THAT'S GOING 45 MILES AN HOUR WHEN IT HIT BRIDGEWATER. GOING INTO BOYER ELEMENTARY, DURING THE SCHOOL TRAFFIC IN THE MORNING, WE HAVE PEOPLE MAKING LEFT TURN LANES INTO BOYER. NOW, SPECIFICALLY, WHAT THOSE TWO PRIMARY MODIFICATIONS WERE, ONE IS TO REMOVE THE SPECIFIC DENSITY REQUIREMENT. WE HAD TALKED ABOUT WITH GOING TO WITH ALL OF THE OTHER PROPOSED AMENDMENTS, THERE WOULD BE DIFFERENT STYLE OF APARTMENTS. WE WOULDN'T HAVE THE GARDEN STYLE OR WHAT WE REFERRED TO AS WALKUP APARTMENTS ANYMORE. SO THERE WOULD TEND TO BE MORE STORIES, THE HIGHER STOREYS WOULD INCREASE THE DENSITY BECAUSE THE FOOTPRINTS WOULD STILL BE RELATIVELY THE SAME. BUT AS YOU ADDED EACH FLOOR, YOU WIND UP WITH ANOTHER LEVEL OF APARTMENTS. AND SO WE HAD TALKED ABOUT 40 UNITS TO AN ACRE, MAYBE 50 UNITS TO AN ACRE IS EVEN A REFERENCE, I THINK OF POSSIBLY 60 UNITS TO AN ACRE IN THE COMPREHENSIVE PLAN, NOT A RECOMMENDATION, JUST REFERENCES. AS FAR AS DISCUSSIONS ARE CONCERNED. SO WE BELIEVE THAT THE BEST WAY TO DEAL WITH THE ISSUE WAS JUST TO REMOVE THE SPECIFIC DENSITY REQUIREMENT COMPLETELY. REASON FOR THAT IS ANOTHER ONE OF THE PROPOSED AMENDMENTS WAS THAT ALL MULTIFAMILY DEVELOPMENTS WOULD [00:20:03] HAVE TO BE IN A PLANNED DEVELOPMENT DISTRICT, OR A PD IN THE PD SAYS WE'D BE ABLE TO SET WHATEVER THAT DENSITY WOULD BE SPECIFIC TO THE LOCATION AND THE SPECIFIC DEVELOPMENT ITSELF, AND SO THAT WAY EACH ONE WOULD BE CATERED, WHICH IS PART OF THE PURPOSE TO PLAN DEVELOPMENTS IN THE FIRST PLACE IS THAT EACH DEVELOPMENT AND EACH INSTANCE WOULD BE CATERED SPECIFICALLY TO THE LOCATION. THE SECOND MODIFICATION THAT WE ADDED IS THERE ARE TWO, AREAS, SPECIFIC AREAS WHERE MULTIFAMILY IS ALREADY ALLOWED AS PART OF THE PD THAT THEY ARE IN. THE PLAN DEVELOPMENT DISTRICT THAT THEY'RE IN, AND THEY'RE OLDER AND THEY HAVE FAR LESS REQUIREMENTS THAN WHAT THE NOT ONLY ARE NEWER REGULATIONS, BUT THESE PROPOSED REGULATIONS HAVE THEY ARE LIMITED TO THE 18 UNITS PER ACRE. BUT THAT IS ABOUT IT. AND SO THE CONCERN WAS IF WE REMOVE THE SPECIFIC DENSITY REQUIREMENT THAT POTENTIALLY WOULD ALLOW THOSE TWO THAT ARE LISTED WITH THE 18 OR EXCUSE ME, RESTRICTED WITH THE 18 UNITS PER ACRE, IT WOULD ALLOW THEM TO POTENTIALLY GET MORE. AND SO BY PUTTING IN THIS THIS SECOND CONDITION, IT STATES THAT IF THERE IS A PD THAT IS IN EXISTENCE THAT THESE NEW MODIFICATIONS