[2. Consider and act upon the minutes from the January 11, 2024 Parks & Recreation Board meeting. ]

UP ON OUR AGENDA. CONSIDERING AND ACTING UPON THE MINUTES OF OUR PREVIOUS MEETING FROM JANUARY 11TH 2024. ANGELA. THANK YOU AGAIN FOR SENDING THAT INFORMATION OUT IN ADVANCE, SO WE HAD A CHANCE TO TAKE A LOOK AT IT. ANY DISCUSSION ABOUT THE MINUTES. DO I HEAR A MOTION TO APPROVE? ON THE MOTION KIND OF MOTION FROM BOB BENSON. IS THERE A SECOND? I'LL SECOND THANK YOU VERY MUCH. KIM SHAMSI MOVED AND SECONDED. ALL THOSE IN FAVOR SIGNIFY WITH I ALRIGHT. ANY OPPOSED? 70. ALRIGHT COMES TO THE TIME WHERE WE HAVE COMMENTS FROM THE PUBLIC. I DON'T SEE ANYBODY HERE IN ATTENDANCE THIS EVENING OTHER THAN BARBARA NO COMMENTS FROM BARBARA. ANYBODY ONLINE. THAT DOESN'T SOUND LIKE WE HAVE AN AUDIENCE OUT THERE EITHER. OKAY ALL RATINGS ARE DROPPING WELL. OKAY WINDSONG PARK NUMBER THREE ETHRIDGE PARK, THE NAMING OF, SAID PARK, DAN

[4. Consider and act upon naming Windsong Park #3 Etheridge Park.]

BAKER. PARKS BOARD. THANK YOU FOR BEING HERE TONIGHT. UM, WE ACTUALLY PRETTY BIG AGENDA TONIGHT, SO WE'LL TRY TO GO THROUGH THESE AS QUICKLY AS POSSIBLE. BUT A LOT OF IMPORTANT ITEMS CONSIDERED IN, INCLUDING THIS ONE. IF I DON'T KNOW IF YOU ARE FAMILIAR WITH ONE SONG PARK NUMBER THREE. IT'S KIND OF WEST SIDE OF TOWN, LITTLE NORTHWEST. UM DEVELOPERS COME TO US ASKING US TO CONSIDER A NAME AS PART PART OF ONE OF YOUR DUTIES AS PARKS BOARD IS TO APPROVE PARK NAMES OR NAME PARKS. UH EITHER WAY. UM WE'VE REFERRED TO THIS AS ONE SONG PARK NUMBER THREE AND IN PART OF THEIR CONSTRUCTION OUT THERE AND DEVELOPMENT. I MAY HAVE TO RELY ON KURT HERE A LITTLE BIT. THEY HAVE UNEARTHED. UM BASICALLY, IS IT IS THERE A PICTURE OF IT LATER ON? I'M GONNA FAST FORWARD HERE FOR A SECOND LATER, YEAH. OKAY? THIS WILL GIVE YOU A LITTLE MORE DETAIL. THAT BIG BLOCK OF CONCRETE. THERE IS AN OLD STORM SHELTER FROM BACK IN.

PROBABLY THE EARLY 19 HUNDREDS, UM IT HAS THE FAMILY NAME ETHRIDGE ON IT. AND SO WHEN SONG IS GOING TO UTILIZE THAT AS PART OF THE PARK, AND IT'S NOT GONNA SIT LIKE THAT, BELIEVE ME, WE'RE GOING TO TAKE CARE OF IT. BUT IT'S A COOL HISTORICAL PIECE FROM FROM HERE FROM PART OF THE TOWN OF PROSPER. UM SO THEY'VE COME TO US AND ASKED, WOULD WOULD WE CONSIDER NAMING THE PARK AFTER MR ETHRIDGE? SO ETHRIDGE PARK, SO WE'RE BRINGING THAT TO YOU TONIGHT AS A CONSIDERATION. UM WE'VE DONE A LITTLE AND I'LL GO BACK TO THE OTHER SLIDE. UM THERE'S A LITTLE . LITTLE INFORMATION HERE. YOU KNOW SOME PICTURES FROM THE FAMILY. THEY ARE HISTORICAL FAMILY HERE IN PROSPER. WE DIDN'T FIND ANYTHING. ONE OF THE THINGS AS PARKS DIRECTOR AND MY CAREER A LITTLE NERVOUS ABOUT NAMING SOMETHING AFTER A PERSON BECAUSE YOU JUST DON'T KNOW AND IT'S HAPPENED. WE'VE ALL SEEN NEWS STORIES. UM WE DON'T BELIEVE ANYTHING LIKE THAT IS ASSOCIATED WITH MR GUTHRIDGE. SO WE FEEL VERY CONFIDENT. THAT THIS WOULD BE A UM. A GOOD CHOICE OF NAME FOR THIS, KURT IS THERE ANY IS THE PROPERTY THE PARK ON? IS THAT WHERE THAT IN THE STREET IN FRONT OF THE PARK. OKAY, DIG IT UP BECAUSE THEY SO IT WAS ADJACENT. THAT WAS INITIALLY IT WAS IN THE GROUND ADJACENT TO THE PARK. SO THAT IS WHERE THE FAMILY'S HOMESTEAD I WAS. SO WE'RE GONNA WE'RE GONNA ASK YOU FOR TO EITHER APPROVE OR DISAPPROVE. OR IF YOU HAVE ANY QUESTIONS, WE'D BE HAPPY TO ANSWER THOSE FOR YOU. AND THEN WE'LL TAKE THAT TO THE COUNCIL LATER. TO FORMALIZE IT SO QUESTIONS FOR DAN. UH YEAH. DAN DO YOU GOT JUST CURIOSITY? DO

[00:05:09]

YOU GUYS CHECK WITH LIKE THE MAYBE THE PROSPER HISTORICAL SOCIETY OR ANYTHING LIKE THAT AND COLLECTING THESE TWO TO GAIN A STORY. IF IN FACT YOU'RE GOING TO NAME IT AFTER A FAMILY OR A SPECIFIC PERSON. SO KIND OF YOU KNOW, I UNDERSTAND. UM WE HAVE NOT DONE THAT. AT THIS POINT. WE CAN CERTAINLY DO THAT. I KNOW THIS IS ONE OF THE HISTORICAL BOOKS. YEAH YEAH, BUT WE CAN CERTAINLY AND AGAIN. THIS DOESN'T HAVE TO HAPPEN TONIGHT. WE CAN BRING IT BACK IF YOU'D LIKE FOR US TO MEET WITH HISTORICAL SOCIETY AND SEE WHAT THEY'RE THEY'RE FEELING IS ON.

THAT'S A GREAT IDEA. I'M SORRY. WE DIDN'T DO THAT BEFORE THIS, UM THIS WAS A LATE REQUEST IS PROBABLY A WEEK OR SO AGO FROM TELL US THAT THE DEVELOPER ONE DEVELOPER YEAH, NO, NO ROADBLOCK HERE. I JUST FROM CURIOSITY STEAK. UM YOU KNOW, TO LEARN THE STORY. WHETHER IT'S DONE NOW OR WHETHER YOU'RE YOU KNOW? DOING DUE DILIGENCE ON THE PARK AT A LATER DATE, JUST KIND OF LEARNING. UM YEAH, IT ADDS TO THE COMMUNITY ASPECT OF THE PARK . I THINK I'VE GOT SOMETHING DOING GROUNDBREAKING, MAYBE A RIBBON CUTTING AT THAT POINT, WE COULD CERTAINLY SEE WHAT THERE IS REGARDING MR ETHERIDGE AND HIS FAMILY. SO THIS THIS EXCERPT IS FROM THE HISTORICAL SOCIETY'S BOOK THAT'S IN THE LIBRARY. THERE'S TWO GREEN YEAH, YEAH, THE NON CHECK AUDIBLE THROUGH THEM TRYING TO FIND ANY OTHER INFORMATION. OKAY? FOR THE REASONS I COULDN'T FIND MUCH MORE. I DON'T KNOW THAT THE FAMILY STAYED IN THIS AREA. IF THEY'RE STILL AROUND HERE, THIS IS REALLY ALL I CAN FIGURE OUT, BUT I'M NOT A HISTORIAN. AND THEN YOU MENTIONED WHO BROUGHT THE NAME TO THE TABLE. AND I SORRY I DIDN'T CATCH IT WHEN YOU WERE. SO IT WOULD BE, UM TELUS GROUP, WHICH IS THE WINDSONG RANCH DEVELOPMENT COMPANY, WHOSE DONE OBVIOUSLY YOU'RE ALL FAMILIAR WITH ONE SONG RANCH. UM I'VE BEEN A GREAT PARTNERS WITH THE TOWN AND WITH ALL COMPONENTS OF THE TOWN, ESPECIALLY PARKS DEPARTMENT OF PARKS AND RECREATION. YEAH, THEY MADE THE RECOMMENDATION. OR THAT THEY MADE THE REQUEST. THEY'RE ASKING US IF WE WOULD BE WILLING TO NAME THE PARK AFTER MR ETHRIDGE. OKAY? OTHER QUESTIONS FOR DAN. ALL RIGHT. AH ANYBODY WANT TO MAKE A MOTION TO. APPROVED, AT LEAST FROM A PARKS BORG PARKS BOARD STANDPOINT. NAMING OF WINDSONG 32 ETHRIDGE PARK. I MAKE A MOTION THAT WE APPROVE IT MOTION FROM VALERIE LITTLE. A SECOND. SECOND FROM MEG BRANDON. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE HIGH 70 THANK YOU VERY MUCH. ALRIGHT. ARE YOU STAYING AT THE PODIUM, DAN? YES, SIR. THE PARKS AND RECREATION

[5. Consider and act upon approval of the Parks and Recreation Open Space Master Plan Advisory Committee.]

OPEN SPACE MASTER PLAN ADVISORY COMMITTEE. SO, UM. THERE'S ACTUALLY A COUPLE OF YOU UP THERE. THAT PROBABLY WILL HAVE A LITTLE MORE BACKGROUND ON THIS. WE ARE FULL FORCE AHEAD ON THIS PARKS RECREATION OPEN SPACE MASTER PLAN. UM PART OF THE PROCESS OF THIS. IT'S REALLY A YEARLONG PROCESS BUT PART OF THE PROCESS OF PUTTING TOGETHER WE'VE HEARD IT REFERRED TO AS AN UPDATE. I DON'T CONSIDER THIS AN UPDATE. WE IT'S BEEN EIGHT YEARS SINCE WE'VE DONE THE OPEN SPACE MASTER PLAN. I WANT TO SAY IT WAS 2015 LASTED. IT WAS PROBABLY ABOUT 1510 15,000 PEOPLE THAT LIVED HERE FAR FROM ME. MAY KNOW. OBVIOUSLY THIS TOWN HAS CHANGED A LOT IN EIGHT YEARS.

UM, SO WE FEEL IT'S A VERY IMPORTANT WITH OPEN SPACE MASTER PLANS. THERE'S A LOT OF PUBLIC INPUT. RIGHT WE WILL HOLD FOCUS GROUP MEETINGS. WE WILL HAVE THIS ADVISORY COMMITTEE WHICH WILL MEET QUARTERLY WE WILL DO. SURVEYS SO A LOT OF OUTREACH TO THE PUBLIC THE ADVISORY COMMITTEE IS AN IMPORTANT PIECE OF THIS PROCESS. UM SO WHAT WE'RE ASKING. THIS GROUP UP HERE . YOU'LL SEE TWO OF THE PEOPLE UP HERE. WE'VE ASKED TO SIT ON THIS COMMITTEE WOULD LIKE FOR YOU ALL TO APPROVE IT. AND WHAT? HOW HOW DO WE GO ABOUT SELECTING THE NAMES ON THIS LIST? WE IDENTIFIED WITH OTHER TOWN STAFF , MY SUPERIORS. WHAT? WHAT ARE THE STAKEHOLDER GROUPS THAT WE FEEL ARE IMPORTANT TO INCLUDE THINGS LIKE YOU LOOK ON HERE, ACTIVE ADULT COMMUNITY PARKS AND RECREATION BOARD. CITIZEN ENGAGEMENT COMMITTEE. PROSPER YOU SPORTS COMMISSION, THE SCHOOL DISTRICT OR FAITH COMMUNITY, THE DOWNTOWN BUSINESS ASSOCIATION, THE MAYOR'S YOUTH

[00:10:02]

ADVISORY COUNCIL. CRICKET OR CRICKET COMMUNITY. UM. AGAIN, OUR SPECIAL NEEDS COMMUNITY AND THEN RH OAS. SO RIGHT NOW WE HAVE REACHED OUT TO ALL THE PEOPLE ON THIS LIST. ASKING THEM THEY WOULD BE INTERESTED UPON UPON BEING APPROVED BY THIS BOARD AND THEN COUNCIL NEXT WEEK, SO THE FIRST STEP FOR US IS TO SEE IF YOU GUYS HAVE ANY CONCERNS. DO YOU FEEL WE DIDN'T QUITE HIT THE MARK. BUT IF YOU'RE GOOD WITH THIS A GROUP OF FOLKS TO START WITH THIS COMMITTEE. WE'D LOVE FOR YOU TO GO AHEAD AND BLESS THAT AND THEN WE WOULD TAKE IT TO COUNCIL NEXT WEEK TO HAVE THEM APPROVE IT NOW BEFORE WE GO ANY FURTHER. WE ARE WORKING RIGHT NOW ON TO OTHER FOCUS GROUPS, AND, UM, WE OBVIOUSLY HAVE CARRY AND VALERIE ON THIS LIST. THE REMAINDER OF YOU. WE WOULD LIKE TO PARTICIPATE IN A FOCUS GROUP. YOU'LL BE GETTING AN EMAIL POSSIBLY TOMORROW, RECEIVING AN EMAIL POSSIBLE TOMORROW WHERE WE WILL PUT TOGETHER IT WILL BE A ONE EVENING SO IT'S ABOUT AN HOUR HOUR AND A HALF. TIME COMMITMENT TO COME OUT, YOU'LL SIT WITH OTHER COMMITTEES. OTHER MEMBERS OF THE COMMUNITY AND IT'S RUN BY OUR CONSULTANT DUNAWAY ASSOCIATES WILL COME THROUGH. THEY'RE GOING TO ASK KIND OF YOUR THOUGHTS ON WHAT THE COMMUNITY'S NEEDS ARE YOUR EXPERIENCES THOSE KINDS OF THINGS, THE ADVISORY COMMITTEE BECAUSE A LITTLE MORE IN DEPTH THEY MEET FOUR TIMES AS OPPOSED TO ONCE. UM, BUT WE FEEL LIKE AND WE KIND OF WENT THROUGH. WE'VE HAD MULTIPLE MEETINGS. WHO IS IMPORTANT TO SOME OF THESE COMMITTEES. WHAT ARE THE IMPORTANT GROUPS IN THE COMMUNITY TO BE REPRESENTED BY BY THIS ADVISORY COMMITTEE, THEN THE LATER FOCUS GROUPS. SO I HOPE THAT DIDN'T BEAT THAT UP TOO BAD. YOU GUYS AND PLEASE ASK ANY QUESTIONS YOU HAVE ON THIS ONE OR A FEW UM, WE ARE ANTICIPATING POTENTIALLY HAVING A TOWN COUNCIL PERSON ON THIS COMMITTEE. WE'RE GONNA LET THEM TELL US THAT THEY WANT TO DO THAT. UM WE'VE BEEN ADVISED TO KEEP IT AROUND. 10 PEOPLE NOW I WILL SAY EVERYBODY ON THIS LIST IS CONFIRMED, EXCEPT FOR BRENT KIRBY, AND I JUST DON'T THINK BRENT'S GOT THE MESSAGE YET. SO WE'RE GOING TO MAKE A PHONE CALL TO HIM TOMORROW. IF THIS IS STILL THE WAY YOU ALL WANT US TO PROCEED. SO WITH THAT BEING SAID, I'LL TAKE ANY QUESTIONS.

QUESTIONS FOR DAN. NOT REALLY A QUESTION, BUT I DO LIKE IT. I THINK IT'S A BROAD SPECTRUM OF PEOPLE THAT HAVE A WIDE RANGE. OF INTERESTS TO FUNNEL INTO YOU KNOW THIS COMMITTEE? SO I MEAN, I I'M LOOKING AT. I MEAN, I THINK IT REPRESENTS THE COMMUNITY WELL. GREAT THANK YOU.

IT'S IMPORTANT AND KURT AND I BOTH DONE. MULTIPLE OF THESE AND OTHER PLACES. UM. IT'S IMPORTANT TO GET A GOOD CROSS SECTION, YOU KNOW? THE LAST NIGHT DID WITH KURT AND RICHARDSON. WE WOULD OPEN IT UP. WE HAVEN'T INVITATIONS. BUT REMEMBER, WE HAD ONE NIGHT. AND I THINK IT WAS FOCUSED AROUND MORE YOUTH TYPE ACTIVITIES. AND WE PROBABLY HAD 20 PEOPLE SHOW UP AND JUST 17 OF THEM FROM THE SWIM TEAM. SO YOU KNOW, SO THEN, SO GUESS WHAT YOU'RE GOING TO GET YOU GOING TO GET A LOT OF WE NEED A NATATORIUM OR SOMETHING ALONG THOSE LINES. UM SO WE'RE REALLY TRYING TO MANAGE HIS TIME AWAY WHERE WE'RE GOING TO GET EQUAL. IMPORTANT FROM ACROSS THE DIFFERENT COMMUNITY GROUPS AND YOU'LL SEE IN THIS ONE. THIS ONE WAS REALLY MORE FOCUSED ON THE ACTIVITIES OR THE TOPIC. THE FOCUS GROUPS YOU'LL SEE A LITTLE MORE GEOGRAPHIC DIVERSITY. WANT TO MAKE SURE WE'VE GOT ENOUGH PEOPLE FROM THE WEST SIDE EAST SIDE ALL AROUND. THIS ONE. I DIDN'T WORRY ABOUT THAT AS MUCH BECAUSE WE KNOW WE HAVE GOOD. LINDA BAKER. IF YOU DON'T KNOW, LINDA, SHE'S VERY ACTIVE WITH OUR ACTIVE ADULTS GROUP. I DON'T CARE WHERE LINDA LIVES. LINDA PARTICIPATES. SHE KNOWS OUR PROGRAMS. I NEED TO HEAR FROM HER. SHE SHE'S GOT HER. HER.

