AND THAT IS THE CITIZENS ACADEMY GRADUATION ROBIN BATTLE. THANK YOU, MAYOR AND COUNCIL. I AM VERY PLEASED TO BE HERE TONIGHT TO CELEBRATE THE GRADUATION OF THE TOWN OF PROSPER CITIZENS ACADEMY CLASS OF 2023. THE GOAL OF THE CITIZENS ACADEMY IS TO EDUCATE PROSPER RESIDENTS ABOUT MUNICIPAL GOVERNMENT OPERATIONS AND TO PROVIDE RESIDENTS WITH AN INFORMATIVE LOOK AT HOW THEIR LOCAL GOVERNMENT WORKS. OVER THE COURSE OF 10 WEEKS, PARTICIPANTS HAD THE OPPORTUNITY TO GET TO KNOW TOWN LEADERS AND STAFF. TOUR TOWN FACILITIES AND PARTICIPATE IN INTERACTIVE EXPERIENCE, AND WE HAD QUITE A BIT OF FUN DOING IT. THE CITIZENS ACADEMY WAS DESIGNED TO INFORM AND EDUCATE RESIDENTS THROUGH CONVERSATION, OBSERVATION AND INTERACTION WITH STAFF. MY HOPE IS THAT THE INFORMATION WE PROVIDED HELP THE CLASS MEMBERS GAIN A BETTER UNDERSTANDING OF THEIR LOCAL GOVERNMENT AND BUILD POSITIVE RELATIONSHIPS WITH EACH OTHER AND WITH STAFF MEMBERS. I AM EXTREMELY PROUD OF THE TOWN STAFF FROM EVERY DEPARTMENT FOR THEIR INTERESTING AND CREATIVE PRESENTATIONS. THEY PUT A LOT OF THOUGHT AND PLANNING INTO THEIR SESSIONS, AND I WANT TO THANK THEM FOR THEIR EFFORTS IN MAKING EACH CLASS, ENTERTAINING AND INFORMATIVE. AT THIS TIME, I'D LIKE TO INVITE THE CITIZENS ACADEMY PARTICIPANTS FORWARD TO RECEIVE THEIR CERTIFICATES, AND I WOULD ALSO LIKE TO INVITE THE MAYOR AND COUNCIL TO JOIN US, PLEASE. OKAY HERE IN CHARGE OF SENTENCE UP HERDING CATS DOT STARTING CAT. CAN I SKIP THREE YEARS? SORRY. KIND OF GRADUALLY. COUNCIL TOGETHER EVERYONE WANTS THIS. OH, BEFORE WE DO THE PHOTO LITTLE BIT HERE. YEAH, WELL, YEAH, WE'LL DO. THE PHOTO. YOU GOTTA GET. MAKE YOU LOOK GREAT. EVERYONE. LOOK AT ME. WE DID A COUPLE OF THESE ONES. DON'T WORRY IF I LEAVE. I JUST WANT TO SAY A COUPLE OF WORDS ABOUT THIS GROUP OF PEOPLE. SO, UH, I'VE HAD. I HAD THE OPPORTUNITY TO TALK TO THIS CLASS ON THURSDAY, AND I SHARED MY CENTERS OF EXCELLENCE AND THE COUNCIL STRATEGIC PRIORITIES ALSO PRESENTED THIS CLASS WITH THE CHALLENGE, WHICH I PRESENT TO YOU ALL AGAIN. WHAT ARE YOU GONNA DO NEXT TO SERVE YOUR COMMUNITY? I FOUND OUT THAT THIS CLASS ALREADY HAS A LOT OF HIGH ACHIEVERS. GLENN GLANCE IT WAS HERE EARLIER BUT COULDN'T BE HERE TONIGHT, BUT HE IS ALREADY SERVING ON OUR COMPREHENSIVE PLAN ADVISORY BOARD, AND HE'S A PREVIOUS CITY COUNCIL MEMBER OF HIS LAST CITY. MARY KEMP HAS GRADUATED FROM THE CITIZENS ACADEMY OF PLANO AND THEN MOVED TO PROSPER AND TRIED IT ALL OVER AGAIN. SO UH, WE HAVE. YEAH WE ALSO HAVE TWO STAFF MEMBERS WHO PARTICIPATED IN THE CLASS. I THANK YOU GUYS. THERE'S BRITTANY AND BRITTANY WILSON. SO THANK YOU FOR DOING THAT. AND IS THERE ANYBODY IN THE CLASS WOULD LIKE TO SAY ANYTHING? UH, ON BEHALF OF THE CLASS. IT WAS AWFUL. THERE YOU GO, ALRIGHT? COUNTERED THAT THANK YOU VERY MUCH. THANK YOU VERY AROUND OF APPLAUSE, PLEASE. MAYOR. WE DID GET A GUN. FROM THE TWO LADIES. WOULD YOU LIKE A ROBIN AND DEVIN? THE WHOLE CLASS. RIGHT?O YOU WANT TO THANK YOU? THIS IS REALLY COOL. AND PEOPLE WHO ARE CONNECTED. [00:15:04] YES THE CLASS JUST WANTED TO PRESENT. BOTH ROBIN AND DEVON WITH TWO GIFT BASKETS WITH YES. UM WE TRIED TO KEEP IT LOCAL. SO WE DID VISIT LOCAL, UM SHOPS AND PLACES AND WE HOPE YOU ENJOY IT. AND WE JUST WANT YOU TO KNOW HOW MUCH WE ALL REALLY APPRECIATE YOU SPENDING YOUR TIME AWAY FROM YOUR FAMILY AND YOU KNOW, MAKING THIS SPECIAL DOES ANYBODY ELSE WANNA SAY ANYTHING? I'M RIGHT? ONE MORE PICTURE. HOLDING A MICROPHONE. NEVER SEE. SO MUCH, RIGHT? ROBIN. ROBIN. JUST THINK IF YOU GRAB THE OTHER ONE. OKAY? WITH THAT OUR NEXT AGENDA ITEM IS AGENDA. ITEM NUMBER TWO, [2. Freedom Fest discussion. (DB)] WHICH IS THE FREEDOM FEST DISCUSSION. DAN BAKER. THANK YOU, MAYOR AND COUNCIL, AS MANY OF YOU MAY KNOW, WE WERE APPROACHED RECENTLY BY THE FREEDOM FEST TEAM. UM INTERESTED IN BRINGING THEIR EVENT TO THE TOWN OF PROSPER. SO THEY'RE HERE TONIGHT TO KIND OF TALK TO YOU ABOUT POTENTIAL PARTNERSHIPS WITH THE TOWN. UM THEY HAVE DONE THIS IN OTHER COMMUNITIES AND THE METROPLEX AND HAVE BEEN SUCCESSFUL WITH THEIR EVENT. SO WITH THAT TURN IT OVER. THANK YOU. GOOD TO SEE YOU. GOOD TO SEE YOU ALL COUNCIL MAYOR. HOW ARE YOU? I STARTED FREEDOM FIRST , WHICH IS A FAMILY FRIENDLY COUNTRY MUSIC SERIES. UM ANNUALLY. I STARTED IT DURING RIGHT AFTER COVID. THEY WANT A LOT OF VENUES FOR PEOPLE TO GO INSIDE AND ENJOY LIVE NATION HAS SAID A LOT OF THINGS DOWN BECAUSE OF THE PANDEMIC. SO ONE OF THE PLACE WHERE PEOPLE COULD COME IN AND JUST ENJOY OUTSIDE. SO STAGE LIGHTS AND SOUND. WE PUT IT UP TO WHETHER YOU WERE VACCINATED OR NOT, WE CAN JUST COME OUT AND ENJOY MUSIC AT THE SUNSHINE. WELL, IT TOOK OFF. AND IT IT WENT CRAZY, SO WE'VE DONE IT. A LOT OF DIFFERENT PLACES HAVE DIFFERENT CITIES HAVE BOUGHT THIS CONCERT SERIES. AND SO BECAUSE OF THAT FAMILY FRIENDLY ENTERTAINMENT HAS ALWAYS BEEN GOOD FOR US. THERE'S NOT MANY SHOWS YOU CAN WATCH AND NOT COVER YOUR KID'S EARS AND EYES ANYMORE. THIS IS NOT THAT THIS IS SOMETHING THAT WE HAVE PARTNERED WITH. CHIP ADAMS, WHO'S FROM GOVERNOR ABBOTT'S OFFICE TO BE PART OF THE TEXAS MUSIC FRIENDLY SERIES, BUT LAST YEAR WE DID IT IN SELENA, AND WE'VE DONE IT. IN DIFFERENT PLACES, BUT I WANT TO BRING IT HERE. MY KIDS AND MY TAX MONEY GOES TO THE CITY OF PROSPER. AND THAT THE KIDS GO TO SCHOOL HERE AND SO I BELIEVE IN BLOSSOM IN WHAT WERE PLANTED. SO WE CAME TO THE CITY AND SAID, WELL, WE'VE HAD OTHER CITIES THAT HAVE OFFERED VENUES AND THINGS LIKE THAT. BUT I WANT TO DO SOMETHING CLOSE TO HOME. AND WE HAVE A VIDEO TO SHOW YOU, UM OF WHAT THE STAGE LOOKS LIKE. HERE. AND THIS IS THIS IS THE SMALL VERSION OF THE STAGE. WE ALSO HAVE 19 FT HIGH ABOUT 10.5 FT WIDE L E. D S THAT SHOW IT. YOU HAVE ANOTHER SLIDE OF THE OF THE STAIRS. VIDEO BY CHANCE. OKAY YOU GO TO THE VIDEO. WE'LL SHOW YOU WHAT IT LOOKS LIKE. IT'S NOT A NORMAL STATE, BECAUSE I'M NOT A NORMAL GUY. WE BELIEVE IN EXCELLENCE WE BELIEVE IN ENTERTAINMENT, BUT ALSO HAVING A BLAST. A COUPLE OF Y'ALL'S GRANDKIDS ARE ON THE SIDE OF THE STAGE AND SPEAKER DANCING. IT IS A FENCED IN CLOSED PLANET. SO THERE'S TWO DIFFERENT. THERE'S DIFFERENT WAYS TO COME IN, BUT WE'VE MET WITH THE CITY. WE WANTED TO PRESENT THIS TO YOU GUYS, SO I'M GONNA PASS IT OFF TO CARRY AND THANK YOU FOR SPENDING TIME LISTENING TO ME. THANK YOU. PERFECT I JUST WANT TO WALK YOU GUYS THROUGH KIND OF THE LOGISTICS OF WHAT? WE'VE WORKED WITH YOUR THE TOWN WITH, UM THIS YEAR WOULD BE THE LAYOUT. THE ORANGE THAT YOU'RE LOOKING AT WOULD BE THE FENCING TO MAKE IT INTO A VENUE THAT'S SAFER. OBVIOUSLY WE CAN BE PERMITTED TO HAVE ALCOHOL FOOD TRUCKS THAT YOU'LL SEE THERE. UM WE'LL BRING IN THE STAGE THAT YOU JUST SAW WOULD GO RIGHT THERE IN FRONT OF THE TOWN HALL. THEN UTILIZING THE GRASS AREA THERE RIGHT OFF OF FIRST STREET. UM THE ARROWS. YOU SEE THAT IS FOR EMERGENCY EXITS. THAT WE WORKED WITH YOUR TEAMS ON THAT WERE E M T AND LOST AND FOUND WOULD BE. IS THAT BLACK DOT UP AT THE TOP. THAT BLACK AREA WOULD BE OUR MAIN ENTRANCE, WE WOULD ONLY HAVE ONE WAY IN AND OUT FOR SECURITY PURPOSES. AND THEN THE SECOND HALF OF THE PARKING LOT OUTSIDE WILL BE FOR V. I P PARKING THAT VIVI I P. PARKING WOULD COME IN ON BROADWAY AND COME IN THERE. UM AND THEN G. A PARKING WOULD [00:20:04] START OVER IN THE E. D. C. GRASS AREA THERE, IN ADDITION WILL BE UTILIZING THE MIDDLE SCHOOL AND HAVING SHUTTLES COMING DOWN. UM THE WAY THAT THEY WOULD BE COMING DOWN IS FROM BROADWAY MAIN STREET FROM BROADWAY DOWN TOWARDS FIRST WOULD BE CLOSED OFF AND THEN FIRST STREET WOULD BE CLOSED OFF AS WELL. STARTING AT RIGHT AFTER MCKINLEY. SO THAT WAY YOU CAN STILL GET DOWN MCKINLEY TO GET TO BROADWAY AND TO THE G A PARKING. UM, SO THAT WOULD BE REALLY WHERE EVERYTHING WOULD