CONSIDER AND ACT UPON THE APPROVAL OF THE RECREATION PROGRAMMING PLAN, AND THIS IS SOMETHING THAT TREVOR'S GOING TO PRESENT TO US TONIGHT. COOL AND THAT'S ANOTHER DOCUMENT THAT KAYLIN SENT TO US FROM THE LAST MEETING. SO IF YOU NEED TO SEARCH YOUR EMAIL REAL QUICK, UM IT MAY BE A MARCH EMAIL THAT HAS THAT DOCUMENT IF YOU'D LIKE TO FOLLOW ALONG MR HILTON.

GOOD EVENING PARKS BOARD. THANK YOU, UM SO TO JUST KIND OF GIVE EVERYONE AN IDEA OF THE RECREATION PROGRAMMING PLANS. SO ONE THING THAT THE DEPARTMENT HAD BEEN WORKING ON HIS ARE AWARE OF WAS CAPRA ACCREDITATION AND, UM, ONE OF THE BIG PIECES TO THE RECREATION PORTION OF CABRA EDUCATED, UH, ACCREDITATION IS THE RECREATION PROGRAMMING PLAN, UM AND NOT TO GO TOO IN DEPTH INTO CAPRA ACCREDITATION, BUT BASICALLY YOU HAVE ALL YOUR DIFFERENT SECTIONS . UM DIFFERENT SECTIONS ARE GOING TO BE COVERING DIFFERENT AREAS WHEN IN REGARDS TO RECREATION AND THEN BASICALLY ALL THOSE DIFFERENT SECTIONS ARE PUT INTO ONE, AND THAT'S YOUR RECREATION PROGRAMMING PLANTS. A LOT OF THAT INFORMATION, UM, WAS IN THOSE DIFFERENT SECTIONS. UM RECREATION PROGRAMMING PLAN IS IMPORTANT BECAUSE YOU KNOW WHEN I CAME INTO THIS ROLE WITH THE TOWN WE KNEW THAT WE WERE DOING A LOT OF THINGS THAT YOU'RE SUPPOSED TO BE DOING AS A DIVISION AS A DEPARTMENT AND BASICALLY, IT'S ONE THING TO HAVE IT IN YOUR HEAD OF OKAY.

YES YOU KNOW, WE DO THESE THINGS. THEY SEE THESE THINGS BUT ALSO IT'S NOT ON PAPER. IT'S THERE'S NO FORMALITY TO IT. IT'S KIND OF YOU. YOU KNOW WHAT YOU'RE DOING, BUT YOU START LOOKING IN DEPTH, AND YOU'RE LIKE, OKAY, WELL, YEAH. WE NEED A STRATEGIC PLAN WE NEED, YOU KNOW, LOOK AT DEMOGRAPHICS, OBJECTIVES, THINGS LIKE THAT. AND SO THIS WAS AN OPPORTUNITY TO, UM, TAKE A LOOK AT ALL THOSE DIFFERENT AREAS AND PUT TOGETHER AS ONE. UM AND SO. THIS WAS THE FIRST TIME I'D EVER IMPLEMENTED A RECREATION PROGRAMMING PLAN. UM SO WE JUST KIND OF HAD TO TAKE A LOOK AT A LOT OF THE DIFFERENT THINGS THAT WE HAD BEEN DOING IN THE PAST BEFORE I WAS HERE. UM WHILE I'M HERE AND THEN SOME OF THE DIFFERENT INFORMATION THAT YOU NEED OF GOING INTO THE FUTURE, UM ONE THING THAT I'VE ALWAYS KIND OF DONE IS BROUGHT THE HABITS PROGRAM TRACKING AND BASICALLY WHAT THAT IS. WE TAKE A LOOK AT VARIABLES OF NUMBER OF PROGRAMS

