TONIGHT? OH, OK. HEY, GOOD EVENING. THANKS FOR BEING HERE. ALL RIGHT. IT IS SIX O'CLOCK. WE
[1. Call to Order / Roll Call. ]
[00:00:07]
WILL CALL TO ORDER THIS MEETING OF THE PARKS AND RECREATION BOARD OF DIRECTORS. FOR THE DATE OF APRIL 11TH 2024 FIRST ITEM ON OUR AGENDA THIS EVENING IS THE ROLL CALL. AND BOARD MEMBERS PRESENT WE HAVE CARRY CASTRO. WE HAVE VALERIE LITTLE WE HAVE JOHN METCALFE. DANIEL KNOX AND MEGAN BRANDON. STAFF MEMBERS PRESENT WITH US TONIGHT, MR DAN BAKER OR MR KURT MEALS. I SEE TREVOR HILTON OVER THERE. MATT FUR AND CECILY AND I GOT A CHANCE TO MEET A WHILE AGO. THANK YOU FOR BEING HERE TONIGHT. ANYONE THAT WE MISSED. CHECK. NEXT ON OUR AGENDA THIS EVENING. HOPEFULLY[2. Consider and act upon the minutes from the February 8, 2024 Parks & Recreation Board meeting. ]
EVERYBODY HAD A MOMENT TO READ THE MINUTES THAT WERE SENT OUT TO US BECAUSE THAT'S WHAT WE'RE GONNA DO. WE'RE GOING TO CONSIDER AND ACT UPON THE MINUTES FROM OUR FEBRUARY 8TH MEETING. D, DID YOU? HA! HAVE SOMEONE GO WITH THAT? OH, OK. I'M SORRY. THAT'S RIGHT. THANK YOU, SIR. ALL RIGHT, SO THAT, UH, IS NOW ON THE FLOOR. MAKE A MOTION. WE APPROVE THE MINUTES AS A MOTION FROM VALERIE LITTLE SECOND FROM CARRY CASTRO. ALL THOSE IN FAVOR, PLEASE SIGNIFY WITH AN I ANY OPPOSED? THE MINUTES A RE ACCEPTED. WE'LL MOVE ON TO COMMENTS FROM THE PUBLIC. WE DON'T SEE ANYBODY IN ATTENDANCE TONIGHT. ANYBODY ONLINE JOINING US? YOU KNOW? TAKES CARE OF THAT. ALL RIGHT. ITEM NUMBER FOUR ON OUR AGENDA THIS EVENING, CONSIDER AND ACT[4. Consider and act upon the naming of the downtown park located at the corner of Broadway and North Parvin Street.]
UPON THE NAMING OF THE DOWNTOWN PARK, LOCATED AT THE CORNER OF BROADWAY AND NORTH PARVIN STREET. OK, UM I THINK THIS IS ONE OF THE COOLER THINGS OF BEING A MEMBER OF A ESPECIALLY RIGHT? TO DO. UM, IT'S IN OUR BYLAWS AND ORDINANCE. UM THAT THAT'S ONE OF THE DUTIES. YOU GUYS GET TO SO FIRST THING I WILL TELL YOU THIS DOESN'T HAVE TO HAPPEN IT TONIGHT. UM AND WE PROBABLY NEED TO STAFF REFINING. THIS IS HOW WE DO. ONE OTHER ONE LAST MEETING. UM AND AS YOU'LL SEE IT LATER IN MY WE'RE PROBABLY GOING TO HAVE SOME MORE COMING UP. AS WE WORK WITH DEVELOPERS RIGHT NOW, A LOT OF OUR PARKS ARE WHEN THE SONG RANCH NUMBER OBVIOUSLY. SO BUT THIS IS ONE. IT'S JUST UP UP BROADWAY AS YOU KIND OF CROSS TO THE TOP OF THE HILL. YOU'LL SEE THE SMALL PART ON YOUR LEFT. IT'S REALLY JUST MORE OF A GREEN SPACE WITH DEPENDING IF YOU'RE A PARKS AND ENGINEERING GUY. UH, I WOULD CALL IT A DETENTION BECAUSE OF. I'M SORRY. RE RETENTION. A WET DETENTION. BE THIS. SORRY. UM SO, UH, THIS IS, UH, A PARK THAT WE ACTUALLY HAVE SOME FUN COMING UP RIGHT NOW, WITH A PLACE TO DO SOME DESIGN WORK ON AND, UH, AND THEN EVENTUALLY CONSTRUCT WHATEVER. IS SELECTED. UM NOT A WHOLE LOT. THIS IS NOT GONNA BE A PARK THAT HAS BALL FIELDS AND THIS MOST LIKELY WILL HAVE A WALKING TRAIL. MAYBE SOME PICNIC CELLS.POSSIBLY A SMALL PLAYGROUND. WE DON'T KNOW. UM, BUT WE'LL GO THROUGH THAT PROCESS, BUT AS OF RIGHT NOW, UH, IT NEEDS A NAME INSTEAD OF A DOWNTOWN PILOT. THAT'S WHAT WAS WHEN I GOT HERE.
IT WAS DOWNTOWN POND, AND THEN IT TURNED INTO DOWNTOWN PARK. AND, UM YOU CAN CERTAINLY KEEP IT DOWNTOWN PARK IF THAT'S WHAT YOU WANNA NAME IT, UM, BUT HOW SO? STAFF WOULD COME UP WITH A COUPLE OUR RECOMMENDATIONS. UH, IT'S ON THE CORNER OF BROADWAY, AND SO I'M A BIG FAN. NOT THAT IT'S MY DECISION. BIG FAN OF GEOGRAPHIC, UM NAMES THAT HELP SOMETIMES PEOPLE. WE HEAR? OH, IT MUST BE IN THAT NEIGHBORHOOD OR ON THAT STREET. UM I'M NOT A HUGE FAN ALWAYS OF NAMES BECAUSE HER PEOPLE. BECAUSE WE'VE SEEN OVER THE LAST DECADE. THINGS BEING CHANGED AND TORN DOWN OR SOMEONE'S SORT OF WE AND, UH, CREATES ALL SO I THINK EVERYTHING PROSPER. STATE. THE BUT UM I DON'T WANT TO EITHER WAY. UM BUT SO STAFF OF ME RECOMMENDATIONS ON THESE THREE ITEMS PART AND PART BROADWAY PARK DOWNTOWN LAKE PARK. UH, BUT WE CERTAINLY ARE OPEN TO OTHER SUGGESTIONS RECOMMENDATIONS. IF YOU DON'T FEEL COMFORTABLE MAKING THIS DECISION TONIGHT, WE
[00:05:03]
CAN TABLE IT COME BACK. WE WILL BE DOING MORE OF THESE. HOPEFULLY THIS YEAR. SO WITH THAT. BEEN OPEN TO A DISCUSSION QUESTIONS. UH OR YOU FEEL STRONGLY AND LIKE THOSE NAMES CERTAINLY. THROUGHOUT THE PROCESS. LOOKS LIKE SOME RESEARCH HAS BEEN DONE INTO THE PART OF THE FAMILY NAME HERE, AND I'M SORRY, I SHOULD HAVE SAID SO CARBON HAS A IT'S A LITTLE MORE THAN JUST THE NAME OF THE STREET. OBVIOUSLY, THERE WAS A APART AND FAMILY. I WAS ONE OF THE I OK, I WAS GONNA SAY THAT KIRK PROBABLY HAS BETTER INFORMATION ON THE FAMILY THAN I DO. UM, BUT IT IS ONE OF OUR FOUNDING FAMILIES AND PROSPER. UM SO THAT THAT ONE HAS A NICE THAT'S WHY WE HAD TO KIND OF TOP OF THE LIST, BECAUSE WHEN YOU HAVE THE GEOGRAPHY, THE STREET NAME YOU HAVE TO A FOUNDING FAMILY. AND DIDN'T FIND ANY. LIKE SLAVE OWNERSHIP OR ANYTHING LIKE THAT. WE'VE GOT, UM THIS HISTORY BOOK HERE AT THE PROSPEROUS HISTORY BOOK. UH, THAT MR HAYES HAD PUT TOGETHER WE LOOKED IN THERE AND WHAT WE UNDERSTAND. APARTMENTS WERE A GOOD. EXCELLENT ANY, UH, THOUGHTS FROM THE BOARD, EITHER, UM AND LET ME ASK, UH, THE STAFF FEEL STRONGLY. ABOUT ANY ONE OF THESE PARTICULAR NAMES. I WON'T SPEAK FOR OTHER STAFF OTHER THAN PROBABLY CARVIN WAS PROBABLY IF WE HAD TO MAKE THAT DECISION TONIGHT WOULD BE THE ONE WE RECOMMEND FOR THE REASONS, I SAID MHM. ON CARBON STREET. UM IT DOES HAVE A NAME ASSOCIATED WITH. UH, BOARD MEMBERS. ANY QUESTIONS? THOUGHTS UM, ANY ALTERNATE ALTERNATE NAMES OR ALTERNATE PROCESSES. YOU CAN PAY TRIBUTE RIGHT TO YOUR COMMUNITY. I DO, TOO. YEAH I LIKE PARK PARK AS WELL. I THINK DOWNTOWN LAKE PARK IS A LITTLE MISLEADING. I WOULD EXPECT THAT TO BE A BIGGER PARK WITH A LAKE. UM AND THEN SAME THING WITH BROADWAY PARK. I WOULD EXPECT THAT TO BE CLOSER TO THIS AREA AND MAYBE SOMETHING DOWN HERE. SO I THINK OF THESE THREE, I WOULD HAVE CHOSEN PARVIN AS WELL. I KIND OF LIKE THE DETENTION POND OR WHATEVER THAT WAS. IT WAS A NICE RING TO IT. THE DOWNTOWN UH, I'M GETTING A SENSE THAT, UH, BOR IS IN FAVOR OF THE PARVIN PARK NAME.IS THAT WHAT I'M GATHERING? AND UM NOT, UH, FEELING ANY ENERGY AROUND IT. FURTHER DISCUSSION.
OKAY AND THEN IF, UH, SOMEBODY WOULD LIKE TO MAKE A MOTION TO ADOPT OR EXCUSE ME RECOMMEND WE WOULD RECOMMEND UH, THE NAME PARVIN PARK FOR THE DOWNTOWN DETENTION PARK. I'LL MAKE A MOTION. DANIEL MAKES A MOTION I SECOND MEGAN WITH THE SECOND. ALL THOSE IN FAVOR, PLEASE SIGNIFY WITH AN I AND HE OPPOSED THANK YOU BOARD. UM WHAT WE CAN WHAT WE CAN DO IN THE FUTURE. IF THIS IS SOMETHING YOU MIGHT PREFER IT I REALIZE WE PUT THIS TOGETHER. WHAT WE CAN DO IS SEND US OUT. MAYBE BEFORE. MAYBE, UH, SEVERAL WEEKS A COUPLE OF WEEKS OUT. YOU SAY, HEY, WE WOULD LIKE TO MAYBE GIVE YOU A LITTLE BACKGROUND ON WHATEVER THE UPCOMING PART MIGHT BE. AND SAY.
