[4. Consider and act upon approval of the planned changes and additions to Celebrate Prosper.]
UPON APPROVAL OF PLAN CHANGES AND ADDITIONS TO CELEBRATE, PROSPER. THANK YOU FOR EXPORT.OUR ESTEEMED MEMBERS, WANTED TO COME TALK TO YOU ABOUT, SOMETHING WE'RE LOOKING TO DO.
EXCUSE ME. WHEN I WAS FIRST HIRED HERE A COUPLE OF YEARS AGO, ONE OF THE FIRST THINGS I WAS CHARGED WITH WAS CREATING AN EVENT WITH STAFF. THAT WAS ALL ABOUT PROSPER, PROSPER CENTRIC.
YOU'LL SEE THAT ON A SLIDE HERE. SO SO AFTER I KIND OF DID MY FIRST LAP AROUND THE SUN WITH EVERYBODY, IT DAWNED ON ME. WE ALREADY HAVE ONE. WE ALREADY HAVE IT. IT JUST NEEDS TO BE PUMPED UP A LITTLE BIT. AND, CELEBRATE PROSPER, WHICH HAS WAS , WAS UNDERGOING CHANGES BEFORE I GOT HERE, AND HAS EVOLVED OVER THE YEARS AND I THINK KEEPS GETTING BETTER, SO WE'RE TARGETING THIS WE'RE GOING TO COME TO YOU TONIGHT, AND IT'S KIND OF A TWOFOLD, IT'S ALSO WE'RE ALSO TALKING A LITTLE BIT ABOUT NEW RESIDENT MIXER AS A COMPONENT OF THIS. BUT, WE SAT WITH STAFF AND WE TALKED ABOUT WHAT ARE THE GOALS FOR CELEBRATE PROSPER. AND ONE IS CONTINUE TO EVOLVE, GET GET BETTER EVERY DAY , THE OTHER WAS THIS CAN BECOME OUR FLAGSHIP EVENT VERY EASILY, WE WANT IT TO BE PROSPER CENTRIC. LIKE I SAID BEFORE, INTERNAL GOAL. WE WANT TO KEEP INCREASING SPONSORSHIP OPPORTUNITIES. THAT'S FOR ALL OF OUR EVENTS, BUT ESPECIALLY THIS ONE, WE'VE GOT HEB BREAKING GROUND JUST ACROSS THE STREET, AND THEY'VE ALREADY TALKED TO US . THEY'RE INTERESTED IN MAYBE BECOMING A LITTLE MORE, OF A PARTNER ON THIS ONE, APPEAL TO A LARGER AUDIENCE IF WE OFFER MORE THINGS, WE SHOULD BE ABLE TO GET MORE PEOPLE COMING OUT. NOW. IT MAY JUST HAPPEN WITH THE WITH OUR GROWTH ANYWAYS. SO THAT'S SOMETHING WE NEED TO BE MINDFUL OF. AND THEN, AS ALWAYS, BE A PLACE WHERE EVERYONE MATTERS. I'M GOING TO GO INTO THESE FIRST SLIDES. MAYBE I SHOULD HAVE PUT IT'S A COUPLE SLIDES DOWN. I PROBABLY SHOULD HAVE PLACED THAT ONE FIRST. WE'RE NOT LOOKING TO GET RID OF MUCH OKAY. SO WHAT WE'RE DOING RIGHT. WHAT WE'RE DOING WELL WE'RE GOING TO CONTINUE TO DO THAT. AND YOU'LL SEE THAT NEXT SLIDE. BUT AS FAR AS PROPOSED CHANGES GO, WE WANT TO UPGRADE OUR ENTERTAINMENT, OUR MUSIC OFFERINGS. WE'VE HAD GOOD ENTERTAINMENT OUT THERE. WE'VE DONE A LOT OF COVER BANDS. THIS EVENT CAN HOST AN ACTUAL
[00:05:03]
RECORDING ARTIST. SO WHETHER IT'S SOMEONE THAT'S WELL KNOWN ON OUR RADIO OR WHETHER IT'S UP AND COMER LIKE WE HAVE THIS YEAR. JOSH WEATHERS, IF YOU HAVEN'T LISTENED TO JOSH WEATHERS BAND, FIND THEM ON YOUTUBE, GUY'S GOT A PHENOMENAL VOICE AND YOU WILL HEAR OF HIM IN THE FUTURE, WE'RE TALKING ABOUT POTENTIALLY A COMPONENT FOR A BATTLE OF THE BANDS, FOR LOCAL ARTISTS. DOESN'T MATTER IF YOU'RE ONE OF THE HIGH SCHOOLS OR IF YOU'RE A GROUP OF FIVE DADS THAT PLAN A GARAGE BAND. IF YOU'RE IN PROSPER, YOU GO TO A PROSPER HIGH SCHOOL OR SCHOOL, WE WANT TO DO SOMETHING LIKE THAT NOW. WE'RE NOT GOING TO HAVE THEM UP ON DURING THE EVENT PLAYING, BUT WE'RE TALKING. WE'VE GOT WE HAVE AN IDEA FOR A COMPONENT, MAYBE THROUGH SOCIAL MEDIA TO GET VOTES AND THEN MAYBE WE SEE WHAT WHAT COMES OF THAT. MAYBE WE INVITE THE WINNER, MAYBE WE IF WE'VE GOT 2 OR 3 REALLY GOOD ONES, WE HAVE THEM COME UP AND BASICALLY BE THE OPENERS ON STAGE FOR OUR BIGGER ACTS, AND THEN, YOU KNOW, WE STILL GET A LOT OF REQUESTS, FOR, FOR PROFIT VENDORS. WE'RE NOT GOING TO DO ANYTHING WITH THE NON WE'LL KEEP THE NON PROFITS. BUT WHY NOT. IF WE'VE GOT PEOPLE THAT WANT TO COME OUT AND OUR RESIDENTS ARE PEOPLE WHO ATTEND WANT TO SEE, THEY WANT TO BUY SUNGLASSES AND HATS AND FUN THINGS. WHY NOT. THIS ONE AND I ALWAYS I'M WORRIED WITH HIM AT MY BACK HERE BECAUSE I KNOW THIS ONE'S VERY SPECIAL TO HIM. BUT WE'VE ALREADY WE'VE ALREADY TALKED ABOUT IT A LITTLE BIT, THE GIVEAWAY OF THE FREE BARBECUE AND HOT DOGS AND ALL THAT. IT'S PROBABLY NOT A SUSTAINABLE ENDEAVOR, WE SHARE WITH YOU REMEMBER, WAS IT 15, 1600 DIFFERENT SERVINGS BETWEEN HOT DOGS, HAMBURGERS, BARBECUE SANDWICHES? LAST YEAR IT WAS A BIG NUMBER. YEAH. SO WE GAVE A LOT AWAY. IT WAS GREAT. IT'S A GREAT OPPORTUNITY FOR OUR COUNCIL TO ENGAGE WITH OUR RESIDENTS. WE LIKE TO TWEAK THAT. MAYBE WE GO ON A SMALLER, MAYBE IT'S ICE CREAM OR SNOW CONE OR COOKIES OR SOMETHING. WE WANT TO KEEP THAT COMPONENT, BUT JUST IN A DIFFERENT IN A DIFFERENT WAY, BECAUSE WE WANT TO BRING FOOD TRUCKS OUT. THERE ARE SO MANY COOL FOOD TRUCKS IN THE METROPLEX. YOU KNOW, WE'RE LOOKING AND FOR MULTIPLE REASONS, NOT ONLY JUST FOR, THE DIFFERENT KINDS OF FOOD, BUT DIVERSITY OF CULTURE AND CULTURAL FOODS AND THINGS LIKE THAT. IT'S HERE. SO, IF WE REALLY WANT TO PUNCH THIS UP, BECOME A BIG EVENT, THAT'S SOMETHING WE'D LIKE TO LOOK AT.WE'VE GOT OUR LOCAL ART ARTIST GROUP, THE VISUAL ARTS PROSPER. THEY'VE BEEN DIED. THEY NOW THEY COME OUT TO THIS EVENT. THEY CAN'T SELL ANYTHING BECAUSE WE DON'T ALLOW SALES OF ANYTHING.
WELL, LET'S LET THEM COME OUT AND SET UP AN ART AREA. AND WE MAY NOT HAVE TO JUST KEEP VISUAL ARTS PROSPER. WE HAVE OTHER TALENTED LOCAL ARTISTS. LET'S BRING THEM OUT AND SET UP AN AREA WHERE WE CAN HAVE AN ART SHOW. IT CAN BE PART OF THIS. SO THIS IS THIS IS A BIG ONE, NEW RESIDENT MIXER. SO, THE CC, THE CITIZENS ENGAGEMENT COMMITTEE HAD TALKED ABOUT PROPOSING MAYBE GOING TO A ONE NEW RESIDENT MIXER YEAR, SET UP A SET OF, EXCUSE ME, SET OF BI ANNUALLY.