FOOT IN IN WHAT'S GOING ON THERE. UM REASON I CHOSE CARRY FROM THE PARKS BOARD. OBVIOUSLY, SHE SITS ON THE BOARD CARRIES INVOLVED IN PARKS AND RECREATION IN OUR EVERYDAY LIFE AS A JOB.

SO I THINK SHE'S GOT A LOT OF VALUABLE INPUT. UM SAME VALERIE. WHO ELSE BETTER COULD YOU ASK FROM THE SCHOOL DISTRICT, RIGHT PARKS BOARD ALL THAT SHE'S SHE'S IN THE COMMUNITY. SO WE WERE LOOKING AND NOT THAT THAT'S A KNOCK ON ANYBODY ELSE UP HERE. WE CAN ONLY TAKE AS MANY AS WE COULD HAVE BEEN RECOMMENDED TO KEEP IT RIGHT ON THAT 1011 12. WE WANT TO MAKE SURE THE MEETINGS ARE, UM OR ACTIVE OR PEOPLE PARTICIPATING. IF YOU GET 1520 25 1, YOU'LL NEVER GET THEM OFF THE SAME NIGHT. TO SOME WILL TALK. SOME WON'T SO WE REALLY JUST FIELD AND THIS IS SOMEBODY

[00:15:02]

WHO WE'RE HIRING THAT DOES THIS FOR A LIVING. THIS ISN'T WHAT KURT AND I DO EVERY DAY. WE DO THIS FOR A LIVING, BUT NOT EVERY DAY. SO WE HAVE A SPECIALIST COMING IN. WE'RE FOLLOWING THEIR RECOMMENDATIONS. UM AND AGAIN, WE VETTED THIS THROUGH. TOWN MANAGEMENT. IS I MEAN, IF YOU SEE IF YOU GO AGAIN, YOU MISSED THE BELT IS WHAT ABOUT THIS GROUP? OR WHAT ABOUT THAT GROUP OR DO YOU? I MEAN, I'M OPEN FOR WHATEVER. AGAIN I THINK YOU PICKED A GREAT CROSS SECTION OF PEOPLE AGAIN GEOGRAPHICALLY REALLY DOESN'T PERTAIN TO WHAT THEIR TASKS ARE GONNA BE, UM, IN IN SOME OTHER STUFF THAT YOU DO LIKE THIS. IT MIGHT BE COOL. YOU PROBABLY HAVE ALREADY THOUGHT ABOUT IT RIGHT? UM BUT LIKE THE PROSPER ECONOMIC DEVELOPMENT COUNCIL, I DON'T KNOW. YOU KNOW, TO PUT SOMEBODY LIKE THAT IN IN A POSITION LIKE THIS ON THIS OR SOMETHING MOVING FORWARD IN THE FUTURE THEY MIGHT BRING, YOU KNOW, BRING A GOOD AD TO APOLOGIZE. I DIDN'T BRING A LIST OF THE OTHER PEOPLE WERE LOOKING WELL. SOME SOME WAY WERE IDENTIFIED PEOPLE. WE'RE GOING TO KIND OF GET THAT LIST NARROWED DOWN TOMORROW. BUT WE'RE LOOKING AT THE COMMUNITY, THE CHAMBER OF COMMERCE. SURE. AGAIN, UH, THE REST OF THE BOARD MEMBERS HERE ARE ASSISTANTS ENGAGEMENT COMMUNITY CITIZENS ENGAGEMENT COMMITTEE. OTHER PY SC MEMBERSHIP SO A LITTLE SIMILAR GROUPS FROM THIS, BUT MAYBE A LITTLE MORE. BECAUSE THEY BROUGHT HER IN DEPTH EITHER WAY. BUT BUT IF YOU'VE GOT A RECOMMENDATION WE HAVE TIME WE'RE GOING TO SEND. WE WILL SEND EMAILS OUT TOMORROW. SO IF THERE'S SOMEBODY YOU WANT TO SEND ME LIKE YOU THINK WOULD BE GETTING A FOCUS GROUP. I'D BE HAPPY TO INCLUDE THEM. YEAH I MEAN, I LOVE THIS. I LOVE THIS LIST. JUST YOU KNOW IF THIS IS WHAT YOU'RE MOVING TOWARDS PUTTING FOCUS GROUPS TOGETHER OR COMMITTEES TOGETHER. UM I THINK IT WOULD BE A VALUABLE ASSET. TO GET SOMEBODY FROM THE P E. D C BECAUSE THEY DO SO MUCH, UM PLUS , THEY HAVE A LOT OF LEVERAGE IN THE TOWN, AND I THINK THEY COULD SUPPORT YOUR EFFORTS REALLY WELL AND ULTIMATELY WHAT WE'RE LOOKING AT WHEN WE'RE ALL DONE WITH THIS WITH THE OPEN SPACE MASTER PLAN. ULTIMATELY WE WANT A PRIORITIZED LIST OF THE COMMUNITY'S NEEDS SO THAT WHEN I GO TO WHEN I SUBMIT A BUDGET OR I GO TO COUNCIL OR WHEN WE DO THE BOND PROGRAM I'M NOT PUTTING THINGS OUT THERE THAT I THINK IT'S COOL OR THAT KERRY THINKS YOU'RE COOL OR WHATEVER WE'RE GOING TO THE WE'RE GOING TO THE COMMUNITY. SO IF THE COMMUNITY DOESN'T COME OUT AND TELL US WELL, SHAME ON THEM. BUT THE PEOPLE WHO DO AND WE'RE GONNA WE'RE GONNA PUSH HARD TO GET AS MUCH INPUT AS WE CAN. BUT THAT'S WHAT THESE GROUPS ARE FOR. THESE ARE LEADERS ON THOSE GROUPS AND CAN GET THAT FEEDBACK AND GET THAT INPUT. UM BUT THAT THAT'S REALLY OUR GUIDE. EVERYBODY SITTING HERE EVEN YOURS. YOU KNOW WHEN SOMEBODY COMES UP AND SCREAMS AT ONE END TWO YEARS, BECAUSE YOU KNOW WHY BUILDING MORE TRAIL? WELL IF YOU TAKE A LOOK AT THE OPEN SPACE MASTER PLAN, YOU'LL SEE NUMBER ONE ON THERE ARE TRAILS. THAT'S WHAT WE'RE BEING TOLD THE PUBLIC WANTS, SO WE'RE GOING TO FOCUS ON THOSE THINGS. YOU KNOW? THANK YOU. WHAT'S THE TIMELINE ON UPDATING THAT? SO THIS IS ABOUT A YEAR PROCESS WE'VE BEEN TASKED BY COUNSEL TO AT LEAST HAVE ESSENTIALLY A PRIORITY LIST. BY ABOUT JULY AUGUST, SO WE'RE GONNA BE WE'RE GONNA BE MOVING AND WE CAN DO THAT WE WERE GOING TO GIVE YOU ALL THAT PUBLIC INPUT. IT TAKES A YEAR TO REALLY PUT PUT A BOW ON THE THING RIGHT? YOU GET EVERYTHING DONE YOUR DEMOGRAPHICS ALL THOSE ITEMS, BUT WE CAN STILL GO OUT AND DO OUR PUBLIC INPUT TO OUR SURVEYS. THROUGH ALL THOSE THINGS IN ADVANCE AND HAVE THAT AND THEN ONCE ALL THAT DATA COMES BACK, IT COMES BACK IN THE NATIONAL BINDER. AND THAT'S WHAT WE'LL PUT ON EVERYONE'S DESK.

COME JANUARY, SO BUT WE SHOULD HAVE WHAT WE NEED FOR WHAT COUNCILS ASKED FOR BOND AND BUDGET. HOPEFULLY, LATE SUMMER. ALRIGHT. ANY OTHER QUESTIONS FOR DAN? ANY FURTHER DISCUSSION. DO I HEAR A MOTION TO ACCEPT THE OPEN SPACE MASTER PLAN ADVISORY COMMITTEE AS PROPOSED MOTION DANIEL KNOCKS MAKES A MOTION. SECOND FROM BOB BENSON. ALL THOSE IN FAVOR SIGNIFY BY SAYING , AYE, ALRIGHT, OPPOSED 70. WHEN YOU'RE ON A ROLL, RIGHT? OKAY, UM. SOMETHING THAT WE ARE GOING

[6. Consider and act upon approval of the Windsong Community Park Master Plan consultant.]

TO GO TO COUNCIL FOR, UM. NO OKAY. I'M SORRY. WE ALREADY DID. THIS IS SO THIS WAS SOMETHING I HAD AN APOLOGY. THE LAST BACK IN JANUARY I PRESENTED AT OUR TOWN COUNCIL MEETING. UM WENT THROUGH

[00:20:07]

WE NEEDED WERE, UM OUR COMMITTEE. THAT'S RIGHT. MY APOLOGIES. I'M JUST READING IT DOESN'T. CONSULTANT I THINK WE'RE JUST LOOKING FOR THEIR APPROVAL TO PROCEED WITH THIS MASTER PLANNING EFFORT, OKAY? I DIDN'T HAVE THAT. I'M I'M SORRY. I'M NOT SURE I THINK. CONSULTED, PROBABLY JUST THE PROCESS ITSELF. THE WINDS ON COMMUNITY MASTER PLAN. WHAT ELSE WOULD THIS. WHAT'S WE'RE GONNA WE'RE GONNA SKIP THIS ONE BECAUSE I'M I'M A LITTLE CONFUSED ON WHAT IT SAYS, AND WE'LL COME BACK. IF WE NEED TO, HMM. YEP. TABLE THAT. OH OKAY. WELL MAYBE IF I LOOK AT MY SLIDES, OKAY. OH MY FAULT. I'M SORRY. NOT ENOUGH SLEEP. ALRIGHT LET LET ME LET ME EXPLAIN IT, SO WE HAVE WINDSONG COMMUNITY PARK, UM, WHICH SETS UP IN THE NORTHWEST AREA. THE LAST BOND PROGRAM. THERE WAS SEVERAL MILLION DOLLARS THAT WERE VOTED ON TWO IMPROVE THAT PARK. THERE WAS ALSO A SUBCATEGORY ON THAT VOTE BACK IN 2020 THAT THOSE FUNDS COULD BE USED FOR BRANDON COMMUNITY PARK BASE. WELL THE COST ON RAYMOND COMMUNITY PARK ONCE THE DESIGN AND THE SCOPE KEPT CREEPING. WE HAD TO PULL THE FUNDING OFF OF THAT PARK. AND MOVE IT TO WINDSONG ARE SCHEMING TO RAYMOND COMMUNITY PARK SO WE COULD DESIGNING BUILDING DO ALL THOSE THINGS. RECENTLY UM AND I'VE HAD MEETINGS. UM THE TELUS GROUP, WHICH IS THE ONE SONG DEVELOPMENT. FOLKS. UM THEY WERE LOOKING. THEY HAD SOME LAND. THEY'RE THEY'RE THEY'RE WRAPPING UP THERE. THEY STARTED THEIR LAST COMMUNITY THERE. KIND OF GETTING SHOP CLOSED. THEY HAD SOME LAND THAT THEY WERE LOOKING TO POTENTIALLY SELL. IT'S NOT SOMETHING THAT WE'RE INTERESTED IN THIS TIME. BUT IN TALKING, WE WERE DISCUSSING THAT LAND. UM AND THEY'VE OFFERED PRO BONO.

NO. NO STRINGS ATTACHED TO PAY. FOR THE MASTER PLAN FOR THE PARK , WHICH IS PROBABLY ANYWHERE BETWEEN 1800 $120,000 GIFT NOW SMART FOR THEM BECAUSE THEIR THEIR THEIR COMMUNITIES ARE GONNA STILL WANT TO USE THAT PARK. IT'S GOING TO EXPEDITE THE TOWN COUNCIL STRATEGY. STRATEGIC VISITING PRIORITIES. NUMBER ONE IS ACCELERATION OF INFRASTRUCTURE. SO WE CAN GET OUT OF THIS. IT DOESN'T COST US ANYTHING. WE'RE NOT BURNING ANY PARK FEES TO GO THROUGH A MASTER PLAN PROCESS. UM. ONE SONG AND TELL US I'VE ALWAYS USED TPG PARTNERS. TPG IS A GREAT CONSULTANT KURT I. BOTH OF THEM IN THE PAST FOR PARKS. UH UM. SO BASICALLY, THEY SAID, WE'LL SET UP THE MEETING. YOU SIT WITH HIM AND TELL HIM WHAT YOU WANT, AND WE'LL WRITE THE CHECK. SO THAT'S DOMINANT DOWN A LITTLE BIT, BUT, UM SO. WE WANT TO TAKE THAT TO COUNSEL TO GET APPROVAL TO DO THAT. UM WE'D LOVE FOR YOU GUYS TO GIVE US THE APPROVAL TO DO THIS. I DON'T SEE ANY NEGATIVE THINGS. TELL US THEY'VE TOLD US THEY ARE NOT GOING TO HOLD ANYTHING BACK. THEY WANT TO BUILD. THEY WANT TO DESIGN WHAT WE WANT TO BUILD. AT THE END OF THE TIME. WE'RE NOT HAPPY WITH THE DESIGN. WE DON'T HAVE TO USE IT. THERE'S NO CONTRACT. THERE'S NO NO ANYTHING. TELL US IS IN CONTRACT WITH TPG. OR THE BENEFICIARY, SO LONG, LONG STORY SHORT THEY WANT TO GIFT US. A FREE MASTER PLAN FOR THE PARK. SO, SO WITH THAT. SORRY FOR MY, UM, CONFUSION THERE. YOU ACTUALLY ANSWERED A COUPLE OF QUESTIONS THAT I HAD ON MY MIND, YOU KNOW? WHATEVER COMES BACK, WE CAN USE OR NOT USE ABSOLUTELY OBLIGATION. IT'S A FREE ASSESSMENT OF FREE PLAN, PLEASE.

HOPES ARE WITHIN THERE'S MULTIPLE COMMITTEES ARE BREAKING GROUND RIGHT NOW AROUND THAT PROPERTY. UM WE'LL HAVE SOME PARK PIECE COMING IN. SO IT MAY BE SOMETHING WHERE WE'VE DONE THIS BEFORE WHERE WE WORK WITH THE DEVELOPER AND LIBERAL PARTIES DO IT WITH ONE SONG RANCH. WE'VE DONE IT WITH BLUE STAR DEVELOPMENT. UM YES. THEY'RE A GOOD FIT. WHEN THEY COME IN. THEY CAN EITHER WRITE US A CHECK AND WE CAN DO SOMETHING OR THEY CAN BUILD IT FOR US. SO AGAIN, WE CAN WAIT AND WAIT FOR A BOND PROGRAM OR WHATEVER IT COULD BE YEARS DOWN THE ROAD. WE'VE GOT THESE OTHER TOOLS IN PLACE. UM SO WE WANT TO KNOW IF YOU ALL THINK IT'S A GOOD IDEA TO MOVE FORWARD WITH SOMETHING LIKE THAT, AT LEAST GET THE FREE DESIGN. AND YOU JUST ANSWERED THE NEXT QUESTION I HAD, AND THAT WAS SOMETHING WE COULD USE TO SUPPORT BUDGET ASKS THINGS LIKE THAT. ABSOLUTELY ABSOLUTELY. SO, DAN, I QUESTION I, UM I KNOW DAVID BLOOM REALLY

[00:25:08]

WELL WORKED WITH HIM ON SEVERAL PROJECTS. UM I'M A FAN OF TELL US, UM THEY ALL LIVE HERE, THEIR THEIR THEIR PEOPLE FOR US IS THE ONE THAT MADE THE OFFER. HE WAS THE ONE WE WERE MEETING WITH.

DID YEAH, SO MY QUESTION AGAIN. QUESTIONS STRUCTURED OUT OF CURIOSITY, BUT A LOT OF TIMES WHEN THEY'RE GOING TO. THEY'RE GOING TO DO SOMETHING LIKE THAT. THERE'S CONCESSIONS GIVEN BY THE CITY OR THERE'S TAX ABATEMENTS THAT ARE. HANDED OUT. IS THERE ANYTHING LIKE THAT? OR THEY JUST COMING AND SAYING HEY, WELL BUT LET'S PAY FOR IT BECAUSE WE WANTED TO BE THE BEST EVER.

BINGO. THEY WANT TO BE A GOOD NEIGHBOR. THEY WANT TO BE, UH YEAH. GOOD PARTNER. UM WE BECAUSE INITIALLY, WE THOUGHT IT MIGHT BE CONDITIONAL ON US BUYING SOME LAND. FIRST THING HE TOLD ME HE GOES DOWN HE GOES. I DON'T CARE IF YOU DON'T WANT TO BUY THE LAND. WE STILL WANT TO DO THIS. OKAY SO THERE ARE THERE ARE NO STRINGS ATTACHED TO THIS AT ALL. IN FACT, HE INTRODUCED US TO TPG WILL JUST GET TO KNOW EACH OTHER DISCUSSION. AND THEN HE SAID GUYS WAS IN THE CURTAIN.

WE'RE CHECKING OUT. OKAY, JUST SEND US THE BILL. IN THE LAST PART, ISN'T IT LIKE AND AGAIN? I APOLOGIZE IF I'M INCORRECT, BUT LIKE ABOUT 167 ACRE PART NOT THE BIG 50. YEAH THIS ONE IS 51 YEARS OLD. OKAY SORRY. OKAY. THIS IS NOT SO THERE'S NO DOPE BRANCH, WHICH IS DOWN ON FIRST STREET. YES, THERE'S A LITTLE BIT NORTH OF FIRST STREET. NOW WE'RE GOING TO 3 80 162 ACRES.