LISTEN, WE'VE GOT THIS PART WE WANT. WE WANT THE BOARD TO JUST A NAME FOR IT. STAFF HAVE MADE A COUPLE OF RECOMMENDATIONS. BUT PLEASE OVER THE NEXT WEEK, TWO MONTH WHATEVER THAT TIME FRAME IS. YOU CAN COME UP WITH SOME OTHER THINGS, SO MAYBE THAT MIGHT MAKE THAT PROCESS A LITTLE EASIER. I APOLOGIZE IF WE BLINDSIDED WITH US TONIGHT. I KNOW IT. I KNOW WE I THINK WE BROUGHT IT UP LAST MEETING IN THE PAST. HOW HAVE WE COME UP WITH PART NAMES? SO I LET ME DO A LITTLE MORE RESEARCH ON THAT AS WELL BECAUSE THE FIRST PARK THE ONLY PARK BEFORE WE DID RIDGE BACK BECAUSE WE SKIPPED LAST MONTH, SO UM IN FEBRUARY. WE DID HAVE AND I BLINDSIDED J AND SAME WAY. UM WAS, UM UH, COMMUNITY PARK ESSENTIALLY UH, THIS BOARD OF MADE A RECOMMENDATION THAT THEY WANTED TO DO SOMETHING FOR THAT. AND IT WASN'T ALL THE SAME BOARD MEMBERS, BUT BOARD TO COME UP WITH MULTIPLE THINGS. IT COULD HAVE BEEN A YOU A COMPLEX, MAYBE IN A WAR. UM, I HAVE BROUGHT THAT TO A COUNCIL MEETING. AND RAY SMITH, THE MAYOR AT THE TIME GOES I BELIEVE, BECAUSE THE NEXT THING ON THE AGENDA WAS SOMETHING TO WITH BRANDING WORK
[00:10:01]
WITH SEXTON PARK AT THE TIME. THAT DISCUSSION. SO RIGHT? JUST THOUGHT THAT WAS THAT. I'M GONNA DO THIS NOW. I WANNA MAKE A MOTION THAT WE MAY PARK. SO THAT'S PROBABLY NOT THE WAY TO DO IT. UM, CERTAINLY THEY HAVE. THEY CAN DO WHAT THEY WANT, BUT REALLY, IT'S YOUR JOB TO DO. UM SO I THINK IN THE FUTURE, MAYBE WHAT I'D LIKE TO DO IS REACH OUT TO YOU AHEAD OF TIME MONTH. SO AND LET YOU KNOW WHAT THE AREA IS. MAYBE YOU CAN GIVE YOU AN OPPORTUNITY TO GO VISIT IT. IF YOU IF YOU'D LIKE. MAYBE THAT WOULD HELP. BUT, UM LET'S DO THAT, I. I WON'T BLINDSIDE YOU AGAIN UNLESS IT'S AN EMERGENCY. THIS THIS IS WHAT WE HAD LABELED AS A POCKET PARK. RIGHT? THAT'S WHAT KIND OF YEAH. IT'S PRETTY SMALL. OK? OK YEAH, THANK YOU. AND THANK YOU FOR THAT OFFER TO PROVIDE SOME BACKGROUND ON THE FUTURE. I KNOW WE ACTUALLY HAD A RUNNING LIST OF LIKE GO TO NAMES AT ONE POINT, WHICH I WAS NEVER CRAZY ABOUT THAT, UH, BECAUSE EACH PARK IS VERY UNIQUE IN ITS GEOGRAPHY AND ITS FUNCTION AND THE PEOPLE THAT IT SERVES. SO UM , I'M COOL WITH THIS PROCESS, BUT ANY BACKGROUND THAT WE CAN GET AHEAD OF TIME WITH AND THEN UM WE GO FROM THANKS. ALL RIGHT.[5. Receive staff updates: Recreation, Park Development, Parks Operations, and Director. ]
TIME FOR STAFF UPDATES AND I SEE , UH, RECREATION IS NUMBER ONE ON THE LIST. THAT MEANS WE'RE GOING TO HEAR FROM TREVOR HALTON. GOOD EVENING PARK PARKS AND RECREATION BOARD. UM SO WE WERE UNABLE TO MEET IN MARCH, SO THEY'RE JUST GO OVER A COUPLE THINGS. UM, THAT'S HAPPENED BETWEEN NOW AND THEN. UM, FIRST WE'LL START OFF WITH THE P TOWN THROW DOWN. THIS IS THE THIRD ANNUAL UH, PICKLEBALL TOURNAMENT THAT THE, UM TOWN HOST. UM, NON SANCTIONED. SO THIS YEAR WE THIS WAS THE MOST TEAMS THAT WE HAD, UM ENDED UP WITH AS FAR AS REGISTRATION GOES. WE HAD 34 REGISTERED TEAMS ACROSS FOUR SEPARATE DIVISIONS. UM AND COMBINATION OF THE TEAMS AND SPECTATORS, UM, HAD OVER 100 PEOPLE THROUGHOUT THE DAY.WHETHER IT WAS WHETHER WE COOPERATED, UM AND FOR ANYONE UNFAMILIAR WHAT WE DO. IT'S AS OF RIGHT NOW THE TOWN DOESN'T HAVE ANY DEDICATED PICKLE ROLL COURTS. SO IN PARTNERSHIP WITH THE UH, PRO. I THE, UM THEY ALLOW US TO HOST THIS AT THE REYNOLDS MIDDLE SCHOOL TENNIS COURTS. UM AND SO, BASICALLY WHAT STAFF DOES IS CONVERTS THE TENNIS COURTS TO PICKLEBALL COURTS, SO UM, YOU HAVE FOUR TENNIS COURTS THERE WERE ABLE TO ALMOST UM ALMOST ABLE TO ADJUST IT TO MAKE A COURTS AND WE DIDN'T LUCKILY WE DIDN'T NEED EIGHT. THIS TIME. UM, WE'D HAD SIX UM, BUT, UH THANK YOU TO TOWN STAFF. UM, PARKS OPERATIONS STAFF CAME AND JOINED US AND HELPED OUT, UM, LINE THE COURTS. UM IT'S NOT THE EASIEST TASK. BUT ONCE YOU KNOW, WE KIND OF GET ALL THE DIMENSIONS DOWN IT. IT GETS A LITTLE BIT EASIER. UM, THERE WAS A LITTLE BIT OF DIFFICULTY WITH SOME WEATHER PRIOR TO THE TOURNAMENT, SO WE HAD TO REDO SOME OF THE LINES.
NOTHING DRASTIC. UM BUT, UH, THIS IS THE THIRD ANNUAL ONE. IT WAS HELD ON MARCH 23RD. UM NO ISSUES. UM, WE WERE THERE ALL DAY. UM, DOWN HERE WE HAVE THE WINNERS OF EACH AGE DIVISION.
UM, IF YOU'RE CURIOUS, WE THE AGE DIVISIONS WERE 18 TO 35 RECREATION. UM 35 TO 55 RECREATION. 35 TO 55 COMPETITIVE AND THEN A 55 PLUS RECREATION. UM BUT NO, IT WAS A GREAT EVENT.
UM SOMETHING THAT YOU KNOW, WE DON'T SEE GOING AWAY AND THEN HOPEFULLY DOWN THE ROAD, WE'LL BE ABLE TO HAVE A MORE PERMANENT SITE. FOR, UM, THIS TOUR. CAUSE THEY'RE PRIZE MONEY FOR THE COMPETITIVE DIVISION OR NO PRIZE MONEY, BUT WE DID OFFER WE DID MEDALS FOR ALL THE UM WINNERS.
UM AND THEN TOWN PROVIDED, UM PROVIDE WATER. UM, PROVIDE ALL THE NETS THE PICKLE THE PICKLE BALLS TO USE, UM, ALL SUPPLIED BY THE TOWN. SO I HAD A REALLY GOOD TIME AND EVERYONE THAT DOES SHOW UP IS VERY APPRECIATIVE OF IT AS WELL, BECAUSE IT'S BETTER THAN NOTHING. AND SO EVERYONE THAT SHOWS VERY APPRECIATIVE. NOT TOO COMPETITIVE. UM YOU KNOW, BECAUSE WE KIND OF ITS NON SANCTIONED, SO THAT'S HOW YOU KIND OF SAVE YOURSELF FROM BUSTING OUT THE RULE BOOK FOR,
[00:15:04]
YOU KNOW. RUNNING NO SANCTIONED EVENTS. TREVOR NO, NO, NO, MA'AM , IT HELPS Y. IT REALLY HELPS YOU SO CAN YOU? UH, IF YOU REMEMBER, WOULD YOU TELL THEM HOW MANY TEAMS YOU HAD IN THE LAST TOURNAMENT PRIOR THE LAST TERM AT PRIOR. UM WE HAD I WANNA SAY IT WAS 17 TO 18. UM SO IT DOUBLED. YEAH BASICALLY DOUBLED, AND THEN WE WERE ABLE TO GET THE WORD OUT AND START ADVERTISING A LOT EARLIER THAN WE HAVE IN THE PAST, WHICH I THINK HELPED LEAD TO THIS. UM AND THEN THE ONLY OTHER THING THAT STAFF'S GONNA WORK ON IS JUST BEING MORE SPECIFIC BECAUSE THERE WAS SOME CONFUSION WITH PEOPLE WOULD TRY AND REGISTER THAT THEY EVEN THOUGH WE HAD MENTIONED IT'S A CO ED MIXED HAVE TO HAVE MALE FEMALE ON A TEAM. THERE ARE STILL SOME TEAMS THAT WERE TRYING TO REGISTER MALE MALE FEMALE FEMA. AND WE JUST HAD TO BE PROACTIVE IN IT. UM, SO IN THE FUTURE WORK ON SOME KIND OF, UM, SYSTEM THAT KINDA. DOESN'T ALLOW THAT REGISTRATION IF YOU UM, AND WE'RE NOT OPPOSED TO HAVING MEAL MEAL TEAMS. FEMALE FEMALE. IT'S JUST WITH THE AGE DIVISIONS, THE NUMBER OF TEAMS THE ONLY HAVING SIX COURTS YOU KIND OF HAVE TO BE. YOU KNOW, THAT'S THE EASIEST COMPROMISE TO MAKE. UM SO HOPEFULLY IN THE FUTURE, WE CAN ACTUALLY START HAVING, UM CHANGE IT UP A LITTLE BIT AS FAR AS THE HOW THE TEAMS ARE SET UP. SO WHAT'S THE MAX? NUMBER OF TEAMS YOU WERE GOING TO ALLOW IN? THE MAX NUMBER OF TEAMS THAT WE PROBABLY WOULD ALLOW FOR. THE WHOLE THING WOULD PROBABLY BE AROUND 40 CAUSE I THINK WE ENDED UP WRAPPING UP AROUND 330 OR FOUR AND WE GOT GOING RIGHT AT, UM 830 THAT MORNING, AND SO, UM, IT'S JUST IT'S ONE. IT'S ONE OF THOSE DEALS WHERE, UM YOU CAN YOU WANNA TAKE AS MANY AS YOU CAN, BUT YOU ALSO NEED TO KEEP YOU KNOW, UM THE FLOW OF THE TOURNAMENT GOING AND NOT HAVING EMPTY COURTS, AND SOMETIMES YOU RUN INTO SOME OF THOSE ISSUES WHEN IT COMES TO RUNNING A DOUBLE ELIMINATION TOURNAMENT SPECIFICALLY WELL, THANK YOU FOR RUNNING THIS TOURNAMENT. I KNOW.I THINK ALL OF US HEAR ABOUT THE DESIRE FOR MORE PICKLE BALL IN OUR COMMUNITY. SO THANK YOU FOR DOING THIS. UM IF YOU MENTION THIS, AND I MISSED IT, I APOLOGIZE. THE 34 TEAMS THAT REGISTERED WERE THEY ALL LOCAL OR DID YOU? DID WE GET ANY DRAW FROM OTHER COMMUNITIES AS WELL? MAJORITY UH, MAJORITY WERE THE WINNERS AT LEAST WERE PROSPER RESIDENTS BECAUSE WE ENDED UP, UM, MAILING SOMETHING OUT TO THEM AS WELL. SO WE HAD THEIR ADDRESSES. UM YOU WOULD HAVE TO GO BACK TO EACH INDIVIDUAL TEAM REGISTRATION. SEE, WHAT PERCENTAGE WAS THE, UM WERE PRO RESIDENCE AND WHAT PERCENTAGE FOR NON-RESIDENTS? MHM. LIFE. YEAH THAT. YEAH, THAT'S MORE THAN FINE. I MEAN, IF, UM I DON'T KNOW IF WE'RE GOING FOR A SIZE OR COMMUNITY COVERAGE. IN THE FUTURE, AS IT GETS GETS BIGGER AND BIGGER. SO JUST SOMETHING I HAVE TURNING OVER IN MY MIND THERE. YES, AND ALSO, UM MAYBE THERE'S SOME UH, I THINK CAN'T REMEMBER IF WE'VE DONE IT WITH THE FIVE K BEFORE BUT POSSIBLY OPEN UP A EARLY REGISTRATION FOR RESIDENTS ONLY.
