[Presentations.]

WHAT ELSE? NOW AT THIS TIME, WE'RE GOING TO RECEIVE AN UPDATE FROM THE ENGINEERING SERVICES DEPARTMENT HUMAN WEB. GOOD EVENING, MARY COUNCIL. FORGET STARTED ON APOLOGIZE MONTH. A LITTLE BIT MORE NERVOUS THAN USUAL. UH AFTER DOING THIS JOB FOR ALMOST 27 YEARS. MY BETTER HALF AND MY BIGGEST FAN IS ACTUALLY IN THE AUDIENCE FOR THE FIRST TIME SHE'S EVER PRESENTATIONS. SO UH, I GOTTA KNOCK IT OUT OF THE PARK TONIGHT, RIGHT? SO, UH, REALLY MY UPDATE TONIGHT. IT'S GOING TO BE A LITTLE BIT DIFFERENT. IT'S REALLY NOT AN UPDATE OF WHAT WE'RE CURRENTLY DOING IN THE DEPARTMENT. I REALLY WANT TO CHANGE IT AND TO SHOW YOU KIND OF WHO WE ARE, AND, UH, YOU KNOW WHAT WE DO IN THE DEPARTMENT IS OPEN IS A WHOLE. BUT I'D LIKE TO START THIS OFF AND THINK ABOUT, YOU KNOW, ENGINEERING TO ME, UH, THIS SLIDE REALLY TELLS IT ALL.

SOMEBODY RECOGNIZES IT. DO YOU KNOW WHAT THIS GAME IS? MHM CITY ? YES UH, I PLAYED THIS. THIS GAME IS A KID FOR THOSE THAT YOU THAT HAVE PLAYED THE GAME BEFORE. IT'S JUST IT'S EXACTLY WHAT WE'RE DOING FOR REAL LIFE HERE, YOU KNOW, IN PROSPER, YOU START OFF YOU. YOU BUILD AN UNDERGROUND UTILITIES AND YOU HAVE TO BUILD SOME ROADS AND THEN YOU KNOW BUILDING START POPPING UP AND BUSINESSES AND THE NEXT THING YOU KNOW, THERE'S A BUNCH OF CARS AND TRAFFIC BUILDS UP AND THEN YOU'VE GOT TO START WAITING FOR FUNDING TO COME IN SO YOU CAN BUILD MORE ROADS AND BUILD MORE UTILITIES. SO PLAYED THIS A LOT AS A KID. I THINK THIS IS REALLY KIND OF PAID MY DIRECTION IN LIFE. BUT AS YOU KNOW, LUCKILY WHEN YOU PLACE UH, SIM CITY, THERE'S NO PLAN. I MEAN, YOU'RE JUST REACTING TO EVERYTHING, BUT LUCKILY FOR US, WE'VE GOT MASTER PLANS. WE'VE GOT OUR WATER WASTEWATER PLAN PLAN EVERYTHING ELSE SO, AT LEAST FOR US, BUT WE DO HAVE A PLAN THAT SHOWS US DIRECTION. WE NEED TO GO. FOR OUR ENGINEERING SERVICES, SO THAT RELIGIOUS BALLS DOWN TO YOU KNOW WHAT'S OUR MISSION? AND THAT'S TO PROVIDE SAFE AND EFFICIENT PUBLIC INFRASTRUCTURE FOR THE RESIDENTS OF PROSPER. THE APPLICATION OF BEST PRACTICES, THE DESIGN AND CONSTRUCTION ROADWAYS. TRAFFIC CONTROL STREET LIGHTING.

DRAINAGE, WATER AND WASTEWATER FACILITIES. WE HAVE FIVE DIVISIONS WERE BROKEN OUT AND WE HAVE OUR DEVELOPMENT. CONSTRUCTION INSPECTIONS RIGHT AWAY. STORM WATER. CAPITAL PROJECTS AND TRAFFIC. UH HERE'S OUR ORCHID CHART WITH THE FACES OF OUR DEPARTMENT. WHEN I STARTED BACK HERE IN 2006. AN ENGINEERING DEPARTMENT OF ONE SINCE THEN, WE HAVE GROWN TO 22 FULL TIME EMPLOYEES. WE'VE GOT ONE PART TIME EMPLOYEE. AND WE UTILIZE TO THIRD PARTY CONSULTANTS TO ASSIST WITH SOME ADDITIONAL DUTIES. AND APART DEVELOPMENT TEAM THAT CONSISTS OF DAN HARSHMAN, OR ASSISTANT DIRECTOR OVER THAT GROUP. WE HAVE EVELYN MENDEZ AND MY PETRA WHO'S OUR SIBLINGS, DEAR. WE'RE STILL LOOKING FOR VACANT SENIOR ENGINEER POSITION. THEIR CORE FUNCTION IS TO COORDINATE AND REVIEW ALL THE PRIVATE PROBABLY FUNDED PUBLIC INFRASTRUCTURE PROJECTS. YOU KNOW THEY ASSIST IN THE PRE PRE APPLICATION MEETINGS. BEFORE DEVELOPMENT COMES IN TO MAKE FORMAL APPLICATION. REVIEW ALL THE MEDALS THAT COME IN FOR THE DEVELOPMENT SITE PLANS AND ZONING THE PLANTS, YOU NAME IT. AH, THEY ALSO WORK THROUGH REALLY. THE PROJECT ALL THE WAY FROM INCEPTION TO THE FINAL ACCEPTANCE. THE REASON I HAVE A STAR NEXT TO EVELYN IS SOME OF YOU MAY RECOGNIZE HER. IT'S NOT BECAUSE SHE IS A ROCK STAR, BUT THAT IS A POSITION THAT Y'ALL ALLOWED US TO ADD TO THE DEPARTMENT THIS LAST YEAR. SHE

[00:10:05]

WAS A PLANNING TAG. SHE LEFT HER A LITTLE BIT AND WE WERE FORTUNATE WHEN HIS POSITION CAME OPEN. SHE APPLIED. SHE WAS ACTUALLY AN ENGINEERING TECH DOWN IN FRISCO. FOR SEVERAL YEARS BEFORE SHE CAME HERE AS A PLANNING TEXT, SO WE WERE GLAD TO HAVE HER COME ON BOARD. ON THE RESIDENTIAL PIECE, JUST JUST A LITTLE QUICK OVERVIEW OF WHAT'S GOING ON ON THE DEVELOPMENT SIDE. UH DEVELOPMENTS OUT THERE ON THE RESIDENTIAL PIECE. YOU CAN SEE WE'VE GOT SEVEN. CURRENTLY ACTIVE DEVELOPMENTS UNDERWAY IN DIFFERENT STAGES. BUT WHAT'S REALLY KIND OF FRIGHTENING, ENTAILING THESE ARE RENOWNED RESIDENTIAL. YOU CAN SEE HERE.

IT'S JUST AMAZING HOW MUCH WE'VE GOT GOING ON ALL OVER TOWN. ON OUR CONSTRUCTION INSPECTIONS RIGHT AWAY GROUP. THEY'RE REALLY YOU KNOW. THEY REALLY KIND OF SUPPORT THAT DEVELOPMENT SIDE OF THAT. PRIVATELY THOSE PRIVATE FUNDED INFRASTRUCTURE. SO THEY'RE IN CHARGE OF INSPECTING ALL THAT, AND THEY ALSO PROVIDE THAT PERMIT MANAGEMENT OVERSIGHT FOR ANY OTHER PRIVATE FRANCHISE UTILITY INSTALLATIONS IN THE TOWNS RIGHT AWAY. THAT GROUP IS OVERSEEING BY YOU SEE, DAVID STOVER ARE RIGHT AWAY CONSTRUCTION INSPECTION MANAGER. HE'S GOT HIS CONSTRUCTION SPECTERS JOSH AND GARDNER. LANCE LITTLE. JACOB KINSEY. ON THE RIGHT AWAY TEAM. HE'S GOT TERRY HICKS. AND ADAM OLSEN. AND THEN THEY'RE SUPPORTED AGAIN BY DAY, HODGMAN AND MARISSA BULLETS. IN THOSE TWO STARS THERE. THOSE ARE TWO ADDITIONAL POSITIONS. THAT YOU APPROVED THIS LAST YEAR'S BUDGET THAT WE FILLED AND WHEN I'VE GONE OUT AND TALKED TO A LOT OF MY COHORTS AND OTHER MUNICIPALITIES, I ASKED HIM, YOU KNOW WHAT'S THE ONE THING? THAT YOU WISH YOU WOULD HAVE DONE BETTER. AND YOU KNOW ANOTHER GROWING CITIES. ENABLE THE UNITED STATES SAID, PUT MORE PEOPLE OUT THERE IN THE FIELD. THEY WISH THEY WOULD HAVE MADE SURE THE STUFF THAT GOT PUT IN UNDERGROUND GOT PUT IN CORRECT. THE OTHER THING IN THE STREETS OF THE THINGS THAT THEY DID. WAS IT DONE CORRECTLY TO MAKE SURE IT LASTED FOR A LONG TIME? AND THAT WAS EVIDENT AS WELL. WHEN WE DID AN INTERNAL CP I PROJECT FOR CONTINUOUS PROJECT PROCESS IMPROVEMENT. BUT THAT CAME OUT SHOWING THAT WE HAD A NEED FOR THE ADDITIONAL INSPECTOR. ADDITIONAL ADDITIONAL RIGHT AWAY, INSPECTOR THOSE TWO POSITIONS AND I APPRECIATE COUNSEL SUPPORT. FOR APPROVING THOSE POSITIONS AND BLOWS TO FILL THOSE. AND HERE'S JUST WHAT YOU SEE SOME OF THE THINGS THAT THEY DO OUT THERE IN THE FIELD. AND THE RIGHT AWAY PERMIT SLIDE THAT YOU SEE JUST SHOWS THE LAST THREE YEARS AND DRAMATIC INCREASE. NOT OF RIGHT AWAY PERMITS. STORMWATER DIVISION. WE HAVE A JAMES. HOW'S YOURS? OUR STORM WATER UTILITY ADMINISTRATOR AND HE'S IN CHARGE OF IMPLEMENTING AND MANAGING THE PROGRAMS TO IMPROVE OUR WATER QUALITY. IN ACCORDANCE WITH THE REGULATORY REQUIREMENTS. YOU CAN SEE HERE. IT'S JUST HE'S IN CHARGE OF THOSE REGULATORY REQUIREMENTS FOR OUR ACTUAL TOWNS. STORMWATER MANAGEMENT PLAN. THOSE ARE LISTED HERE AS FAR AS THE PUBLIC EDUCATION AND OUTREACH. PUBLIC INVOLVEMENT, PARTICIPATION. THE DETECTION AND ELIMINATION OF ILLICIT DISCHARGES. CONTROLLING STORMWATER RUNOFF RUNOFF FOR CONSTRUCTION SITES. ENSURING STORMWATER MANAGEMENT AND AREAS OF NEW DEVELOPMENT REDEVELOPMENT. AND THEN ALSO ENSURING THAT THE TOWN ITSELF PROVIDES POLLUTION PREVENTION AND GOOD HOUSEKEEPING MEASURES. ONE OF THEM THAT WE ADDED THE COUNCIL HAD LAST YEAR WAS CONSULTING DOLLARS FOR US TO BE THE THIRD PARTY STORMWATER INSPECTIONS PROGRAM. THIS ALLOWED JAMES TO USE THAT THIRD PARTY CONSULTANT TO HELP WITH OUR HOME BUILDING PROGRAM. I'M SURE MANY OF YOU DON'T LIKE DRIVING AROUND. NEW NEIGHBORHOODS ARE UNDER CONSTRUCTION AND SEEING THINGS LIKE YOU SEE IN THE PICTURE ON THE WEB. YOU CAN SEE IT. JUST THE CHAOS THERE, THE DIRT AND EVERYTHING GOING INTO THE STORM SEWER SYSTEM THAT IS ESSENTIALLY MAKING ITS WAY TO CREEKS. DIRECT IMPACT OF THAT IS THE PICTURES YOU SEE ON THE RIGHT THEY WERE ABLE TO GET OUT THERE AND GET A LOT OF COMPLIANCE. AND FOR SUCCESSFUL THAT PROGRAM. COUNCIL ALSO APPROVED ADDITIONAL DOLLARS THIS YEAR TO CONTINUE THAT PROGRAM. SO FOR THE LAST THREE DIVISIONS OF THE DEPARTMENT, YOU NEED ANY MORE DETAILS ON THAT. YOU CAN FIND THAT INFORMATION IN OUR MONTHLY REPORTS. FOR MANY OF YOU ARE FAMILIAR WITH THOSE. CAPITAL PROJECTS DIVISION. THIS TEAM IS HEADED BY PETER NEHA. AND WE HAVE OUR ANGELA COUNCIL OR CPP FACILITATOR. LINDY HIGGINBOTHAM, OUR SENIOR ENGINEER, AS WELL AS JOSHUA COTTON, NEVER SENIOR ENGINEER.