NUMBER OF PARTICIPANTS. AND THE POPULATION GROWTH AND SO AS THE POPULATION CONTINUES TO GROW YOU KNOW YOU'RE SAYING ARE WE INCREASING PROGRAMS? WE INCREASING PARTICIPANTS IF WE'RE DECREASING WHAT HAS CHANGED? UM AND I THINK ON PAGE, YOU KNOW, I USED AS AN EXAMPLE ON PAGE NOT USED TO DOUBLE SIDED, PRETTY WONDERFUL. ON PAGE 12, FOR INSTANCE, UM AND PAGE 13. WE HAVE OUR PAVILION RESERVATIONS. AND OUR FALL RECREATION PROGRAM TRACKING AND THESE ARE REALLY JUST EXAMPLES. AND SO THIS IS ALL GOING TO BE PART OF THE SECTION OF PROGRAM AND SERVICE STATISTICS. UM AND I ALSO BRING THESE DOCUMENTS EVERY YEAR TO THE PARKS BOARD TO JUST KIND OF GIVE AN IDEA OF YOU KNOW YOUR YOUR MAIN THREE SEASONS FOR RECREATIONAL PROGRAMMING YOUR FALL YOUR SPRING AND YOUR SUMMER AND SO THAT WAS ONE OF THE FIRST PIECES THAT YOU KNOW YOU WANT TO START TRACKING THE NUMBERS, BUT THEN WE WANT TO START GETTING INTO DIFFERENT THINGS LIKE DEMOGRAPHICS, UM, LEISURE AND TREND ANALYSIS. UM, AND THAT'S BASED ON A NATIONAL LEVEL AS WELL. AND SO BEING ABLE TO DO THIS REALLY OPENED THE EYES OF THINGS THAT WERE SUPPOSED TO BE DOING AND THEN POSSIBLY SOME THINGS THAT WE COULD DO A BETTER JOB OF OR GET MORE IN DEPTH WHEN IT COMES TO CERTAIN STATISTICS. UM ONE THING, FOR INSTANCE, WOULD BE YOU KNOW, AS WE UM GET MORE FACILITIES IN THE TOWN. YOU KNOW WHETHER IT'S A COMMUNITY CENTER SENIOR CENTER ANYTHING YOU KNOW ONE THING YOU WANT TO LOOK AT IS YOU WANT TO START LOOKING AT THE AGE OF SOME OF THESE FACILITIES LIKE, FOR INSTANCE, THE 407 REC CENTER. WE WANT TO LOOK AT THAT. AND GIVE THAT A GRADE. UM AND THAT GOES INTO THE SAME THING. MATT AND HIS CREW WILL DO THE SAME WITH THE PARKS AND THE UM, PLAYGROUND , SO YOU GET A B OR C OR A D. AND THEN THAT CAN GIVE YOU AN IDEA OF WHERE YOU CAN IMPROVE. UM YOU KNOW IF IT'S GETTING A THINGS ARE GOOD. IF YOU HAVE SOMETHING, THAT'S A D. OKAY, THEN YOU START GETTING THE BUDGET AND WHAT KIND OF MONEY CAN BE USED TO UPGRADE THESE SO YOU CAN HAVE AN OVERALL GREATEST APARTMENT, AND THAT WAS JUST AN EXAMPLE OF SOME OF THE THINGS IN THE FUTURE THAT WE'RE GOING TO HAVE TO LOOK AT. UM BUT REALLY, YOU KNOW, GETTING INTO IT RIGHT NOW. IF WE DON'T HAVE A WHOLE LOT OF PROGRAMS IF YOU ARE, YOU KNOW, JOHN, YOU BROUGHT IT UP BEFORE COMPARING TO YOUR BENCHMARK CITIES AND THE TOTAL NUMBER OF DIFFERENT PROGRAMS OFFERED BASED ON POPULATION BASED ON HOW LONG THAT PROGRAM IS ACTUALLY BEEN ESTABLISHED. UM AND SO THIS WILL GIVE US A GOOD IDEA OF WHERE WE ARE NOW AND THEN PART OF CAPRA ACCREDITATION IS THAT WE ARE UPDATING THIS PLAN. UM FOR THIS ONE. I BELIEVE I SAID THAT WE'RE UPDATING EVERY THREE YEARS. DON'T QUOTE ME ON THAT. BUT THAT GIVES US A CHANCE. OKAY IN 2022 23. THEN TO 2026. WE'LL TAKE A LOOK AT EVERYTHING WE HAVE IN HERE. AND OBVIOUSLY MAKE THE CORRECT CHANGES. IF SOME THINGS DON'T CHANGE, WE'LL KEEP IT THE SAME.