THAT MIGHT BE A GOOD WAY TO GO. AND THEN, UM, ONCE THAT PASSED AND OPEN EVERYBODY ELSE SO AT LEAST GIVE RESIDENTS A CHANCE TO REGISTER FIRST WITHOUT CHANCE OF MISSING OUT. WITH A FIVE K. YOU ALLOW THE RESIDENTS TO RUN FIVE K TO GET CREDIT FOR 10. I KNOW THE MAYOR WANTS THE MAYOR WANTS TO TURN THAT INTO A 10-K. SO WHEN IT BECOMES A RUN. WALK FOR ME, SO THIS IS A FAIRLY CURRENT EVENT. SO UM BIG EVENT ON MONDAY. HUGE EVENT. UM BIG THANK YOU TO KURT BECAUSE KURT WAS THE ORIGINAL, UM, STAFF MEMBER THAT HAD SENT SOMETHING OUT TO, UM, THE PARKS DEPARTMENT. UM, TALKING ABOUT THE PATH. TOTALITY UM, GETTING INTO THE NITTY GRITTY OF WHERE'S THE BEST PARTS IT IT ORIGINALLY CAME FROM WAS A TEXAS PARKS AND WILDLIFE. AND SO IT KIND OF GAVE YOU AN IDEA OF IF YOU WANTED TO VENTURE OUT A LITTLE BIT. YOU COULD GO TO THE STATE PARK. YOU CAN GO TO THIS LOCAL PARK. UM, JUST KIND OF SHOWING HOW THE ECLIPSE WOULD BE ROLLING THROUGH THE STATE. AND SO WHEN KURT SENT THAT OUT, UM YOU KNOW, WE ALL KIND OF WERE THINKING ABOUT IT. AND WE'RE LIKE, OK, YOU KNOW, THAT WOULD BE PRETTY NEAT. UM IT'LL BE DURING THE DAY, SO WE'LL BE HERE AND THEN IT JUST ORGANICALLY. TRUE. TO THE POINT OF. WELL, LET'S UH, LET'S HOST A WASHINGTON PARTY. UM IT'S DURING THE MIDDLE OF THE DAY. WE HAVE A TEACHER HERE. BOYER PARK. IT'S RIGHT NEXT TO THE 407 REC CENTER . UM, BIG OPEN SPACE, AND, UM GIVE CREDIT TO ALYSSA BOYD, OUR
[00:20:08]
RECREATION SPECIALIST. AND UH, CECILY FAN IN OUR RECREATION COORDINATOR FOR HELP IN KIND OF, UM, GET THE WHEELS MOVING ON THIS ONE. UM, SO IT WAS A COMPLIMENTARY EVENT. UM, JUST AN HOUR LONG 1 P.M. TO 2 P.M. MAKE SURE TO, UH, ORDER THE GLASSES. UM WELL AHEAD OF TIME AND THEN ACTUALLY RAISING CANES WAS A GENEROUS ENOUGH TO DONATE AN ADDITIONAL 50 GLASSES. UM JUST TO KIND OF HELP US OUT A LITTLE BIT, UM, HAD SOME LIGHT REFRESHMENTS. UM SOLAR ECLIPSE RELATED, UH SOME CAPRI SUNS SUNNY D MOON PIES. I'M JUST TRYING TO STAY WITH THE THEME THERE. UM, BUT, UM THERE WAS A GREAT EVENT, UH, HAD OVER 100 PEOPLE. UM P ID BIG. THANK YOU TO PISD. THEY ALLOWED US TO UTILIZE THE, UH P IC BUILDING ACROSS FROM OUR ADMIN BUILDING FOR ADDITIONAL PARKING BECAUSE THE NEW PARKING WOULD PROBABLY BE A CONCERN. UM, HAD A LITTLE BIT OF OVERFLOW ON THE LAW OVER THERE. SO UM, IT WAS GREAT, THOUGH BIT AND LIKE I SAID, BIG, THANK YOU TO THE WEATHER. I KNOW LEADING UP. WE WERE BEING TOLD BY THE TALKING HEADS THAT IT WAS JUST GONNA BE CLOUDY AND RAINY AND LOOKS LIKE WE'RE GONNA MISS OUT. AND UM, IT DID NOT DISAPPOINT. UM I'D NEVER WITNESSED ONE BEFORE, UM, AS LONG AS OTHER STAFF MEMBERS SO UM, IT WAS GREAT. IT WAS JUST ONE OF THOSE EVENTS THAT, UH, YOU JUST YOU PUT ON AND HOPE FOR THE BEST ONE. GUS TO WEATHER. UM, I HOPE UH, EVERYONE WAS ABLE TO ENJOY IT. UM, BUT, UM AND A BIT MORE, UH, MORE PLEASED WITH HOW IT AND THEN IN 2044 IS THE NEXT TIME THAT WE'LL HAVE A, UH NOT IN TEXAS, THOUGH. THERE'S BEEN CONFLICTING REPORTS, BUT I HEARD MONTANA, NORTH DAKOTA, SOUTH DAKOTA, AND THEN ALYSSA TOLD ME A COUPLE MORE SO MAYBE I MISSED THAT ONE. ABOUT A 2044 SO JUST PUT THAT ON THE CALENDAR. AND THEN, UM, OUR NEXT BIG EVENT. POPULAR EVENT, PAUL ON BROADWAY. UM, THIS IS A EVENT DEDICATED TO OUR CANINES. UM IT'S GOING TO BE HELD SATURDAY, APRIL THE 27TH 9 A.M. TO 12 P.M. MAINLY LOCATED ACROSS BROADWAY STREET. UM KEN STONE. OUR UH, SPECIAL EVENTS COORDINATOR HAS BEEN WORKING HARD ON, UM, ORGANIZING THIS EVENT. UH GOT OVER 20/20 VENDORS HERE, UM, GOOD HANDFUL OF ANIMAL SERVICE VENDORS AS WELL. WHICH IS SOMETHING THAT YOU ALWAYS WANT TO, UM HAVE THERE UM, THESE ARE SOME PICTURES FROM OUR, UH, EVENT LAST YEAR, SO WE'RE LOOKING FORWARD TO IT. UM ONE THING IS WITH, UH, HAVING THIS ON BROADWAY. AND ABLE, YOU WANT TO ENSURE SAFETY OF PARTICIPANTS , SO WE WILL BE SHUTTING DOWN BROADWAY STREET. UM STARTING AT 6 A.M. THAT MORNING. UM STAFF HAS BEEN IN COMMUNICATION WITH THE DOWNTOWN BUSINESSES. MAKE SURE THEY'RE AWARE OF THIS. UM AND THEN A FOLLOW UP WILL BE GOING BACK OUT AS WELL. UM AND THEN ANY BUSINESSES THAT MIGHT BE IMPACT. IMPACTED BY, UM, PARKING. THERE IS ADDITIONAL PARKING ON, UM, TOWN HALL SPACE ON THE NORTH SIDE OVER HERE. SO UM, WE HAVE TALKED WITH SOME OF THE DOWNTOWN BUSINESSES THAT JUST ENSURING THAT THERE WILL BE SOME KIND OF, UM CLOSER PARKING THAN NO PARKING AT ALL. UM, BUT, YEAH, WE'RE WE'RE LOOKING FORWARD. THIS IS THE THIRD ANNUAL PAZ ON BROADWAY. UM SO, UM, IF YOU HAVE A ON BRING THEM OUT. UM, IT WON'T BE TOO HOT. SO WE DON'T HAVE TO WORRY ABOUT THE PAUSE. UM, BUT WE'RE LOOKING FORWARD TO THIS ONE AS WELL. VERY GOOD. UH, 20 VENDORS. THAT'S THAT'S GREAT. I'M WE CALL 12 ISH LAST YEAR, SOMETHING LIKE THAT. WELL IT'S SLOWLY GROWN ON THE FIRST ONE HAD, YOU KNOW, FIVE OR SIX VENDORS? UM, YOU KNOW, JUST A FEW SPECIFIC ONES LIKE I'D MENTIONED, UH, WE HAVE HOLLYWOOD FEED OUT THERE. THE WIND SONG UH, VETERINARIAN HOSPITAL. UH, PROSPER NORTH ANIMAL MEDICAL, UM, CENTER AND THEN EMBRACE WELLNESS ANIMAL CLINIC. SO UM, WE'VE ASKED THEM TO HAVE SOME HANDOUTS, HAVE SOME STUFF AND EXCEPT FOR THE DOGS. UM SO WE'RE REALLY LOOKING FORWARD TO THIS ONE. THE GUY WITH THE CORN DOGS GONNA BE THERE AGAIN THIS YEAR? NO.CORNDOG GUY IS NOT GOING TO BE THERE. I. I APOLOGIZE. CECILY IF YOU COULD JOT DOWN THAT I'M DISAPPOINTED. WHICH THERE WERE ANY QUESTIONS IN REGARDS TO THIS EVENT. LOOKING FORWARD TO IT. WE ARE AS WELL. UM I DO NOT HAVE ANY MORE UPDATES. BUT I DID WANT TO ADDRESS THE BOARD. SO FOR OUR
[00:25:05]
NEXT MEETING UM, ONE THING THAT WE WOULD LIKE TO PRESENT IS, UM THE AMOUNT OF THE UTILIZATION THAT THE YOUTH ORGANIZATIONS, UM USE THAT OUR FIELDS FOR THEIR PRACTICES. UM, WE DO KEEP RECORDS OF EACH SEASON OF WHAT PERCENTAGE OF ALL THE FIELDS OFFERED FOR PRACTICE ARE BEING USED. AND SO WE THOUGHT IT WOULD BE A GOOD IDEA TO BRING THAT INFORMATION TO THE BOARD. UM JUST SOMETHING TO HELP. KIND OF EDUCATE YOU A LITTLE BIT ON, UM, HOW MUCH? OUR ATHLETIC FIELDS ARE BEING SO, UM, WE WILL BE ADDING THAT TO NEXT MONTH'S, UM PRESENTATIONS. THANK YOU, CHAIRMAN. THANK YOU. YOU'RE WELCOME. THANK YOU. GOOD WORK. THANK YOU, SIR. OH, I APOLOGIZE AGAIN AHEAD OF MYSELF. JUST KIDDING. ONE MORE THING. UM SO, UH, WE HAVE OUR, UM CHRISTMAS DISPLAY SERVICES, SO UM, WHAT WE DO IS DURING CHRISTMAS TIME EXTERIOR TOWN HALL IS DECORATED, UM WE DECORATE BROADWAY AND MAIN STREET. WE HAVE A 30 FT TREE THAT WE PUT UP IN THE UM NORTHEAST LAWN. SO JUST TO KIND OF GIVE A LITTLE BIT OF, UM, TRANSPARENCY AT THE TIME, WE HAD TWO SEPARATE CONTRACTS GOING THROUGH THE SAME COMPANY ONE THEY WERE DOING THE EXTERIOR TOWN HALL, WHICH IS DECORATIONS AND EQUIPMENT THAT WE OWN. SO WE'RE BASICALLY THEIR SERVICES ARE, UM, PUTTING THEM UP AND TAKING THEM DOWN. WE STORE THEM. UM AND THEN WE HAD AN ADDITIONAL CONTRACT THAT WOULD DO THE 30 FT TREE, MAIN STREET AND BROADWAY DECORATIONS. AND SO THE EXTERIOR TOWN HALL CONTRACT HAD EXPIRED. AND SO AFTER TALKING WITH DAN SAID, YOU KNOW WHAT? IT PROBABLY MAKES MORE SENSE TO JUST PUT EVERYTHING IN ONE CONTRACT, SO WE KNOW YOU KNOW, CERTAIN CONTRACTS AREN'T EXPIRING ONE YEAR AND OTHER ONES ARE RENEWING. AND SO, UM, THE TOWN GOT TOGETHER. UM, WE DID A RFP, UH, FOR THE, UH CHRISTMAS DISPLAY SERVICES. THE BID WAS AWARDED TO CHRISTMAS LIKE COMPANY WHO IS THE COMPANY THAT WE HAVE USED PREVIOUSLY? UM LIKE I SAID DISPLAY SERVICES INCLUDE EXTERIOR TOWN HALL, THE 30 FT CHRISTMAS TREE, UM, DECORATED TREES AND LIGHT LIGHT POLES ALONG MAIN STREET AND BROADWAY. ONE THING THAT WE UM ADDED. AND THIS WAS, UM SUGGESTIONS. UM FROM THE DOWNTOWN D. CAN YOU HELP ME WITH THE MANY DOWNTOWN ADVISORY COMMITTEE. UM ONE SUGGESTION WAS THAT WE HAVE THE TREES, UM, WRAPPED WITH LIGHTS.TO BE LIT ANNUALLY. THROUGHOUT THE YEAR. UM AND SO UM, WHAT WE ARE DOING NOW IS WE ADDED THAT LANGUAGE TO THE CONTRACT. UM SO, UM, ON APRIL 16TH THIS WILL BE PRESENTED TO TOWN COUNCIL. UM, AND JUST TO SHOW YOU, UM IN THE BOTTOM. I HAVE A IMAGE THERE. BUT THAT'S JUST THE EVALUATION.