TAKE PLACE. THEY'RE ALL SECURED. SO THAT WAY BANDING THINGS LIKE THAT, AND WE CAN CHECK BAGS WILL ALSO HAVE SECURITY AND WE'RE USING CITIZENS, UM, AS WELL TO BAND CHILDREN WHEN THEY'RE GETTING ON THE SHUTTLES TO COME DOWN FROM THE MIDDLE SCHOOL WILL HAVE THE SAME. IF YOU WILL SYSTEM SET UP THAT WE'RE GOING TO HAVE AT THE REGISTRATION HERE, SO THAT WILL BE WITH HATE. NO BAGS. YOU CAN'T BRING IN YOUR OWN ALCOHOL, ALL THOSE KIND OF THINGS, SO THAT WAY, UM, WHEN THEY GET OUT OF THEIR CARS AT THE MIDDLE SCHOOL , WE CAN STOP THERE SO THEY DON'T MAKE IT DOWN TO DOWNTOWN GET STOPPED AT THE ENTRANCE, NOT KNOWING WHAT THEY NEEDED TO DO. UM DO YOU GUYS ASK QUESTIONS NOW ? AT THE END, OR DO YOU WANT ME TO GO THROUGH IT? OR ASK ANY OF YOU GUYS HAVE ANY QUESTIONS HERE FIRST? I SAID, GO THROUGH IT. JUST KEEP RUNNING. YOU GOT IT, SO THAT'S REALLY THAT'S LOCATION. ALL THAT SITUATION. WHAT I'M GONNA TAKE YOU THROUGH IS REALLY TWO OPTIONS THAT WE'VE WORKED WITH YOUR TEAM ON FIRST OPTION WOULD BE A TICKETED EVENT. UM WITH THE TICKET EVENT THAT WAY WE LOOK AT TOWN ACROSS FOR DOING A TITLE SPONSORSHIP. WE LOOK AT THE VALUE OF THAT SPONSORSHIP AT 25,000. I DON'T KNOW WHY THE FENCING APARTMENT FENCING BECAME OUT REAL BIG. I DON'T KNOW WHY MICROSOFT THAT WAS NOT INTENTIONAL, NOT SURE, BUT SENSING IS REALLY IMPORTANT , APPARENTLY ON THE SLIDE. UM BUT WHAT WILL HAPPEN WITH TOWN PROSPER? MAYOR? WE'D LOVE FOR YOU TO SPEAK. WELCOME EVERYONE. UM 14 V I P TICKETS FOR THOSE OF YOU SITTING UP HERE AND YOUR SPOUSES. THE TOWN WOULD PROVIDE THE VENUE THAT WE JUST LOOKED AT. PARKING POLICE FIRE DEPARTMENT SUPPORTING THE EVENT. THEIR SPECIAL EVENT PERMIT CUSTODIAL DUTIES AND THEN OBVIOUSLY WE NEED TO BE BRINGING PORTABLE RESTROOMS AND FENCING. THAT WOULD BE PART OF THAT 25,000 THAT WE ASKED THE TOWN TO PROVIDE. OUR TEAM WOULD HANDLE THE PORTABLE RESTROOMS, SOURCING AND BRINGING IN ALL THE LOGISTICS PILLS, ALONG WITH THE FENCING AND EVERYTHING THERE. THEN ON THE OTHER SIDE THAN REALLY, WHAT WOULD OUR TEAM BE HANDLING? OBVIOUSLY IT'S CAFES , THE TALENT, WE'D HAVE 2 TO 3 OPENING ACTS THAT WE WOULD PROVIDE THE STAGE LIGHTING SOUND GENERATOR LIKE YOU JUST SAW THE TICKETING PLATFORM. WE WILL SELL THE SPONSORSHIPS AND MARKETING MATERIAL WILL PROVIDE ALL THE STAFF FOR REGISTRATION CHECK IN . THERE ARE THE EVENT COORDINATION TEAM. ADDITIONAL SECURITY BECAUSE WE WENT MET, OBVIOUSLY, BEYOND THE PLEASE. WE WOULD NEED ADDITIONAL EVENT SECURITY THAT WOULD BE BROUGHT IN PARKING LOT ATTENDEES. THE SHUTTLE SERVICE ALCOHOL PERMIT HEALTH PERMIT FOR THE FOOD TRUCKS, SO THAT WOULD BE THE TICKETED OPTION. THEN LOOKING AT LIKE COFFEE, SAID. WE'VE HAD A LOT OF TOWNS THAT JUST OUTRIGHT PURCHASED THE CONFERENCE ARE, UM , HERE WE DO. THANK YOU. CONCERT IN THE BOX. THANK YOU. THIS OPTION WOULD BE THAT IT'S FREE TO EVERYONE SO THAT THAT'S THE BIG DIFFERENCE BETWEEN THE TWO OPTIONS. FIRST IS, TICKETS ARE BEING SOLD. WE'LL HAVE A VIP ENERGIA AND THAT VERSION, AND THIS VERSION IS WHERE IT WOULD BE FREE TO THE TOWN. FOR THAT WOULD BE A 65,000 TO PURCHASE THE EVENT. THAT AMOUNT WOULD INCLUDE TALENT, THE 2 TO 3 OPENING ACTS AND CAFE STAGE LIGHTING SOUND GENERATOR LIKE YOU SAW EVENT COORDINATION, MARKETING MATERIAL STAFF FOR THE REGISTRATION CHECK IN FREE TICKETING PLATFORM NOT INCLUDED IN THAT 65 ADDITIONAL FEES WOULD BE THE POLICE FIRE DEPARTMENT BECAUSE TONY ALL DUTIES, THE RESTROOM, FENCING SECURITY. PARKING LOT. ATTENDANTS SHUTTLE SERVICE, ALCOHOL PERMITS AND HEALTH PERMITS. SO ON THAT VERSION, WE WOULD STILL VERY MUCH BE INVOLVED IN THE EXECUTION. THIS WOULD BE IT'S MORE OF A FINANCIAL, WHICH ONE MAKES SENSE FOR EVERYONE. THE DIFFERENCES FOR US AT THE 25 K COFFEE GLOBAL, THE RECORD LABEL, WE WOULD BE ABLE TO CHARGE THE TICKETS KEEP THEIR MONEY HERE. 65,000 IT'S FREE FOR THE FOR THE COMMUNITY OUTRIGHT. WE SAW THIS EXACT SERIES TO THE CITY OF MANSFIELD 130,000. TWO YEARS AGO. B VARIANT. BE VERY IN CAME IN, SO WE ENDED UP SHUTTING IT DOWN. BUT WE DO HAVE APPROVAL. SO THIS IS THIS IS THE FAMILY PRICE. BUT IT'S ALSO SOMETHING THAT WE CAN DO, BECAUSE EVERYTHING THAT WE NEED IS ALREADY HERE. VERY TURNKEY. AND SIZE OF IT FROM LOOKING AT THE SPACE WE'RE LOOKING AT. PROBABLY 1000 PEOPLE IS WHAT WE'VE DECIDED IS ABOUT RIGHT. WE HAVEN'T SET. OBVIOUSLY, WE WOULD [00:25:01] SET THE EXACT SIZE IF IT'S TICKETED. WE'RE LOOKING AT SOMEWHERE BETWEEN 150 TO 200 THAT OUR VIP AND THEN G A BEYOND THAT, AND THEN, OBVIOUSLY, IF IT WAS FREE TO BE A DIFFERENT CONCEPTS THERE. YEP. LET ME JUST LET ME SAY WE HAVE MET SEVERAL TIMES WITH THEIR TEAM IN TOWN STAFF. PUBLIC SAFETY. WE'VE LOOKED AT THE EVENT LAYOUT KIND OF WHAT THEY PROPOSED OR COMFORTABLE WITH THE EVENT. WHAT YOU'RE SEEING AS FAR AS LAYOUT THAT WASN'T SOMETHING THAT TOGETHER WE WORKED THROUGH THAT. I MEAN, THEY HAD GREAT IDEAS, BUT THAT WAS SOMETHING WE WORKED TOGETHER TO SEE WHERE WE WOULD SHUT DOWN FIRST STREET. HOW WE WOULD ROUND CARS AROUND PARKING THOSE KINDS OF THINGS, SO I WANT TO MAKE SURE YOU GUYS UNDERSTAND THAT THEY HAVE BETTER THIS THROUGH THROUGH TOWN STAFF AND HAVE COME UP WITH THIS PLAN. SO BECAUSE YOU KNOW THAT, BUT YEAH, THANK YOU. SO THAT'S GOOD TO KNOW. AND THE POLICE DEPARTMENT FIRE DEPARTMENT. THEY'VE ALL BEEN INVOLVED IN THE MEETINGS. THEY GAVE US WHERE THOSE EXITS NEED TO BE IN THAT KIND OF THING. SO I THINK THAT'S EVERYTHING IF WE ASK A COUPLE QUESTIONS START WITH CHRIS. UM CAN YOU GO BACK TO THE MAP? ABSOLUTELY. SO PART OF MY QUESTION HERE IS FIRST STREET IS SHUT DOWN AT THAT PIECE. IS THAT RIGHT? OR RIGHT AFTER MCKINLEY OKAY? OKAY? WHAT UM WHAT ABOUT JUST NORTH OF THIS PIECE? SO, LIKE ALL THE OTHER DOWNTOWN BUSINESSES THAT MAKE IT BENEFIT FROM THIS, THERE'S THEY'RE OPEN . SO WE'RE NOT TOUCHING BROADWAY FOR THAT POINT, AND SO THAT THAT WAY THEY CAN BE OPENED. ALSO THE CONCERT WOULD END AT 10. SO OUR HOPE IS LEAVE HERE. PLEASE GO. GO TO THE GYM. GO TO THE WINEHOUSE. YEAH AND THIS IS PROBABLY A QUESTION FOR DAN. IF YOU GO BACK TO THE 25,000 OPTION TWO. I JUST HAD A COUPLE OF QUESTIONS. THEY'RE JUST ANALYZE THE UM. IF YOU GUYS IS DOES THIS INCLUDE TOWN STAFF AND HERE LIKE ALRIGHT, HAVE YOU THOUGHT ABOUT THESE TWO PRICING OPTIONS? YES SO PART OF WHAT'S BEEN INCLUDED. WHAT'S MAKING UP THAT 25 IS SOME OF ITS IN KIND. SOME OF ITS HARD COSTS. OKAY, SO IT DOES INCLUDE OUR STAFF AS WELL. I MEAN, DO YOU HAVE AN ESTIMATE ON THAT PIECE? AS FAR AS YES, UM. SORRY SO WHAT WE WHAT WE PULLED TOGETHER? SO POLICE THEY WOULD BE AT A COST ABOUT $7500 FOR THE EVENT. FIRE A LITTLE OVER $1800. PUBLIC WORKS TO CLOSE STREETS AND BARRICADES OR WRITING $1000. PARKS PERSONNEL WOULD BE, UM WHETHER IT'S OUR STAFF, OR WE CONTRACT OUT THE CUSTODIAL PORTION OF IT, THAT PEACE WOULD BE ABOUT $1500. AND THEN WE HAVE ABOUT ANOTHER 500 FOR PARK STAFF. UH TO GO BECAUSE THEY'LL BE USING SOME SATELLITE PARKING, OBVIOUSLY WITH SHUTTLES, SO WE'D BE OUT THERE TO GO AHEAD AND TAKE DOWN SIGNAGE. WHATEVER PUTTING THE SIGHTS BACK TOGETHER. AND THAT'S IT FROM THE STAFF SIDE. SO ON THE AMOUNT SORRY FOR ASKING ON THE $65,000 OPTION, AND THERE'S OTHER THINGS. THAT ARE INVOLVED THAT ARE NOT INCLUDED, UM LIKE THE FENCING AND THOSE KIND OF THINGS HAVE YOU PRICE THAT OUT. WE KNOW THE FENCING IS RIGHT AROUND $8000 AND RESTROOMS ARE ABOUT $2000 TO OKAY. ALL RIGHT. THANKS. SO. THERE MAY BE A WE HAD PUT TOGETHER ANOTHER MAP JUST SO YOU CAN SEE SEE THAT'S IN HERE. NO IT'S NOT WAS IT BEFORE FOR OUR SIDE. LET'S SEE. I'M SORRY. OKAY SO THAT'S A LITTLE MORE BETTER LAYOUT OF WHAT YOU CAN SEE WHERE THE HARD CLOSURES WOULD BE WHERE THE EVENTS SITE WOULD BE. SO. QUESTIONS I THINK IT'S SUPER EXCITING TO BRING SOMETHING LIKE THAT TO PROSPER. WE'VE DONE IT. SIMILAR