THE OTHER IS GOING TO BE, THE BEST PUBLICATION WAS OUR NEW ANNUAL REPORT. THIS WAS SOMETHING VERY NEW THAT WE'VE NEVER DONE BEFORE. THIS WAS A COMPREHENSIVE REPORT THAT WE, WORKED WITH ALL THE DEPARTMENTS ON. SO I DO WANT TO THANK ALL THE DEPARTMENTS ON THEIR CONTRIBUTIONS AND HELPING US GET THOSE NUMBERS FOR THIS REPORT AND FOR MEL AND ALL HER HARD WORK ON REALLY COMPILING IT TO MAKE IT LOOK SO BEAUTIFUL, SO THIS WAS, OUR FIRST PLACE AWARD, WE WERE UP AGAINST, 240 CITIES. THERE'S 30 AWARD CATEGORIES, AND, THERE WAS THERE WERE 688 TOTAL AWARD ENTRIES. SO OBVIOUSLY WE HAD A LOT OF COMPETITION, YOU KNOW, AS MORE SMALL CITIES CONTINUE TO POP UP, THAT'S JUST CREATING MORE AND MORE COMPETITION FOR US. AND SO, WE'RE REALLY THANKFUL JUST TO GET THE OPPORTUNITY TO, YOU KNOW, STAND OUT FROM OUR, OUR NEIGHBORING COMMUNITIES. THE DOWNTOWN ADVISORY COMMITTEE WAS APPOINTED IN NOVEMBER OF 2023 WITH THE PURPOSE OF HELPING TO IMPLEMENT THE DOWNTOWN MASTER PLAN. SINCE THAT TIME, THE DOWNTOWN ADVISORY COMMITTEE HAS MADE SEVERAL RECOMMENDATIONS FOR IMPROVEMENTS TO DOWNTOWN PROSPER. AMONG THE PROJECTS IS THE IDEA OF A SERIES OF DECORATIVE ARCHWAYS, OR MONUMENTS THAT WILL CREATE A UNIQUE IDENTITY FOR DOWNTOWN, PROSPER, AND ESTABLISH DOWNTOWN AS A DESTINATION FOR RESIDENTS AND VISITORS. IN MARCH OF THIS YEAR, THE DOWNTOWN ADVISORY COMMITTEE RECOMMENDED THE TOWN SEEK STATEMENTS OF QUALIFICATION FROM QUALIFIED FIRMS FOR THE CONCEPTUAL DESIGN AND PLANNING OF THE DOWNTOWN ARCHWAY STRUCTURE PROJECT. THE TOWN RECEIVED FIVE PROPOSALS, AND THE TOP THREE FIRMS WERE INVITED TO GIVE PRESENTATIONS TO THE DOWNTOWN ADVISORY COMMITTEE.ALSO IN STUDIO WAS SELECTED AS THE TOP FIRM FOR THE PROJECT. OLSEN STUDIO HAS EXPERIENCE WITH SIMILAR PROJECTS INCLUDING GRANDSCAPE IN THE COLONY AND MULTIPLE OTHER DOWNTOWN GATEWAY AND STREETSCAPE PROJECTS. OLSEN DEMONSTRATED A STRONG UNDERSTANDING OF THE IMPORTANCE OF CREATING A SENSE OF PLACE IN DOWNTOWN PROSPER AND THE IMPACT THAT THE RIGHT MONUMENTATION CAN HAVE ON ENHANCING THE DOWNTOWN ENVIRONMENT. THE SCOPE OF SERVICES IN THE PROPOSED AGREEMENT OUTLINES SERVICES PROVIDED BY OLSEN THROUGH THE CONCEPTUAL DEVELOPMENT STAGE.
PHASE ONE IS COMPRISED OF A KICKOFF MEETING WITH STAFF AND THE EVALUATION OF EVALUATION OF EXISTING CONDITIONS IN DOWNTOWN. STAFF WILL PROVIDE OLSEN WITH GIS DATA. THE LOCATION OF UTILITY INFRASTRUCTURE, SURVEY DATA AND PAST STREETSCAPE STREETSCAPE CONSTRUCTION DATA.