LET'S GO ANNUALLY, THE NUMBERS HAVE DWINDLED A LITTLE BIT. THAT'S OKAY. WE YOU KNOW, WE OUR GROWTH IS NOT IT'S SLOWING A LITTLE BIT. BUT THE FIRST COUPLE WERE HUGE BECAUSE IT WAS THE FIRST TIME WE DID THEM. SO IT WAS A CATCH ALL FOR EVERYBODY ELSE. NOW THAT NUMBER IS DWINDLING A LITTLE BIT. SO THE THOUGHT WAS OKAY LET'S GO ONCE A YEAR I TOTALLY AGREE. OUR STAFF TOTALLY AGREE WITH THAT. COULD WE NOT MAKE IT A COMPONENT OF THIS EVENT? AND AS NEW RESIDENTS COME OUT, THEY STILL GET THEIR INVITATION. THEY COME OUT, THEY GO TO THE SPECIAL TENT AND WE JUST HOOK THEM UP WITH TOWN INFORMATION, SOME SWAG, T SHIRTS, WHATEVER THAT, WHATEVER THAT IS A LITTLE BACKPACK, COUPONS, WE COULD STILL HAVE TOWN REPRESENTATIVES THERE TO ANSWER QUESTIONS, BUT, GIVE THEM AN ELEVATOR, TURN THEM INTO VIPS, ELEVATE THEM AT THE EVENT, LET THEM. YOU KNOW, WE DON'T KNOW WHAT THIS IS. SO, AGAIN, THESE ARE JUST ALL IDEAS. WE HAVE NOT PUT ANY MEAT BEHIND THIS TO. HOW ARE WE GOING TO GET THIS DONE? IT'S ALL DOABLE. BUT ANOTHER IDEA, THIS ONE WAS KIND OF MET. IT WAS NOT, WE PROPOSED THAT THE CDC, SOME LIKED IT, SOME DIDN'T, ABOUT A MONTH AGO, I HAD A MEETING WITH, TRACY HECKEL WITH, CHAMBER OF COMMERCE, AND, SHE HAD TALKED ABOUT SHE'D BEEN APPROACHED ABOUT DOING A BARBECUE COMPETITION. AND HER ISSUE WAS THEY DON'T HAVE A VENUE TO REALLY PULL SOMETHING OFF LIKE THAT. WELL, WE DO NOW. I JUST DON'T HAVE NECESSARILY THE RESOURCES TO PULL THAT OFF. SO WE TALKED ABOUT, HEY, WOULD THIS BE SOMETHING MAYBE AGAIN, WE SET ASIDE ANOTHER PORTION OF THE PARK OR PARKING LOT, BRINGING SOME BARBECUE, FOLKS DO A COMPETITION. THE CHAMBER OF COMMERCE NEEDS FUNDRAISING OPPORTUNITIES. THIS COULD BE SOMETHING FOR THEM. THEY COULD INCORPORATE THIS WITH ENTRY FEES OR EVEN A TICKETED BARBECUE TASTING SOMETHING. AGAIN, JUST
[00:10:02]
IDEAS. SHE COULD ALSO BRING OUT THERE NEW BUSINESSES, PEOPLE THAT HAVE OPENED SHOP HERE IN THE PAST SIX MONTHS HERE. WHY NOT LET THEM COME OUT AND SAY, HEY, WE'RE NEW TO TOWN, COME SEE US, THE NEXT ONE, MULTICULTURAL COMPONENTS IT FOLKS. IT'S HERE. SO WE'RE A VERY DIVERSE COMMUNITY, WE'RE STARTING TO SEE REQUESTS FOR THESE TYPES OF ACTIVITIES. AND SO WE COULD DO WHETHER IT'S ART, ENTERTAINMENT, FOOD DOESN'T MATTER. BUT THERE COULD THAT COULD BE A COMPONENT OF THIS EVENT. AND I TALKED EARLIER ABOUT WE'RE NOT WE'RE NOT REDOING THIS EVENT. WE DO SOME THINGS VERY, VERY WELL. AND WE'RE VERY PROUD OF, OUR FAMILIES WITH CHILDREN WITH SPECIAL NEEDS. WE'RE GOING TO KEEP DOING THAT. COME HELL OR HIGH WATER. WE'RE GOING TO KEEP DOING THAT, WE'RE STILL GOING TO INVITE OUR LOCAL NONPROFITS TO COME OUT AND SHOW OFF, SHOW OFF THEIR, THEIR STUFF, WE'RE GOING TO KEEP DOING MUSIC AND ENTERTAINMENT AND THEN ALSO GIVES US AN OPPORTUNITY THIS BY CHANGING SOME OF THIS TO EVEN BRING OUT SOME ADDITIONAL VOLUNTEER, FOLKS WHO MAYBE NEED THE HOURS OR JUST WANT TO GET INVOLVED WITH THE TOWN. SO AND THIS WAS THE LAST SLIDE. THIS IS GOING BACK TO THE RESIDENT MIXER FOR THE LAST TWO RESIDENT MIXERS WERE ESTIMATING WE PROBABLY HAD BETWEEN 140, 150 RESIDENTS COME OUT BETWEEN THE TWO. WE PROBABLY SPENT ABOUT 14 $15,000 ON THOSE TWO EVENTS. SO YOU'RE LOOKING AT ALMOST ABOUT 100 BUCKS A PERSON.SO MAYBE THE BANG FOR THE BUCK ISN'T THERE. LET'S TAKE THOSE MONIES, ROLL IT INTO CELEBRATE, PROSPER AND REALLY KIND OF UPGRADE THAT EVENT. SO REALLY THAT'S WHAT I HAVE TO PROPOSE TO YOU. WE'D LIKE FOR YOU ALL TO JUST GIVE SOME FEEDBACK. HOW DO YOU FEEL ABOUT THAT OR ARE YOU OKAY WITH US MOVING FORWARD, NAMELY, THE NEW RESIDENT MIXER WOULD BE A BIG COMPONENT OF THAT , BUT JUST LOOKING AT NOW, AGAIN, THIS ISN'T ALL GOING TO HAPPEN THIS OCTOBER. THIS IS THESE ARE GOALS. THESE ARE THINGS WE WANT TO IMPLEMENT AS THOSE OPPORTUNITIES COME AVAILABLE. BUT WE WANT TO GROW THIS EVENT PROBABLY BE INSTEAD OF A WHAT ARE WE NOW 3 TO 7 TREVOR, DO YOU REMEMBER TYPICALLY FOR I TALKED TO SOME. YES I'M PAST FIVE. SO 5 TO 9. I THINK THIS YEAR WE'RE GOING TO DO 4 TO 8 JUST BECAUSE THE KIDS, IT'S STARTING TO GET A LITTLE LATE, THIS COULD POTENTIALLY SOMETHING LIKE THIS MIGHT BE A 12 TO 7, 12 TO 8:00. SO A FULL DAY EVENT INSTEAD OF THREE, FOUR HOURS. SO WE'RE JUST WE'RE REALLY WANTING TO LOOK AT THIS AND SEE WHAT WE CAN DO. WE'VE GOT A GREAT VENUE, INTERESTED PEOPLE, A COMMUNITY THAT WANTS MORE EVENTS AND BIGGER EVENTS. SO DAN, YOU, I LOVE WORKING WITH YOU. AND YOU, YOU SET THE BAR HIGH IN THE PAST IN RICHARDSON WITH THE WILD FLOWER FESTIVAL. AND SOME OF THE ART FESTIVALS LIKE COTTONWOOD PARK AND STUFF LIKE THAT. I THINK YOUR PRESENTATION IS AWESOME. I LOVE ALL OF THE IDEAS, I LIKE THE CHANGES. I LIKE THE THOUGHT BEHIND THE CHANGES AS WELL, KIND OF WEEDING OUT THINGS BECAUSE AS OUR COMMUNITY CHANGES, WHETHER IT'S THE DEMOGRAPHICS OR THE SPEED TO LIGHT, YOU KNOW, AS AS THE NUMBERS CHANGE, I THINK, I THINK ALL OF OUR, OUR, OUR AGENCIES KEEP THAT IN MIND REALLY. WELL, WHETHER IT'S POLICE AND FIRE, WHATEVER IT IS.
AND I JUST, I, YOU KNOW, CHEERS. I THINK I REALLY LIKE A LOT OF WHAT YOU PUT IN HERE. YOU KNOW, SOUTH LAKE DOES A GREAT JOB WITH THEIR TOWN CENTER ART FESTIVAL. THE COTTONWOOD IS ONE OF THE BENSON'S. DON'T MISS, YOU KNOW, AND WILDFLOWER FESTIVAL. AND RICHARDSON'S LIKE, KILLER. SO I WOULD BE REALLY EXCITED TO SEE, YOU KNOW, THE BIG NAMES THAT ONE DAY WILL BE IN CELEBRATE PROSPER. SO THAT'S COOL. SO I LIKE IT. I'M A FAN. THANK YOU. SO I LIKE THE IDEA OF THE COMMERCE BARBECUE THING. I KNOW IT'S NOT SOMETHING THAT YOU CAN DO THIS OCTOBER, BUT NEXT OCTOBER, YOU MAY WANT TO CONSIDER ADDING A COMPONENT TO THAT FOR THEM, BECAUSE MAYBE THEY CAN DO A CHARGING FOR A VIP SECTION TO BE CLOSER TO THE CONCERT. SO MAYBE THEY DO BARBECUE AND VIP AREA OR SOMETHING LIKE THAT. I THINK THAT WOULD BE A I MEAN, I'D PAY FOR THAT BECAUSE I WOULD WANT TO SIT CLOSE TO THE CONCERT. BUT, I THINK ALL THE IDEAS ARE GREAT, BUT LIKE THE VENDORS COMING IN, TO BE ABLE TO SELL IT JUST, JUST MAKES IT THAT MUCH MORE ROBUST FOR EVERYBODY THAT'S COMING. THE FOOD TRUCKS ARE A GREAT IDEA BECAUSE YOU CAN BRING IN DIFFERENT TYPES OF FOOD. YOU CAN BRING IN THE VEGETARIAN OPTIONS, YOU KNOW, BECAUSE I THINK THAT WE KIND OF NEED NEED IT A LITTLE BIT MORE OF THAT. THE LAST TIME. I THINK THAT IS THE HARDEST PART
[00:15:09]
IS WHEN YOU GET RID OF THOSE THINGS, RIGHT. THE COMPLIMENTARY FOOD. BUT AS WE GROW, THAT STUFF IS JUST NOT SUSTAINABLE. I MEAN, I THINK IT TOOK US, WHAT, 25 MINUTES TO RUN OUT OF FOOD.YEAH, WE RAN OUT. IT WAS SO QUICK. AND SO THAT IS HARD. AND SOMETIMES RESIDENTS MIGHT GO, WHAT? WHAT ARE WE DOING? RIGHT. AND GETTING RID OF THAT STUFF. BUT WE JUST HAVE TO AS WE GROW.
AND I THINK PUTTING IT ALL ON ONE NIGHT IS GREAT BECAUSE PEOPLE ARE SO BUSY AND WE MIGHT HAVE A BETTER CHANCE TO GET MORE PEOPLE SHOW UP AT IT IF WE JUST HAVE ONE EVENT. IT'S A GREAT IDEA. I THINK YOU'RE HEARING A LOT OF APPROVAL UP HERE, AND I'LL PUT IN MY $0.02 WORTH, AND BACKING YOUR YOUR IDEAS HERE. BASED ON THE ATTENDANCE OF THE LAST CELEBRATE. PROSPER, I THINK WE ARE AT A TIPPING POINT WHERE THIS IS GOING TO BE A BIG EVENT, IF NOT THIS YEAR, THEN THE FOLLOWING YEAR. AND AS YOU BRING PROFESSIONAL TALENT, IF YOU NEED TO UPGRADE YOUR MIC TALENT, I WILL NOT BE OFFENDED. WHAT'S THE BEST IN THE METROPLEX RIGHT NOW? OH, YOU'RE VERY KIND. THE BEST MONEY CAN BUY. THAT'S RIGHT, I'M FREE. ANYWAY, THE ONE THING THAT, AS YOU THINK ABOUT THIS, I LOVE THE BRAINSTORMING THAT YOU GUYS HAVE DONE. AND, AS YOU PUT THIS TOGETHER, SOMETIMES AS THESE EVENTS GROW, AS YOU KNOW, FROM YOUR EXPERIENCE, THERE'S A TENDENCY TO, BRING, BRING ALL COMERS, SO TO SPEAK, AND LOVE THE FACT THAT WE WANT TO ENTERTAIN THE IDEA OF BRINGING IN A BARBECUE COMPETITION AND THINGS LIKE THAT, AND THAT JUST MY ONE PERSPECTIVE IS THAT MAKE SURE THIS DOESN'T JUST BECOME, A PLACE WHERE EVERYBODY MATTERS. YES, BUT NOT EVERY PORTION OF AN EVENT NEEDS TO BE A PART OF THIS BIG CELEBRATION. SURE. SO IT JUST DOESN'T NEED TO BE LIKE A HOLDING PLACE FOR EVERYBODY WHO NEEDS A HOME, SO TO SPEAK. BUT, LOVE THE IDEAS AND WHERE YOU'RE HEADED WITH THIS, IT SEEMS TO BE PRETTY ARTS HEAVY, WHICH IS TERRIFIC. THAT'S PART OF OUR COMMUNITY HERE THAT I DON'T THINK GETS ENOUGH EXPOSURE AND WOULD BE FANTASTIC TO SEE THAT HAPPEN. GREAT. I AGREE, ESPECIALLY ABOUT THE ARTS PIECE. I KNOW FOR THE PARKS AND REC, YOU KNOW, PLAN FOCUS GROUPS, THAT WAS DEFINITELY SOMETHING THAT CAME THROUGH LOUD AND CLEAR, THAT THERE IS AN INTEREST. THERE'S A HUNGER FOR MORE OF THE ARTS COMMUNITY TO BE SHOWCASED. SO I AGREE WITH THAT. HAVE MORE OF A VEGETARIAN TYPE THING. ALSO SO YEAH, NOT JUST A BARBECUE. SO WE DO NEED A MOTION ON THIS ONE. OKAY I NEED TO CONSIDER AND ACT UPON THIS. SO DO. NOW WHAT WHAT EXACTLY ARE WE APPROVING? JUST THE IDEA OF EXPANSION OR EVERYTHING THAT ARE ON THE SLIDES. YEAH, WELL, JUST THE FACT THAT WE'RE OKAY LOOKING TO MOVE FORWARD WITH STARTING TO INCORPORATE NEW IDEAS. THE NEW RESIDENT MIXER BECOMING PART OF THE EVENT, AS OPPOSED TO HOLDING TWO SEPARATE EVENTS DURING THE YEAR. SO IS IT COMBINING THREE EVENTS BECAUSE YOU'RE DOING TWO NEW RESIDENT MIXERS AND CELEBRATE PROSPER. SO THEN WE'RE COMBINING TO ONE. YEAH, I GUESS FOR CALENDAR DATES. YES. OKAY, SO WITH THIS, NEW IDEAS ARE MORE BUDGET DOLLARS GOING TOWARD THIS EVENT. SO WE'LL HAVE SOME SAVINGS FROM THE NEW RESIDENT MIXER MEMBERS. WE CAN GO THAT ROUTE AND WE HAVE ASKED FOR ADDITIONAL FUNDING AND OUR BUDGET REQUEST. AND AGAIN I JUST AND I BECAUSE I DON'T WANT ANYBODY TO BE DISAPPOINTED. IF YOU COME OUT THIS YEAR. THESE ARE THINGS WE'RE LOOKING TO SCALE OVER THE NEXT HOWEVER MANY YEARS. SO IN THIS OCTOBER YEAR, IT WILL BE SIMILAR TO WHAT WAS LAST YEAR, CORRECT? YES. AND SOME OF THESE THINGS WE CAN DO FOR VERY LITTLE, I'M SORRY. LIKE THE, THE VENDORS FOR WHERE THEY CAN DO FOR SALE ITEMS. YEAH. I THINK THERE ARE SOME THINGS THAT WON'T COST US ANYTHING, MAYBE SOME TENTS, BUT WE CAN ALSO WE CAN ALSO CHARGE FOR TESTS TOO. AND THAT'S SOMETHING THAT WE'RE LOOKING TO DO. NOT NOT GORGE ANYBODY BUT AT LEAST COVER OUR COSTS ON THOSE THINGS. SO COACH GOUGE, PARDON ME, BUT THAT'S GOOD ON THOSE, DAN, BECAUSE THEN THOSE WHO WANT A PRIME SPOT. RIGHT. YOU CAN CHARGE THEM MORE.