EVENTS, BUT AND IT HAD A GREAT RESPONSE FROM THE COMMUNITY. AND SO, UM, BIG, CLAMORING FOR SOMETHING LIKE THIS FOR A WHILE. SO UM, I KNOW A FEW OF YOU PERSONALLY, SO I KNOW YOU'LL DO A GREAT JOB. UM AS LONG AS WE CONSIDER THE SAFETY OF THE COMMUNITY GETTING IN AND OUT, AND, UM YEAH, I'M EXCITED FOR THE OPPORTUNITY TO HAVE IT HERE IN PROSPER. THANK YOU. MARLON. YES I JUST HAVE A COUPLE QUESTIONS ABOUT THE FREE OF $65,000 OPTION WHEN WE MAKE IT FREE TO THE PUBLIC. WHAT WOULD BE IT WOULD JUST BECOME FIRST. COME FIRST. SERVE ON YOUR PLATFORM, UM, TO GET A TICKET. IS THAT HOW IT WOULD WORK? WE WOULD ESSENTIALLY STILL LIKE SELL TICKETS, BUT THEY WOULD JUST BE LIKE THEY WOULD HAVE TO GET OUT. SORRY I'M SORRY. I'M USUALLY LOUD ENOUGH. MY HUSBAND'S LIKE I DON'T NEED A MICROPHONE. SORRY RECORDED. GOTCHA SO IT WOULD BE WE WOULD [00:30:04] STILL ESSENTIALLY LIKE, SELL THE TICKETS ON THE WEBSITE. IT WOULD JUST GET LIKE A WRISTBAND OR WHATEVER. THAT WAY WE COULD TRACK HOW MANY PEOPLE HOW MANY. WE HAVE SOLD THAT KIND OF THING, SO, BUT IT WOULD JUST BE. YOU WOULD HAVE TO GO TO THE WEBSITE AND, YOU KNOW, GET TICKETS THAT WAY. BUT ABSOLUTELY THERE'D BE NO PASTOR. AND IN THAT, WOULD THERE BE AN OPTION TO HAVE A V STILL HAVE YOU SET 100 250? PEOPLE V. I P. THAT WOULD BE A PAID TICKET. YOU KNOW WHAT KIND OF MAYBE HELP OFFSET THE COST A LITTLE BIT? YES FOR THE TOWN JUST BECAUSE I THINK PEOPLE WILL PAY FOR AN ABSOLUTELY THAT'S OUR V I. P. TICKETS SELL THE QUICKEST. I MEAN, THEY SELL OUT IMMEDIATELY. ANY ANY TIME WE DO A SHOW BECAUSE I MEAN, OBVIOUSLY OFFERING THE PARKING RIGHT HERE . THAT WOULD BE I MEAN, SOME PEOPLE JUST PAGE JUST FOR THAT, SO, YEAH, BUT YOU CAN ABSOLUTELY DO THAT. IF YOU DO IT THAT WAY AND AGAIN, SAME THING. USE YOUR TICKETING PLATFORM YOU GUYS WOULD MANAGE. THAT'S NOT SOMETHING CORRECT TO DO. CORRECT, OKAY? YES, YES, ABSOLUTELY. AT THE 65 K PURCHASE . WE HAVE AN LED WALL WHEN YOU GO TO THE VIDEO FOR ME. SO WE HAVE LED WALL ON THE BACK OF THE STAGE. AND WE'VE DONE THIS, UH, WITH MAIN GATE FOR A COUPLE OF THEIR EVENTS, BUT RIGHT BEHIND ME, THERE'S IT'S 13. FT WIDE BY 8.5 FT. HIGH YOU CAN SELL THAT SPACE TO SPONSORSHIPS. SO IF THE CITY GOES AND GETS $200,000 IN SPONSORSHIPS AND WE NEED TO RUN COMMERCIALS. OUR BAND DIRECTOR AND PRODUCTION DIRECTOR WILL RUN THOSE COMMERCIALS AND THAT'S YOUR MONEY. THAT IS YOUR MONEY. SO WHATEVER SPONSORSHIPS YOU HAVE, I WANT US TO BE ABLE TO BE PARTNERS AND MAKING MONEY TOGETHER, BRINGING SOMETHING TO THE COMMUNITY. SO WE'VE OFFERED THAT LED WALL IS A SPONSORSHIP SPACE FOR YOU GUYS TO SELL. SO IF IT'S CROSSING CONSTRUCTION IF IT'S WATERBIRD IF IT'S WHATEVER THAT MONEY IS YOURS. LET'S BUILD A NEW PLAYGROUND. THAT'S AT THE 65,000 LIVES. I JUST HAD A COUPLE OF QUESTIONS FOR STAFF. AND I DONT DAN, I THINK THAT PRE THIS PREDATES YOU. SO IT MAY BE ROBIN AND YOU MAY HAVE TO ASK THEM. I APOLOGIZE. I SHOULD HAVE ASKED THIS IN ADVANCE. DOES ANYBODY REMEMBER THE COST FOR THE DOWNTOWN LIVE CONCERT SERIES OR CONCERT THAT WE DID A FEW YEARS AGO? I WANT TO SAY IT WAS 20. I WANT TO SAY IT WAS WELL OVER 100,000, BUT WELL OVER 100,000 ALL IN. YES FOR EVERYTHING. YEAH. OKAY. I CAN GET YOU EXACTLY. YES I WOULD LOVE THAT. HIS YOU KNOW, I'M JUST LOOKING AT. I MEAN, YOU KNOW, AS YOU KNOW, I LOVE PUBLIC PRIVATE PARTNERSHIPS. I THINK PRIDE IN THE SKY IS ONE OF OUR BEST PUBLIC PRIVATE PARTNERSHIPS THAT WE DO RIGHT NOW. WE PAY FOR PART OF IT. WE PROVIDE THE SUPPORT AND IT BRINGS A LOT OF PEOPLE INTO PROSPER. I THINK THIS IS ABSOLUTELY NO DIFFERENT . I WANT TO THANK YOU GUYS FOR WANTING TO YOU KNOW, STAY IN YOUR HOMETOWN AND REMEMBERING THIS HERE. I'M VERY EXCITED ABOUT IT. I THINK IT'S A WONDERFUL OPPORTUNITY FOR US, BUT IT'S ALSO A GREAT OPPORTUNITY FOR YOU TO CONNECT WITH YOUR NEIGHBORS AND GIVE OUR FAMILIES SOMETHING FUN TO DO. LABOR DAY WEEKEND SO UM, SOMETHING FUN TO DO, AND I APPRECIATE YOU GUYS COMING OUT AND TALKING TO US ABOUT IT A LOT. YEAH I WAS GOING TO KIND OF , SAY THE SAME THING. I THANK YOU FOR BRINGING THIS HOME. UM WE'VE HAD A COUPLE OF CONCERTS, YOU KNOW, RIGHT IN THIS AREA. AND THEY'VE BEEN A LOT OF FUN. UH PROBABLY NOT AS WELL ATTENDED AS WE HAD HOPED FOR, AND SO HOPEFULLY THIS WILL WILL TURN INTO THAT. QUESTION IS SO YOU CHOSE THE FRONT. I SAY THE FRONT THE SOUTH SIDE OF TOWN HALL FOR THE STAGE. IN THE PAST, WE'VE HAD IT. ON THE NORTH SIDE AND THEN EVEN FACING EAST AND THEN, OF COURSE, LAST SUMMER, WE HAD ONE ON BROADWAY. SO WHY WHY THAT THAT SIDE I THINK I THINK WE'RE GONNA HAVE A LOT OF PEOPLE. I THINK IT'S EASIER FOR US TO USE THE PARKING HERE. RESTROOMS AND FOOD TRUCKS. AND WE COME AROUND, PEOPLE COULD JUST GET THEIR LAWN CHAIRS, BLANKETS AND ENJOY THE FRONT. I THINK IT'S ALSO AESTHETICALLY BEAUTIFUL. LOOK FOR OUR COMMUNITY TO BE ON THE STEPS WITH THE STAGE. UM LOGISTICALLY. THERE WAS JUST A LOT OF STUFF AND I THINK, UM AND THE TREES HAVE GROWN SINCE THEN . BUT I THINK FOR ME JUST HAVING THE OPEN SPACE WHERE PEOPLE CAN SEE IT, IT'S GOING TO BE A BETTER LOOK FOR US AND EASIER TO GET IN AND OUT OF OKAY? UM WE'RE OPEN TO SUGGESTIONS, BUT, YEAH, MY OTHER QUESTION WAS THE TIME IT WAS GONNA BE OVER AND YOU GOT THAT 10 O'CLOCK WE END AT 10 O'CLOCK. THERE'S CHURCH THE NEXT DAY, OKAY? YEAH WE'LL ALSO RESIDENTS, YOU KNOW, PRETTY CLOSE BY, SO I WANT TO MAKE SURE THAT WE WANT TO HONOR THE SOUND ORDINANCES WERE GOING TO BUY IT BY THE RULES. YOU HAVE SO TYPICALLY, ALL OF THE EVENTS IN THE PAST WERE GENERAL ADMISSION FREE ADMISSION. SO IF WE DECIDE TO GO WITH TICKETED WELL, YOU HAVE THE OPTION TO PURCHASE AT THE GATE IN CASE SOMEBODY SHOWS UP THINKING IT'S A ABSOLUTELY WE DO THAT. UNLESS UNLESS WE'VE [00:35:04] REACHED CAPACITY WITH SALES ONLINE. AND WE'VE SADLY WE'VE TURNED A LOT OF PEOPLE AWAY AND THEY'VE GIVEN US YOU KNOW, FIVE TIMES WITH THE PRICE IS SUPPOSED TO BE FOR THE TICKET. BUT AGAIN, WE HAVE TO HONOR THOSE THAT BOUGHT IT RIGHT. OKAY CAPITALIST , AND IT DOES HURT, BUT YEAH, WE TURN. WE TURN THEM AWAY. EXCITED I KNOW WE'RE GONNA FIGURE A WAY TO DO THIS. SO I APPRECIATE YOU BRINGING THIS TO US. AND ONE OF THE COMMENT I FORGOT TO MENTION . EXCUSE ME, UM BEING LOCAL AND BRINGING IT LOCAL MEANS A LOT TO THIS COUNCIL. I KNOW FOR A FACT , YOU PARTNER WITH A LOCAL PRINTER FOR YOUR SHIRTS AND SWEATSHIRTS AND SO COMING OUT OF COVID THAT MADE A DIFFERENCE FOR THEM. SO UM, I JUST WANTED TO THANK YOU PERSONALLY FOR DOING THAT, AND I WOULD ENCOURAGE EVERYBODY TO SPEND LOCAL AND SUPPORT LOCAL SO IN DOING THAT. THANK YOU. MY MOTHER WAS A SCHOOL TEACHER AT BANGSAR SD BEFORE SHE WENT TO HEAVEN. TOO EARLY, BY THE WAY. AND BECAUSE OF THAT, WE GAVE 10 SCHOLARSHIPS TO SENIORS. THROUGH PASTOR EDUCATION FOUNDATION LAST TWO YEARS WITH THEIR LAST WEEK AND SO THESE KIDS ARE GONNA GO TEACHING. I DON'T THINK TEACHERS SHOULD HAVE ANY DEBT. THEY'RE GOING TO TEACH OUR BABIES EVERY DAY. SO WE LOVE BLOSSOMING WHERE WE'RE PLANTED. I'M HONORED TO BRING THIS HERE. POSSIBLY I'M EXCITED. WE'VE WE'VE GIVEN DIRECTION TO THE STAFF TO BRING EVENTS DOWNTOWN. AND YOU GUYS YOU'RE THAT YOU'RE WHAT WE WANT WANT EXCELLENCE. AND THIS IS THIS IS THE TYPE OF PRODUCT THAT WE WANT TO HAVE IN DOWNTOWN PROSPER, SO WE'RE GONNA FIND A WAY, WHICH WILL HAVE A DISCUSSION HERE IN A SECOND ON WHAT WE'RE GOING TO DO, BUT YOU DID AN ALBUM OR A SINGLE DROP A WEEK AGO AT THE GIN? HOW MANY PEOPLE SHOWED UP FOR EVERYBODY SHOWED UP, TOOK A PICTURE OF THE LINE BECAUSE THERE WAS PACKED IN THERE, SO, YEAH. MR. PETERSON OWNS IT GRABBED ME AND HUGGED ME AND HE SAID, THANK YOU. THIS IS THE BIGGEST NIGHT WE'VE EVER HAD HERE. SO THAT'S THE TYPE OF THING IT'S GONNA. IT'LL DRAW A LOT OF PEOPLE AND I I'M EXCITED TO SEE IT. I WILL THROW DAN