[CONSENT AGENDA] ALL RIGHT, WELL THAT WE'LL MOVE ON TO THE NEXT ITEM, AND THAT IS THE CONSENT AGENDA ITEMS PLACED ON THE CONSENT AGENDA. CONSIDER ROUTINE IN NATURE AND ARE NON CONTROVERSIAL. THE CONSENT AGENDA CAN BE ACTED UPON. IN ONE MOTION ITEMS MAY BE REMOVED FROM THE CONSENT AGENDA BY THE REQUEST OF COUNCIL MEMBERS OR STAFF. NOT CONTROVERSIAL ROUTINE PLANNING AND ZONING ITEMS WHERE THERE WAS NO OPPOSITION AT THE PNG COMMISSION AND WERE UNANIMOUSLY APPROVED. AND NO COMMENTS IN OPPOSITION HAVE BEEN RECEIVED BY THE TOWN COUNCIL PRIOR TO THIS MEETING ALSO MAY BE ACTED UPON DURING THIS PORTION OF THE MEETING. ANY PLANNING AND ZONING ITEM AND THAT CONSENT AGENDA MAY BE REMOVED AT THE REQUEST OF COUNCIL MEMBERS, STAFF OR ANY MEMBER OF THE PUBLIC. IS THERE ANYONE WHO WOULD LIKE TO PULL ANY ITEMS FROM THE CONSENT AGENDA, PLEASE? ANYONE ELSE? OKAY COULD I TAKE A MOTION FOR THE REST OF THE ITEMS WILL MAKE A MOTION TO APPROVE CONSENT AGENDA ITEMS ONE THROUGH FOUR AND SIX THROUGH NINE. I'LL SECOND THE MOTION BY. PRO TEM AND THE DEPUTY MAYOR, PRO TEM SECONDS ALL IN FAVOR. PASSES [5. Consider and act upon approving a contract with Weatherproofing Services utilizing the Interlocal Purchasing System (TIPS) for the renovation of the Town Hall water feature; and authorizing the Town Manager to execute documents for the same. (CE)] UNANIMOUSLY. AND ITEM NUMBER FIVE. MARCUS MR MAYOR. I APPRECIATE THE TIME TO TALK ABOUT THIS ONE AND DOING JUST A LIMITED AMOUNT OF RESEARCH. I UNDERSTAND. YOU KNOW, THIS FOUNTAIN HAS BEEN IN DISREPAIR FOR SOME TIME. UM I STRUGGLE WITH THE COST OF THIS ONE SIMPLY BECAUSE MY LIMITED RESEARCH UM YOU CAN PUT A BASICALLY A 20 BY 30 PULL IN WITH A HOT TUB AND A HEATER AND PLUMBING. FOR ABOUT $10,000 LESS. I DON'T THINK WE'VE GOT THE HEATER IN THIS ONE. BUT I JUST I WOULD LIKE TO UNDERSTAND THE BIDS THAT WE PUT OUT THERE TO GET THIS AND UNDERSTAND THAT THE SIZE OF THE MATERIALS OF THIS UNIT THAT WE'RE PUTTING IN VERSUS A SWIMMING POOL WITH A HOT TUB. IT'S ABOUT PROBABLY 1/4 OF THE MATERIAL COST, SO I LIKE JUST TO UNDERSTAND HOW WE'RE OKAY WITH THIS AMOUNT. SURE SO WE USED COOPERATIVE PURCHASING. AND SO THOSE ARE WE DO GET SOME DISCOUNTS. UTILIZING THAT, UH, METHOD OF AND SO IT IS BID THROUGH THAT PROCESS FOR THIS VENDOR, AND WHAT THE SCOPE OF THE PROJECT IS TO REMOVE A LOT OF MATERIAL, SO THERE'S A LOT OF DEMOLITION. THAT'S PART OF THAT, AS WELL. UM AND SO REMOVE THE EXPERIMENT MATERIAL THAT'S SLOUGHING OFF BECAUSE OF LEAKING LEAKS IS TO REMOVE ALL THE TILE AND THE INTERIOR. AND REPLACE IT WITH POOL TILE, WHICH WAS NOT DONE. ADDITIONALLY THE CURRENTLY IF YOU IF YOU SEE OTHER LIGHTS ARE THEY'RE BASICALLY JUST SITTING IN THE BOTTOM OF THE POOL, SO THERE WILL BE RECESSED LIGHTING INSTALLED. AND SO THERE'S ADDITIONAL ELECTRICAL FOR THAT AND SOME ADDITIONAL COSTS. UM AND THEN THE METAL SPILLWAYS THAT THOSE ARE GOING TOE SO THAT THEY DON'T RUST. AND SO THAT'S THE EXTENT OF THE PROJECT. YOU KNOW, THERE'S SOME A LOT OF VENDORS WOULD NOT EVEN TAKE THIS PROJECT BECAUSE THEY'RE REFURBISHING. SO ANYTIME YOU'RE THEY'RE ACCEPTING SOME RISK TO. TO TAKE OUT A PROJECT THAT HAS SOME DISREPAIR AND THERE ARE SOME ADDITIONAL COSTS ASSOCIATED WITH THAT, JUST IN THE YOU KNOW THE WARRANTIES AND THINGS LIKE THAT. JUST DO THE FACT THAT IT'S NOT YOU'RE NOT [00:15:03] BRICK BUILDING IT BRAND NEW EITHER. SO