YEAH. YES, MA'AM. BUT GOOD THINKING. ALL RIGHT, SO IF I UNDERSTAND THE PROPOSAL, MAINTAINING CELEBRATE, PROSPER. ADDING THE NEW RESIDENT MIXER FOR SURE. AND THEN EXPLORING OTHER OPPORTUNITIES TO EXPAND THE EVENT. IS THAT GENERALLY WHAT WE'RE SAYING THERE SOUNDS GREAT. OKAY. THAT IS, THAT'S THE PROPOSAL. DO I HEAR A MOTION TO ACCEPT? ARE YOU ALL BEING POLITE? I THINK I'LL SECOND YOUR MOTION. DO I HAVE AN OFFICIAL MOTION FROM YOU, KIM, AND A
[00:20:09]
SECOND FROM BOB OUT STANDING. ALL THOSE IN FAVOR? I ANY OPPOSED SO CONCLUDED. THANK YOU.PARKS BOARD. THANK YOU, LOVE THE IDEAS, NUMBER FIVE ON OUR LIST. CONSIDER AN ACT UPON, APPROVING
[5. Consider and act upon approval of the planned additions of baseball facilities by Prosper Baseball and Softball Association (PBSA) to Frontier Park. ]
THE PLANNED ADDITIONS OF BASEBALL FACILITIES BY THE PROSPER BASEBALL AND SOFTBALL ASSOCIATION TO FRONTIER PARK. SO, AGAIN, THIS WAS SOMETHING THAT WAS BROUGHT TO US, I'D SAY A FEW WEEKS AGO BY JAMES MCKEON, WHO IS THE PRESIDENT OF THE PSA, THEY ARE LOOKING, TO ADD SOME BASEBALL FACILITIES OUT OF FRONTIER PARK. AND WHEN I SAY FACILITIES, ONE WOULD BE A PRACTICE INFIELD, WHICH I'LL SHOW YOU SOME SOME IMAGES AND SOME, SOME COLOR BATTING CAGES IN VARIOUS AREAS. THEY JUST, LIKE ALL OF OUR OTHER SPORT ORGANIZATIONS, USE SPORT ORGANIZATIONS ARE STRUGGLING TO FIND PRACTICE SPACE AND GET ALL THESE KIDS IN, THEY'VE GOT SOME PRETTY CLEVER IDEAS ON HOW THEY CAN CREATE THESE SPACES AND MAYBE ESSENTIALLY ROTATE TEAMS THROUGH THEM. SO WEEK ONE OR I THINK THEY PRACTICE TWICE A WEEK , THEIR FIRST PRACTICE, THEY MAY HAVE AN ENTIRE BASEBALL FIELD OR THEY MAY SHARE IT WITH ANOTHER TEAM, OR THEY MAY HAVE IT FOR HALF THE TIME AND THEN MOVE OVER TO THE BATTING CAGE OR THE PRACTICE INFIELD. SO THEY'RE TRYING TO GET CREATIVE, WITH THESE ITEMS. SO, REALLY QUICKLY, PRACTICE INFIELD AND A MULTITUDE OF BATTING CAGES. I'LL SHOW SOME IMAGES OF THOSE AND LOCATIONS, THIS WOULD BE FULLY FUNDED THROUGH THE, PDSA. SO THEY'RE NOT ASKING US TO SPEND ANY MONEY. WE WILL HAVE SOME STAFF TIME ON IT, BECAUSE WE'RE GOING TO HAVE TO GO OUT THERE AND MAKE SURE THINGS ARE DONE CORRECTLY, BUT THEY HAVE A PROFESSIONAL, CONTRACTOR. THIS ISN'T THIS ISN'T A FATHER SON THING. THEY HAVE A LICENSED, CONTRACTOR WILL COME OUT AND HANDLE THIS, THE THROUGH AN ILA OR AN AGREEMENT BETWEEN THE TOWN AND PSA. THESE FACILITIES WOULD BE OUR PROPERTY NOW. WE WOULD BE RESPONSIBLE FOR A LOT OF THE MAINTENANCE. AND WE'RE STILL TALKING ABOUT THAT. WOULD THEY HELP US OUT? MAYBE REPLACING SOME FENCING OR NETS? WE'RE GOING TO SEE ABOUT THAT. BUT WHEN WE'RE TALKING ABOUT THIS I WANT THAT TO BE THAT'S PROBABLY WORST CASE SCENARIO. BUT THAT'S WHAT WE DO NOW, WITH OTHER FACILITIES. AND THEY ARE WANTING TO DO THAT THIS SUMMER, THEY WANT TO BE READY ONCE THE KIDS GO BACK TO SCHOOL. SO YOU SHOW YOU THIS IS AN IMAGE OF THEIR PRACTICE INFIELD. OR LOCATION. THIS WOULD BE JUST NORTH OF THE CURRENT BATTING CAGE. THIS IS ON THE WEST SIDE OF THE PARK, IF I CAN'T READ THE DIMENSIONS ON THERE, LET'S SEE, I DON'T SEE. ESSENTIALLY, THIS WOULD BE A BIG SLAB OF CONCRETE WITH ARTIFICIAL TURF ON TOP, AND IT WOULD BE TOTALLY ENCLOSED, WHETHER IT'S CHAIN, LINK FENCE OR NETS TO KEEP A BATTED BALL OR AN OVERTHROW FROM GETTING OUTSIDE THAT AREA, SO THAT'S SOMETHING WE WANT TO DO. WE WOULD MOST LIKELY REMOVE WE'VE WE'VE GOT SOME EXERCISE EQUIPMENT OR WHAT'S LEFT OF IT. IT'S NOT IN THE BEST SHAPE. IT DOESN'T GET USED. IT'S REALLY MORE IT'S MORE OF A PLAYGROUND. KIDS ARE CLIMBING ALL OVER IT AND IT'S PROBABLY NOT THE SAFEST THING. SO WE WOULD, GET THAT OUT OF THE WAY AND THEN THEY WOULD COME IN AND INSTALL THIS, THIS PRACTICE INFIELD, THIS IS THE NORTH COMPLEX UP BY THE EMPTY FIELD. SO THIS IS THESE ARE FIELDS SIX, SEVEN AND EIGHT. YOU CAN SEE THE GREEN SQUARES. THESE WOULD BE 30 BY 60. SO TWO, TWO BATTING CAGES IN EACH ONE. AND AGAIN THESE MAY NOT THERE MAY NOT BE THIS MANY. AND THEY MAY NOT BE THESE EXACT LOCATIONS BECAUSE WE'RE NOT GOING TO PUT THEM ON TOP OF A GAS LINE OR OTHER UTILITIES THAT WE HAVE. SO WE'RE GOING TO HELP THEM LOCATE THESE IN APPROPRIATE LOCATIONS. BUT THEY WANT THEM CLOSE TO THE FIELDS I GET IT. IT'S THEY CAN USE THEM AS WARM UP AREAS OR IN GAMES, SO ARE THE BATTING CAGES NETS OR ARE THEY FENCE? THESE WOULD BE MATT. WHAT ARE WE THE OUTSIDE OF? THE ONES WE HAVE NOW ARE FENCE AND THEN THE INSIDE TOPS. NET RIGHT INSIDE THE FENCE TOPS NET. SO IT'S A COMBINATION. OKAY. SO THIS WOULD BE ALL NET.OKAY OKAY. AND SO ARE THEY ALWAYS DOWN AND ALWAYS AVAILABLE I MEAN, IS THAT HOW THAT WORKS.
SO THESE COMPLEXES ARE SECURED RIGHT. SO WHEN THEY'RE OPEN YES, THEY'D BE AVAILABLE. SO THAT'S THE NORTHERN, COMPLEX. THAT'S THE SOUTHERN FIELDS ONE THROUGH FIVE. AND AGAIN WE WOULD WORK WITH THEM TO, TO LOCATE. I'M NOT WE THEY WANT TO KNOW WOULD WE BE AMENABLE TO THIS TO ON THIS. SO WE REALLY HAVEN'T HAD A WHOLE LOT OF DISCUSSIONS AS FAR AS OKAY. WELL HEY WE CAN DO HALF OF THEM OR WHATEVER. AND THIS MAY BE A MULTI YEAR PLAN FOR THEM AS WELL TOO. SO WE'RE WE'LL KNOW MORE ON THIS, AND AGAIN MATT AND I ALREADY TALKED A LITTLE BIT ABOUT IT. NOT ALL OF THESE ARE
[00:25:05]
GOING TO WORK WITH HER AT, BUT WE WOULD HELP THEM TO FIND, YOU KNOW, WE WANT THEM TO BE SUCCESSFUL IN THIS ENDEAVOR. SO I THINK IT'S A COOL IDEA. I PICKED UP A LITTLE HESITATION FROM MATT ON THE MATERIALS FOR CONSTRUCTION. SO NOT JUST FOR WEARS OUT BY THE INGRESS EGRESS.IT COULD BE A SAFETY. NOW WE CAN GIVE THEM FEEDBACK AND SAY, LISTEN, WE'RE NOT OKAY WITH WITH NET SITES OKAY. WE WOULD PREFER THAT TO BE CHAIN LINK FENCE FOR SAFETY REASONS. FOR LONGEVITY REASONS. SURE, SO WE HAVE THAT WE CAN GO BACK AND TELL THEM. I MEAN, WE AS A TOWN WILL BE MAINTAINING THEM RIGHT? YEAH. SO I MEAN, I THINK THE BETTER MATERIAL UP FRONT, THE EASIER CARE ON THE BACKSIDE SIDE, LONGEVITY, MAINTENANCE. AND I KNOW MATT'S STICKING LOOKING FOR MORE GRASS TO MOW AND RIGHT MORE PROJECTS. BUT YOU KNOW, I JUST I TRY TO LOOK AFTER YOU, MAN. WELL I WAS WORRIED ABOUT THE CHAIN LINK FENCE BECAUSE OF PEPPERING. YEAH THAT'S GOING TO GET ALL BENT UP. YEAH. AND ESTHETICALLY NOT IT'S NOT GOING TO LAST EVEN IF IT'S STURDY. SO THAT'S WHY I'M ASKING ABOUT THE NETTING VERSUS THE CHAIN LINK FENCE. THAT'S RIGHT. YEAH I KNOW THERE'S NETTING INSIDE THE CHAIN LINK FENCE. YEAH. NO THAT THAT IS WHAT I'M ASKING BECAUSE THAT ACTUALLY WORKS WHERE THEY DON'T ACTUALLY PEPPER THE ACTUAL CHAIN LINK FENCE JUST RIGHT. YEAH. AND THAT'S SOMETHING WE COULD GO BACK AND SAY WE WANT TO MIMIC WHAT WE CURRENTLY HAVE. YEAH.