AND AMENDMENTS TO THE ORDINANCE DON'T AFFECT, THEN WHATEVER REGULATIONS WERE IN PLACE AT THE TIME THAT PD WAS APPROVED WOULD BE THE ONES THAT COUNTED. I KNOW THAT SOUNDS LIKE GOBBLEDYGOOK, BUT IN IN SHORT, WHAT THAT MEANS IS IF THERE WAS A PD THAT WAS PASSED IN 2005, LET'S SAY THAT ALLOWED MULTIFAMILY AND THAT ALLOWANCE WAS FOR 18 UNITS PER ACRE, THEN THAT ORDINANCE AT THE TIME WAS WHERE THE 18 UNITS PER ACRE CAME FROM. SO IF SOMEONE CAME IN, WANTED TO DEVELOP THAT SITE AT THAT PD WITH THOSE MULTIFAMILY, THEN THE MAXIMUM THEY'D BE ABLE TO PUT IN WOULD BE 18 UNITS PER ACRE. IF THEY WANTED TO DO ANYTHING DIFFERENT, THEY WOULD HAVE TO AMEND THE PD. IF THE PD WAS AMENDED, THEN ALL OF THESE PROPOSED AMENDMENTS THAT WERE DISCUSSING BOTH PREVIOUSLY AND NOW WOULD COME INTO PLAY, AND THAT WOULD CAUSE IT TO BE SIGNIFICANTLY DIFFERENT THAN THAN WHAT IT WAS. THE REST OF THESE, PROPOSALS THAT WERE IN HERE, THESE ARE THE 12 THAT WERE IN THE MIX THE FIRST TIME WHEN IT WENT THROUGH PNC AND COUNCIL. WE CAN GO OVER ALL OF THESE. IF YOU'D LIKE. IT'S UP TO YOU. BUT THEY'RE ALL THE SAME. THE ONLY CHANGE THAT WE MADE. LET ME FIND IT HERE. AND IT MAY NOT BE IN HERE OR MAY HAVE TO GO TO. SO THAT WOULD ENSURE THAT IN EITHER CASE, WHETHER IT'S THE STRUCTURED GARAGE OR IT'S THE PODIUM STYLE, YOU DON'T SEE THE GARAGE BECAUSE IT'S COVERED BY THE SAME MATERIALS THAT THE REST OF THE BUILDING WOULD BE. AND SO THOSE ARE THE ONLY THREE PLACES THAT POTENTIALLY NEW MULTIFAMILY COULD GO, AND A COUPLE OF THOSE ARE MAXED OUT IF YOU WILL, FOR THE AMOUNT OF MULTIFAMILY THAT COULD GO THERE. SO IT WOULD, WOULD AGAIN, IT'S GOING TO TAKE THE SECOND PIECE OF THE PUZZLE, WHICH IT ALL HAS TO BE A PD OR A PLANNED DEVELOPMENT. AND THEN THE LOCATION IS IMPORTANT IN THAT DECISION FOR THE DOWNTOWN. IF FOR WHATEVER REASON, WE DECIDED TO PUT SOME MORE DOWNTOWN, EIGHT STORIES IS NOT APPROPRIATE BECAUSE THAT DOESN'T FIT WITH THE REST OF THE LANDSCAPE, IF YOU WILL, OF THE DOWNTOWN AREA. THE ONLY PLACE THAT EIGHT STORIES WE BELIEVE STAFF LEVEL THAT WOULD BE APPROPRIATE WOULD BE ON THE TOLLWAY, AND THAT WOULD BE IN CONJUNCTION WITH ANY HOTELS OR OFFICE BUILDINGS OR SOMETHING SIMILAR TO BOTH. PADERA AND THE ARTS DISTRICT. THE TWO DEVELOPMENTS THAT HAVE COME IN THAT HAVE BEEN APPROVED ON THE TOLLWAY, AND THEY HAD THE LIMITS OF EIGHT STORIES TOTAL.
