RIGHT AT THIS TIME, WE'LL MOVE TO CITIZENS COMMENTS. THE PUBLIC'S INVITED TO ADDRESS THE COUNCIL. ON ANY TOPIC, HOWEVER, THE COUNCIL IS UNABLE TO DISCUSS OR TAKE ACTION. ON ANY TOPIC NOT LISTED IN THIS AGENDA. IF YOUR COMMENTS PERTAIN TO A SPECIFIC AGENDA ITEM, PLEASE HOLD YOUR COMMENTS UNTIL THAT PARTICULAR ITEM. ANYONE WISHING TO ADDRESS THE COUNCIL AND I DO HAVE THREE PARTICULAR PUBLIC COMMENT FORMS AT THIS TIME. ALL RIGHT. WE'LL START THE FIRST PERSON I'LL CALL IS, UH, MIRIAM CASSIM. AND YOU'LL GET THREE MINUTES. HI. GOOD EVENING. MY NAME IS MIRIAM CASSON. AND I'M A PROUD AMERICAN PALESTINIAN. I'M THE DAUGHTER OF A PALESTINIAN REFUGEE BORN IN LEBANON. IN THE FIRST ETHNIC CLEANSING OF PALESTINE IN 1948. MY GRANDPARENTS WERE KICKED OUT OF THEIR HOMELAND WITH LITTLE CHILDREN, MY GREAT GRANDPARENTS, THE CHANGE IN THEIR POCKETS AND THE KEY TO THEIR HOME WITH THE PROMISE TO RETURN. OVER THE NEXT FEW DAYS AFTER MY GRANDPARENTS FLED, THEIR ENTIRE VILLAGE WAS RAZED TO THE GROUND. THE VERY SAME TIME THEY WERE FORCIBLY EXPELLED FROM IS NOW BEING

[00:10:01]

EXCAVATED AS A POSSIBLE BIRTHPLACE OF THE VIRGIN MARY. WHO I AM WHO I AM NAMED AFTER MY FATHER LIVED THROUGH SEVERAL INVASIONS OF WARS IN LEBANON AS A CHILD BEFORE IMMIGRATING TO THE UNITED STATES, WHERE HE AND HIS FAMILY SOUGHT JUSTICE, LIFE, LIBERTY AND THE OPPORTUNITY TO LIVE THE AMERICAN DREAM. MY FAMILY BELIEVED IN THE IDEALS OF THE UNITED STATES. UNFORTUNATELY THE IDEALS OF THIS NATION WAS BUILT UPON OR BEING TRAMPLED BY CORRUPT POLITICIANS WHO HAVE SWORN ALLEGIANCE TO FASCISTS IN VIOLENT FOREIGN COUNTRIES AND REGIMES. THIS COUNTRY HAS CHOSEN TO SIDE WITH THE OPPRESSORS FOR THE LAST 75 YEARS, WITH THE FINANCIAL BACKING FOR WEAPONRY AND AIR COVER FOR THE ETHNIC CLEANSING OF MY PEOPLE, THE LATEST OF WHICH IS A GENOCIDAL, OPPRESSIVE ETHNIC CLEANSING OF THE GAZA STRIP FUNDED BY THIS VERY NATION AND THE TAXOL OF OUR PEOPLE. 35,000 CIVILIANS HAVE BEEN KILLED IN THE LAST 128 DAYS , WHICH IS LIKE KILLING EVERY MAN, WOMAN AND CHILD IN THE TOWN OF PROSPER. I WANT YOU TO PAUSE AND REFLECT ON THAT FACT. EVERY SINGLE INHABITANT OF PROSPER BEING KILLED. HOW MANY MORE WILL IT TAKE TO ACT? HOW MANY MORE PEOPLE DO WE NEED TO LOSE OR SOMEONE TO STAND UP AND SAY ENOUGH IS ENOUGH. THE REST OF THE WORLD, INCLUDING THE INTERNATIONAL COURT OF JUSTICE, IS CALLING FOR A HALT TO THE ETHNIC CLEANSING OF PALESTINIANS. I'M HERE ASKING THE TOWN OF PROSPER TO CALL FOR AN IMMEDIATE CEASEFIRE AND END THE GENOCIDE AND ETHNIC CLEANSING OF PALESTINE. THE COMMUNITY YOU SEE, IN FRONT OF YOU IS THE COMMUNITY THAT WILL BE CASTING THEIR BALLOTS IN THE NEXT ELECTION. WE ARE IN PAIN AS AMERICAN PALESTINIANS. WE ARE IN PAIN AS AMERICAN MUSLIMS AND WE ARE IN PAIN AS HUMANS. DON'T SIT HERE AND DISREGARD OUR PAIN, A PRIVILEGE THAT MANY DO NOT HAVE.

REPRESENT US REPRESENT THE VALUES OF THIS CITY AND THIS COUNTRY AND REPRESENT HUMANITY CALL FOR A CEASE FIRE AND THE END OF GENOCIDE IN PALESTINE. THANK YOU. ALL RIGHT. OUR NEXT, UH, CITIZEN'S COMMENT IS YASIN PAUL. HOW ARE WE DOING TODAY? MR COTTON? HAPPY BIRTHDAY. HOW ALL YOUR JOURNEY IS IT ACTUALLY 7050 SO WE GOT SOME GOOD FRIENDS HERE . AWESOME OK, SO MY NAME IS YASIN. PAUL I'M 18 YEARS OLD. I JUST GRADUATED PROSPER SO TODAY. I STAND BEFORE YOU NOT TO ASSIGN BLAME OR IGNITE CONTROVERSY, BUT TO EMPLOY YOUR EMPATHY AND URGE YOU TO TAKE DECISIVE ACTION.

IT'S POSSIBLE THAT SOME AMONG US MAY NOT BE FULLY COMPREHEND THAT THE GRAVITY OF THE SITUATION UNFOLDING IN GAZA. AND THAT'S PRECISELY WHY I'M HERE TO ILLUMINATE THE HARSH REALITIES THAT DEMAND OUR ATTENTION. AND OUR BELOVED CITY OF PROSPER. WE PROVIDE OURSELVES OUR ETHOS AND FAIRNESS AND COMPASSION YET AND MAY BE CHALLENGING FOR US TO FATHOM THE EXTENT OF SUFFERING ENDURED BY THE PEOPLE OF GAZA. THE SHEER NUMBER OF INNOCENT LIVES LOST OR PAST THE ENTIRE POPULATION OF OUR CITY, A BLUNT REMINDER OF THE BRUTAL TOLL OF WAR. JUST LAST SUNDAY, FEBRUARY 11 WHILE MANY OF US WERE ENGROSSED IN THE EXCITEMENT OF THE SUPER BOWL, THE SO CALLED SAFE ZONES IN GAZA WERE HEARTLESSLY BOMBARDED BY THE ISRAEL OCCUPATION FORCE, LEAVING DEVASTATION IN ITS AWAKE. THIS HEINOUS ACT OF VIOLENCE DEMANDS OUR IMMEDIATE ACKNOWLEDGMENT AND ACTION. NONE OF US WOULD WILLINGLY TURN A BLIND EYE TO SUCH A HU A HUMANITARIAN DISASTER. HOWEVER SOME AMONG US MAY NOT HAVE GRASPED THE SEVERITY OF THE CRISIS.

THEREFORE I STAND HERE TODAY TO SHED LIGHT ON THE GRIM REALITIES AND APPEAL FOR COLLECTIVE ACTION. I SINCERELY HOPE BY BRINGING THIS PASSING ISSUE TO YOUR ATTENTION. WE CAN RALLY TOGETHER TO PRIORITIZE A CEASEFIRE AND ENGAGE IN CONSTRUCTIVE DIALOGUE THROUGH APPROPRIATE CHANNELS. THE VOICES ADVOCATING FOR AN END TO THE VIOLENCE OUTWEIGH ANY POLITICAL MANDATE, AND IT IS INCUMBENT UPON EACH YOU AS A REPRESENTATIVE OF OUR COMMUNITY TO NOTICE THESE CALLS AND TAKE DECISIVE MEASURES. WHEN FACED WITH CONFLICTS OF SUCH IMMENSE SCALE, IT'S NATURAL TO FEEL A SENSE OF APPREHENSION. YET AS LEADERS, IT IS YOUR PROFOUND RESPONSIBILITY TO UPHOLD PRINCIPLES OF JUSTICE AND COMPASSION. EMBRACING A CEASEFIRE ISN'T JUST ABOUT SHOWING SOLIDARITY WITH AFFLICTED BUT ALSO FORGING A PATH TOWARDS ENDURING PEACE. IN CONCLUSION. I URGE EACH OF YOU TO CONTEMPLATE THE GRAVITY OF THE SITUATION UNFOLDING IN GAZA AND TO STAND ALONG ME STAND ALONGSIDE ME AND CLEARLY DEMANDING A CEASEFIRE. LET US EXERT OUR COLLECTIVE INFLUENCE TO BRING ABOUT MEANINGFUL CHANGE AND STILL HOPED IN THOSE WHO NEED IT MOST. THANK YOU. OUR NEXT SPEAKER IS RAJA SALAH.

RESPECTED MAYOR, CITY OFFICIALS. IN ARABIC. WE SAY PEACE UPON YOU. I WAS BORN IN JERUSALEM, 1941 LONG BEFORE ISRAEL WAS CREATED. WELL OUR WHILE WE ARE WATCHING AND ENJOYING THE SUPER BOWL ON SUNDAY. THE ISRAELI MILITARY GENOCIDE ASSAULT ON RAFA, WHICH IS THE

[00:15:03]

LARGEST CITY IN GAZA. THE KILLING HUNDREDS OF PEOPLE AND BOMBING HOMES AND BUILDINGS.

