THE FINAL 20, THIS CONTRACT WILL TAKE CARE OF AREAS AS SOME PUBLIC BUILDINGS, POLICE DEPARTMENT, ALL THE FIRE DEPARTMENT LOCATIONS, SOME TOWN PARKS, SOME AREAS OF TRAIL AND MEDIANS, VNA LANDSCAPING. LAWN SCORED THE HIGHEST THROUGH THE PROCESS. THEY WERE THE SECOND LOWEST BIDDER, THOUGH, AND THERE WAS A SIGNIFICANT DIFFERENCE BETWEEN THE LOW AND THE SECOND LOW. AND I'LL GET INTO PROBABLY WHY THIS SHOOK OUT THE WAY IT DID, FIRST OF ALL, VNA LANDSCAPE AND LAWN HAS BEEN A VERY WORTHY, CONTRACTOR FOR US. THEY DO A LOT OF WORK IN TOWN. THEY HAVE MULTIPLE CONTRACTS, I'LL SHOW YOU A LIST HERE IN A LITTLE BIT OF ALL OUR MOWING CONTRACTS. AND I WILL TELL YOU, JUST FROM THE LAST TIME THIS CONTRACT WAS BID, THE AREAS THAT WERE THERE ARE SOME NEW LOCATIONS AS WE'VE GROWN OVER THE LAST FIVE YEARS, THAT HAVE BEEN ADDED, BUT IT WAS APPROXIMATELY ABOUT A 12% DIFFERENCE FROM THOSE BID ITEMS. 12% INCREASE FROM WHAT WAS BID 19 VERSUS TODAY, SO JUST TO GIVE YOU A LITTLE BACKGROUND ON THE LOW BIDDER, THE, THEIR CONTRACT CAME IN A LITTLE OVER $204,000. AGAIN, BEST VALUE. SO A 30% OF THE CONTRACT WAS BASED ON THE COST, THE REASON THEY DIDN'T SCORE VERY WELL. AND I WAS ONE OF THREE OTHER, MEMBERS THAT, LOOKED THROUGH THE BIDS AND SCORED THIS, THIS CONTRACTOR FAILED TO FULLY COMPLETE THE BID PACKAGE WITH ALL REQUESTED INFORMATION. AND NAMELY, THEY DIDN'T TALK A LOT ABOUT THEIR STAFF EXPERIENCE, STAFF NUMBERS, AND THEIR EQUIPMENT INVENTORY AND THESE THINGS CAN BE IMPORTANT, WHEN YOU WANT A GOOD JOB DONE IN THIS TOWN, WE TALK ABOUT WE STRIVE FOR EXCELLENCE IN ALL, ALL FACETS. SO BUT BECAUSE OF SUCH A BIG AND WE DON'T ALWAYS DO THIS, BUT BECAUSE SUCH A BIG DIFFERENCE IN THE TWO BIDS, WE WENT OUT AND TOOK A LOOK AT SOME OF THE WORK THEY DID OR THEY CURRENTLY DO FOR A NEIGHBORING TOWN. SO I WANT I'VE GOT SOME PHOTOS OF THAT, BUT ALSO JUST WANTED TO KIND OF TALK TO YOU ABOUT WHAT GIVES US SOME, SOME, SOME RED FLAGS, SOME CAUSE FOR CONCERN WHEN WE'RE GOING THROUGH THESE BIDS, AT THE NUMBER THAT THIS BIDDER GAVE, WE FEEL IT'S GOING TO BE HARD FOR THEM TO BE PROFITABLE. AND THAT WAS BASED ON GOING THROUGH SOME LINE ITEMS, LOOKING AT SOME INCONSISTENT, INCONSISTENT, BID NUMBERS. SOMETIMES THEY WOULD BID ONE MEDIAN FAIRLY HIGH. THE NEXT ONE WOULD BE PENNIES. SO I LOOK AT THAT JUST FROM PRIOR EXPERIENCE. YOU DON'T WANT TO LOSE YOUR MOWING CONTRACTOR IN[00:30:04]
THE MIDDLE OF A MOWING SEASON. THESE CONTRACTORS STAFF UP BEGINNING OF THE YEAR WHEN THEY GET THEIR CONTRACTS AND THEY'RE GOING, AND IF THEY WERE TO AND I CAN'T GUARANTEE THIS WOULD HAPPEN. BUT BASED ON WHAT I'M SEEING IN THEIR PRICING, I WOULD ANTICIPATE EITHER A FUTURE CHANGE ORDER. SO THEY'RE GOING TO NEED MORE MONEY, OR THEY'RE GOING TO JUST BASICALLY WALK AWAY OR DEFAULT ON THE CONTRACT, OR WE WOULD FIRE THEM JUST BECAUSE THEY'D BE UNABLE TO PERFORM THAT WOULD PUT US IN A LOT OF GIVE US A LOT OF ISSUES. IF WE HAD TO FIND ANOTHER CONTRACTOR AGAIN MIDWAY THROUGH THE MOWING SEASON, THE OTHER ITEM THAT I LOOK AT, AND ALSO BASED ON SOME OF THE PHOTOS I'M GOING TO SHOW YOU HERE IN THE NEXT SLIDE, THEY, THEY COULD CHOOSE TO JUST KEEP GOING, MY GUESS IS BECAUSE OF THE LOW PRICE THEY'RE WORKING TO QUICKLY, THEY'RE CUTTING CORNERS. SO HERE ARE SOME PHOTOS THAT WE TOOK. IT WAS A COMMUNITY TO THE NORTH OF US, FROM JUST KIND OF LEFT TO RIGHT. I'M GOING TO POINT SOME THINGS OUT. YOU'VE GOT VARYING MOW HEIGHTS, SO YOU'RE GOING TO SEE GASHES AND THINGS IN THE IN THE, THE GRASS, THE TURF, YOU'LL SEE IN THE SECOND PICTURE A LOT OF THATCH THAT WAS LEFT, THE NEXT PICTURE OVER, YOU'LL SEE SOME RUTS LEFT.
