HERE. WE ARE GOING TO GO TO OUR FIRST AGENDA ITEM, WHICH IS A PRESENTATION TO RECOGNIZE THE FINALIST AND THE WINNER OF THE DOWNTOWN LOGO COMPETITION, ROBIN BATTLE. THANK YOU, MAYOR AND COUNCIL, AND HAPPY BIRTHDAY, MAYOR, I'M HERE TO PRESENT THE FINALISTS AND THE WINNER OF THE DOWNTOWN LOGO COMPETITION. THIS COMPETITION WAS AN IDEA THAT WAS BROUGHT FORWARD BY THE DOWNTOWN ADVISORY COMMITTEE IN AN ATTEMPT TO REBRAND AND ESTABLISH A UNIQUE IDENTITY FOR DOWNTOWN. AS WE CONTINUE TO DEVELOPMENT OF DOWNTOWN PROSPER, THE COMPETITION TOOK PLACE OVER FOUR WEEKS IN MARCH AND APRIL OF THIS YEAR, AND IT WAS PROMOTED AT ALL OF THE PROSPER HIGH SCHOOLS, AS WELL AS THE PRIVATE SCHOOLS AND THE HOME SCHOOL COMMUNITY. WE HAD 51 SUBMISSIONS, SO I'M VERY PROUD OF THAT. OVER HALF OF THE APPLICANTS WERE NINTH GRADERS. ANOTHER THIRD WERE 10TH GRADERS AND THE REMAINING APPLICANTS WERE SPLIT BETWEEN 11TH AND 12TH GRADE. EACH APPLICANT WAS ASKED TO SUBMIT AN ORIGINAL DESIGN. ABOUT DOWNTOWN PROSPER, ALONG WITH THE SHORT PARAGRAPH EXPLAINING THE SYMBOLISM AND THE INSPIRATION BEHIND THEIR DESIGN. THE DOWNTOWN ADVISORY COMMITTEE REVIEWED ALL DESIGNS AND SUGGESTED A FEW MINOR REVISIONS. FOR A FEW I DO WANT TO THANK MEL KONACIK, OUR COMMUNICATIONS SPECIALIST WHO WORKED INDIVIDUALLY WITH THE FINALISTS AND THE WINNER TO REVISE THEIR DESIGNS AND TONIGHT I'M VERY PLEASED TO PRESENT THE THREE FINALISTS AND THE WINNER OF THE DOWNTOWN LOGO COMPETITION. THE WINNING DESIGN WILL BE USED AS THE INSPIRATION FOR FUTURE BRANDING AND MARKETING EFFORTS FOR DOWNTOWN PROSPER. SO FIRST UP, THE FIRST FINALIST IS ADDIE BOSWELL FROM PRESTONWOOD CHRISTIAN ACADEMY. AND I'M VERY PLEASED TO PRESENT THE WINNING DESIGN FROM DESTINI DONALD FROM PRESTONWOOD CHRISTIAN ACADEMY. DESTINY IS IN THE NINTH GRADE AND SHE IS HERE TONIGHT. SO I'D LIKE TO WELCOME HER FORWARD. DESTINY'S DESIGN ENCOMPASSES THE SILO, WHICH IS AN ICONIC SYMBOL OF DOWNTOWN PROSPER, AND A COUPLE OF THE THINGS SHE SAID IN HER PARAGRAPH WAS THE LOGO IS SIMPLISTIC AND MEMORABLE, AND SHE BELIEVES THIS LOGO SHOWS THE WARMTH AND SMALL TOWN FEELING THE DOWNTOWN PROSPER GIVES. CHRIS LANDRUM THANK YOU, MAYOR AND PROSPER TOWN COUNCIL, TO SPEAK TO A LITTLE BIT ABOUT WHAT A HOMESTEAD EXEMPTION IS. TO BE ELIGIBLE FOR A HOMESTEAD EXEMPTION. THE TAXPAYER WOULD NEED TO BOTH OWN AND OCCUPY THE PROPERTY AS THEIR PRIMARY RESIDENCE, AND ALSO TO MAKE SURE THAT THEY HAD AN APPLICATION FOR HOMESTEAD EXEMPTION, TO THE APPROPRIATE APPRAISAL DISTRICT BY APRIL 30TH. A LITTLE BIT ABOUT THE HOMESTEAD EXEMPTION. SO THE STATE MANDATED MAXIMUM THAT THE HOMESTEAD EXEMPTION CAN BE IS 20, THIS DOES HAVE A $5,000 MINIMUM ON IT. THE TOWN PROSPER'S CURRENT EXEMPTION IS AT 15, FOR YOUR CONSIDERATION TO NIGHT IS AN INCREASE UP TO 17.5, THAT WOULD BE A TOTAL HOMESTEAD SAVINGS OF, A LITTLE OVER 1.1 MILLION, WHICH IS AN AVERAGE SAVINGS TO EACH PROPERTY OWNER OF $111, AND THEN TO BE EFFECTIVE FOR THE 2025 TAX YEAR, THIS WOULD NEED TO BE SUBMITTED TO THE COUNTY AND APPRAISAL DISTRICTS BY JULY 1ST. ON THE SCREEN NOW IS A HISTORY OF THE HOMESTEAD EXEMPTION, SO IT WAS INTRODUCED IN 2017 AT 7.5% IN 2018 AND INCREASED TO TEN. IT STAYED AT TEN ALL THE WAY UNTIL 2023, WHERE IT WAS INCREASED TO 12.5, LAST YEAR IT WAS INCREASED TO 15. AND THEN STAFF RECOMMENDATION RIGHT NOW IN YOUR, FOR YOUR CONSIDERATION IS AN INCREASE TO 7.5. AND ON THE SCREEN HERE IS THE BENCHMARK CITIES THAT WE COMPARE TO, AND

TALK TO THEIR, ARCHITECTS, TALK TO THEIR DESIGNERS. AND REALLY, YOU KNOW, CAST A VISION. THIS WAS A BYPRODUCT OF THE RECOMMENDATION FROM THE DOWNTOWN COMMITTEE. SO, IT'S REALLY EXCITING TO SEE WHAT POTENTIAL IS GOING TO COME ABOUT FROM THAT.
