I WANTED TO PROVIDE AN UPDATE ON THE DOWNTOWN ADVISORY COMMITTEE TO THE ENTIRE COUNCIL. AS YOU KNOW, WE HAVE THREE COUNCIL LIAISONS, BUT IT'S NOT VERY OFTEN WHERE WE GET TO COME AND UPDATE YOU ON WHAT THE DOWNTOWN ADVISORY COMMITTEE HAS BEEN DOING FOR THE LAST EIGHT MONTHS. AND THEY HAVE DONE QUITE A BIT. SO JUST TO REVIEW THE DOWNTOWN ADVISORY COMMITTEE WAS APPOINTED BY COUNCIL LAST NOVEMBER AS AN AD HOC COMMITTEE. THEY HAVE EIGHT RESIDENTS AND THREE COUNCIL LIAISONS. SO I THOUGHT IT WAS IMPORTANT TO SEE HOW THE DOWNTOWN ADVISORY COMMITTEE ALIGNS WITH THE DOWNTOWN MASTER PLAN, SINCE THIS SERVES AS THE GUIDING DOCUMENT FOR THE COMMITTEE, AND THIS IS A SNAPSHOT OF THE SIX FOCUS AREAS OF THE DOWNTOWN MASTER PLAN. SO WE'LL SEE HOW THE COMMITTEE FITS IN WITH THAT. FIRST, FROM AN ORGANIZATIONAL STANDPOINT, THE DOWNTOWN ADVISORY COMMITTEE SERVES AS PART OF THE ORGANIZATIONAL FRAMEWORK FOR THE SUCCESSFUL IMPLEMENTATION OF THE DOWNTOWN MASTER PLAN. OTHER STAKEHOLDER GROUPS INCLUDE OF COURSE, THE TOWN COUNCIL, THE PROSPER EDC, THE CHAMBER OF COMMERCE, AND THE DOWNTOWN BUSINESS ALLIANCE. AND THERE MAY BE OTHERS. THE DOWNTOWN MASTER PLAN RECOMMENDS THAT EACH STAKEHOLDER GROUP HAS CLEAR ROLES THAT DEFINE THEIR RESPONSIBILITIES IN IMPLEMENTING THE PLAN. ALTHOUGH SOME GROUPS MAY HAVE OVERLAPPING ROLES. IN THE PHYSICAL IMPROVEMENT SECTION, THE DOWNTOWN ADVISORY COMMITTEE HAS ALREADY MADE SEVERAL RECOMMENDATIONS AND COMPLETED PROJECTS USING THE FUNDS ALLOCATED BY THE TOWN AND THE EDC. I'LL GO OVER SEVERAL OF THOSE PROJECTS IN A MOMENT, BUT SOME OF THEM INCLUDE A PARKING STRATEGY, A BRANDING PLAN, AND STREET FURNISHINGS, JUST TO NAME A FEW OF THE PROJECTS THAT WE'VE WORKED ON. IN THE FINANCIAL SECTION OF THE DOWNTOWN MASTER PLAN, AS MENTIONED BEFORE, THE TOWN AND EDC TOGETHER HAVE ALLOCATED OVER $1.4 MILLION TOWARD DOWNTOWN IMPROVEMENTS, AND THE TOWN COUNCIL CHARGED THE DOWNTOWN COMMITTEE WITH MAKING RECOMMENDATIONS FOR THE USE OF THOSE FUNDS. AND FINALLY, UNDER THE MARKET SECTION, THE DOWNTOWN ADVISORY COMMITTEE CONDUCTED A DOWNTOWN LOGO COMPETITION TO HELP REBRAND DOWNTOWN AND THE MONUMENTATION PROJECT THAT IS CURRENTLY IN THE DESIGN STAGE IS INTENDED TO HELP ESTABLISH DOWNTOWN AS A UNIQUE DESTINATIO. I'D LIKE TO PROVIDE AN OVERVIEW OF THE COMMITTEE'S WORK OVER THE PAST EIGHT MONTHS, MEETINGS STARTED WITH