NEVER GRADUATE ENGINEER ALEXIS WALKER. AND THEN WE HAVE OUR LITTLE CONSTRUCTION INSPECTOR SUPERINTENDENT TEAM WITH ADAM GERSTER. VICTOR AVILA. DANTE HALL AND NATHAN JOHNSON. AND THERE, YOU KNOW THAT THIS TEAM PROVIDES FOR MANAGEMENT PROJECT MANAGEMENT SERVICES FOR ALL THE PLANNING DESIGN. AND CONSTRUCTION OF ALL THE TOWN FUNDED HELP WITH INFRASTRUCTURE

[00:15:01]

PROJECTS. AS WELL AS COORDINATION WITH TEXT OUT AND OTHER AGENCIES REGARDING THE FACILITIES IN THE PROJECTS THAT THEY'RE COMPLETING IN AROUND.. E OF THE LARGER PROJECTS THAT THEY'RE IN CHARGE OF WITH THE ROADS OF THE LARGE WATER INFRASTRUCTURE. ELEVATED STORAGE TANKS. AN ACTUAL BOTTOM RIGHT HAND PICTURE YOU'LL SEE THAT IS THE LOWER PRESSURE PLANE THUMP STATION THAT IS CURRENTLY UNDER CONSTRUCTION. SO THE LARGE CANS THAT WELL, HOW'S THE PUMPS? THE WATER ALL THE WAY FROM THE EAST SIDE OF TOWN TO THE WEST SIDE OF TOWN. AND AS MENTIONED, NOT ONLY DOES THEY HAVE IMPROVEMENTS TEAM HAVE A LOT OF TOWN PROJECTS, BUT THEY COORDINATE WITH OTHER AGENCIES. I THINK YOU'VE ALL AWARE OF SEEING THIS SLIDE, PROBABLY MANY TIMES, BUT THIS DOES TELL A REALLY GOOD STORY ABOUT THE GREAT PARTNERSHIPS THAT WE HAVE WITH TEXT DOT THE NORTH TEXAS TOLLWAY AUTHORITY, COLLIN COUNTY, SELENA. HE HAD A BILLION DOLLARS IN REGIONAL INFRASTRUCTURE DATES BACK NOW, PROBABLY 10 YEARS IN THE PAST. AND IT LOOKS FORWARD, PROBABLY FIVE PLUS YEARS. AND SO THAT'S PRETTY AMAZING STORY THAT, UH WE HAVE THAT TYPE OF INFRASTRUCTURE AROUND US WITH THOSE PARTNERSHIPS. BUT WE DO HAVE TO DO A LOT OF COORDINATION WITH THAT GROUP TO MAKE SURE THAT THEY THINGS ARE MESHING WELL WITH WHAT WE HAVE GOING ON. RCMP DASHBOARD THROUGH SMARTSHEET AGAIN TELLS THE STORY OF ALL THOSE PROJECTS FOR ANYBODY THAT'S INTERESTED. THE LAST DIVISION IS THE TRAFFIC DIVISION. NET FUNCTION IS TO PROVIDE SAFE. AN OFFICIAL MOVEMENT OF PEDESTRIANS, VEHICLES, PEOPLES AND OTHER ROAD USERS. THROUGH THE IMPLEMENTATION OF TRAFFIC CONTROL DEVICES SUCH AS SCIENCE.

MAYBE MARKINGS, TRAFFIC SIGNALS AND OTHER TRAFFIC CONTROL DEVICES. I'M CURRENTLY SERVING AT THE POINT OF CONTACT FOR THE TRAFFIC CONCERNS TRACK CONCERNS. AND IF I'M UNABLE TO ANSWER THOSE ARE ASSIST WITH THOSE WE DO HAVE A THIRD PARTY CONSULTANT . THE ENGINEERING THAT ASSIST US WITH OUR ON CALL SERVICES FOR THAT. AND THAT'S MAINLY FOR YOU KNOW, IF WE'VE GOT ANY STUDIES, WE HAVE TO DO THINGS LIKE THAT. THAT'S SEPARATE FROM WHAT YOU HAVE IN THE PUBLIC WORKS DEPARTMENT WHERE WE HAVE STAFF OUT THERE THAT WILL TAKE CARE OF, YOU KNOW, INSTALLATION OF SIGNAGE OR ANYTHING WE HAVE TO DO WITH SOMETHING HAPPENS WITH THE TRAFFIC SIGNAL. IT IS SOMETHING OPERATIONS THINGS OUT IN THE FIELD. SO DIDN'T HAVE TIME TONIGHT REALLY GO THROUGH.

FULL LIST OF EVERYTHING THAT WE'RE FOCUSING ON THE DEPARTMENT. SO I THOUGHT, WELL, WHAT'S THE WHAT'S REALLY THE BIG THINGS IN EACH ONE OF THE DIVISIONS? SO ON DEVELOPMENT SIDE, I PUT CONTINUE RAISING THE BAR ON THE LEVEL OF CUSTOMER SERVICE AND DEVELOPMENT REVIEW.

WE KNOW THAT'S THE FOCUS OF THE COUNCIL. THAT'S THE FOCUS OF OUR STAFF AS WELL AS THEY CONTINUE RAISING BECAUSE AS YOU'RE WELL AWARE WE'VE IMPLEMENTED, YOU KNOW, TWO PHASES OF THE MATRIX STUDY. AND WE'VE GOTTEN GREAT SUPPORT THROUGH IRAN, AS WELL AS THE COUNCIL WITH SOME OF THE THINGS THAT GO ALONG WITH RAISING THE BAR, SO BUT WE KNOW WE'VE GOT TO CONTINUE TO IMPROVE ON THAT THAT'S GOING TO BE EVER EVOLVING. CONSTRUCTION INSPECTIONS RIGHT AWAY IMPLEMENTATION OF TECHNOLOGY. ONE OF THE BUDGET ITEMS WE HAD WORKED WITH G I S WAS TO GET THE TECHNOLOGY FOR OUR INSPECTORS WHEN THEY GO OUT THERE AND FINAL PROJECT IS TO USE THE GIS TECHNOLOGY TO DO SOME WORK. TO PUT THINGS INTO THE SYSTEM GO OUT THERE AND ACTUALLY PHYSICALLY MARKED THINGS WITH TECHNOLOGY. INTER GOVERNOR WELL WITH THE IMPLEMENTATION STARTING AT THIS WEEK. OUR CONSTRUCTION INSPECTORS WILL BE USING TECHNOLOGY AND THE FIELD TO DO THEIR DO THEIR REVIEWS. DO THEIR INSPECTIONS LOGGED THE TESTING AND ALL THAT SOMETHING THAT WE HAVEN'T DONE? IT'S BEEN MORE OF A MANUAL PROCESS, SO WE'RE TAKING IT UP A LEVEL STORM WATER , THE EDUCATION ENFORCEMENT STORMWATER MANAGEMENT PROGRAM AS WE'RE GROWING WE NEED TO MAKE SURE THAT THOSE ESTABLISHED NEIGHBORHOODS WHERE I ONLY JUST DOING THE EDUCATION PIECE, BUT TRYING TO WORK ON ENFORCING THINGS THAT NEED TO BE TAKEN CARE OF. CAPITAL PROJECTS.