UM. BUT THIS WAS REALLY HELPFUL AND LETTING US KIND OF SEE, YOU KNOW. WHAT DIFFERENT AREAS WE CAN IMPROVE ON. YOU KNOW WHETHER IT'S YOUR ACTIVE ADULTS ARE 50 PLUS YOUR YOUTH RECREATION, YOUR ADULT RECREATION AND YOUR SPECIAL EVENTS. JUST A FEW KIND OF EXAMPLES OF AREAS THAT WE WANT TO SHOW WHAT WE HAVE. AND THEN WHEN WE UPDATE THOSE HOW MUCH HAVE WE INCREASED ON SOME OF THESE THINGS? AND SO SORRY, TREVOR. NO, YOU'RE FINE. UH SORRY IF I'M JUMPING THE GUN, BUT ANY BIG HAASE AS YOU MENTIONED SOME SOME GAPS AND SOME THINGS THAT YOU YOU FOUND THAT YOU'D LIKE TO DO DIFFERENTLY. ANY BIG HAS THROUGH THE PROCESS. ANYTHING THAT'S JUMPING TO THE TOP OF THE LIST. YES SO, UM, ONE THING THAT WE REALLY WOULD LIKE TO IMPROVE ON IS, UM, OUR EVALUATION METHODS. SORRY VALUATION METHODS ARE BASICALLY GOING TO YOU'RE GOING TO HAVE YOUR YOUR MISSION. YOUR PLAN, YOUR GOALS AND YOUR OBJECTIVES. AND WHEN I'M GETTING INTO EVALUATION THAT THIS WE'RE LOOKING AT, OKAY. YOU KNOW, AS A DIVISION WE WANT 75% OF HIGHLY SATISFIED SCORES ON PARTICIPANT SURVEYS. UM YOU KNOW, WE WANT TO GET AN AVERAGE OF 85% COST RECOVERY RATE. AND JUST IN IN CASE YOU WANT TO KNOW SO YOU'RE 100% COST RECOVERY RATE MEANS YOU'RE NOT LOSING ANY MONEY. UM AND SO SOME OF THOSE FACTORS YOU CAN REALLY TELL YOU A LOT ABOUT YOUR DEPARTMENT CAN ALSO TELL YOU A LOT ABOUT THE PROGRAMS THAT YOU'RE OFFERING. IF YOU'RE NOT IF YOU'RE CONSISTENTLY NOT RECEIVING 75% OF A HIGHLY SATISFIED SCORE ON THE PROGRAM SATISFACTION SURVEY, THEN YOU DIG A LITTLE BIT DEEPER TO SEE. OKAY. IS THIS AN INSTRUCTOR? ISSUE IS THIS A FACILITY ISSUE IS A PROGRAMMING ISSUE. UM SO THAT'S ONE PART THAT I'VE GOTTEN WITH MY TEAM ABOUT IS THAT WE REALLY WE'VE DONE SURVEYS IN THE PAST. UM GOLD TO MEET, AND SO THAT WAS ONE AREA THAT, UM I KNOW THAT WE LACK ON AND THAT'S ONE AREA NOW THAT WE HAVE THIS IN PLACE. YOU KNOW, WE WANT TO HAVE IT IN PLACE. IT WILL GIVE US A BETTER IDEA ON HOW WE CAN START. UM, GRADING ALL OF THE PROGRAMS. AND THEN ALSO, I'D LIKE TO TIE IT INTO UM, FINANCIAL ASPECT OF OKAY. YOU KNOW, WE'RE MAKING AMOUNT OF MONEY WHERE NET REVENUE OF WHATEVER THAT NUMBER IS. WHAT PER PROGRAMS? ARE WE LOSING MONEY ON? UM IS IT WORTH LOSING MONEY ON THOSE PROGRAMS? BECAUSE IT'S A BETTER SERVICE THAT YOU'RE OFFERING TO THE COMMUNITY. IT REALLY