THAT'S NOT THE PROPERTY. WE'RE TALKING ABOUT THE PROBLEM TO PROSPER TRAIL JUST EAST OF I FEEL IT'S WEST WESTERN WESTERN STYLE. OKAY. YOU CAN'T GET TO IT. THE ROADS YEAH. YEAH YEAH, OKAY AND THE TOWN'S BUYING THE PROPERTY. WE WE OWN THIS LAND IT ALREADY ON THAT LAND. I DON'T KNOW HOW LONG WE'VE OWNED THE LAND, BUT IT'S SITTING THERE. IT'S HAD A SIGN UP IN FRONT OF IT. SAME FUTURE FUTURE LIGHT IN PARK. UM AND YOU KNOW, WE THIS IS SOME IDEAS WE'VE HAD AND WE'VE TALKED ABOUT THIS. IN THE PAST. WE'VE GOT A GROWING CRICKET COMMUNITY. THE DEVELOPER WHO'S WORKING AROUND THAT WHO ACTUALLY WAS TALKING TO US ABOUT THIS PARK? PROBABLY 68 MONTHS AGO. UM IS A BIG CRICKET FAN A LOT OF HIS CUSTOMERS, SO WE'RE LOOKING AT THIS AS AN OPPORTUNITY. WE KNOW THAT POPULATIONS HERE AND THAT'S A DEMAND. WE'RE GOING TO GET GOING TO SEE IT ON THE OPENING GUARANTEE. WE'RE GOING TO SEE IT ON THE OPEN SPACE MASTER PLAN.

SO THE THOUGHT IS. COULD THIS BE OUR NOT ONLY ONE JUST CRICKET, BUT THIS COULD BE OUR CRICKET.

SURE ACTUAL LIKE WE'RE BUILDING OTHER PITCHES OTHER PLACES, BUT THIS WOULD BE A DEDICATED CRICKET. THAT'S WHAT WE WANT TO SEE COULD BE ALSO SOME SOCCER AND TRAIL AND PLAYGROUND AND ALL THOSE OTHER COMPONENTS. BUT UM SOMETHING WE'RE GONNA SEE. WHAT ONCE WE GET TO SIT DOWN AND TALK ABOUT SCOPE YEAH. I HAD A QUESTION IS T B G, SIMILAR TO LIKE DONE AWAY IN TERMS OF CONSULTANT TO CREATE MASTER PLAN, OKAY? YES, THEY DO. THEY'RE THEY'RE THEY DO A LOT OF PARK PROJECTS AND VERY, VERY GOOD CONSULTANT. THANK YOU. WHAT IS THEIR PROPOSED TIMELINE FOR THIS? WE HONESTLY DON'T THINK REALLY HAVE ONE. EIGHT BUCKS. OKAY 8 TO 9 MONTHS, OKAY. I WAS JUST WONDERING IF IT WOULD COINCIDE WITH THE MASTER PLAN. UM YEAH, PRETTY MUCH. YEAH ABOUT THE SAME TIME FRAME. ONCE WE GET APPROVAL, AND THEN WE'LL START WORKING WITH THEM. TO GET THE PROJECT. ROLLING UP. THAT'S WHAT WE WANT TO DO. AND NO PREDICTED CAPACITY CONSTRAINTS. WE'RE NOT GOING TO NEED ANOTHER ADVISORY COMMITTEE OR ANYTHING LIKE THAT. IT'S JUST G GO TO TOWN. CORRECT CORRECT. THEY'RE GONNA COME WITH THIS. SO THIS IS NOT GOING TO BE JUST SO YOU KNOW, THIS IS THESE ARE NOT GOING TO BE CONSTRUCTION DRAWINGS. THIS IS GONNA BE DESIGN CONCEPT IS SOMETHING THAT WE WOULD BE ABLE TO GO OUT LATER. HIRE A CONSULTANT TO COME IN AND GIVE US THE CDS AND THEN WE GO OUT TO BED. WHEN THAT TIME ARRIVES WHEN WE GET TO THAT POINT IF CHOOSE TO ACCEPT THEIR DESIGNS AND MOVE FORWARD, ARE YOU BOUND TO USE THEM TO IMPLEMENT THEM? THERE IS NOTHING RIGHT NOW THAT WE HAVE TO DO SO, UM THERE. THERE ARE LITERALLY NO TIES TO THIS, UM TELL US THAT SAYS WE WANT TO PAY FOR IT. WE DON'T WE WANT HERE. THEY WANT TO BE BUILT THE WAY WE HEARD DESIGNED THE WAY WE WANT IT DESIGNED AND THEN YOU KNOW, THERE MAY BE A WEALTH OF C. I DON'T KNOW IF THERE WILL BE A WE TAKE THAT TO THE PUBLIC AT SOME POINT AND GO. WHAT DO YOU LIKE? DON'T YOU LIKE SO JUST BECAUSE THEY COME UP WITH THIS DOESN'T MEAN WE CAN'T CHANGE THINGS AND

[00:30:02]

THINGS AROUND. AND AGAIN WE HAVE NO FUNDING TO BUILD THE PARK. RIGHT NOW AGAIN. COULD THAT HAPPEN THROUGH A DEVELOPER POSSIBLY BE ON THE NEXT BOND PROGRAM? POSSIBLY SO JUST WHAT THE SEA WORLD WHERE THAT GETS US, BUT THIS IS THE FIRST STEP. ONE OF THE THINGS THAT WE WILL GET TO MESSAGE THE COST. YOU WILL HAVE AN IDEA OF WHAT THE MINISTERS WILL COST. WHICH IS GOING OKAY. THANK YOU. I LOVE THAT OUT. ANY OTHER QUESTIONS. IT'S KIND OF FUNNY. HE BRINGS SOMETHING FREE TO US AND WE'RE GRILLING. THE GUY ABOUT IT DOESN'T DOESN'T HAPPEN A LOT. I UNDERSTAND, BUT JUST SHOCK. IT'S OKAY. ANY OTHER QUESTIONS FOR DAN. DO I HEAR A MOTION? TO APPROVE THE WINDSONG COMMUNITY PARK MASTER PLAN CONSULTANT RELATIONSHIP. I'LL MAKE A MOTION THAT WE APPROVE IT, VALERIE LITTLE, THE MOTION. IS THERE A SECOND ALL SECOND THANK YOU, MIKE BRANDON. ALL THOSE IN FAVOR SIGNIFY BY SAYING AYE. I OPPOSED 70 STREET CONTINUES. NOW I DON'T KNOW IF I NEED TO RECUSE MYSELF FROM THIS NEXT ONE OR NOT, BECAUSE ONE OF ONE OF MY FIRST JOBS OUT OF COLLEGE WAS MANAGING A BINGO HALL. I KID YOU NOT SO VERY CURIOUS ABOUT ROLL THE DICE AND YOU CAN STAY OKAY? I WAS THURSDAY. WON THE FIRST GAME. VERY GOOD. VERY FUNNY. NO THAT'S

[7. Discuss the addition of Bingo as a new Recreation Program.]

NOT GOOD EVENING PARKS AND RECREATION BOARD. SO, UM ONE THING. THAT WE WERE LOOKING AT IS WE'RE ALWAYS INTERESTED IN CREATING IMPLEMENTING NEW PROGRAMS. FOR NOT JUST OUR ACTIVE ADULT DEMOGRAPHIC, BUT FOR ADULT DEMOGRAPHIC AS WELL. AND SO STAFF. HAD GOTTEN TOGETHER AND YOU KNOW WE HAD TALKED ABOUT IN THE PAST. WHAT ARE SOME, WE RAN ACTIVE ADULT SURVEYS. UM, JUST TRY AND GAUGE INTEREST. AND WHAT WHAT ARE WE NOT CURRENTLY OFFERING? AND WHAT COULD WE BE OFFERING, AND, UM, ONE PROGRAM WAS, UM TO DO A BINGO, UM, TO DO BEING A PROGRAM OUT OF THE 407 REC CENTER. AND WE DID THAT, AND THE ATTENDANCE WAS NOT UM, GREAT. THERE WERE SOME IN ATTENDANCE. BUT YOU KNOW, WE SAW AN OPPORTUNITY THERE TO REALLY EXPAND AND TO TRY AND GET MORE PEOPLE IN THE HOUSE IF YOU WILL. UM AND SPEAKING WITH SOME OF THE ATTENDEES, THEY SAID, YOU KNOW WHAT WOULD BE REALLY INTERESTING AND PLYWOOD. GAUGE MORE INTEREST IS IF, UM INSTEAD OF WHEN YOU RUN BINGO DOING, YOU KNOW, GIFT CARDS OR YOU KNOW DIFFERENT PRIZES. IF THERE WAS ACTUALLY, UM, MONEY INVOLVED, LIKE IF YOU'VE EVER PLAYED BEING ORGANO BINGO HALL. TYPICALLY YOU ARE YOU BY THE CARDS AND THEN IF YOU DO WHEN THERE IS A CASH PRIZE THAT YOU WOULD WIN UM, SO IT WAS INTERESTING, AND YOU KNOW, WE DEFINITELY WANTED TO LOOK AT ALL THE ANGLES. UM STAFF WENT AND VISITED THE FRISCO SENIOR CENTER IN WHICH THEY WE SAW, YOU KNOW OUR VERY OWN EYES OF THIS PROGRAM WAS NOT ONLY GOING ON, BUT IT WAS SUCCESSFUL. AND SO WE WERE CURIOUS ON OKAY, WELL, YOU KNOW HOW HOW IS IT DONE? UM, YOU KNOW, IS IT YOU KNOW, IS IT.

CERTAIN AMOUNT OF MONEY GOES PER GAME OR YOU JUST HAD A LOT OF QUESTIONS TO MAKE SURE THAT BEFORE WE IMPLEMENTED THIS, WE KIND OF KNEW WHAT WE WERE GETTING OURSELVES INTO. AND, UM AFTER VISITING THE FRISCO SENIOR CENTER AND TALKING WITH STAFF. UM WE CAME TO CONCLUSION THAT WE DO BELIEVE THAT WE COULD DO THIS, UM, NUMBER ONE SAFETY WAS ALSO WAS CONCERN, MAKING SURE THAT WE HAVE A SAFE AND EVERYTHING AND THAT ALL THE CASH HANDLING WAS HANDLED BY STAFF AND HAVING, UM, MAKING SURE THAT THAT'S ALL DONE ON THE UP AND UP BECAUSE IN TOWN, THERE'S MONEY INVOLVED. YOU ALWAYS WANT TO MAKE SURE YOU'RE BEING SECURE ABOUT THAT. UM AND TWO. WE WANTED TO MAKE SURE THAT ALL THE MONEY THAT WOULD BE COMING IN WOULD BE GOING OUT. UM THE DEPARTMENT WOULD NOT BE TAKING ANY SORTS OF REVENUE OR ANYTHING LIKE THAT IS A BASICALLY A ONE FOR ONE DEAL. UM AND ONCE YOU LAY OUT ALL THE GUIDELINES OF HOW ALL THE GAMES WOULD GO HOW MANY GAMES? UM AND THEN WE WOULD MAKE SURE THAT WHEN IT CAME TIME FOR PAYOUT THAT IT IS THE MONEY

[00:35:06]

THAT WENT IN IS THE MONEY THAT WENT OUT. AND SO ONCE WE KIND OF CAME UP WITH THAT METHODOLOGY, THEN, UM, WE DID REACH OUT TO THE TOWN ATTORNEY TO MAKE SURE THAT, UM WE WERE DOING EVERYTHING THAT WE'RE SUPPOSED TO, AND THEN ALSO, I FOUND OUT THAT THERE IS A BINGO ACT. YES BINGO ACT SO BASICALLY THE BINGO ACT COVERS, UM. SENIOR CENTERS AND THOSE TYPE OF GROUPS OF WHERE IT'S NOT TECHNICALLY GAMBLING. UM AND SO WE MADE SURE WHEN WE REACHED OUT TO THE TOWN ATTORNEY THAT WE DID INCLUDE THAT FROM THE TEXAS STATE LAW. UM AND THEN WE WENT ONE ABOVE THAT AS WELL AND FROM THE FROM THE ADVICE FROM LEGAL THEY DID SAY, GO AHEAD AND REACH OUT TO CHIEF KOWALSKI. AND MAKE SURE THAT UM YOU KNOW, THERE'S NOTHING THERE THAT GIVES PD ANY KIND OF CONCERN OR ANYTHING LIKE THAT. UM, CHIEF KOWALSKI APPROVED IT. AND SO ONCE WE KIND OF DID OUR DUE BUILDINGS THERE. UM THE NEXT BEST THING TO DO WAS TO ACTUALLY IMPLEMENT THE PROGRAM AND PICK OUT A DATE LOOKING AT ONCE A MONTH. AND THEN ONCE WE'RE ABLE TO GET THE WORD OUT, GO AHEAD AND GO THROUGH THE TRIAL STAGE AND SEE HOW MANY PEOPLE WE GET IN THERE.

UM BUT OBVIOUSLY WE DIDN'T WANT TO. IMPLEMENT THIS PROGRAM FULLY UNTIL WE WERE GOING TO BRING THIS TO THE ATTENTION OF THE PARKS AND RECREATION BOARD AND MAKE SURE THERE WEREN'T ANY CONCERNS OR ANYTHING THAT MAYBE WOULD RAISE AN EYEBROW. UM SO HOPEFULLY UM, PER, YOU KNOW, HOPEFULLY WE CAN IMPLEMENT THAT. UM BUT LIKE I SAID, UM, WE DID LOOK AT DIFFERENT CITIES AND WANT TO MAKE SURE THAT THIS ISN'T SOMETHING THAT WE'RE JUST KIND OF GOING ROGUE AND DOING OUR OWN THING. UM AND THEN THIS WOULD ALSO BE ANOTHER ADDITION TO THE ACTIVE ADULT PROGRAMMING BECAUSE THAT'S ONE AREA THAT WE'RE REALLY TRYING TO FOCUS ON INCREASING. AND SO WERE THERE ANY CONCERNS OR ANY QUESTIONS THAT I COULD HELP OUT WITH? TREVOR WRIST, ANY ESTIMATE ON DEMAND AND I'M I UNDERSTAND YOU WENT TO OTHER COMMUNITIES AND CHECK THIS OUT AND SAW PEOPLE INTERESTED IN BINGO. ANY ESTIMATE ON DEMAND AND PROSPER. UM I WOULD HAVE TO. I WOULD HAVE TO GO BACK TO THE ACTIVE ADULT SURVEYS AND SEE HOW MANY, UM HOW MANY GROUPS ACTUALLY SAID THAT THAT'S SOMETHING THEY WANTED TO DO IT. WE DID DO BINGO DURING COVID. IT WOULD BE A ZOOM BECAUSE WE WERE JUST TRYING TO GRAB FOR ANYTHING WE COULD TO TRY AND, UM, CONTINUE PROGRAMMING THROUGH THROUGH THAT TIME. AND SO THAT ONE START OUT ANYWHERE FROM YOU KNOW 10 TO 12 PEOPLE AND THEN, LIKE I SAID, WHEN WE TRY TO RUN THE PROGRAM OF JUST LIKE DONATION PRIZES, IT WAS A LITTLE BIT LOWER THAN WE HAD EXPECTED. UM, BUT NO, THAT IS A GOOD QUESTION AND I KNOW WHENEVER I WENT TO THE FRISCO ONE THERE WAS ACTUALLY A WAIT LIST TO GET IN. SO IT KIND OF HELPED GAUGE THAT IT'S SOMETHING THAT POPULAR. THERE'S A WAIT LIST AND YOU KNOW, IT'S GOT SOME POTENTIAL TO BE SUCCESSFUL HERE IN OUR TOWN. AND IT WOULD BE OPEN TO CITIZENS OF PROSPER ONLY NO, IT WOULD BE OPEN TO JUST LIKE ANY PROGRAM THAT WE RUN AT THE 407 IS NOT STRICTLY PROSPER.

RESIDENTS OBVIOUSLY ENCOURAGED, BUT WE ARE OPEN TO YOU KNOW, WHATEVER THAT MAXIMUM NUMBER OF PARTICIPANTS WE CAN TAKE BASED ON THE SIZE OF THE ROOM, IT WOULD BE OPEN TO THE PUBLIC.