INFRASTRUCTURE INFRASTRUCTURE INFRASTRUCTURE. CAN'T SAY MUCH MORE ABOUT THAT. AND THEN ON TRAFFIC. UH JUST RESPONDING TO THE GROWTH AND I PUT IN AND AROUND AND THROUGH PROSPER. AS WE KNOW WE'RE NOT THE ONLY TOWN GROWING AND WE'RE EXPERIENCING THAT IN AND THROUGH. WHAT WE LIVED THROUGH EVERY DAY, SO WE JUST NEED TO BE ABLE TO RESPOND TO. PROGRESS BEING MADE. I KIND OF THINK OF MY GO BACK TO THE SIM CITY. WHAT HAVE WE DONE FOR THE LAST 16 YEARS? HERE'S SOME HIGHLIGHTS. CURRENTLY WE HAVE GOT THREE MILES OF NEW ROADS UNDERWAY OR UNDER DESIGN. BUT OVER THESE PAST MANY YEARS WE WERE CONSTRUCTED APPROXIMATELY 250 MILES. NEW CONCRETE ROADWAYS. WE'VE GOT FIVE PROJECTS UNDER CONSTRUCTION. THAT ARE SEVEN MILES AND ALMOST $18 MILLION. WE'VE GOT 8 225 MILES, APPROXIMATELY NEW WATER MAINS THAT HAVE BEEN INSTALLED.

THREE MILES OF THAT LOW PRESSURE, PLAIN WATER LINE. IT'S GOING TO GET OUT OF BED NEXT

[00:20:01]

YEAR FOR 12 MILLION THAT IT'S RE ELEVATED STORAGE TANKS AND PUMP STATION AND TO GROUND STORAGE TANKS. GOT A 16.3 MILLION. LOWER PRESSURE PLANE PUMP STATION SHOWED IT EARLY ENOUGH PICTURE UNDER CONSTRUCTION. ANOTHER. 185 NILES OF NEW WASTEWATER LINE CONSTRUCTED IN A IMPLEMENTATION OF OUR DRAINAGE SYSTEM UTILITY FEED. FUN THAT HAS PROVIDED US WITH $6 MILLION IMPROVEMENTS.

NINE TOWN TRAFFIC SIGNALS 11 TEXT DOT SIGNALS AND NONE MORE THAN FRISCO MAINTAINS ON 3 80.

AND I BELIEVE THE MAYOR SAID THAT YOU WATCHED THE FIRST TRAFFIC SIGNAL COME INTO TOWN MANY YEARS AGO AS WELL. AND LASTLY, I WANT TO CLOSE IT WITH THE THANK YOU. REALLY FIRST. I WANT TO THANK THE MAYOR AND THE COUNCIL. AND I'LL START WITH THE MAYOR. WHEN I STARTED IN 2006.

MAYOR BRISTOL WAS ON THE COUNCIL. AND FEW MONTHS AFTER I STARTED THE TOWN COUNCIL IN THE TOWN OF MINISTRY AT THAT TIME, HAD A LITTLE BIT OF A CONTROVERSY, SO THINGS GOT A LITTLE HARRY AND. COUNCIL MEMBER BRISTOL. AT THAT TIME, I WALKED INTO MY OFFICE AND SO JUST HOLD ON, YOU KNOW, TAKE IT EASY. JUST HANG IN THERE. AND SO I JUST WANT TO TELL YOU THANK YOU FOR THAT. I WANT YOU TO KNOW HOW MUCH THAT MEANT TO ME. BACK THEN, AND WITHOUT THAT I WOULD NOT HAVE AT ALL THESE OPPORTUNITIES ALL THESE YEARS TO BE HERE AND I THANK YOU FOR THAT. AS FAR AS THE COUNCIL REALLY PAST PRESENT. I WANT TO ASK A QUESTION. CLOSE WITH THE QUESTION. BEFORE THE PRESENTATION TONIGHT. HOW MANY OF Y'ALL WERE AWARE OF, I GUESS, REALLY THE DIVISIONS OF THE DEPARTMENT OR THE NUMBER OF STAFF. IS ANY OF THIS NEW OR IS THIS WE DO THIS? YEAH, I KNOW. IT'S VALUABLE. BECAUSE I THINK WHAT I WHEN I LOOK AT THAT I GO.

YOU KNOW, THAT'S IT'S AMAZING TEAM, I THINK OF THE OTHER PRESENTATIONS FROM THE OTHER DEPARTMENTS. I LOOK BACK AT YOU KNOW, THERE'S THOSE AWARDS THAT THE OTHER DEPARTMENTS WIN, AND I'M LIKE, MAN, YOU KNOW. JUST WHAT KIND OF ENGINEERING AWARDS CAN I GO OUT THERE AND WIN? AND THEY'RE THEY'RE NOT OUT THERE, YOU KNOW, AND BUT OUR GOAL IS TO YOU KNOW TO HAVE SHARED THIS WITH WITH MY SUPERVISOR OVER THE YEARS. I WANT US TO BE THE EXAMPLE. AND I KNOW THAT'S ALL THE DEPARTMENTS HERE. ONE OF THE EXAMPLES WE WANT. WE WANT TO DO THE BEST WE CAN. EXAMPLE THAT MAY NOT BE THOSE AWARDS, BUT WE HAVE DO THE SUPPORT OF THE COUNCIL. LIKE I SAID THREE POSITIONS THIS LAST YEAR. AND YOU'LL LET US HAVE THAT TEAM THAT WE NEED. TO BUILD YOU KNOW, REALLY BUILD PROSPER. PLAY THE GAME EVERY DAY. FOR THAT. I SAY THANK YOU. THANK YOU TO YOU.

THAT'S YOU. SO IF I COULD FOLLOW UP WITH JUST A COUPLE OF COMMENTS, I WAS GOING TO MAKE THEM VERY MUCH THE SAME COMMENT AS WHAT YOU JUST SAID ABOUT OUR RELATIONSHIP OVER VERY MANY YEARS. I WANT TO SAY THANK YOU TO YOU FOR YOUR DEDICATION TO THE TOWN OF PROSPER, INCLUDING STEPPING IN AS THE INTERIM EXECUTIVE DIRECTOR. THANK YOU THE HALF OF THE COUNCIL FOR DOING THAT FOR AN EXTENDED PERIOD OF TIME. JUST HANG ON. WELL, WE'RE GONNA WE'RE GONNA GET IT THERE SO BUT THANK YOU VERY MUCH. YOU'VE DONE A GREAT JOB. YOU HAVE A GREAT TEAM. I ALSO PLAYED SIMCITY FOR WHEN I WAS YOUNGER, SO I LIKE I LIKE THAT A LOT SO, BUT YOU'VE GOT A LOT OF WORK AHEAD OF YOU. YOU'VE GOT A LOT OF WORK THAT'S IN PROGRESS AND THANK YOU FOR YOUR FOR YOUR BRIEFING. THANK YOU. I'M SORRY. AND AS AN ENGINEER, I WAS VERY PROUD OF YOU BEFOREHAND , I TOLD HUMA SAID HE'S GOT 20 TO 25 MINUTES OF, UH, OF, UH, TALK. I SAID, LOOK, YOU GOT 15 MINUTES. HE WAS EXACTLY 15 MINUTES. WELL DONE. WELL DONE. THANK YOU, MR MAYOR. YES, SIR.

IF YOU DON'T MIND IF YOU DON'T MIND. STAY THERE FOR A SECOND. UM YOU KNOW, I'VE HAD THE OPPORTUNITY AND THE HONOR TO COME WORK WITH Y'ALL AS THE INTERIM. AND THE ENTIRE TIME I'VE BEEN HERE HE'S BEEN THE INTERIM YES, AND RUNNING THAT THAT AREA. AND I GOTTA TELL YOU HE'S BEEN HELPFUL. POLITE EVEN WHEN IN THE HEAT OF THINGS. HE HAS BEEN PROFESSIONAL. AND HE HAS BEEN A HUGE TREMENDOUS HELP TO ME TO EDUCATE ME. GET ME UP TO SPEED SUPPORTIVE. YEAH AND I JUST WANTED TO PUBLICLY SAY HOW MUCH I APPRECIATE YOU AND WHAT YOU'VE DONE FOR THIS TOWN. AND WHAT YOU'VE DONE FOR ME OVER THE LAST SEVERAL MONTHS, I TRULY TRULY DO APPRECIATE IT. UM BECAUSE, FRANKLY, JUST TO LET Y'ALL MOVE TONIGHT, STANDING HERE IN THIS COUNCIL MEETING UM , IT'LL BE THE LAST NIGHT HE HAS TO STAND BEFORE YOU CARRYING THAT INTERIM TITLE ANYMORE. WE HAD AN OPPORTUNITY TO MEET WITH, UH, YOU KNOW, THE AND THE NEXT EXECUTIVE DIRECTOR WILL BE COMING IN AND WE HAD TO GET A CHANCE TO GO TO LUNCH AND HAVE SOME TIME SPENDING TIME WITH STAFF. BUT WE COULDN'T HAVE MADE IT WITHOUT YOU STANDING IN THE GAP. AND I WANT TO PUBLICLY SAY

[00:25:06]

THANK YOU FOR EVERYTHING THAT YOU'VE DONE FOR ME AND FOR THE TOWN. APPRECIATE YOU. THANK YOU VERY MUCH. BETTER GET HOME AND LET MY WIFE PLAY MY HEAD. THANK YOU. THANK YOU. THANK YOU VERY

[CONSENT AGENDA]

MUCH. THANK YOU. ALL RIGHT. ALRIGHT WITH THAT OUR NEXT AGENDA ITEM IS THE CONSENT AGENDA. ITEMS PLACED ON THE CONSENT AGENDA CONSIDERED ROUTINE IN NATURE AND NON CONTROVERSIAL THE CONSENT AGENDA CAN BE ACTED UPON IN ONE MOTION. ITEMS MAY BE REMOVED FROM THE CONSENT AGENDA BY THE REQUEST OF COUNCIL MEMBERS ARE STAFFED. DO I HAVE ANYONE TO LIKE TO MAKE A MOTION TO PULL AN ITEM FROM THE CONSENT AGENDA? I'D LIKE TO PULL OUT OF NUMBER EIGHT. THANK YOU.