OTHER QUESTIONS OR COMMENTS, WARRANTY FOR THE TURF. WOULD THAT SIT WITH US OR I WOULD SAY RIGHT NOW, IF YOU ALL ARE OKAY MOVING FORWARD WITH THIS, I WOULD COUNT ON WHATEVER'S OUT THERE, MATERIAL WISE, WOULD BE ON US. WE AGAIN, FUTURE CONVERSATIONS WITH PDSA, WE CAN SEE WE CAN NEGOTIATE SOME OF THAT IF THEY'D BE WILLING TO EITHER THROUGH SOME KIND OF, ANNUAL CONTRIBUTION FINANCIALLY OR IF IT'S. HEY, WE'RE CHANGING OUT THESE NETS. IT'S A 5050, SO WE NEED TO TALK TO THAT RIGHT NOW WITH THE FACILITIES WE HAVE, WE'RE ON THE HOOK FOR 100, RIGHT. THEY DON'T I DON'T THINK THEY THEY DON'T CONTRIBUTE TO ANYTHING RIGHT NOW. SO WE COULD ASK FOR THAT. OKAY BECAUSE I THINK RIGHT NOW THEY'RE USED TO PAYING FOR THEIR NETS AND STUFF WHEN THEY REPLACE THEM, LIKE AT REYNOLDS. RIGHT. BECAUSE WE DON'T DO THAT AS A SCHOOL DISTRICT. SO THEY'RE USED TO PAYING FOR THEM. SO I THINK THEY COULD CONTINUE TO REPLACE THEM OR GIVE US A LITTLE MONEY. SURE, SURE. AND IF WE WANT TO MAKE THAT WHEN WE MAKE THE MOTION, IF YOU WANT TO SAY NOT PUTTING WORDS IN YOUR MOUTH, WE'RE OKAY MOVING FORWARD BASED ON THEM PAYING FOR A PORTION OR ALL. THAT'S UP TO YOU ALL. OKAY ALL RIGHT. SO THE PROPOSAL ON THE TABLE IS MOVING FORWARD WITH THE REQUEST FROM PDSA. AND I'M, I GUESS WE DONBECAUSE WE DON'T HAL YET. AND AS A PART OF THAT PROPOSAL, NEGOTIATING WITH THEM, PARTIAL MAINTENANCE, SUPPORT FOR NETS AND OTHER MATERIALS THAT MIGHT GET, JUST THROUGH USE, GET TORN AND NEED REPLACING. IS THAT WHAT I'M UNDERSTANDING? YES, SIR. OKAY. THAT IS THE PROPOSAL. ALL. DO I HEAR A MOTION? I'LL MOTION. GOT A MOTION FROM DANIEL KNOX. DO I HEAR A SECOND? I'LL SECOND FROM VALERIE LITTLE. ALL THOSE IN FAVOR? AYE. ANY OPPOSED ? IT PASSES. THANK YOU. LET'S SEE HERE. I SEE COMMENTS FROM
[6. Receive staff updates: Recreation, Park Development, Parks Operations, and Director. ]
THE PUBLIC ON THE SCREEN, BUT I THINK WE'RE OVER ON STAFF UPDATES.GOOD EVENING. PARKS AND RECREATION BOARD MEMBERS. SO JUST A, RECAP ON WE DID KICK OFF OUR SUMMER CAMPS FOR THIS, FOR THE SEASON, FIRST OFFICIAL DATE WAS THE TUESDAY AFTER MEMORIAL DAY, SO THIS WAS OUR FIRST, WELL, THIS WAS OUR SECOND FULL WEEK OF SUMMER CAMPS. SO RIGHT NOW WE'RE OFFERING OVER, WE'RE OFFERING 20 PROGRAMS WITH 46 SEPARATE CLASSES, CURRENTLY
[00:30:01]
SITTING AROUND OVER 800 REGISTERED PARTICIPANTS FOR ALL SUMMER PROGRAMS. AND THAT DOES INCLUDE OUR SUMMER CAMPS AND OUR REGULARLY SCHEDULED PROGRAMS. AND SO WE'RE GOING EVERY SINGLE WEEK, WORKING AT, FOUR DIFFERENT LOCATIONS. AND SO, WE JUST WRAPPED UP TODAY OUR OUTDOOR CAMPS. SO, WE'VE, UNDERSTAND, IN OUR PREVIOUS AND OUR PREVIOUS MEETING, WE DID TALK ABOUT SOME OF THE, HEAT POLICY AND GUIDELINES. SO TO COMBAT THAT, THIS WEEK, YOU KNOW, WE ADDED SOME TEN BY TEN CANOPIES OUT THERE. MAKE SURE WE HAD, ICE WATER, EVERYTHING OUT THERE, MAKE SURE THEY'RE DOING THE BREAKS LIKE WE'VE REQUESTED. SO THINGS ARE RUNNING SMOOTH RIGHT NOW, AND WE'RE REALLY JUST LOOKING FORWARD TO IT. SO WE'LL HAVE SOME MORE UPDATES ONCE THE SUMMER CAMP SEASON HAS CONCLUDED. WE'LL HAVE MORE UPDATES BECAUSE WE DO ANTICIPATE MORE, REGISTERED PARTICIPANTS, SO IT'S JUST, GOT NEW STAFF MEMBER, THIS IS HER FIRST YEAR WITH THE ALYSSA BOYD, OUR RECREATION SPECIALIST. SO, AND THEN WE DID, WE WERE ABLE TO HIRE A PART TIME SEASONAL RECREATION ATTENDANT, AND SO THIS IS A ANOTHER STAFF MEMBER THAT'S ABLE TO KIND OF BE THE EYES AND EARS AND MAKE SURE THAT WE HAVE SOMEONE AT EACH LOCATION , SO THINGS ARE RUN SMOOTH SO FAR, AND WE'RE JUST LOOKING FORWARD TO ANOTHER SUCCESSFUL SUMMER. TREVOR, YOU KNOW, IT WAS YOU KNOW, IT WAS COMING, SHE HAVE 800 ISH PARTICIPANTS. WHAT DO WE HAVE? LIKE LAST YEAR, LAST YEAR WE WERE RIGHT UNDER A THOUSAND. IT WAS IN THE NINE. I WANT TO SAY IT WAS IN THE 980 RANGE, SO OUR GOAL SO WE'RE TRENDING IS THAT I MEAN, WE'RE NOT COMPLETED, IT'S HARD TO SAY BECAUSE WITH WE KEEP OUR TRACKING SYSTEM BASED ON THE FINAL COUNT. SO WE DON'T HAVE LIKE A IN JUNE, WE WERE AT THIS. OKAY, BUT, IT IS TRENDING IN THE RIGHT DIRECTION BECAUSE WE WERE ABLE TO, ADD A FEW ADDITIONAL CLASSES BECAUSE WE SAW THERE WERE SOME, AVAILABILITY AND SO OUR GOAL WAS TO GET OVER A THOUSAND, THAT'S BEEN OUR GOAL ALL SUMMER. SO WE'RE HOPING THAT, AND TO BE HONEST, THESE ARE REGISTERED PARTICIPANTS. I'M NOT INCLUDING, YOU KNOW, SOME OF THE I ALWAYS CALL THEM FREEBIES, BUT LIKE, SOME OF THE DIFFERENT PROGRAMS WE OFFER WHERE THERE'S NO ACTUAL REGISTRATION PROCESS, BUT THESE ARE ACTUAL REGISTERED PARTICIPANTS. SO WE'RE HOPING WE GET OVER A THOUSAND. IF WE DO, WE'LL THROW A PARTY, BUT BUT, IT'S TRENDING IN THE RIGHT DIRECTION. AND THEN REALLY, THIS YEAR, WE WERE ABLE TO ADD A WHOLE LOT DIFFERENT TYPES OF PROGRAMS THAT WE HAVEN'T OFFERED IN THE PAST. WE HAVE A OUTDOOR PROGRAM THAT WE'RE RUNNING, WE HAVE A FISHING CAMP, WE DID A VOLLEYBALL CAMP. WE'VE NEVER OFFERED THAT BEFORE. AND THEN ALSO THE STEM AND STEAM OFFERINGS, WE'VE, YOU KNOW, WE'VE GOT A DRONE CLASS, SO WE'RE WE'RE REALLY STARTING TO LOOK AT EXPANDING, JUST THE DIFFERENT SUBJECTS, DIFFERENT TYPES OF PROGRAMS THAT WE HAVE. SO WE'RE, I'LL DEFINITELY HAVE AN UPDATE FOR YOU, BUT WE'RE DEFINITELY HEADED IN THE RIGHT DIRECTION. YEAH, BOB, WE STILL HAVE OPPORTUNITIES FOR WE STILL HAVE SPACES AND CAMPS AND THINGS. SO WE ANTICIPATE GETTING MORE REGISTRATION THROUGHOUT THE SUMMER. SO SO THE 900 NUMBER FROM, FROM LAST YEAR WAS LIKE AT THE END OF THE PROGRAM. AND WE'RE STARTING IT. WE'RE AT 800 AND CHANGE. AND YES, MOVING FORWARD AND SO LIKE AND THEN THE 20 YEAH 20 PROGRAMS AND 46 CLASSES. WHAT WAS KIND OF LIKE THE MIX LAST YEAR. I DO NOT HAVE THAT INFORMATION IN FRONT OF ME, BUT I WILL DEFINITELY UPDATE YOU AT OUR NEXT PARK BOARD, MEETING JUST TO MAKE SURE THAT, WE CAN SEE. ARE WE INCREASING OR WE DECREASING? WE KIND OF STAYING ON THE SAME, BUT I'LL DEFINITELY HAVE THAT INFORMATION FOR YOU ALL. JUST YOU KNOW, JUST TO SEE IF WHAT WAS ADDED WAS REFLECTIVE OF THE PERCENTAGE OF GROWTH.RIGHT. DID DID WE ACHIEVE SOMETHING BY ADDING SOMETHING? YES AND JUST TO BE CLEAR, BECAUSE I KNOW IT'S A LITTLE CONFUSING, SOMETIMES YOU SAY, OKAY, WELL WHAT'S YOU KNOW, WHAT'S A PROGRAM, WHAT'S A CLASS . YOU KNOW, BECAUSE YOU COULD EASILY SAY IF YOU HAVE A, A, I'LL PICK ON ONE OF MY GROUPS THAT WE'VE BEEN HERE FOREVER. BOWLING SPORTS. THEY'RE A GROUP THAT RUNS MAINLY ATHLETIC CAMPS IN THE TOWN. SO IF YOU WERE TO SAY, YOU KNOW, BOWMAN SPORTS TO ME, THAT'S THE PROGRAM. AND THEY OFFER SOME SEVEN DIFFERENT OFFERINGS. WELL, THEN SOME PEOPLE MIGHT SAY, WELL, NO, THOSE ARE SEVEN DIFFERENT PROGRAMS. THE PROGRAM IS THE ATHLETICS. THE CLASSES ARE THE DIFFERENT TYPES THAT ARE OFFERED. SO IT'S A LITTLE CONFUSING. WHEN I FIRST STARTED, THERE WAS A LITTLE, DISCREPANCY ABOUT OR DISCREPANCY OF WHAT'S A PROGRAM, WHAT'S A CLASS. WE WANTED TO CLEAN THAT UP. SO WE'RE GIVING ACCURATE
[00:35:03]