YEAH, I JUST I GUESS I STRUGGLE WITH, UM ANYTIME YOU PUT A BRAND NEW POLL IN THERE'S A LOT OF CONSTRUCTION AND EARTH MOVING AND HAUL OFF. I DON'T IMAGINE IT'S MUCH MORE THAN THIS. I JUST I HAVE A DIFFICULT TIME. KNOWING THAT WE'RE PAYING FOR AGAIN A FRACTION OF THE MATERIALS FOR STANDARD SIZED POOL. WE'RE PAYING ABOUT 10,000 MORE THAN WHAT A STANDARD SIZED BOWL WOULD BE SO I DON'T KNOW. I UNDERSTAND WE'RE GOING THROUGH. UM COOP TO GET THIS DONE. BUT. AGAIN. YOU GET THE LIGHTS. YOU GET THE LIPPING. YOU GET THE POOR TILE AND I WOULD JUST I WOULD LIKE FOR US TO MAYBE TAKE ANOTHER LOOK AT THIS BECAUSE I DON'T THINK THAT I THINK THAT THAT'S THE EXAGGERATED COST FOR THIS TYPE OF REPAIR, IN MY OPINION. FOR THAT. I APPRECIATE YOU, JEREMY. SOME CLARITY. WE JUST WENT TO ONE. RIGHT, ONE VENDOR. WELL WE WENT THROUGH ITS COOPERATIVE BID RIGHT? AND SO WE GO THROUGH THAT AND THOSE THAT COOPERATIVE PURCHASING, WHICH IS THE YOU KNOW, INTER LOCAL PURCHASING SYSTEM, THEY GO THROUGH A PROCESS AND THOSE THOSE QUANTITIES AND THOSE ARE ALL BIDS THROUGH THAT PROCESS, AND THEN WHOEVER HAS THE SO IT IS A COMPETITIVE PROCESS. YES BUT DID WE GO OUT AND SEEK INDIVIDUAL BIDS? NO, AND TALKING TO OTHER OFFENDERS. WE DIDN'T FEEL LIKE WE WOULD HAVE BEEN EVEN RECEIVE ANY BIDS. HONESTLY, SO BECAUSE THIS IS JUST JUST DO THE TYPE OF PROJECTS. SO IF YOU CAN CONFIRM, AND I THINK I'VE ALREADY GOT THE ANSWER TO THIS, BUT THERE WAS NO WARRANTY. CORRECT THERE WAS, BUT IT'S PAST THE WARRANTY PERIOD. AND THEN WE ADDITIONALLY WE DID GO THROUGH OUR INSURANCE AND SEEK, YOU KNOW TO BE REIMBURSED TO THAT. AND THOSE THOSE MULTIPLE ATTEMPTS TO COLLECT. SOME REIMBURSEMENTS WERE DENIED, AND WE WERE NOT ABLE TO TAKE ADVANTAGE OF THE INSURANCE BECAUSE IT WAS THE WEATHER. IT'S HERE. DEGRADATION BECAUSE OF. STORM YEAH, THEY MAY BE OR WORKMANSHIP OR THEY DIDN'T FEEL LIKE IT WAS AN ISSUE WITH ANY TYPE OF LIABILITY WAS SIMPLY JUST WORKMANSHIP ISSUES AND I DIDN'T SEE. DO WE HAVE A WARRANTY ON THIS? IN THIS WORK, THEN WE WILL REQUIRE SOME WARRANTY. IT WILL BE VERY LIMITED. I'M SURE JUST DUE TO THE FACT THAT YOU KNOW THAT IT IS A REFURBISHED SO OKAY, WELL, AND THE REASON I'M SAYING THAT THIS IS A BRAND NEW BUILDING, AND I KNOW THAT'S AN EXTERIOR FEATURE, BUT OF ADJUNCT ON AMERICA'S THIS POINT. $250,000 IS A LOT OF MONEY AND I JUST FEEL LIKE I WAS THINKING THIS THIS FEATURE WE'LL BE LOOKING AT THIS TENOR. 15 YEAR CLIP. SO THAT THE 2 50 WAS THAT WAS WHAT WE ESTIMATED ABOUT 83,000 IS WHAT WE'RE LOOKING AT NOW. YES A STILL SIGNIFICANT SIGNIFICANT, YEAH. SO WE DON'T KNOW WHAT THAT WARRANTY IT'S GOING TO BE LANDED TO GO BACK. AND LOOK, THERE'S THERE WILL BE SOME WARRANTY, BUT IT WOULD BE. I MEAN, IT WON'T BE YEARS. I WOULD IMAGINE TO BE MONTS JUST DID IT AGAIN. ANYTIME YOU'RE GOING AND REFURBISHING SOMETHING, IT'S A LITTLE BIT DIFFERENT THAN BRAND NEW, SO FIVE YEAR DEAL. I MEAN, WE COULD , BUT WE THAT WOULD BE A COST ASSOCIATED WITH THAT, SO I'M SURE DID WE GO BACK TO THE ORIGINAL? AND STOP WHO WAS THE ORIGINAL INSTALLER OF THIS FEATURE IN THE CONTRACT? WE'VE REACHED OUT FOR THE WARRANTY, AND THEY JUST REFUSED TO EVEN JUST TO DO THE REPAIRS OR COME BACK AND MAYBE NOT WARRANTY WORK, BUT MORE OF A GUARANTEE OF THEIR WORKMANSHIP. THEY HE USED TO DO THAT. OKAY DAVID EVEN COME OUT. WE ASKED FOR MULTIPLE VENDORS TO COME GIVE US SOME CONTRACTORS CAN LOOK AT