RAFA HAS MORE THAN 1.4 MILLION PALESTINIAN REFUGEES, MOSTLY FROM PLACES DESTROYED BY ISRAEL.

RAFA IS THE RED LINE BY ALL MEANS ISRAELI INVASION OF RAFAH WILL TURN THE GENOCIDE TO A HOLOCAUST. OVER 100,000 HAS BEEN KILLED, INJURED AND DISPLAYED MOSTLY CHILDREN. 400,000 HOMES DESTROYED OVER 2 MILLION PALESTINIANS ARE AT THE VERGE OF STARVING DUE TO THE BLOCKING OF FOOD AND WATER MEDICINE, AND IT'S ETCETERA. BY THE ISRAELI ARMY AND SETTLERS. CAN YOU IMAGINE THE PAIN AND SUFFERING THE KILLING AND HUMILIATION OF THOSE MILLIONS OF PALESTINIANS IN GAZA? AS A FORMER REFUGEE. BACK IN 1948. I STILL REMEMBER THE BOMBING OF MY TOWN IN JERUSALEM. AND THE DESTRUCTION OF THE HOMES AROUND MY OWN HOUSE. LUCKILY, WE WENT, WE MANAGED TO FREE TO FLEE AND TO SAFETY. I CAN IMAGINE THE PAIN AND AGONY AND THE DESTRUCTION OF HOMES AND, UH AND SEARCHING FOR A PLACE TO, UH TO HIDE. FROM THE BOMBING, FALLING DOWN ON ON ON HOMES AND BUILDINGS. I CAN IMAGINE WHAT THE PALESTINIANS IN GAZA ARE GOING THROUGH. CAN YOU IMAGINE BEING IN A PLACE LIKE THAT WITH YOUR FAMILY AND CHILDREN? TRY TRYING TO KNOW IF YOU'RE GONNA LEAVE THE NEXT TWO MINUTES OR SO. THE HORROR OF THIS WAR MUST STOP. WE CANNOT CLOSE OUR EYES AND PRETEND THAT WE DON'T HEAR, SEE OR KNOW WHAT'S GOING ON IN PALESTINE.

THERE'S MILLIONS OF MUSLIMS, CHRISTIANS AND MUSLIMS AND JEWS. BE SUFFERING AT THIS TIME. OUR MILITARY SUPPORT OF KILLING. THE TO ISRAELI MUST STOP. WE ARE SUPPORTING THEM WITH WEAPONS AND MASS WEAPONS OF DESTRUCTION AND THOUSANDS OF DOLLARS. THIS HAS TO STOP. THEREFORE IN THE NAME OF GOD AND THE LOVE OF HUMANITY, I URGE YOU TO STAND FOR PEACE AND AN END TO THE ISRAELI MADNESS. OF KILLING AND DESTRUCTION IN GAZA. RAISING. OUR VOICES TO THE HIGHEST LEVEL TO THE PRESIDENT, SENATORS. CONGRESSMEN MUST PUT AN END TO OUR UH, TO, UH, TO THIS MASSACRE IN GAZA. FINALLY, I, UH AS A PALESTINIAN AMERICAN THANK. MICHELLE, DO WE HAVE ANY OTHER COMMENT FORMS? IS THERE ANYONE ELSE WHO WOULD LIKE TO ADDRESS THE COUNCIL? THE. THREE AH! MY MOON'S CUSSING. MY APOLOGIES. GOOD EVENING, MR MAYOR. NEIGHBOR. AND THEN THE PROSPEROUS CITY COUNCIL MEMBERS. UM I'M NOT GOING TO RECOUNT ALL THE HORRIBLE STATISTICS. I THINK THE GENOCIDE, THE STATISTICS OF THE GENOCIDE, THE CIVILIANS IN GAZA ARE WELL DOCUMENTED. AND THEY'RE AVAILABLE EVERYWHERE TO EVERYBODY. INSTEAD, I WANT TO PAINT A STORY FOR YOU. THIS IS A REAL STORY. IT'S A FACTUAL STORY THAT'S BEEN DOCUMENTED. IN THE MEDIA AND VERIFIED IMAGINE A SIX YEAR OLD GIRL RIDING IN THE BACK OF HER UNCLE'S SUV WITH FIVE COUSINS. AND HER UNCLE DRIVING TO THE HOSPITAL FOR SAFETY. ALL OF A SUDDEN. A HAIL OF BULLETS SHATTERS THE SVS WINDSHIELD AND INSTANTLY KILLS ALL PASSENGERS, WITH THE EXCEPTION OF THE SIX YEAR OLD WHO WAS WOUNDED. SHE FIGHTS THROUGH THE TERROR AND PAIN TO GRAB HER UNCLE'S CELL PHONE AND DIALS THE EMERGENCY LINE. HER VOICE IS FAINT AND SMALL. THERE'S A TANK NEXT TO ME . IT'S MOVING. IT'S VERY, VERY CLOSE. PLEASE COME AND GET ME. I'M SO SCARED. THEIR FIRING AT US, SHE SAYS BEFORE THE CONVERSATION ENDS. WITH THE SOUND OF GUNFIRE AND SCREAMING. THE PARAMEDICS RUSHED TO THE LOCATION OF THE SIX YEAR OLD GIRL IN AN AMBULANCE THAT'S CLEARLY MARKED. THEY CAN SEE THE BALL RIDDLED SUV AND HAVE EYES ON THE LITTLE GIRL IN THE BACK SEAT. SHE WAS BADLY INJURED, BUT SOMEHOW WAS CLINGING ON TO LIFE BY A THREAD. THE PARAMEDICS, RADIO DISPATCH AS THEY GO INTO A

[00:20:02]

LITTLE GIRL WHEN THE LOUD BOOM IS HEARD, AND THE LINE FALLS SILENT. AFTER A WHILE ANOTHER AMBULANCE HAD DISPATCHED TO ATTEMPT ANOTHER RESCUE. ONLY TO WITNESS THE HORROR THAT HAD UNFOLDED. THE FIRST AMBULANCE HAD BEEN HIT BY A TANK SHELL AND WAS SMOLDERING NEXT TO THE SUV.

ALL WERE KILLED BY THE BOATS AND TANKS. AND THE TANK SHELLS THAT ARE MADE IN THE USA. PAID FOR BY OUR TAX DOLLARS. AND SUPPLIED FOR FREE WITH NO STRINGS ATTACHED BY OUR FEDERAL GOVERNMENT. TO THE ISRAELI OCCUPATION FORCES. I AM SURE. ALL OF US WOULD LOVE AN EXTRA $10 MILLION TO BE PUT TOWARDS OUR INFRASTRUCTURE AND FIXING THE DEPLORABLE STATE OF FISH TRAP ROAD INSTEAD. NOW IMAGINE IF THIS HAD HAPPENED ON PRESTON ROAD HERE IN PROSPER. HOW WOULD YOU FEEL? WHAT WOULD YOU SAY? WHAT WOULD YOU DO? THIS IS NOT COMPLICATED. IT'S A SIMPLE MORAL AND HUMAN DECISION. DO YOU SPEAK UP FOR THE CESSATION OF KILLING AND VIOLENCE? OR WOULD YOU TACITLY WATCH THE MURDER SILENTLY? SILENCE IS COMPLICIT. THIS IS NOT A FAR AWAY ISSUE AND A FAR AWAY LAND AND A FAR AWAY LAND AFFECTING PEOPLE. YOU DO NOT KNOW THIS IS PERSONAL SLAUGHTER OF FAMILIES OF YOUR NEIGHBORS AND PROSPER. THIS IS THEIR MOTHERS, THEIR FATHERS, THEIR GRANDPARENTS, THEIR UNCLES , THEIR AUNTS, THEIR NEPHEWS, THEIR NIECES THAT ARE BEING KILLED. THEY ARE A PART OF YOUR COMMUNITY SUFFERING DAILY FOR THE PAST 128 DAYS, WONDERING IF THEIR FAMILIES WILL BE KILLED BY WEAPONS FUNDED BY OUR TAX DOLLARS. STARVE TO DEATH BY OUR CYNICAL GOVERNMENT WHO CUTS REFUGEE RELIEF AID WHILE FEIGNING CONCERN, MR KISSING YOUR TIME HAS EXPIRED. THANK YOU . THANK YOU. PLEASE BRING A CEASEFIRE AND BRING AND VOTE FOR IT AND DO THE RIGHT THING. IS THERE ANYONE ELSE WHO WOULD LIKE TO ADDRESS THE COUNCIL? ALL RIGHT. THANK YOU. THEN AT THAT TIME, WE'LL MOVE TO OUR REGULAR AGENDA. UH AND IN FACT, WHAT I'M GONNA DO IS I'M GONNA CALL FOR A FIVE MINUTE RECESS AT THIS TIME. THAT'S ALL RIGHT. FIVE MINUTE RECESS. APRIL, WE'LL BE BACK IN, UH, 645 OR 5, 45 6 45. THANK YOU.