INFORMATION ON. OKAY. AND THEN THIS IS ACTUALLY SOMETHING WE'RE PRETTY EXCITED TO PRESENT. SO, AS YOU KNOW, DAN MENTIONED EARLIER THAT CELEBRATE PROSPER CHRISTMAS FESTIVAL, WE'VE INCREASED OUR ADAPTIVE PROGRAMING. START OUT WITH CELEBRATE PROSPER. THEN WE BROUGHT THE CHRISTMAS FESTIVAL. WE HAD OUR SENSORY SANTA AND THEN WE WITH THE CHRISTMAS FESTIVAL ALSO, WE OFFERED, YOU KNOW, AN HOUR BEFORE THE ACTUAL EVENT STARTS TO BE ABLE TO CATER TO SOME OF THESE, FAMILIES WITH SPECIAL NEEDS. AND SO ONCE WE WERE ABLE TO KIND OF CONNECT WITH, AND, AND JUST TO BE HONEST, THE PISD BUILDING AND I APOLOGIZE, IS IT THE I THINK IT'S THE FAMILY. IT'S THE FAMILY EDUCATION. THE MALLARD BUILDING IS A FAMILY RESOURCE CENTER.YES. THANK YOU, THANK YOU. MY HEART. MY HEART? YES. MY HEART BUILDING. YEAH. THEY'VE BEEN GREAT AT HELPING US. KIND OF LEADING US TO WHERE WE'RE LEARNING MORE, YOU KNOW, THEY HAD ORIGINALLY COME TO US ASKING ABOUT WORKING WITH THE YOGA PROGRAM, AND THEN IT'S REALLY JUST KIND OF BLOSSOMED FROM THERE. AND THEY'RE RIGHT ACROSS THE STREET. SO IT'S ALWAYS AN EASY, YOU KNOW, BE ABLE TO GO THERE AND TALK WITH THEM AND SO ONE THING THAT THEY DO ON WEDNESDAYS IS THEY WOULD BRING THIS THEY WOULD BRING, SOME OF THE FAMILIES OF SPECIAL NEEDS OUT. THEY CALL IT GAME ON. AND THIS IS AN OPPORTUNITY FOR THE FAMILIES TO COME IN AND JUST, I MEAN, PLAY GAMES. I MEAN, WHETHER IT'S A BOARD GAME, YOU KNOW, WE SEE THERE'S A KINECT FOR THERE, JUST IT GIVES THEM AN OPPORTUNITY TO INTERACT AND JUST BE ABLE TO, NOT HAVE TO WORRY ABOUT SOME OF THE DIFFERENT DISTRACTIONS, SO THIS IS DURING THE SCHOOL YEAR. WELL, THEN THEY CAME TO US BACK IN MARCH AND SAID, HEY, LOOK, WE'RE NOT GOING TO BE OPEN DURING THE SUMMER. IS THIS SOMETHING THAT YOU THINK THE TOWN WOULD HAVE THE CAPABILITY TO, HELP WHILE WE'RE NOT IN? AND SO WE LOOKED AT, OKAY, YOU KNOW, WE WANT TO MAKE SURE THAT IT WAS FITTING IN, AND THIS IS ALSO BEING HELD AT THE 407 REC CENTER, SO WE WANT TO MAKE SURE THAT ONE WE WEREN'T, YOU KNOW, CONFLICTING WITH ANY TOWN RUN PROGRAMS, AND TWO, THAT WE WERE GOING TO MAKE SURE THAT WE HAD ENOUGH STAFF OR VOLUNTEERS TO MAKE SURE THAT, YOU CAN HAVE ENOUGH PEOPLE THERE TO KIND OF HELP, WHETHER THEY'RE PLAYING WITH THEM OR JUST KIND OF BE THERE. AND SO ONCE WE WERE ABLE TO KIND OF MAKE SURE THAT THERE WAS NO CONFLICTS, BASICALLY DECIDED, OKAY, WE CAN'T DO EVERY WEDNESDAY, BUT WE CAN DO EVERY OTHER WEDNESDAY, BECAUSE THE STAFF TIME AND, AND JUST, A FEW OTHER THINGS KIND OF GO INTO THAT. AND SO ALSO, YOU KNOW, ONE THING IS THIS IS WITH THE PC IS A EDUCATIONAL PIECE FOR THE PARENTS. AND SO WE GOT TOGETHER, MADE SURE EVERYTHING WORKED OUT, THEY DONATED THE GAMES. WE HAD SOME OF THE GAMES AND STUFF FROM, YOU KNOW, WHAT WE HAVE AT OUR EVENTS AND EVERYTHING. SO WE COMBINE THOSE. AND SO RIGHT NOW, WE'RE DOING IT EVERY OTHER WEDNESDAY AT THE 407 REC CENTER. THIS WAS ACTUALLY FROM, LAST NIGHT, SO, WE'RE IT'S A, RSVP IF WE CAN. NOW, WE'RE NOT GOING TO TURN AWAY ANYONE THAT SHOWS UP, BUT WE HAVE RSVP GOING TO MAKE SURE, BECAUSE AT SOME POINT, YOU KNOW, YOU WANT TO MAKE SURE YOU'RE NOT PUTTING TOO MANY PEOPLE IN THAT BUILDING BECAUSE YOU GOT TO THINK PARENTS ARE GOING TO BE COMING AS WELL, VOLUNTEER RAN. I MEAN, WE DO HAVE TOWN STAFF THERE AS WELL, AND IT'S BEEN GREAT, YOU KNOW, WE'VE TALKED ABOUT A COUPLE THINGS. WE GOT TO THE POINT YESTERDAY WHERE, YOU KNOW, WE WERE TRYING TO FIGURE OUT LOGISTICS OF PARKING AND EVERYTHING LIKE THAT BECAUSE THERE WERE A LOT OF FAMILIES THAT DID SHOW UP. BUT RIGHT NOW, I MEAN, WE'RE STILL ACCEPTING VOLUNTEERS, IF THERE'S IF YOU HAVE A TEENAGER OR PER HR, WE WOULD PREFER 16 OVER, BUT IF YOU HAVE A TEENAGER OR, KIDS, YOU KNOW, HOME FOR SCHOOL OR ANYTHING, AND MAYBE THIS MIGHT BE A GOOD OPPORTUNITY TO GET SOME VOLUNTEER HOURS, WE WOULD LOVE TO DO IT. IT'S VERY SIMPLE.
WE'LL JUST DO THE PROCESS KIND OF LIKE WE'VE ALWAYS DONE WITH OUR VOLUNTEERS, AND I CAN DEFINITELY HELP WITH THAT, BUT WE'RE EXCITED ABOUT IT. AND LAST YESTERDAY WAS THE SECOND, OFFERING THAT OR THE SECOND TIME WE'VE DONE IT. AND THIS WAS AN INCREASE IN, ATTENDANCE. SO, IT'S JUST SOMETHING IT'S ANOTHER, YOU KNOW, LIKE I'VE SAID BEFORE, IT'S ANOTHER JUST, OPPORTUNITY TO OFFER A DIFFERENT TYPE OF PROGRAM THAT, YOU KNOW, THERE'S A POPULATION IN THE TOWN THAT, WE WEREN'T OFFERING, AND NOW WE ARE. AND THEN, LIKE I SAID, HELP THEM WORK WITH PISD IS A REALLY GOOD RESOURCE AS WELL. SO LOOKING FORWARD TO IT. AND, LIKE I SAID, IF THERE'S ANY VOLUNTEER OPPORTUNITIES YOU WANT TO GET WITH ME AFTER THE MEETING, I'D BE MORE THAN HAPPY TO HELP OUT. THANK YOU VERY MUCH . THANK YOU. TREVOR SO, PARKS BOARD SOMETHING. TREVOR IS
[00:40:14]
COVERING EVERYTHING, BUT SOMETHING THAT HE DID NOT TELL YOU, JUST BECAUSE THAT'S NOT WHO HE IS. WE HAD, IT'S A COMPANY WE CONTRACT WITH SSA. IS THAT. THIS IS A NATIONAL, COMPANY THAT BASICALLY OFFERS PROGRAMS, SUMMER CAMPS ACROSS THE COUNTRY. WE GOT A CALL FROM THEM ABOUT TWO WEEKS AGO, AND THEY BASICALLY BAILED ON FIVE OF OUR CAMPS. SO I WANT TO GIVE BIG KUDOS TO TREVOR AND CECILY. YOU ALL HAVE MET CECILY. CECILY GOT ON THE HORN AND SHE STARTED TRACKING DOWN PEOPLE TO SEE IF THEY COULD COVER THOSE CAMPS IN A VERY SHORT AMOUNT OF TIME, WE WERE HOPING WE'D FILL 1 OR 2. THAT WAS OUR GOAL. CECILY GOT ALL FIVE FILLED. SO INSTEAD OF US THE NEXT MONDAY, MAKING PHONE CALLS TO DISAPPOINT 70 FAMILIES, SHE SHE SHE GOT IT KNOCKED OUT IN A COUPLE OF DAYS. AND SO THEY DON'T WELL, THEY'RE WATCHING TONIGHT. THEY KNOW. BUT, WE WERE ABLE TO, CECILY WAS ABLE TO, ROUND UP A FEW FOLKS, INCLUDING ANGELA LEWIS ON THE END, WHO'S GOING TO TEACH SURVIVAL SKILLS AT AT ONE OF OUR PARKS, THIS IS PART OF HER BACKGROUND. SO SO, ANYHOW, BIG KUDOS TO THE, THE REC STAFF FOR JUMPING IN AND NOT THEY'RE NOT JUST SITTING BACK, YOU KNOW, CALLING CONTRACTORS OR DOING THIS THAT THEY HAD TO GET THEIR HANDS DIRTY ON THIS ONE.AND REALLY, REALLY, ALTHOUGH IT WASN'T WASN'T THE TOWN'S FAULT. WE DIDN'T DO ANYTHING. WE HAD CONTRACTS WITH THESE FOLKS, BUT THEY JUST KIND OF PULLED THE RUG OUT FROM UNDERNEATH US, AND, AND WE WON'T BE USING THEM AGAIN. WE USE THEM. LAST YEAR THEY WERE GREAT. AND THESE HAPPEN TO BE FIVE PROGRAMS THAT ARE VERY UNIQUE SURVIVAL SKILLS, LIKE, THERE'S A IT'S A SURVIVAL SKILLS . THERE'S LIKE A FILM CLASS, THERE'S A FINANCE CLASS, I THINK THEY HAD LIKE A NEWS KIND OF STYLE. LIKE YOU SPEND THE WHOLE WEEK, LIKE SETTING UP YOUR WHOLE NEWS BROADCAST, AND THEN YOU, YOU KNOW, THE LAST DAY YOU KIND OF PUT IT OUT THERE, AND THEN DAN SAID, THERE'S FIVE PROGRAMS AT THE TIME THAT THEY, CHOSE TO MAKE THAT DECISION ON. THERE WAS 64 PARTICIPANTS TOTAL. WOW SO WE WERE ABOUT TO DISAPPOINT 64 DIFFERENT FAMILIES. AND THEN ALSO, YOU KNOW, THERE'S MORE THAT GOES INTO IT THAN MY CHILD OR, YOU KNOW, PARTICIPANT IS IN HERE. THERE'S VACATIONS, THERE'S SCHEDULING. THERE'S SO MANY DIFFERENT THINGS THAT GO INTO WHEN PEOPLE ENROLL IN THESE CLASSES. AND THEN YOU POSSIBLY JUST RUIN THEIR SUMMER BECAUSE OF SOMETHING THAT'S OUT OF YOUR CONTROL, SO, BUT LIKE DAN SAID, GREAT JOB BY CECILY, SHE WAS ABLE TO KNOCK IT OUT AND EVERYBODY WAS NOT THE WISER. I'M ACTUALLY GOING TO SAY DOUBLE KUDOS, BECAUSE THOSE CLASSES, THOSE ARE LIKE UNIQUE CLASSES, AS YOU JUST POINTED OUT, COUNCIL MEMBER RAY AND I COULD PROBABLY TEACH DODGEBALL. OKAY AND WE COULD TAKE CARE OF THAT. YOU CAN FIND DODGEBALL COACHES OUT THERE , BUT SURVIVAL SKILLS FILM THINGS LIKE THAT. THOSE FOLKS JUST AREN'T WALKING DOWN THE STREET. SO TELL CECILY GOOD JOB AND GOOD JOB ON THAT. YEAH. AND IT WAS THE SAME KIND OF RESOURCES BECAUSE I BELIEVE IT WAS ONE OF THE INSTRUCTORS IS A PISD TEACHER, YOU KNOW, SOMETHING LIKE THAT. SO IT'S THOSE RESOURCES OF, HEY, LOOK, WE'RE WE'RE WE'RE IN A BIND.