UH, THIS IS NOT OUR FIRST EVENT OR SECOND EVENT WHERE WE'RE GOING TO NEED FENCING. SO AH! I'VE SEEN INVESTMENT IN FENCING FOR THE DOWNTOWN COMING SOON. I DON'T I DON'T KNOW WHAT THE BUDGET IS FOR THAT, BUT YEAH, THE STORY YOU GOT THAT BIG PARTS FACILITY, RIGHT? YOU KNOW SOMEWHERE SO $8000 A RENTAL, BUT 8000 I DON'T KNOW. IT'S ONE OF THOSE THINGS. WE'RE GONNA CONTINUE TO DO THESE EVENTS DOWNTOWN. WE'RE GONNA FIGURE OUT A WAY TO DO IT. SO UH THEN THANK YOU VERY MUCH. I THINK WE'RE GONNA HAVE A LITTLE DISCUSSION ABOUT IT AT THIS TIME, SO WE MAY HAVE SOME MORE QUESTIONS ABOUT THE FREEDOM BEST PART OF IT THAT BECAUSE IT IS LABOR DAY WEEKEND, HOW IT ORIGINALLY STARTED WAS SEPTEMBER 11TH AND SO LIKE THAT'S SOMETHING WE WILL DO DURING THE EVENT. ALSO, THAT COFFEE IS YOU KNOW, MEANS A LOT TO HIM IS HONOR OUR FIRST RESPONDERS AND OUR POLICE OFFICERS AND FIRE AND ALL THAT KIND OF STUFF. AND SO WE WILL HAVE YOU KNOW THIS IS FOR THEM. ALSO SO JUST, YOU KNOW, IT'S WE CALL IT FREEDOM FEST FOR A REASON. SO HUMANIZES THE BADGE AND THOSE THAT ARE FIRST RESPONDERS AND SERVERS OF OUR COMMUNITY. AND WE WANT TO HUMANIZE THAT WITH THE KIDS AND THE FAMILIES THAT COME. THANK YOU. I'LL JUST THROW SOMEWHERE ELSE ABOUT HAVING THE ON THE FRONT LAWN OUT THERE. IT'S A LOT COOLER, SO THAT'S THE OTHER PART THAT I WOULD HAVE JUST IN TERMS OF MEMBER LIKE DURING ALL THE OTHER STUFF, IT'S THAT CONCRETE GETS SO DARN HOT, SO IT'LL BE A MUCH BETTER SCENARIO OUT THERE. OKAY, WE'LL OPEN UP FOR DISCUSSION WE GOT WE HAVE SOME CHOICES TO MAKE. WE'RE NOT GOING TO TAKE ACTION, BUT WE'LL HAVE A DISCUSSION ON IT TONIGHT. SO UH, STARTED WITH CHRIS. I'LL GO BACK TO YOU. YEAH I'M EXCITED TO MY QUESTIONS WERE ALL JUST SEMANTICS AND TO HELP US MAKE A DECISION. I MEAN, THIS IS RIGHT UP THE ALLEY OF YOU KNOW, LIKE EVERYONE SAID WHAT WE'RE LOOKING FOR, AND IT'S AMAZING OPPORTUNITIES. SO UM, MY ONLY I THOUGHT IF I'M JUST THROWING OUT MY SCENARIOS HERE, I DO WORRY ABOUT THE FREE ONLY BECAUSE I WORRY ABOUT US GETTING PEOPLE GETTING TICKETS AND NOT COMING, BUT UH, YOU KNOW, LIKE THE WHOLE SKIN IN THE GAME THING, BUT ALSO UM IT'S NOT PROBABLY MUCH DIFFERENT. IT JUST FEELS LIKE IT. COULD MAX OUT WITHOUT BUT THAT'S MY ONLY ROLE. CONCERNED ABOUT THAT. COMPANY. I'M SORRY, DID YOU DID YOU HAVE A POSITION ON THE 25 VERSUS A 65? THAT WAS SMART. THAT'S MY THOUGHT PROCESS AROUND. IT IS WHETHER OR NOT WE WANT TO DO IT AS A FREE EVENT. UM, JUST BECAUSE I WORRY THAT DAVID MAX OUT, BUT I'M NOT REALLY I'M FOR THEM. I'M NOT WORRIED ABOUT THE AMOUNT OF MONEY AND MORE WORRIED ABOUT THE ATTENDANCE. OKAY? THANK YOU. I'M AWAY IN FOR WE FORGET THIS IS THE OPPORTUNITY TO SHOW THE EXCELLENCE THAT WE'VE TALKED ABOUT FROM EVERYONE AND IT'S TIME THAT WE PUT OUR MONEY IN. WE'VE GOT MONEY ALLOCATED TOWARD [00:40:01] DOWNTOWN. UH, WE'RE GONNA QUIBBLE OVER 65 VERSUS 25. WE'RE STILL PROVIDING FIRE POLICE. ALL THE OTHER STUFF DOES IT TO ME THIS IS A NO BRAINER. JUST GO ALL THE WAY. SO MAYOR. YOU MIND IF I JUST ADD JUST A JUST A PIECE OF CLARIFICATION. SO, UM IT HIT ME AGAIN. THE OPTIONS WERE PRESENTED TO FIGURE OUT WHAT YOU WANT TO DO A FREE EVENT TICKETED AND AS ALREADY MENTIONED SO WHILE IT IS 65,000 YOU KNOW, CHECK CUT TO THE TO THE ENTERTAINMENT GROUP. BUT THERE IS PROBABLY ANOTHER 2025 HARD COSTS, STAFFING FENCE. YOU KNOW ALL THOSE COMPONENTS THAT THEY SHOWED ON THAT ON THAT RIGHT SIDE OF THE BULLET LIST AGAIN. I JUST I AGREE. I'M NOT. I'M NOT SURE THAT IT'S 65 PLUS UNDERSTAND, AND I THINK IT WAS GOING TO BE 25. PLUS ALSO, SO OR SOME OF THAT IS IN KIND AND ALL THAT, BUT UH, FOR THE FIRST ONE OF THESE MAJOR ONE IT I WANT TO GO ALL IN OR I MY POSITION WOULD BE TO GO ALL IN, MAKE IT SOMETHING OF EXCELLENCE AND MAKE IT SET THE STANDARD FOR STUFF DOWNTOWN. SO WITH THAT, I'LL DEFER THE OTHER COUNCIL MEMBERS. I TOTALLY AGREE. I THINK IT IS A GO ALL IN AND DO IT RIGHT. HOWEVER I WOULD LIKE US TO RESERVE THE V I P SECTION. I THINK THAT AND NOT THAT IT'S GONNA SET OFFSET A HUGE AMOUNT OF COST, BUT I DO THINK IT WILL SET OFFSET SOME OF OUR COSTS SOME OF OUR HARD COSTS. I FEEL LIKE WITH THE PERSONNEL SIDE, I REALIZED WE'RE INCURRING EXPENSES BUT IN THE BUDGET WE'RE NEVER 100% STAFFED 100% OF THE TIME IN THE BUDGET, SO I FEEL LIKE WE HAVE ROOM THERE. I DON'T THINK IT'S GONNA, YOU KNOW REALLY AFFECT OUR BUDGET. A TON. UM, I THINK WE COULD EXPLORE EVEN SELLING SOME OF THE SPONSORSHIPS. MAYBE JUST A COUPLE OF EXCLUSIVE. I'M NOT A BIG FAN OF OUR STAFF HAVING TO SPEND THEIR TIME OUT THERE TRYING TO, YOU KNOW, RUN DOWN SPONSORSHIPS. BUT IF WE COULD GET A COUPLE OF YOU KNOW, NAMES A COUPLE OF LARGER SPONSORSHIPS AGAIN, JUST TO OFFSET SOME OF THE HARD COSTS. BUT I COMPLETELY AGREE. I WOULD LOVE FOR IT TO BE FREE TO THE COMMUNITY. I DO HAVE THE SAME CONCERN. CHRIS DOES, THOUGH, BECAUSE A LOT OF TIMES PEOPLE WILL SIGN UP FOR SOMETHING FREE AND BECAUSE IT DIDN'T COST ANYTHING. IT'S LIKE OH, WELL, YEAH, IT'S TOO HOT OR WHATEVER. SO I DON'T KNOW IF WE CAN DO SOME KIND OF A HYBRID DEAL, OR WE CAN SET SOME TICKS. SO MANY TICKETS ASIDE AND BUILDING THE CROWD SET SOME TICKETS ASIDE FOR OUR FIRST RESPONDERS FOR OUR FIRE AND POLICE. CANCER SO THAT WE ARE MAKE SURE THEY HAVE TICKETS AS WELL. UM SO I THINK THERE'S SOME THINGS WE CAN WORK ON. BUT I AM I AM A GO ALL IN, DO IT RIGHT. I LOVE THE OPPORTUNITY SO THAT'S ME. PLEASE COME ON UP. VERY QUICK JUST ON THE TICK BECAUSE I UNDERSTAND WHAT YOU'RE SAYING ABOUT LIKE IF PEOPLE JUST SIGN UP BECAUSE IT'S A FREE CONCERT. WE'RE GOING TO COME. THAT'S SOMETHING AND AGAIN. PEOPLE WILL DO THAT. EVEN IF THEY BUY TICKETS, YOU KNOW AND WON'T SHOW UP. BUT THEN AT THE DOOR, WE'RE ABLE TO SEE YOU KNOW, WE WILL HAVE OUR TICKETING SOFTWARE KEEPS TRACK OF HOW MANY HAVE COME IN AND SO, YOU KNOW. IF FOR SOME REASON WE HAVE, LIKE SOME OUT THERE, WHATEVER. LIKE IT CAN STILL BE. YOU KNOW, YOU CAN STILL COME IN AT THE GATE AND THAT KIND OF THING SO, BUT WE ARE ALSO OPEN TO OTHER WAYS OF DOING THAT. YOU KNOW IF THERE'S ANOTHER WAY, WE JUST WANTED TO BE ABLE TO KEEP TRACK OF HOW MANY PEOPLE DID COME IN. UM AND THEN ONE OTHER THING ON THE V I P. WE WILL LIKE, IF YOU GUYS BUY IT LIKE OUTRIGHT WE WILL STILL HAVE, LIKE A SET UP. MAKE IT A VERY NICE AREA FOR THE VIP. WE WILL STILL TAKE CARE OF ALL OF THAT. WHERE IT LOOKS, YOU KNOW? IT'S WELL WORTH IT, SO THERE WILL BE AN AREA SET OFF FOR VIP. YOU KNOW, WE'LL HAVE DIFFERENT THINGS, THAT KIND OF THING. SO ANYTHING ELSE SURPRISED. WE ARE GOING TO BE 200. YES IT WOULD BE . IF YOU WANT TO RUN. THE NUMBERS IS WHITE IS AT 200 TICKET AND WE'RE LOOKING AT IT TO HAVE SOMEWHERE AROUND 200 IN THERE, SO IT IS PROFITABLE TO HELP? YEAH. OKAY NO, I GUESS NOT. COMMENTS. UM I AGREE WITH YOU, MAYOR ON GOING ALL IN I THINK IT'S AN INTERESTING IDEA TO SELL THE SPACE TO ADVERTISE AND THAT MONEY GOES BACK INTO DOWNTOWN FOR FUTURE EVENTS. YOU KNOW, IT'S ALMOST LIKE YOU'RE IT'S A CATALYST FOR THE AREA, SO IT'S NOT JUST THIS EVENT OR, YOU KNOW, SOMEHOW WE FIND A WAY THAT THAT GOES BACK INTO THE COMMUNITY. SO UM, OUT. I THINK YOUR FENCE NEEDS TO BE A LITTLE WIDER. YOU CAN PUT MORE PEOPLE IN THERE SO YEAH. BLOCK OFF FIRST RATE. THE SOUTH SIDE OF FIRST STREET IS COMPLETELY GRASS OUTSIDE. CAN WE WORK AND WE UP THE CAPACITY OF PEOPLE THAT CAN COME IN? SINCE IT IS GONNA BE OUTDOORS STAFF QUESTION. OKAY SORRY ABOUT THAT. I'M GOOD. THINK THAT'S CHEAP. I THINK PROBABLY THE PRUDENT THING TO DO [00:45:02] IS LET ME GET WITH FAR MORSELS OFFICE AND TAKE THE DIMENSIONS THAT WE HAVE ON THAT AND FIGURE OUT WHAT WHAT SAFELY THAT WE CAN PUT IN THERE AND STILL HAVE A GREAT CROWD. I THINK THAT IT IS A VERY LARGE AREA. UM AND SO I THINK WE CAN. WE CAN WORK THAT OUT. I CAN GET THOSE NUMBERS