16 AND 17. ANYONE ELSE? OKAY THEN I'LL ACCEPT THE MOTION TO APPROVE THE CONSENT AGENDA.

ITEMS TWO THROUGH 20, WITH THE EXCEPTIONS OF 8, 16 AND 17, THAT MOTION MOTION BY THE SECOND FROM CHARLES COTTON ALL IN FAVOR. PASTOR UNANIMOUSLY SIX OH, ALRIGHT WITH THAT, THEN ITEM

[8. Consider and act upon approving Change Order Number 01 for CSP 2022-48-B to Mario Sinacola & Sons Excavating, Inc., related to construction services for the First Street (Coit-Custer) 4 Lane project (CIP No. 2014-ST); and authorizing the Interim Town Manager to execute Change Order Number 01 for same.]

NUMBER EIGHT COUNCILMAN COTTON. UH WELL, THE ITEM IS RELATED TO THE $250,000. CHANGE ORDER FOR MARY PERSON, NICOLA TO ACCELERATE. THE. CONSTRUCTION OF THE INTERSECTION, THE INTERSECTIONS, EXPANDING OUT THOSE INTERSECTIONS AT BOTH CASTOR AND COURT. FOR FIRST STREET IS MY UNDERSTANDING OF THE WAY THIS WORKS. UH AND AH! MAY HAVE HAD A MISTAKE SOMEWHERE, BUT I UNDERSTOOD THAT THAT 250,000 SO WHAT IT'S DOING IS ACCELERATES IT FOR A PERIOD OF MAYBE I GUESS TO GET IT DONE IN TIME FOR SCHOOL TO OPEN. IN LIEU OF TOWARDS THE END OF SCHOOL. WHEN I THINK THE PROJECT'S SUPPOSED TO BE COMPLETED, SO ACCELERATES IT FOR 6 TO 9 MONTHS. IS THAT THE WAY THAT WORKS GLAD YOU'RE BACK UP HERE? WE DIDN'T. WE DIDN'T DISTRACT YOU OVER THERE. YES SIR. YEAH, AS WE'RE AS YOU'RE AWARE, THE CYNICAL WAS ABLE TO COMMIT TO THE TWO LANES. AND SO THE CONCERN WAS ONE SCHOOL OPENS. WE'LL JUST HAVE THE TWO LANES. AND KNOWING THAT OUR PINCH POINTS ARE GOING TO BE AT THE INTERSECTIONS THAT WAS THE MAIN CONSERVATIVE. LET'S COME BACK TO COUNCIL WITH HERE'S AN OPTION. THE THAT ENGINEERING WE THINK IS. IS WORTH WORTH IT JUST BECAUSE THOSE ARE GOING TO BE THE PINCH POINTS AND IT COULD BE SEVERAL MONTHS. AFTER SCHOOL OPENS BEFORE THAT WOULD WOULD WOULD BE IN PLACE. OKAY SO LET'S SAY IT WILL ACCELERATE THE OPENING OF THOSE INTERSECTIONS. BYE. SIX MONTHS. IT COULD BE 69 MINUTES. YES, 6 TO 9 MONTHS. UH AND MY UNDERSTANDING WHEN THIS HAS BEEN DISCUSSED BROUGHT UP BEFORE WAS THAT THE SCHOOL DISTRICT? WAS PAYING FOR THE $250,000 FOR THAT.

MISUNDERSTANDING. SCHOOL IS NOT PAYING ANYTHING TOWARDS THIS PARTICULAR PROJECT AT ALL IS MY UNDERSTANDING. SO UH, SOMEWHAT INDIRECTLY. SO WHEN WE CAME TO CANCEL WITH THE BID AWARD WE HAD THE BUDGET OF 1.149. MILLION. FOR THE THEIR PARTICIPATION FOR THE TWO LANES IN FRONT OF THE SCHOOL, AS WELL AS THE TURN LANE IMPROVEMENTS TO SERVE THE SCHOOL. SO WHEN THERE WAS A BUDGET ESTIMATE. AND SO AFTER THE PROJECT WAS BID, AND AFTER REWARDED IT, WE WENT BACK THROUGH AND FOUND WHAT THE ACTUAL COSTS WERE FROM MARIO SENTE COLA ASSOCIATED WITH THOSE IMPROVEMENTS AT THE SCHOOLS, BUT YEAH, AND IT'S ROUGHLY 1.7. SO MANY, SO WE ACTUALLY WILL BE GETTING MORE MONEY FROM THE SCHOOL AGAIN FOR THE PAYMENT, PAYING THEIR MONEY FOR THE WHAT'S UNDER CONTRACT NOW, AND WE'RE ALSO PAYING MORE MONEY IS MY UNDERSTANDING. WE'RE PAINTING A MILLION MORE THAN WE HAD PLANNED AS WELL. RIGHT YEAH, THEREABOUTS AND SO. THE DECISION WE HAVE TODAY. IS DO WE WANT TO SPEND $250,000 OF POUND MONEY THAT COULD BE SPENT ON OTHER PROJECTS IN TOWN, RIGHT? THIS IS 250 OUT OF OUR POCKET GRANTED. WITH YOU. THE CONTENTION IS WE'VE GOT A LITTLE BIT OF A WINDFALL FROM THE SCHOOL DISTRICT. BUT I'D CONTEND WE GOT LESS THAN A WINDFALL BECAUSE WE SPENT MORE THAN THEY GAVE US IN EXCESS. AND OUR DECISION TONIGHT IS DO WE WANT TO SPEND 250? ON THIS VERSUS HAVING IT SET ASIDE FOR ANOTHER CAPITAL PROJECT, AND THIS PROJECT IS TO ME A VERY SHORT TERM. IMPROVEMENT. TRAFFIC BECAUSE THE TRADE IT'S THIS PROJECT'S GONNA GET DONE ONE WAY OR ANOTHER. IT'S JUST GONNA GET DONE SIX OR NINE MONTHS LATER.

UH, AND SO TO ME TO SPEND $250,000 TO IMPROVE THOSE INTERSECTIONS ONLY FOR THAT 6 TO

[00:30:02]

9 MONTHS. VERY TEMPORARY SOLUTION IS. I POOR USE OF THOSE FUNDS. I'D MUCH RATHER AND WE'RE TALKING ABOUT SPENDING MONEY, TOO. TO IMPROVE THE COURT ROAD. TURN LANES ONTO. FIRST STREET, AS IS WE'RE TALKING ABOUT DOING SOME OTHER THINGS. THAT MONEY COULD EASILY GO TOWARDS THOSE PROJECTS AND MULTIPLE OTHER PROJECTS IN THE TOWN. IN LIEU OF A. TO ME, YOU KNOW IT'S SIX MONTHS. IT'S NOT A THIS. THIS IS NOT SOMETHING WE'RE GONNA DO SIX MONTHS OF ITS GONNA MAKE A CHANGE SIX MONTHS LATER. IT'S DONE AFTER SIX MONTHS, SO WE SPENT $250,000 FOR SIX MONTHS.

WHEREAS WE COULD SPEND 250,000 ON A PROJECT ON A ROAD THAT COULD BE PERMANENT. PERMANENT IMPROVEMENT INSTEAD OF JUST A SIX MONTH AND NINE MONTH IMPROVEMENT. MAYBE THIS IS A DECISION OF WHETHER WE WANT TO SPEND 250. TO A TO PROVIDE SIX MONTHS. 6 TO 9 MONTHS. WHATEVER LET'S SAY DURING THE SCHOOL YEAR, WHICH IS THE ISSUE. PROBABLY SIX MONTHS NO MORE THAN SIX MONTHS BECAUSE BY THE TIME THEY GET STARTED AND FINISHED AND BY THE TIME AT SCHOOL'S OUT PROBABLY SIX MONTH WINDOW. TO ME THAT MONEY INSTEAD OF IMPROVING TRAFFIC. FOR THOSE SIX MONTHS ONLY. IT WOULD BE MUCH BETTER SPENT ON IMPROVING TRAFFIC PERMANENTLY. IN ANYWHERE ELSE IN TOWN, INCLUDING THE INTERSECTION AT COURT IN FIRST OR MULTIPLE OTHER POSITIONS. CAN YOU BRING UP THE SLIDE THAT SHOWS THE CHANGE AND THEN EXPLAIN TO US? WHAT YES. WHAT'S IMPROVING? OKAY? YEAH. SO FOR THE FIRST SECTION IS THAT HERE. THIS IS FIRST STREET AND THEN THE JUST EXPANDING THAT THAT NORTHERN SIDE OF THE INTERSECTION JUST TO GET A FULL FULL INTERSECTION BACK TO GREENS POINT. SO THAT'S ROUGHLY EVEN CLARIFY THAT THAT'S MAKING THE SECOND THE NORTHERN PART THERE, AND IT'S NOT JUST THE ANGULAR PART. THAT CONNECTS IT RIGHT. AND ALSO THAT TRANSITION THAT WOULD BE A TEMPORARY TRANSITION. IT'S ACTUALLY THE PERMANENT PART ON THE NORTH SIDE. CORRECT THE PERMANENT. THAT'S WHY I PERMANENT, BUT IT'S GOING TO BE PERMANENT SIX MONTHS LATER, ANYWAY UNDER OUR CURRENT CONTRACT, AND WHAT THIS ONLY ACCELERATES THAT IT WILL BE OPEN TO TRAFFIC. IT'LL BE OPEN CONDITIONS. CURRENT ROAD CONDITIONS BASICALLY IN THAT SPOT, AND YOU WOULD HAVE CURRENT ROAD CONDITIONS, AND THAT'S ABOUT ALL THE WAY SO YOU'D HAVE ALL NEW CONCRETE HAS SHOWN HERE. AND LIKE COUNCILMAN, GOD SAYING IT'S $1000. TO ACCELERATE. BEFORE SCHOOL STARTS, SO YOU HAVE A FULL FUNCTIONING INTERSECTION THERE, BUT IF WE IN THE INTERIM TIME THERE'S STILL BLACKTOP. WHATEVER IS CURRENTLY THEY'RE CURRENTLY YEAH. WHAT YOU HAD SAID THEY WERE GOING TO IMPROVE THE TWO LANES TO CONCRETE ON THE SOUTH SIDE TO LANDS ON THE SOUTH SIDE WILL BE THERE. THIS IS ON THE SOUTH SIDE THAT THAT YELLOW IS TWO LANES THAT'S GOING TO BE THERE ANYWAY BY THEM. THIS IS NOT ACCELERATING THAT THAT'S GOING TO BE IN PLACE. ALL THIS DOES IS ACCELERATE THAT NORTH STRETCH THERE. 100 YARDS. 200 YARDS, QUARTER MILE, WHATEVER IT IS FOR SIX MONTHS. THAT'S ALL THIS DOES IS ACCELERATE THAT AND OF COURSE, THE OTHER END SO THAT YOU CAN STACK UP AT THE INTERSECTION BASICALLY IN THE IN THE DEEPER STACKING IT'S VERY SIMILAR TO THE CONCERN WITH COIT ROAD WE TALKED ABOUT COMING SOUTH IF YOU DON'T HAVE THAT KIND OF THROAT. AS YOU'RE COMING TO AN INTERSECTION. YOU'RE NOT ABLE TO GET CARS IN THERE TO STACK THEM. SO WHEN YOU GET THE SIGNAL WORKS IT'S GONNA BE. THERE IS SOME STACKING ALREADY ALLOWED AT THAT INTERSECTION, BUT IT'S NOT DEEP, VERY LITTLE. NOT VERY MUCH, SO I HAVE A DIFFERENT KIND OF QUESTION.