IT SO. SO MARCUS, I HEAR YOUR POINT. I GET IT, UH, I DISLIKE. SPENDING THIS MONEY IN THIS WAY, BUT IT IT'S AN EYESORE BEYOND EVERY DAY . SOMEONE WALKS INTO THIS BUILDING. THEY PASS BY AND IT'S NOT REFLECTIVE OF WHO THIS COMMUNITY IS. AND NO, I DON'T LIKE TO SPEND THE MONEY ON IT. BUT I THINK WE NEED TO DO SOMETHING AND IT'S MUCH MORE. UM COST EFFECTIVE THAN THE PREVIOUS BID, WHICH I APPRECIATE. SO WITH THAT I'LL TAKE A MOTION. THAT'S THE EMOTION OF ANY DIRECTION. DEPARTMENT OF BREAD. I'LL SAY IT, YOU KNOW, TYPICALLY SOMETHING LIKE THIS. COMES IN RIGHT AT WHATEVER ITS BUDGETED FOR UM. IN IN LOOKING AT THIS WAS NOT BUDGETED. OKAY I THINK THAT THIS IS PROBABLY AS GOOD AS IT'S GONNA GET. IF WE WANT TO FIX THIS SO, UM YES, IT'S A LOT OF MONEY FOR WHAT IT IS. BUT IF THIS DOES NOT GET FIXED. IT'S JUST GOING TO SIT THERE. YOU [00:20:02] KNOW, UNLESS WE TEAR IT DOWN AND MAKE IT STICK. IT'S NOT GONNA GET ANY BETTER. FULLY REVERSE. YOU KNOW, RESPECT THAT AND I'M WITH YOU. I WANT THINGS TO LOOK VERY TOP NOTCH. I JUST WITH WE HAVE SEVERAL POOL COMPANIES IN THE COMMUNITY THAT BILL PAUL'S FOR A LOT LESS THAN THIS. AND WITHOUT US ASKING OR INQUIRING. JUST AS A COUNTER ARGUMENT. I'D LIKE TO BE ABLE TO SEE IF THERE'S A QUOTE THAT THEY WOULD PROVIDE. TO STILL GET IT REPAIRED TIMELY. BUT IN A FACTION OF WHAT'S BEING PROPOSED , SO, WOULD YOU BE SO AGAIN, I'LL TAKE A MOTION PRIDE MOTION . TO DENY THIS REQUEST AND SELECT A BED TO GO BACK AFTER BED. FOR REPAIR FOR THIS PARTICULAR FOUNTAIN. SO HERE HERE, AND I DON'T KNOW IF THIS IS TAKING US ANOTHER DIRECTION. CHECK THAT WE KNOW. WHAT BECAUSE , OBVIOUSLY, WE THE INSURANCE, NOT OBVIOUSLY THAT THE INSURANCE WAS DENIED BECAUSE THIS WAS AN ACT OF YOU KNOW THE DEGRADATION WAS DUE TO WEATHER DO WE HAVE A SENSE? AND THIS COULD BE WORTH REGARDLESS OF WHAT WE DO. AS TO WHETHER WE CAN DO A LITTLE BIT BETTER JOB OF SELECTING A METHOD OF INSTALLATION OR REPAIR. OR WHATEVER. DO BETTER UNDER THOSE CONDITIONS. YEAH I MEAN, THAT'S REALLY LIKE WE'RE WE WANT TO REPLACE IT WITH PAUL TOWER DIDN'T HAVE PULLED TILES, SO THAT'S LEAKED. THERE'S BEEN SOME LEAKING THAT GOT IN BEHIND THAT STONEWORK THAT CAUSED WHEN IT FROZE THAT PUSHED THAT STONEWORK OFF, AND THAT'S WHY IT'S SLIPPING OFF. SO WE WANT TO NOT ONLY, YOU KNOW, REPLACE THAT TOWEL, SO LET'S SEALED AND THEN ON THE EXTERIOR, REPLACE THAT STONEWORK. AND THEN GO BACK AND SEAL IT AS WELL. SO THAT THERE IS NO WATER PENETRATION, SO WE DON'T HAVE THE SAME TYPE OF ISSUES IN THE FUTURE. AND SO THERE ARE SOME ADDITIONAL, UH SOME ADDITIONAL WORK WE'RE GOING TO DO TO PUT TO PREVENT WHAT WHAT WE'RE DEALING WITH NOW, SO CERTAINLY WE CAN PUT ALL THESE TOGETHER IN A IN A BID PACKAGE AND ASK FOR SEALED BIDS AND THAT YOU KNOW, IT'LL JUST TAKE SOME TIME. BUT WE CAN DO THAT. QUESTION DO WE? HAVE WE CONNECTED WITH GENERAL CONTRACTOR THAT PUT THIS BUILDING IN PLACE TO SEE IF THEY CAN LEVERAGE? I BELIEVE WE HAVE REACHED BACK AT TALK TO THE GENERAL. I HAVE NOT PERSONALLY, BUT I KNOW WE'VE REACHED OUT TO THE TO OUR PREVIOUS BUILDER TO THE DESIGN TEAM AS WELL THAT THAT DESIGNED IT AND WORKED WITH THEM. UM, YOU KNOW, SO THAT'S WHY WE GOT SOME OF THE 250,000 TO REPLACE IT ALL TOGETHER TO HAVE A COMPLETELY NEW FEATURE OR TO REMOVE IT AND PUT IN, YOU KNOW, LANDSCAPING OR SOMETHING ELSE, BUT WE WANTED TO KEEP AND WHAT WE HAVE, SO WE WERE ABLE TO GO OUT AND