PRETTY QUICK. THANK YOU, CHIEF. MARKS ANYTHING ELSE. I'M GOOD. THANK YOU. UM YEAH. I MEAN, I'D LIKE TO, OBVIOUSLY, YOU KNOW, THE DISCOUNT HOMETOWN DISCOUNT IS, UH, VERY GENEROUS. AND SO IF WE HAVE IT IN THE BUDGET I WOULD I WOULD. I WOULD GO THAT DIRECTION. UM JUST BECAUSE, YOU KNOW, LET'S LET'S DO IT RIGHT. YOU KNOW, LET'S LET'S UH LET'S MAKE IT A BIG EVENT LIKE MY FEAR WOULD BE BEING A FREE EVENT IS THAT THERE'S UH, JUST A HUGE CROWD. AH THERE'S PEOPLE TURNED AWAY AT THE DOOR AT THE GATE, AND I SAID THE DOOR AT THE GATE, YOU KNOW, SO, UM THAT WOULD BE THE ONLY WORRIED THAT I WOULD HAVE REALLY WITH THE WHOLE THING. AND YEAH, IF YOU LIKE YOU SAID, IF YOU COULD EXTEND THE BOUNDARIES SOMEHOW, YOU KNOW, MAYBE GET SOME MORE PEOPLE IN HERE. THAT'D BE GREAT. BUT, UM AGAIN. I GUESS WE'LL JUST WAIT AND SEE. WHAT CAN WE WHO? WHO'S GONNA WHO HANDLES ADVERTISING FOR IT? IS THAT I DON'T REMEMBER SEEING THAT ON THERE. ACTUALLY ME. WE DO A LOT OF MARKETING FROM THE SIGNS THAT WE HAD FREEDOM FEST LAST YEAR, A DIFFERENT INTERSECTIONS. WE CALLED A LOT OF THE BIG REAL ESTATE BOYS AND SEE IF WE COULD PUT SIGNS UP ON THEIR FARMS. AND THEY LET US WE ALSO HAVE A Q R READER WHERE PEOPLE COULD SCAN ON THOSE SIGNS AND GET TICKETS INSTANTLY. WAS THAT SIDE OF IT MUST SOCIAL MEDIA. IT IS PRETTY EXTENSIVE, BUT WE CAN ACTUALLY NARROW IT DOWN TO JUST ZIP CODES THAT WE HAVE HERE. SO YEAH, WE CAN HELP WITH THAT. AND I WOULD LOVE TO HAVE THE CITY'S HELP ON SOME DIFFERENT LOCATIONS AROUND AND LET PEOPLE KNOW THAT WE'RE GONNA DO A CITYWIDE EVENT. THAT'D BE GREAT HELP IS ALWAYS NEEDED, BUT IT DEPENDS ON ME LIKE IT DEPENDS ON HIM. ALL RIGHT. THANK YOU VERY MUCH. ANY OTHER DISCUSSION ON THIS? NICHOLAS. THANK YOU ALL. THANKS FOR BRINGING IT TO US. WE REALLY [CONSENT AGENDA] APPRECIATE IT. THANK YOU. WITH THAT OUR NEXT ITEM IS THE CONSENT AGENDA. THE ITEMS PLACED ON THE CONSENT AGENDA ARE CONSIDERED ROUTINE IN NATURE AND NONCONTROVERSIAL CONSENT AGENDA CAN BE ACTED UPON IN ONE MOTION ITEMS MAY BE REMOVED FROM THE CONSENT AGENDA BY THE QUESTION OF COUNCIL MEMBERS OR STAFF. IS THERE ANYONE LIKE TO PULL ANY OF THE CONSENT AGENDA? YES I GUESS I'LL TAKE A MOTION. I'LL MAKE A MOTION TO APPROVE CONSENT AGENDA ITEMS 3 TO 5. MOTION BY THE MAYOR PRO TEM SECONDED BY MARCUS RAY ALL IN FAVOR. MOTION PASSES UNANIMOUSLY. OUR NEXT ITEM IS CITIZENS COMMENTS. THE PUBLIC IS INVITED TO ADDRESS THE COUNCIL. ON ANY TOPIC. HOWEVER THE COUNCIL IS UNABLE TO DISCUSS OR TAKE ACTION ON ANY TOPIC NOT LISTED ON THE AGENDA. POLICE COMPLETED PUBLIC COMMENT, REQUEST FORM AND PRESENTED TO THE TOWN SECRETARY PRIOR TO THE MEETING. PLEASE ALSO LIMIT YOUR COMMENTS TO THREE MINUTES. IF THERE'S MULTIPLE INDIVIDUALS WHO WISH TO SPEAK ON A TOPIC THEY MAY YIELD THERE THREE MINUTES TO ONE INDIVIDUAL APPOINTED TO SPEAK ON THEIR BEHALF. ALL INDIVIDUALS YIELDING THEIR TIME MUST BE PRESENT AT THE MEETING AND THE APPOINTED INDIVIDUAL BE LIMITED TO 15 MINUTES. IS THERE ANYONE HERE THAT WISHES TO ADDRESS THE COUNCIL? MICHELLE, YOU DON'T HAVE ANYTHING. OKAY. THANK YOU. WILL MOVE TO THE REGULAR AGENDA. IF YOU WISH TO ADDRESS THE COUNCIL DURING THIS PERIOD. PLEASE FILL OUT OF PUBLIC COMMENT. REQUEST FORM PRESENTED TO THE TOWN SECRETARY, PREFERABLY BEFORE THE MEETING BEGINS. PURSUANT TO SECTION 551 THAT 007 OF THE TEXAS GOVERNMENT CODE. INDIVIDUALS WISHING TO ADDRESS THE COUNCIL FOR ITEMS LIST IS PUBLIC HEARINGS WILL BE RECOGNIZED WHEN THE PUBLIC HEARINGS OPEN. FOR INDIVIDUALS WISHING TO SPEAK ON A NON PUBLIC HEARING ITEM. THEY MAY EITHER ADDRESS THE COUNCIL DURING THE CITIZENS COMMENTS, PORTION OF MEETING OR WHEN THE ITEM IS [6. Conduct a public hearing and consider and act upon a request to amend 166± acres Planned Development-40 (PD-40) for Residential Use (Phases 7F and 7G) regarding building materials, located on the northside of First Street and west of Windsong Parkway. (ZONE-23-0006) (DS)] CONSIDERED BY THE TOWN COUNCIL. AGENDA ITEM NUMBER SIX IS TO CONDUCT A PUBLIC HEARING AND CONSIDER AN ACT UPON A REQUEST TO AMEND 166 ACRES OF LAND DEVELOPMENT. 40 FOR RESIDENTIAL USES PHASES SEVEN F AND SEVEN G REGARDING BUILDING MATERIALS LOCATED ON THE NORTH SIDE OF FIRST STREET, WEST OF WINDSONG PARKWAY AND DAVID SODA WILL MAKE OUR PRESENTATION COULD BEFORE MR SETO STARTED. CAN I MAKE ONE QUICK INTRODUCTION OF A NEW STAFF MEMBER? PLEASE PLEASE. WE DO HAVE ANOTHER DAVID ON STAFF DAVID HOOVER, GENTLEMEN AND BACK. HE'S OUR NEW DIRECTOR OF DEVELOPMENT SERVICES. MR HOOVER COMES WITH US, UH, COMES TO US FROM MOST RECENT EMPLOYMENT THERE AT THE CITY OF LEAGUE CITY, TEXAS. HMM AND BEEN THERE A NUMBER OF YEARS AND THEN PRIOR TO THAT WAS WORKED AT THE CITY OF ALAN. SO HE'S FAMILIAR WITH THE MORE TEXAS AREA DEVELOPMENT GROWTH. SO WE'RE GLAD TO HAVE MR HOOVER HERE AND THIS IS ON THE SECOND DAY TO CELEBRATE. THANK YOU VERY MUCH. WELCOME. WELCOME. WE'RE GLAD YOU'RE HERE. AND CHUCK'S PROBABLY MORE GLAD YOU'RE HERE. YEAH YEAH. THANK YOU, DAVID. IF YOU GO WITH THE PRESENTATION, THANK YOU. THANK [00:50:07] YOU. SO GOOD EVENING, MAYOR AND COUNCIL MEMBERS. UM THE PURPOSE OF THIS AMENDMENT IS AGAIN TO AMEND PLANNED DEVELOPMENT 40 REGARDING BUILDING MATERIAL SPECIFICALLY FOR PHASE SEVEN F AND SEVEN G. PD 40 CURRENTLY INCLUDES LANGUAGE THAT ALLOWS MODERN FARMHOUSE ELEVATIONS TO BE CONSTRUCTED ON TYPE C, UH, TYPES, THE TYPES F WATTS AND HERE'S THE TABLE AND THIS IS KIND OF JUST TO SHOW YOU THE SEVEN F AND SEVEN G. UM AND SO AGAIN, 30% OF THE LOT TODAY AND THE CURRENT PLAN DEVELOPMENTS DO ALLOW 100% OF THE SEMEN TISSUES FIBERBOARD TO BE BUILT. UM WITH THIS REQUEST, WHICH IS HIGHLIGHTED IN YELLOW, UM THE 30% WOULD BE ALLOWED TO DEVELOP WITH 100% OF THE SAME ISSUES FIBERBOARD. THE TOTAL NUMBER NUMBER OF LOTS WITHIN PHASE SEVEN F AND SEVEN G. UM IT'S CURRENTLY AROUND 118 LOTS OVER APPROVED BY PLANNING AND ZONING , UM SO THAT 30% WOULD BE AROUND 36 LOTS THAT WOULD BE ALLOWED TO DO THAT. THIS FLEXIBILITY WOULD BE ONLY ON TYPES A AND TYPE B LOTS WITHIN PHASE SEVEN F AND SEVEN G. SO AGAIN, IT'S NOT A REQUEST TO ALLOW ALL TYPES OF A AND TYPE SPEEDS ONLY WITHIN THAT LITTLE PHASES. SEVEN EFFORTS SEVEN G. MAJORITY OF THE LOTS WOULD STILL BE REQUIRED TO FOLLOW THE DEVELOPMENT AGREEMENT , WHICH IS MASONRY AND REVISED DEVELOPMENT AGREEMENT WOULD BE NEEDED IN ORDER TO ADD IN THESE, UM, REVISIONS IF APPROVED BY COUNCIL UM, WE LOOKED AT SORT OF , UM, ANALYSIS ON THE TOTAL AND SONG RANCH. I LOOKED AT HOW THIS NUMBER HERE. HMM. SO WE DO HAVE AROUND 800. TOTAL LOTS FOR C D. AND F AND 30% OF THAT COULD BE 240 LOTS. AND WHEN WE LOOKED AT THAT WE'RE NOWHERE NEAR CLOSE TO THAT NUMBER. AS FAR AS FOR THAT TYPE OF MATERIAL. AND SO I JUST WANTED TO KNOW. I BELIEVE THAT WAS THE QUESTION EARLIER, BUT JUST WANTED TO BRING THAT INFORMATION TO YOU ALL THAT WE'RE NOT NEAR THAT THAT PERCENTAGE THAT WAS ALLOWED IN WINDSONG RANCH WHEN THERE WAS APPROVED. MM HMM. THIS IS THE ONLY DOES CONFORM TO THE FUTURE LAND USE PLAN AND SINCE THIS IS CONSISTENT WITH WHAT WE'VE ALREADY ALLOWED FOR TYPE C D. N S LOTS, UM, STAFF IS RECOMMENDING APPROVAL OF THE ZONING REQUESTS. NOTIFICATIONS WERE PROVIDED. UM, A STATE LAW DOES REQUIRE STAFF DID NOT RECEIVE ANY RESPONSE TO THE PROPOSED ONLY, UM, REQUEST. UM PLANNING AND ZONING DID APPROVE THIS, UM 62 OH, 6 TO 0 AT THEIR APRIL 18TH MEETING DURING THE MEETING THEIR WORST QUESTIONS REGARDING THE PRICE POINTS FOR THOSE HOMES AS WELL AS SOME OF THE QUESTIONS ON THE DURABILITY OF THE MATERIAL. UM PRIOR TO OPENING THE PUBLIC HEARING THE APPLICANTS HERE TO ANSWER ANY QUESTIONS REGARDING THE BUILDING MATERIALS AS LONG AS HER AS WAS THE REQUEST, AND THEY DO HAVE SOME PICTURES THAT THEY PROVIDED ON THE NEXT SLIDE. BUT IF YOU HAVE ANY QUESTIONS FOR STAFF HAPPY TO HELP QUESTIONS FOR DAVID. THANK YOU, DAVE. WITH THE AFRICAN LIKE TO PRESENT. EVENING MAYOR AND COUNCIL MEMBERS. MY NAME IS DAVID BLONDE WITH TELUS GROUP DEVELOPERS OF WINDSONG RANCH. 