WE'RE IN A PINCH HERE. DO YOU KNOW ANYONE? AND THEN IT JUST ORGANICALLY GREW FROM THAT. AND IT WAS TAKEN CARE OF BECAUSE THE FIRST CLASS STARTED MONTH UPCOMING MONDAY, JUNE 17TH. SO WE HAD TWO WEEKS TO. YEAH, WE HAD TWO WEEKS TO FIND AN INSTRUCTOR FOR THAT. SO, SO YEAH, WE'RE VERY PLEASED WITH THAT. AND, AND I JUST SWIPE TO THE FOREHEAD WITH SWEAT. THANK YOU. COOL. THANKS, TREVOR. KURT. SORRY I MISSED YOU DURING ROLL CALL, BUT I ALSO REALIZED I.
TODD, WAS HERE AS WELL. SO TODD RICE, ANOTHER STAFF MEMBER I MISSED, EARLIER TODAY. OKAY.
GOOD EVENING. IT'S GOOD TO SEE YOU ALL AGAIN. I JUST HAVE A FEW BRIEF UPDATES ON SEVERAL OF THE CURRENT PARK DEVELOPMENT PROJECTS REGARDING THE MASTER PLAN UPDATE. WE HAD OUR SECOND ADVISORY COMMITTEE MEETING YESTERDAY EVENING HERE, KIND OF BACK BEHIND THIS ROOM. IT WENT VERY WELL. THE CONSULTANT CAME IN AND JUST KIND OF EXPLAINED THE RESULTS OF THE SURVEY TO THE COMMITTEE AND ALSO JUST KIND OF EXPLAINED TO HIM THE NEXT STEPS AND WHAT THEY'LL BE DOING AS WE MOVE ALONG WITH THE PROCESS. AND ONCE AGAIN, WE DID HAVE AN OUTSTANDING RESPONSE TO THE SURVEY. AND SO NEXT STEPS, THEY'RE GOING TO BE COMPLETING THE BENCHMARK STUDY. THEY WILL COMPLETE THE RECREATION PROGRAM ANALYSIS AND THEN THE CONSULTANT ALONG WITH STAFF WILL START WORKING ON DEVELOPING PRIORITY RANKINGS BASED ON ALL THOSE SURVEY RESULTS. AND WE WILL BE BRINGING THAT TO YOU. A DRAFT OF THAT PROBABLY IN THE LATE OUR AUGUST MEETING OR PERHAPS
[00:45:02]
SEPTEMBER KIND OF JUST DEPENDS ON HOW WELL IT GOES. SO, AND I WAS TALKING WITH VALERIE ABOUT THIS A LITTLE BIT BEFORE THE MEETING. WHAT WE'LL END UP WITH IS KIND OF A IT'S A DOCUMENT THAT WE'LL BE ABLE TO USE AS A TOOL MOVING FORWARD FOR THE NEXT 5 OR 10 YEARS THAT WILL INFORM US AND INFORM US ON HOW WE WANT TO SPEND THE DOLLARS THAT WE GET. SO ESPECIALLY WITH BOND PROGRAMS, AS WE PREPARE FOR THE NEXT BOND PROGRAM, WE'LL HAVE THIS TOOL TO HELP US DETERMINE WHICH OF THE HOW WE PRIORITIZE WHAT THE RESIDENTS TOLD US THEY WANT IN THEIR PARKS AND RECREATION SYSTEM. LIQUID PARK DEVELOPMENT IS MOVING FORWARD AS THE WEATHER ALLOWS. IT GOT PRETTY WET OUT THERE FOR A WHILE, BUT NOW THAT IT'S DRYING OUT, THEY ARE WORKING ON INSTALLING THE FENCING AROUND THE SPORT COURTS, WHICH YOU CAN SEE THERE IN THE PHOTO TRAIL.WORK IS NOW CONTINUING AGAIN. IT GOT DELAYED FOR MORE THAN A WEEK BECAUSE OF THE RAIN. THEY'RE GOING TO COMPLETE WORKING IT AROUND THE COURTS THERE, AND THEN RUN IT BACK OVER TO THE PLAYGROUND AND THE IRRIGATION SYSTEM. TRENCHING IS UNDERWAY RIGHT NOW AS WELL. THE PROJECT IS REMARKABLY STILL ON SCHEDULE DESPITE ALL THE WEATHER THAT WE'VE HAD. AND I'M PRETTY SURE WE'RE GOING TO BE DONE BY NOVEMBER, MAYBE DECEMBER IF WE HAVE MORE WEATHER, BUT IT'S LOOKING GOOD SO FAR THINGS HAVE GONE WELL. RAYMOND PARK THAT IS ALSO ONGOING AS WEATHER ALLOWS.
THE GMP TWO PACKAGE HAS BEEN FULLY EXECUTED. SO WE'VE GOT THAT OUT OF THE WAY AND NOW IT'S JUST CONSTRUCTION ALL THE WAY TO THE END. THEY'RE CONTINUING WORK ON GRADING ON THE FIELDS. THEY ARE INSTALLING STORMWATER DRAIN PIPE AND THE WATER LINES. THEY'RE ALSO STARTING TO WORK ON THE INSTALLATION OF THE IRRIGATION SYSTEM. AND SOON THEY WILL BE DIGGING. THEY'LL START THE EXCAVATION FOR THE DETENTION PONDS. THERE'S THREE OF THEM ON THE SITE. ONE OF THE THINGS, JUST TO GIVE YOU A HEADS UP, ONE OF THE THINGS THAT WE HAVE TO DO, THERE'S AN EXIT. THERE'S TWO EXISTING PONDS UP THERE. THE LARGEST ONE WE WILL NOT BE TOUCHING. THERE'S A SMALLER POND LOCATED IN THE SOUTHWEST, YEAH. SOUTHWEST CORNER OF THE PROJECT. WE HAVE TO TAKE THE WATER LEVEL DOWN SEVERAL FEET BECAUSE THEY HAVE TO GET IN THERE. THEY'RE DIGGING IT DEEPER SO THAT IT HAS LARGER CAPACITY FOR HOLDING WATER. AND SO WE'LL BE WORKING VERY CAREFULLY TO DO THAT SO THAT WE DON'T HAVE A CATASTROPHE. CATASTROPHE WITH DEAD FISH. BECAUSE TWICE IN MY CAREER I'VE WORKED ON PROJECTS, ONCE WITH WHEN I WAS WITH THE CITY OF ARLINGTON, AND BEFORE THAT, WHEN I WAS WITH THE CITY OF MESQUITE. AND WE HAD A SITUATION WHERE WE WERE DRAWING UPON DOWN, AND WE HAD BAD INFORMATION FROM THE ENGINEERS ON THE DEPTH OF THE POND, AND WE ENDED UP WITH SOME PROBLEMS WITH THE FISH. AND SO AND, TV MEDIA BECAME INVOLVED AND IT WAS NOT VERY PRETTY. SO WE WERE GOING TO BE WORKING VERY, VERY CAREFULLY TO MAKE SURE THAT WE DON'T HAVE ANY PROBLEMS WITH THIS SITUATION, JUST GIVING YOU ALL A HEADS UP. OTHERWISE, THE PROJECT HAS BEEN GOING FORWARD VERY SMOOTHLY. ANY QUESTIONS ON ANY OF THESE? GREAT. OKAY. THANK YOU CURT. THANK YOU. OPERATIONS. MR. FUR. GOOD EVENING EVERYONE. ALL RIGHT. SO THIS IS MY FAVORITE TIME OF THE YEAR. WE GET TO ACTUALLY DO THE SCIENCE BEHIND THE GRASS GROWING AND ALL THAT GOOD STUFF. UNFORTUNATELY, WE HAVEN'T GOT TO TOUCH ANY OF THAT YET, THE WEATHER, STORMS AND ALL THE THINGS THAT HAVE HAPPENED IN THE LAST SIX MONTHS HAVE PUT US WAY BEHIND ON EVERYTHING. SO A COUPLE OF THE PICTURES, THE TOP ONES HAZE, THE TOP RIGHT HAZE, PARK. THAT WASN'T EVEN DUE TO DAMAGE. THAT WAS DUE TO, THE HIGHLINE COMPANY, COMING THROUGH THERE, TRIMMING ALL THE TREES, MAKING GOOD V LOOKS AND JUST LAYING EVERYTHING OUT THERE FOR US. SO ONCE I REALIZED HOW MUCH IT WAS, WE FINALLY GOT THEM. THEY WERE ACTUALLY THEY COMPLETED THAT, TWO DAYS AGO, SO WE DIDN'T HAVE TO GO BACK OUT AND MESS WITH THAT. BUT ONE ON THE LEFT, THE BIG TREE, THAT'S A CORN GROVE. AND THE TOP OF THAT IS A BIG BEAD NEST, BEEHIVE AND ALL THAT GOOD STUFF. SO WE HAD A COUPLE OF BEES THIS YEAR, AND I DON'T KNOW IF Y'ALL CAN REMEMBER. I'VE TALKED ABOUT IT A COUPLE OF TIMES, BUT SOME OF THE EAGLE SCOUT PROJECTS THAT WE HAVE, ONE OF THEM THIS YEAR WAS, A KID DID, BEE BOXES. SO HE MADE US LIKE FOUR, I THINK. AND WE ACTUALLY GOT TO USE ONE OF THEM TO ATTRACT THE BEES FROM EXTRACTING BACON. CHUCK WASHBURN, THAT YOU ALL REMEMBER HIM, HE'S BEEN ON A FEW OF OUR BOARDS, SO HE ACTUALLY LIVED RIGHT ACROSS THE STREET FROM THAT ONE. SO HE'S ALWAYS, IF WE EVER SEE HIM, BEES. I'VE GOT CONTACT. WE GET TO GO OUT THERE AND LOOK AT THEM AND HE'LL TELL US YAY OR NAY OR, YOU KNOW, WE'LL DO SOMETHING DIFFERENT.