PRECISE UPS LIKE YOU SET UP FIRST. AND THEN THEN, IF THERE'S AVAILABILITY BECAUSE WE HAVEN'T FILLED UP AND YOU CAN DO ON THE SPOT. WHAT WE WOULD DO IS SAY IF WE'RE GOING TO MAXIMIZE IT AT 20. I MEAN, WE PUT THE WORD OUT, BUT THERE WOULD BE NO PRE SIGN UP AT THE MOMENT. IF ONCE WE SAW THAT THERE WAS A HIGH DEMAND FOR IT, THEN WE WOULD PROBABLY MOVED TO THAT, UM MOVED TO THAT METHOD OF ACTUALLY TAKING RSVPS FOR THE FIRST COME FIRST SERVED. YES, SIR. AND SO AS FAR AS GAMING COMMISSION DOESN'T HAVE TO GET INVOLVED BECAUSE THIS IS THROUGH THE PARKS. YES SO, UM, BASED ON THE BINGO ACT THAT I BROUGHT UP IT DOES PROTECT US TO WHERE THERE IS NO GAMING COMMISSION INVOLVED BECAUSE OBVIOUSLY, YOU KNOW, GAMBLING'S ILLEGAL IN TEXAS, BUT, UM, THIS HELPS PROTECT US. AND PROTECT OTHER MUNICIPALITIES THAT DO RUN THE SAME KIND OF, UM PROGRAMS. THAT'S NOT AN ACTUAL BINGO HALL LIKE A PRIVATE INDUSTRY. SO IN OTHER MUNICIPALITIES, WHAT WITHOUT CARDS RUNNING FOR US PRICING TO DO YOU HAVE ANY IDEAS ON? UM I DO NOT. THAT'S A GOOD QUESTION. BUT YEAH, YEAH. $5 A CARD THINGS LIKE THAT. YEAH, IT'S VERY MINIMAL. UM, NOTHING CRAZY LIKE 20 OR 30. SO WOULD YOU OPEN UP TO ALL ADULTS OR JUST ACTIVE AT ALL? UM WE WERE

[00:40:03]

ASKING FOR A FRIEND, OK. UH WE WOULD PREFER ACTIVE ADULTS 18 AND OVER 80 UP IS WHERE WE WOULD DRAW THE LINE. ARE THERE ANY OTHER QUESTIONS? JUST A QUICK NOTE. UM ANYTHING YOU CAN DO TO NOT MAKE IT A CASH TRANSACTION AND USE DEBIT CARDS AS MUCH AS POSSIBLE. UM THAT I WOULD STRONGLY RECOMMEND. I. YOU SAID IT WASN'T COVERED BY THE GAMING LAWS, BUT THEY'RE LIKE YOU CAN'T BUY LOTTERY TICKETS AND OTHER THINGS WITH A CREDIT CARD. CORRECT THAT'S THE SAME IN THIS SITUATION. WELL SO WE CURRENTLY DO NOT HAVE THE CAPABILITY TO RUN DEBIT CARDS, UM, ON SITE AND THEN ALSO WHENEVER YOU'RE DOING THOSE TRANSACTIONS, YOU'RE ALREADY PAYING A PERCENTAGE FEED HER TRANSACTION. AND THEN THE REFUNDS GET A LITTLE BIT TRICKY, BECAUSE IF YOU'RE TAKING IN A PERCENTAGE FOR A TRANSACTION, YOU'RE ALSO PAYING OUT A PERCENTAGE FOR ANOTHER TRANSACTION BASIS. CORRECT? YES, SIR. AND LIKE I SAID, WE WILL HAVE A HAVE A SAFE, YOU KNOW, WILL FOLLOW ALL THE TOWN'S PROTOCOLS WHEN IT COMES TO CASH HANDLING. WOULD YOU COMBINE THIS WITH ANY OTHER OPPORTUNITIES FOR REVENUE LIKE WOULD YOU BE SELLING CONCESSIONS OR UM NO. SO WE CURRENTLY DO NOT SELL CONCESSIONS. UM WE HAVEN'T REALLY WE'VE HAD A COUPLE OF ASKED FOR THAT. YOU KNOW, A VENDING MACHINE. THINGS LIKE THAT. WE DO ENCOURAGE IF YOU WOULD LIKE TO BRING ANY KIND OF UH, DRINK OR SNACK. NON ALCOHOLIC, OF COURSE, AND, UM, WE DO IT. WE DO ENCOURAGE THAT BECAUSE WE DO HAVE A REFRIGERATOR AND THINGS LIKE THAT IN THERE, BUT WE'RE NOT CURRENTLY, UM SELLING ANY KIND OF CONCESSIONS, AND THAT IS THE SAME FOR ALL OF OUR PROGRAMS WHO DON'T SELL ANY CONCESSIONS FOR ANY OF OUR PARTS OF REPARATION RAN PROGRAMS. AND IF I MAY COMMENT, I THINK YOU KNOW WHAT WE WANT TO TRY TO GET THIS GOING SO IS IT SOMETHING WE COULD DO IN THE FUTURE? ABSOLUTELY. IF YOU WANT TO SELL CANDY OR COKES OR WHATEVER. SURE, UM, AS FAR AS IF IT'S VERY POPULAR. COULD WE LIMIT IT TO PROSPER RESIDENTS? WE SURELY COULD. WE DON'T THINK THAT'S THE ISSUE RIGHT NOW. SO. THIS IS VERY FRESH, VERY YOUNG.

UM BUT WE HAVE THE ABILITY TO DO ALL THOSE THINGS. IF THOSE ARE THINGS YOU'D LIKE TO SEE OR THAT'S WHAT OBVIOUSLY, IF YOU KNOW IF YOU'VE GOTTA LOVE TO SEE THE LINE OUT DOWN FIRST STREET FOR BINGO AT THE 407, THEN YEAH, WE TAKE RSVPS ABSOLUTELY CAN BE LIMITED TO CERTAIN. YOU KNOW, RESIDENT OR AGE GROUP? ABSOLUTELY SO, UM, WE WERE JUST HOPING WE'RE HOPING WE HAVE THAT PROBLEM. AT SOME POINT. UM BUT SO YEAH, THE IDEA? YEAH. YEAH MY PHILOSOPHY WHEN IT COMES TO DIRECT PROGRAMMING IS YOU SHOULD TRY IT IF YOU CAN, AND IF IT DOESN'T WORK, IT DOESN'T WORK.

UM, BUT IT IS REALLY POPULAR IN FRISCO. THEY HAVE LIKE A HOT DOG. BINGO. I MEAN, IT DOES SELL OUT AND IT'S IT HELPS THAT THEY HAVE A DEDICATED CENTER AND PEOPLE ALREADY THERE. BUT I THINK IF YOU HAVE A CHANCE TO TRY SOMETHING NEW, TRY IT. THAT'S THAT'S MY TAKE ON. IF YOU'RE NOT TRYING, THEN DON'T EVEN KNOW IF THEY WILL BE SUCCESSFUL OR NOT EXACTLY. WELL, YOU'VE DONE THE HOMEWORK ON THIS. AND I GUESS AS THE ADVISORY BOARD TO SAY, HEY, THIS IS AN ALL CASH BUSINESS. AS WIDE OPEN ON THIS GOING IN. UM YOU CAN'T BE SECURE ENOUGH WHEN IT COMES TO THAT. AND AT THE END OF THE DAY, THIS IS GAMBLING. I DON'T THINK WE'RE GONNA BE ATTRACTING ANY BINGO SHARKS FROM SHREVEPORT OR SOMETHING LIKE THAT. BUT, YOU KNOW, I AGREE. 20 YOU PLAN THE FIRST EVENT. SO NOW THAT WE'VE RIGHT TO THE BOARD, I'M GOING TO GET BACK WITH STAFF AND THEN TYPICALLY, WHAT WE'VE BEEN DOING IS ON FRIDAYS FROM ONE TO 4TH 407. WE HAVE WHAT'S CALLED SOCIAL TIME. KIND OF OPEN , OPEN DOOR. COME AS YOU GO IF YOU NEED TO PLAY DOMINOES IF YOU NEED TO PLAY GAMES IF YOU JUST WANT TO SIT AND MEET WITH FRIENDS, UM, THAT WOULD MOST LIKE THAT WOULD MAKE THE MOST SENSE IS TO DO IT DURING THAT TIME. SO NOW I CAN GO BACK TO STAFF AND WE CAN ACTUALLY GET A DATE ON THE BOOKS AND THEN GO AHEAD AND START PROMOTING IT.

YOU KNOW, THROUGH SOME OF THE ACTIVE ADULTS THAT COME IN THROUGHOUT THE WEEK. I'M SURE THEY'LL BE HAPPY TO HEAR THAT. BUT THAT WOULD BE THAT WOULD BE OUR BEST MOVE TO START WITH THE GROUPS THAT CONSISTENTLY COME TO THE 407 THROUGHOUT THE WEEK. SO, TREVOR, UM. AND I APOLOGIZE. I I'M A MANUFACTURING SO I CONSTANTLY LOOK AT EFFICIENCIES. AND INVOLVEMENT. AND HAVE YOU

[00:45:03]

GUYS LOOK AND MEGAN? NOTHING AGAINST BINGO? I DON'T I DON'T GET IT, BUT BUT I MEAN, SO HAVE YOU LOOKED AT LIKE OTHER ACTIVITIES THAT WOULD BE QUICKER TO RISE TO SUCCESS BECAUSE SOMEBODY'S GOT TO SET UP. THE ADMINISTRATIVE SIDE OF IT. SOMEBODY'S GOT TO RUN THE PROGRAM. RIGHT? SO I. BECAUSE I'M NOT HEARING THAT, LIKE THERE'S PEOPLE BUSTING DOWN THE DOOR TO GET THIS GOING. VERY MUCH. I AM I MISSING SOMETHING. HELP ME. UM AND THAT'S A GOOD QUESTION. SO ONE. BASE IT ON HOW THE ZOOM. BINGO WAS GOING WHERE THERE WERE REALLY NO PRIZES BEING HANDED OUT, AND WE WERE, OBVIOUSLY YOU KNOW, PEOPLE WERE PROBABLY BORED AND LOOKING FOR THINGS TO DO AT HOME. AND SO THAT WAS ONE THING TO LOOK AT. AND THEN ANOTHER ONE IS LIKE I MENTIONED WITH JOHN METCALF WAS LOOKING AT SOME OF THOSE ACTIVE ADULT SURVEYS AND SEEING THAT THAT IS A PROGRAM THAT WAS MENTIONED BY PEOPLE OF THAT AGE DEMOGRAPHIC AND SO THEN, BASED ON THOSE TWO BASED ON THOSE TWO FACTORS, AND THEN WE TRIED TO RUN BINGO IN HOUSE. WITH JUST HANDING OUT UM I SAY NON MONETARY LIKE GIFT CARD. YOU KNOW THINGS LIKE THAT THAT WERE DONATED, UM, WHEN WE SAW THE LOW ATTENDANCE THEN WE SAID, OK, WHAT ARE WHAT ARE WE NOT DOING TO GET THE ATTENDANCE AND THEN THAT'S WHEN WE GOT TOGETHER AND SAID, OKAY, WELL, LET'S LOOK AT SOME OF THE DIFFERENT SENIOR CENTERS, ESPECIALLY WITH OUR BENCHMARK CITIES. AND SO WHEN WE WENT TO LIKE THE FRISCO SENIOR CENTER SAW HOW POPULAR THAT WAS, AND THEN FOUND OUT THAT BY THIS BINGO ACT, WE'RE ACTUALLY NOT DOING ANYTHING ILLEGAL. IT MADE SENSE TO MOVE FORWARD IN THAT DIRECTION. AND HOPEFULLY, UM, YOU KNOW ONCE THE WORD SPREADS. HOPEFULLY WE CAN GET TO THAT POINT WHERE WE'RE ACTUALLY HAVING TO TAKE RSVPS OR EVEN HAVE TAKEN A WAIT LIST. BUT THIS IS SOMEWHERE THAT YOU HAVE TO START FROM SOMEWHERE, AND THIS IS KIND OF WHAT WE WERE LOOKING AT AND YOU KNOW FOR ANYONE THAT DOES PLAY BINGO. I USED TO LIKE BINGO. HONESTLY IT'S A LOT OF FUN IN GARLAND, BUT LIKE I MEAN, WHEN YOU HAVE THAT MONETARY KIND OF PRIZE, IT KIND OF MAKES MAKES THINGS A LITTLE BIT MORE INTERESTING. YEAH, LIKE I SAID, I MEAN, I AM YOU KNOW, IT JUST I HEY. IN THE TERMS OF HAMILTON'S DON'T GIVE AWAY YOUR SHOT, RIGHT? SO I'M THINKING THAT I MEAN, IF YOU'VE DONE THE RESEARCH, YOU GUYS KIND OF HAVE KIND OF LOOKED AT SOME PROGRAMS AND YOU THINK IT WERE AND IF THERE'S PEOPLE ASKING FOR IT, I MEAN, I'M ALL FOR SURE. YOU KNOW, UM BUT I JUST YOU KNOW, KIND OF GOING THROUGH THE INFORMATION AND I'M LIKE I DON'T KNOW WHY. MAYBE IT'S A COOL THING, BUT BUT NOBODY WANTS TO DO IT SO UP. WE WOULD GET SYSTEMS IN PLACE, AND WE WOULD DO THAT, AND WE HAD LIKE FIVE PEOPLE COME ON IN, YOU KNOW, SO SURE. AND THERE'S NO UM, YOU KNOW, THERE'S NO PRESSURE FROM STAFF OR ANYTHING, EITHER THAT YOU KNOW PEOPLE ARE MISSING OUT OR ANYTHING, OR THEY'RE LIKE. HEY YOU BETTER GET IN WHILE YOU CAN. YOU KNOW PEOPLE ARE GOING TO DO WHAT THEY WANT TO DO. YOU KNOW, BASED ON OKAY, WELL, YOU KNOW IF I DON'T WANT ANYTHING TO DO WITH THAT, THAT'S COMPLETELY FINE. AND THAT'S COMPLETELY OKAY. BUT IF SOMEBODY IS INTERESTED, WE WANT TO PROVIDE THAT PLATFORM FOR SURE AGREE, JUSTIN? JUST SOME THERE'S REALLY A LOW ENTRY COST TO GET THIS UP AND GOING. IT'S NOT GOING TO TAKE A LOT OF STAFF TIME. OR, UM, WE'RE NOT HAVING THAT WE HAVE STUFF ALREADY, UM SO I THINK IT'S AGAIN JUST ROLLING SOMETHING OUT. STAFF. YOU KNOW, WE'RE VERY, UM MINDFUL WE'RE HOPEFUL THAT WE'LL HAVE A REC CENTER OF SOME KIND, WHETHER IT'S A SENIOR CENTER MULTI GENERATION CENTER COMMUNITY CENTER THAT MIGHT BE REC CENTER LIBRARY, SOMETHING ON THE ON THE NEXT BOND PROGRAM. WE'RE HOPEFUL WITH THAT'S NOT IN STONE YET, BUT WE FEEL PRETTY STRONGLY THAT IT WILL BE. WE WERE HEARING THAT FROM THE PUBLIC. SO UM, STAFF ARE DOING THEIR BEST. YOU KNOW, WE'RE TRYING TO GET AS MANY PEOPLE ENGAGED NOW AND I WANT TO BE ABLE TO COME TO COUNCIL WHEN WE'RE LOOKING TO BUILD THAT BOMB PROGRAM GO AT 407 IS FULL, HAVE GOTTA BUNCH OF SENIORS IN THERE AND THEY'RE SCREAMING BINGO OR THEY WANT TO BE THE US OR DO THAT, OR WE WANT TO KEEP. WE'RE TESTING THE WATER. RIGHT COOL. I LIKE THAT. AND I'M I'M WITH YOU. I MEAN, WHO I'M TALKING TO YOUR EXACTLY RIGHT. I THINK OF LIBRARY COMBO REC CENTERS. IS IN OUR NEAR FUTURE. UM AND I THINK IF YOU'RE TRYING TO YOU KNOW, JUSTIFY THAT WITH SOME MULTIPLE ACTIVITIES THAT THAT THAT WOULD UTILIZE THAT. THEN I'M ALL FOR IT. I CAN'T YOU KNOW, LIKE I CAN'T GO. I DON'T PLAY BINGO. I

[00:50:05]

DON'T WANT IT. I'M NOT GONNA YOU KNOW. SO PRETTY FUN. I THINK WE SHOULD HAVE LIKE A BOARD. WE COULD TEST IT OUT RIGHT? WE COULD DO A TRIAL RUN BORDERS. DO X. YOU KNOW WHAT DO THE BLACKOUT BUT WE'LL BE HERE TILL 830. SO I MEAN, WHEN I TRACKS EXACTLY, TREVOR, DO YOU TYPICALLY BRING NEW PROGRAM IDEAS TO THE BORDER? IS IT JUST BECAUSE THIS IS INVOLVING CASH? THIS? THIS IS A NEW TERRITORY. WE'VE NEVER DONE THIS BEFORE. WE'VE NEVER DONE ANYTHING WHERE THERE'S MONEY INVOLVED WITH THE PROGRAM, SO WE WANTED TO MAKE SURE TO BRING IT TO THE BOARD FIRST, BEFORE, UM WE JUST DECIDED THAT WE THOUGHT IT WAS A GOOD IDEA. UM TYPICALLY IF THERE IS A NEW PROGRAM LIKE THIS, WE WILL BRING IT TO THE BOARD. IT'S JUST IT'S SOMETHING WE'VE NEVER DONE BEFORE. IF IT'S A NEW PROGRAM THAT'S GYMNASTICS, OR, YOU KNOW, I WANT TO HAVE A GYM. BUT LIKE IF THE DANCE CLASSROOM LIKE THAT TYPICALLY, I MEAN WELL. I'LL BRING IT AS A NEW OFFERING, LIKE WE DO IN OUR RECREATION UPDATES, BUT TYPICALLY, TYPICALLY NO. I MEAN, THESE ARE KIND OF CUBAN FAR BETWEEN, OKAY, LET ME ADD TO THAT. YOU KNOW, WE OBVIOUSLY AREN'T GONNA BRING ANYTHING TO YOU. THAT'S ILLEGAL. WE WERE CHECKING ON THIS. WE'VE TALKED, BUT JUST BECAUSE IT'S NOT ILLEGAL DOESN'T MEAN IT'S A GOOD FIT FOR PROSPER. SO, UM YOU KNOW, JUST BECAUSE WE CAN DOESN'T MEAN WE SHOULD. AND SO WE WANT TO MAKE SURE THAT YOU ALL FEEL GOOD. UM YOU KNOW IF YOU'RE SITTING THERE GOING, THIS IS NOT WHERE WE NEED TO GO. THEN WE WANT TO HEAR THAT FROM YOU.