HUNDREDS IF AH! MY NON EDUCATED NON ENGINEER. OPINION IS THIS SECTION IS THE MOST IMPORTANT SECTION I WANT TO ASK YOU YOUR OPINION IF WE CHOOSE TO DO ONLY SECTION ONE, AND WE DON'T DO SECTION TWO. WHAT IS THE IMPACT? THIS IS WHAT I SEE THAT BACKS UP AS WELL AS QUITE GOING SOUTH FIRST STREET AND PEOPLE ARE GOING TO TRY TO TURN LEFT. TO GO TO SCHOOL. IT'S GOING TO BE TERRIBLE, SO I FEEL LIKE WE NEED TO DO THE SAME THING. AS YOU KNOW, UM, WE TALKED ABOUT IT.

QUITE AND FIRST. MY QUESTION HERE IS IF WE JUST DID SECTION ONE FOR $100,000. WE DID NOT DO THIS SECTION TO CHANGE ORDER FOR ON CUSTER CUSTER FOUNDERS FIRST CUSTARD OF FOUNDERS UM WHAT WOULD THE TRAFFIC IMPACT BEING YOUR OPINION? NOW IT'S I WOULD PROBABLY SWITCH HIM JUST AND I'LL GET TO THAT HERE IN A SECOND. AS FAR AS THIS AND THE REASON I SAY THAT IS THIS IS KIND OF YOUR OUTGOING TRAFFIC. SO. YOUR IDEA OF DOING QUITE TO COME IN IS PROBABLY GOING TO BE MORE VALUABLE. BECAUSE THAT'S WHERE EVERYBODY'S GOING TO GET A SCHOOL AT THE SAME TIME. I'M GOING TO KIND OF COME IN. WE'RE GONNA GET A LOT MORE. I GUESS IT'S GONNA BE HEAVIER THAN WHERE IS THIS? MAYBE MORE OF YOUR OUTBOUND TRAFFIC IN THE YOU KNOW. AFTER SCHOOL. SO THIS ONE

[00:35:06]

MAY NOT BE AS IMPORTANT BECAUSE THEY'RE GOING TO BE RELEASED AT DIFFERENT TIMES. POTENTIALLY I THINK IT'S STILL IMPORTANT. DON'T GET ME WRONG. I STILL THINK $100,000 TO GET THE INTERSECTION FUNCTIONING. SO THAT WE'VE DONE EVERYTHING WE HAND BEFORE SCHOOL STARTS. AND NOT HAVE TO WORRY ABOUT THE COMPLAINTS. I THINK IT'S WORTH IT. THE REASON I SAY, SECTION TO BELGIUM AHEAD OF THAT ONE REAL QUICK. $150,000 THOSE THOSE TWO SOUTHERN LANES FOR CLARITY.

THAT'S ALREADY BEEN COMMITTED. THIS IS THE NORTHERN PIECE. THIS NOT ONLY HELPS WITH THE INTERSECTION OF CUSTER, WHICH WE TALKED ABOUT TRYING TO ACCELERATE, PAY SOME FUNDS TO DO THE SIGNAL AHEAD OF TIME. THIS THIS WILL ALLEVIATE THE ISSUES WE WERE EXPERIENCING EVERY YEAR RIGHT NOW WITH FOUNDERS ACADEMY , SO THIS NOT ONLY TAKES CARE OF SOME OF THE ISSUES WITH THE HIGH SCHOOL GETS THE INTERSECTION BLOWN UP, BUT THIS WILL ALSO HAVE ALL THE TURN LANES MEDIAN OPENINGS THAT WILL FACILITATE FOUNDERS ACADEMY SO KIND OF AGAIN ONLY ACCELERATING ACCELERATING RIGHT NOW THERE'S A PROBLEM AT THIS. FOUNDERS UM YEAH, THEY'RE JUST THEY'RE JUST COMING OFF TWO LANES RIGHT NOW. AND THAT'S THE ASPHALT SO THEY STILL GET JUST THOSE TWO LANES SO I THINK YOU'VE GOT SCHOOL HAD TWO LANES. I MEAN, THAT'S WHERE I GO LONG TIME. AND ALSO AS PEOPLE ARE LEAVING COURT THAT IS IN A THAT'S IN THE AFTERNOON. AND IT'S A IT'S A TRAFFIC PROBLEM, BUT IN A RUSH HOUR TIME, PERIOD MORNING, MAYBE COMING IN MAYBE A RUSH HOUR TIME PERIOD. BUT WHEN THEY LEAVE SCHOOL IS THAT TYPICALLY RUSH OUT? TO ADD JUST TO ACCELERATE, NOT ADD JUST THE NORTH SIDE OF BOTH OF THESE ACCELERATED FOR SIX MONTHS FOR 250,000 THAT COULD BE SPENT ON SOMETHING ELSE. I JUST DON'T THINK IT'S WORTH THAT. I THINK WE COULD SPEND THAT 250 REAL QUICKLY ON OTHER PROJECTS THAT ARE PERMANENT PROJECTS. PERMANENT IMPROVEMENTS JUST WOULD LIKE TO CLARIFY TWO THINGS. FIRST OF ALL. I WOULD SAY THAT WITHOUT THE AGREEMENT WITH THE DISTRICT IN EXISTENCE. WE WOULD NOT HAVE THE ABILITY TO HAVE THESE ADDITIONAL FUNDS. SO JUST TO CLARIFY THAT I WOULD ALSO BEEN SECOND SAY THAT, REMEMBER THAT THE PROPOSALS THAT WE'RE PUTTING BEFORE YOU ARE A DIRECT AND A DIRECT RESPONSE TO REQUEST OF COUNCIL. TO BRING TO YOU. THE ABILITY TO ACCELERATE. THE ACCESS IN THESE AREAS. AND THAT'S WHERE THESE CAME FROM. SO I JUST WANT TO BE REAL CLEAR. I BELIEVE THAT BECAUSE OF THE FUNDING MECHANISM WE HAVE IN PLACE. AND THE FACT THAT WE CAN ACHIEVE ACCELERATION. I THINK THIS PROPOSAL IS PROBABLY THE BEST PROPOSAL TO ACHIEVE YOUR REQUEST IF YOU'VE CHANGED YOUR MIND. THAT'S A COMPLETELY DIFFERENT ISSUE. I HAVEN'T CHANGED MY MIND. I UNDERSTOOD THIS TO BE FUNDED. THROUGH THE SCHOOL AND I THINK I WANT TO BE CLEAR IF WE DON'T PROVE THIS. WE HAVE 250,000 MORE IN OUR ACCOUNT THAN IF WE DO APPROVE IT. IS THAT RIGHT OR NOT? IT'S 250 RIGHT OUT OF OUR POCKET. THE TOWN'S POCKET IT SENT. THE TEXT OF THE SCHOOL ISN'T PAYING FOR ANY OF THIS WILL BE 250,000 MORE DOLLARS LEFT OVER FROM THE FUNDS THAT WERE RECEIVING FROM THE DISTRICT. KNOW THAT THOSE FUNDS ARE ALLOCATED TO THE PROJECT ALREADY AS IT IS, YOU CAN YOU CAN SAY IT RELATES TO THE DISTRICT MONEY, BUT THE END OF THE DAY IT'S 250 THAT THE TOWN HAS TO SPEND OR NOT SPEND. IT'S NOT CITY. IT'S NOT SCHOOL MONEY BECAUSE THAT SCHOOL MONEY IS ALLOCATED TO THE EXISTING CONTRACT WAS. MY UNDERSTANDING IS THAT SCHOOLS ARE NOT RELATED TO THE EXISTING CONTRACTS MORE. IT'S MORE MONEY THAN WE ANTICIPATED WHEN WE BUDGETED, BUT IT'S OUR COST IS MORE MONEY. WELL, I UNDERSTAND, BUT JUST LOOKING AT THE SCHOOL DISTRICT CONTRACT. WE'RE GOING TO RECEIVE MORE DOLLARS. THAT ARE REQUIRED TO PAY THIS THIS BILL. YEAH BUT THEY'RE NOT PAYING FOR THIS. THERE'S THERE WERE RECEIVING MORE MONEY THAN THEY PAY. A LOT OF THINGS THEY'RE NOT PAYING FOR. THIS IS SEPARATE FROM THAT. WE'RE MAKING A DECISION TODAY.