[00:30:14]

ALL RIGHT. TIME NOW IS, UH, 645, AND WE'RE GOING TO BE BACK INTO REGULAR SESSION. UH, PURSUANT TO

[00:30:24]

SECTION 551.007, THE TEXAS GOVERNMENT CODE. INDIVIDUALS WISHING TO ADDRESS THE COUNCIL

[8. Conduct a public hearing and consider and act upon a request for a Planned Development for Mini-Warehouse/Public Storage, Restaurant, and Retail uses on 8.7± acres on Collin County School Land Survey, Abstract 147, Tracts 1-7 and 28, located on the northwest corner of North Coleman Street and West Prosper Trail. The property is zoned Agricultural and Commercial. (ZONE-23-0017) (DH)]

FOR ITEMS LISTED AS PUBLIC HEARINGS WILL BE RECOGNIZED WHEN THE PUBLIC HEARING IS OPEN. OUR NEXT AGENDA ITEM IS AGENDA ITEM NUMBER EIGHT TO CONDUCT A PUBLIC HEARING AND CONSIDER AND ACT UPON A REQUEST FOR PLANNED DEVELOPMENT FOR MANY WAREHOUSE, PUBLIC STORAGE, RESTAURANT AND RETAIL USES ON 8.7 ACRES. ON COLLIN COUNTY SCHOOL LAND SURVEY . ABSTRACT 147 TRACKS ONE THROUGH SEVEN AND 28, LOCATED ON THE NORTHWEST CORNER OF NORTH COLEMAN STREET AND WEST PROSPER TRAIL. THIS PROPERTY IS ZONED AGRICULTURAL AND COMMERCIAL, MR DAVID HOOVER. THANK YOU. MAYOR COUNCIL. IT WAS JUST AN AERIAL VIEW OF WHERE THE PROPERTY IS. YOU CAN SEE IT BACKS UP AGAINST THE RAILROAD TRACKS THAT ARE IMMEDIATELY TO THE EXCUSE ME WEST OF THE SITE. THERE ARE CURRENTLY A COUPLE OF HOUSES ON THE SOUTHERN PIECE AND A COUPLE OF STRUCTURES ON THE NORTHERN PIECE. IT'S TWO TRACKS OF LAND. UH, TALKED ABOUT WHAT? WHAT THE ZONING IS. IT'S COMMERCIAL TO THE NORTH. IT'S A PD 24 TO THE EAST RETAIL TO THE SOUTH, AND THEN PD 12 TO THE REST. IT'S ALL THE ZONING AND THE LAND USE. PRETTY MUCH FOLLOWS. WHAT THOSE THOSE ZONINGS ARE. AGAIN THIS IS JUST AN AREA OF THE TWO TRACKS AND GIVES YOU FRAME OF REFERENCE FOR DIFFERENT COLORS. ALL THE YELLOW IS OBVIOUSLY RESIDENTIAL. AND THEN THE RED IS COMMERCIAL. THE PROPOSAL IS TO TURN THE SITE INTO A PUBLIC STORAGE FACILITY THAT HAS OUTSIDE STORAGE, RV STORAGE AND BOAT STORAGE. THAT WOULD BE OUTSIDE OF THE PROPOSED STORAGE FACILITY. AND THEN THAT WOULD ALL BE BASICALLY IN THE BACK, UM UP AGAINST THE RAILROAD TRACKS AND THEN THE MULTI-TENANT RESTAURANT AND RETAIL BUILDINGS.

THERE WOULD BE TWO OF THOSE, AND THEY FRONT. PASSPORT TRAIL ON THE SOUTHERN EDGE AND COLEMAN ON THE EASTERN EDGE. THIS IS, UH. PO, BUT THE PLAT WOULD LOOK LIKE WITH THE EXCUSE ME, THE ACCESS AND FIRE LANES AND SO FORTH. UM THE EU BASE ZONING. EXCUSE ME WOULD BE COMMERCIAL DISTRICT THE USES ALLOWED BY RIGHT OR THINGS I MENTIONED PREVIOUSLY THE AUTOMOBILE STORAGE MINI WAREHOUSE, OUTDOOR STORAGE. TYPICALLY THOSE THINGS, UM, REQUIRE SPECIFIC USE PERMITS IN IN ANY OF OUR COMMERCIAL DISTRICTS, AND IN THIS PARTICULAR PD, THE APPLICANT IS ASKING THAT THEY BE INCLUDED IN THE BASE ZONING. PARKING IS PRETTY CONSISTENT WITH WHAT THE REQUIREMENTS ARE TYPICALLY AS FAR AS UH, RETAIL RESTAURANT AND THAT THE WAREHOUSES ARE CONCERNED, SO THERE'S MORE THAN THAN, UH, WHAT'S BEING PROPOSED IS MORE THAN WHAT WOULD BE REQUIRED. UH, LANDSCAPING IS PRETTY CLOSE DEVIATES A LITTLE BIT. UM, BUT AGAIN, IT'S PRETTY CLOSE TO WHAT'S REQUIRED IN IN NORMAL AREAS. BUT IT IS A LITTLE BIT SHORT AS FAR AS AS IS IT.

MORE OR LESS OR ARE REQUIRED, AND IT'S A LITTLE BIT LESS. THIS. A CHART THAT TELLS YOU WHAT'S LESS AND WHY. I CAN GO THROUGH THIS IF YOU WANT, BUT, UM, I'LL JUST TELL YOU IT'S A LITTLE SHORT AND IT'S NOT SOMETHING THAT THAT STAFF WOULD, UM, RECOMMEND APPROVAL OF. THE SCREENING THAT'S BEEN PROPOSED, UH, NORTHERN BOUNDARY WOULD BE WROUGHT IRON FENCE EASTERN BOUNDARY WOULD BE MASONRY WALL AND LANDSCAPING. SOUTHERN WOULD BE LANDSCAPING AND WESTERN WOULD BE LANDSCAPING AND WROUGHT IRON FENCE. THE ARCHITECTURAL STANDARDS, ALL OF THE BUILDINGS WOULD BE A MINIMUM OF 80% MASONRY, EXCLUDING GLASS AND DOOR AREAS. I MEAN, THAT'S ALL THE BUILDINGS. IT'S THE RETAIL THE, UH, RESTAURANTS AND THE, UM, STORAGE BUILDINGS. IS THAT PICTURE OF WHAT IT LOOKS LIKE THIS IS ONE OF THE, UH UH, RETAIL BUILDINGS YOU CAN SEE THE BACK LEFT IS WHERE THE CLIMATE CONTROLLED STORAGE BUILDING IS. UH, THIS IS THE OTHER BUILDING

[00:35:03]

JUST TO GIVE YOU AN IDEA OF WHAT THAT LOOKS LIKE. AND THEN THIS IS WHAT THE STORAGE BUILDING LOOKS LIKE. AND YOU CAN BARELY SEE ON THE RIGHT SIDE. YOU CAN SEE THE OTHER BUILDING THAT'S IN THE BACK AND IN THE AREA THERE. UM IN BETWEEN, IS WHERE ALL THE OUTSIDE STORAGE WOULD BE. THIS IS, UH, A LITTLE BIT MORE OF A GLOBAL VIEW OF THE SITE. NOTICES WERE SENT OUT ON DECEMBER THE EIGHTH. WE GOT BACK TWO LETTERS OF OPPOSITION. WE HAD ONE PHONE CALL IN OPPOSITION. UM AND THE STAFF RECOMMENDATION IS DENIAL, YOU KNOW, AND THE REASON IS, WE JUST DON'T THINK IT'S INAPPROPRIATE COMPATIBLE. USE AT THIS LOCATION WITH ALL THE RESIDENTIAL THAT THAT SURROUNDING IT. I WENT TO THE PLANNING AND ZONING COMMISSION ON JANUARY THE 16TH. THEY VOTED TO DENY IT. 5 TO 1. FOR THE SAME REASONS. THEY DIDN'T BELIEVE IT WAS, UM, COMPATIBLE AND APPROPRIATE WITH THE SURROUNDING USES. I BELIEVE THAT'S ALL. I HAVE SO HAPPY TO ANSWER ANY QUESTIONS? GO BACK TO ANY OF THE SLIDES. IF YOU ALL WANT TO SEE ANYTHING ELSE, QUESTIONS NOW OR LISTEN, LET'S GO AHEAD AND KNOCK HIM OUT. UM JUST QUICKLY. WHAT WHAT WAS THE SPECIFIC FEEDBACK FROM THE PNZ? IT JUST IT IN OUR PACKET. IT JUST SAID THEY DENIED IT. 5 TO 1. IT DENIED IT. AND THE REASON BEING THAT THEY FELT IT WAS AN INAPPROPRIATE AND INCOMPATIBLE USE FOR THE AREA.

WHICH WHICH PART THE RETAIL BUILDINGS OR THE STORAGE, THE STORAGE. AND THEN WHAT IS THE FUTURE LAND USE PLAN IS THAT RETAIL, COMMERCIAL AND RETAIL, BUT, UM, OBVIOUSLY, IT'S NOT SPECIFICALLY LISTED AS SELF STORAGE AND THE TYPE OF ZONING THAT THE SELF STORAGE WOULD GO IN IS GENERALLY MORE INTENSE THAN THE TYPE OF COMMERCIAL YOU MAY REMEMBER THAT IMMEDIATELY TO THE SOUTH. THERE'S A RETAIL CENTER. THAT'S THERE. IT'S ACTUALLY KIND OF A NICE CENTER.

IT'S GOT YOU KNOW. STORES THAT APPEAR TO BE WELL ATTENDED BY THE SURROUNDING FOLKS. AND THAT'S KIND OF WHAT WHAT WE BELIEVE SHOULD GO ON THE NORTHERN SIDE. AND SO THAT THE SELF STORAGE JUST DOESN'T DOESN'T FIT WITH ALL THOSE OTHER. ACTIVITIES HAVE ANY ISSUES WITH THE TWO RETAIL RESTAURANT BUILDINGS. IT WAS JUST SPECIFICALLY THE STORY. OK, CORRECT. THANK YOU. I DON'T WANT TO PUT WORDS IN THEIR MOUTH OR CHANGE WHAT HAPPENED, BUT I THINK HAD IT COME THROUGH. ALL THE RETAIL AND RESTAURANTS. I THINK IT PROBABLY WOULD HAVE FARED BETTER ALL THE WAY AROUND. THAT WAS SUGGESTED TO THE APPLICANT. THE APPLICANT WAS NOT INTERESTED AT ALL. AND IN DOING THAT, AND SO AS A RESULT. OTHER OTHER QUESTIONS. FOR STAFF. OK, THANK YOU, DAVID. AT THIS TIME. UH, WELL, ACTUALLY IS THE APPLICANT PRESENT. PRESENT. GOOD EVENING MAYOR COUNCIL MATHIAS ALBERT 2600 NETWORK BOULEVARD SUITE 310 IN FRISCO. HERE'S A CIVIL ENGINEER REPRESENTING THE LANDOWNER, UM, APPRECIATE THAT REPORT FROM STAFF ESSENTIALLY TO SUMMARIZE, REALLY. THE REQUEST IS THAT THE LAND ITSELF IS LARGELY VACANT. I KNOW THERE'S A COUPLE OF STRUCTURES, BUT THEY'RE NOT REALLY OCCUPIED. UM IT'S A MIX OF SOME AG LANDS.