BRAINSTORMING SESSIONS CENTERED AROUND IMPROVEMENTS THAT THE COMMITTEE MEMBERS WOULD LIKE TO SEE IN DOWNTOWN IDEAS WERE VETTED AND DISCUSSED, AND THEN NARROWED DOWN TO ACTIONABLE PROJECTS.FROM THERE, A TOWN STAFF MEMBER WAS ASSIGNED TO EACH PROJECT TO GATHER INFORMATION, DEFINE THE SCOPE OF THE PROJECT, OBTAIN A COST ESTIMATE, AND ESTIMATE A TIMELINE FOR COMPLETION. IF THE COMMITTEE WAS IN AGREEMENT, THEN STAFF MOVED FORWARD WITH THE RECOMMENDATION. YOU HAVE A COPY OF THE PROJECT LIST IN THE AGENDA PACKET AT EACH COMMITTEE MEETING, THE MEMBERS RECEIVE UPDATES ON THE PROJECTS. JUST TO GIVE YOU AN IDEA OF THE COLOR CODING, THOSE THAT ARE STILL PENDING CONSIDERATION ARE IN WHITE PROJECTS THAT HAVE BEEN COMPLETED ARE MARKED IN GREEN, AND PROJECTS THAT ARE STILL IN PROGRESS ARE MARKED IN BLUE. THE PROJECT LIST IS UPDATED PRIOR TO EACH MEETING, AND THE MEETING AGENDAS ARE DRIVEN BY WHATEVER PROJECTS HAVE MADE PROGRESS OR NEED DIRECTION FROM THE COMMITTEE. SO I'D LIKE TO TAKE YOU THROUGH AN OVERVIEW OF THE PROJECTS THE COMMITTEE HAS WORKED ON. SO FAR. THE COMMITTEE WAS FORMED IN NOVEMBER, RIGHT BEFORE WE STARTED DECORATING FOR CHRISTMAS, SO ONE OF THE FIRST PROJECTS THEY RECOMMENDED WAS TO HAVE THE TREES ON BROADWAY LIT YEAR ROUND. SO WE HAVE EXPANDED OUR CONTRACT WITH OUR CHRISTMAS LIGHTING VENDOR TO DO THAT. WE ALSO ADDED ELECTRICAL OUTLETS TO THE LIGHT POLES ALONG MAIN STREET. THE PUBLIC WORKS DEPARTMENT DID THIS FOR US FOR A VERY MINIMAL COST. THERE WAS ALSO A DESIRE TO CHANGE THE LIGHT AND SIGN POLE COLOR FROM THE TRADITIONAL PROSPER BROWN TO BLACK. SO WE HAD A CONTRACTOR COME DOWNTOWN AND REPAINT OVER 40 ENLIGHTENED SIGN POLES. ANOTHER IMPROVEMENT THE COMMITTEE RECOMMENDED WAS ADDING TRASH RECEPTACLES TO DOWNTOWN AND BENCHES, CHOOSING BLACK TO MATCH THE NEWLY REPAINTED LIGHT POLE LIGHT AND SIGN POLES. ADDITIONAL BENCHES WILL BE INSTALLED ALONG THE WALKWAY BETWEEN THE TOWN HALL PARKING LOT AND BROADWAY. WE DESIGNATED SOME ADDITIONAL HANDICAPPED PARKING IN THE TOWN HALL NORTH PARKING LOT, AND ALSO INSTALLED NEW BANNERS AND POLE SIGNS ENCOURAGING RESIDENTS AND VISITORS TO USE THE FREE PUBLIC PARKING AT TOWN HALL. THE DOWNTOWN COMMITTEE INITIATED A LOGO COMPETITION FOR ALL PROSPER HIGH SCHOOL STUDENTS TO HELP REBRAND DOWNTOWN. OVER 50 STUDENTS ENTERED THE COMPETITION AND THE WINNER WAS RECOGNIZED AT

