WHEREAS SEXUAL ASSAULT EFFECTS EVERY ADULT TEEN AND CHILD EITHER AS A VICTIM, SURVIVOR OF SEXUAL ASSAULT OR AS A FAMILY MEMBER, SIGNIFICANT OTHER FRIEND, NEIGHBOR COWORKER. AND WHEREAS FEW SURVIVORS OF SEXUAL VIOLENCE SEEK HELP IMMEDIATELY AFTER THEIR VICTIMIZATION DUE TO SHAME OR FEAR, NOT BEING BELIEVED. WHEREAS THE DENTON COUNTY FRIENDS OF THE FAMILY STAFF AND VOLUNTEERS PROVIDE COMPREHENSIVE AND COME PASSIONATE SERVICES TO THOSE IMPACTED BY SEXUAL ASSAULT. INCLUDING A SURVIVOR ADVOCATE TEAM RESPONDING 24, 7 AND LOCAL HOSPITALS AND LAW ENFORCEMENT AGENCIES TO SUPPORT VICTIMS OF SEXUAL ASSAULT. BASED ON THE STUDY, THEY CAME UP WITH A RANGE OF SPEEDS ACTUALLY BETWEEN 52 57 MPH. IN MY EXPERIENCE THAT MEANS TEXTILE WOOD. WOULD WOULD LEAVE THE SPEED LIMIT AT 55 MILES AN HOUR STATING THAT WOULD BE AN APPROPRIATE 85TH PERCENTILE SPEED. BUT WHAT THEY DO SHOW HERE IS THAT THEY'RE RECOMMENDING A BE REDUCED BY FIVE MILES AN HOUR, WHICH THEY DO HAVE THE ABILITY TO, UH, RECOMMENDED REDUCTION AND THAT'S BASED ON SOME CRITERIA THAT'S IN THE STAFF REPORT IN YOUR PACKAGE SPECIFICALLY IN THIS CASE DUE TO THE HIGH NUMBER OF DRIVEWAYS, THERE'S THAT'S THE RECOMMENDATION IS TO REDUCE THE SPEED LIMIT FROM 55. DOWN TO 50 MILES AN HOUR AND THAT'S IN BOTH DIRECTIONS. IN OUR CAPITAL IMPROVEMENT PLAN THIS LAST YEAR WE ADOPTED $800,000 THAT WE WERE GOING TO USE TO KIND OF COME TO THE PARTY LATE AND FUND THE REMAINING UM, REMAINING SCHEMATIC DESIGN AND ENVIRONMENTAL PHASE OF THAT PROJECT. WHAT CHANGED OVER TIME IS A COUPLE OF THINGS. THE DUNE COUNTY BOND ELECTION PASSED AND THAT REALLY OPENED UP THE DOOR FOR DIDN'T COUNTY TO TAKE THE LEAD ON THAT PROJECT. HENCE THEY GOT MONEY SET ASIDE. OUT OF THE BELIEVE IS UNDERSTAFFED FOR $62 MILLION ULTIMATE COST FOR THAT PROJECT. THEY'RE SETTING ASIDE ROUGHLY $32 MILLION OF THAT FUNDING. HALF OF THAT FOR SELENA, HALF OF THAT FOR PROSPER. WHERE THE OTHER HALF OF THAT ULTIMATE 62 MILLION COMING FROM REGIONAL PARTNERSHIP. SO WHAT THAT DID IS THAT TOOK OUR $800,000 THAT WE THOUGHT WERE GOING TO HAVE TO USE FOR DESIGN AND WE COULD REALLOCATE THAT TO SOMETHING ELSE. LOW AND BEHOLD, WE ALL KNOW BASED ON, UM, THE PUBLIC'S CONCERNED WITH THE CONDITION OF PARLIAMENT ROAD. UM SALON AND MOVE FORWARD ALSO WAS MINIMUM ASPHALT IMPROVEMENTS NEEDED TO CONTROL THE DUST OUT THERE AND JUST PUT PARVIN FROM LEGACY WEST AND SOME SORT OF CONDITION BECAUSE THEY CAN CONCRETE IMPROVEMENTS ARE SEVERAL YEARS OUT GOING THROUGH THAT DESIGN THAT ENVIRONMENTAL PROCESS AND COMING UP WITH 60, PLUS MILLION DOLLARS, SO, UM, SALON APPROACHED US. THEY DID THOSE ASPHALT IMPROVEMENTS. IT WAS JUST UNDER $4 MILLION. THEY DID ASK US FOR A LITTLE BIT MORE. BUT WE SAID, YOU KNOW, WE HAVE 800,000. WE COULD. WE COULD LOOK AT PUTTING A HALF A MILLION DOLLARS OF THAT TOWARDS THE ASPHALT IMPROVEMENTS, BUT FOR US ULTIMATELY, WE NEEDED TO LOOK AT ALSO THE SECTION BETWEEN LEGACY IN THE DALLAS NORTH TOLLWAY, WHICH WAS IN COLLIN COUNTY. AND WE'D LIKE TO START THE DESIGN OF THAT PIECE AS WELL. SO THAT AGREEMENT IS WHAT'S BEFORE YOU TONIGHT IS BETWEEN DISCUSSIONS WITH SALON ABOUT REALLOCATING ARE 800,000 THAT WAS MEANT TO MOVE FORWARD.