MATRIX JUST KIND OF GOES THROUGH ALL THE DIFFERENT VENDORS ON COMPANIES THAT SUBMITTED A PROPOSAL AND KIND OF HOW THE WEIGHTED SCORES LED TO US DECIDING TO GO WITH CHRISTMAS LIKE COMPANY. UM, SO HOPEFULLY AFTER APRIL 16TH THAT CONTRACT CAN BE SIGNED AND WE CAN, UM, GET WITH THE COMPANY AND GO AHEAD AND START GETTING THOSE, UH, LIGHTS UP. AND THEN, UM, WE PART OF THE CONTRACT AS WELL. IS THAT TWO TIMES OUT OF THE YEAR IT IS TAKEN DOWN SO WE CAN PERFORM TREE MAINTENANCE. UM AND SO, UM, WE'LL BE WORKING ONCE. IF THE CONTRACT IS SIGNED ANYTHING WILL BE WORKING WITH PARTS OPERATIONS TO FIGURE OUT WHEN, UM, THE NEXT TREE PRUNING TREE MAINTENANCE. UM TIME IS COMING AND THEN WORK AFTER THAT. UM, BUT I JUST WANT TO MAKE EVERYBODY AWARE THAT WE WERE TAKING THAT TO TOWN COUNCIL ON TUESDAY. SURE IF I CAN BUTT IN I. I DON'T KNOW. UM YOU KNOW, WE TALK ABOUT BIDS AND CONTRACTS AND A LOT OF THINGS, UM, JUST AND I AND TREVOR ASKED ME IF HE COULD PUT THAT, UH, EVALUATION. UM, MATRIX UP. JUST SO YOU KNOW, SO THIS THIS WAS NOT A LOW BID AND WE TRY TO STAY AWAY. LOW BIDS CAN BE DANGEROUS. NOT THAT WE WANT TO SPEND MORE MONEY THAN WE NEED TO. BUT SOMETIMES THERE'S VALUE IN IN KNOWLEDGE AND RESOURCES AND THINGS ALONG THOSE LINES, SO THIS WAS A BEST VALUE BID WHERE, UM, THE DIFFERENT COMPANIES WILL SUBMIT A PACKET AND WITH WE ASKED FOR CERTAIN THINGS, UM, PRICES TYPICALLY THE BIGGEST DETERMINING FACTOR. I DON'T REMEMBER IT 60% OR I THINK THAT SOME MAX WE CAN DO OR 65 MAYBE THE MAX BUT 30 IT WAS ONLY 30 ON THIS ONE. SO, UM SO JUST DEPENDING ON THE TYPES OF PROJECTS. IT'S EACH ITEM SO IT MIGHT BE EXPERIENCE. IT MIGHT
[00:30:04]
BE, UM RESOURCES THAT YOU HAVE STAFF. ALL THOSE THINGS PLAY INTO IT, BECAUSE YOU KNOW FOR THIS IS OBVIOUSLY A VERY IMPORTANT BUILDING IN THIS TOWN. WE WANT TO LOOK GREAT. AND YOU DON'T WANT ONE GUY WITH A LADDER SHOWING UP IN A PICKUP TRUCK HAULING A BUNCH OF LIGHTS OUT, RIGHT? SO WE WANNA MAKE SURE IT'S A IT'S A REAL COMPANY THAT HAS EXPERIENCE SO THAT WE PUT OUR BEST FOOT FORWARD. SO THIS IS JUST AND WE DO THIS ON A LOT OF OUR PROJECT. I'D SAY MOST OF THEM. I'M NOT AWARE OF TOO MANY LOW BID. WE'RE TRYING TO GET AWAY FROM JUST A FLAT LITTLE BIT. THEY MAY SOMETIMES IF WE'RE TALKING ABOUT, YOU KNOW SUNGLASSES TO VIEW THE ECLIPSE.LITTLE B MAY BE OK, THERE'S NOT A WHOLE LOT GOING ON WITH THOSE, UM BUT OTHER SERVICES, OTHER MORE TECHNICAL ITEMS, WE THERE'S A LITTLE MORE BEHIND THAT SO ANYHOW, SORRY TO INTERRUPT, BUT I JUST WANNA MAKE SURE YOU GUYS UNDERSTAND WE'RE NOT JUST A LOW BID SOMETIMES AND AGAIN. COST IS VERY IMPORTANT. UM, WE WANNA MAKE SURE WE USE OUR TAXPAYERS' DOLLARS. CORRECTLY AND BE MINDFUL OF THAT, BUT, UM THAT CAN THAT CAN BACKFIRE ON YOU, TOO SOMETIMES. SO WE WANT TO MAKE SURE AND THIS IS AND, UH, THIS THIS HAS BEEN A REALLY GOOD COMPANY FOR THE TOWN. SO IT WAS A IT WAS A GOOD THING. UM SO THE FUNDING OR I GUESS THE BUDGET DOES IT COME OUT OF THE RECREATION BUDGET TO COVER THE COST FOR THESE FOR THE LIGHTS OR THE DISPLAYS. SO, UM, FOR TYPICALLY, YES, UH, THE DOWNTOWN ADVISORY COMMITTEE HAS BEEN GIVEN SOME FUNDS. UM THEY WERE PUT TOGETHER TO HELP KIND OF EXPEDITE THINGS HAPPENING IN DOWNTOWN AND THE VISION OF DOWNTOWN. UM THEY WANTED TO DO THE TREES YEAR ROUND WITH THE LIGHTS, SO THEY'RE GONNA PAY FOR THAT PIECE OF IT. YEAR ONE. BECAUSE WE'RE NOT FUNDED FOR THAT, SO THEY'VE GOT SOME MONEY THAT THEY'RE GOING TO HELP SUPPLEMENT. UH, OUR CONTRACT WITH SO WE CAN COVER THAT EXPENSE. WE WILL IN TURN. WE'RE GOING THROUGH THE BUDGET PROCESS RIGHT NOW, UM, WE'LL MAKE SURE THAT WE ADD THAT EXPENSE IN WITH THE OLD EXPENSE TO MAKE SURE WE'RE COVERING THE FULL DEAL AT THE END OF THE DAY. IT'S ALL MONEY, SO, UM, BUT BECAUSE SO THAT WE'RE NOT PENALIZED, UH, FOR SOMETHING THAT WE WEREN'T WE WEREN'T ASKED TO DO PRIOR TO THE LAST BUDGET. UM THEY'RE GONNA THEY'RE GONNA COVER THAT COST. WHAT? WE'LL COVER WHAT WE TYPICALLY DO. HOW LONG DO THESE CONTRACTS UM, IT'S A ANNUAL CONTRACT WITH FOUR RENEWALS. AND TO ANSWER YOUR QUESTION. MEGAN THIS IS LUMPED WITH THE ORIGINAL BUDGET IS LUMPED IN WITH THE CHRISTMAS FESTIVAL BUDGET. SO IT'S JUST IT'S THERE'S TWO. IT'S COMBINED, BUT IT'S JUST TWO DIFFERENT. UM, ONE GOES STRICTLY FOR THE FESTIVAL AND ONE STRICTLY FOR, UM DECORATIONS, OK? ON ON THOSE RENEWALS. SO EITHER PARTY, SO IT'S A ONE YEAR AT THE END OF THE YEAR, EITHER PARTY. HAS THE OPTION TO EITHER GET OUT OR RENEW. I'D SAY MOST OF THE TIME WE RENEW. UM BUT IF THEIR COSTS HAVE GONE UP SUBSTANTIALLY, OR WE'RE JUST NOT HAPPY AND NOT JUST THAT WITH THEM, BUT ON ANY OF THEM. IF WE'RE NOT HAPPY WITH THE WORK, WE CAN AT THE END OF THAT ONE YEAR WE CAN TERMINATE AND GO BACK TO BID AND GO AGAIN. SO YOU'RE NOT STUCK FOR FIVE. YOU CAN GO UP TO FIVE YEARS IF YOU'RE HAPPY WITH WHAT'S GOING ON. THANK YOU VERY MUCH. THANK YOU, TREVOR. I SEE PARK DEVELOPMENT NEXT ON THE LIST. HEARING FROM KURT MALHAR. GOOD EVENING. IT'S GOOD TO SEE YOU AGAIN. HOPE EVERYONE HAD A NICE SPRING BREAK. THERE'S BEEN A LOT GOING ON IN PLANNING AND DEVELOPMENT, SO GIVE YOU SOME QUICK UPDATES ON THE MOST CURRENT PROJECTS. THIS IS ANOTHER NEW PARK COMING ONLINE, UM GATES OF