DO WE WANT TO SPEND $250,000 OF TOWN MONEY? THIS ISN'T SCHOOL MONEY. WE'RE MAKING A DECISION ON BECAUSE SCHOOL MONEY WE'RE GETTING IT WHETHER WE DO THIS OR NOT. BETTER THAT MILLION. FOUR ARE THE MILLION. THE MONEY THAT WE'RE GETTING FROM THE SCHOOL DISTRICT. RELATES TO OUR CURRENT EXISTING CONTRACT TO REIMBURSE US WHAT THEY OWE US UNDER THAT CONTRACT. AND WE'VE AGREED TO THAT CONTRACT AND WE HAD TO PAY MORE UNDER THAT CONTRACT TO NOW WE'RE SAYING DO WE WANT TO SPEND 2 50 MORE? SCHOOL DISTRICT DOESN'T PUT UP ANY OF THAT. IT'S MY UNDERSTANDING. WE'RE PUTTING UP ALL OF THAT ADDITIONAL 2 50 SO AT THE END OF THE DAY YOU COULD SAY YOU ALLOCATED OUT OF THAT 2 50 OR WHATEVER, AT THE END OF THE DAY. WE'RE LEFT WITH 250,000 LESS DOLLARS IN THE TOWN BANK ACCOUNT. THEN WE WOULD BE IF WE DECIDE NOT TO DO THIS. SO TO ME, THAT'S A TOWN COST. OKAY SO I WANT TO BE CLEAR ON THIS. SECTION ONE AND SECTION TWO. YOU'RE SAYING THOSE SECTION TWO

[00:40:07]

MAKES TRAFFIC EASIER FOR FOUNDERS. I THINK WHEN YOU CAN RIGHT NOW WE KNOW FOUNDERS. ALL THEIR ACCESS COMES OFF FIRST STREET. THEY'RE ONE DRIVEWAY OFF CUSTOMERS EXIT ONLY, OKAY, ONLY HAVE ACCESS OFF. FIRST READ ON FOUNDERS WHEN THE HIGH SCHOOL OPENS, YOU'RE GOING TO HAVE THAT PANCAKED ON TOP OF FOUNDERS. I MEAN, IT'S GOING TO BE JUST GRIDLOCK. IT'S ALREADY GRIDLOCK.

WITH FOUNDERS SO. YES WE'RE PAYING ADDITIONAL MONEY TO ACCELERATE. BUT IT'S GONNA UNDERSTAND IT'S GONNA BE A NIGHTMARE WITHOUT HAVING ADDITIONAL LANES, TURNING MOVEMENTS THAT JUST FACILITATE THAT INTERSECTION, AND THAT'S WHY WE DIDN'T TAKE JUST BLOW OUT THE INTERSECTION TO MAKE THE INTERSECTION WORK. WE'RE SAYING LET'S TAKE IT PAST FOUNDERS.

IT'S ALSO NOT TEMPORARY, RIGHT. IT'S CONCRETE, PERMANENT CONCRETE SECTION. YOU'RE RIGHT.

RIGHT PAYING FOR A FASTER I GUESS WHAT I'M TRYING TO GET TO IS MY CONCERN. AGAIN MY CONCERN IS REALLY COIT AND I KNOW HOW BAD THAT BACKS UP NOW WITHOUT THE HIGH SCHOOL BEING THERE.

THAT DIRECTLY AFFECTS PROSPER HIGH SCHOOL. BECAUSE WHAT PEOPLE WILL DO IS THEY'LL DROP OFF AT THE SCHOOL AND THEY'LL GO THROUGH WHITLEY PLACE OR OR WHEREVER YOU GET OUT WHAT THEY'RE GONNA DO IF WE DON'T DO THE CUSTER END. IF WE DON'T DO THAT END IF WE JUST DO THIS END AND I WOULD RATHER SPEND 100 AND $50 1000. TO DO WHAT WE TALKED ABOUT ON COIT AND FIRST BECAUSE THAT'S GOING TO BE THAT AFFECTS EVERYBODY TRYING TO GO SOUTH. 23 80 WHETHER THEY'RE TURNING ON THE HIGH SCHOOL TO GO TO THE HIGH SCHOOL OR NOT. AND THAT'S THAT'S WHERE I WOULD RATHER USE THE FUNDS. BUT I DO THINK YOU NEED THIS SECTION. I DON'T I DON'T THINK YOU GET AWAY FROM NOT DOING THIS SECTION. PERSONALLY THIS IS ONLY A QUESTION OF TIME. IT'S ALL GOING TO HAPPEN. SO I MEAN, I KNOW. I MEAN, WHAT KIND OF GETTING TO THESE THINGS, BUT AT THE END OF THE DAY. WE HAVE TO DECIDE THAT THERE'S VALUE. $250,000 OR IF YOU WANT TO BREAK IT OUT, 100.

$150 ABOUT $1000 OF VALUE. ACCELERATING THIS 180 DAYS. AND THAT'S WITHOUT ANY KIND OF DELAYS OR ANYTHING ELSE THAT OCCURS. IN THE PROCESS, RIGHT SE NORTH SIDE CORRECT. THE SOUTH SIDE OF THE SOUTH SIDE IS GOING TO BE DONE REGARDLESS ACCELERATES THE SEGMENT ON NOT ALL THE YELLOW HERE. JUST THE SEGMENT ON THE NORTH SIDE AND THE CONNECTION BETWEEN THE TWO I SEE WHAT YOU'RE SAYING. I DON'T KNOW OF, UH PROJECTS THAT COULD YOU COULD GET THE BALL ROLLING, I GUESS WITH $100,000. THAT'S NOT GONNA THAT'S NOT. THERE'S NOT A LOT OF PROJECTS YOU COULD DO WITH $100,000. BUT YOU'RE GONNA HAVE 250 IN YOUR BANK ACCOUNT NEXT SIX MONTHS. NOW YOU CAN DO IT. THEN YOU'RE GONNA BE ABLE TO HELP THOSE TWO PROJECTS. MIGHT OUTLAY. ANYBODY ANY ANY OTHER PROJECTS? YOU HAVE THAT YOU'RE GOING TO BE ABLE TO DEDICATE $250,000 TO THE AMOUNT OF PEOPLE YOU'LL BE ABLE TO HELP JUST WITH THAT. WE'RE SIX MONTHS. YEAH. EXCEPT I THINK IF I'M NOT I THINK THE QUIT PROJECT TO DO THE SAME THING ON KUWAIT AND FIRST IS ABOUT 102 150,000.

I THINK WE THROUGH THE CAPITAL IMPROVEMENT SUBCOMMITTEE, I THINK WE SET ASIDE LIKE 3 35 ON THAT ONE. IT MAY BE IT WON'T BE THE CONCRETE PERMANENT. PROBABLY IT WILL BE MORE OF A TEMPORARY, BUT I'M JUST TRYING TO TIME TRYING TO TIE IT TOGETHER TO MAKE OUR CITIZENS LIVES EASIER AND GET THE MOST BANG FOR OUR BUCK THAT WE CAN GET INSTEAD OF HAVING TO COME BACK LATER AND SPENT ANOTHER 150 OR 300,000, AND I FEEL LIKE SECTION ONE IS WORTH THE MONEY. I DON'T KNOW ABOUT SECTIONS HERE. I'M WILLING TO BUT THAT GO AND TO ALLOCATE THOSE FUNDS ELSEWHERE. MY GENERAL FEELING IS THIS I DON'T AGREE WITH SPENDING MONEY TO JUST SPEED IT UP. CLOSE MONTH. I MEAN, WE'RE DOING THESE. I UNDERSTAND WHY WE'RE DOING THEM. BUT AND WE'RE ALREADY SPENDING QUITE A BIT MORE. ADDING MORE. THAT'S JUST MY PERSONAL TAKE. YEAH, I ATTEND A BELIEVE THAT.

ONCE A PROJECT IS FINISHED, NO ONE REMEMBERED. IT'S LIKE COMPARISON. UH, BUT I THINK PEOPLE TEND TO FORGET THE PAIN. UM, AND SO I'M NOT SURE. AGAIN IT'S A PAYING FOR TIME, AND I'M NOT SURE IF THAT INTERVAL IS REALLY WORTH ALL THAT I'M KIND OF WITH YOU ON THE HEAD OF PIG BETWEEN THE TWO SECTIONS. I'M KIND OF WITH WITH YOU ON THE SECTIONS, BUT I I'M STRUGGLING WITH THE VALUE. VERSUS TIME, PART. I THINK I'VE SAID WHAT I MEANT. UM I BELIEVE THESE

[00:45:08]

PROJECTS WILL LEAVE THE EIGHT A LOT OF PROBLEMS THAT ARE GOING ON RIGHT NOW. UH IF YOU SEE THOSE THIS INTERSECTION AND FOUNDERS IN THE MORNING IT'S DIFFICULT TO GET AH, THREE OF THOSE INTERSECTIONS SO UM. I'M I'M IN FAVOR OF IT. I THINK IT I THINK IT LIKE I SAID IT WOULD HELP A LOT OF PEOPLE. IT WOULD JUST AND THAT AMOUNT OF MONEY YOU CAN'T. THERE'S NOT A LOT OF PROJECTS YOU CAN DO AND START. I GUESS RIGHT CHUNK OF IT, BUT YOU CAN'T COMPLETE A LOT OF PROJECTS JUST WITH $250,000. WHEN I WHEN I STREET CONCRETE USED TO COST A MILLION. I'M SURE IT'S WAY MORE THAN THAT NOW. $250,000. I THINK IT'S I THINK IT'S WORTH IT. THANK YOU. SO I'LL GIVE AN EXAMPLE OF THIS PAST WEEK. I WAS I STAYED HOME. LIKE I HAD TO GO OUT ABOUT EIGHT O'CLOCK ON AND THE EXIT EXITED FOR BROADMOOR LANE ONTO PROSPER TRAIL. THE TRAFFIC WAS BACKED UP. FROM THE COIT PROSPER TRAIL INTERSECTION TO PASS MY INTERSECTION AND I COULDN'T GET OUT OF MY OWN NEIGHBORHOOD. THAT'S JUST AND WORK THAT'S A MILE AWAY FROM PEOPLE STILL TRYING TO TURN DOWN COIT SO YES, IT'S A LOT OF MONEY. AND THEN AT THE SAME TIME , IT'S NOT THAT MUCH MONEY IN THE BIGGER PICTURE OF 1000 PEOPLE A DAY WHO YOU'RE GIVING GOING TO GIVE THEM. 10 MINUTES BACK OF THEIR LIFE. BECAUSE THEY'RE NOT WAITING TO TRAFFIC. IT'S A THIRD OF THE SCENT ON EVERYBODY'S EVERY PERSON IN THE TOWN A THIRD OF A CENT OF THE TAX RATE. I KNOW IT'S NOT MUCH MORE THAN HAMBURG HERE. I HEAR YOU 40 BUCKS A MONTH FOR EVERY PERSON FOR SIX MONTHS, 40 BUCKS, SO I I'M A BELIEVER THAT AGAIN. 1000 PEOPLE YOU RELIEVING PAIN FROM IT'S ABOUT $40 A MONTH PER PERSON. $47 A MONTH. 40 40,000 MONTH WOULD YOU BE WILLING TO DO THE SECTION ONE? I JUST THIS THIS FRIGHTENS ME. JUST LIKE AT THE END OF SIX MONTHS. IT'S DONE. I SPENT 200. BUT YOU WANT TO START OFF THE SCHOOL YEAR AND HALF THIS CHANGE DON'T MORE PAID WORK. I KNOW, BUT YOU'RE GOING TO START OFF THE SCHOOL YEAR WITH A TON OF PAIN. I MEAN, THESE PEOPLE ARE GONNA BE ALREADY WAITING ON QUITE ROAD TO MAKE A LEFT, AND I HAD ALL THE COLEMAN LANES OPEN AND STILL EXPERIENCE. THANK YOU. IT'S GONNA HAPPEN AT THE BEGINNING OF THE YEAR. THEY ACCELERATED IT, SO YEAH. YOU KNOW THAT'S FAIR, BUT I STILL THINK OUR JOB IS TO REASONABLY MAKE OUR LIFE MAKE OUR CITIZENS LIVES. OUR NEIGHBOR'S LIVES IS THAT YOU KNOW AS BEST AS YOU CAN, MONTHS, BUT AND SO THAT'S WHY I'M SAYING WOULD YOU DON'T TAKE KIDS TO SCHOOL ONE? DO YOU GO DIFFERENT ? DIFFERENT DIRECTIONS, SO YOU PICK THEM UP FROM SCHOOL? UM THAT'S OKAY. WELL IF THAT'S THE CASE, I WILL MAKE EMOTION. I WILL MAKE A MOTION TO APPROVE THE CHANGE ORDER FOR MARIO SAN NICOLA TO INCLUDE SECTION ONE FIRST STREET QUITE ROAD TO GREENS POINT. I'LL SECOND. OKAY.