DEPENDS. SO THAT'S ONE AREA THAT WE REALLY WANT TO IMPROVE ON. AND THAT'S WHY I'M HAPPY THAT WE KIND OF HAVE THIS EVALUATION THAT THE SETUP. UM AND THEN, OBVIOUSLY, YOU KNOW, WHEN WE GET TO THREE YEARS FROM NOW TO UPDATE IT. WAS THAT WORKING? WAS THAT GIVING US THE INFORMATION WE WANTED IF IT WASN'T HOW MUCH MORE DEEP WOULD YOU WANT TO GO INTO THAT EVALUATION PROCESS TO SEE? OKAY WE'RE ANSWERING THIS QUESTION. BUT THIS QUESTION IS STILL NOT BE AN ANSWER. SO THAT'S THE ONE THING THAT I'M REALLY, UM, LOOKING INTO, OF HOW WE MEAN THAT AND THEN ALSO, UM CORE RECREATION VALUES. AND THAT GOES BACK TO OKAY. I KNOW WHAT WE'VE BEEN DOING PROGRAMMING STANDPOINT, BUT WHAT ARE THE ACTUAL VALUES THAT WE'RE MEETING ? IS IT FACILITY MANAGEMENT? UM LEADERSHIP, CREATIVITY, PARTNERSHIPS. UM ACCOUNTABILITY AND THESE ARE SOME EXAMPLES THAT WE PUT AS THE CORE RECREATIONAL VALUES FOR THE TOWN. UM. AND THEN BASICALLY, YOU WANT TO LOOK AT OKAY? ARE YOU MEETING THE COMMUNITY NEEDS AND THAT'S WHEN YOU HAVE YOUR NEEDS ASSESSMENT SURVEY OR NOT. SURVEY YOU HAVE YOUR NEEDS ASSESSMENT THAT SHOWS WE HAVE THE TOWN OF PROSPER AND WE HAVE 20 DIFFERENT TYPES OF BUSINESSES THAT OFFER SOME KIND OF RECREATIONAL VALUE. AND THEN YOU JUST GO ACROSS THE BOARD AND WE DO SOMETHING SIMILAR IN THE PARKS MASTER PLAN AS WELL, TAKING A LOOK AT WHAT ALL DOES THE TOWN. OWN IS AS FAR AS A SERVICE BEING OFFERED. IS IT A PLAYGROUND? IS IT UPON? IS IT A WORKOUT AREA? AND THEN IT'S A MATRIX AND YOU JUST KIND OF GO THROUGH AND YOU'LL HAVE AN X ON YES, WE OFFER THESE THINGS. NO WE DON'T. AND SO THAT'S REALLY IMPORTANT AS WELL, BECAUSE YOU'RE LOOKING AT THE COMMUNITY INVENTORY AND YOU'RE SAYING OKAY? YOU KNOW, THE TOWN OF PROSPER OF THE 20 DIFFERENT. THINGS THAT CAN BE OFFERED FOR RECREATION. WE OFFER 15 OR WE OFFER 18 OR WE OFFER SIX AND THEN YOU THAT'S HOW YOU CAN ALSO DECIDE. OKAY WE'RE REALLY STRONG AND, FOR INSTANCE. WE ARE REALLY STRONG IN YOUTH ATHLETIC PROGRAMS. UM AND SO, YOU KNOW, WE RUN ALL KINDS OF PROGRAMS OUT OF THE FIELDS OUT AT THE PARKS OPERATIONS FACILITY, SO WE KNOW WE'RE STRONG IN THAT AREA. ARE WE GOING TO OVERLOAD ON ATHLETIC PROGRAMS OR DO WE NEED TO DIVERSIFY A LITTLE BIT AND TRY AND ADD A LITTLE BIT SOMETHING MORE ON THE EDUCATIONAL? UM AREA THAN YOU KNOW SOME OF THE