FIND SOME SOME BIDS THAT WERE MUCH LOWER THAN THAT. SO WE FEEL LIKE THERE'S A BIT OF A WIN, BUT CERTAINLY, UM IT'S STILL IT'S NOT. IT'S NOT AN EXPENSIVE WHEN WE GET THAT SHOULD SHOULD THIS GET DENIED. AND WE ASKED, I GUESS HAVE IT REBID? ARE THERE OTHER COMPANIES THAT YOU COULD REACH OUT TO OR OR WOULD IT BE THE SAME COMPANIES AND IF SO, WE WOULD PUT IT OUT. YOU KNOW, WE COULD SEND IT OUT TO PULL UP HIS WITS END WE WANT. WE WANTED TO CAST IT FAR AND WIDE, SO BECAUSE WE WANT AS MANY YOU KNOW, CONTRACTORS COULD COME BACK EVEN MORE THAN WHAT IT IS NOW. THAT'S CERTAINLY A POSSIBILITY. YOU DON'T KNOW WHAT YOU'RE GOING TO GET WITH. YOU KNOW WHEN YOU GET A BIT STILL BID, SO DO YOU OPEN THOSE BIDS SO I DON'T THINK SO. BECAUSE NO ONE'S GONNA DO A SMALL JOB LIKE THAT. IT HAS TO BE WORKING. I MEAN, I ABSOLUTELY HATE IT WHEN IT CAME BACK WHEN IT WAS 2 50 IN THE LAST BUDGET CYCLE. WE ALSO KNOW I MEAN, SO I THINK IT'S HEARTBURN FOR ALL OF US. AND I REALLY MY PREFERENCE WOULD BE FOR THE PERSON FOR THE COMPANY THAT INSTALLED IT. IF THERE WAS POOR WORKMANSHIP FOR THEM TO HAVE STOOD BY THEIR PRODUCTS. I DON'T KNOW WHO IT IS, BUT I'M JUST SAYING, I WISH THEY WOULD HAVE STOOD BEHIND THEIR PRODUCT. AND COME TO DO SOME SORT OF NEGOTIATION WITH US. YOU KNOW, I WOULDN'T WANT HIM TO NECESSARILY DO IT FOR FREE SINCE IT'S OUT OF WARRANTY, BUT I WOULD HAVE LIKED FOR THEM TO HAVE MADE A DEAL WITH US TO REMEDY THOSE ITEMS. BUT YOU KNOW THAT'S A DREAM WORLD. I GUESS SO. I THINK WE'RE RISKING MAKING IT MORE EXPENSIVE. MARIO MAYOR IS A JUST AS A BABY IS A COMPROMISE. UM, MAYBE TABLE THE DECISION TONIGHT. LET'S GO BACK AND REGROUP AND SEE IF WE CAN REACH OUT AND GET SOME QUOTES AT THE END OF THE DAY. THIS QUOTE IN THE PUBLIC RECORD, SO ANYTIME WE GO OUT TO BID, ALL THEY GOTTA DO IS PULL THIS AGENDA AND LOOK AT THE VERY CLOSE TO 93,000 COULD BE MY GUEST. $1000 LESS WHATEVER YOU KNOW. SO IF WE CAN LET US GO BACK AND SEE WHAT WHAT WE CAN DO AND ASSUME THIS QUOTE IS WE JUST RECEIVED THE QUOTE IN MID MAY, SO I WOULD ASSUME IT'S STILL GOOD. SO IF THAT'S OKAY. WOULD YOU BE WILLING TO MODIFY? OKAY ALRIGHT. I WOULD LIKE TO MODIFY YOUR MOTION NOW MOTION THE TABLE FOR A LOT OF TIME [00:25:03] STAFF TO CHALLENGE WE GOT WE HAVE. WE ARE AGAINST ANY OTHER FOLLOW UP. I JUST WANT TO SAY WHEN WE GO BACK TO READ IT. I WANT TO MAKE SURE THAT WE DON'T SACRIFICE I DON'T WANT TO BE BACK WORSE THAN WE CAN DO IS BE BACK IN THIS POSITION FOR FIVE YEARS. I DON'T WANT TO SACRIFICE THE CAUSE. WELL, WELL PROOFING OR WHATEVER WE NEED TO DO THAT WOULD YOU BE? THAT'S RIGHT. IT DOESN'T MAKE SENSE. THE OTHER THING I'LL POINT OUT IS THAT I BELIEVE WE ALL KNOW WHO THE RESPONSIBLE PARTIES ARE FOR THIS. WHO IS THE GENERAL CONTRACTOR. WE TALKED ABOUT THIS FORUM FOLLOWS. IT ALL FALLS UNDER THE GENERAL CONTRACTOR, SO I'LL SIMPLY SAY THAT THE MEMORY SHOULD BE LONGER THAN A COUPLE OF YEARS. AND THAT'S WHERE THESE DISPUTES. SO YOU KNOW, THE INSURANCE COMPANY MIGHT SAY WE'RE WORKMANSHIP, AND THEN THEY SAY IT'S WEATHER AND SO YOU KNOW, TYING IT DOWN TO WHAT THE ACTUAL CAUSES IS DIFFICULT ON, CERTAINLY SITUATIONS SO WE HAVE A MOTION AND A SECOND ALL IN FAVOR. THAT MOTION PASSES UNANIMOUSLY. THANK YOU VERY MUCH. THANK YOU FOR THE COMPROMISE. OKAY. NEXT ITEM IS CITIZENS COMMENTS. THE PUBLIC IS INVITED TO ADDRESS ACCOUNTS ON ANY TOPIC. HOWEVER, THE COUNCIL IS UNABLE