1 30 NORTH PRESTON SUITE 1 30 HERE IN PROSPER. APPRECIATE THE TIME TONIGHT. I'M GOING TO BE BRIEF. WITH ME HERE TONIGHT IS ONE OF OUR PARTNER BUILDERS AND WHEN SONGS ACTION EIDER, PRESIDENT OF TRADITION HOMES. PROBABLY ONE OF THE BEST, IF NOT THE BEST HIGHER END PRODUCTION BUILDER IN NORTH TEXAS AND MAYBE THIS PART OF THE COUNTRY. WITH THE HISTORY AND THEIR FAMILY OF HOME BOOK GOOD HISTORY OF HOME BUILDING. SO UM, I THINK THERE ARE QUESTION IS PRETTY STRAIGHTFORWARD BEFORE I GET TO THAT, THOUGH, I THIS MAY BE THE LAST TIME I'M STANDING HERE FOR WINDSONG RANCH IN FRONT OF THIS COUNCIL, SO I'M GONNA TAKE ADVANTAGE OF ME REAL QUICK, REAL QUICK. 2007 PRE ANNEXATION AGREEMENT, MAYOR BRISTOL AT THE TIME WAS ON P AND Z OR COUNSEL COUNSEL AT THE TIME 2008 ZONING. RECESSION. SIGNED UP BUILDERS IN 2012 GOT OUR PLATZ DONE. 2013. BRO GROUND. 2014 GRAND OPENING. FROM THE TIME WE OPENED IN SUMMER OF 14 TO TODAY. WE HAVE 1900 OCCUPIED HOMES. IT'S A LITTLE OVER THAT WE DELIVER OUR LAST PHASE. THE BLAST LOTS AND WINDSONG GET DELIVERED LATER THIS YEAR, WHICH IS PHASE SEVEN G FOR TRADITION. IT'S EVERYTHING ELSE IS EITHER DEVELOPED OUT OR IS GOING TO BE DEVELOPED BY [00:55:05] MIDSUMMER, WHICH IS WHICH IS HARD TO BELIEVE 3100 AND 78 HOMES. I REMEMBER STANDING HERE DOING SOME QUICK MATH AT THE PODIUM WITH COUNCILMAN RAY, IF YOU YEARS AGO, THAT WAS FUN. THANK YOU, COUNCILMAN RAY, WE'RE GOT PAST THAT. AVERAGE PRICE SINCE 2021 IS 940,000 AVERAGE PRICE OF A HOME IN WINDSONG, AND THERE'S UH, WHICH SOUNDS GREAT. IT MAKES IT TOUGH IN THE MARKET TO SELL, BUT IT'S REALLY GOOD. WE'VE EXCEEDED. I BELIEVE EVERYTHING WE'VE COMMITTED TO PROSPER OVER THE YEARS. 38 SUB PHASES AND PLATZ. SIX DEVELOPMENT AGREEMENTS TOTALLING OVER $26 MILLION X, WHICH WE FRONTED AS A DEVELOPER, AND I BELIEVE IN THE NEXT 60 DAYS AND CHUCK IS HERE. I THINK ALL THAT GETS WE WILL HAVE COLLECTED REIMBURSEMENTS FOR ALL THAT OVER OVER 12 13 YEARS ACTUALLY. UM AND AS A COMMUNITY THROUGH COMMUNITY ENHANCEMENT FEES. WE HAVE CONTRIBUTED $3.5 MILLION TO PROSPER EDUCATION FOUNDATION FOR SCHOLARSHIPS AND PROFESSIONAL TRAINING AND SUPPLIES FOR TEACHERS. AND THAT'S AN ONGOING THING THAT DOESN'T END WITH THE LAST NEW HOME SALE. SO HAVING SAID ALL THAT THIS IS GONNA BE THE LAST TIME WE'RE HERE, I THINK FOR ONE SONG, WHICH IS, UM, WHICH IS KIND OF INTERESTING THOUGHT GETTING BACK TO THE CASE AT HAND. AND I'M GOING TO LET MR SCHNEIDER SPEAK FOR THE MOST PART, BUT DAVID, CAN I ASK YOU A QUESTION? SURE DID YOU SAY HOW MANY HOMES 2100 TOTAL OR 313,100 AND 78 3178? SO TONIGHT, UM, ACTUALLY BACK IN C SEPTEMBER OF 20 SEPTEMBER 20. WE DID ONE OF PROBABLY A DOZEN AMENDMENTS TO THE P D, WHERE THE COUNCIL SUPPORTED THE 30% THAT MR SOTO WAS DESCRIBING EARLIER FOR THE TYPE C AND D LOTS WHICH AT THE TIME WAS FOR PHASES. THREE C AND THREE D. UM YOU ALSO PROVED THAT FOR OUR CUSTOM LOTS, WHICH IS PHASES SEVEN E AND I DO. I HAVE A MAP HERE, DAVID. OR NOT, OF OVERALL WINS. SO NO, OKAY. UM SO THAT THE PHASE THAT DIDN'T SHOW UP ON THE GRAPHIC, BUT THE PHASES WE'RE TALKING ABOUT TONIGHT SEVEN. ATHENS SEVEN G 118 LOTS. THERE'S 61 FT, SETTING ON FOOT LOTS, LUXURY PATIO, SO IT'S REALLY A BUYER THAT WANTS HUGE HOUSE DEEP PAD, NO YARD HOUSE JUST KNOCKED OUT WITH ALL THE ALL THE ALL THE OPTIONS. TYPICALLY IT'S GOING TO BE EMPTY, NESTER RETIREE. COUPLES THAT DON'T WANT KIDS AND THEIR LIFESTYLES KIND OF COME AND GO, BUT THEY WANT TO REALLY, REALLY NICE HOUSE. IT'S BEEN VERY SUCCESSFUL SO FAR, AND WE CARVED OUT THIS SPECIFIC SIZE AND PRODUCTS SPECIFICALLY FOR TRADITION, HOMES, AND IT'S WORKED OUT REALLY WELL. WHAT'S HAPPENING IN THE MARKETPLACE IS THERE'S A DEMAND FOR VARIETY OF ARCHITECTURE, WHICH IS ALSO THE VARIETY AND THE QUALITY IS CALLED OUT IN ABOUT SIX DIFFERENT PAGES IN THE COMP PLAN. SO THIS IS OUR CONSISTENT WITH THE DESIRE FOR A VARIETY OF ARCHITECTURE. IT'S VERY HOMOGENEOUS IN NORTH TEXAS, SO THIS WILL GIVE US THAT AH, THERE ARE NEARLY 20 OF THIS ARCHITECT ARCHITECTURE TYPE HOME, EITHER BUILT BY PATRICK TRADITION OR SHADOW CALDWELL, WHICH IS A CUSTOM BUILDER AND WINDSONG. THAT ARE IN THE FOUR PHASES HAVE TALKED ABOUT THE THREE C THREE D OR THE CUSTOM HALF ACRE LOTS. THERE IS A DEMAND FOR THIS. WE FEEL LIKE WE'VE PROVEN OUR PERFORMANCE AND OUR QUALITY AT WINDSONG. THAT'S WHY WE DECIDED TO MAKE THE EFFORT AND TAKE THE TIME TO ACTUALLY GO THROUGH. THIS PROCESS IS TO GIVE TRADITION THAT OPPORTUNITY. THEY ARE BY THEMSELVES IN THESE TWO PHASES. SO FOR 100 AND 18 LOTS, YOU GET ONE BUILDER. AND YOU START APPLYING ANTI MONOTONY AND YOU CAN'T HAVE THE SAME PLAN EVERY THIRD OR FOURTH HOME IT GETS IT GETS PRETTY DIFFICULT, ACTUALLY, JUST WITHOUT SOME FLEXIBILITY, AND SO THIS IS A PROVEN PRODUCT. WE HAVE IT ON THE GROUND. IT LOOKS GOOD. UM WE WOULD APPRECIATE AND RESPECT THE REQUEST COUNSEL SUPPORT AND APPROVAL TONIGHT FOR THIS REQUEST. AND I REALLY APPRECIATE YOUR TIME AT THIS TIME ALTERNATIVE TO MR SCHNEIDER WITH TRADITION UNLESS YOU HAVE QUESTIONS FOR ME. ONE QUESTION FOR YOU. CAN YOU JUST EDUCATE US JUST A LITTLE BIT ABOUT THE MATERIAL AND THE DURABILITY OF IT? IS IT AS DURABLE AS MASONRY THAT WE YOU KNOW, CURRENTLY REQUIRE. NOW CAN YOU JUST KIND OF SPEAK TO THAT? JUST A LITTLE BIT. MR SCHNEIDER'S BEING A BUILDER. PROBABLY MORE ELOQUENTLY DESCRIBE IT, BUT SEE MATESCHITZ FIBERBOARD IN HELL. ADD TO THIS, I HOPE IS EXACTLY THAT. IT'S OVER. 90% SEE MATT. I MEAN, IT'S VERY DENSE. IT'S VERY HEAVY. YEAH IT WILL, IN A LOT OF CASES THAT WILL OUTLAST A STONE FACADE. WHERE THINGS LIKE THAT JUST BECAUSE THE MORTAR AND THINGS DETERIORATE OVER TIME, [01:00:01] AND THE SIMITIS IS FIBERBOARD. WILL LAST A LONG, LONG TIME. IT'S LITERALLY HAS IS MADE OF CEMENT. YOU HAVE TO USE SPECIAL BLADES TO CUT IT. UM I MEAN, THERE'S A THERE'S A LOT OF EXAMPLES ACROSS THE COUNTRY USING THIS AND IT'S ACTUALLY HELD UP VERY, VERY WELL. THERE'S BEEN NO ISSUES WITH THAT. MR BLOOM. I WANTED TO FOLLOW UP ON YOUR OPENING COMMENTS. YOU'RE EXACTLY YOU AND YOUR GROUP WITH YOUR PARTNER HAVE BEEN THE TYPE OF DEVELOPER PARTNER THAT THIS TOWN HAS BENEFITED FROM IT. I WANT TO EXPRESS MY APPRECIATION FOR ALL OF THE DIFFERENT THINGS TO THE IDEA ON THE PE F DONATIONS TO EVEN RECENTLY WORKING WITH THE POLICE DEPARTMENT TO GET UP TRAFFIC, UH SIGNALS AND THINGS LIKE THAT THEY'RE WAY OVER AND ABOVE WHAT NORMAL DEVELOPER WOULD DO, SO I JUST WANT TO SAY IF THIS IS TRULY YOUR LAST TIME BEFORE THE COUNCIL THANK YOU FOR ALL YOU'VE DONE FOR WINDSONG WINDSONG. YEAH I REALLY APPRECIATE THAT. CRAIG CRAIG MARTIN IS MY PARTNER AND IT TAKES A TEAM AS YOU GUYS KNOW, WE HAVE A TEAM OF 10 PEOPLE THAT TELL US AND WE TRIED VERY, VERY HARD TO SURPASS WHAT WE COMMITTED TO YOU, AND CERTAINLY MEET PROSPEROUS STANDARDS. SO THANK YOU FOR THAT COMPLIMENT. THANK YOU. I'LL TURN THIS OVER TO MR SCHNEIDER. THANKS. GOOD EVENING. MY NAME IS ZACH SCHNEIDER, UM, HOME PERSONAL ADDRESSES. 