WE HAVE A MOTION BY COUNCILOR BARTLEY'S SECOND BY DEPUTY MAYOR PRO TEM ALL IN FAVOR. OKAY? ALL OPPOSED. CAN I ASK A QUESTION? NOW THAT WAS THE WAS THAT BROKEN OUT IN THE CONTRACT. RIGHT SO THAT WE HAD SO THAT THERE WAS A THAT WAS AN OPTION TO NICK WITH MARIO SENTE COLA ONE. A DOLLAR AMOUNT ON THE CONTRACT. WAS THAT BROKEN OUT OR NOT? RIGHT NOW IT'S ALL LUMPED INTO ONE CHANGE ORDER, BUT YOU KNOW WELL YEAH. WE'LL MAKE IT HAPPEN. IF THAT HAPPENS, THE PAPERWORK CAN BE MADE TO MATCH WHAT YOU APPROVE. OKAY SO I'LL CAN FIX THAT. ARE THERE ANY OTHER EMOTIONS? I MOVED THAT WE DEMAND EMOTION. OKAY, DENY THE ACCENT. ONE SECOND. WE HAVE EMOTION BY CHARLES SECOND BY CHRIS ALL IN FAVOR. ALL OPPOSED. OKAY THIS IS FUN. TURN SOMEBODY ELSE'S. IT'S ALWAYS BETTER TO COMPROMISE THAT YOU CAN MAKE MY MOTION AGAIN. NO IT WAS 3 TO 3. BUT YOU DIDN'T DO YOU GOT ANOTHER OPTION ON THAT. IF YOU'RE DOING BOTH. THE ONLY OTHER MOTION THERE IS TO KNOW THERE'S TWO IT'S JUST THERE'S 22 LOTIONS ACTUALLY, TOO. ALL RIGHT, SO I'LL MAKE A MOTION TO APPROVE SECTION ONE AND TWO I'LL SECOND THAT. THAT MOTION SECOND ALL IN FAVOR. OKAY? ALL OPPOSED.

[00:50:08]

OKAY? YEAH. WOMEN, PLEASE. ALL RIGHT. LOOK. WHAT WHAT WAS THINKING ABOUT THIS AGAIN? ALL RIGHT. WARDEN. WE'RE ARGUING OVER. SAVING. $250,000 WHICH IS LEGITIMATE. I DON'T WANT I DON'T WANT TO BUILD. DON'T WANT TO BELITTLE THAT. YOU'RE YOU KNOW WHEN I SAY 1000 PEOPLE I DON'T KNOW WHAT THE ACTUAL ENROLLMENT IN IN, UH PROSPER OR WALNUT GROVE HIGH SCHOOL IS. BUT WHAT'S ENROLLMENT AND FOUNDERS ACADEMY? OKAY ALL THOSE PARENTS THAT ARE DROPPING OFF WHO ARE GOING TO BE DISADVANTAGED BY, YOU KNOW, LOOK AT THE ECONOMIC BENEFITS OF IT, CHARLES. YOU KNOW YOU PUT PEOPLE TO WORK FASTER. ALL RIGHT, YOU CAN GET MONEY INTO THOSE PROSPER HIGHEST D D. OKAY, GREAT.

THEY'RE STILL PROPERTY OWNERS. CITIZENS IN OUR IN OUR COMMUNITY YOU CAN GET IF YOU DROP YOUR KIDS OFF, YOU CAN GET TO THE GOLF COURSE SOONER. I'M NOT. NO NO, NO. I'M TALKING ABOUT THE PARENTS OF THOSE KIDS ARE DROPPING THEM OFF THE ECONOMIC BENEFIT. YOU GIVE THEM BY GIVING THEM AN EXTRA 10 MINUTES A DAY SCHOOL DISTRICT BE INTERESTED IN PARTICIPATING IN THIS SCHOOL DISTRICT ISN'T HERE. TO ME. THIS IS A LARGELY CAUSED BY THEM BEING EARLY. YOU KNOW, STARTING A YEAR EARLIER THAN WE THOUGHT. WHY ARE THEY STARTING A YEAR EARLIER? THEY'RE NOT DOING IT JUST WHIMSICALLY. THEY'RE GOING BECAUSE THEY HAVE THE DEMAND FOR THAT THE STUDENTS ARE THERE THEY'RE TRYING TO SERVE THEIR STUDENTS ARE JOB IN THAT AND PROVIDE THE INFRASTRUCTURE AND THE THOROUGHFARES THAT ARE NEEDED TO GET IT DONE. I DO NOT DISAGREE THAT $250,000 FOR A SHORT PERIOD OF TIME. IS NOT WHERE I WOULD WANT TO SPEND THE MONEY, BUT I ALSO DON'T WANT TO HAVE ALL THE CARS THAT ARE ON COIT BACKING UP BECAUSE WE'RE MAKING THAT LEFT HAND TURN. OKAY THAT'S THEN GONNA DISRUPT THE NON SCHOOL PEOPLE. TRY AND TRY AND GET OUT AT 3 18 QUITE AT THAT SAME TIME ANYWAYS, ALREADY BACKED UP ALL THE WAY. SO YOU'RE YOU'RE NOT JUST THE SCHOOL PEOPLE. IT'S ALL THE TALKING ABOUT FOR 30 MINUTES TWICE A DAY. RIGHT? YES SIX MONTHS. 30 DAYS, 30 MINUTES FLAT ABOUT 30 MINUTES BECAUSE I MEAN MINUTES, SOMETHING LIKE THAT. THAT'S PAINFUL. THAT'S PAINFUL. AND LET'S LOOK AT THE OTHER THINGS. HAVE YOU CHECKED OUT THE ACCIDENTS THAT ARE THREE ETIENNE COY. BECAUSE OF THE AMOUNT OF TRAFFIC CREATING COURT HAVE. WE GOT THREE COURT FUNDED? YES I BELIEVE THAT'S NOT THAT'S NOT THIS AGENDA ITEM. SO ALL RIGHT.

SO YEAH, LIKE I SAID, I DISAGREE. I AGREE WITH YOU, 100% IT'S MORE MONEY THAN I'D LIKE TO SPEND DON'T WANT TO DO THAT, BUT JUST LITERALLY AMOUNT OF IDLING TIME PEOPLE ARE GOING TO HAVE SITTING THERE. THEY'RE GONNA THEY'RE GONNA WHO ARE THEY GONNA BE YELLING AT? THEY'RE GONNA BE YELLING AT CHARLES. MY PHONE NUMBER. SO IT'S JUST A MATTER OF THAT'S THAT'S OUR JOB TO SOMETIMES MAKE THE TOUGH DECISION. TO IMPROVE PEOPLE'S LIVES WHEN YOU HAVE AN OPPORTUNITY SO. SO I WOULD I WOULD ACCEPT THE MOTION. I WOULD LIKE TO SEE EMOTION THAT APPROVES BOTH OF THESE TO GET IT DONE. SOONER SO WE CAN MAKE OUR CITIZENS LIVES BETTER. FOR A SHORT PERIOD OF TIME. I THINK THERE'S A LOT OF CITIZENS IN WEST PROSPERED THAT WOULD LOVE TO $150,000 SPENT ON THE ROAD OVER THERE. BRING A PROJECT. BUT I'LL GIVE YOU 10 OF THEM. OKAY YOU CAN GET DONE FOR 2 50 TO 50 WILL HELP GET TO THE FINISH LINE ON. OKAY? COULD WE ASK THE I S D IF WE LET'S SAY WE APPROVE YOUR MOTION. TO SPLIT THE COST OF THIS ACCELERATION HAVEN'T HAD CONVERSATIONS WITH DR BRADLEY. BECAUSE THE PART OF THIS WAS ALSO TO SEE IF THEY COULD DO ADDITIONAL FOUR LANES IN FRONT OF SCHOOL. AND THEY'RE FACING THE SAME DILEMMA YOU ARE, YOU KNOW, RISING COSTS ON EVERYTHING . AND SO YOU KNOW, THEY JUST DIDN'T HAVE THE SAME DILEMMA AND THEY CHOOSE NOT TO SPEND THE MONEY. AND SO THEY HAVE INTERESTING. YEAH, WE NEED TO KNOW ABOUT THIS. IT WOULD BE NICE. I MEAN, THE SOONER THE BETTER JUST BECAUSE OF THE ACCELERATION P SEVEN. I MEAN, JANUARY IT'S DONE. CAN'T DO IT, IT'S PROBABLY MORE VALID. THAT'S RIGHT. THERE WE GO. THANKS, DAVID. CHARLES. I'LL GO WITH AMY'S DAVIES COMPROMISE. JUST MENTION AGAIN. YOU'RE GOING TO GO TO THE PROFESSIONAL ENGINEER TOLD YOU THAT THIS WAS THE LEAST. DESIRABLE. LET'S GET TO IT. YES BUT OKAY TO RELIEVE TRAFFIC OFF OF COIT. IS THIS THE BETTER ONE OR NOT? I THINK YOU'RE GONNA GET YOUR IDEA OF COIT. BRINGING THEM IN AND IS THE BETTER IDEA. THE COIT. EXCUSE ME FIRST WITH COY GOING OUT. DOES THAT MAKE SENSE? I

