROM THE ROOM, IF SO, DIRECTED BY THE MAYOR PRESIDING OFFICER, AND THAT PERSON SHALL BE BARRED FROM FURTHER AUDIENCE BEFORE THE TOWN COUNCIL DURING THAT SESSION. AND MAYBE JUST TO TAKE A SLIGHT STEP BACK, THERE'S A 7-ELEVEN TO THE NORTH OF THE SITE, AND IT'S 7-ELEVEN THAT'S BASICALLY EXPANDING DOWN INTO THIS SITE FOR REASONS OF ADDING THE EV CHARGING STATION, BUT ALSO TO ADD, IF YOU SEE A LITTLE FARTHER TO THE LEFT FROM WHAT YOU WERE JUST TALKING ABOUT, THERE ARE LONGER MARKED PARKING SPACES AND THAT'S PREDOMINANTLY AND PROBABLY WIND UP BEING EXCLUSIVELY FOR VEHICLES THAT HAVE TRAILERS. AND IT SEEMS THAT IT'S PRIMARILY LANDSCAPING BUSINESSES THAT COME THROUGH. WE HAVE SEVERAL LOCATIONS AROUND TOWN WHEN THEY COME THROUGH DURING THE DAY FOR LUNCHES AND SO FORTH. IT GETS QUITE BUSY AND QUITE CROWDED. AND SO THE EXTENSION OF THOSE COMING DOWN FOR THE FOLKS ARE WHAT PROMPTED THE PICNIC TABLE AREAS. THERE'S A LOT OF CONCRETE THERE BECAUSE OF THE LONGER PARKING SPACES, THE ADDITIONAL PARKING CAN SEENR PATRONS THAT THAT COME TO THE 7-ELEVEN AS WELL AS ON THE SOUTH SIDE OF WHERE THE LITTLE PICNIC TABLES ARE, AND WITH ALL THE ADDITIONAL CONCRETE, EVEN WITH THE OPEN SPACE AND THE AMOUNT OF TREES AND GREEN SPACE THAT WAS INCLUDED, IT STILL SEEMED LIKE MAYBE THERE COULD BE SOMETHING

ELSE FOR ALL THE PEOPLE THAT ARE COMING TO EAT THEIR LUNCH THERE, INSTEAD OF HAVING TO SIT ON THE CURB. AND SO THAT'S WHERE THE IDEA OF THE PICNIC TABLES CAME FROM. AND THE 7-ELEVEN FOLKS THOUGHT THAT WAS A GOOD IDEA AND INCLUDED IT IN. SO THAT'S WHAT ALL THE PIECES ARE. SO THE THOSE THOSE BOXES, THOSE EASEMENTS ARE THOSE I ASSUME THEY'RE GOING TO BE SCREENED BY LANDSCAPING. IS WHAT IT SAYS IN THE PACKET. BUT WHEN I LOOK AT THE LANDSCAPE PLAN, IT LOOKS LIKE JUST THREE SIDES ARE SCREENED. AND IT LOOKS LIKE THEY'RE JUST KIND OF SMALL SHRUBS. SO I WAS JUST WONDERING, LIKE, CAN YOU GIVE ME AN IDEA OF PERSPECTIVE FOR HEIGHT AND ALL THAT THERE? I DON'T I DON'T KNOW IF THOSE ARE JUST SMALL BOXES. I JUST CAN'T UNDERSTAND. AND REALLY SO ON THE PULL THROUGH, I UNDERSTAND THE NEED FOR IT. AND THERE'S A CONTRACTUAL PRICE AGREEMENT THAT IS SET TO TAKE PLACE IN FEBRUARY THAT IS TIED TO INDICES. AND THEN FOR STORMWATER DRAINAGE, NO RATE INCREASE IS RECOMMENDED OR EXPECTED. IN THE LAST RATE INCREASE THAT WE HAD, IT WAS IN 2018. LOOKING AT THE DEBT SERVICE FUND, COUNCIL AUTHORIZED THE ISSUANCE OF 36.4 MILLION, FOR THE SERIES 2024, WE ARE ALSO REDEEMING SERIES 2014, WHICH THE PRINCIPAL AMOUNT LEFT ON THAT ISSUANCE WILL BE ABOUT 600,000, AND WE'RE ESTIMATING ABOUT $140,000 SAVINGS AND INTEREST BY THAT REDEMPTION, WE ARE LOOKING FORWARD TO POSSIBLY DOING A BOND ELECTION IN NOVEMBER OF 2025, BASED ON THE WAY WE BELIEVE THE PROPERTY TAX IS GOING TO GROW, WE BELIEVE WITHOUT A TAX RATE INCREASE, WE'LL BE ABLE TO AFFORD 152 MILLION FOR CONSIDERATION IN A NEW BOND ELECTION, THE DEBT SERVICE RATE IS INCREASING FROM THE 77 UP TO JUST OVER 18, SO WE DO HAVE TOWN POLICY THAT GUIDES US ON THIS. AND SO THESE RATE, YOU KNOW, WHEN WE COME BACK TO YOU NEXT YEAR AT THIS TIME, IT MIGHT NOT BE THAT HIGH, WE WOULD PROBABLY EXPECT THAT TO COME DOWN A LITTLE BIT, AND THEN LASTLY, I DID WANT TO DO A BENCHMARKING. AND SO THIS IS HOW OUR RATES FOR THE TYPICAL USER IN PROSPER, WHICH IS 13,000 GALLONS ON THE WATER SIDE AND 7000 GALLONS ON THE TREATMENT SIDE.