THE JUNE 25TH COUNCIL MEETING. MOVING ON TO PROJECTS THAT ARE IN PROGRESS, THE DOWNTOWN MONUMENTATION PROJECT IS PROBABLY THE LARGEST PROJECT WE HAVE TAKEN ON SO FAR. WHAT STARTED AS AN IDEA FOR AN ARCHWAY STRUCTURE IN DOWNTOWN HAS EVOLVED INTO A COMPREHENSIVE MONUMENTATION PLAN, COMPRISED OF A SERIES OF LARGE AND SMALL MONUMENTS TO BE PLACED THROUGHOUT DOWNTOWN. OLSON STUDIO WAS HIRED AS THE DESIGN CONSULTANT FOR THE PROJECT, AND IN JUNE, THE REPRESENTATIVES FROM OLSON TOOK THE COMMITTEE AND SEVERAL OTHER DOWNTOWN STAKEHOLDERS THROUGH A DESIGN CHARRETTE OVER THE COURSE OF THREE DAYS TO DEVELOP THE CONCEPT FOR THE DOWNTOWN MONUMENTATION. THE COMMITTEE WILL SEE THE LATEST CONCEPT RENDERINGS AT THEIR MEETING ON AUGUST THE 5TH. ANOTHER PROJECT THAT IS IN PROGRESS IS THE PAVING OF THE LOT AND ALLEY BEHIND THE EDC BUILDING. THAT'S THE AREA SHOWN IN PINK ON THE MAP. THIS PROJECT WILL PROVIDE ABOUT 30 TO 35 ADDITIONAL PARKING SPACES IN DOWNTOWN, AND THE ALLEY WILL PROVIDE ANOTHER ACCESS POINT. TO OTHER PROJECTS IN PROGRESS INCLUDE REPLACING THE EXISTING YELLOW BOLLARDS IN THE TOWN HALL PARKING LOT WITH LIGHTING, LIGHTING AND BOLLARDS TO ILLUMINATE THE WALKWAY AT NIGHT. ALSO, AN OUTDOOR WIRELESS SOUND SYSTEM TO PLAY MUSIC IN DOWNTOWN, AND SOME ADDITIONAL BENCHES ALONG THE WALKWAY. THERE ARE STILL SEVERAL PROJECTS THAT THE COMMITTEE IS CONSIDERING. ONE IS A PROPOSAL TO LIGHT THE SILOS. THAT ONE WE ARE WORKING ON SOME ADDITIONAL COST ESTIMATES DEPENDING ON THE LIGHTING PATTERN. THE COMMITTEE RECOMMENDS. WE'RE LOOKING AT OPTIONS FOR A DOWNTOWN PLAZA OR OPEN SPACE. CONSTRUCTION OF THE DOWNTOWN MONUMENTATION, WHICH IS A SEPARATE PROJECT FROM DESIGN THAT WE WILL FINISH FOLLOWING THE COMPLETION OF THE DESIGN PHASE. A PROJECT TO INSTALL HISTORICAL MARKERS IN DOWNTOWN, WHICH IS A JOINT PROJECT WITH THE PROSPER HISTORICAL SOCIETY AND THE COMMUNITY ENGAGEMENT COMMITTEE. WAYFINDING SIGNAGE DIRECTING VISITORS TO KEY LOCATIONS IN DOWNTOWN. THIS PROJECT MAY BE COMBINED WITH THE DOWNTOWN MONUMENTATION PROJECT. WE'RE LOOKING AT REFINISHING THE CONCRETE WALKWAY THAT RUNS FROM TOWN HALL TO BROADWAY TO CREATE A VISUAL PATHWAY TO DOWNTOWN, AND THE CREATION OF A MARKETING AND BRAND GUIDE THAT CREATES DISTINCT BRAND GUIDELINES FOR DOWNTOWN THAT IS SEPARATE FROM THE EXISTING TOWN LOGO AND BRAND. I DO WANT TO TAKE A MOMENT JUST TO