AND WE'RE YOU KNOW, WE'LL SHUT IT DOWN. UM WE ARE HEARING WE WE'VE GOT. WE'VE GOT AN INTERESTING GROUP OF SENIORS ARE AWESOME. UM THEIR VOCAL THEY HAVE OPINIONS, AND, UM YOU KNOW WHAT WE'LL BE BRINGING OTHER THINGS TO YOU THAT ARE BORDERLINE POTENTIALLY LATER TO, UM BUT NOW WE'VE GOT SOMETHING THEY WANT TO GAMBLE. WHEN YOU GET A BUS TO TAKE US TO THE CASINOS, SOMETHING SO WE'LL TALK TO YOU GUYS ABOUT THAT ANOTHER TIME, BUT THEY ARE THEY'RE SERIOUS ABOUT IT. SO, UM THIS IS SOMETHING THEY BROUGHT UP AND WE THINK WOULD THINK TREVOR IS A LITTLE HARD ON HIMSELF TO ON THE IT WAS. IT WASN'T A BAD TURN THAT WE WERE DOING THE GIFT CARDS AND THINGS. IT WAS ALSO OKAY, BUT YOU CAN TELL THEY COULD MAKE COMMENTS THEY REALLY WANT. THEY WANT CASH GAMES, AND THEY WANT THOSE THINGS. SO, UM BUT YEAH, AND AGAIN JUST JUST BECAUSE JUST BECAUSE YOU CAN DOESN'T MEAN YOU SHOULD SO, IF THAT DOESN'T FEEL LIKE IT'S THE RIGHT THING FOR PROSPER. WE WANT TO HEAR THAT. AND WE APPRECIATE THAT. THANK YOU FOR BEING FULLY TRANSPARENT AND BRINGING THIS TO US SO THAT WE DO APPRECIATE THAT. UM COULD WE? CAN WE DEFINE THIS AS A PILOT PROGRAM AND MY CONCERN IS A HAPPY PROBLEM. IF THIS GETS BIG ENOUGH THAT WE'VE GOT CASH HANDLING PROBLEMS ON DOWN THE ROAD. I'M SORRY TO KEEP BRINGING THAT UP. BUT IT JUST IT MAKES ME NERVOUS. UM THAT WOULD BE A HAPPY PROBLEM TO HAVE AND I'M SURE IF IT GETS TO A POINT WHERE WE'RE MOVING $500,000 THROUGH, THERE WILL HAVE A DIFFERENT CONVERSATION. FOR NOW.

IT'S JUST A PILOT PROGRAM. I WANT MY $10 STARBUCKS GIFT CARD, AND I'M A HAPPY CAMPER. CORRECT.

OKAY, AND, UM, WE WOULD BE COGNIZANT OF IF THERE WAS A LOT OF MONEY STARTING TO MOVE THROUGH THERE, WE WOULD GET WITH PD AND SAY, HEY, LOOK, IS THIS DOES THIS GIVE YOU ANY CONCERN? BECAUSE WEEK ONE WAS $100 WEEK? FIVE WAS $750 DOES THAT GIVE YOU ANY CONCERN? KIND OF? LEAVE IT ON THEM TO LET US KNOW IF THEY'RE CONCERNED ABOUT IT. OR IF MAYBE, YOU KNOW ANY ADVICE THAT THEY WOULD GIVE US BECAUSE YOU KNOW THE THAT IS PART OF THE JOB PUBLIC SAFETY. AND HOW'S TREVOR ABLE TO AFFORD THAT NEW ESCALADE? YEAH I'LL HAVE TO ANSWER SOME QUESTIONS. DO ALL OF YOUR STAFF THAT ARE WORKING IN THESE TYPE OF EVENTS OR PROGRAMS. ARE THEY CASH HANDLING ? CERTIFIED THROUGH THE TOWN? UM CURRENTLY, UH, CURRENTLY? NO. AND THAT'S THAT'S GONNA BE A REQUIREMENT BEFORE WE GET THIS GOING AND WE'RE GOING TO WORK WITH FINANCE ON THAT ONE, TOO.

JUST TO BE TRANSPARENT AS WELL. WE 1% OF THE SO I'VE BEEN CASHED HANDLING CERTIFIED IN MY PAST AT MY PAST POSITION IN CARROLLTON, BUT WE'RE TALKING. MAYBE. I'D SAY 1% AND THEY'D BE LIKE HALF A PERCENT OF PEOPLE THAT PAY CASH FOR ANY OF THE RECREATION PROGRAMS THAT WE DO. MAJORITY OF IT IS ELECTRONICALLY DONE THROUGH OUR RECREATION SOFTWARE. UM BUT YES, TO ANSWER YOUR QUESTION. THAT WILL BE SOMETHING THAT WE REQUIRING MYSELF. THE STAFF. YEAH THAT MIGHT BE SOMETHING THAT WOULD EASE AT LEAST MY MIND WHEN WE DID EVENTS FOR FIRST GO, YOU KNOW, WE HAVE HIGH SCHOOLERS HANDLING CASH, SO WE JUST MADE SURE THAT EVERYBODY WENT THROUGH THE CASH HANDLING PROGRAM AND IF THERE WERE LARGE AMOUNTS OF MONEY, WE'D HAVE FINANCE STAFF ON SITE SO SOMETHING TO CONSIDER. ABSOLUTELY. SO SO I JUST I DON'T WANT TO PUT WORDS IN YOUR MOUTH, BUT IT SOUNDS LIKE THE BORDER. BE OKAY FOR US TO TAKE THIS FORWARD AS A PILOT PROGRAM. TO

[00:55:05]

TEST AND MAKE SURE WE'RE WE'RE HANDLING THINGS CORRECTLY. AND AS LONG AS WE HAVE SOME SOME CHECKS AND BALANCES IN PLACE IS THAT IS THAT A FAIR STATEMENT? YEAH I DON'T THINK WE WANT TO READ ABOUT ANY ROBBERIES. CORRECT GETTING THAT IMPRESSION. DO YOU NEED A VOTE? UH I WAS GOING TO SAY THIS IS A THIS IS JUST LOOKING FOR DISCUSSION ITEMS CORRECT. I LIKE THE IDEA.

YEAH I'M SUPPORTIVE OF A PILOT LAUNCH. I MEAN, YOU GOT EVERY EVERY PROGRAM THAT YOU GUYS HAVE INSTITUTED AND HAS, I THINK BEEN YOU KNOW? HEALTHY. AND I THINK IT'S BEEN SUCCESSFUL. SO YOU KNOW BOB BENSON'S OVER HERE. I'M GOING WELL. YOU'RE YOU'RE UP FOR A SWING AND A MISS, SO IF IT DOESN'T WORK OUT, IT'S OKAY. AND BY THE SAME TOKEN, IF THERE'S A DEMOGRAPHIC THAT COULD UTILIZE THIS. UM, I'M ALL FOR IT. JUST BECAUSE I'M NOT IN THAT DEMOGRAPHIC. I CAN'T YOU KNOW, SURE. THANK YOU. THANK YOU VERY MUCH, TREVOR. MY HANG UP HERE FOR ONE MORE ALRIGHT. THE

[8. Discuss the pending Recreation Program Instructor Contracts going before Town Council at the February 13th meeting. ]

RECREATION PROGRAM INSTRUCTOR CONTRACTS. YEAH. SO, UM. IN THE PAST. UH ALL OF OUR RECREATION PROGRAMS. MAJORITY OF THEM, UM, IF IT'S NOT VOLUNTEER, RAN, WE HAVE INSTRUCTOR THAT RUNS THESE PROGRAMS. UM, AND BY THE WAY, THE CONTRACT IS SET UP IS UM, THERE'S A COUPLE OF DIFFERENT VARIATIONS, BUT THE MAJORITY IS IT'S A REVENUE. UM KIND OF REVENUE SHARING PROGRAM. SO IF AN INSTRUCTOR IS RUNNING A PROGRAM THE REVENUE THAT COMES IN 70% OF THAT REVENUE WILL GO TO THE INSTRUCTOR AND 30% WOULD GO TO THE TOWN. LIKE I SAID, WE HAVE AN 8020. WE HAVE A 6040.

THOSE ARE MORE CIRCUMSTANCES BASED ON WHAT'S BEING PROVIDED BY THAT INSTRUCTOR. IN THE PAST.

UM WHEN WE'VE PAID OUT OR INSTRUCTORS WE PAID FROM THE RECREATION, UM, ACTIVITIES ACCOUNT AND RECORD THE RECREATION ACTIVITIES ACCOUNT COVERS OPERATING SUPPLIES.

BUILDING SUPPLIES INSTRUCTOR PAY IN ANY OF THE MISCELLANEOUS THAT IS INVOLVED WITH THE RECREATION PROGRAMS. AND THE REASON I BRING THAT UP IS JUST KIND OF SET UP ON WHAT WE'RE GOING, DISCUSS AND WE HAVE TWO PROGRAMS IN PARTICULAR THAT BRING IN A LARGE AMOUNT OF REVENUE. UM JUST TO BE . I GIVE YOU SOME NUMBERS. SO GREAT EVENT MANAGEMENT IS WHO DOES OUR YOUTH AND ADULT TENNIS, UM, FOR THE DEPARTMENT. AND SO. IN THE FISCAL YEAR 2223 GREAT EVENT MANAGEMENT COLLECTED $69,567 FROM THE TOWN FOR THE SERVICES PROVIDED AND THEN IN TURN THAT GENERATED $29,814 FOR THE TOWN. UM OBVIOUSLY INCREASE OFFERINGS, UM, ADVERTISING THINGS LIKE THAT THE TOWN AND WITH THE GROWTH OF THE TOWN. WE ALWAYS ANTICIPATE THAT THERE'S ALWAYS GONNA BE AN INCREASE IN THE AMOUNT OF MONEY THAT'S COMING IN. UM AND. IN 20 FISCAL YEAR, 2324. WE BELIEVE THAT GREAT EVENT MANAGEMENT, UM WOULD BRING IN $65,000 AND APPROXIMATELY $29,000 AND REVENUE TO THE TOWN. SAME FOR THE SOCCER SPARKS LLC IN FISCAL YEAR 2223. THEY COLLECTED $29,270 FROM THE TOWN AND THAT GENERATED $12,501 OF REVENUE TO THE TOWN. UM AND FOR FISCAL YEAR 2324 AMOUNT. UH REVENUE APPROXIMATELY $30,000 SOCCER SPARKS L C CAREER, UM, GENERATING APPROXIMATELY $12,650 IN REVENUE FOR THE TOWN. SORRY TO WHIP YOU ALL WITH A LOT OF NUMBERS THERE, BUT THE REASON I'M BRINGING THIS UP IS, UM PER TOWN ORDINANCE. UM ANY TIME THAT THERE IS A CONTRACT THAT IS GOING TO INVOLVE MORE THAN $25,000, IT DOES NEED TO GO TO COUNSEL. THE TOWN MANAGER, UM WILL SIGN OFF ON IT AFTER WE'VE BROUGHT IT TO THE TOWN COUNCIL.

UM AND JUST TO BE TRANSPARENT. WE, UM HAVE DONE THIS BEFORE WITH GRAVE AND MANAGEMENT. IN THE PAST. WHEN I FIRST STARTED, THERE WAS NEVER ANY. I'VE NEVER HEARD ANYTHING BACK FROM OUR

[01:00:05]

FINANCE DEPARTMENT PURCHASING DEPARTMENT OR ANYTHING LIKE THAT . UM SO LAST YEAR, IT WAS BROUGHT TO OUR ATTENTION THAT, UM THIS PERSON IS BRINGING IN EXTRA MONEY, BUT THEY DON'T HAVE A PURCHASING ORDER. SO I WAS GOING TO BE REQUIRED FOR ANYTHING THAT IS $3000 OR ABOVE.

AND THAT'S PER THAT'S JUST PURCHASING LAWS AND THINK A LOT OF THINGS THAT ARE WAY OVER MY HEAD. UM AND SO I WANTED TO COME IN TALK TO PARKS AND RECREATION BOARD THAT WE WOULD BE THIS WILL BE A CONSENT ITEM FOR THE UPCOMING FEBRUARY 13TH MEETING THE TOWN COUNCIL MEETING AND BASICALLY JUST SHOWING THAT WE HAVE A CONTRACT WITH THIS INSTRUCTOR. UM THIS IS WHY WE'RE BRINGING IT TO YOU BECAUSE OF THE AMOUNT OF REVENUE THAT'S BEING BROUGHT IN. THESE ARE THE SERVICES ARE BEING PROVIDED. AND UM, HOPEFULLY WE WOULD LIKE TO CONTINUE THIS CONTRACT WITH THIS INSTRUCTOR. UM AND A LOT OF IT HAS TO DO WITH THE AMOUNT OF MONEY THAT'S BEING BROUGHT IN.

UM AND JUST BY THE NUMBERS. THEY'RE JUST BETWEEN TWO PROGRAMS. YOU'RE TALKING YOU KNOW CLOSE TO $45,000 IN REVENUE THAT'S GONE DIRECTLY TO THE TOWN. AND SO WE WERE. I WANTED TO JUST COME AND LET YOU ALL KNOW THAT THIS IS A ITEM THAT WE CONSENT AGENDA ITEM THAT WE WILL BE TAKEN A COUNCIL ON TUESDAY. UM AND JUST LAST TIME THAT WE DID IT WAS NOT PULLED FOR CONSENT. AND THEN, UM, MOVING TO THE FUTURE. WE'RE GOING TO HAVE TO, UM WE'RE GOING TO HAVE TO DO NOT GO TO COUNCIL IF IT'S NOT OVER 25,000, BUT WE ARE GOING TO HAVE TO START. UM ANYTHING THAT'S GOING TO BE OVER $3000. WE'RE GONNA HAVE TO GO AND START GETTING POS CREATED FOR ALL OF THESE, UM SO WHAT I'VE GOT WITH STAFF AND SAID, OKAY, WE KNOW WHAT PROGRAMS WE HAVE COMING UP FOR THE REST OF THE YEAR. SO FOR INSTANCE, OUR SUMMER PROGRAMS ONE OF OUR HIGHEST REVENUE GENERATING INSTRUCTORS. BOWMAN SPORTS THEY DO A WHOLE LOT OF THE OUTDOOR ATHLETIC ACTIVITIES, SOME INDOOR THEY WILL GENERATE MORE THAN $3000. SO WE'RE GOING TO TRY AND GET AHEAD OF THE CURVE THERE AND SAY OKAY, YOU KNOW, WE THINK WE ESTIMATE THAT BOWMAN SPORTS IS GOING TO BRING IN THIS AMOUNT OF REVENUE. LET'S GO AHEAD AND GET STARTED ON GETTING A P O CREATE FOR THEM BECAUSE THE LAST THING THAT I WANT TO DO IS NOT BE ABLE TO PAY AND INSTRUCTOR BASED ON THE FACT THAT WE DON'T HAVE A PURCHASE ORDER CREATED THESE. THIS IS PART OF THEIR LIVES AS PART OF THEIR BUSINESS AND TO BE GOOD PARTNERS WITH THEM WANT TO MAKE SURE THAT WE'RE HOLDING UP OUR END OF THE BARGAIN AND MAKING SURE THAT THEIR INVOICES ARE PROCESSED BASED ON YOU KNOW THE RULES THAT WE HAVE WITH OUR FINANCE DEPARTMENT. SO KIND OF JUST AGAIN THE BUSINESS SIDE OF IT. SO THE COMPANY. SO YOU HAVE A VENDOR WHO RUNS A TENNIS PROGRAM. AND THEY COLLECT ALMOST 60 GRAND. FROM PEOPLE THAT SIGN UP FOR THE PROGRAM. AND THEN AT THE END OF THE PROGRAM AFTER PAYING THEIR EMPLOYEES OR YOUR PAYING THAT WHOEVER THERE'S. $29,000 WHICH IS A PROFIT. SO YOU LIKE MAKE 42% ON THAT PROGRAM. YES YES. SO IT GOES INTO SO THE REVENUE UM, THE REVENUE ACCOUNT FOR OUR PROGRAMS . IT'S THE PART PROGRAM FEES AND SO THAT REVENUE GOES DIRECTLY INTO THAT SPECIFIC, UM, ACCOUNT, SO IT KIND OF SHOWS. OKAY, UM WE ? IF YOU'VE EVER HEARD, WE USE THE TERM COST RECOVERY. SO COST RECOVERY IS, YOU KNOW? YOU'RE SPENDING 200. YOU'RE GAINING 200 . THAT'S A IT'S A WASH. IT MEANS 100. YOU DIDN'T LOSE ANY MONEY. YOU DIDN'T GET ANY MONEY. UM AND SO WHAT WE DO BY TAKING THESE NUMBERS IS ALSO A WAY FOR US EVALUATE OUR PROGRAMS. SO IF WE'RE SAYING, OKAY, THIS WAS 100 AND 35. UH PERCENT COST RECOVERY PROGRAM. THAT MEANS NOT ONLY ARE WE NOT LOSING MONEY, WE'RE ACTUALLY BRINGING MONEY INTO THE TOWN. UM AND IT ALSO HELPS KIND OF OFFSETS AND DIFFERENT THINGS ON IF YOU KNOW, YOU LOOK AT YOUR EXPENSE BUDGET AND YOU CAN KIND OF FIGURE OUT OKAY? THE EXPENSE BUDGET WENT UNDER, YOU KNOW, $10,000, BUT THE REVENUE IS GOING TO COVER THAT $10,000 THAT YOU'RE LOST TO MAKE SURE THAT WE'RE NOT LOSING MONEY. UM AND JUST SO YOU KNOW, I MEAN, OVER THE PAST TWO OR THREE YEARS, I'VE SEEN AN INCREASE EVERY SINGLE YEAR OF PART PROGRAM FEES AND REVENUE COMING INTO THE TOWN. UM. AND SO IT'S AND THIS IS I MEAN, I'M SURE CARRIE COULD , UM SECOND, THIS IS PRETTY NORMAL PRACTICE WHEN IT COMES TO

[01:05:04]

PARKS AND RECREATION PROGRAMS WHEN YOU HAVE PAID INSTRUCTORS, UM 7030 IS USUALLY THE TYPICAL NUMBER. UM, BUT YOU KNOW, A LOT OF PEOPLE COME IN. BECAUSE THESE INSTRUCTORS YOU'RE PROVIDING FACILITY FORUM YOU'RE PROVIDING STAFF. YOU'RE PROVIDING A WHOLE LOT OF THINGS THAT THEY WOULD HAVE A HARD TIME COVERING IF THEY WEREN'T ABLE TO CREATE THAT , OR GET THAT PARTNERSHIP WITH THE TOWN. SO SO THEY'RE THE TALENT, RIGHT? WE INTROVERTED, MY RIGHT. THEY COME REGISTER THROUGH OUR PROGRAM THROUGH US. CORRECT, SO THEY PAY US THE FULL AMOUNT. THE INSTRUCTOR GETS DARK PERCENTAGE OF IT DOES ALL THE DOES THE WORK IN THIS CASE? IT'S REALLY NOT EVEN ONE OF OUR FACILITIES. WE DON'T HAVE TENNIS COURTS. WE SHARE THOSE WITH WEAVER AGREEMENT WITH THE SCHOOL DISTRICT. SO REALLY OUR PIECE OF IT IS YOU KNOW OUR STAFF TIME AND PHONE CALLS, SOMETHING'S CANCELED OR WHAT HAVE YOU UM, BUT IT'S A PRETTY IMPORTANT IT'S A GOOD REVENUE GENERATOR WAS TALKING ABOUT COST RECOVERY. A LOT OF PARKS AND RECREATION PROGRAMS. WE'RE NOT FOR PROFIT, RIGHT? SO THE ONES THAT WE KNOW WE CAN DO. WELL GIVE US THE OPPORTUNITY TO OFFER A SENIOR BUS TOUR THAT THE SENIORS MAY NOT BE ABLE TO AFFORD SO WE KNOW GOING IN. WE'RE GOING TO TAKE UP $30 PER HEAD LOSS ON THAT, BUT WE'RE MAKING THAT UP ANOTHER PROGRAM, SO IT ALLOWS US TO GO OUT AND DO SOME THINGS IN THE COMMUNITY THAT MAY NOT NECESSARILY MAKE BUSINESS SENSE, BUT ARE THE RIGHT THINGS TO DO, AND WE'RE ABLE TO COVER THOSE COSTS. SO SOMETHING LIKE THIS.