PROSPER PARK. SO IN YOUR THE GRAPHIC THAT I PROVIDED FOR YOU IS A LITTLE RED DOT IS TOWN HALL WHERE WE'RE SITTING NOW. OF THIS PARK IS GONNA BE DEVELOPED LITERALLY DUE SOUTH OF US WHERE WE'RE HERE RIGHT NOW. GOT TWO PONDS IN IT, BUT I DON'T KNOW IF Y'ALL ARE FAMILIAR WITH WHERE THEY PUT THE MENU. I GUESS WE CALL THEM MULTI FAMILY, THE NEW BIG APARTMENT COMPLEX OVER THERE. THIS IS JUST TO THE WEST SIDE OF THIS, WHICH IS WHY I THINK THEY NAMED THOSE. IT GOT WAKE IN THE NAME. THESE ARE MORE LIKE PONDS, BUT THEY'RE USING THE TERM LIGHT SO UH, IT SHOULD BE A NICE PARK. IT'S GONNA BE IT'S GREAT BECAUSE IT'S ULTIMATELY WHEN THEY FINISH OUT ALL THE DEVELOPMENT IN THAT BIG YELLOW AREA YOU'RE SEEING PEOPLE SHOULD BE ABLE TO PROBABLY WALK FROM. HOPEFULLY WE'RE GOING TO CREATE THE CONNECTIONS AND HAVE IT WALK ALL FROM DOWNTOWN ALL THE WAY DOWN THERE TO THOSE PARKS. AND THE RED CIRCLE IS THE AREA OF WHAT'S HAPPENING IN THIS PARTICULAR PHASE. I'M SURE THAT ONCE BLUE STAR AND THE STARTS BRINGING IN MORE REVENUE ON THE DEVELOPMENT, SELLING THE LOTS AND ALL THAT STUFF, THEY'RE SHOWING FUTURE PHASES, WHICH IS THE THING ON THE NORTH TO IT, SORT OF BETWEEN WHERE THE RED

CIRCLE IS. AND THE RED STAR, WHICH IS WHERE TOWN HALL IS. HIS FIRST PHASE. THE SCOPE IS FAIRLY SIMPLE. IT'S GONNA BE THE TWO PAWS KIND OF A PERIMETER TRAIL, WHICH YOU CAN SEE IN THE UPPER GRAPHIC. THERE'S MEET SOME PICNIC TABLES AND BENCHES AND THAT SORT OF THING, BUT NOT MUCH BEYOND THAT, AND THE MASTER PLAN. IT'S KIND OF HARD FOR YOU ALL TO SEE. SMALL IMAGES. MEMBER I CIRCLED. RED. ULTIMATELY IT SHOULD HAVE A PLAYGROUND. UM, A PAVILION. I THINK THEY'VE EVEN SHOWING LIKE A PERFORMANCE THEORY WHERE A BAND COULD SING AND KIND OF SEE ALL THAT STUFF WAS LISTED OUT THERE ON THE FAR BOTTOM RIGHT CORNER OF WELL, AMERICANS ARE A SMALL RESTAURANT. DO CAR SO HOPEFULLY WE'LL GET ALL THAT EVENTUALLY. BUT RIGHT NOW IT'S A SIMPLE SCOPE THAT YOU'RE SEEING IN THE UPPER SLIDE THERE. AND IT'S UNDER FINAL ENGINEERING REVIEW, BUT I I'M HOPING IT'S GONNA BE THEY'RE GONNA BREAK GROUND AND START ON THAT IN A COUPLE OF MONTHS COULD GO MAYBE MAYBE FALL , BUT HOPEFULLY BEFORE THE END OF THIS YEAR, THEY SHOULD BE STARTING ON IT SO AND JUST STOP ME ANYTIME IF YOU HAVE QUESTIONS IS THAT A BUT TO THE TARGET PARKING LOT IS THAT NO. WELL, IT'S CLOSE, BUT IT'S ACTUALLY A LITTLE BIT NORTH. IT'S NORTHEAST OF THE TARGET PARKING LOT, BUT IT'S NOT FAR THERE. THE THOSE TWO ARE PROBABLY A FIVE MINUTE WALK BETWEEN EACH OTHER. THAT MAKES SENSE. SO UM, LAKEWOOD PARK MAKING REALLY GOOD PROGRESS OUT THERE. THE PARKING LOT IS COMPLETELY FINISHED. IF YOU LOOK AT THE IMAGE OF THE UPPER IMAGE, YOU CAN SEE THEY FINISHED THAT OUT. THEY'RE WORKING ON. I THINK THEY MADE THEY THEY MADE SOME MISTAKES ON THE GREETING ON MY DETENTION POND OR ACTUALLY, IT'S PROBABLY GONNA END UP BEING A RETENTION POND, TOO, BECAUSE IT'S PRETTY DEEP, SO I THINK IT'S PROBABLY GONNA BE A UPON MOST OF THE YEAR. IT MAY DRY UP IN THE IN THE SUMMER, BUT THEY'RE THEY MADE SOME MISTAKES ON IT, SO THEY'RE REDOING THAT, AND THEY'RE THE, UH, THE BIG BALL FIELD LIGHTS, THE HUGE ONES THAT YOU SEE AT THESE KIND OF FACILITIES. THEY PUT THOSE IN LAST WEEK. SO IF YOU DRIVE DOWN QUITE ROAD, YOU'LL SEE THOSE IN PLACE. THEY'RE MAKING GOOD PROGRESS. THINGS ARE GOING WELL.UM BUT THIS IS I THINK THIS WAS FROM LAST WEEK. SO IT'S A CURRENT PHOTO. THE BOTTOM ONES ON THE PARKING LOT. THAT'S KIND OF OLD. I PROBABLY NEED TO GO OUT THERE AND GET GET A NEW PHOTO FOR YOU FOR NEXT TIME, BUT, UH ANYWAY, THINGS ARE GOING WELL ON THIS. UH, PARVIS IS THE ONE THAT'S MANAGING IT FROM DAY TO DAY BECAUSE I'M SUPER BUSY, AND HE'S VERY DETAIL ORIENTED, SO I'VE BEEN GRATEFUL THAT HE'S BEEN WATCHING THIS BECAUSE HE'S VERY GOOD AT THAT. SO THE PROJECTS IN GOOD HANDS. RAYMOND COMMUNITY PARK. WE UH HAVE HAD SOME REALLY GOOD PROGRESS ON THAT. YOU COULD SEE THE AERIAL FROM JUST A FEW DAYS AGO. WE CAN NOW SEE THE BALL FIELDS, WHICH I THINK IS PRETTY EXCITING. SO IT'S INTERESTING WHEN YOU'RE DRIVING ALONG QUAY ROAD OR FIRST STREET. YOU CANNOT SEE THIS BECAUSE DAN WAS APPROACHED BY ONE OF OUR COUNCIL MEMBERS LAST WEEK. WHO SAID, HOW COME NOTHING'S HAPPENING OUT THERE? BUT YOU CAN'T SEE IT SO RVS GOT THIS PHOTO FOR US. HE ACTUALLY HAS A DRONE WITH A CAMERA. HE WENT OUT THERE AND DID THIS FOR US. AND SO DAN WAS ABLE TO SHOW OUR COUNCIL MEMBERS THAT LOTS OF PROGRESS, ACTUALLY, AND YOU CAN'T SEE. BUT IF YOU LOOK SO IF YOU LOOK IN THE IMAGE I GAVE YOU IN THE FAR RIGHT SIDE THAT'S ACTUALLY LIKE A 10 FT. DEEP CUT INTO THE GROUND. YOU JUST CAN'T REALLY TELL THAT IT'S HUGE.
MOUNTAINS OF EARTH OUT THERE. THE BIG BLACK CIRCLE DOWN THERE. THAT'S ACTUALLY THE TOP SO THAT THEY'RE SAVING AND THEY WILL SPREAD THAT OUT ON THE OTHER TWO BALL FIELDS IN THE IN THE KIND OF THE OPEN AREA SO ANYWAY, UM LOTS OF PROGRESS ON THIS. WE OPENED THE BIDS YESTERDAY FOR THE GMP TWO. I THINK WE'RE IN PRETTY GOOD SHAPE. UM WE ACTUALLY WE ONLY GOT TWO BIDS FOR THE BUILDING. BUT ONE OF THEM WAS RIGHT IN THE MIDDLE OF OUR BUDGET. SO WE'RE IN GOOD SHAPE ON THAT ONE. EVERYTHING ELSE KIND OF SEEMED TO FALL IN LINE, SO IT'S BEING ANALYZED.