TO DISCUSS OR TAKE ACTION ON ANY TOPIC NOT LISTED ON THIS AGENDA. PLEASE COMPLETE A PUBLIC COMMENT, REQUEST FORM AND PRESENTED TO THE TOWN SECRETARY, PREFERABLY PRIOR TO THE MEETING. PLEASE LIMIT YOUR COMMENTS TO THREE MINUTES IF MULTIPLE INDIVIDUALS WHICH TO SPEAK ON THE TOPIC, THEY MAY YIELD THERE THREE MINUTES TO ONE INDIVIDUAL APPOINTED TO SPEAK ON THEIR BEHALF. ALL INDIVIDUALS YIELDING THEIR TIME MUST BE PRESENT AT THE MEETING AND THE APPOINTED INDIVIDUAL BE LIMITED TO 15 MINUTES. IS THERE ANYONE HERE TONIGHT THEY WOULD WISH TO ADDRESS THE COUNCIL. IN THAT CASE, WE'LL MOVE TO A REGULAR AGENDA. IF YOU WISH TO ADDRESS THE COUNCIL, PLEASE FILL OUT OF PUBLIC COMMENT, REQUEST FORM AND PRESENT IT TO THE TOWN SECRETARY PREFER, PREFERABLY BEFORE THE MEETING BEGINS. PURSUANT TO SECTION 551.007, TEXAS GOVERNMENT CODE. INDIVIDUALS WISHING TO ADDRESS THE COUNCIL FOR ITEMS LISTED PUBLIC HEARINGS WILL BE RECOGNIZED WHEN THE PUBLIC HEARING IS OPEN. FOR INDIVIDUALS WISHING TO SPEAK ON A NON PUBLIC HEARING ITEM. THEY MAY EITHER ADDRESS THE COUNCIL DURING THE CITIZENS COMMENTS PORTION OF THE MEETING OR WHEN [10. Discuss and consider making appointments to the Council Subcommittees. (MLS)] THE ITEM IS CONSIDERED BY THE TOWN COUNCIL. AGENDA ITEM NUMBER 10 IS TO DISCUSS AND CONSIDER MAKING APPOINTMENTS AT THE COUNCIL'S SUBCOMMITTEES. MICHELLE. THANK YOU. MAYOR AND COUNCIL. THANK YOU. EACH YEAR. TYPICALLY AFTER AN ELECTION, YOU HAVE AN OPPORTUNITY TO REVIEW AND MAKE ANY CHANGES TO YOUR SUBCOMMITTEES ON THE LIST IS BEFORE YOU TONIGHT SO THAT WILL BE HAPPY TO ANSWER ANY QUESTIONS. IS THERE ANYONE WHO WANTS TO TRADE THEIR POSITIONS FOR ONE TO BE TO BE NAMED LATER OR ANYTHING LIKE THAT? I'M VERY COMFORTABLE WITH THE LINEUP THAT WE HAVE. IF ANYONE WANTS TO MAKE ANY CHANGES. OKAY THEN I BELIEVE THESE ARE THESE ARE FINE THE WAY [11. Discuss and consider Town Council Subcommittee reports. (DB)] THEY ARE. THANK YOU. OKAY. THANK YOU. A GENERAL ITEM NUMBER 11 IS TO DISCUSS AND CONSIDER THE TOWN COUNCIL SUBCOMMITTEE REPORTS. AND THE ONLY SUBCOMMITTEE MEETING THAT I HAVE IS THE FINANCE SUBCOMMITTEE. AND I WAS GOING TO HAVE A COUNCIL MEMBER COTTON DO THE REPORT, HOWEVER, HE IS NOT AVAILABLE AND I WAS GOING TO ASK THE HEAD OF FINANCE TO DO REPORT. BUT HE'S NOT HERE EITHER. SO ARE THE EXECUTIVE DIRECTOR ROOM, SO I'LL DO THE REPORT. WHAT WE WHAT WE TALKED UNLESS YOU WANT TO DO IT. MARCUS MARKETS WE TALKED ABOUT OUR FLEET MANAGEMENT CONTRACT. AND CANNED CAME IT WAS. IT WILL COME BEFORE THE COUNCIL SOON ON A NEW FLEET MANAGEMENT PLAN. BASICALLY APPROXIMATELY HALF OF OUR VEHICLES ARE RELEASED FROM ENTERPRISE. AND WE DISCUSSED AWAY TO PERHAPS BETTER UTILIZED DOLLARS IN THAT PROGRAM. THERE WAS A BUDGET UPDATE. AND WITHOUT GETTING INTO THE SPECIFICS, THERE'S SOME PROPOSALS FOR CHANGES IN OUR HOMESTEAD EXEMPTION. AND, UH, SOME UPDATED REVENUE PROJECTIONS AND A LOT. THE HOMESTEAD I THINK IS DEPENDING ON THE REVENUE AND WHERE THAT ENDS UP, SO THAT'S STILL TO BE DETERMINED. YOU SAW ON YOUR CONSENT AGENDA ITEMS TONIGHT. THE JULY, AUGUST AND SEPTEMBER MONTHLY FINANCIAL STATEMENTS THAT THE FINANCE STAFF IS WORKING VERY DILIGENTLY TO GET OUT TO US. THEY ALSO WE HAD A DISCUSSION ABOUT THE DEBT ISSUANCE AND COMING UP. IT'S GOING TO BE IN THE SUMMERTIME RATHER THAN THE LATE FALL. AND THEN, UH, A STAFFING UPDATE, AND I CAN'T REMEMBER