ATHLETICS, BUT, UM, THAT GAVE US A REALLY GOOD IDEA, TOO, BECAUSE I'LL BE HONEST BEFORE, UM, PUTTING THIS PROGRAM TOGETHER. A LOT OF THAT I DID NOT KNOW. AND THEN WE'RE TALKING O S, UM, YOU KNOW, UH, TRIBUTE SENIOR LIVING AND THOSE ARE ALL GOOD RESOURCES, YOU KNOW, SEEN TRIBUTES IN YOUR LIVING. THAT'S A VERY GOOD RESOURCE FOR THE ACTIVE ADULT. GROUP. IN HEALTH TREND IS NOT NUMBER ONE NOW BECAUSE THINGS HAVE CHANGED . ONE OF THE BIGGEST THINGS THAT CHANGED WAS 2020 WITH THE CORONAVIRUS AND HOW PEOPLE STARTED GETTING THEIR RECREATIONAL NEEDS VIRTUALLY WHICH WAS REALLY UNHEARD OF BEFORE IS YOU KNOW PEOPLE PROBABLY CALL YOU LAZY IF YOU WERE DOING IT AT THAT POINT, BUT THEN I YOU KNOW, IT'S PROBABLY MORE SMARTER THAN THEY FIGURED OUT. THAT YOU CAN DO A LOT OF DIFFERENT THINGS. UM VIRTUALLY, WHICH IS SOMETHING THAT WE WORKED THROUGH WITH SOME OF OUR PROGRAMS. UM BUT, YOU KNOW, NOT . NOT ONLY IS THIS A NEED FOR CAPRA, BUT IT'S REALLY JUST A NEED FOR OUR DIVISION. UM AND THEN, DANIEL, I FOLLOWED UP WITH YOU ABOUT THE DISCREPANCY THERE BETWEEN THE NUMBERS OF THE DEMOGRAPHICS OF THE TOWN. AND SO WE WERE GOING WITH. THERE WAS TWO DIFFERENT SOURCES THAT WE WERE USING THEIR, UM SO WE GOT THAT CORRECTED TO MAKE SURE IT'S ALL. UM IN LINE WITH NOT HAVING TWO DIFFERENT NUMBERS BECAUSE IT DIDN'T MAKE SENSE. UM BUT YEAH, NO, WE'RE REALLY EXCITED TO HAVE THIS INPUT NOW. BECAUSE FOR YEARS WE'VE JUST BEEN KINDA THINKING, WE KNOW. WHAT A PROGRAMMING PLANS TO LOOK LIKE.

I MEAN, IT'S PROGRAMMING PLAN IS GOING TO HAVE A LOT MORE CHANGES TO IT. I HOPE THAT'D BE THE BEST AND HAVING THE SAME THING. UM I KNOW WE WERE SUPPOSED TO MEET LAST MONTH, SO IT'S A COUPLE OF MONTHS. SO THEY HAVE A TIERED PRICING STRUCTURE. UM SO OBVIOUSLY, IF YOU'RE IN THE SCHOOLS LIVE HERE, YOU'RE PAYING A CHEAPER RATE THAN IF YOU'RE A NON RESIDENT.

UM SO THEY SAID THEY WERE WILLING TO INCREASE THEIR FEES. UM TO OFFSET ADDITIONAL COSTS, SO THEY WILL THEY WILL. THEY WILL PONY UP RIGHT NOW. THEY PAID ALMOST $70,000 LAST YEAR AND FIELD USE FEES AND HELP US WITH OUR MAINTENANCE. UM THE $5 INCREASE OVER EXISTING FEES WOULD YIELD ANOTHER $20,000 IN FUNDS. SO AND AGAIN WE TALKED ABOUT USING FALL AS A PILOT PROGRAM. PROBABLY GOING TO ROLL THAT IN THE SPRING AS WELL. SO WHAT ARE OUR CONCERNS AND WHERE ARE WE ON THIS?