NOW WE DON'T REALLY KNOW YET WHICH OF THE ALTERNATES WE'RE GOING TO BE ABLE TO GET, BUT WE SHOULD KNOW THAT BY THE END OF NEXT WEEK, I THINK, BUT SO FAR SO GOOD. SO GOOD PROGRESS BEING MADE ON THAT. AND ON THE, UH, PARKS. RECREATION OVER SPACE MASTER PLAN. UM PROJECT THAT'S GOING FORWARD. WELL WE HAVE THE SURVEY DOCUMENT HAS BEEN IT'S CLOSE TO BEING FINALIZED. I PUT FINALIZED THERE. BUT I, I THINK YOU GUYS GOT A COPY OF THAT IN YOUR PACKETS. CORRECT SO READ THROUGH THAT WHEN YOU HAVE TIME, IF NOT, WE'RE NOT GOING LIVE TILL APRIL 17TH. IF ANY OF YOU HAVE QUESTIONS OR CONCERNS REACH OUT TO DAN I AND WE'LL BE HAPPY TO TALK WITH YOU ABOUT THAT WE CAN STILL MAKE CHANGES. BUT WE VETTED IT REALLY CAREFULLY THROUGH ROBIN AND, UM, ALL OF OUR STAFF. AND THEN, OF COURSE, THE CONSULTANTS WE'RE WORKING WITH. SO IT'LL BE OPEN FOR, UH, APPROXIMATELY ONE MONTH APRIL 17TH THROUGH 19TH. PLEASE TAKE IT, UM AND REACH OUT TO ALL YOUR FRIENDS AND OTHER RESIDENTS. AND WE WANNA WE'RE DOING EVERYTHING WE CAN TO PUSH THIS OUT. BECAUSE WE WANT TO HEAR FROM EVERYBODY IN TOWN. I KNOW WE WON'T. BUT WE WANNA GET. WE'RE HOPING TO GET A HUGE RESPONSE BECAUSE IT THAT'S THE KIND OF INFORMATION WE NEED MOVING FORWARD. YOU'RE TALKING TO SOMEBODY, WORD OF MOUTH. WHAT WOULD YOU SAY IS THE BEST WAY TO FIND THIS TO GO TO OUR WEBSITE, AND WE'RE GONNA HAVE. YEAH AND THERE'S A QR CODE. WELL SO WE'RE DOING A UTILITY, BUT WE'RE GONNA SEND OUT A CARD ON THE WATER BILL TO 1/4 4TH 4000 RESIDENTS, BUT WE HAVE 40,000. SO WE WANT TO REACH OUT TO MORE. BUT UM, IT'LL BE ON EVERY ONE OF THE, UH, SOCIAL MEDIA OUTLETS THAT WE USE THAT WE UTILIZE. SO WE'RE PUSHING THAT YOU'LL SEE IT. WE'RE GONNA ADVERTISE IT. UM I
[00:40:02]
THINK THE COMMUNICATIONS STAFF JUST DID A VIDEO. THEY FINISHED IT UP A DAY OR TWO AGO, AND THEY'RE KIND OF FINALIZING THAT SO PROBABLY TO GO TO OUR WEBSITE. THAT'S PROBABLY THE EASIEST WAY IS JUST GO TO THE TOWN'S WEBSITE, GO TO PARKS AND RECREATION. YEAH. WE'RE WE'RE ALSO GOING TO DEPLOY. UM IF YOU KNOW, A CHANGING MESSAGE BOARD IS USUALLY YOU'LL SEE THE ORANGE PANELS THAT THE BUT FOR A TRAFFIC CLOSURE. UM PUBLIC WORKS IS GONNA HELP US. SO WE'VE ALREADY GOT THE TEXT AND WE'RE THEY'RE GONNA ALLOW US TO OR THEY'RE GONNA HELP US. THEY'RE GONNA PARK THEM IN RANDOM SPOTS AROUND TOWN. SO WHEN YOU DRIVE BY, I'LL SAY, YOU KNOW, TAKE THE SURVEY AND THE WEBSITE KIND OF THING. SO WE'RE GONNA WE'RE GONNA BE SHAMELESS ON THIS.WE'RE GONNA GO ANY WAY WE CAN GET IT OUT THERE. UM WE WILL. WE WILL DO SO WE WERE PUSHING IT AT THE NEW RESIDENT MIXER THE OTHER DAY. WE HAVE LITTLE TINY CARDS THAT THE QR CODE ON IT. WE WERE TELLING THEM IT'S NOT LIVE YET, BUT HANG ON TO THIS. ANOTHER COUPLE WEEKS AND TAKE THE SURVEY. SO PEOPLE SEEM VERY YOU KNOW, THEY PEOPLE COME UP TO US AND SAY, WELL, WE WANT THIS AND THAT. AND THEN MY RESPONSE FOR THE NEXT MONTH IS GREAT. I WANNA KNOW YOU TAKE THE SURVEY AND YOU TELL US EXACTLY WHAT YOU WANT. SO HOPEFULLY WE'LL GET A GOOD I THINK WE WILL. I THINK THIS IS A COMMUNITY THAT VALUES ITS PARKS AND RECREATION OPPORTUNITIES. AND SO I THINK WE'RE GOING TO GET A GOOD RESPONSE. THAT'S GREAT. AND I'M UM WITH THE CHANGING MESSAGE SIGNS. I'M SURE YOU GUYS ARE GONNA BE PARKING IT LIKE A FRONTIER AND PLACES LIKE THAT WHERE OUR BEST CUSTOMERS ARE. AND ANYWAY, WE CAN PAUSE ON BROADWAY. WE'LL BE PUSHING IT OUT THERE. YEAH I I'M WONDERING, CAN WE DISTRIBUTE THIS? UM BY WAY OF THE YOUTH SPORTS LEAGUES AS WELL, WE WE'VE GOT A BOARD MEETING NEXT WEEK. CORRECT, TREVOR. FOR PISC. I THINK IT'S NEXT WEEK OR THE FOLLOWING WEEK.
WE ARE GOING TO GO. WE HAVE HAD MEMBERS. UM UH, SOME OF THEIR PRESIDENTS HAVE COME TO EITHER SERVED ON THE FOCUS GROUP OR THE ADVISORY. UH, GROUP. SO THEY KNOW WE'RE WE'RE GONNA PUSH HARD TO THAT. THAT'S A THAT'S AN EASY ONE. RIGHT WE JUST GET THE INFORMATION OUT TO THEM. AND, UM THEY'RE GONNA HELP US PROMOTE THAT. EXCELLENT THANK YOU. AND DUNAWAY WROTE THIS FOR US. I ASSUME WELL, UM ESSENTIALLY, WE BASICALLY I, DAN AND I HELD A MEETING WITH ALL OUR STAFF, AND WE WENT THROUGH A QUESTION BY QUESTION, BECAUSE THE MOST IMPORTANT THING FOR ME IS THAT WE GET THE INFORMATION THAT OUR STAFF IS GONNA USE FOR THE NEXT 10 YEARS. I MEAN, THAT WE HIRED A CONSULTANT WHO IS PUT IT TOGETHER THAT WE PICKED. I MEAN, WE WENT THROUGH QUESTION BY QUESTION. WE TOLD THEM THIS IS WHAT WE WANT TO KNOW. SO THAT'S HOW WE HEAR IT. THE TEMPLATE.
GOT IT, OK? IT'S VERY SIMILAR TO THE ONE THAT I FINISHED IN RICHARDSON LITERALLY. I MEAN, I WAS WRAPPING IT UP THE SAME MONTH I STARTED. MY JOB HERE WORKED WITH THE SAME PEOPLE AND THEY'RE REALLY GOOD AT IT. SO IT'S JUST A TEMPLATE THAT YOU START WITH THAT WE BASICALLY CRAFTED IT. WE ARE ASKING THE QUESTIONS THAT WE WANT TO ASK, FOR INSTANCE, THEY HAD SOMETHING ABOUT A COMMUNITY GARDEN IN THERE, AND WE KIND OF WANT TO STAY AWAY FROM THAT BECAUSE THEY CAN BE VERY DIFFICULT TO MAINTAIN. SO WE DON'T HAVE THAT QUESTION IN THERE. JUST THAT'S AN EXAMPLE OF THE KIND OF THING WE WENT THROUGH IT CAREFULLY BECAUSE WE HAVE TO THINK ABOUT OUR RESOURCES THAT WE HAVE TO MAINTAIN THINGS. AND SO THERE'S ANYWAY, BUT IT'S PRETTY COMPREHENSIVE. WE'VE WE'VE TRIED TO THINK OF JUST ABOUT BUT IF YOU THINK OF ANYTHING, OR IF YOU SEE ANYTHING, PLEASE LET US KNOW THAT'S WHY WE WANTED YOU TO HAVE A COPY OF IT TO REVIEW BEFORE THIS GOES LIVE. I THINK, ACTUALLY, I MISSED ONE. DO I SKIP OVER IT? BECAUSE THERE WAS ONE THAT I WANTED TO. THIS IS NOT THERE. WHERE DID IT GO? WELL, THERE WE GO. SORRY I GUESS SOMEHOW I WENT THROUGH THIS AND APOLOGIZE. SO THIS SHOULD LOOK FAMILIAR. THIS IS THE, UM CURRENTLY WHAT WE'RE CALLING THE DOWNTOWN PARK AND, UH, WE DO ACTUALLY HAVE A FUNDING IN PLACE RIGHT NOW TO START DESIGN OF PHASE ONE. SO WE ARE NEGOTIATING WITH TONG PERKINS, WHICH IS THE FIRM THAT DID THE MASTER PLAN FOR US, AND HOPEFULLY WE WILL HAVE THEM UNDER CONTRACT IN THE NEXT MONTH OR SO. AND I PARVIZ WILL HANDLE THIS BECAUSE I'M SO BUSY AND IT WAS OTHER THINGS, BUT I'LL BE WORKING WITH HIM ON IT. NOW THE IMAGE THAT YOU'RE SEEING WE HAVE. WE ARE GOING TO CUT BACK ON THE SCOPE A LITTLE BIT, SO WE'RE NOT GOING TO BE GETTING THE PICKLEBALL COURT AND THE LITTLE BROWN AREA WHICH IS LIKE A PICNIC AREA. UH, WHAT WE'RE SHOOTING FOR IN THIS ONE IS THE LOOP TRAIL AND THE PLAYGROUND, WHICH IS THE YELLOW SPACE IN THE BOTTOM LEFT HAND CORNER. BECAUSE WE LEARNED IN THE SURVEY THAT SOME RESIDENTS DIDN'T WANT A WHOLE LOT OF OTHER PROGRAMMING IN THIS PARK. SO WE'RE GOING TO KEEP IT PRETTY SIMPLE. NO PARKING, UH, NO PICKLE BALL COURT, AND WE WON'T BE DOING THE FISHING DOCKS. UM, JUST THE TRAIL IN THE PLAYGROUND. SO, UM AND THAT PREFERENCE WAS MUCH MORE PASSIVE RECREATION WALK PICNIC. THAT KIND OF THING OTHER THAN MORE PROGRAMMED ACTIVITY, RIGHT? AND SO NOW THAT ONCE WE START THIS DESIGN, WE KNOW WHAT NAME WE'RE GONNA PUT ON THE PARK. SIGN OUT THERE WHICH IS GOOD, SO I THINK IT'S NICE. I MEAN, A LOT OF STAFF THAT WORKS HERE AT TOWN HALL. THEY WALK AROUND IN THAT NEIGHBORHOOD UP THERE MYSELF INCLUDED, AND SO THIS IS GREAT, BECAUSE I THINK IT'S GONNA GET USED A LOT. YOU KNOW, I THINK WE'LL SEE LOTS OF PEOPLE WALKING ON THAT TRAIL. SO SHOULD BE
[00:45:01]
GOOD. ANYWAY. SORRY I PASSED THAT UP SOMEHOW. UM AND I'LL KEEP YOU POSTED ON THIS AS WE MOVE THROUGH ON THE DESIGN. I THINK THAT'S EVERYTHING FOR ME. LET ME GET THAT SET UP THERE.THANK YOU ALL VERY MUCH. GREAT. THANKS, KURT. NEXT UP PARK OPERATIONS AND MATT FUR. IS EVERYBODY GOING? GOOD GOOD. JUST REAL QUICK. I'M ALMOST SOUND LIKE A BROKEN RECORD FOR THE NEXT FEW MONTHS. WE'RE JUST IN MAINTENANCE MODE, TRYING TO GET EVERYTHING READY FOR GAMES EACH AND EVERY NIGHT PRACTICES EVERY NIGHT HAD A LITTLE BIT OF STORM DAMAGE HERE AND THERE. HAYES PARK, WE'RE REDOING THE SIDEWALK. UH, STAFF TOOK OUT THE , UH GRANITE GRAVEL THAT WAS THE TRAIL ALL THE WAY AROUND AND ALWAYS FLOODED, ALWAYS WASHED AWAY CAUSED LOTS OF PROBLEMS. SO KURT GOT TOGETHER AND GOT SOME MONEY AND WE'RE IN THE PROCESS OF REDOING THE IRRIGATION AND, UH GONNA MAKE IT CONCRETE. PATH. ALL THE WAY AROUND. SO THAT'S GONNA BE REALLY NICE. UH, THERE'S SOME OF THE GUYS WORKING ON THE, UH, THE TRAIL RIGHT THERE. WE HAD. WE RENTED SOME EQUIPMENT. ACTUALLY, THAT EQUIPMENT WAS USED WHEN WE DID ALL THE, UH MILLIONS HELPING WITH THE BIG ROCKS, STONES STUFF LIKE THAT. WE JUST KEPT IT LONGER AND YOU KNOW, T IT WITH OUR OTHER TRACTORS. SO IT WORKED OUT NICE. I DON'T KNOW HOW TO CHANGE THIS. THERE WE GO. I ALREADY MENTIONED THAT WE JUST KIND OF HELPED OUT WHERE WE CAN. UH, IN BETWEEN WHAT? WE'RE WHAT WE'VE GOT GOING ON, AND UH, RIGHT NOW. THE RAIN IS OUR BIGGEST PROBLEM AS ALWAYS EVERY SPRING. UH, LUCKILY SO FAR, WE HAVEN'T MISSED ANY BIG WEEKENDS. ALL THE RAIN HAS HAPPENED ON WEEKENDS THAT THEY'VE ALREADY SCHEDULED OFF. THIS WEEKEND. WE'RE LOOKING GOOD. NEXT WEEKEND. NOT LOOKING GOOD. SO WE'LL SEE HOW THAT GOES. BUT ANY QUESTIONS? WHEN DOES OUR ONE YEAR FROM WHEN WE ALLOWED THE USE SPORTS TO START USING THE FIELDS. MORE FREQUENTLY THAN WE LOOK AT WHAT THE FIELD UH HOW THEY'RE HOLDING UP. DO YOU KNOW WHEN THAT ONE YEAR DON'T RECALL.