WHAT THE STAFFING UPDATE WAS. WHO DID YOU HIRE? CHRIS ACCOUNTANT ACCOUNTANT. THANK YOU. SO WE'RE BEGINNING TO FILL THE FINANCE DEPARTMENT AS QUICKLY AS WE CAN. SO WITH THAT THAT IS THE FINANCE [00:30:04] COMMITTEE SUBCOMMITTEE UPDATE. ANY ANY QUESTIONS FROM COUNCIL ON THAT? THANK YOU. OKAY? WITH [12. Discussion regarding a review of activities and services of Town Council and staff from May 2022 to May 2023. (DB/MC)] THAT AGENDA. ITEM NUMBER, 12 IS A DISCUSSION AND REVIEW OF ACTIVITIES AND SERVICES OF THE TOWN COUNCIL AND STAFF FROM MAY 2022 TO MAY OF 2023. AND. THIS IS A NEW ITEM. THANK YOU TO, UH MY COUNCIL, FELLOW COUNCIL MEMBERS. AND, UH, COUNCIL STAFF FOR PARTICIPATING IN THIS AH! WHAT YOU HAVE IN FRONT OF YOU. COUNCIL MEMBERS IS THE MY VERSION. UH OF OUR YEAR IN REVIEW, AND I'LL SIMPLY READ TO YOU THE FIRST PART FOR THE PUBLIC RECORD THAT SAYS, I'M GRATEFUL FOR THE OPPORTUNITY TO BE THE MAYOR OF PROSPER AND I'M THANKFUL FOR THE OUTSTANDING SUPPORT OF THE TOWN COUNCIL AND PROSPER TOWN STAFF. I BELIEVE BELOW OR THE MOST IMPORTANT THINGS THAT WE COLLECTIVELY HAVE ACCOMPLISHED OR HANDLED THIS YEAR. THIS LIST IS NOT EXCLUSIVE, AND IT'S NOT EXHAUSTED. IT IS SIMPLY MY OPINION I PRESENTED IN CONJUNCTION WITH THE STAFF'S YEAR IN REVIEW, WHICH WILL YOU GET A COPY OF IT SHORTLY FROM MARIO? SO WHERE I WANT TO LEAD OFF WITH IS IT'S BEEN A TUMULTUOUS YEAR. IN MANY WAYS, THERE HAS BEEN A LOT OF POSITIVE THINGS THAT HAVE COME OUT OF IT. AND I BELIEVE THAT AS A TOWN WE ARE IN A MUCH BETTER POSITION. A YEAR INTO THIS THAN WE WERE BEFORE, SO I STARTED OFF WITH WE SEATED, A NEW MAYOR AND A NEW COUNCIL PERSON WHILE LOSING A COMBINED 27 YEARS OF COUNCIL EXPERIENCE. WE SUCCESSFULLY RENEWED THE SPECIAL DISTRICTS FOR 20 YEARS. AND WE SUCCESSFULLY RETURNED TO COUNCIL MEMBERS WITH NO OPPOSITION. IN MY VERSION OF THAT IS THAT MEANS THAT PEOPLE HAVE BEEN ENDORSED THE PROGRAMS THAT WE ARE. WE ARE PROVIDING IT THROUGH BOTH THE STAFF AND THE COUNCIL. I BELIEVE THAT WE HAVE IMPROVED THE PROFESSIONAL DELIVERY OF ALL MUNICIPAL SERVICES. ALONG THE WAY WE ACCEPTED THE RESIGNATION OF THE TOWN MANAGER. WE GOT IT DONE IN A VERY SHORT ORDER. WE ACCEPTED THE RESIGNATION OF OUR AUDITORS, AND WE HIRED NEW AUDITORS. WE PUBLISHED THE ANNUAL COMPREHENSIVE FINANCIAL REPORT ON TIME WITH DEFICIENCIES. WE EXCEL. OH, SORRY. SOMEWHERE MY PAGE. AH WE DIDN'T DO THIS SECOND PAGE. ONE OF YOU HAS A SECOND FACT PAGE. IT WAS YEAH, THAT'S THE ONE THAT WAS THE ORIGINAL. SO YOU GUYS ARE SO I DIDN'T TELL MICHELLE THERE WAS A BACK PAGE ON IT. SO YOU YOU'RE MISSING THE SECOND PAGE OF YOURS? I'M LIKE THIS ISN'T WORKING FOR ME IS GOOD. WE CHANGED. STILL IN FINANCE. AH, LIKE I SAID, EARLY ON IN THIS IF WE JUST ACCOMPLISHED A FEW OF THOSE THINGS OUT OF FEEL LIKE IT'S VERY SUCCESSFUL, AND I WANT TO SPECIFICALLY, THANK UH, THIS COUNCIL FOR WORKING COLLABORATIVELY AND TO THE STAFF FOR HELPING US GET THESE PARTICULAR PROJECTS DONE. SO WITH THAT. MARIO ALTERNATIVE YOU FOR THE STAFF YEAR IN REVIEW WITH YOU IF YOU WANT TO. OKAY? YEAH. AND I WON'T GO THROUGH ALL THESE BECAUSE MAYOR BRISTOL COVERED THE MAJORITY OF THE THINGS THAT WERE ON HIS LIST AND OTHER INPUTS FROM COUNCIL WERE CONTAINED IN THE LIST FROM STAFF . SO MAYOR ASKED FOR ME TO REACH OUT TO OUR EXECUTIVE DIRECTORS, ALONG WITH OUR TWO CHIEFS AND REALLY GET WITHIN DEPARTMENTS AND HIGHLIGHT