809. CREEK LINE WAY IN MCKINNEY, TEXAS, 75072. I AM PRIVILEGED TO BE THE PRESIDENT, CEO AND OWNER OF TRADITION HOMES. UM AND EVEN THOUGH MY ADDRESS I JUST STATED HAD TO MCKINNEY ATTACHED TO IT. MCKINNEY CITY ATTACHED TO IT. UM OUR FAMILY IS GRATEFUL TO BE HERE IN THE TOWN OF PROSPER. UM WE BELIEVE IN THIS TOWN. UM WE HAVE NONPROFIT MAIN GATE THERAPEUTIC HORSEMANSHIP THAT SERVES SEVERAL WRITERS IN THIS TOWN, AND CERTAINLY WE WORKED IN GOOD FAITH AS A FAMILY WITH THE TOWN OF PROSPER GARDEN 3 80 OVER THE LAST SEVERAL YEARS. SO EVEN THOUGH I'M FROM THE CITY MCKINNEY AND LIVE THERE, I FEEL LIKE A LARGE PART OF US IS HERE AS WELL WITH THAT BEING SAID I'D LIKE TO BEFORE I MAKE MY REMARKS ABOUT MODERN FARMHOUSE. I DON'T THINK STAFF GETS ENOUGH CREDIT AND LIKE TO THANK DAVID SOTO FOR ALL OF HIS GUIDANCE THE LAST COUPLE OF MONTHS REGARDING THIS REQUEST. AND CERTAINLY WANT TO THANK ALL OF YOU FOR YOUR SERVICE AND LEADERSHIP HERE IN THE TOWN OF PROSPER. WE'RE HUMBLED TO BE BUILDERS HERE, UM AND EQUALLY HUMBLE TO BE A PARTNER WITH TELL US IN A PREFERRED BUILDER IN THE MASTER PLANNED COMMUNITY OF ONE SONG RANCH. SO THE PURPOSE OF TODAY'S AGENDA ITEM IS REALLY TO TALK ABOUT EXTERIOR MATERIALS AND JUST MAKE SURE THERE'S ALIGNMENT ON WHAT WE'RE TRYING TO BUILD AND WHAT YOU ALL DESIRE. UM, ARE ONE OF OUR THREE PILLARS AS A BUILDER. IS TO PUT THE BEST ARCHITECTURE WE CAN ON THE GROUND. AND AS DAVID MENTIONED THERE, 118 LOTS HERE IN SEVEN F AND SEVEN G, UM WE WANT ARCHITECTURAL DIVERSITY, SO CERTAINLY WHAT YOU'RE SEEING HERE IS GOING TO BE DOMINATED WITH MODERN FARMHOUSE ELEVATIONS . BUT IF YOU THINK ABOUT THESE ELEVATIONS MIXED IN WITH YOUR MORE TRADITIONAL BRICK AND STONE ELEVATIONS, WE BELIEVE THE STREET SCENE THAT YOU'RE GOING TO SEE WHEN THESE 118 LOTS ARE BUILT. UM AND THERE'S RESIDENTS IN ALL OF THEM. WE BELIEVE IT'S SOMETHING THAT WE CAN ALL BE VERY PROUD OF. AT THE RISK OF SOUNDING OVERLY CONFIDENT AND ARROGANT. I WILL TELL YOU WE'RE GONNA BE JUST FINE IF YOU DON'T APPROVE TONIGHT'S REQUEST. WE'RE GRATEFUL AGAIN TO BE IN PROSPER IN THE NORTH TEXAS. WE ALL KNOW ABOUT THE IN MIGRATION THAT'S HAPPENING HERE AND WE'RE GRATEFUL TO BE FRANKLY SELLING HOMES. BUT AGAIN, THIS GOES WAY BEYOND JUST A HOME SALE. UM, AND MAKING A BUCK. IT REALLY IS ABOUT AN END PRODUCT. AND HOPEFULLY THE ARCHITECTURE DIVERSITY THAT WE CAN ALL BE PROUD OF. WHEN IT'S FINISHED, SO I THINK THERE WAS A QUESTION. THAT WE DIDN'T GET BACK TO YOU ON IN WRITING BEFORE TONIGHT'S MEETING, AND THAT WAS HOW MUCH OF THE MATERIALS ON THE FRONT OF THESE HOMES ARE. UM MASON ERI VERSUS THIS CEMENT MATERIAL, AND I'LL TELL YOU DEPEND ON THE ELEVATION YOU'RE LOOKING AT ON THE BOARD YOU HAVE BETWEEN 30. IN 38% BRICK. AND THIS IS JUST THE FRONT FACADE OF THE HOME. 30 TO 38% BRICK AND THE REST OF THIS IS THE SEGMENTATION. FIBERBOARD MATERIAL. UM YOU KNOW THE QUESTION. AMY YOU YOU ASKED, AND DAVID, I THOUGHT DID A GOOD JOB OF ANSWERING, BUT I'LL PILE ON. I THINK THE MATERIAL WILL HOLD UP VERY NICELY OVER TIME. A GOOD ANALOGY, I WOULD SAY, BECAUSE THIS MATERIAL IS PAINTED IS THE MAINTENANCE THE HOMEOWNER HAS TO GO THROUGH IF THEY DECIDE TO PAINT THEIR BRICK OR PAINT THEIR HOME THAT REQUIRES SOME MAINTENANCE AFTER 10 OR 15 YEARS, SO YOU'RE GONNA HAVE A SIMILAR AMOUNT OF MAINTENANCE WITH THIS BECAUSE OF THE PAINTING. BUT THE MATERIAL ITSELF WILL HOLD UP VERY NICELY. SO WITH THAT, I JUST WANT TO THANK YOU ALL AGAIN FOR, UM, LISTEN TO OUR REQUEST THIS EVENING. CERTAINLY ASK FOR YOUR SUPPORT AND APPROVAL, BUT WITHOUT I'M GOING TO OPEN UP FOR [01:05:01] ANY QUESTIONS. OKAY? AS THE MAINTENANCE SIMILAR TO PAINTING BROOKE PAINTED BRICK OUT THERE, THAT'S KIND OF POPULAR STANDPOINT, I WOULD SAY IT'S A VERY GOOD ANALOGY. ANY OTHER QUESTIONS. NO ANSWER MINE WITH THE 38% MUST CURIOUS BECAUSE THERE WAS BRICK AND STONE AND HANDSOME INTO SPORTS. SO THANK YOU. I DIDN'T MENTION AND I THINK IT'S WORTH UM MAKING THE COMMENT. I'M FOCUSED WITH THESE PERCENTAGES ON THE FRONT FACADE, THE FRONT ELEVATION. IF YOU THINK ABOUT ALL FOUR SIDES OF THE HOME OVER 80% BRICK. WHEN YOU TAKE INTO ACCOUNT WHAT WE'RE DOING ON THE LEFT RIGHT IN THE REAR ELEVATION. SO THE FRONT REALLY WHAT I THINK IS GETTING A LOT OF THE AIRTIME WITH THE CEMENT MATERIAL AND THE BRICK. BUT IF YOU TAKE THAT 38% AND LUMPING IN WITH EVERYTHING WE'RE DOING ON ALL FOUR SIDES, AND I THINK IT'S IMPORTANT THAT THE HOUSE IS GOING TO BE OVER 80% BRICK THANK YOU. ALRIGHT CENSUS AGENDA ITEM IS A PUBLIC HEARING . I'LL OPEN THE PUBLIC HEARING. IS THERE ANY THAT WOULD LIKE TO SPEAK ON THIS ITEM? SEEING NONE . I WILL CLOSE THE PUBLIC HEARING AND WE'LL BEGIN DISCUSSION FROM THE COUNCIL. ANY DISCUSSION. UM. I JUST HAVE A FEW COMMENTS AND THAT IS THAT I WALKED THROUGH THE PATIO HOME THAT YOU GUYS HAD OUT THERE. IT'S GORGEOUS. IT'S MEANS VERY WELL APPOINTED. IT'S A BEAUTIFUL PROPERTY. UM AND THANK YOU ECHO WITH THE MAYOR SAID, UM, ABOUT TELUS GROUP AND ONE SONG RANCH. I CALL IT MAYBERRY, BECAUSE WHEN YOU DRIVE OUT THERE, EVERYBODY'S YOU KNOW, HAPPY AND THEY'RE OUTSIDE AND THEY'RE DRIVING ON THEIR GOLF CARTS. AND IT IS IT REALLY IS A WONDERFUL COMMUNITY. WE HAVE LOTS OF FRIENDS THAT LIVE UP THERE. THEY LOVE IT. YOU GUYS HAVE DELIVERED EXACTLY WHAT YOU SAID YOU WOULD DO AND YOU KNOW, WE JUST COULDN'T ASK FOR A BETTER PARTNER. SO, UM YOU KNOW, HAVING THE EXTRA INFORMATION I'M ALWAYS THE QUESTIONER HAVING THE EXTRA INFORMATION. I'M I SUPPORT THIS. YEAH, UM. YOU KNOW, I'M I'M I GUESS CONSIDERED SOMEHOW MAYBE UNFAIRLY. THE MASONRY GUY. UM AND. AND SO YOU KNOW, EVERY TIME SOMEBODY COMES FOR A VARIANCE. YOU KNOW, THERE'S YOU'RE ALWAYS AT LEAST I AM WONDERING, YOU KNOW? OKAY, WELL THERE'S WHAT'S PRESENTED. AND THEN THERE'S YOU'RE WORRIED ABOUT. OKAY? WELL WHAT'S WHAT'S NOT BEING SHOWN OR WHAT'S NOT BEING TOLD. AND YOU KIND OF WORRY ABOUT. YOU KNOW SOMEBODY JUST GETTING SOMETHING THEY WANT SO THEY CAN TURN AROUND AND SELL IT. UM I KNOW THAT SINCE I'VE BEEN ON COUNSEL DAVID, WHO'S BEEN UP HERE NUMEROUS TIMES. AH AND HE'S ALWAYS COME THROUGH WITH WHAT HE SAID HE WOULD DO. UM AGAIN, LIKE THE MAYOR WAS SAYING, HE'S JUST A WONDERFUL PARTNER FOR OUR TOWN. UM I HAD. I DON'T HAVE ANY PROBLEM, YOU KNOW, GRANTING THIS UM, IT'S KIND OF SENDS ME THAT YOU MIGHT YOU KNOW, NOT COME BACK. BECAUSE YOU DO YOU KNOW YOU MAKE OUR TOWN UH, UM, SOMETHING THAT WE'RE ALL ALL PROUD TO BE A PART OF IT. SO UM, IN THAT, YOU KNOW, I, UH YEAH, AGAIN. I DON'T HAVE ANY PROBLEM WITH THIS AT ALL. I BELIEVE IN WHAT YOU DO. I TRUST YOUR JUDGMENT. AND UM, I AGAIN. I THANK YOU FOR WHAT YOU'VE DONE FOR US. MARCUS. I WOULD JUST SAY EVERYTHING. THEN ONE SONG BRANCHES EXEMPLARY. UM MENTIONED THE MATHEMATICAL. QUICK, QUICK MATH WE WERE DOING. AND I THOUGHT ABOUT THIS WHEN THIS CAME UP AND WENT BACK AND LOOKED AND YOU KNOW THE ALLOCATIONS AND PERCENTAGES AND BELONGING TO THE RED HOUSES PER ACRE UM IT'S REALLY TURNED INTO A VERY NICE PRODUCT PROJECTS AND FAMILIAR WITH YOU, ZACK AND THE WORK OF YOUR FAMILY DOES AND, UM I DON'T DOUBT FOR ONE MINUTE THAT THESE WON'T BE BEAUTIFUL. I DID HAVE A LITTLE CONCERNED ABOUT 100% BECAUSE 100% IS KIND OF FINITE. PRIMARILY ON THE FRONT. BUT IF IT'S GOING TO HAVE 30 ISH PERCENT OF BREAK, WHICH SOUNDS NORMAL, ABSOLUTELY FOR THIS, AND SO, UM, I LOOK FORWARD TO SEEING THIS PROJECT COMPLETED AND THANK YOU AGAIN FOR YOUR PARTNERSHIP IN THE COMMUNITY. YOU GUYS ARE AMAZING. THANK YOU. SO BEFORE I ASKED FOR A MOTION ON THIS, I DO WANT ALSO POINT OUT THAT, UH MY DAUGHTER, SON IN LAW AND TWO GRANDDAUGHTERS WILL BE MOVING INTO WINDSONG RANCH AT THE END OF THE MONTH, SO I PLAN TO SPEND SOME TIME AT THE LAGOON. SO UH, WITH THAT, I'LL TAKE TAKE A MOTION. AND TELL ME ANDREW LIVES OUT THERE TO TOWN MANAGER LIVES OUT THERE. YEAH, EVEN EVEN MORE. SO IS THERE A MOTION? BASED ON TMZ RECOMMENDATION OF 6 TO 0 HOUR. MAKE A MOTION TO APPROVE A [01:10:02] REQUEST AND THEN 166 ACRES PLAN DEVELOPMENT DASH 40 P D 40. FOR RESIDENTIAL USE, FACES SEVEN F AND SEVEN G REGARDING BUILDING MATERIALS LOCATED ON THE NORTH SIDE OF FIRST STREET AND WEST OF ONE SONG PARKWAY. SECOND OKAY. WE HAVE MOTION IN A SECOND ALL IN FAVOR. MOTION PASSES [7. Discuss and consider Town Council Subcommittee reports. (DB)] UNANIMOUSLY. THANK YOU VERY MUCH, GENTLEMEN. WITH