IT'S A POPULAR PROGRAM. SO SO GOOD AND BAD. IT DOESN'T. IT'S A BIG NUMBER GETTING PAID OUT. SO THAT GRABS THE ATTENTION OF ACCOUNTANTS AND MAYBE COUNCIL AND OTHER FOLKS. BOARD MEMBERS.

UM BUT THE WAY I LOOK AT IT IS OBVIOUSLY IT'S A GREAT PROGRAM. IF IT'S THAT POPULAR, WE'VE GOT A GREAT INSTRUCTOR. IT'S A IT'S A THERE'S A DEMAND FOR THAT PROGRAM. UM HE'S MEETING THAT THE MANNER SHE'S MEETING THAT DEMAND. UM WE'LL BE ABLE WERE ABLE TO GET A LITTLE BIT OF MONEY OFF THE TOP TO HELP US WITH SOME OTHER THINGS. SO UM, REALLY AT THE END OF THE DAY, UH, IT IS A GOOD THING FOR US, AND WE JUST NEED TO MAKE SURE THAT YOU ALL ARE AWARE OF IT AND THAT YOU'RE OKAY WITH US PROCEEDING THAT WAY. AND AT LEAST MAKING THAT WEIRD OR THIS IS GOING TO COUNCIL ON TUESDAY AND AT THE END OF THE DAY, WE JUST WANT TO MAKE SURE YOU GUYS ARE YOU KNOW ABOUT IT? YOU UNDERSTAND WHAT'S GOING ON? YOU DON'T HAVE ANY I'M NOT PUTTING THOSE WORDS IN YOUR MOUTH IF YOU DON'T HAVE ANY CONCERNS ABOUT IT AWESOME THAT WAY. WHEN WE GO FORWARD, WE CAN OUR STAFF REPORT WE'RE GOING TO TURN IN TOMORROW CAN SAY HEY, EXPENSE THE PARKS BOARD PARKS BOARD UNDERSTAND WHAT'S GOING ON? THEY KNOW IT'S ABOVE BOARD AND IT SERVES A VALUABLE VALUABLE TOOL FOR THE PARKS AND RECREATION DEPARTMENT. AS A REVENUE GENERATOR TO ALLOW US TO OFFER SOME OTHER THINGS, TOO. SO. ANY OTHER COMMENTS OR QUESTIONS FOR TREVOR. OKAY? THANK YOU. THANK YOU, SIR. THANK YOU VERY MUCH. HEY. OKAY? GET MY PAPERS TOGETHER HERE. SO UM, IN

[9. Receive staff updates: Recreation, Park Development, Parks Operations, and Director.]

THE WE HAD MENTIONED SENIOR PROGRAMMING, SO. THIS IS ONE OF THE TWO EVENTS THAT WE HOST THAT DOES KIND OF FOCUS MORE TOWARDS THE ACTIVE ADULTS. POPULATION DEMOGRAPHIC, SO WE HAVE A SEMI ANNUAL EVENTS FOCUS WITH THE MAYOR. WE HAVE THE MAYOR'S COFFEE. MARCH 20TH FROM NINE AM TO 11 AM FIRE STATION NUMBER TWO IS GRACIOUS ENOUGH TO HOST THIS FOR US AND GOING IN THIS MAYOR.

MAYOR DAVID BRISTOL WILL COME IN AND PRESENT, UM, KIND OF SOME SIMILAR THINGS WHAT HE'S DONE IN THE PAST OF LIKE THE STATE OF THE TOWN AND THINGS LIKE THAT OF A POWER POINT PRESENTATION JUST TO KIND OF SHOW THE PROGRESS OF THE TOWN OF COMING PROJECTS. UM DIFFERENT WHETHER IT'S FINANCE WHETHER IT'S ENGINEERING DIFFERENT, YOU KNOW DIFFERENT THINGS THAT ARE GOING ON IN THE TOWN. UM THIS IS A TRADITION. UH SINCE I STARTED HERE, THEY WERE ALREADY DOING IT. AND THEN I MENTIONED THE SIMIAN ANNUAL EVENT IN OCTOBER. WE HAVE THE MAYOR'S LUNCHEON, WHICH IS VERY SIMILAR, NOT COFFEE, AND, UM SMALL BREAKFAST ITEMS ACTUALLY DO A LUNCH AND CATER THAT UM, BUT WE'RE LOOKING FORWARD TO IT. ONE OF OUR NEWEST MEMBERS OF THE RECREATION TEAM, MELISSA BOYD, SHE HAS BEEN WORKING HARD ON THIS AND THIS WOULD BE HER FIRST KIND OF GO AT ONE OF THESE EVENTS, SO WE'RE ALL SUPPORTING HER. BUT THIS IS PICTURES FROM LAST YEAR AS YOU CAN SEE, MAYOR BRISTOL PRESENTED EVERYBODY, UM WE HAVE A FEW FAMILIAR FACES AND THAT PICTURE RIGHT THERE, UM,

[01:10:06]

WITH KRISTY KRUGER, BETTY HUGHES TO MEMBERS OF THE COMMUNITY THAT ARE VERY WELL KNOWN. AND THEN IN THE MIDDLE. WE HAVE OUR RECREATION STAFF WITH ONE OF OUR ATTENDEES AT THIS PARTICULAR MEETING IN THE PICTURE AS WELL. MAKING SURE YOU WERE STILL THERE AND THEN? UM BUT, YEAH, WE GOT THAT COMING UP, AND THEN THERE'S ALSO A GOOD PLATFORM FOR US TO PRESENT ANY UPCOMING PROGRAMS THAT DO CATER TO THE ACTIVE ADULT COMMUNITY. TWO YEARS AGO, WE HAD BYRON CANE WHO IS IN CHARGE OF HERITAGE TOURS. THAT WAS OUR VERY FIRST BUS TOUR ROOM WENT TO UM MINERAL WELLS, AND HE DID A GREAT JOB OF PRESENTING IT OF SELLING IT. YOU KNOW, ATTENDANCE FOR THIS CAN BE ANYWHERE FROM 30 TO 40 PEOPLE. SO WE'RE LOOKING FORWARD TO IT AND WE AND THEN STAFF PROVIDES ALL THE REFRESHMENTS FOR THE GROUP. WHETHER IT'S COFFEE, IT'S THE BREAKFAST ITEMS. UM THE DECORATING, WHICH OBVIOUSLY IS NOT DONE BY ME. THAT'S WHY I HAVE TALENTED STAFF TO HELP ME GET THROUGH THAT ONE. BUT WE'RE LOOKING FORWARD TO IT AND THEN YOU KNOW, LIKE I SAID, UM WE HAVE SOME OTHER IDEAS COMING UP FOR SENIOR PROGRAMS. NOTHING'S ACTUALLY FINALIZED YET, SO I DON'T WANT TO. BUT THE CAR IN FRONT OF THE HORSE THERE, BUT, UM BUT, YEAH, WE'RE LOOKING FORWARD TO IT AND IT'S EXCITING. AND THEN ALSO RSVPS ARE TAKEN, SO IT'S NOT LIKE A FIRST COME FIRST SERVE. I MEAN, WE DO TAKE OUR CPS, AND THAT HELPS US KIND OF FIGURE OUT EXACTLY HOW MUCH FOOD TO ORDER. MAKE SURE WE'RE NOT ORDERING TOO MUCH BECAUSE I DON'T LIKE WASTING FOOD. WERE THERE ANY QUESTIONS IN REGARDS TO THE MAYOR'S EVENT? EXCELLENT, OKAY. HERE YOU GO, KURT. MEANING THANKS FOR BEING HERE THIS EVENING. I HAVE A LITTLE MORE TO GO THROUGH THAN I NORMALLY DO.

I'M GOING TO KEEP IT AT A STEADY PACE. BUT STOP ME IF YOU HAVE ANY QUESTIONS. I GUESS YOU'RE A LITTLE FAMILIAR WITH US. NOW. THIS IS WINDSONG NEIGHBORHOOD, PART NUMBER THREE. YOU ALREADY KNOW ABOUT THE STORM SHELTER? ONE THING THAT I WANTED TO MENTION, THOUGH IT'S A HUGE THING, BUT ONCE IT'S BACK IN THE GROUND, IT WILL LOOK LIKE THIS PHOTO ON THE BOTTOM LEFT THERE.

THIS IS TWO BLOCKS TO THE EAST OF WHERE OUR ADMINISTRATIVE OFFICES OR IT'S RIGHT THERE IN THE DOWNTOWN AREA, SO THAT'S AND THEY'RE GOING TO FILL IT WITH THE MATERIAL CALLED FLOW, BOFILL, WHICH IS A KIND OF CONCRETE, SO KIDS WILL NOT BE ABLE TO GET IN THERE. IT'LL BE PERFECTLY SAFE. THEY LIKED THE IDEA. IT'S HAS HISTORICAL VALUE. AND SO THAT'S WHY WE'RE GOING TO PUT IT BACK IN THERE. IT'S ABOUT SEVEN ACRES THIS PARK. IT'S HEAVILY WOODED. IT'S REALLY BEAUTIFUL. WE'RE PLANNING ON KEEPING ALMOST EVERY TREE. I THINK WE HAVE TO TAKE UP TWO OR THREE LITTLE ONES WHERE THE PAVILION IS GOING TO GO, BUT IT'S GONNA BE NICE PARK. I THINK THE AMENITIES WILL INCLUDE A LOOP TRAIL AROUND THE PARK, WHERE ALSO BE CONNECTING TO THE MAIN TRAIL THAT RUNS THROUGH THE WINDSONG AREA. WE'LL HAVE A SMALL PAVILION WITH SOME PICNIC TABLES, BUT WE WILL NOT HAVE A PLAYGROUND IN THIS SPACE BECAUSE WE DON'T HAVE THE MONEY FOR IT.

BUT WE BELIEVE A SPACE ADJACENT TO THE PAVILION FOR PLAYGROUND AND THAT'S SOMETHING WE CAN DO REALLY EASILY IN THE FUTURE WITH SOME FUN, PROBABLY BOND FUNDING OR SOMETHING LIKE THAT.

CONSTRUCTION ON THIS STARTED LAST WEEK. THEY'VE GONE OUT THERE AND THEY KIND OF STICK TO THE TRAIL. THEY PUT THREE PROTECTION IN PLACE, BUT IT'S BEEN DAMP FROM ALL THE RAIN, SO THEY HAVEN'T REALLY STARTED DIGGING IT, BUT I'M THINKING THAT'S GOING TO START START EARLY THIS NEXT WEEK, AND WE TALKED ABOUT THE PROPOSED NAME METHODS PARK. I'LL DO SOME MORE RESEARCH TO ADDRESS SOME OF THE QUESTIONS AND SEE IF I CAN FIND ANY MORE INFORMATION ABOUT THAT WILL REACH OUT TO THE HISTORICAL SOCIETY WILL KEEP YOU POSTED ANYTHING THAT WE CAN FIND OUT.

ANY OTHER QUESTIONS ON THIS ONE. OKAY UM, WE ALSO TALKED ABOUT THIS BEFORE, BUT I WANTED TO GIVE YOU A LITTLE MORE INFORMATION. THIS IS THE PROPERTY THAT WE TALKED ABOUT WHEN SONG COMMUNITY PARK, SO IF YOU LOOK AT THE TOP LEFT IMAGE THAT I PUT A LITTLE RED CIRCLE THERE, THAT'S WHERE IT SITS WITHIN THE COMMUNITY. IT'S WEST OF THE DALLAS NORTH TOLL ROAD, AND BASICALLY IT IS ADJACENT ON THE NORTH SIDE OF PROSPER TRAIL. IT'S 51 APARTMENT 51.4 ACRES. IF YOU LOOK AT THE TOP RIGHT IMAGE, THE LITTLE RED AREA WE WILL NOT BE ABLE TO USE THAT BECAUSE THE TOWN HAS IDENTIFIED THAT AS THE LOCATION FOR FUTURE WHAT THEY CALL AN ELEVATED STORAGE TANK.

IN THE VERNACULAR OF THE REST OF US. WE CALL IT A WATER TOWER, SO THAT'S WHERE THAT'S WHAT'S GOING TO BE THERE. AND I'VE HEARD HEARD BACK AND FORTH LIKE, YES, IT'S GOING TO HAPPEN. NO, IT'S NOT. BUT I TALKED TO THE ENGINEERS, AND THEY SAID, KEEP IT FOR NOW THEY'RE GOING TO THINK IT'S GOING TO HAPPEN. BUT MOST OF THEM USABLE PART THE GREEN SPACE THAT SHE'S THE GREEN AREA THAT YOU SEE THE BLUE IS DOWN IN THE FLOODPLAIN. WE CAN DO THINGS IN THERE LIKE TRAIL OR DISC GOLF COURSE. AND IN THE BOTTOM IMAGE JUST SHOWS YOU WHAT IT LOOKS LIKE. THERE'S SOME NICE TREES OUT THERE. IT'S A BEAUTIFUL PIECE OF PROPERTY, AND WE'RE EXCITED ABOUT MASTER PLANNING IT. WE WILL KEEP YOU UPDATED AS WE MOVE THROUGH. THIS PROCESS WILL PROBABLY GIVE YOU A MONTHLY REPORTS AS WE HAVE IMAGES AND WE WORK ON IT WITH THE CONSULTANT, AND I'M GUESSING THIS IS SOMETHING WE WILL TAKE TO YOU GUYS WHEN WE GET TO THE END OF THIS PROCESS AND GET YOUR

[01:15:04]

APPROVAL ON WHAT WE'RE TALKING ABOUT FOR THE MASTER PLAN, SO PROBABLY EIGHT OR 79 MONTHS.

SOMETHING LIKE THAT. ANY QUESTIONS ON THAT ONE. GOOD, OKAY? SO THIS IS A WE WANTED TO LET YOU KNOW ABOUT THIS. THIS IS A PROJECT. IT'S A TRAIL CONNECTIONS, PROJECTS AND FUNDING WAS IDENTIFIED A YEAR OR TWO AGO FOR IT WAS ACTUALLY FUNDED IN TWO SEPARATE PROJECTS, AND DAN AND I WOULD LIKE TO COMBINE THEM BECAUSE WE'LL REALIZE SOME SAVINGS IN STAFF TIME AND ALSO CONSULTANT EXPENSE AND CONSTRUCTION COST. IF YOU LOOK AT THE VERY TOP OF THE IMAGE THERE THE BLUE LINE, WE'RE GOING TO BE MAKING SOME CONNECTIONS. THIS IS ON. IT'S BASICALLY GOING TO BE AN 8 FT WIDE TRAIL OFF THE BACK OF THE CURB ALONG FISH TRAP ROAD ALL THE WAY DOWN WHERE IT KIND OF TURNS AND TURNS INTO THE ROAD. FROM I DON'T KNOW WHY, FOR WHATEVER REASON, THE ENGINEERS PROBABLY SHOULD HAVE DONE THIS WHEN THEY PUT THOSE BRIDGES IN, BUT THEY DIDN'T AND THEN SOMEONE IN THE TOWN PROBABLY SO WE'LL GET PARKS TO DO WHEN THEY'RE WORKING ON THEIR JOB RANCH PROPERTY, SO THAT'S THE PLAN, AND THEN THE SEPARATE FUNDING WAS IDENTIFIED TO DO A CONNECTION. THE BLUE LINE THAT YOU SEE AT THE BOTTOM OF THE IMAGE THAT WILL CONNECT THOSE TWO NEIGHBORHOODS. SO DAN AND I WERE LOOKING AT THIS AND THINKING. IT DOESN'T MAKE SENSE TO HIRE EITHER. TWO SEPARATE CONSULTANTS ARE THE SAME CONSULTANT TO DO SEPARATE PROJECTS THAT WE WANT TO COMBINE THIS IN THE ONE PROJECT. OUR TOTAL BUDGET FOR IT WILL BE $2 MILLION AND THE PART AT THE TOP OF THEIR ON FISH TRAP ROAD IS NOT A BIG DEAL. IT'S JUST A 8 FT. WIDE CONCRETE OFF THE BACK OF THE CURB. HOWEVER THE SECTION DOWN IN THE SOUTH THERE INVOLVES TWO CROSSINGS. ONE OF THEM IS IT'LL BE A PRETTY LONG PEDESTRIAN BRIDGE THAT CROSSES THE BRANCHES GOT ITS STEEP. IT'S A DEEP AREA. ANOTHER ONE, THE OTHER CROSSING, WE'LL GO OVER. IT'S LIKE A SMALL, UNNAMED TRIBUTARY THAT RUNS INTO THE BRANCH. WE ARE PLANNING TO TAKE THIS TO THE C I. P SUBCOMMITTEE ON MONDAY EVENING FOR MONDAY AFTERNOON, I GUESS FOR THEIR APPROVAL. WE JUST WANTED TO KIND OF LET YOU KNOW WHAT WAS GOING ON WITH. THIS WILL BE ONE OF THE PROJECTS THAT I'LL BE GIVING YOU REGULAR UPDATES ON THROUGHOUT THE YEAR. THE AND I HAD REACHED OUT TO A CONSULTANT DON'T KNOW SEVERAL MONTHS AGO AND WE WERE WORKING WITH HIM ON THIS AND THEY WERE THIS COMPANY FIRED ALL THEIR LANDSCAPE ARCHITECTS AND THEY'RE PULLING OUT OF THE DALLAS AREA, SO WE'VE IDENTIFIED ANOTHER COMPANY. IT'S A FIRM CALLED PARKHILL THAT WE'VE DONE A LOT OF SUCCESSFUL TRAIL PROJECTS IN THE PAST, BUT THAT'S WHAT WE WHO WE WANT TO WORK WITH. SO THAT'S OUR PLAN FOR NOW. UM JUST REALLY QUICKLY. IT DOESN'T REQUIRE A VOTE, BUT JUST WANT TO MAKE SURE THERE'S NO CONCERNS WITH US COMBINING THE TWO PROJECTS AND NO. ONE TRAIL PROJECT. FOR THE REASONS KURT LISTED. IT MAKES A LOT OF SENSE.