WE STARTED AT LAST YEAR. DO YOU REMEMBER WHAT MONTH WE KIND OF WE WERE GONNA KIND OF LOOK AT AT THE END OF THIS YEAR. GIVE IT TO FOUR FULL SEASONS. UH, TO SPRING TO FALL. UH, ONCE AGAIN, IT'S THIS YEAR IS DIFFERENT. OUR RYEGRASS LOOKS BETTER THAN IT'S EVER LOOKED. WE'VE HAD PERFECT CONDITIONS MORE RAIN THAN EVER. WE CAN'T KEEP UP WITH THE WHEAT EATING AND ALL THE GROWTH OF THE GRASS, WHICH IS UNHEARD OF FOR FRONTIER. WITH ALL THE SALT PROBLEMS AND EVERYTHING THAT WE'VE ALWAYS HAD. IT'S NOT EVEN THE SAME PARK RIGHT NOW. BUT WELL, I WAS I'VE BEEN TOLD THAT THE FIELDS LIKE EXCEPTIONAL SO, I, I JUST KIND OF WANTED TO KNOW HOW THE WEAR AND TEAR IS AFFECTING THEM IF AT ALL. RIGHT NOW. IT'S LOOKING REALLY GOOD. WE JUST TOOK ARIEL'S. WE'RE IN THE PROCESS OF PUTTING IN FOR FIELD OF THE YEAR. I'VE GOT A COUPLE OF DIFFERENT AND US GOING DOWN. I WANTED IN THE PAST MY PAST JOB, SO WE'RE GONNA GO FORWARD AGAIN THIS YEAR. SEE WHAT HAPPENS, UH, UM, HAPPY TO SAY TOO. TALKED ABOUT IN THE PAST. UM MONDAY. I WILL HAVE FINALLY FULL STAFF. DOWN TO MONDAY. HOPEFULLY EVERYBODY STARTS AND I'M GONNA BE FULLY STAFFED. SO I'M EXCITED ABOUT THAT. GOT A LOT OF YOUNG YOUNG GUYS SO RIGHT ON FROM, I DON'T KNOW ANYTHING IS MY BEST KIND. NOBODY HABITS YET. SO YEAH. HOPEFULLY THIS YEAR WILL WE'LL LOOK AT IT? OK? CONGRATULATIONS ON THE NEW HOUSE. THANK YOU ALL. THANK YOU, MATT. AND BAT AND CLEAN UP. FROM TEXAS A AND M DAN BAKER. ONE THING I WANNA ADD TO MATT'S PRESENTATION, UM YOU KNOW, HAYES PARK AS WE WE'VE HAD SOME ISSUES WITH THE DECOMPOSED GRANITE TRAIL AND SOMETIMES THE DECOMPOSED GRANITE WORKS GREAT USING FLATTER THAT PARK CONVEYS A LOT OF WATER. SO MATT GUYS HAVE HAD TO CONTINUALLY BE OUT THERE TO CLEAN IT UP. SO WE GOT WE GOT A CONTRACT. WE WERE ABLE TO FIND SOMEBODY TO PUT IN SOME CONCRETE, BUT UNDER MATT'S DIRECTION. THOSE GUYS SAVED US OUR OWN CREW REMOVING THAT GRANITE SAVED US ABOUT $20,000 ON THAT CONTRACT, SO PROBABLY, UM PROBABLY SAVE THAT PROJECT GOT US IN BUDGET, SO IT'S HE WON'T SAY THAT. BUT HE HE HE DID A GOOD JOB ON THAT. WE APPRECIATE THAT. UM, SOMETHING I WAS ASKED TO BRING TO YOU GUYS
[00:50:01]
TONIGHT. AND WE REALLY DON'T NEED TO HAVE A MOTION. I REALLY JUST KIND OF WANT TO GET YOUR OPINION. UM, IF YOU'D LIKE ME TO PROCEED, UM THE ZAP STAND, UH, COMPANY. APPROACHED US THERE IN FRISCO. SO CARRY YOU'VE PROBABLY SEEN THESE BEFORE. UM ESSENTIALLY, E, ESSENTIALLY.THEY'LL PUT THESE. IT'S IT LOOKS LIKE A KIOSK. BUT IT IS A, UM YOU CAN SEE THE FIRST BULLET POINTS A SMART, AUTOMATED EXTERNAL A DELIVERY SYSTEM. SO WHAT'S FOR EXAMPLE? WE'LL TALK ABOUT FRONTIER PARK. WE HAVE A E DS AT FRONTIER PARK. BUT THEY'RE LOCKED UP IN THE CONCESSION STAND, SO THEY'RE AVAILABLE ON WEEKENDS DURING GAMES WHEN IT'S OPEN. IF SOMEONE WAS JOGGING OUT THERE ON A WEDNESDAY AFTERNOON. AND HAD A HEART ATTACK OR SOMETHING HAPPENED WHERE THEY NEEDED ONE. THEY WOULD NOT BE ACCESSIBLE TO THAT PERSON. UM, ONLY ACCESSIBLE WHEN WE HAVE THOSE CONCESSION STANDS OPEN. THIS IS A SYSTEM. WHEREBY IT WILL SET OUT IN THE MIDDLE OF THE PARK. WHEREVER YOU WANT TO PLACE IT, IT NEEDS NEEDS ELECTRICITY. UM BUT THERE IS AN AD IN THAT BLUE. KIOSK. UM BASICALLY WHAT YOU DO IS WHEN YOU WHEN YOU WHEN YOU NEED IT, YOU GO UP. YOU HIT THE BUTTON. IT'S GOT A CAMERA. IT'S GOT A GPS. AND THEN I BELIEVE IT AUTOMATICALLY CALLS 911 AS WELL. SO WE'VE HAD QUESTIONS ABOUT YOU KNOW WHAT ABOUT THEFT? WHAT ABOUT VANDALISM? THERE MY UNDERSTANDING IS THEY'RE WORKING FAIRLY WELL IN FRISCO. UM LUCKILY, I DON'T THINK YOU'VE HAD TO USE THEM TOO OFTEN. SO THAT'S GOOD. UM BUT WE'VE WE'VE TALKED ABOUT IT AND WE FEEL WE'VE GOT ENOUGH PARTICIPANTS IN OUR PARKS NOW. UM, WE'VE GOT FRONTIER, WHICH IS A VERY LARGE PARK, AND WE'VE GOT TWO PARKS COMING ONLINE THAT WILL ALL HOST A LOT OF ATHLETIC ACTIVITY. UM, THESE ARE NOT BUDGETED FOR BUT WE HAVE AN OPPORTUNITY RIGHT NOW, ESPECIALLY WITH TWO OF THE PARKS THAT WE ARE LOOKING AT. PLACING THESE AT BEING UNDER CONSTRUCTION. SO WE THINK THAT WE BELIEVE THAT WE CAN COVER THE COST. IN THOSE PROJECTS. UM WE WOULD HAVE TO FIND THE MONEY FOR, UH FRONTIER. HOWEVER SO LET ME I'M SORRY. LET ME GO BACK TO THIS A LITTLE BIT. UM THESE ARE NOT PURCHASED. THESE ARE LEASED. SO SOME PEOPLE FEEL GREAT ABOUT IT. SOME PEOPLE DON'T RIGHT NOW. UH, SO I'LL TELL YOU THEY CAME TO US ABOUT A YEAR AGO. WE WERE KIND OF HOT AND COLD ON IT. UM, BECAUSE AT THE SAME TIME WE DIDN'T HAVE ANY FUNDING FOR IT.
AT THE TIME THEY WANTED 17,500 PER UNIT. UM SO EACH ONE OF THOSE STANDS THE INITIAL ONE TIME COST OF 75. PLUS A MAINTENANCE FEE OF $2500 PER UNIT PER YEAR. SO WE DIDN'T HAVE THE MONEY TO REALLY CONSIDER THAT. THEY HAVE SINCE COME DOWN TO $2500 PER UNIT. STILL THE SAME MAINTENANCE COST. THESE ARE I HATE TO SAY SET AND FORGET, BUT WE HAVE NO WE DON'T HAVE TO WORRY ABOUT IT. THOSE UNITS HAVE AIR CONDITIONING IN THEM BECAUSE THOSE A E DS NEED TO STAY.
SOMEWHAT CLIMATE CONTROLLED. THEY HAVE A PERSON THAT COMES OUT REGULARLY. MAKE SURE THERE'S NO GRAFFITI. THERE'S NO DAMAGE, UH, THAT THE A DS ARE BEING INSPECTED. THAT THE AC UNITS ARE WORKING. SO UM, NOW WHAT THEY ALSO WILL DO THEY WILL SELL ADVERTISEMENTS. SO WHERE IT SAYS THAT STAND ON THERE. IT'S A VIDEO SCREEN. NOW WE GET TO THAT. SO YOU KNOW, IT'S NOT GONNA BE THE LIQUOR STORES. IT'S NOT GONNA BE AN APPROPRIATE THINGS. IT SHOULD BE LOCAL.
TYPE. ADS AND THEN WE BELIEVE IT. I THINK IT'S A 789. ADD ROLE . I BELIEVE THEY'LL GIVE US TWO OF THOSE, SO WE WANT TO ADVERTISE AN EVENT OR A TOURNAMENT. ANYTHING LIKE THAT.