THAT AGENDA. ITEM NUMBER SEVEN IS TO DISCUSS AND CONSIDER THE TOWN COUNCIL, SOME SUBCOMMITTEE REPORTS. AND THAT IS A AGENDA ITEM FOR ME. IT IS, UH, WE'VE GONE TO A SUBCOMMITTEE DRIVEN, UH, WORKLOAD. AND SO WHAT I WANTED TO DO IS HAVE THIS ON A REGULAR AGENDA. WHERE WE CAN REPORT BACK TO THE REST OF THE COUNCIL. ANY HIGHLIGHTS OF OUR SUBCOMMITTEES THAT MAY HAVE COME UP SINCE OUR LAST MEETING SO WE CAN KEEP THE WHOLE COUNCIL INFORMED IF THERE'S NOTHING TO REPORT YOU DON'T NEED WE DON'T NEED EVERY TIME. BUT IF YOU HAD A MEETING, AND THERE'S SOMETHING THAT THE ENTIRE COUNCIL NEEDS TO KNOW ABOUT, I'D ASK THAT YOU PLEASE, UH, STEP FORWARD WITH THAT. AND, UH, JUST SO YOU'LL SEE THIS ON THE AGENDA REGULARLY AS WE GO FORWARD. I'M A MEMBER OF THE FINANCE COMMITTEE. THE FINANCE COMMITTEE HAS NOT MET WHO HAS NOTHING TO REPORT. UH, AMY, I THINK YOU'RE GONNA DO THE C I P COMMITTEE. C I P COMMITTEE HAS MET TWICE ONCE IN APRIL, AND THEN ONCE AT THE FIRST OF MAY, WE GOT, UM A REALLY GOOD SORT OF STARTING PLACE ON HOW WE ARE GOING TO ALLOCATE SOME THINGS TO, UM TO ACCELERATE. WE KIND OF HAVE NARROWED IT DOWN TO SOME THINGS WE REALLY DO WANT TO ACCELERATE THAT WERE OUTER YEAR PROJECTS. UM WE STILL HAVE A LITTLE BIT OF, UH, NEGOTIATIONS TO DO, I GUESS DISCUSSIONS TO DO BETWEEN OURSELVES. UM AND THEN WE WILL BRING A SORT OF A ROUGH ESTIMATE OR A ROUGH SPREADSHEET FOR THE NEXT THREE YEARS TO THE FINANCE COMMITTEE, SO I DON'T KNOW WHEN OUR NEXT SCHEDULED MEETING AS WE HAD SOME FOLLOW UP VIA EMAIL, AND THEN WE WILL, UM AND WE'LL MEET AGAIN AND KIND OF GO THROUGH SOME OF THOSE CHANGES AND POSSIBLE CHANGES. AND THEN WE'LL HAVE A RECOMMENDATION TO FINANCE. THANK YOU. UH THEN WE HAVE OUR COMPREHENSIVE PLANNING COMMITTEE. COMMITTEE YES, WE'VE HAD A LOT OF WE'VE HAD SEVERAL GOOD MEETINGS. WE HAD VERY LONG , LENGTHY MEETING WITH OUR CONSULTANT. UM WHERE WE WENT THROUGH A PORTION OF THE DRAFT OF THE UPDATES. UM AND WE HAD A GREAT DISCUSSION. WE STILL HAVE SOME WORK TO DO, BUT WE'RE PROGRESSING, CHRIS. YOU WANT TO ADD ANYTHING TO THAT ONE? NO I JUST THINK WE'RE STRIVING TO GET US CONCISE AND CLEAR ON SOME OF OUR MAJOR ISSUES. THOSE ARE THE THINGS THAT WE'VE KIND OF PUSHED BACK, BUT I THINK SOME OF THE THINGS THAT WERE REGULARLY DEBATE WE'RE TRYING TO MAKE SURE THAT THEY'RE CLEARLY OUTLINED SO THAT WHEN WE COME FORWARD WITH THE RECOMMENDATIONS THAT THERE CLEARLY OUTLINED SO THAT WE CAN HOPEFULLY BE REAL CLEAR TO THE DEVELOPMENT COMMUNITY IN ADVANCE, BUT ALSO TO OUR CITIZENS. ALRIGHT WE ALSO HAVE THE BROADBAND COMMITTEE. I DON'T THINK THEY'VE HAD A MEETING. SO THERE WAS THAT. UM THAT I BELIEVE IS ALL OF THE COUNCIL SUBCOMMITTEES. WE HAVE A SPECIAL DISTRICT PASTOR 90. THAT'S RIGHT . THAT'S COVERED THAT AS A AS THE OPENING, SO, YEAH, THAT WAS OUTSTANDING WORK BY THE COMMITTEE ON THAT SO WELL DONE. ANYTHING ELSE WE SHOULD REPORT. ONE APOLOGY FOR THE EMAIL TO THE STANDING COMMITTEES. WE WERE UNABLE TO MEET YOU KNOW RECENTLY WITH ONE COMMITTEE AND JUST A WORD OF ENCOURAGEMENT THAT EVERYBODY'S ENGAGEMENTS IMPORTANT TO MOVE BUSINESS ALONG , SO THANK YOU FOR DOING THAT. [Possibly direct Town staff to schedule topic(s) for discussion at a future meeting.] THANK YOU NOTED WITH THAT I BELIEVE THAT WILL MOVE TO THE NEXT AGENDA ITEM IS TO POSSIBLY DIRECT TOWN STAFF TO SCHEDULE TOPICS FOR DISCUSSION AT A FUTURE MEETING. AND I BELIEVE THERE IS SOMEONE THAT HAS SOMETHING FOR A FUTURE MEETING. OKAY UM, I THINK THIS IS SHARING AN EMAIL. BUT, UH ROLE P T O WAS WANTING TO COVER FOR THE PLAYGROUND. SO JUST A HEADS UP THAT WILL BE COMING, I GUESS WORKING WITH THEM TO FIGURE OUT A GOOD PARTNERSHIP WITH THEM. THEY'RE WILLING TO RAISE MONEY. I KNOW. SO UM, THEY WANT TO COVER FOR THE PLAYGROUND STRUCTURE COCKEREL. JUST SO YOU GUYS NOW BECAUSE THAT CAN'T BE USED IN THE SUMMER. A LOT BECAUSE IT'S HOT AND THEY FEEL LIKE A COVER OVER IT WOULD MAKE IT USABLE MORE MORE YEAR ROUND. UM ANOTHER THING WHICH I KNOW I KEEP HARPING ON THIS, BUT THAT IS LANDSCAPING. BOTH UPDATING OUR ORDINANCE AND ENFORCEMENT BECAUSE WE DO REQUIRE A LOT OF ROBUST LANDSCAPING. BUT IF IT'S NOT MAINTAINED, WE STILL HAVE SORT OF WHAT I CALL A BROKEN WINDOW. THING GOING ON ONE PROPERTY IS NOT MAINTAINED, SO THE NEXT PROPERTY MIGHT NOT BE MAINTAINED. AND THERE'S IF YOU [01:15:01] DRIVE AROUND TOWN AND I'VE SENT SOME EXAMPLES THROUGH THE APP. IF YOU DRIVE AROUND TOWN, THERE ARE SOME DEVELOPMENTS THAT WHILE THEY PROBABLY FOLLOW THE LETTER OF THE LAW AS FAR AS HOW HIGH THEIR WEEDS ARE, IT'S STILL REALLY LOOKS REALLY LOOKS BAD. IT LOOKS DISHEVELED. THINGS NEED TO BE REPLACED. UM TRASH, SO I WOULD JUST LIKE FOR US TO KIND OF WORK THROUGH THAT AND ESPECIALLY GETTING OUR LANDSCAPE ORDINANCE UPDATED TO SOONER RATHER THAN LATER. AND WHEN I'M I'D LIKE TO EXPLORE AND IT'S PERTAINS TO THE EVENT WE HAVE THIS WEEKEND. IS YOU KNOW, TAKE A LOOK AT OUR ORDINANCES AND WHAT'S NEEDED TO ENSURE YOU KNOW WHEN WE HAVE EVENTS THAT WE HAVE THE ABILITY TO HAVE EITHER ALCOHOL BEING DISPENSED OR, YOU KNOW BOUNDARIES AND SPACES AND THAT ARE SAFE BUT ALSO MAYBE EXPLORE. THERE'S QUITE A FEW GOLF CARTS THAT CAME UP TO THE EVENT THIS WEEKEND. AND I DON'T KNOW IF THAT'S SOMETHING WE SHOULD CONSIDER AND THINK ABOUT , BUT, UM, I KNOW THERE'S A LOT OF INTEREST IN THAT. HAVE IMMENSE SO JUST SOMETHING FOR I BELIEVE TO ADDRESS ONE PART OF THAT. I BELIEVE DAN BAKER AND I AND THE TOWN MANAGER. SMALL DISCUSSION ABOUT THE EVENT CRITERIA, SO OKAY, THAT IS THAT IS UNDERWRITES. AND THEN MARIO, I THINK YOU HAVE YES, MAYOR COUNCIL MEMBERS. BARTLEY'S POINT . I'VE BEEN TALKING WITH CHUCK EWING'S ON LANDSCAPING. SO WE WERE LIKE TO ACTUALLY BRAND IF WE COULD. UH SCHEDULED WORKSHOP WITH THE COUNCIL ON JUNE. 13TH? I BELIEVE WE ARE ALSO WORKING, TRYING TO FINALIZING PROPOSALS. FROM A CONSULTANT TO HELP US WITH REWRITE OF AN ORDINANCE THAT THOSE PROPOSALS ON DO IT AGAIN. JUST PROPOSALS FROM CONSULTANTS ARE DUE AT THE END OF MAY, BUT WE WOULD LIKE TO HAVE A DISCUSSION WITH YOU ALL TALK ABOUT JUST SORT OF THE IF YOU ALL SEE SOME OF THE SHORTCOMINGS ON OUR ON OUR EXISTING ORDINANCE WHEN IT COMES TO THE ONGOING MAINTENANCE AND UPKEEP OF LANDSCAPING AROUND THE COMMUNITY, BUT ALSO LOOK AT WHAT KIND OF LANDSCAPING OPTIONS THIS COUNCIL WANT TO LOOK AT, BECAUSE IT'S WEATHER CHANGES AND THE EXTREME COLD AND WEATHER EVENTS. WE WANT TO MAKE SURE THAT WHATEVER IS INSTALLED NOT ONLY BY OUR OWN BY OURSELVES, BUT ALSO BY THE DEVELOPMENT COMMUNITY IS CAN ACTUALLY BE SUSTAINING HER HARSH WEATHER CONDITIONS, SO WE LIKE TO LOOK AT THAT AND WOULD LIKE TO BRING THAT DISCUSSION TO GET YOUR DIRECTION ON THAT, SO WE CAN WORK WITH THE CONSULTANT ON THAT DATING THOSE ORDINANCES. THANK YOU. ANY OTHER COUNCILMAN. I JUST HAVE ONE QUESTION ABOUT SPEAKING OF COMMITTEES THAT JUST REMINDED ME OF IT WHEN THE MAYOR WHEN THEY WERE TALKING ABOUT THEIR EMAIL. WHEN IS THIS WHAT IS ON THE SCHEDULE FOR BOTH APPLICATIONS DO BY CITIZENS FOR THE NEXT ROUND OF APPOINTMENTS AND THEN WIN. ARE WE INTERVIEWING? DO WE HAVE ALL THAT SET YET? NORMAL. SO NORMALLY, YOU KNOW, WE TAKE THE APPLICATIONS TYPICALLY THROUGH AUGUST SOMETIME IN AUGUST EARLY AUGUST, AND THEN WE'LL SET INTERVIEWS IN THE FALL WHETHER THAT ENDS UP BEING SEPTEMBER EARLY EARLY OCTOBER AT THE LATEST THAT WE COUNSEL CAN HAVE THOSE AND MAKE APPOINTMENTS IN NOVEMBER. THEY'D BE EFFECTIVE NOVEMBER 1ST PERFECT. JUST CURIOUS. THIS WASN'T TRUE. OKAY, THANK YOU. SORRY. OCTOBER 1ST. MY APOLOGIES. OKAY? AS A SIDE NOTE JUST A COMMENTARY. ALSO I WANT TO THANK OUR TOWN SECRETARY FOR HANGING OUT AT TOWN HALL LATE ON SATURDAY NIGHT. THANK [EXECUTIVE SESSION] YOU. WITH THAT I'M GOING TO, UH, OUR NEXT ITEM IS THE EXECUTIVE SESSION.