I THINK THEY PROBABLY CAME UP AT DIFFERENT TIMES AND WERE LISTED DIFFERENTLY. SO THAT'S WHERE WE'RE GOING ON MONDAY, JUST TO MAKE SURE EVERYBODY'S OKAY WITH US DOING THAT. WE WERE ASKED TO MAKE SURE PARKS BOARD DIDN'T HAVE ANY CONCERNS WITH US TRIALS . THERE WILL BE THE ONE IN THE BOTTOM WILL BE 10 FT. WIDE CONCRETE TRAIL AND OR MAYBE 12. 10 OR 12. I CAN'T REMEMBER. I'M SORRY. AND THE ONE UP THERE ON THE TOP IS 8 FT WIDE CONCRETE TRAIL MADE WHAT WE CALL MAIN TRAIL, ESPECIALLY ON THE SOUTH. SO ON THAT CURVE THAT'S UP IN THE RIGHT. I SEE WHERE THE BLUE LINE IS THAT IS THAT NOT CONNECTING OR IT DOES CONNECT. WILL WILL. SO RIGHT NOW THERE'S SECTIONS OF TRAIL WHAT WE CALL ORPHANS IN THAT AREA. JUST HORRENDOUS. SO THAT'S WHY THERE'S YEAH. THERE ARE SOME STUFF ABOUT IN SOME AREAS, SO WE ARE ACTUALLY CONNECTING DOTS RIGHT NOW. THAT'S WHAT THIS WAS LIKE. IF YOU LOOK AT THE LITTLE MINI BLUE PEACE IN THE MIDDLE, BASICALLY, THERE'S WHEN THEY PUT THEIR BRIDGES IN THERE'S TRAIL ALONG THE BRIDGE, AND IT'S SAFE BECAUSE THERE'S A WALL SO PEOPLE CAN, BUT THERE'S NO TRAIL THAT CONNECTS THOSE TRAILS ON THE BRIDGE, SO WE'RE JUST BASICALLY CONNECTING ALTOGETHER. IT'S GOING TO GET TRICKY BECAUSE UP THERE ON THE TOP LEFT RIGHT BELOW WHERE, RIGHT ABOVE WHERE IT SAYS FISH TRAP ROAD. I FOUND OUT LAST WEEK THAT TEXTILE IS PLANNING TO BUILD A SOUND WALL ALONG THERE. IT'S GOING TO CONFLICT WITH OUR TRAILS, SO I'LL WORK THROUGH THAT. BUT ANYWAY, IT WILL BE KIND OF COMPLICATED, BUT I MEAN THE AND I'VE DONE A LOT OF TRAIL PROJECTS OVER THE YEARS AND THEY CAN BE FUN. AND I THINK THAT WILL BE A GOOD PROJECT WILL GIVE US A GOOD TRAIL. THERE'S NO CURRENT PLAN RIGHT NOW TAKES THEIR TEXT OR ANYBODY IS NOT GOING TO EXPAND ANY OF THOSE ROADS ANYTIME, AND I DON'T KNOW. THE WEIRD THING IS THEY'RE WORKING WITH DENTON. I THINK BECAUSE YOU KNOW WHEN YOU GET TO THE EDGE THERE, UM, DIDN'T HAS ANY MIDDLE SCHOOL OVER THERE. IT MAY HAVE SOMETHING TO DO WITH THAT. BUT THEY'RE BUILDING A BIG, LONG, NORTHSIDE. CORRECT BUT THE SOUND WALL COMES ALL THE WAY DOWN THAT ROAD, AND IT CONNECTED BASICALLY ENDS RIGHT ABOUT WHERE I HAVE THE END OF THE LITTLE BLUE LINE. SO WE'LL FIGURE THAT OUT LIKE TRAIL, SO I'M ALL FOR IT. THE NUMBER ONE REQUESTED AMENITY IN AMERICA, OLIVER EVERYONE EVERYONE LOVES TRAILS. YEAH SO THIS ACTUALLY THE LAND DOWN AND THERE IS BEAUTIFUL. I WALKED IT SEVERAL MONTHS AGO WHEN IT WAS JUST STARTING TO GET COLD AND IT'LL BE A PRETTY EXPERIENCE FOR TRAIL USERS GOING DOWN THROUGH THERE. THERE'S STILL A LOT OF WILDLIFE, I THINK AS PROSPER HAS BEEN DEVELOPED. THE ANIMALS HAVEN'T HAD IT. THAT'S THEY GO TO PLACES LIKE THIS BECAUSE THERE'S NOWHERE ELSE FOR THEM, BUT THERE'S A LOT OF DEER TRACKS IN THERE. A LOT OF RACCOONS, PROBABLY SOME BOBCATS, SO IT'S A PRETTY AREA. IT WILL BE A NICE TRAIL. QUESTIONS CONCERNS. OKAY? SO THIS IS ANOTHER PROJECT THAT WE WANTED TO KIND OF MAKE YOU AWARE OF? IT'S SOMETHING THAT

[01:20:03]

WE'RE PLANNING TO TAKE TO THE C I P SUBCOMMITTEE ON MONDAY. SO I THINK A YEAR OR TWO AGO LIBYA LAST YEAR IN THE BUDGET, $473,000 WAS IDENTIFIED FOR SOME EROSION CONTROL IMPROVEMENTS IN PIONEER. I'M SORRY FRONTIER PARK. I ALWAYS GET THEM MIXED UP IN FRONT OF THE PARK. AND BUT WE AFTER THAT MONEY WAS APPROVED, WE KIND OF REALIZED WE WERE. WE WERE MADE AWARE OF THE FACT THAT WE HAVE A SERIOUS EROSION ISSUE OUT ON THE BRANCH CREEK AND OUR NEW BRANCH PROPERTY WHERE THE MOUNTAIN BIKE TRAIL IS SO IF YOU LOOK AT THE BOTTOM LEFT IMAGE, THAT'S WHAT THE BRIDGE OUT THERE LOOKS LIKE. YES I SEE MEGAN'S WOW. UM IT'S DANGEROUS. WE HAVE CLOSED IT OFF BECAUSE WE KNOW IT'S DANGEROUS. BUT I MEAN, IF YOU LOOK AT THE BOTTOM, RIGHT, AND THAT'S WHAT PASSES FOR THE BRIDGE OF LEMON OUT THERE EVERY TIME WE HAVE ANOTHER ONE OF THESE HUGE RAIN EVENTS, A LITTLE MORE OF THAT SOIL GETS WASHED AWAY. SO WHAT WE WOULD LIKE TO DO WE ARE PROPOSING THAT WE TAKE THE $473,000 AND SPLIT IT AND WE WANT TO TAKE ABOUT HALF OF IT AND CORRECT THIS PROBLEM OUT OF THE BRIDGET BRANCH, AND THEN JUST DO THE RED LINE UP THERE ALONG THE NORTH BANK OF THE POND. THAT'S THE WORST PART THE POND OUT THERE AND YOU CAN SEE THE TOP RIGHT PHOTO. THAT'S KIND OF WHAT'S HAPPENING HERE. THE WIND WORK WORKS ITS WAY ACROSS THE POND. IN THE WAY THAT ACTION IS BREAKING UP THE BANK BECAUSE IT'S JUST SOIL AND SO WE'LL GO IN AND PUT IN WHAT'S CALLED THE BAG WALL. BUT WE THINK IT'S MORE IMPORTANT TO TAKE CARE OF THIS REALLY SERIOUS SAFETY ISSUE WE HAVE ON THE BRIDGE OUT THERE AT THE BRANCH DO THE WORST PART OF THE POND EDGE AT FRONTIER PARK, AND THEN WE'LL COME BACK IN AT A LATER DATE AND DO THE REST OF IT WHERE THE BLUE LINE IS, SO THAT'S OUR PLAN. WE JUST KIND OF WANTED TO LET YOU ALL KNOW THAT'S WHAT WE WERE PROPOSING DOING AND WE'RE GONNA GO TO THE CPP SUBCOMMITTEE MONEY TO GET THEIR APPROVAL AS WELL. SO IT'S NOTHING TO BUILD, AND WE JUST WANT TO KIND OF KEEP YOU AWARE OF SOME OF THESE ISSUES THAT ARE HAPPENING ON OUR PARKS. WE'RE SIMPLY ALLOCATING. OUR RESOURCES TO THE GREATEST NEED. FRONTIER NEEDS SOME WORK. BUT AFTER WHEN WE WHEN DOES BRANCH WASN'T IN THAT BAD OF SHAPE WHEN WE REQUESTED THE FUNDS OVER THE COURSE OF THE PAST. HOWEVER, MANY MONTHS YEAR UM THE DOUGH BRAINS TRAILS DEGRADED THAT MUCH TO WHERE WE CONSIDER TO BE HAZARDOUS. SO WE'RE THAT'S WHAT WE'RE SIMPLY. WE'RE JUST GONNA GO. HEY, WE'RE GOING TO DO TAKE SOMETHING. WE WANT TO TAKE SOME OF THE FUNDING THAT WAS SLATED FOR FRONTIER AND MOVE IT DOWN AND TAKE CARE OF A TRUE HAZARD.

THAT'S THE TURF FIELD THAT THE RED, ISN'T IT. BUT I BELIEVE THAT'S CORRECT. IS THAT RIGHT NOW? YES. FOR ALL THE SOFTBALLS LAND. YEAH. I MEAN, THE THING AT FRONTIER PARK IS COSMETIC. IT'S NOT A SAFETY ISSUE. I MEAN, I GUESS SOMEBODY HAS WALKED ALONG UPON WHICH COULD SPRAIN THEIR ANKLE OR SOMETHING, BUT NO ONE'S GOING TO REALLY GET HURT ON IT. AND IT'S NOT GOING TO GET WORSE RAPIDLY, SO THAT'S WHY WE THINK IT'S MUCH MORE IMPORTANT TO ADDRESS THIS ISSUE OUT AT THE MOUNTAIN BIKE TRAIL BRIDGE. IN THE CRAZY THING IS THE MOUNTAIN BIKE RIDERS LIKE THIS, BUT SOME THEY'LL LIKE IT RIGHT UP UNTIL THE 0.1 OF THEM GETS REALLY SERIOUSLY INJURED IN THE YEAH, BUT THEY DO. THEY LOVE THIS KIND OF THING, BUT WE CAN'T HAVE IT SO IT'S THE HAZARD. ANY OTHER COMMENTS OR QUESTIONS OR CONCERNS? I MEAN AGAIN. I THANK YOU GUYS, I THINK I THINK ALL OF Y'ALL WORK. REALLY DILIGENTLY. I THINK YOU TAKE EVERY ASPECT. OF YOUR POSITION AND EACH PROJECT VERY, VERY SERIOUSLY. I THINK YOU'RE FABULOUS. PRODUCE SHERRY STEWARDS. I'VE I'VE WALKED A COUPLE PARKS WITH YOU, AND I'M JUST LIKE STICKING. AMAZED IT STUFF THAT YOU POINT OUT. SO IF YOU GUYS. IF YOU GUYS HAVE A FUND IN YOUR YOU'VE DETERMINED THAT THE DOLLARS COULD BE BETTER ALLOCATED YOUR SPLIT AND ADDRESSING ISSUES. I'M ALL FOR IT AND THANK YOU SO MUCH FOR BRINGING IT TO OUR ATTENTION. SURE. ANOTHER PROJECT THAT WILL KEEP YOU POSTED ON AS IT MOVES FORWARD, I GUESS. PENDING THE C I P SUBCOMMITTEE APPROVAL. I DON'T KNOW WHY THEY WOULDN'T WANT US TO DO IT, BUT WE'LL SEE HOW THAT GOES. NEXT ONE OF THE QUESTIONS, OKAY? UH DOWNTOWN PARK. PHASE ONE DEVELOPMENT. THIS IS ANOTHER ONE. WE JUST WANTED TO KIND OF LET YOU KNOW ABOUT FUNDING HAS BEEN IDENTIFIED TO DO THE DESIGN OF THIS PARK IN THE NEXT BUDGET YEAR. AND THEN THE FOLLOWING YEAR. I THINK WE HAVE $500,000 TO DO THE PHASE ONE DEVELOPMENT NOW, AND I THINK WE SHOULD DO THIS MONTHS AGO, PROBABLY AROUND THE TIME I FIRST STARTED WORKING HERE, IT'LL BE A YEAR INTO NEXT WEEK, SO UM, WE'VE DONE A LOT IN THAT YEAR. BASED ON THE COMMENTS WE GOT FROM THE SURVEY. WE DID. WE ARE RECOMMENDING THAT WE REDUCE THE SCOPE OF THIS PHASE ONE AND JUST PUT IN. WHERE WERE SOME VERY PASSIVE RECREATION. WE'RE THINKING JUST THE LOOP TRAIL AND A COUPLE OF PICNIC STATIONS THAT WILL KEEP NEIGHBORS HAPPY. AND ALSO WE DON'T HAVE TO SPEND AS MUCH MONEY BUT WE JUST KIND OF WANT TO LET YOU ALL KNOW THAT'S WHAT WE'RE THINKING ON THIS SO PEOPLE WEREN'T TOO EXCITED ABOUT HAVING THE PICKLE BALL COURT AND THE PLAYGROUND IN THE FISHING PIER. SO WE'RE THINKING, OKAY, WE'LL JUST GET IN. IT'LL BE A QUIET

[01:25:04]

PARK TRAIL IN SOME PLACES FOR PEOPLE TO SIT IN THE SHADE AND EAT LUNCH AND THAT SORT OF THING SO AND YEAH, BASICALLY, I THINK THE ORIGINAL ESTIMATE WAS VERY CLOSE TO A MILLION AND DAN AND I LOOKED AT THE NUMBERS AND WE ESTIMATE NOW THAT'S GOING TO BE CLOSER TO 500,000. I KNOW IT SOUNDS CRAZY HALF A MILLION DOLLARS JUST TO GET A LITTLE LOOP TRAIL AND MAYBE A COUPLE OF PARKING SPACES AND SOME PICNIC TABLES, BUT THAT'S ABOUT WHAT THIS STUFF COSTS NOWADAYS. MOST LIKELY AS THIS TOWN CONTINUES TO DEVELOP. UM AREAS LIKE THIS ARE PROBABLY GONNA BECOME LESS.

FAMILIES AND MAYBE MORE BUSINESSES AS DOWNTOWN KIND OF CREEPS TO THE EAST, SO WE JUST FEEL, YOU KNOW. WE WE? WE DID A LOT OF RESEARCH ON THIS ONE. THE FUNDING IS NOT THERE TO BUILD IT IN THAT CAPACITY TO THE FOLKS THAT LIVE AROUND IT DON'T WANT TO BUILT IN THAT CAPACITY. SO, UM WE THINK THIS IS A HAPPY MEDIUM DOESN'T MEAN WE CAN'T DO MORE IN THE FUTURE. IF THAT BECOMES THE DESIRE, BUT IT'S A GOOD WAY TO KIND OF GET OUR FEET WET. GET GET THE BALL ROLLING.

PROVIDE SOMETHING IN THE DOWNTOWN AREA. UM AND FOR THE PEOPLE AROUND IT WITHOUT IT BEING PICKLEBALL OR PLAYGROUNDS AND THINGS LIKE THAT, SO IT'S NOT A BAD WAY TO MOVE FORWARD WITH IT. QUESTIONS COMMENTS CONCERNS OKAY. UM, SO THE. ESTIMATED COST IS GOING TO BE REDUCED BY 500,000 DOES THAT GET SET ASIDE FOR FUTURE ENHANCEMENTS FOR THIS, PARKER GOES TO OTHER PROJECTS. THAT MONEY IS RIGHT NOW. I BELIEVE IT'S I DON'T KNOW THAT WE HAVE IT, BUT IT IS PROPOSED FOR THE 25 OR 26 BUDGET YEARS. IT'S RIGHT NOW WE'VE GOT THE 50,000 IN THE CURRENT BUDGET YEAR. NEXT YEAR. WE'RE ANTICIPATING $500,000. SO THERE'S NOT A MILLION DOLLARS TO BUILD THAT PARK. SORRY YEAH, I MISUNDERSTOOD THE QUESTION. YEAH SO RIGHT, SO THE 50 WILL GET US TO WHERE WE CAN GET OUR PLANTS AND THINGS DONE AND GET THE PROJECT BID AND WE THINK THE HALF MILLION SHOULD GET US THE TRAIL AND THE PASSIVE ITEMS WE WANT. UM AGAIN, IT COULD BE A FUTURE BOND PROGRAM. IT COULD BE DEVELOPMENT THESE SOMETHING ALONG THOSE LINES IF THE DESIRE IS TO MOVE FORWARD, UM WITH A PICKLE BALL COURT OR PLAYGROUND OR THOSE THINGS, BUT PROBABLY AT A LATER DATE. OKAY SO RIGHT NOW, YOU'RE JUST KIND OF SECURING A DESIGNATION THAT IT IS A PART A GREEN SPACE. AND. KIND OF MOVE ON FROM FROM THERE FOR THE DOWNTOWN AREA. YEAH WELL, IT'S A IT'S A LITTLE BIT BIGGER, BUT IT'S ESSENTIALLY LIKE A LITTLE POCKET PARK. IT'S NOT BIG, BUT IT WILL HAVE A TRAIL AND I THINK IT'LL PROBABLY BE USED A LOT BECAUSE I MEAN MY EXPERIENCE HAS BEEN BUILDING PARKS OVER THE LAST 20 YEARS THAT PEOPLE SAY OH, WE DON'T WANT THAT. BUT THEN WHEN YOU BUILD IT THEY ALL OF A SUDDEN DECIDE THAT THEY REALLY LIKE THAT LITTLE TRAIL AND THEN GO USE IT ALL THE TIME, SO I THINK IT WILL BE POPULAR. AS LONG AS WE'RE LOOKING AT THIS, I WANT TO TRY. I'LL ANSWER SOMEONE HAD A QUESTION EARLIER. THIS IS THE END RESULT OF WHAT WE WILL HAVE WHEN WE DO THE MASTER PLAN FOR THE WINDS ON COMMUNITY PARK.