ACCOMPLISHMENTS OVER THE LAST 12 MONTHS AND MANY OF THE THINGS OVERLAP AND INTO THE ON THE MAYOR'S LIST THAT YOU HAVE HERE JUST A LITTLE BIT AGO . A LOT OF THE THINGS THAT YOU'LL NOTICE, UM, WHILE A LOT OF THINGS, MANY OF THE THINGS THAT YOU HAD ON THE LIST THE MAYOR PROVIDER. WE'RE VERY SOMEWHERE PROJECT CENTRIC AND COMMUNITY CENTRIC. THE MAJORITY OF PROJECTS THAT YOU ARE A TORY ADAMS THAT YOU SEE IN OUR LIST. ABOUT PROJECTS PROJECTS THAT WE COMPLETED. UM YOU KNOW FOR ME PERSONALLY, IT'S BEEN A PLEASURE WORKING WITH OUR STAFF. I'VE BEEN ON THE JOB JUST A LITTLE OVER 90 DAYS. UH AND JUST KIND OF GETTING IN REVIEWING THIS FROM OUR STAFF AND ALL YOUR THINGS THAT WE'VE DONE AND AGAIN , WE'RE JUST HITTING THE HIGHLIGHTS. THERE'S A LOT OF THINGS THAT WEREN'T COVERED. THERE'S NO SLIDE TOWARDS ANYTHING. IT'S JUST YOU COULDN'T CAPSULE IT. EVERYTHING WILL BE MORE EVEN MORE PAGES, BUT IT'S VERY IMPRESSIVE. TO SEE WITH ALL THE TURNOVER THAT'S HAD AND FINANCE AND CERTAINLY MANAGER'S OFFICE BEEN VERY IMPRESSED WITH THE LEADERSHIP THAT'S BEEN HERE . UM, THAT'S BEEN ABLE TO KEEP THE STAFF MOTIVATED AND MOVING FORWARD AND REALLY STAY FOCUSED ON PROVIDING SERVICES TO OUR COMMUNITY SERVICES TO EACH OTHER , IF YOUR INTERNAL INTERNAL SERVICE FUNCTIONS SO IT'S VERY IMPRESSIVE TO SEE THAT AND REALLY, TO KEEP IT WITH A POSITIVE SPIRIT AS I'VE COME INTO THE ORGANIZATION AND LEARN WHAT WE'RE DOING AND MEET THE STAFF, SO, UM AGAIN, I DON'T NEED TO HIGHLIGHT ALL THESE THINGS. MANY OF THE THINGS THE MAYOR SAID ARE ALREADY COVERED HERE. UM BUT BUT WE'RE CHARGING AHEAD AND WE'VE DONE A LOT AND WE'VE GOT A LOT TO DO, AND WE'RE REALLY EXCITED ABOUT THE OPPORTUNITIES THAT ARE PRESENTED . I CAN TELL YOU RIGHT NOW BASED ON OUR STAFFING. UM WE JUST MADE OUR MOST RECENT HIRE WITH WITH OUR EXECUTIVE DIRECTOR. EXCUSE ME, OUR DIRECTOR OF DEVELOPMENT SERVICES, UM GLAD TO HAVE HIM ON BOARD. THAT KIND OF STOPS THE BLEEDING WHEN IT COMES TO OUR STAFF THAT WHERE WE HAD SOME HOLES IN OUR LEADERSHIP, AND SO HE IS HERE. WE ARE GLAD TO HAVE HIM HERE AND WE ARE CHARGING FORWARD. AND I'LL BE HAPPY TO ANSWER ANY QUESTIONS FROM THE MAYOR AND COUNCIL. WITH THAT I OPEN IT UP TO THE REST OF THE COUNCIL FOR DISCUSSION. I'LL [00:40:05] JUST SAY THANK YOU TO THE MAYOR ONE YEAR. THAT WAS A LOT ON YOUR PLATE. UM TO START WITH JUST FROM THE VERY BEGINNING. JUST YOU KNOW, MAN, WE TOOK OFF RUNNING. SO, UM I APPRECIATE YOUR LEADERSHIP AND KIND OF BEING A CALM FORCE FOR ALL OF US WHENEVER THERE WAS A LOT OF TERM TURMOIL AND TURNOVER, SO WE I REALLY DO ENJOY WORKING WITH YOU APPRECIATE YOUR LEADERSHIP, AND I JUST WANT TO SAY FOR THE PUBLIC SINCE THIS IS RECORDED, YOU KNOW? IT IS VERY RARE. I THINK TO HAVE A TEAM LIKE WE HAVE THAT GETS ALONG. WE DON'T ALWAYS AGREE ON EVERY ISSUE, BUT WE RESPECT ONE ANOTHER. AND I THINK WE HAVE SUCH A GOOD CULTURE. AND, UM, I AM VERY, VERY THANKFUL. TAKING MY OATH TONIGHT AND STARTING MY SECOND TERM. I'M EXTREMELY BLESSED TO BE ABLE TO WORK WITH ALL OF YOU SO I LOOK FORWARD TO THE NEXT THREE YEARS, LOTS OF WORK TO DO. I WOULD LIKE TO SAY TO I DON'T THINK A LOT OF PEOPLE YOU JUST PICK UP THE PAPER OR LOOK AT SOCIAL MEDIA AND HAVE SOME OF THE ELECTIONS HAVE GONE AROUND THE UNITIES, AND I THINK IT'S RARE AND I DON'T THINK OUR CITIZENS WILL THEY DON'T FOLLOW IT WILL FULLY FULLY. ABSORB ALL THIS, BUT IT'S RARE TO GO FROM ALMOST