PHASE TWO IS COMPRISED OF A COLLABORATIVE DESIGN WORKSHOP CALLED A CHARRETTE. OLSEN'S DESIGN TEAM WILL MEET WITH THE DOWNTOWN ADVISORY COMMITTEE AND A FEW OTHER STAKEHOLDERS THREE TIMES OVER A THREE DAY PERIOD TO DEVELOP A CONCEPTUAL DESIGN FOR THE DOWNTOWN MONUMENTS. OLSEN WILL PROVIDE HAND-DRAWN CONCEPTS AND ELEVATIONS THAT WILL BE EDITED AND REVISED OVER THE COURSE OF THE MEETINGS. BASED ON THE COMMITTEE'S FEEDBACK, RESULTING IN A DRAFT MONUMENTATION MASTER PLAN AND INITIAL CONCEPT DESIGNS. WHILE THE INITIAL IDEA FROM THE COMMITTEE INVOLVED A SERIES OF ARCHWAY STRUCTURES, THE MONUMENTATION PLAN BY OLSEN COULD INCLUDE OTHER ELEMENTS OTHER THAN THE ARCHWAYS. THE FINAL COMPONENT IS PHASE THREE, WHERE OLSEN WILL INCORPORATE FEEDBACK FROM THE CHARRETTE PROCESS TO PRODUCE FINAL CONCEPTUAL DESIGNS FOR THE PROPOSED MONUMENTS. THE FINAL CONCEPT DESIGN MASTER PLAN COULD HAVE JUST ONE PRIMARY MONUMENT IN DOWNTOWN, OR IT CAN BE COMPRISED OF A FAMILY OF MONUMENTS THAT ARE COHESIVE IN DESIGN BUT MAY VARY IN SIZE AND SCALE, AND APPEAR IN VARIOUS LOCATIONS THROUGHOUT DOWNTOWN. PHASE THREE WILL ALSO INCLUDE AN OPINION OF PROBABLE CONSTRUCTION COSTS FOR THE PROJECT, AND THREE DIMENSIONAL COLOR RENDERINGS OF THE MONUMENTS SELECTED BY THE CHARRETTE PARTICIPANTS. THE PROJECT FEE FOR PHASES ONE THROUGH THREE IS $62,900, PLUS ADDITIONAL REIMBURSABLE EXPENSES UP TO $3,600 FOR AN AMOUNT NOT TO EXCEED $66,500. THIS PROJECT WOULD BE FUNDED THROUGH THE DOLLARS THAT WERE ALLOCATED TO THE DOWNTOWN ADVISORY COMMITTEE BY THE TOWN AND THE EDC FOR DOWNTOWN IMPROVEMENTS. THE ESTIMATED TIMELINE FOR COMPLETION IS APPROXIMATELY FOUR MONTHS AFTER THE CONCEPTUAL DEVELOPMENT PROCESS IS COMPLETED. THE DOWNTOWN COMMITTEE AND THE COUNCIL WILL HAVE THE OPTION OF MOVING FORWARD WITH A PREPARATION OF CONSTRUCTION DOCUMENTS FOR THE PROJECT. THOSE SERVICES WOULD BE UNDER A SEPARATE AGREEMENT, WHICH WILL BE BROUGHT BACK TO COUNCIL FOR APPROVAL. THE COST FOR THE CONSTRUCTION DOCUMENTS PHASE COULD RANGE FROM 47,000 TO 68,000. DEPENDS ON THE NUMBER AND TYPE OF MONUMENTS THAT ARE BEING DESIGNED. IF THE TOWN COUNCIL DECIDES TO MOVE FORWARD WITH THE ACTUAL CONSTRUCTION OF THE PROJECT, FUNDING WILL NEED TO BE IDENTIFIED AND THE TOWN WILL OBTAIN BIDS FOR CONSTRUCTION. THE DOWNTOWN ADVISORY COMMITTEE RECOMMENDED APPROVAL OF THE OLSEN STUDIOS PROPOSAL FOR PHASES ONE THROUGH THREE AT THEIR JUNE 3RD MEETING, AND PENDING APPROVAL TONIGHT WILL PROCEED WITH THE SCHEDULING OF THE KICKOFF MEETING AND THEN THE CHARRETTE. THE COMMITTEE HAS RECOMMENDED THE CHARRETTE PARTICIPANTS BE COMPRISED OF THE DOWNTOWN ADVISORY COMMITTEE MEMBERS THEMSELVES, WHICH INCLUDES THREE COUNCIL MEMBERS PLUS TWO MEMBERS OF THE COMMUNITY ENGAGEMENT COMMITTEE, ONE ADDITIONAL DOWNTOWN BUSINESS OWNER AND ONE DOWNTOWN DEVELOPER. SO IN TOTAL IT WOULD BE TEN RESIDENTS PLUS THREE COUNCIL MEMBERS. THERE ARE SOME OF THOSE THAT ARE OF PARTICULAR INTEREST TO THE TOWN.