SOME COMMERCIAL LAND REALLY THE INTENT OF THE PD COME IN, PUT IT ALL UNDER ONE ZONING DISTRICT.

UM, AND THAT WOULD BE THAT COMMERCIAL DISTRICT THAT IS THE DISTRICT OF THE PD, UM YOU KNOW, WE PUT TOGETHER DEVELOPMENT STANDARDS HERE. UM THEY'RE THEY'RE VERY CLOSELY MATCHED TO THE COMMERCIAL DISTRICT. UM ONE THING TO NOTE THE LANDSCAPING REQUIREMENTS THAT ARE PART OF THE PD ARE ACTUALLY MORE STRINGENT THAN THE TYPICAL REQUIREMENTS. STEPH MENTIONED THAT THEY WERE SHORT. WHAT THAT IS WE'RE CALLING FOR A TREE. EVERY 20 FT INSTEAD OF EVERY 30 FT. THAT'S ACTUALLY AN INCREASE TO THE AMOUNT OF TREES THAT WOULD BE PLANTED ON THE FURNITURES. THAT'S A RESULT OF A LOT OF THE CONVERSATIONS WE HAD WITH THE SURROUNDING AN A S. UM YOU KNOW, UNDERSTANDING THAT HEY , MAYBE IT'S NOT, UH, YOU KNOW, A BRAND NEW RODEO GOAT OR SOME SOME FAVORITE RESTAURANT, RIGHT? BUT IT IS. HEY IF WE CAN GET APPROPRIATE SCREENING, THIS IS SOMETHING THAT WE THINK WE WOULD BE COMFORTABLE WITH. SO THAT'S WHERE THAT, UH, DIRECTION CAME FROM. BUT UH TO YOUR QUESTION, COUNCILWOMAN. IT'S ABOUT HALF OF THE DEVELOPMENT. HALF OF IT WOULD BE THE RESTAURANT RETAIL SPACES. HALF OF IT WOULD BE THAT STORAGE STORAGE IS, UH IN THE COMMERCIAL BASED ZONING DISTRICT . IT WOULD BE ALLOWED VIA SEP. SO THE PD, UM BASICALLY MAKES IT SO WE CAN COME AT ONE TIME CREATE A BASE ZONING DISTRICT FOR THE ENTIRE PROPERTY. UM ULTIMATELY GO THROUGH THE SEP PROCESS ALL AT THE SAME TIME BY GIVING IT A USE BY RIGHT. UH, WE

[00:40:02]

HAVE THE STORAGE SHOWN ON THE PD PLANS, AND OBVIOUSLY, WE WOULDN'T COME BACK AND PUT STORAGE ACROSS THE EIGHT ACRES OR ANYTHING OF THAT NATURE, BUT UM, BUT REALLY, WHEN WE START LOOKING AT THIS, WE HAVE RAILROAD TRACKS. UH, WE'VE GOT TWO ACCESS POINTS. BUT ONE OF THEM IS RIGHT IN RIGHT OUT ONLY, UM BECAUSE OF THE MEDIAN THERE ON PROSPER TRAIL, BUT FOR AN 8.5 ACRE SITE, ONLY TWO ACCESS POINTS FOR RETAIL. IT DOES CHALLENGE IT A LITTLE BIT. UH AND THE STAFFS POINT. THERE IS A NICE RETAIL DEVELOPMENT ON THE SOUTH SIDE. BUT THIS THIS CORNER DOESN'T SCREAM ANOTHER 60 TO 70,000 SQUARE FEET OF RETAIL. THE MARKET IS JUST NOT QUITE THERE FOR IT. UM, SO IS THE SORT OF 57 OR 54 SPACES THAT LOOK, IF THIS THING IS SCREENED PROPERLY, THEN THAT PEOPLE WERE THERE. BUT STAFF WAS THERE AS WELL. AT THAT HO A HEARING. I'M NOT SURE IF THEY HAVE ANY MORE FEEDBACK ON THAT, BUT, UM YOU KNOW THE COMMERCIAL AND THE RES OUT. THEY LIKE THAT. THE PLAN LAYS OUT FOR KIND OF AN OPEN SPACE AT THE HARD CORNER. THERE'S SOME TREES AND THINGS LIKE THAT IN THAT AREA.

[00:45:01]

FIRE TOR FIRE LANE AND THINGS LIKE THAT, BUT, UM, I DON'T HAVE THE FROM GRADE TO THE TOP OF THE ACTUAL STRUCTURE, BUT IN THE BASE ZONING COMMISSION, UH, DISTRICT FOR COMMERCIAL. IT DOES ALLOW UP TO 40 FT AS WELL AND IT WOULD BE UNDER THAT BASE ZONING DISTRICT HEIGHT. CORRECT UM AND II. I KNOW. I THINK I KNOW THE ANSWER TO THIS, BUT I'LL ASK IT ANYWAY.

DO YOU HAVE A SENSE OF THERE'S THEIR NEIGHBORS ON THE OTHER SIDE OF THE RAILROAD TRACKS.

NEIGHBORHOOD. YES, SIR. UM OBVIOUSLY, EVEN WITH THE SCREENING WALL YOU GONNA HAVE A TOUGH TIME SCREENING? 0.2 FT. OR CHECK. WHAT ARE THEIR SITE? HAVE YOU GOT AN IDEA OF WHAT THEIR SIGHT LINES LOOK LIKE? I'VE ASKED THIS BEFORE OF OTHER APPLICANTS BY THE I. I DON'T HAVE THAT ANSWER RIGHT HERE IN FRONT OF ME. I KNOW THE RAILROAD TRACKS ARE ARE SITTING UP HIGHER AND THINGS LIKE THAT, UM, I BELIEVE THERE'S ACTUALLY THEY HAVE SOME, UH, VEGETATION. I DON'T KNOW IF IT'S EVERGREENS OR IF IT'S HARDWOODS, BUT I BELIEVE THERE'S THEY ACTUALLY HAVE A ROW OF TREES THAT ALSO SEPARATES, UM , THEIR DEVELOPMENT FROM THE RAILROAD TRACKS AS WELL. THAT WOULD HELP WITH THAT. MHM. ELSE FOR ALL RIGHT. THANK YOU. THANK YOU. ALL RIGHT. THIS ITEM IS A PUBLIC HEARING. SO THEREFORE OPEN THE PUBLIC HEARING ON THIS ITEM. YOU WANT TO SPEAK ON THIS ITEM? SEE NONE. I'LL CLOSE THE PUBLIC HEARING COUNCIL DISCUSSION. ASK SOME QUESTIONS TO DAVID. YEAH, YEAH, OF COURSE. THANK YOU. THIS APPEARS TO BE F. SO THE REAR ELEVATIONS I.

EVERYBODY SEEING THE REAR ELEVATION. CAN YOU SHOW US WHAT THAT ELEVATION LOOKS LIKE FACING? POSSIBLE TRAIL. CO OUT OF THE STORY. COUNCIL. THE RETAIL? YEAH. I'M NOT SURE IT SHOULD BE A TWO D. YEAH THIS IS THIS IS THE FRONT FACING IN, BUT WE DON'T HAVE A PICTURE OF THE OUTSIDE. ABOUT INDIVIDUAL DOORS. TO GO FURTHER DOWN, DAVID GO ON. IT SHOULD BE. IT'D BE ABOUT THE SOUTH. AND THE EAST. ARE FACING THE ROAD. IT'S CLEARLY JUST THE BACK END OF THE BUILDING. PACK AND. YEAH I THINK I THINK I'LL HAVE MORE PICTURES. WE HAVE THE BACK END OF THE. ON ONE OF YOUR MAJOR. SO I'M NOT AS CONCERNED ABOUT THE USE AS I AM. YOU KNOW THAT? IT JUST DOESN'T WELL, I. I LOVE THE IDEA OF THE INTERNAL AND ALL THAT. FOR THE RETAIL. I THINK THAT CREATES A NICE ENVIRONMENT FOR REFILL. BUT IT'S VERY UNATTRACTIVE. ALTHOUGH THAT WAS TRUE. WELL. COUNCIL. SHOW THAT PROBLEM. I. DON'T HAVE. THAT A QUESTION YEAH. THAT'S A GOOD POINT. DO WE HAVE OTHER BUILDINGS. THAT ARE. THAT HAVE THIS ORIENTATION WHERE THE BACK OF THE BUILDING IS FACING A MAJOR MAJOR ROAD. THE ONLY ONE THAT COMES TO MIND AND IT'S PROBABLY NOT A FAIR COMPARISON IS THE TARGET. THE TARGET FACES NORTH AND THE WHOLE BACK OF THE TARGET. PS 380? YEAH AND THE WALMART AND YOU KNOW WHAT HAPPENS IS THAT CONTAINERS GET PARKED OUT THERE AND ALL KINDS OF THINGS LIKE THAT. AND SO YOU'RE DRIVING DOWN 380. YOU SEE CONTAINERS BECAUSE EXACTLY. BUT THAT ISN'T RIGHT. BUT THAT DOESN'T MEAN THAT DOESN'T MEAN THEY WON'T PUT TRASH CANS AND OTHER THINGS, PALLETS AND OTHER THINGS. THAT'S WHAT I'M TRYING TO SAY. I THINK THAT'S CAN BE UNSIGHTLY. YEAH. I DIDN'T CATCH THAT. BUT I. I AGREE. I DON'T LIKE THAT. OTHER QUESTIONS FOR MR HOOVER. I I HAVE ONE DAY. THAT'S THAT'S PRO. I'M SORRY, MAYOR, BUT THAT'S PROBABLY THE BEST PICTURE THAT THAT WE HAVE IN THE PRESENTATION, AND THAT'S THE SIDE OF THE BUILDING. BUT THAT'S PRETTY MUCH YOU KNOW WHAT ? WHAT'S THAT? WHAT'S THAT ORIENTATION OF THAT IS FACING TO THE WEST. I THINK YEAH. NORTHEAST. YEAH. AND I. ELEVATION AND I CAN'T FIND IT NOW, BUT IT SHOWS ALL THE REAR ENTRANCE DOORS ACROSS. IT WAS IT WAS. IT'S IN THE YEAH. YEAH