COMPLETELY DIFFERENT COUNCILS. IN A WAY I REALLY CONTRIBUTE. FOR ATTRIBUTE THAT SUCCESS TO YOU, MAYOR AND TO THE FOLKS ON THIS COUNCIL TO GO FROM ONE COMPLETELY DIFFERENT SET OF FOLKS TO NEW SET A NEW TOWN MANAGER ALL ONE YEAR AND HAVE THIS KIND OF SUCCESSFUL OUTCOME. IT IS RARE, AND I THINK YOU KNOW IF I COULD SAY THANK YOU ON BEHALF OF THE COMMUNITY BECAUSE I'M PART OF IT AS WELL. I'M VERY THANKFUL FOR IT. I THINK IT'S RARE AND I'M JUST LOOKING FORWARD TO MORE SUCCESS. SO I DO THINK THE COUNCIL FOR ALLOWING ME TO DO THAT. I BELIEVE IT'S IMPORTANT THAT WE RECOGNIZE THE STEPS THAT WE'VE TAKEN THAT WE ACKNOWLEDGE ERRORS OF AREAS OF IMPROVEMENT, AND THEN WE WORK TOGETHER TO PERHAPS CONQUER THAT IN THE NEXT PERIOD, SO THAT WILL BE MY YOU CAN EXPECT, AT LEAST FOR THE NEXT TWO YEARS. WE'LL DO THIS, UH, ON AN ANNUAL BASIS AT THE ELECTION AFTER THE ELECTION, AND WE LOOK AT WHAT WE DID WE ACCOMPLISH WHAT WE WANTED TO GET DONE FOR THE PUBLIC. SO THANK YOU AGAIN. THANK YOU TO TOWN MANAGER FOR ALLOWING HIS STAFF TO PARTICIPATE IN THAT AND TURNING THAT AROUND. SO WITH [Possibly direct Town staff to schedule topic(s) for discussion at a future meeting.] THAT. OUR NEXT AGENDA ITEM IS TO POSSIBLY DIRECT TOWN STAFF TO SCHEDULE TOPICS FOR DISCUSSION AT FUTURE MEETINGS. DOES ANYONE HAVE SOMETHING TO SCHEDULE. YES UM, I HAVE A THIS IS FOR PROBABLY HUMAN, BECAUSE I KNOW WE'VE DISCUSSED THIS BEFORE. BUT ITS STAR TRAIL AND STAR MEADOW DRIVE THAT INTERSECTION THERE HAD ANOTHER, UH, RESIDENT REACH OUT THIS WEEK AND JUST SAY THAT THAT CONTINUES TO BE DANGEROUS. IN THEIR VIEW. THEY KNOW THAT THE TRAFFIC STUDY WAS DONE AND THERE WASN'T A NEED FOR A STOP SIGN. BUT AND THEY CAN GO TO KESSLER AND CROSS OVER TO GO TO THE PARK, BUT THEY'RE STILL SEEING SPEEDING THROUGH THERE AND ALSO JUST WANT SOME KIND OF BARRIER OF SOME KIND. WHETHER IT'S A STOP SIGN OR SPEED BUMP OR SOMETHING BECAUSE THEY FEEL THAT KID'S GOING ACROSS THE STREET WITH JUST THE TRAFFIC PLUS THE MEDIAN LANDSCAPING THAT IT'S JUST DANGEROUS, SO I KNOW YOU GUYS HAVE LOOKED AT IT. I'VE YOU KNOW, I'VE THAT'S HOW I RESPONDED, BUT ALSO WHEN A RESIDENT REACHES OUT AND SAYS THIS CONTINUES TO BE DANGEROUS. I THINK WE HAVE TO AT LEAST HEAR THEM OUT AND DO WHAT WE CAN TO MAKE IT. UM LET'S SAY THAT THEY FEEL IT'S A SAFE PLACE FOR THEIR FOR THEIR KIDS. SO IF WE CAN JUST TAKE A LOOK AT THAT AND TRY TO COME UP WITH SOME KIND OF SOLUTION THERE. ANYONE ELSE? I WAS GONNA SAY IN REGARDS TO FIRST STREET. UM EAST OF KUWAIT. I APPRECIATE THE UPDATE, AND I JUST THINK BECAUSE IT'S SUCH A HIGH PROFILE. ISSUE UM, AND A FAIRLY UNDEVELOPED AREA. AT THIS POINT, THAT WOULD BE GOOD FOR US TO GET AN UPDATE EVERY COUNCIL MEETING. UNTIL IT'S TILL AUGUST . I DON'T KNOW WHAT THE MAYOR THINKS ABOUT THAT. BUT I WOULD LIKE THE PUBLIC TO KNOW. UM AS MUCH AS WE DO THAT WE'RE FOCUSED ON IT. UM JUST BECAUSE I FEEL LIKE IT'S A PRETTY CRITICAL PATH . I MEAN, NOT THAT ALL OF OUR INFRASTRUCTURE IS NOT, BUT THAT ONE IN PARTICULAR IS PRETTY. WOULD YOU ACCEPT ONCE A MONTH AND THEN IF THERE'S ANY ISSUES IN THE INTERVENING. YES SIR. AND THEN IF THERE'S ANY ISSUES THAT COME UP, WE RECOVERED TO THANK YOU FOR THAT. JUST TO KEEP IT BEFORE WE WILL HEAR NO END OF PUBLIC INPUT IF WE DO NOT ADDRESS IT, SO YEP. OKAY. ANYTHING ELSE? WITH THAT THE [EXECUTIVE SESSION] NEXT AGENDA ITEM IS THE EXECUTIVE SESSION.