APPRECIATE THE WORK OF THE DOWNTOWN ADVISORY COMMITTEE, FOR THEIR FOR ALL OF THEIR HARD WORK, THEY'VE BEEN MEETING EVERY TWO WEEKS SINCE NOVEMBER, AND THEIR HARD WORK HAS PRODUCED QUITE A BIT OF SIGNIFICANT PROGRESS IN A SHORT AMOUNT OF TIME. SO IN CONCLUSION, I'D LIKE TO SUBMIT A FEW IDEAS FOR COUNCIL TO CONSIDER REGARDING THE FUTURE OF THE DOWNTOWN COMMITTEE. SO ADDITIONALLY, I BELIEVE IT WAS BROUGHT TO MY ATTENTION THAT WHEN THE OTHER ITEMS THAT THEY DID THROUGH THE DOWNTOWN COMMITTEE WAS THE CONSOLIDATED MAILBOX, SECTIONS, I DON'T KNOW IF THAT'S I DIDN'T I THINK THAT WAS THE DOWNTOWN BUSINESS ALLIANCE DOWNTOWN. YES. THAT WAS THE GROUP THAT WORKS WITH THE EDC. BUT YES, THAT WAS A MAJOR IMPROVEMENT IN DOWNTOWN. THAT WAS DONE, I THINK, BEFORE THIS COMMITTEE WAS APPOINTED. COULD YOU AGAIN STATE THE SO WE GOT $1.4 MILLION THAT'S BEEN ALLOCATED TO THIS. WHAT WHAT OF THAT MONEY IS ACTUALLY THEY HAVE THEY HAVE ACTUALLY COMMITTED $1.1 MILLION OF THAT MONEY. OKAY. I WAS JUST TRYING TO FIND IT ON. AND THOSE ARE PROJECTS THAT ARE EITHER COMPLETE OR THE COMMITTEE HAS APPROVED AND ARE IN PROGRESS. YEAH. WITH THE MAJOR COMPONENT BEING THE PAVING ON THE LOT AND THE ALLEY BEHIND EDC, THAT IS A SIGNIFICANT PORTION. YES, SIR. I THINK THAT'S AROUND $400,000 WORTH. OKAY OKAY. THIS IS ONE THAT I HAVE NOT SEEN DURING THOSE ISSUES. AND SOME OTHER. IT WAS IT WAS MORE THAN JUST THE QUESTIONS. OKAY SO I GUESS THIS IS A CONSIDERATION TIME I WOULD LIKE TO SEE THIS COMMITTEE CONTINUE. AND MY INTENT WOULD BE THAT EVENTUALLY IT BECOMES A DOWNTOWN EVENTS COMMITTEE, ADVISORY AND EVENTS COMMITTEE. BUT I THINK WE STILL HAVE A LOT OF WORK TO DO DOWNTOWN. I HATE TO DISBAND THE COMMITTEE AT THIS STAGE OF THE GAME, AND I WOULD LIKE TO ALLOCATE JOINT EDC AND TOWN FUNDING TO THIS. IF THE COUNCIL WOULD SUPPORT THAT IF WE GO FORWARD. SO MY QUESTION WOULD. GREAT. SO IF THE COUNCIL SAYS YES, WHAT NUMBER IS THAT? SO ONCE THAT'S DONE, ABSOLUTELY. THAT ITEM IS GOING TO COME BACK TO YOU ONCE THE CONCEPT, THE CONCEPT DEVELOPMENT IS FINISHED. AND IF THE COMMITTEE DECIDES THAT THEY WANT TO MOVE FORWARD WITH CONSTRUCTION DOCUMENTS THAT WILL COME BACK TO YOU. SO THERE IS STILL WORK TO BE DONE. SO, WHAT I WOULD RECOMMEND IS, YOU KNOW, LET'S BUTTON UP THIS MONUMENTATION PROJECT, BRING THAT TO YOU, AND THEN MAYBE SEE WHERE WE GO FROM THERE. I THINK THE