[00:50:06]

THAT'S THAT'S THAT THAT'S THE SOUTH AND EAST. YEAH. SO. YEAH, THAT THAT WAS A DISCUSSION THAT CAME UP DURING THE PLANNING COMMISSION MEETING. SO HERE HERE WE ARE. STAFF HAS RECOMMENDED DENIAL. PNZ IS RECOMMENDED DENIAL. UH BUT I WANT TO ADDRESS AN ISSUE, DAVID. I WANT TO MAKE SURE THAT BECAUSE TO EITHER CORRECT THE RECORD OR NOT, UM AS I LOOK THROUGH THE LANDSCAPING REQUIREMENTS YOU STATED THAT THE LANDSCAPING IS SHORT. I IN? THE APPLICANT SAYS IT'S BETTER. I HAVE TO TEND TO AGREE WITH THE APPLICANTS. ASSESSMENT THAT SO WHY DO WE SAY WHY THE STAFF SAY IT'S SHORT? WE BELIEVE IF YOU LOOK AT ALL OF THE REQUIREMENTS THAT ARE IN PLACE FOR LANDSCAPING, THE APPLICANT SAID. THAT THERE ARE. A LITTLE MORE TREES THAN WHAT IS NORMALLY REQUIRED AND THEIR PROPOSING. UM, TREES. I THINK IT WAS EVERY 20 FT. EVERY 20 FT TO EVERY 30 FT, BUT, UM ALL THE REST OF THE LAND CAPPING AND LANDSCAPING, SHRUBS AND SIZE OF THE GALLONS AND SO FORTH. THEY'RE THEY'RE CLOSE, I. I MEAN, I'M I'M NOT TRYING TO MAKE IT OUT LIKE YOU KNOW, THEY'RE TOTALLY SO HERE'S MY QUESTION LANDSCAPING AND IT IS A LITTLE BIT LESS. IN OUR OPINION IN THE PACKAGE. WE HAVE A VERY NICE LITTLE CHART THAT SAYS, HERE'S WHAT'S REQUIRED.

HERE'S WHAT THEY PROPOSE. AND YET NOWHERE IN THERE DO I SEE WHERE STAFF HAS SAID. HERE'S WHERE IT IS NOT MEETING OUR STANDARDS, SO YOU. YOU YOU GO THROUGH FOUR OF THEM AND THEY MEET OR EXCEED OUR STANDARDS. SO WHERE IS IT NOT MEETING THE STANDARDS. YOU SEE MY DILEMMA THERE THE WAY THIS THIS READS IT IT IT DEFINITELY APPEARS TO MEET WHAT THE REQUIREMENT IS. YES SIR . IN FACT, THIS DOESN'T EVEN SHOW THE DIFFERENCE IN THE TREES. OTHER DISCUSSION FROM COUNCIL. I MEAN, IN MY MIND, I THERE'S TOO MANY. FOR US TO CHANGE AS MANY THINGS AS WE WOULD WANT TO CHANGE FROM HERE IS ALMOST IMPOSSIBLE TO CAPTURE. SO I DON'T KNOW. I DON'T KNOW WHAT THE PROCEDURE IS TO TABLE TO FIX SOME OF THESE THINGS, OR ARE THEY BETTER? THAT'S A TERRY QUESTION. IS IT BETTER TO DENY IT AND LET THEM COME BACK THROUGH AND FIX THESE THINGS? I MEAN, THERE'S JUST TOO MANY HURDLES. THEY'VE BEEN THROUGH P AND Z ALREADY AND THEY WERE DENIED. SO THEY THERE SHOULD HAVE BEEN SOME THAT WAS POTENTIAL FOR CHANGES THERE.

THAT'S MY OPINION. I PREEMPTED THE ATTORNEY, THOUGH I'M SORRY. THAT'S FINE. THAT'S OK. I WAS JUST TRYING TO GET CLARIFICATION ON OUR BEST COURSE OF ACTION. ANYBODY WOULD LIKE TO MAKE A MOTION. I MOVE DENIAL OF ITEM NUMBER EIGHT. YEAH. WE HAVE A MOTION BY CHARLES COTTON, A SECOND BY AMY BARTLEY, ALL IN FAVOR OF THE MOTION TO DENY THAT MOTION PASSES UNANIMOUSLY. THANK YOU, MISTER. YES, SIR. ALRIGHT. THE NEXT AGENDA ITEM IS AGENDA ITEM NUMBER NINE, WHICH IS

[9. Consider and act upon awarding CSP No. 2024-12-B to Wilson Contractor Services, related to construction services for the DNT Waterline Relocation (US 380 - First Street) project; and authorizing the Town Manager to execute a construction agreement for same. (HW)]

CONTRACTOR SERVICES. WHO WAS THE , UH, THE SECOND LOWEST BIDDER? UH AND THE, UH, 1.269 MILLION AND AT 100 AND 10 DAYS, UH, FOR COMPLETION OF THE PROJECT. I KNOW IT IT THE LOW BITTER WAS ABOUT TO DO LESS THAN 10% BELOW WILSON, UH, AS THEY WENT THROUGH THE EVALUATION CRITERIA, UM THAT CONTRACTOR HAD. QUITE A BIT OF LESS EXPERIENCE IN SIMILAR PROJECTS AS WELL AS, UM NOT COMPLETING EVERYTHING THAT WAS REQUIRED WHEN THEY SUBMITTED THEIR PROPOSAL, AND THAT'S WHY THEY SCORED QUITE A BIT LOWER, WHICH DROPPED THEM OFF OF BEING CONSIDERED AS BEING THE BEST VALUE. UM WOULD THAT BE GLAD TO ANSWER ANY QUESTIONS? YOU HAVE? QUESTIONS FOR STAFF. COMMENTS FROM THE COUNCIL. DO WE HAVE A MOTION? I'M GOING TO APPROVE. UH, AGENDA ITEM NUMBER NINE.

AND AUTHORIZING THE TOWN ATTORNEY TO INSTITUTE CONDEMNATION PROCEEDINGS TO ACQUIRE THE PROPERTY AND PURCHASE NEGOTIATIONS ARE NOT SUCCESSFUL, MR WEBB LIKE A MAY AS YOU MENTIONED, UH, ORDER TO GET THIS PROJECT DONE. WE DO HAVE ONE WATER EASEMENT THAT THAT WE'RE ASKING FOR CONSIDERATION FROM COUNCIL K TO, UH, GO AHEAD AND APPROVE THE, UH RESOLUTION TO AUTHORIZE THE IMMINENT DOMAIN IF NEGOTIATIONS ARE UNSUCCESSFUL, RIGHT NOW, WE DON'T HAVE ANY INDICATION OF THAT BEING AN ISSUE. BUT WE WANNA MAKE SURE UH, THAT WE DO HAVE THIS IN PLACE IN CASE THAT THAT THAT DOES HAPPEN, AS YOU CAN SEE, UH, ON THE MAP HERE, IT'S THE IT'S THE NUMBER ONE PARCEL, BUT IT'S REALLY JUST WHERE THAT DRIVE THAT DRIVE CONNECTS OUT TO THE DNT JUST TO. THERE'S JUST A LITTLE SLIVER THERE. UH THAT WE NEED THE WATER EASEMENT FROM THAT PROPERTY. THE REST OF IT'S ALREADY IN PLACE FOR THE RELOCATION. SO TONIGHT WE'RE JUST ASKING FOR THE COUNCIL TO APPROVE THE RESOLUTION TO GIVE US THAT AUTHORITY AND, UH, REMIND EVERYONE, UH, THAT THIS DOES REQUIRE A ROLL CALL. CALLED THE I. I ASK YOU QUESTIONS. (DB)]

THE MOTION PASSES UNANIMOUSLY ALSO, THANK YOU VERY MUCH. THANK YOU. ALL RIGHT AGENDA ITEM NUMBER 11 TO CONSIDER AND ACT UPON AN ORDINANCE AMENDING SECTION 4.09 0.001 DEFINITIONS OF ARTICLE 4.09 SPECIAL EVENTS AND TEMPORARY OUTDOOR SEASONAL SALES. OF CHAPTER FOUR BUSINESS REGULATIONS OF THE CODE OF ORDINANCES AND AMENDING SECTION ARTICLE 4.09 SPECIAL EVENTS AND TEMPORARY OUTDOOR SEASONAL SALES OF CHAPTER FOUR BUSINESS REGULATIONS OF THE CODE OF ORDINANCES BY ADDING A NEW SECTION 4.09 0.14 PARKING TO ADDRESS TEMPORARY PARKING VEHICLES AT SPECIAL EVENTS, MR BAKER. THANK YOU, MAYOR AND COUNCIL, UM, HERE TONIGHT TO ASK YOU ALL TO APPROVE. THE AMENDMENT TO THE ORDINANCE. UM THIS AMENDMENT COVERS MULTIPLE

[01:00:07]

THINGS, BUT HONESTLY, RIGHT, WE'RE WE'RE I'M HERE BECAUSE OF THE CONCERNS ABOUT PARKING, UH, FOR SPECIAL EVENTS. UM, IT GOES INTO, UM PARKING PLANTS AND MIDDLES TIMELINES REQUIREMENTS.