BUT HE'S HE'S GOT ONE OF THE BOXES AND MAKING SOME HONEY. NOW FOR US. TOWN HALL. THERE'S WE'RE IN THE PROCESS OF REALLY RAMPING UP ALL THE NEW PLANT MATERIAL, WHATEVER DIED IN THE SUMMER OF LAST YEAR OR THE WINTER OR WHATEVER HAS HAPPENED OVER THE LAST YEAR. SO WE'RE REDOING ALL
[00:50:03]
THOSE, MAKING EVERYTHING LOOK NICE FOR THE SUMMER WITH NEW, MULCH ADD, YOU KNOW, RETAIN THE MOISTURE AND ALL THAT GOOD STUFF. JUST A COUPLE MORE PICTURES OF TOWN HALL AND DOWNTOWN. IT'S TIME TO REPLANT EVERYTHING. A LOT OF OUR PROJECTS THAT WE'VE GOT GOING ON THIS YEAR ARE LOT OF SOD OPPORTUNITIES TO WE'RE GOING TO BE RESIDING COYOTE. SO IF YOU REMEMBER COYOTE GOING SOUTH, WE'VE GOT A LITTLE POND. IT'S RIGHT PAST, LAKEWOOD ACTUALLY, MAYBE RIGHT ACROSS OF IT ON THE SOUTH END. WE USED TO. IT'S A WATER. IT'S A STUDENT CROSSING, I GUESS. PEDESTRIAN CROSSING. AND WE'VE ALWAYS HAD THOSE GRASSES THAT GOT WAY TOO TALL, AND THEY STARTED TAKING THEM OUT AND HAD TO CUT OUT AND BUNCH STUFF. YOU COULD NEVER SEE THE PEOPLE TRYING TO CROSS. SO NOW WE'VE REDID ALL THEIR GATES AND WE ACTUALLY FINISHED THAT TODAY.NOW I'M IN THE PROCESS OF PURCHASING ALL THE I'VE GOT TO FIND IT TOO. IT'S IN SOUTH TEXAS , ALL THE SOD THERE, FIRE STATION. WE'VE STILL GOT THE WHITLEY PLACE PROJECT. GOING ON, SO WE'RE WAY BEHIND SUPER BUSY, ME AND OTHER TOWN STAFF WERE REALLY DOING DETAILED INSPECTIONS ON ALL OUR MEDIANS AND ALL THE THINGS THAT ARE COMING ON FIRST STREET, TEAL AND LEGACY. SO I'M OUT IN THE FIELD A LOT MORE RIGHT NOW, WHICH IS GREAT, BUT PROGRESS IS BEING MADE. IT'S JUST GOING TO TAKE A LITTLE MORE TIME. WE'RE FIXING TO REALLY RAMP UP EVERYTHING, GET FRONTIER PARK LOOKING AS GREAT AS WE CAN FOR THE JULY 1ST SHOWDOWN, FIREWORKS AND ALL THAT GOOD STUFF. SO BUSY. BEST TIME OF THE YEAR. AND, THAT'S WHAT WE GOT. GOOD QUESTIONS. ANY QUESTIONS? DID WE HAVE ANY DAMAGE FROM THE STORMS? LIKE THE TORNADO THAT, LIKE, WENT THROUGH SALINA? ANY OF THOSE WINDS OR ANYTHING DO ANYTHING TO. YES. WE HAD LOTS OF TREE DAMAGE, NOT.
IT'S PROBABLY THE STRAIGHT LINE WINDS THAT WE HAD, BUT WE HAD LOTS OF DAMAGE, CON GOT HIT PRETTY GOOD, OUR MEDIUMS, OUR NEW MEDIUMS WITH THE NEW TREES AND STUFF LIKE THAT, YOU KNOW, NO ROOT SYSTEM WHATSOEVER. SO THEY FELL OVER, WENT BACK AND CLEANED ALL THOSE UP, THE FLOODING THAT'S GOING TO BE ONGOING BECAUSE. SO TOWN LAKE HAS A LOT OF WATER THAT COMES INTO IT. AND WE LOST BOTH OF THE . SO GREEN'S POINT, WE'VE GOT A DOCK AND MY ACTUAL IRRIGATION PUMP IS ATTACHED TO IT. SO IT BROKE OFF. AND THAT'S GOING TO COST QUITE A BIT. THEN THE ACTUAL DOCK AT WHISPERING FARM SITE, IT BROKE OFF. WELL, THE KAYAK PORTION OF IT, BROKE OFF.
EVERYTHING ELSE IS STILL ANCHORED. WE'VE GOT IT. IT DIDN'T FLOAT AWAY OR ANYTHING.
THIS IS GOING TO TAKE A WHILE TO PUT IT BACK ON ITS PILLARS. IT ACTUALLY FLOATS AND GOES UP AND DOWN. BUT IT GOT SO HIGH IT FLOATED OFF. SO WE'RE WE'RE LOOKING I'M WORKING WITH THE CONTRACTOR TOO, AND TRYING TO FIGURE OUT WHAT THE BEST WE MAY HAVE TO DO SOMETHING MORE, I DON'T KNOW, PERMANENT IS THE ANSWER, BUT SOMETHING MORE STRUCTURAL SOUND THAN WHAT WE HAVE. OR WE SPENT A LOT OF MONEY ON THOSE DOCKS WHEN THEY BREAK OFF, AND IT HAPPENS EVERY TIME IT FLOODS. SO. SO THAT DOCTOR TALKING ABOUT ON THE WHISPERING THAT'S ON THE NORTH SIDE, IS THAT THE ONE YOU'RE THAT'S THE NORTH SIDE. OKAY. I, I WAS NOT AWARE THAT PARKS WAS IN CHARGE OF THAT. SO. OKAY YES WE CONTRACT. WE DON'T REALLY DO I MEAN WE DON'T HAVE IRRIGATION OR ANYTHING. SO IT'S BASICALLY A PLASTIC PROPERTY. WE MOW IT AND TRIM THE TREES AND TRY TO MAKE IT, YOU KNOW, USABLE ESPECIALLY, AND STUFF LIKE THAT. BUT, NOW INSIDE THE ACTUAL. SO THE THEY CALL IT THE HORSE TRAILS BECAUSE EVERYTHING FURTHER NORTH WE MAINTAIN THAT AT A HIGHER LEVEL IT'S IRRIGATED AND ALL THAT KIND OF STUFF. OKAY BUT AROUND THE PARK OR THE POND ITSELF, IT'S ALL THAT WATER CAME UP TO THE PARKING LOT. THERE WAS A CAR THAT GOT FLOODED. IT STAYED THERE OVERNIGHT FOR SOME REASON, SO THAT WAS SOME PRETTY GOOD DAMAGE. BUT THAT'S GOING TO TAKE US A LONG TIME. ONCE IT ACTUALLY GETS BACK DOWN, DRIES OUT. WE'LL HAVE TO GO IN THERE AND GET ALL THE, YOU KNOW, TREE LIMBS, ALL THE TRASH, AND IT TAKES A WHILE. SO GREENSPOINT IS EVEN YOU CAN'T EVEN WALK ON THE WALKING TRAILS BEHIND THERE. IT GETS ALL THE WAY UP TO THE HOUSING FOR THE RETAINING WALLS. THEY'RE BUILT WAY UP, SO THERE'S NO FLOODING, BUT IT'S A BIG MESS WHEN WE HAVE TO CLEAN IT UP. SO LOSE A LOT OF SOD BECAUSE IT JUST DROWNS, SITS THERE. BUT IT'S HAPPENED BEFORE
[00:55:05]
WE GET IT BACK IN SHAPE. JUST TAKES A LITTLE LONGER THAN USUAL. THANK YOU FOR UPDATING.ABSOLUTELY. GOOD. GREAT. THANK YOU MATT. THANK YOU ALL. AND THE DIRECTOR'S REPORT OKAY I'M GOING TO DO A LITTLE FOLLOW UP TO KURT'S RAYMOND COMMUNITY PARK. OF UPDATE, THIS IS MORE TO DO WITH, SOME ADDITIONAL, SO LAST MONTH WE TALKED TO YOU GUYS ABOUT KIND OF WHAT OUR STRATEGY WAS MOVING FORWARD WITH, MOVING FORWARD WITH, THE CONTINGENCY FUNDS THAT WE HAD IDENTIFIED MULTIPLE BID ALTERNATE ITEMS THAT IF THOSE CONTINGENCY FUNDS MAKE IT THROUGH CONSTRUCTION, WE WANT TO BE ABLE TO START PICKING THOSE ITEMS AND CONSTRUCTING THEM, ONE OF THE THINGS THAT WAS IDENTIFIED WAS THE WELL SYSTEM. AND WE TALKED ABOUT THAT, LAST MONTH, WE'RE WE CAN BUILD THIS PARK WITHOUT A, WELL, SYSTEM, BUT YOU'RE LOOKING AT 250, $300,000 A YEAR IN WATER COSTS, PLUS RESTRICTIONS ON WATER USE, WHICH IS TOUGH AROUND ATHLETIC FIELDS. WE WENT THROUGH THAT, SO WHEN WE PRESENTED THIS TO THE CIP SUBCOMMITTEE, THEY WERE ALL ON BOARD, WITH TRYING TO FUND THAT OUTSIDE OF THE PROJECT FUNDS, SINCE THE LAST TIME WE ALL MET AND THE CIP SUBCOMMITTEE MEETING, WE FOUND SOME BOND FUNDING THAT WAS SET ASIDE FOR FUTURE TRAILS. NOW, FUTURE TRAILS ARE VERY IMPORTANT. SO WE FIRST OF ALL, WANT TO SAY WE'RE NOT TRYING TO SHORT ANYTHING, WE HAVE $1.9 MILLION RIGHT NOW AVAILABLE. IN ALL OF OUR CURRENT TRAIL PROJECTS, EITHER HAVE FUNDING OR IN LINE OR ARE IN LINE FOR SOME GRANT FUNDING. SO WE FEEL PRETTY GOOD RIGHT NOW THAT THIS 1.9 IS AVAILABLE TO USE FOR ANOTHER PROJECT. AND WE GOT THE THUMBS UP FROM OUR FINANCE COMMITTEE, FINANCE DEPARTMENT COMMITTEE, FINANCE DEPARTMENT. SO WHAT WE WOULD LIKE, AND THIS HAPPENED VERY LATE, OR VERY EARLY THIS WEEK. SO IT WAS NOT ENOUGH TIME TO GET IT ON THE AGENDA FOR YOU GUYS TO VOTE ON. BUT I'M LOOKING MORE FOR SOME HEAD NODS OR, OR, YOU KNOW, JUST A OR IF THERE'S ANY, ANYONE WHO'S CONCERNED WITH US MOVING FORWARD WITH WHAT I'M ABOUT TO TELL YOU, THEN YOU CAN JUST GIVE US THE HEADS UP AND WE'LL WE'LL MOVE A DIFFERENT DIRECTION, BUT WHAT WE'D LIKE TO DO IS TAKE THAT 1.9 AWARD, THE, WELL, BID TAKE THE 1.2 OUT OF 1.9. GET THAT WELL GOING. WE KNOW IT'S IMPORTANT, IT FINANCIALLY IT MAKES SENSE.