DOWNTOWN MASTER PLAN IS PRETTY ROBUST. I THINK THEY WILL HAVE WORK FOR THE NEXT FEW YEARS IF WE I MEAN, WE SORT OF FOCUSED ON ONE AREA OF THE DOWNTOWN AND KIND OF WANTED SOME IMMEDIATE, VISIBLE IMPROVEMENTS, YOU KNOW, AS CONSTRUCTION WAS GOING. BUT I THINK THERE'S A LOT MORE WORK TO BE DONE, I'M NOT SURE ABOUT A STANDING COMMITTEE JUST BECAUSE I THINK RIGHT NOW AS AN AD HOC, IT WORKS BECAUSE THEY HAVE A REALLY FOCUSED GOAL. I DON'T THINK WE KNOW EXACTLY WHAT THE FUTURE IS GOING TO BE FOR THIS COMMITTEE. SO I WOULDN'T MAKE IT A STANDING COMMITTEE YET JUST BECAUSE I DON'T THINK WE KNOW EXACTLY WHAT THAT FUTURE COMMITTEE IS GOING TO DO. AND THIS COMMITTEE HAS A LOT OF WORK TO DO STILL. AND EVEN IF THEY DECIDE TO PARE BACK THEIR MEETINGS A LITTLE BIT, I KNOW THEY WERE REALLY AGGRESSIVE AT THE BEGINNING BECAUSE THERE WAS SO MUCH THEY MIGHT WANT TO START MEETING ONCE A MONTH, EVEN. I'M NOT SURE, SO WE'LL HAVE THOSE ASSETS AND THAT WILL REALLY HELP US PUNCH UP OUR WEBSITE, WE ARE ALSO WORKING ON A DEDICATED WEB PAGE ON THE TOWN WEBSITE TO HELP SHOWCASE DOWNTOWN THE DINING, THE SHOPPING, THE VISITING, THE ENTERTAINMENT SO THAT WE CAN REALLY TRY TO FOCUS ON THAT. AND OF COURSE, WE'LL WE'LL WORK WITH THE EDC. THEY'RE DOING THE SAME THING ON THEIR END. WHILE THE TOWN WEBSITE WILL REALLY FOCUS ON DOWNTOWN AS A WHOLE, AS A DESTINATION AND NOT FOCUS ON PROMOTING INDIVIDUAL BUSINESSES, THE EDC PAGE, WHICH WILL KIND OF WORK IN TANDEM, WILL BE ABLE TO FOCUS THOSE SPECIFIC BUSINESSES AND HAVE LINKS TO THEIR, THEIR WEBSITES, THEIR SOCIAL MEDIA. SO WE'RE KIND OF WORKING ON THIS JOINT PROJECT TO PROMOTE DOWNTOWN AS A DESTINATION, AND OF COURSE, ONCE THAT IS UP AND RUNNING, WE'RE PLANNING ON LAUNCHING BOTH OF THOSE WEBSITES AROUND AUGUST THE 1ST, AND THEN WE'LL DO A PRETTY COMPREHENSIVE PR CAMPAIGN ON ALL OF OUR SOCIAL CHANNELS TO TRY TO GENERATE SOME INTEREST IN DOWNTOWN, AND THAT'LL BE AN ONGOING EFFORT. IT'S FULLY, CIP COMMITTEE, YES, WE MET, JULY THE 1ST. WE HAVE ANOTHER MEETING COMING, PROBABLY THE BEGINNING OF AUGUST, AND WE DISCUSSED THE PROSPER TRAIL PROJECTS. WE ARE GETTING AN OPINION OF COST FOR THAT. SO WE'LL MEET BACK UP AND MAKE RECOMMENDATIONS TO THE COUNCIL IN THE BUDGET CYCLE, WE ALSO LOOKING AT KIND OF FLIP FLOPPING A FEW PROJECTS JUST BECAUSE OF DELAYS DUE TO, RIGHT OF WAY ACQUISITION AND UTILITIES.