ALSO IMPACT ON, UH ADJACENT PROPERTIES THAT MIGHT BE IMPACTED BY AN EVENT. BUT TRULY THE WHAT WE NEED HELP WITH IS THE ABILITY TO CREATE THESE NO PARKING ZONES WAS SIGNAGE AND THEN MOST IMPORTANTLY, IS TO ENFORCE THOSE, UH, ENFORCE THE ORDINANCE. SO, UM YOU CAN IMAGINE IF CARS ARE PARKED. WILLY NILLY. ARE THEY BLOCKING? UH, PERSONAL PROPERTY OR WHATEVER IT COULD BE. IT COULD BE A SAFETY ISSUE AS WELL. WE CAN'T GET EMERGENCY SERVICES IN OR OR WHAT HAVE YOU OR JUST SERVICE VEHICLES TO AND THE PORT OF BODIES OR JUST DELIVERIES.

ANYTHING ALONG THOSE LINES SO THAT'S WHAT I'M HERE TONIGHT TO ASK FOR. OK, ANY QUESTIONS FOR THEM? YEAH SO THIS YOU'RE ASKING? IS THIS TEMPORARY? NO PARKING. I'M SORRY. IT IS A TEMPORARY JUST DURING THE DURING THE EVENT. AN EXAMPLE WAS DOWNTOWN DURING FREEDOM FEST. WE HAD ALL KINDS OF CARS PARKED PEOPLE'S YARDS AND BLOCK. MAYOR COUNCIL. UH, ACTUALLY, A LOT OF THIS GENERATED FROM OUR HOLIDAY EVENT THAT WE HAD IN DECEMBER. RECEIVE AN EMAIL, UH, FROM A RESIDENT, UH, THE NIGHT THE NIGHT OF THAT SATURDAY OF WHICH BASICALLY WAS A FORWARDED EMAIL THAT HAD BEEN SENT FOR THE PREVIOUS INTERIM TOWN MANAGER. NOT NOT, MR SCOTT. BUT BUT, UH, MR PATTERSON, UH, ABOUT ISSUES AND WITH PICTURES THAT THEY HAD SHOWN, UH, TAKEN OF CARS PARKED ON BOTH SIDES OF SOME OF OUR NUMBERED STREETS AND HOW NARROW THEY WERE, AND YOU COULDN'T GET EMERGENCY VEHICLES SO BROUGHT TO THE STAFF'S ATTENTION, AND I APPRECIATE BOTH BOTH PARKS DEPARTMENT POLICE DEPARTMENT WORKING TO TRY TO BRING SOMETHING FORWARD FOR YOUR CONSIDERATION. MR KERN WOULD LIKE TO MAKE A MOTION. YEAH, I WILL, UH, MAKE A MOTION TO.

AMEND SECTION 409 01. ACCORDANCE WITH ITEM NUMBER 11. OK, THANK YOU. IS THERE A SECOND? LIKE LIKE, LIKE CRAIG AND ALL IN FAVOR. OCEAN PASSES UNANIMOUSLY ALSO, THANK YOU VERY MUCH. THANK

[12. Receive an update on the Parks, Recreation and Open Space Master Plan. (DB)]

YOU, UH AND YOU GET TO STAY ON THE STAND AGENDA ITEM NUMBER 12 IS TO RECEIVE AN UPDATE ON THE PARKS, REC AND OPEN SPACE MASTER PLAN, MR DAN BAKER. YES SIR. THANK YOU AGAIN. UM I WANT TO COME TONIGHT WITH A WITH AN UPDATE ON OUR PROGRESS ON THE PARKS, RECREATION AND OPEN SPACE MASTER PLAN. UM AS WE'VE TALKED ABOUT IN THE PAST. OBVIOUSLY, PUBLIC ENGAGEMENT IS A HUGE COMPONENT OF THIS AND SOMETHING WE NEED TO DO QUICKLY AND UPFRONT TO GET THE BALL ROLLING IS, UM, BASICALLY RATING AND APPOINTING OUR ADVISORY COMMITTEE AND OUR FOCUS GROUPS.

UM. AND NOW LET ME I'LL JUST STEP IN WHAT EACH ONE REALLY ENTAILS. UM OUR ADVISORY COMMITTEE. THESE ARE WE'VE WE'VE TARGETED KEY COMMUNITY STAKEHOLDERS, AND WE'RE TALKING ABOUT 10. PEOPLE FOR THE COMMITTEE. UM THIS ONE. THESE FOLKS WILL GO TO MULTIPLE MEETINGS FOR, UH THROUGHOUT THE YEAR, AND ESSENTIALLY, THEY'LL MAKE RECOMMEND RECOMMENDATIONS AND GUIDE STAFF BASED ON, UH, DATA THAT'S GATHERED THROUGH THE PROCESS. UM WE DID PRESENT THIS TO PARKS BOARD ON FEBRUARY 8TH AND THEY APPROVED THE ROSTER. I'M ABOUT TO SHOW YOU. UM, THEY WILL BEGIN THEIR FIRST MEETING ON MARCH 5TH. UM THE OTHER COMPONENT TO THIS, UH, WITH THE WITH THESE COMMITTEES, FOCUS GROUPS. WE ALSO ARE LOOKING TO APPOINT TO FOCUS GROUPS. UM THESE WOULD ALSO BE KEY KEY COMMUNITY STAKEHOLDERS. PARTICIPANTS UM, THEY WILL MEET ONE TIME IN A LITTLE MORE INTENSIVE DATA GATHERING CONDUCTED BY OUR CONSULTANTS, ESSENTIALLY DETERMINING WHAT ARE THE COMMUNITY'S NEEDS. UM SO AND LET ME ALSO, UM THE ADVISORY COMMITTEE WERE NOT AS WORRIED ABOUT GEOGRAPHICAL DIVERSIFICATION. UH, BECAUSE WE'RE TARGETING PEOPLE WE KNOW ARE VERY ACTIVE. THESE ARE GROUPS THAT WE KNOW ARE IMPORTANT STAKEHOLDERS TO THE COMMUNITY. THE FOCUS GROUPS HAVE A LITTLE MORE GEOGRAPHICAL DIVERSITY, SO I JUST WANT TO LET YOU KNOW AS YOU SEE, NOW WE ARE STILL WORKING ON INVITATIONS ON THE FOCUS GROUP. WE DID SEND THOSE OUT LAST WEEK. SO WE'RE STILL GETTING, UH, RESPONSES BACK TO THOSE INVITATIONS, BUT, UM, THIS LIST HERE, UH, THIS IS OUR ADVISORY COMMITTEE. UH, ALL OF FOLKS HAVE. UH SAID THEY WOULD BE WILLING TO PARTICIPATE AND HELP US. UM WE CAN GO THROUGH IT. OUR ACTIVE ADULTS LINDA BAKER, WHO'S VERY, VERY ACTIVE, ALSO PARTICIPATES HISTORICAL SOCIETY. UH, SHE'S ALSO A CHRISTMAS FESTIVAL VOLUNTEER. CASTRO FROM THE PARKS BOARD. UM SHE'S OBVIOUSLY A PARKS BOARD MEMBER, BUT SHE ALSO WORKS FOR THE CITY OF FRISCO, UH, PARKS, IMMIGRATION DEPARTMENT, SO SHE'S GOT SOME BACKGROUND ON ON THINGS LIKE THIS, UM, OUR PROSPERITY SPORTS COMMISSION ROBERT PATRICK. HE'S THE PASO PRESIDENT, PISE VALERIE

[01:05:04]