SO WE HAVE THE OPPORTUNITY TO DO THAT, AT NO COST ADDITIONAL COST. UM OUR FIRE DEPARTMENT OF EMS GROUP OR VERY MUCH WANTING TO DO THIS. UM WE FEEL IT'S IMPORTANT AS WELL. IF YOU BRING THE ZAP STAND PEOPLE AND THEY'LL COME IN AND ASK YOU. WELL WHAT'S WHAT'S A LIFE WORTH? RIGHT SO THEY'RE GONNA PLAY HARDBALL WITH YOU, UM BUT WE ALSO KNOW WE HAVE LIMITED RESOURCES. BUT WE HAVE AN OPPORTUNITY NOW TO BE ABLE TO PUT THESE IN AT THREE OF OUR PARKS IN THE LOOK IN THE FUTURE TO MAYBE ADD ADDITIONAL AS THESE PARKS EXPAND, OR WE'RE MOVING ATHLETICS INTO NEW PARKS, UM IT'S SOMETHING WE CAN PROBABLY HANDLE. UH, COST WISE. SO WHAT I WANNA DO TONIGHT IS AND AGAIN WE DIDN'T I PUT THIS IN TOO LATE FOR IT TO GO TO A VOTE. BUT IF I GET NODS IF YOU'RE OK WITH ME TAKING THIS FORWARD IF YOU THINK THIS IS A GOOD IDEA, UH, I'VE BEEN ASKED TO TAKE IT TO THE AFTER WITH YOUR APPROVAL TO TAKE IT TO THE C IP SUBCOMITTEE. THEY HAVE MONEY. THEY'RE THE ONES THAT KIND OF CONTROL WHEN WE HAVE PROJECTS THAT MAYBE FINISH UNDER BUDGET. THEN THERE'S
[00:55:05]
LITTLE POOLS OF MONEY. WE MAY BE ABLE TO GET SOME ADDITIONAL FUNDING THROUGH THAT PROCESS.UH, TO PUT THESE IN, WE ARE, UM JUST BECAUSE RAYMOND COMMUNITY PARK IN LAKEWOOD PARK. UNDER CONSTRUCTION. NOW IS THE TIME TO PUT IN THE CONDUIT. WE'RE NOT RUNNING ANYTHING ELSE, BUT WE ARE PREPARING FOR SOMETHING LIKE THIS AT THOSE PARKS, UH, DO IT NOW. IF WE DO IT LATER, WE GOT TO TEAR UP CONCRETE OR FIELDS OR WHATEVER RUN ELECTRICAL RIGHT NOW. WE CAN PUT THE INFRASTRUCTURE IN. MUCH CHEAPER COST TO US IN THE LONG RUN, UM, DO THESE RUN ON 240 OR WHAT DO THEY RUN ON? 1 10 1 10, SO IT'S FAIRLY LOW OR OTHER ELECTRICAL REQUIREMENT. DO YOU HAVE ANY IDEA LIKE 20 BUCKS A MONTH OR I'D BE TOTALLY GUESSING. I DON'T THINK IT'S BAD. UM NO MORE RIGHT NOW. WE'VE GOT THESE LIKE THEY HAVE TO STAY CHARGED. SO WE ARE IN FRONTIER. MATT HOW YOU HAVE THREE THERE, SO WE'VE GOT THREE INSIDE CONCESSION STANDS THAT ARE PLUGGED IN. SO YOU KNOW, WE'D HAVE THE ADDITIONAL COST OF THE AIR CONDITIONING. BUT I DON'T THINK IT'S GONNA BE TOO.
SUBS LIABILITY FOR THE TOWN FOR PUTTING THESE UP LIKE, IF FOR SOME REASON, ONE FAILED AND SOMEBODY PASSES OR WE CAN BET THAT AND WE WILL CERTAINLY HAVE THE TOWN ATTORNEY. LOOK AT ALL THIS, UM IT IS SOMETHING OTHER CITIES AND TOWNS ARE DOING NOW. SO WE FEEL PRETTY GOOD ABOUT IT.
THEY ARE. I KNOW THEY'RE WE CAN GET THEM THROUGH A PURCHASING CO OP. SO THERE'S NOT REALLY A I MEAN, I'M SURE THERE ARE OTHER A ED DELIVERY SYSTEMS. WE FEEL LIKE THIS IS PROBABLY ONE OF THE BETTER THAT WE'VE SEEN. UM WE DON'T HAVE TO GO TO BED BECAUSE IT'S ALREADY DONE BEEN DONE FOR US OF THESE PURCHASING CO OPS. DAN INSTEAD OF USING THE TWO ADVERTISEMENTS THAT THEY GIVE THE TOWN WOULD YOU CONSIDER SELLING IT TO SOMEONE AND USING THAT TO COVER THE COST. SO WE DON'T WELL, I. I DON'T. I'M NOT SURE WHAT OUR WHAT WE'RE ALLOWED TO DO THERE. THEY, UM, THEY HAVEN'T BEEN REAL. THEY? THEY'RE KIND OF KEEPING ON A WRAP AND CAR. I DON'T KNOW IF YOU'VE GOT ANY EXPERIENCE WITH THIS, IF YOU KNOW THOSE ANSWERS, UM WE'VE HAD REALLY ONE PRESENTATION WITH THEM. SO WE HAVE. I HAVEN'T ASKED THAT QUESTION. BUT I CERTAINLY COULD. YEAH, IF IT'S OUR, IF IT'S OUR TIME FOR IT, I WASN'T INVOLVED WITH THE ONE THAT WAS INSTALLED AT FRISCO COMMONS. UM, I KNOW THEY RUN ADS ON THEM. UM AND SOMETIMES THERE'S AUDIO AS WELL. SO IT'S KIND OF STARTLING IF YOU'RE JUST WALKING AROUND. YOU HEAR, LIKE VIDEO ON YOUR YEAH. UM IT'S ALMOST LIKE I GUESS IF YOU GO TO CERTAIN GAS STATIONS NOW OR THEY HAVE THE DISPLAYS UP, AND THERE'S SOME AUDIO AND THINGS LIKE THAT. BUT I THINK, UM YOU HAVE A GOOD POINT. YOU COULD GET SOMEONE TO MAYBE OFFSET THE COST OF SOME OF THESE BY GETTING A SPONSOR AND I DON'T KNOW HOW FLEXIBLE THEY ARE. WITH WHAT SPONSORS OR IF THEY'RE THE ONES THAT ARE GONNA GET ALL THE SPONSORS FOR IT. THAT'D BE A GOOD QUESTION TO ASK. WE CAN CERTAINLY DO THAT. IS THIS PRICE IF YOU COMMIT TO ALL FOUR UNITS, OR IS THIS LIKE WE JUST WANNA TRY ONE. SO WHAT THEY TOLD ME IS THEY REALLY WANTED BE PROSPER. UM I DON'T KNOW THAT RIGHT NOW. I THINK IT DOES HAVE MORE TO DO WITH THE PACKAGE WITH WITH THIS MANY, UM I WILL TELL YOU. IF WE'RE GONNA DO ONE, WE PROBABLY NEED TO DO THE FOUR. WE KNOW THAT THERE'S A NEED IN THOSE PARKS SO I'D HATE TO PUT ONE RAYMOND COMMUNITY PARK AND HAVE THE OTHER TWO PARKS AND THEN SOMETHING HAPPENED. NOW THAT COULD HAPPEN IN ANY PARK, THOUGH, RIGHT? SO THAT MAY NOT BE A GREAT ANSWER TO THAT QUESTION. UM RIGHT NOW. WE FEEL LIKE IT'S A PRETTY REASONABLE I MEAN, IT'S A LOT OF MONEY, RIGHT, SO WE'D HAVE $10,000 INITIAL COSTS FOR THE FOUR UNITS AND THEN ANOTHER $10,000 IN PERPETUITY. UH, FOR THE MAINTENANCE FEES, AND IF WE EXPAND THE FUTURE PARKS, THAT NUMBER WOULD GO UP. BUT I FEEL LIKE IT'S SOMETHING WE CAN HANDLE. IT WOULD NOT BE A SIGNIFICANT IMPACT. ON OUR DEPARTMENT OR THE TOWN, FOR THAT MATTER. SO. SO REALLY, WE JUST WHAT I NEED FROM YOU ALL TONIGHT IS JUST TO SAY, HEY, DAN. WE BACK YOU IF YOU WANT TO TAKE IT TO THE SUBCOMITTEE, UH CAP SUB-COMMITTEE TO SEE HOW THEY FEEL ABOUT IT. AND ULTIMATELY, IT'S GOING TO GO TO COUNSEL FOR THAT. SO UH, ANY ENERGY AROUND THIS UH, REGARD TO ANY CONCERNS.
ABOUT IT. STILL CONCERNS. I THINK IT'S A GREAT IDEA. I MEAN, THE ISD. WE DON'T HOST AN EVENT WITHOUT ONE. NEVER KNOW WHAT WILL AND I HEARD, YOU KNOW, UH, DANIEL'S QUESTION ABOUT MAKING SURE THE CITY ATTORNEY VETS LIABILITY ON THIS ABSOLUTELY. OTHER QUESTIONS. ALL RIGHT. GOOD
[01:00:05]
DISCUSSION. THANK YOU, I. I THINK, UH, I'M SEEING SOME HEAD NODDING. SO I THINK I THINK YOU WERE BEHIND YOU. THANK YOU. WE'LL TAKE THAT TO THE, UH C IP SUBCOMITTEE AND LET YOU KNOW WHAT THEY SAY. UM FOR THE REST OF WHAT I HAVE, UH, K COVERED IT. WE'VE GOT THE OPEN SPACE MASTER PLAN SURVEY GOING OUT ON THE 17TH. IT'LL BE OUT FOR A MONTH, SO BETWEEN APRIL 17TH IS A WEDNESDAY. THE 19TH OF MAY IS A SUNDAY SO HOPEFULLY WE'LL HAVE A TON OF PEOPLE. GIVE US THEIR INPUT. UM STAFF. WE HAVE BEEN WORKING FOR A LITTLE WHILE ON BUDGET, BUT, UM OUR BUDGET. IT IS BUDGET TIME FOR US. SO STAFFER RESEARCHING, UM COSTS ON THINGS THEY NEED. UM, WE HAVE TO HAVE OUR DEPARTMENT BUDGET TURNED IN ON MAY 3RD SO, UM IT WILL BE. WE'LL ALL BE VERY BUSY.UH, WORKING THROUGH THAT PROCESS. UM WE'VE ALREADY TALKED A LITTLE BIT ABOUT IN THE FUTURE SHOULD BE SOME MORE OPPORTUNITIES TO NAME SOME PARKS . AND WE'LL, UH, CHANGE THAT PROCESS WITH YOU A LITTLE BIT. GIVE YOU A LITTLE HEAD OF MORE OF A HEADS UP. UM WITH THAT? THAT'S REALLY ALL I HAVE TO UPDATE YOU ON. IF YOU HAVE ANY QUESTIONS, I'M HAPPY TO ANSWER.
OK DON'T SAY. UM NEXT MEETING MAY 9TH SAME PLACE, SAME CHANNEL. ALL RIGHT. THANK YOU, DAN AND THANK YOU. STAFF AS DAN POINTED OUT, UM, REALLY BUSY TIME FOR ALL OF YOU, UH, WHETHER IT'S PARK MAINTENANCE OR GETTING SUMMER PROGRAMS GOING OR THE OPEN SPACE MASTER PLAN OR BUDGETING. OUR THOUGHTS AND PRAYERS ARE WITH YOU SO GOOD DEAL. ANY REQUESTS FOR FUTURE AGENDA ITEMS? HEARING NONE. WE'LL GO AHEAD AND CHECK THAT OFF. UH, LAST THING ON OUR LIST.
UH, SORRY. ALMOST LAST THING ON THE LIST. THANKS FOR THE HAT, UM , MAKING NOTED THAT WE GET A LOT OF SWAG AROUND HERE. SO THANK YOU VERY MUCH. UM LAST THING ON THE LIST. ADJOURNMENT. UH DO I HEAR A MOTION? MOTION MOTION FROM DANIEL KNOX, THE SECOND I SECOND FROM CARRIE CASTRO ALL IN FAVOR. PLEASE SIGNIFY WITH AN I ALRIGHT AND OPPOSED. MEETING ADJOURNED.