RIGHT ONCE WE GET 4 OR 5 YEARS DOWN THE ROAD, WE WILL HAVE SPENT $1.2 MILLION JUST IN THE WATER. SO WHY NOT GET THAT MONEY UP FRONT, HAVE A UNLIMITED USE OF WATER, FOR THAT PARK AND SAVE THEM. SAVE THOSE FUNDS, WHAT WE'D ALSO LIKE TO DO, BECAUSE, YOU KNOW, WE HAD LISTED OUT AND I'VE GOT IT ON THE NEXT PAGE, THESE ITEMS WERE THE ONES WE WERE REALLY LOOKING FOR. THAT'S $1.2 MILLION WORTH OF WORTH OF PROJECTS. WE MOST LIKELY AREN'T GOING TO MOVE THROUGH THAT $1.2 MILLION CONTINGENCY FUND WITHOUT SPENDING ON SOMETHING. I THINK WE'D BE FORTUNATE TO HAVE HALF OF THAT LEFT OVER, WE FEEL ALL THOSE ITEMS ARE FAIRLY IMPORTANT. SO BY ESSENTIALLY USING THE REMAINDER OF THAT 1.9 MILLION, WE CAN PUT THAT TOWARDS THAT CONTINGENCY TO HELP US GET A MORE COMPLETE PARK. SO THAT'S WHAT I'M COMING TO YOU TODAY FOR. JUST TO SAY, ARE YOU GOOD WITH US MOVING FORWARD? WE WILL ASK FOR ADDITIONAL MONIES IN THE NEXT BOND PROGRAM FOR ADDITIONAL TRAILS. THE TRAILS ARE GOING TO WE'RE GOING TO KEEP BUILDING TRAILS AS PROPERTY IS GET DEVELOPED, DEVELOPMENTS DEVELOP AND WE HAVE TO START CREATING LINKAGES BETWEEN THOSE, WE'RE GOING TO NEED FUNDING TO DO THAT. BUT WE DO HAVE FUNDS RIGHT NOW THROUGH PARK DEVELOPMENT FEES. SO IF SOMETHING POPPED UP BETWEEN NOW AND THE NEXT BOND AWARD, WE HAVE FUNDS THAT WE CAN MAKE SOME OF THOSE THINGS HAPPEN, SO WE'RE LOOKING THIS RIGHT NOW IS THAT 1.9 REALLY ISN'T ASSOCIATED WITH ANYTHING, I THINK OUR FINANCE DEPARTMENT WOULD LIKE TO SEE IT GET ALLOCATED TO SOMETHING DEFINITE. WE KNOW WE HAVE A NEED AT RAYMOND COMMUNITY PARK, SO WE'RE ASKING YOU ALL TO ALLOW US TO MOVE FORWARD, SO TO SPEAK. WE'VE GOT TO GO TO, THE CIP SUBCOMMITTEE TO GET THEIR APPROVAL TO DO THIS AS WELL. BUT WE FEEL LIKE IF YOU ALL BLESS THIS, WE'VE CHECKED TWO BIG BOXES ALREADY, AND WE THINK IT'S MONEY WELL SPENT. SO WITH THAT, WHAT, YOU GUYS HAVE ANY QUESTIONS OR ANY CONCERNS, I LOVE IT, THE AT WHITLEY PLACE, WE HAVE ONE, TWO, THREE WHAT? FOUR, FOUR PONDS THAT WORK? WE HAVE A WELL SYSTEM, FOR WATERING
[01:00:11]
. IF WE DIDN'T HAVE OUR, WELL SYSTEM, WE WOULD BE, LIKE, IN A MAJOR HURT. YEAH. AND, I DON'T KNOW, MAYBE. SHAME ON ME. I DIDN'T KNOW THAT THERE WASN'T A, WELL, SYSTEM DISCUSSED FOR RAYMOND PARK, BUT I THINK IN TODAY'S WORLD, WITH THE CONCERN ABOUT WATER, I THINK IT WOULD BE CRAZY NOT TO PUT A WELL SYSTEM AT RAYMOND PARK. SO I THINK IT'S GREAT. OKAY, I ECHO THAT, AND I APPLAUD YOU FOR DOING THE DUE DILIGENCE TO LOCATE THIS MONEY AND, AND BE ABLE TO, YOU KNOW, TO, TO KIND OF HOPEFULLY USE IT FOR THIS, THIS, WELL, SYSTEM BECAUSE I DO THINK THAT THAT IS A NEED AND I IMAGINE TIMELINE WISE, IT WOULD NEED TO MOVE FORWARD RELATIVELY QUICKLY. YES, MA'AM. YES. IT DOESN'T SOUND LIKE SOMETHING WE COULD GO BACK AND RETROFIT IN THE PARK. IT'S NOT IMPOSSIBLE, BUT IT WOULD. IT WOULD COST MORE THAN 1.2 MILLION. WELL, AND YOU'RE GOING TO PAY FOR SOME THINGS TWICE, BECAUSE A LOT OF THE, INTERNAL COMPONENTS FOR THE IRRIGATION SYSTEM, A PUMP YOU'RE PUMPING WATER OUT OF A POND, YOU'RE NOT. SO YOU'VE GOT SEDIMENT AND ALL KINDS OF JUNK IN THERE. SO THERE'S FILTERS AND THINGS. SO WE WOULD IT WOULD COST US MORE EVENTUALLY TO COME BACK AND RETROFIT. PLUS THE PLUS THE WATER COSTS WERE GOING TO BE YOU KNOW, SO, SO THE, THE, THE, WHAT IT SOUNDS LIKE YOU'RE SOLVING FOR HERE WHEN YOU'RE ASKING FOR THESE FUNDS TO FLOW THROUGH, IS REALLY KIND OF A CASH FLOW ISSUE, NOT A BUDGET ISSUE. THERE WILL BE MONEY AS AS I'VE HEARD YOU SAY, FOR THE TRAIL PROJECTS LATER ON. IT'S JUST BECAUSE OF THE URGENT TIME AND TIMING OF EVERYTHING. THANK YOU THAT AT THIS MONEY IS NEEDED NOW AND HENCE WHY YOU'RE BRINGING THIS TO THE BOARD. OKAY, COOL. THE GRANTS THAT YOU MENTIONED ARE THOSE GRANTS THAT HAVE ALREADY WE'VE ALREADY BEEN AWARDED. NO, NO. SO NO GUARANTEE. RIGHT NOW WE ARE WORKING AS A COLLIN COUNTY. SO IT'S A MATCHING FUND TYPE GRANT. SO WE HAVE DOLLARS, THAT WE'VE REQUESTED IN THE UPCOMING BUDGET, TO FOR OUR MATCH. AND THEN COLLIN COUNTY OF THE DEEM THESE PROJECTS WORTHY I GUESS THEN THEY'LL FUND THEIR PORTION OF IT. SO, THIS TOWN HAS HAD SOME REALLY GOOD LUCK WITH THAT. CURT AND I AND OUR PATHS HAVE GONE THROUGH THESE PROGRAMS. THEY'RE PRETTY GOOD. SO WE FEEL LIKE THERE SHOULD BE SOMETHING COMING FORWARD WITH, AT LEAST SOME OF THOSE PROJECTS. AND WITH THE PARK. EXCUSE ME? WITH THE, TRAILS. I CAN'T THINK OF A SCENARIO WHERE WE'D BE, LIKE, SITTING AROUND GOING, OH, MY GOSH, I WISH WE HAD THAT MONEY RIGHT NOW. YOU KNOW, THERE'S NOT GOING TO BE AN URGENCY NEED WITH WITH THE TRAIL. I DON'T THINK TYPICALLY NOT. OKAY. ALL RIGHT. OH. APPLICATIONS ON THE LINE. I DID I WAS JUST CURIOUS BECAUSE I KNOW THERE ARE SOME TRAILS PLANNED FOR DENTON COUNTY. DOES DENTON COUNTY HAVE KIND OF A SIMILAR PROGRAM, THAT WOULD BE ELIGIBLE FOR I'M SURE THERE ARE.WE KIND OF DO SIT BACK AND THEY TYPICALLY WILL ADVERTISE, BUT THERE'S A BOMB PROGRAM OUT THERE BECAUSE THEY WANT TO GET THE MONEY'S ALLOCATED. I MEAN, THERE IT'S JUST IT'S IMPORTANT FOR THEM TO GIVE IT, SO WE ARE WE HAVE A GRANT ADMINISTRATOR WITH THE TOWN, SO SHE WILL GIVE US A HEADS UP. SOME OF US ARE ON EMAIL LISTS, SO WHEN SOMETHING COMES OUT, WE GET NOTIFIED. SO WE WILL WE WILL LOOK AT EVERYTHING. SOME OF THEM MAKE SENSE. SOMETIMES THEY'RE VERY SPECIFIC GRANTS. THAT MAY NOT BE WHAT WE NEED AT THIS TIME. SOME OF THEM REQUIRE MORE UP FRONT MONEY AND MAYBE DEPENDING ON TIMING, WE MAY NOT HAVE THOSE RESOURCES TO DO THE MATCH OR WHATEVER. BUT THIS ONE SEEMS TO WORK OUT PRETTY WELL. SO WE WOULD, WE'RE WORKING ON THE APPLICATION FOR THOSE NOW, WE WOULD KNOW PROBABLY IN OCTOBER, MID TO LATE OCTOBER IF WE GET THOSE GRANTS. OKAY. SO AGAIN, NO VOTE OR I'M SORRY, NO COMMENTS. OKAY. NO VOTE NEEDED. JUST IF I WOULD JUST SAY IF YOU'RE CONCERNED ABOUT US REALLOCATING THOSE DOLLARS, YOU CAN TELL ME RIGHT NOW STAND DOWN AND WE WILL STAND DOWN. AND I DON'T THINK I'VE HEARD THAT. OKAY. I'M NOT SEEING A MAD RUSH TOWARD YOU RIGHT NOW. DAN I THINK YOU'RE IN GOOD SHAPE. SO THOSE ARE THE
[01:05:02]
ITEMS. SO WE'RE GOING TO GIVE YOU A BREAK, NEXT MEETING WILL BE AUGUST 8TH. WE'RE GOING TO GIVE YOU YOUR SUMMER BREAK IN JULY, SO WE'RE GOING TO CANCEL THE JULY 11TH MEETING. NOW, IF THERE WAS AN EMERGENCY CAME UP OR WE NEEDED SOMETHING, WE COULD ALWAYS CALL IT OR DO WHAT WE NEED TO DO. BUT RIGHT NOW, WE'RE NOT SEEING ANYTHING, THAT'S GOING TO NEED APPROVAL IN THE NEXT TWO MONTHS. SO BEFORE THE NEXT BEFORE THE AUGUST 8TH MEETING. SO IF YOU ALL ARE OKAY, YOU CAN CERTAINLY SAY NO. DAN, WE WANT TO MEET JULY 11TH. I'M NOT HEARING THAT. THEY'RE GOING TO IF YOU GUYS JUST WANT TO COME OUT AND HANG OUT WITH THE LOBBY ON JULY 11TH, YOU HAVE NOTHING ELSE TO DO. PLEASE FEEL FREE. I DON'T KNOW THAT I'LL BE HERE UNLESS YOU TELL ME TO, SO WITH[7. Request for future agenda items. ]
THAT, THANK YOU FOR YOUR TIME TONIGHT. COOL. THANK YOU. ANY REQUESTS FOR FESUTURE AGENDA ITS FOR THE, I GUESS, THE AUGUST 8TH MEETING? I DON'T WANT A FUTURE AGENDA ITEM.