LITTLE, UM. IN A VALUABLE MEMBER , ALSO A PARKS BOARD MEMBER, UH BUT IT'S VERY IN TUNE WITH THE SCHOOL DISTRICT. OUR FAITH COMMUNITY M PEW WITH PRESTONWOOD BAPTIST CHURCH, UH, DOWNTOWN BUSINESS ALLIANCE, TRINA LOPEZ, WHO WAS, UH, OWNER OF THE PROSPER WINEHOUSE. SHE'S ALSO BEEN SUPER INVOLVED IN OUR DOWNTOWN EVENTS. UM HAS ALWAYS BEEN SUPER SUPPORTIVE. UH, HAS GREAT COMMENTS. SO WE WORK WITH HER, UH, MARY ADVISORY. UH, COMMITTEE WITH WILLIAM. HE UH, WHO'S THE CHAIR? UH, WE REACHED OUT TO OUR CRICKET COMMUNITY. UH SUCH A AND I APOLOGIZE. I DON'T KNOW HOW TO PRONOUNCE HIS LAST NAME. UM WE'VE HAD MULTIPLE MEETINGS WITH WITH SATS AND, UM HE'S WAS VERY INTERESTED IN PARTICIPATING WITH THIS, UM ARE PSD, BUT ALSO OUR WONDER SQUAD AS OUR FAMILIES WITH SPECIAL NEEDS. COL KUGLER WHO WORKS, UH, RIGHT ACROSS THE STREET FROM OUR OFFICE WHO I'VE MET WITH ON MULTIPLE OCCASIONS. SHE'S BEEN VERY SUPPORTIVE. UM SHE'S SHE'S LOOKING FORWARD TO PARTICIPATING . AND THEN JEFF ROBINSON FROM OUR RHOAS, UM. SO YOU'VE SEEN THAT OUR FOCUS GROUP? JUST SO YOU KNOW WHAT WE'RE LOOKING TO. PUT THESE TOGETHER. FOCUS GROUP NUMBER ONE. WE'RE REALLY LOOKING TO GET THE REMAINDER OF THE PARKS BOARD MEMBERS AND THE CE C MEMBERS. UH, WE FEEL THAT'S A GOOD MIX. AND UH, WE DO HAVE SOME DIVERSITY THERE AS FAR AS WHERE THEY LIVE IN TOWN. UH, FOCUS GROUP TWO. WE'VE JUST SENT OUT INVITATIONS. UM AND AGAINST MORE STAKEHOLDERS FROM OUR SPORTS ORGANIZATIONS, CHAMBER OF COMMERCE, UH, DEVELOPMENT COMMUNITY. UH SPECIAL NEEDS POPULATION, OUR YOUTH LEADERSHIP, HOMEOWNERS ASSOCIATIONS AND OUR CITIZENS ACADEMY. I. UM SO WE DID. WE SENT EMAILS OUT ON FEBRUARY. 9TH UM, WE HOPE TO HAVE A BETTER IDEA BY THE END OF THIS WEEK. WHO? ALL? UM, UH, IS INTERESTED IN PARTICIPATING. AND THEN THEIR MEETINGS WILL START ON MARCH 27TH. IT'S ALL I HAVE ANY QUESTIONS, I'D BE HAPPY TO TAKE THEM. I WAS JUST COMMEND YOU ON THE DIVERSITY OF THE DEMOGRAPHIC . IT'S LOOKS REALLY GOOD. SO THANK YOU FOR WE GOING THAT WE'VE COME A LONG WAY I THINK FROM WHEN WE DID THIS THE LAST TIME WE HAVE SO MANY GREAT GROUPS REPRESENTED THAT WE DIDN'T EITHER HAVE REPRESENTED THE FIRST TIME AROUND AND SO COM COMMITMENTS FOR THAT. WELL, I'LL TELL YOU, THEY THEY ARE EXCITED. UM, THAT FIRST THE ROSS I GAVE YOU, UH, WE HAD INVITED ONE OTHER GENTLEMAN. UH, FROM, UH, PRESTONWOOD BAPTIST. HE DOES NOT HAVE THE TIME TO DO IT. SO HE RECOMMENDED, UH, MR PUGH. SO UM, WE'RE EXCITED. THEY WERE THEY WERE ON BOARD WITH THIS READY TO GO. THEIR COMMENTS WERE DAN I HAVE ONE. DO YOU? WORRY ABOUT. I KNOW IN THAT LIST. YOU KNOW, YOU HAD THE ORGANIZATIONS AND ALL THAT. AND THEN THERE WAS A GENTLEMAN. YOU KNOW, UM OR CREATIVE COMMUNITY, RIGHT? DO YOU? SEE ANY POTENTIAL OF. OTHER SPORTS. I GUESS THAT MAYBE AREN'T REPRESENTED COMING FORWARD OR IS THAT ONE BY FAR THE MAJORITY OF CITIZENS, UH, OVER ANY OTHER SPORT? IN OTHER WORDS, LIKE SO, I THINK WITH THE PYSC, UH, REPRESENTATIVES BEING YOU KNOW, WE'RE WE'RE ASKING EVERYBODY FROM THE BOARD TO HAVE AT LEAST ONE SEAT AT THE TABLE, WHETHER IT'S A FOCUS GROUP OR, UH, THE ADVISORY COMMITTEE. UM JUST LIKE WHEN I GOT HERE TWO YEARS AGO, AND WE WERE TALKING PICKLEBALL I. I CAN'T TELL YOU ENOUGH. HOW MANY CALLS HOW MANY PEOPLE STOP IN MY OFFICE WEEKLY ABOUT CRICKET? AND HOW ARE WE GONNA GET THERE? WHAT ARE WE GONNA DO? SO THERE WAS KIND OF A GUT CALL ON OUR END, BUT WE FEEL THAT'S THAT IS A GROWING BURGEONING COMMUNITY, SO WE FEEL IT'S THE RIGHT THING TO DO, II. I DON'T HAVE THOSE CONCERNS. I THINK WE'LL BE ABLE TO REPRESENT MAYBE THE MORE I'LL CALL MORE TRADITIONAL I IF THAT'S THE RIGHT WORD TO USE, BUT, UM OTHER SPORTS, I THINK WILL BE REPRESENTED THROUGH SOME OF THE OTHER. FOLKS WE HAVE ON THE COMMITTEES. YEAH I NO, I GET IT. I MEAN, IF THAT'S WHO YOU'RE HEARING FROM THE MOST, BUT I COULD JUST SEE MAYBE ICE HOCKEY GROUP OR POLO OR, YOU KNOW OTHER SPORTS THAT ARE NOT REPRESENTED. BUT HAVE YOU KNOW A GROUP IN TOWN COMING FORWARD? SO WE THERE WILL BE OPPORTUNITIES FOR THE REST OF THE PUBLIC TO PARTICIPATE ON THIS EITHER THROUGH THE SURVEY, OR YOU KNOW, THROUGH OTHER, SO I THINK IF SOMEONE'S IF SOMEONE WANTS TO GIVE US INPUT OR MAKE A COMMENT. THEY'LL HAVE THE OPPORTUNITY TO DO SO. OK, GREAT. THANK YOU VERY MUCH. THANK YOU. AGENDA ITEM NUMBER 13 IS DISCUSSED. CONSIDER THE TOWN COUNCIL SUB-COMMITTEE

[13. Discuss and consider Town Council Subcommittee reports. (DFB)]

REPORTS. WE HAD A PRETTY UH, IN DEPTH C IP BRIEFING. IS THERE ANYTHING ELSE YOU GUYS WOULD LIKE TO ADD TO THAT? YEAH, MAYBE I BECAUSE WE BOUNCED AROUND ON IT. MAYBE I'LL JUST GIVE YOU A QUICK SUMMARY. UH WHAT WE DID WAS WE TOOK THE 2,000,002 50. THAT WAS IN THE, UH CAPITAL

[01:10:03]

DEDICATED FROM THE COMMUNITY CENTER. AND WE ALLOCATED IT TO THE SERVICE CENTER. SO THE SERVICE CENTER. FINANCING PLAN FOR SERVICE CENTER BOB AND CHRIS CAME UP WITH, UH, THAT WOULD INCLUDE THAT TO ME, 250. IT WOULD BE FUNDED. 5 MILLION OR ONE THIRD FROM, UH UTILITY.

UTILITY FUND. AND TWO THIRDS FROM OUR GENERAL FUND. OR. OTHER SOURCES, BUT THE UTILITY FUND COULD HANDLE ONE THIRD OF IT. SO 5 MILLION AND 10 MILLION OF THE $15 BILLION PROJECT. IN THAT 15 SIDE. THE 5 MILLION HAS A LOT OF UTILITY BO BOND SAVINGS THAT'S GONNA HELP FUND THAT THE 10 MILLION HAS A, UH COMMITMENT FROM THE FOR THE 2025 AND 26 CAPITAL. DEDICATED FUNDS.

CONTRIBUTED TOWARDS THAT SO WE'RE OUR PLAN IS TO DO THIS WITHOUT GOING PUTTING IT ON THE BOND PROGRAM. TO DO IT FROM CAPITAL DEDICATED AND OTHER SOURCES. MIGHT INCLUDE ONE CEO.

DON'T KNOW. BUT ANYWAY, THAT'S THE 2,000,002 50, THE OTHER 1 MILLION, WHICH WAS THE PARKING LOT. FOR PARKS, UH AND FOR, UH, PUBLIC WORKS THAT WE. THEY HAVE ELIMINATED THAT 1 MILLION WAS ALLOCATED AS WE TALKED ABOUT TODAY. FOR THE DOWNTOWN PARK AND PLAYGROUND 250,000 FOR THAT, TO ADD THAT PLAYGROUND TO IT ON THE DOWNTOWN 184 FOR THE DOE BRANCH EROSION ISSUE. WE TALKED ABOUT THAT TODAY. 130,000 FOR THE LIBRARY MASTER PLAN. WE TALKED ABOUT THAT, AND, UH WHAT WE DIDN'T SAY WAS WHAT WAS LEFT OVER AT THAT POINT. WAS 436,000 OUT OF THE 1 MILLION AND WHAT WE WANTED TO DO WAS TO AT THIS POINT EARMARK THAT FOR DOWNTOWN OVERAGES FOR PROJECTS DOWNTOWN.

THAT 436 NOT IDENTIFIED A SPECIFIC PROJECT. LET'S SET THAT ASIDE FOR DOWNTOWN UNTIL WE YOU KNOW, DECIDE WHAT TO DO. SO THAT'S NOT PART OF THE ORIGINAL. MILLION. OH, I THOUGHT NO. THIS IS IN ADDITION TO THAT MILLION 500. YEAH YEAH, THIS IS ANOTHER 436 AND THE CAPITOL DEDICATED THAT WE'VE FUNDS EFFECTIVELY AND SO WE WANNA SET THAT ASIDE THIS HALF A CENT TAX RATE. RIGHT AT THIS POINT, UNTIL WE DECIDE YOU KNOW WHAT IF THERE'S A USE FOR IT? NOT MIGHT BE SOMETHING DIFFERENT. THEN I ALSO HAVE ANOTHER PROCEDURAL QUESTION. UM, JUST ABOUT THE C IP COMMITTEE.