IT WILL BE SOMETHING JUST LIKE THIS. IT WILL BE BIGGER, BUT IT'LL BASICALLY BE A RENDERING THAT SHOWED THERE PROBABLY SOME OTHER THINGS INVOLVED. THIS IS WHAT IT LOOKED LIKE SOMETHING VERY SIMILAR TO THIS. SO I THINK SOMEONE ASKED THAT QUESTION EARLIER. AND WE HAVE EVERYONE MOVE ON OR ANYTHING ELSE ON THIS ONE. OKAY. ALL RIGHT. I'M JUST A QUICK UPDATE ON LIQUID PARK.

THINGS ARE MOVING WELL OUT THERE. THEY ARE WORKING IMPORTANT PARKING LOT. I GOT THIS PICTURE I GUESS LATE LAST WEEK, THE THEY'RE STILL PUTTING IN THE SENATOR, SEWER LINE AND THE WATER LINE, AND SO THINGS ARE GOING WELL. WE KIND OF GOT OFF TO A ROCKY START BECAUSE IT'S JUST I DON'T KNOW. IT'S A WEIRD RELATIONSHIP. I THINK WE EXPLAINED THAT TO YOU BEFORE, BECAUSE THE HEINZ GROUP IS THE ONE THAT'S MANAGING THE PROJECT. BUT THINGS ARE GOING A LOT SMOOTHER NOW AND IT'S WORKING. IT'S GOING FORWARD BETTER THAN IT WAS ORIGINALLY MAKING GOOD PROGRESS. AND SO IT'S UM WE'RE A LOT HAPPIER ABOUT IT. SO IT'S LOOKING GOOD. QUESTIONS CONCERNS OR COMMENTS. OKAY QUICK UPDATE ON RAYMOND COMMUNITY PARK THE AND I THINK EVERYONE HERE GET AN INVITATION TO THE GROUND BREAKING. OKAY, GOOD. THAT ANSWERS YOUR QUESTION, ANGELA.

MAYBE EVEN PART OF THIS WAS PART OF THAT QUESTION. GREAT FEBRUARY 22ND AT 10 A.M. AND WILL BE THERE ON THE SOUTH EDGE OF THE PARK. THE INSURANCE IS STRICTLY ACROSS THE STREET FROM THE EPISCOPAL CHURCH. GRADING WORK IS UNDERWAY. THEY ARE MOVING TONS AND TONS OF EARTH OUT LOOKED KIND OF LIKE IT DOES HERE IN THE PICTURE THERE FOR SOME MONTHS, YOU'LL JUST SEE MORE DIRT BEING MOVED, AND THAT SORT OF THING IS, THEY'RE TRYING TO BASICALLY ACHIEVED THE GRADES THAT WILL NEED TO HAVE THE FIELDS OUT THERE. THIS IS PROBABLY ALL YOU'RE GONNA SEE FOR A WHILE. UM, BUT IT MAY NOT LOOK LIKE IT, BUT THEY ARE MAKING GOOD PROGRESS. AND THE SECOND GUARANTEED MAXIMUM PRICE BIT PACKAGED. YOU KNOW, ACTUALLY . YEAH SO WE GOT A LITTLE NEWS TODAY. UM IT'S NOT GOING TO IMPACT THE FINISH DATE, BUT WE'RE GOING TO PROBABLY MOVE

[01:30:01]

THAT. THAT DID PACKAGE AWARD DATE. WE'RE GUESSTIMATING APRIL TIMEFRAME THAT'S GOING TO GIVE US A LITTLE MORE TIME TO WORK THROUGH. SOME PLANS. GET SOME BETTER DETAIL DOWN. UM SO THAT WE KNOW THAT THE MORE TIME WE CAN PUT INTO IT, THE MORE DETAIL SHOULD YIELD A BETTER PRICE.

THERE'S LESS BIDDERS ARE CONSULT ARE SCHEMING CONTRACTORS ALWAYS TALK ABOUT BIDDING AND FEAR. SO IF THERE'S LESS INFORMATION THAT THE MORE THAT'S OUT THERE NOT DEFINED. USUALLY THE BIGGER PRICES YOU GET BECAUSE THEY DON'T WANT TO GET STUCK GIVING YOUR NUMBER AND THAT'S NOT EXACTLY WHAT YOU WANTED. SO UM SO WE'VE JUST WE'VE GONE BACK AND FORTH A COUPLE OF TIMES ON SOME ITEMS. NOTHING BAD. UM BUT WE'RE JUST GONNA TAKE A LITTLE MORE TIME. INITIALLY EVEN IF WE HAD AWARDED THE SECOND BIG PACKAGE IN FEBRUARY. THAT CONTRACTOR WOULD NOT HAVE BEEN ABLE TO START TO THE SUMMER ANYWAYS. SO PART OF THE REASON WE'VE BROKEN THOSE TWO PACKAGES WAS THAT WE GET THE PROJECT STARTED ON THE FRONT END WORK THROUGH THE LITTLE MORE. THIS IS THERE'S A LITTLE MORE DESIGN. UM IN THIS PACKAGE IS EVERYTHING GOING VERTICAL? UM SO WE LOOKED AT IT. WE HAD A MEETING WITH THE CONSULTANT TODAY. OUR PROCUREMENT SPECIALIST AND WE JUST SAID, LISTEN, WE CAN BACK THIS OFF. A MONTH OR SO AND STILL MEET ALL OF OUR DEADLINES GOING FORWARD, SO JUST SO YOU KNOW, AND THAT WAS THAT WAS A LATE CHANGE. IT WAS THIS WAS ALREADY IN YOUR QUEUE BEFORE WE GOT THAT INFORMATION, PROBABLY JUST A COUPLE HOURS AGO. BUT I WOULD TELL YOU JUST FROM US, AND IT'S NOTHING TO BE CONCERNED ABOUT. COUNCIL MAY RAISE AN EYEBROW AND I'M JUST GOING TO LET HIM KNOW WE BUILT IN THAT TIME TO BE ABLE TO DO THESE THINGS, SO IT'S NOT GOING TO SLOW THE PROJECT AT ALL. CONSTRUCTION WILL CONTINUE UNABATED. WE'RE JUST KIND OF WORKING THROUGH SOME DETAILS TO TRY TO GET COSTS DOWN ON THE BUILDING, BUT STILL GET A REALLY GOOD QUALITY BUILDINGS. SO QUESTIONS OR CONCERNS. OKAY I THINK THIS IS MY LAST ONE. THE MASTER PLAN WE HAVE DONE AWAY HASN'T EXECUTED CONTRACT. NOW WE HAVE A KICK OFF MEETING BACK ON JANUARY 30TH DATE AND I DID A SYSTEM WIDE TOUR WITH THE CONSULTANT DAY WE WENT AND LOOKED AT ALMOST ALL THE PARKS IN THE TOWN AND WE STARTED TO PICTURES AND TALKED ABOUT THINGS, WHICH IS USUALLY PART OF THE PROCESS BECAUSE THEY'RE WORKING ON AN INVENTORY FOR US, AND SO WE WENT TO LOOK AT EVERYTHING. AND I GUESS THE LAST ONE THERE. WE'VE ALREADY HANDLED THAT. SO, UM I THINK THIS IS MY TIME FROM THAT. THANK YOU VERY ANY OTHER QUESTIONS OR ANYTHING? OKAY GREAT. THANK YOU VERY MUCH. A QUICK THANK YOU FOR THE FOLLOW UP FROM LAST MEETING THE DETAIL. YOU PROVIDED US WITH THE MASTER PLAN. THAT WAS GREAT INFORMATION COMMITTEE. ANYTHING, JUST LET ME KNOW. MR FOR REAL. GOOD ALRIGHT, SO THIS WAS JUST A LITTLE RECAP FROM LAST TIME WE TALKED THIS WAS MY ROBOT LOWER. AND I GOT TO DEMO. SO THIS IS KIND OF IT LOOKS LIKE THE FUTURE. THAT I NEVER SAW IT COMING. AND IT WAS REALLY NEAT. UM. WE'RE JUST GOING TO TRY TO DO SOME MORE DEMOS AND SEE WHAT THEY FUTURE HOLDS FOR US. I THINK IT'S GOING TO BE REALLY GOOD AND SAVE A LOT OF TIME AND MONEY AND MANPOWER. I'LL CHANGE THIS. THERE YOU GO.

SO OUR SPRING IS STARTED SOCCER. I WAS SCARED TO START MONDAY. OF COURSE, WITH THE RAIN AND STUFF.

WE DIDN'T GET TO FULLY START. NOT AS THE FIRST NIGHT THAT THEY GOT TO BE ON THE FIELD ALL THE FIELDS. SATURDAY. BASEBALL STARTS LACROSSE HAS ALREADY STARTED. FOOTBALL WILL STARTING MARKS. SO WE ARE BUT TO GET REALLY, REALLY BUSY. BY THE ONE SOME OF THE PROGRESS YOU CAN SEE AFTER THAT REAL BAD. GOALS BILL THAT WE HAD I'VE NEVER SEEN OUR GRASS LOOK AS BAD AS IT DID, BUT IT'S STARTING TO COME BACK. THAT'S ACTUALLY A VERY RECENT PHOTO OF THE PROGRESS. BUT IF YOU LOOK BEHIND THE GUY THAT'S PUTTING THE NET ON. THAT'S WHAT IT REALLY LOOKED LIKE, AT ONE POINT, I MEAN, JUST LIKE DEAD GRASS. I WAS VERY CONCERNED. HOWEVER, IT'S COMING BACK.

HERE'S SOME OF THE GUYS WORKING ON THE MEDIUMS. UH YOU KNOW, THIS IS STILL ONGOING.

PROCESSES. UH. PROGRESS IS DOING WELL. WE'RE FINALLY WEST OF THE RAILROAD TRACKS ON COLEMAN. AND I'M SORRY, UH, WAS THE COLEMAN WESTERN ROAD TRACK PROSPER TRAILS? SO THAT'S WHERE WE'RE AT RIGHT NOW. I'M HOPING TO GET DONE NEXT WEEK. JUST KIND OF DEPENDS ON THE. HOW FAST I CAN GET ROCK. THAT'S WHERE WE'RE ALWAYS AT IT. IT'S ALWAYS WE'RE BUYING SO MUCH FROM THEM, AND ONE GROUP HAS IT. THE SECOND GROUP HAS IT, BUT THE PROCESS ALWAYS DIFFERENT TO GO THROUGH

[01:35:01]

ALL THE PROCESS AND SO IT'S THAT'S BEEN OUR BIGGEST CHALLENGE CAUSE TRAFFIC. BUT STILL LOOKING GOOD. YOU CAN SEE SOME OF THE PLANTS. I'VE GOT A LITTLE FEAR, BUT SOME OF THEM ARE COMING BACK. THE ROOTS ARE GOING TO BE GOOD. IT WAS JUST THAT INITIAL BURN THAT COLD TEMPERATURE. BUT FOR THE MOST PART, EVERYTHING LOOKS REALLY GOOD. I THINK. COMMENTS, QUESTIONS. WOULD SAY IT SAYS THAT EVERY EVERY SESSION WE GET FRIENDS AND FAMILY. I'VE GOT A GREAT TEAM THIS WEEK. WE'VE HAD NOT GOING TO ALL THE DETAILS, BUT IT'S HARD TO FAN WORKERS RIGHT NOW. WE HAD FIVE INTERVIEWS ON. TUESDAY I THINK, AND ONLY TWO PEOPLE SHOWED UP.

SO THEN WE START GOING THROUGH THE APPLICATION THAT WE START TRYING TO CALL EVERYBODY THAT GIVES US THE WRONG CELL PHONE NUMBER. SO I THINK THERE'S A LOT OF BOX CHECKING GOING ON. BUT THE TWO THAT WE DID HIRE OR INTERVIEW. THEY WERE REALLY GOOD. I'M REALLY EXCITED ABOUT HIM. SO. IT'S LOOKING UP. WE'RE STILL ABOUT I THINK WE'VE OFFERED THREE THIS WEEK. HAVE ANOTHER SOME ABOUT 33 EMPLOYEES DOWN RIGHT NOW. ONCE I GET THESE HIGHER, IT'S BIG ENOUGH. NUMBER EIGHT. THE COMMENT. THANK YOU. THANK YOU, MATT. MR BAKER. OKAY I KNOW WE'VE HAD WE'VE GIVEN YOU GUYS A LOT TONIGHT, AND WE'VE GOT A LITTLE LONGER, SO I WANT TO MAKE THIS QUICK. UM WE JUST HAVE A LOT GOING ON IN THIS DEPARTMENT AS YOU CAN TELL, AND, UH, SOME SOME IMPORTANT MEETINGS THAT ARE COMING UP THE NEXT SEVERAL WEEKS, SO WE WANT TO MAKE SURE WE GET YOUR BLESSING.

ALL THESE ITEMS. UM AND WE'RE JUMPING AROUND A BIT, SOMETHING WE'VE BEEN ASKED TO DO WITH RAYMOND COMMITTEE PARK AND CHRIS SQUADRA IS A BASICALLY AS A PROCUREMENT SPECIALIST. UM HE'S A THIRD PARTY, HIS HIS HIS COMPANY, PEAK PERFORMANCE VALUE. UM, THEY COME INTO BIG CAPITAL PROJECTS, AND THEY MAKE SURE WHAT THE CUSTOMERS PAYING FOR IS ACTUALLY HAPPENING. SO THEY GO OUT IN THE FIELD. THEY LOOK IS THE WEEK WE GET A MONTHLY BILL. A DRAW TO PAY DID IT IS THAT MUCH STEEL ON THE GROUND IS THAT WAS THAT MUCH CONCRETE POURED IS ALL THOSE THINGS. UM RAYMOND COMMUNITY PARKS JUST SHOT $20 MILLION, SO WE'VE BEEN ASKED TO BRING CHRIS ON BOARD TO DO THAT, UM, BY COUNCIL. IT'S GOT THE CONTRACTS ACTUALLY GOING TO GO TO COUNCIL NEXT WEEK FOR APPROVAL. WE THINK IT WILL GET APPROVED, BUT WE WANT TO MAKE SURE YOU GUYS KNOW ABOUT IT. UM IT'S ABOUT 140,001 40. WAS ABOUT ABOUT IN THAT NEIGHBORHOOD. IT WILL NOT IMPACT THE PROJECT.

IT'S BEING FUNDED OUT OF A DIFFERENT ACCOUNT. UM BUT ASSUMED FINANCE, BUT THEY ALREADY TOLD US IT WILL NOT IMPACT. WHAT'S GOING ON RAYMOND COMMUNITY PARK. UM SO, UM I ALSO WANT TO APOLOGIZE FOR THE FOR THE BEGINNING OF MY PRESENTATION WITH A SLIDE. WE'VE WE'VE BEEN TALKING ABOUT OUR OPEN SPACE MASTER PLANS AND I SAW THAT MESS AROUND IT. JUST IT DIDN'T CATCH VERY QUICKLY. SO ONCE I SAW THE SLIDE, I WAS GOOD, SO I APOLOGIZE FOR THAT. UM WE ALSO WANT TO HIS CONGRATULATIONS IN ORDER FOR MS VALERIE. LITTLE PRETTY PRETTY BIG HONOR A BIG PROMOTION. SO CONGRATULATIONS ON THAT PATTERN ON THE BACK. YEAH THAT'S AWESOME. THAT'S A BIG DEAL. SO PROUD TO HAVE YOU ON THE BOARD. SO UM, SO REAL QUICK. THE NEXT MEETING. LAST YEAR. I BELIEVE WE CANCELED THE MARCH MEETING BECAUSE IT FELL ON THE SPRING BREAK. UM TOTALLY UP TO YOU. I'M GONNA LET YOU GUYS MAKE THAT DECISION. WE WORRY OUT PRETTY GOOD TONIGHT. SO IF YOU GUYS WANT TO BREAK NEXT MONTH, WE CAN CERTAINLY DO THAT. WE ALSO HAVE THE OPTION. WE CAN MOVE IT. IS IT ON A CREEK? IS IT ON A ROAD? IS IT SO IT JUST SEEMS TO MAKE SENSE. UM MAY MEAN SOMETIMES CAN BE TRICKY AS WE TALKED ABOUT EARLIER IN THIS INSTANCE SOMETHING HISTORICAL. ISN'T THAT BIG A DEAL? I DON'T THINK THAT'S GOING TO HAVE COUNSEL HAVE ANY PROBLEM WITH THAT? UM YOU KNOW, WE HAVE PARKED BEING NAMED AFTER OUR FORMER PARKS DIRECTOR DOUBLY, RAYMOND. UM, THAT WAS A NO BRAINER WHEN THAT WAS ALL SETTLED ON BUT REALLY, IT'S YOU GOT YOU ALL CAN BRING FORWARD SUGGESTIONS ON PARK NAMES.