UM YOU BASICALLY P ENCUMBERING FUTURE FUTURE BUDGET DOLLARS. WITH YOUR DECISIONS. NOW WE'RE JUST LAYING OUT. WE'RE LAYING OUT WAYS THAT IT CAN BE DONE. AS FAR AS THE SERVICE CENTER. YOU MEAN WELL, JUST YEAH, ANYTHING THAT'S NOT IN THE CURRENT BUDGET STRUCTURE AS TO HOW WE COULD DO IT. NOT COVERING FUTURE DOLLARS WELL, AND IT'S THREE OF US SO WE WOULD GO TO THE FINANCE COMMITTEE. AND THEN IT WOULD BE PART OF THE BUDGET PROCESS. YOU WANNA WEIGH IN ON THAT? THERE WE GO. WHAT WE'RE DOING, IN ESSENCE IS LAYING THE GROUNDWORK. FOR A RECOMMENDATION THAT WILL BE CONSIDERED BY FULL COUNSEL DURING THE BUDGET PROCESS. SO. IT WILL GO TO THE C I COMMITTEE.

IT WILL GO TO THE FINANCE COMMITTEE. IT WILL BE INCORPORATED INTO THE MULTI YEAR BUDGET PLAN OF WHICH YOU'LL BE FIRMLY COMMITTING THE NEXT BUDGET YEARS. BUT THEN IT WILL ALSO HAVE THE OUT YEARS THAT WILL BE THE INTENDED USES. BUT RIGHT NOW IT'S A RECOMMENDATION AND IT'S AND IT'S A METHOD THAT WE CAN SHOW THAT WE CAN GET THERE WHAT WE WANTED TO DO. WHAT WE WANTED BOB AND HIS TEAM TO DO WILL SHOW US HOW WE COULD GET THERE WITHOUT HAVING TO USE BOND FUNDS. HE SHOWED US A WAY WE COULD DO LET ME WITH THE EXPLANATION. THEN I MAYBE I'M RUSHING TO ASSESSMENT AND. BASICALLY UH, LIMITING YOUR SCOPE TO BEING HOW TO SPEND THE MONEY AS OPPOSED TO THE PROJECT. SO THANK YOU FOR AND YOU KNOW WHAT I'M SAYING? LIKE, I THINK IN MY MIND, I WAS LIKE YOU'RE ACTUALLY LOOKING AT WHAT PROJECTS WE SHOULD BE DOING IN TOTAL, NOT JUST SPENDING THAT LITTLE BIT OF MONEY, SO THAT'S MY THAT'S ON ME SO AND WE HAD PAID FOR IN OUR BUDGET THE DESIGN FOR THIS YEAR FOR 1.2 MILLION I DON'T REMEMBER WHEN 1.8. SO WE WE'VE ALREADY ALLOCATED THOSE FUNDS FOR THE DESIGN. SO WE WERE DOING IT IN ANTICIPATION OF ONCE THE DESIGN IS COMPLETE, YOU KNOW, PHASE ONE WOULD BE 15 MILLION. HOW ARE WE GONNA ARE WE GONNA ISSUE BONDS? WE WOULD PREFER NOT TO DO THAT JUST BECAUSE WE CAN GET THE PROJECT DONE FASTER. I. I WANNA JUST SAY FOR THE C IP COMMITTEE. IT'S A NEW COMMITTEE. SO YOU'RE OLDISH. WE'VE DONE A ESPECIALLY BASED ON THE CONVERSATION FROM THE WORK SESSION. THERE'S A LOTT

[01:15:06]

OF THAT AND ACCELERATING THE INFRASTRUCTURE PRIORITY NUMBER ONE. SO THANK YOU FOR THAT. OK, UH, NEXT WOULD BE THE LEGISLATIVE COMMITTEE. YOU WANNA PICK NOW? UH, YEAH, I THINK, UH, AT LEAST THE PART THAT I WAS. I WAS THERE FOR THE SECOND PART OF IT. UM, WE WERE, UM I THINK WE'RE GOING TO START PARTICIPATING IN TML ADVISORY. UH, THAT IS COMING UP THIS YEAR.

WE'VE NOT REALLY BEEN A PART OF THE POLICY ADVISORY COMMITTEE IN THE PAST, UH OR, UH, PROCESS IN THE PAST, AND SO NOW, I GUESS LIKE EVERYTHING ELSE. WE'RE KIND OF STEPPING INTO THAT ROLE. UM WE'RE ALSO LOOKING TO GET A PROBABLY AN ADDITIONAL BRIEFING HERE NEXT COUPLE OF WEEKS GOING INTO PRIMARY SEASON OF HOW THAT LANDSCAPE IS GOING TO LOOK, UM, THAT'LL BE AN INTERESTING CONVERSATION. TO BE SURE, AMERICA DID I MISS ANYTHING. THE OTHER ITEMS I'LL COVER ON EXECUTIVE NOW FOR THAT. UH, DOWNTOWN COMMITTEE. HE WANTS TO COVER THAT. UM, WE HAD SOME INITIAL. COST ESTIMATES FOR THE ARCHES THAT WE'VE SORT OF EVOLVED, THE COMMITTEE SORT OF EVOLVED INTO ARCHES VERSUS JUST LIGHTS, AND THOSE CAME WITH A STICKER SHOCK. SO NOW WE'RE SORT OF BACK TO LET'S SEE WHAT WE CAN DO TO GET. UH MAYBE SIMPLE DESIGN, UM AND SOMETHING THAT'S A LITTLE MORE COST EFFECTIVE. SO WE'RE IN THE PROCESS THERE. BENCHES HAVE BEEN ORDERED. WE'LL BE PUTTING IN DOWNTOWN TRASH CANS OBVIOUSLY HAVE DONE BEEN PUT IN THERE, SO I THINK THERE'S SOME IMPROVEMENTS. IT'S JUST IT'S NOW IT'S GETTING TO GETTING ESTIMATES AND FIGURING OUT WHERE THE COMMITTEE IS RECOMMEND. THAT WE SPEND DOLLARS. SO II. I THINK A RECOMMENDATION WILL COME TO COUNCIL IN THE NEXT FEW MONTHS SO OF THE ALLOCATED FUNDS. 505 100 FROM E DC IN TOWN. HOW MUCH HAS ACTUALLY BEEN SPENT SO FAR? WE KNOW THAT. THERE YOU GO. FOR BENCHES AND TRASH CANS. WE GOT.

980,000 WELL, I THINK I REALLY THINK WE WHERE THE COMMITTEE IS REALLY KIND OF GOING AND KIND IS TWO DIFFERENT PROJECTS, AND I THINK WE'RE JUST IN THE VETTING STAGE OF CAN WE AFFORD THESE PROJECTS? ARE THEY MULTIYEAR PROJECTS? ARE WE GONNA COME BACK AND ASK FOR MORE MONEY? HOW CAN WE REDUCE THE COST? SO I THINK THEY'RE SORT OF JUST THEY'RE STUCK ON THOSE TWO. THEY'VE REALLY REFINED IT DOWN TO THOSE TWO AND WE'RE JUST WAITING ON NUMBERS AT THIS POINT. NUMBER TWO OF OUR STRATEGIC VISION DEVELOPMENT OF DOWNTOWN IS A DESTINATION, SO THAT'S ALL VERY IMPORTANT. IT'S COMING. IT'S JUST YEAH, IT'S PROCESSED. DID WE HAVE A SEAT? ANY OTHER QUESTIONS FOR DOWNTOWN? CEC. I DON'T THINK MET, DID THEY. HE DID OK. THANK YOU. I HAVE? YES A LOT OF OUR TIME WAS SPENT DISCUSSING THE APP. MARCUS ISN'T HERE. HE WOULD HAVE TOLD YOU ALL OF THIS. UM MARCUS IS LISTENING IN HE HE WOULD PROBABLY HAVE A LOT MORE TO SAY ABOUT IT. UM WE THE GROUP ASKED THE COMMUNICATIONS STAFF IN THE APP PERSON TO COME BACK WITH SOME SOLUTIONS TO MAKE THINGS A LITTLE MORE SIMPLE TO SIGN UP FOR ALERTS, SO THAT'S SORT OF WHERE WE ARE IN TASKING WITH MAKING IT VERY SIMPLE AND MORE USER FRIENDLY. YEAH, NO, I MEAN, UM THE ONLY THING I WOULD ADD, IS THAT YEAH, THEY TRIED TO MAKE IT SO THAT I THINK SPECIFICALLY SIGNING UP. YOU DIDN'T HAVE TO SIGN UP MULTIPLE TIMES FOR DIFFERENT, UM, ITEMS. SO THAT WAS, UM THAT WAS THAT WAS ONE OF THE OBJECTIVES THEY WERE LOOKING FOR. YEAH. OK? WAS THAT, UH, ARE THERE ANY OTHER? UH, THE NEXT AGENDA ITEM IS A DIRECT TOWN STAFF TO SCHEDULE TOPICS FOR DISCUSSION AT A FUTURE MEETING. ANYBODY WITH ANYTHING THEY LIKE TO BRING FORWARD. NO, OK. IN

[EXECUTIVE SESSION]

THAT CASE, THE TOWN COUNCIL WILL NOW RECESS INTO CLOSED SESSION IN COMPLIANCE WITH SECTION 551.001 OF THE TEXAS GOVERNMENT CODE IS AUTHORIZED BY THE TEXAS OPEN MEETINGS ACT TO DELIBERATE REGARDING SECTION 551087 TO DISCUSS AND CONSIDER ECONOMIC DEVELOPMENT INCENTIVES IN ALL MATTERS INCIDENT RELATED THERE TO SECTION 551.072 TO DISCUSS THE CONSIDERED PURCHASE EXCHANGE , LEASE OR VALUE OF REAL PROPERTY FOR MUNICIPAL PURPOSES IN ALL MATTERS.