[00:55:06]

THINK YOU AGAIN THAT WE DRIVE AROUND THE MORNINGS ARE USUALLY THE PEAK AND THE MAYOR AND THE MAYOR SAID IT TOO. IS THAT NON TRAFFIC GOING SOUTH IS GOING TO GET TANGLED WITH THE TRAFFIC GOING LEFT. I MEAN, I THINK, GIVE US JUST HELP WITH THIS ONE. I'LL MAKE THE MOTION TO APPROVE IT WITH SECTION ONE. OKAY, I'LL SECOND IT NO. I THINK THAT'S AMY SOAP. ALL RIGHT, ALL IN FAVOR OF THAT. OKAY? WE'VE GOT FIVE ALL OPPOSED. OKAY. MOTION PASSES. A COMPROMISE WAS. ALL RIGHT. THANK YOU, HUGH LANE. OH, ALRIGHT. UH AGENDA ITEM. 16 IS, UH. OKAY THIS IS A ABOUT CONSIDERING ACT

[Items 16 & 17]

UPON THE ORDINANCE, REZONE 7.9 ACRES, AND I THINK, CHRIS UM. I WOULD LIKE A LITTLE BIT MORE EXPLANATION, AND I PULLED THEM BOTH BECAUSE I'M FELT LIKE THEY WERE TOGETHER AND I WAS CONFUSED. THIS ONE TO BE SURE, I PULLED THE RIGHT ONE. A LITTLE BIT INTERESTING. I'M INTERESTED IN THE SPECIFIC DETAILS ON THE PLANS IN REGARDS TO THE 80. UM AND I COULDN'T QUITE FOLLOW AND I DIDN'T GET A CHANCE TO SEND YOU AN ADVANCE. SO IF YOU COULD JUST WALK US THROUGH HOW THEY'RE MEETING THAT REQUIREMENT THAT WAS PART OF THE AGREEMENT. SURE. GOOD EVENING, MAYOR AND COUNCIL PA. RODRIGUEZ SENIOR PLANNER STEPPING IN FOR DAVID, SO PLANNING MANAGER UM TO MY KNOWLEDGE. UM. IT WAS CONVEYED TO ME THAT THE PREVIOUS COUNCIL MEETING ON SEPTEMBER 27TH. THEY WERE ORIGINALLY PROPOSING 60% MAKES ME ON LOTS ONE AND TWO. UM AND THERE WAS A CONDITION TOO.

ARE YOU ALL TO PROVE IT TO, UM ARCTIC TO GET THEM TO GET TO 80% MASONRY? AND SO, UM, THE DEVELOPER HAD SUBMITTED A DEVELOPMENT AGREEMENT YESTERDAY AND THAT THAT'S CURRENTLY WHAT THEY'RE PROPOSING. SO 8% MASONRY ON THAT I GUESS I SEE IT IN THE IN THE WRITING, BUT I DON'T SEE IT ON THE PLAN. AND MAYBE I'M MISSING SOMETHING. YEAH.

HEY TERRY. TERRY EXCUSE ME, CAN YOU THEY WANT TO SPEAK INTO THE MIKE. THAT'S ON NOW. UM THE EXHIBIT THREE ON THE ELEVATIONS. THE BOXES ā– SHOW FOR EACH BUILDIG . AND SO FOR THE OFFICE BUILDINGS ARE ALL AT LEAST 60% MASONRY AND FOR THE RETAIL BUILDINGS. THAT ARE THEY ARE.

THERE IS A TOTAL GOODBYE. AGE. 1 61 OF YOUR GENDER PACKET. THERE'S A TOTAL FACADE. THE PERCENTAGES THERE, SO THEY ALL THE ALL THE BUILDINGS MEET THE REQUIREMENTS OF THE EITHER 60% OF HER OFFICE, OR 80. THEIR RETAIL FORMATION. AND THOSE ARE THINGS THAT THE ELEVATIONS ARE INCORPORATED INTO THE DOCUMENT. NORM, FORCIBLE. CHRISTINE. WINDOWS. UH, IT DOES NOT. I'LL JUST SAY THANK YOU FOR BEING HERE FOR FILLING IT. APPRECIATE IT. UM I VOTED AGAINST THIS THE LAST TIME WE SAW IT, AND I AM STILL COMMITTED TO THE 100% MASONRY. UNLESS THERE IS SOME BENEFIT NOT TO BE. 100% AND I DON'T SEE THAT. SO, UM I AM NOT IN FAVOR OF THIS AND AGAIN IF WE'RE GOING TO CONTINUE TO UH, LESS THAN OUR STANDARDS, THEN MAYBE WE SHOULD NEED TO READJUST OUR STANDARDS. THANK YOU FOR CLARIFYING BECAUSE I THINK IN MY MIND IT WAS THE OFFICE BUILDINGS THAT NEEDED TO BE 80% SO CAN YOU EXPLAIN WHAT THEN SET IS AND WHY THAT COUNCILS MASONRY? THAT'S ONE OF THE MATERIALS AND MAYBE SOMEONE ELSE KNOWS. I APOLOGIZE . I DON'T HAVE THE INFORMATION ON THAT. I BELIEVE INSET IS LIKE A BREAK LIKE THAT. IT'S LIKE A I WOULD ALMOST CALL THEM THE NEAR.

I THOUGHT IT WAS MORTAR. IT WAS USUALLY THE TIMES I'VE HEARD INSET WAS FERTILE. HELP ME. BUT

[01:00:07]

THE FENCE SAID I'M FAMILIAR WITH IT IS A IT'S A THINNER MASONRY PRODUCT. IT IS OKAY. IT IS BASICALLY LIKE IF YOU LOOK AT THE BACK WALL INSTEAD OF A STANDARD. BLOCK. IT MAY BE OFFENSIVE MOUNTED TO THE WALL. AND THAT'S WHAT I'M FAMILIAR WITH. OKAY. WHAT DOES THAT MEAN OUR STANDARDS? I MEAN, TYPICALLY , WE TRY TO SUGGEST 100% MASONRY . UM, BUT IN THIS CASE, YOU KNOW WE TRIED TO GET THEM TO JUST SORT OF BUMPED THAT 6% UP. AND THEY HAD AGREED TO 80% AND THAT'S THAT'S EXACTLY WHAT'S IN THE, UM, THE DEVELOPMENT AGREEMENT. NO I THINK THE QUESTION WAS IF IT'S MASONRY PRODUCT, BUT IT'S THE THIN SET. YEAH THAT'S ACCEPTABLE IS MASONRY KNOWLEDGE? YES. YEAH I'M WITH JEFF. I WAS AGAINST US. I'M JUST REITERATING THAT I WOULD HAVE PROBABLY PULLED IT AND VOTED AGAINST IT REGARDLESS, BUT THIS JUST KIND OF CONFIRMS TO ME AGAIN. MY HESITATION. ON THIS PARTICULAR ONE. IT JUST FEELS LIKE, UM A CONSTANT CHANGE AND LESSENING OF THE REQUIREMENTS, SO I'M AGAINST IT, BUT FEEL FREE TO CAPACITY. OKAY SO, TERRY, I JUST WANT TO MAKE SURE I UNDERSTAND. SO THE PACKAGE THAT I HAVE HERE DOES NOT INDICATE LOTS OF ONE AND TWO HAVE 80% MASONRY, BUT YOU HAVE SOMETHING DIFFERENT WITH THE DEVELOPMENT AGREEMENT HAVE THE ORDINANCE REQUIRES THE OFFICE STRUCTURES WE 60% MASONRY RETAIL BE 80% MASONRY. MM HMM. EXHIBIT THESE ARE DEVELOPED AGREEMENT HAS THE LOTS AND THE TYPES OF USES AND THE APPROPRIATE MISSIONARY REQUIREMENTS PURSUANT TO THE ORDER. SO I THINK IT THE ATTACHMENTS COMPLY WITH YOUR ATTENTION TO DEVELOPMENT AGREEMENT COMPLIES ANYONE.

CAREFULLY SAVED THE ORDINANCE REQUIRES. 100% IS TALKING ABOUT THE ORDINANCE OF WELL, WE'RE GOING TO PROVE WHAT WE AGREED. ALRIGHT COULD COULD YOU JUST SHOW ME WHERE THAT IS ON THE SLIDES THAT SHOWS THAT THEY'VE GOT 80. UM BECAUSE I CAN'T FIND IT. YEAH, I DON'T THE ORDINANCE ON THE DEVELOPMENT AGREEMENT. IN THE SLIDES OF THE SHOW ME SOME WORK IS IN OUR PACKAGE. WE HAVE ALL OF YOUR PAGE 1 58 OF THE AGENDA PACKET. BECAUSE I DON'T SEE THAT ON THERE SO. I THINK WE HAVE ALL OF THOSE PAGES PRESENTATION. OKAY? YEAH, I THINK CONDENSED VERSION. YEAH, THAT'S WHAT I'M SAYING. I DON'T SEE IT ANYWHERE. WITH THAT IN THE AGENDA. HAPPIER EXHIBIT.

EXHIBIT ME. PAGE ONE. IT STARTS ON PAGE ONE. ANYTHING 1 56 OR ARE THEY ARE THE ELEVATION. AND IT GOES THROUGH. TWO STAGES FOR A LOT 32 PAGES FOR A LOT FOR AND THEN THE RETAIL COMPONENTS OR THE FINAL AND THAT HAS TWO BUILDINGS. 66% THAT'S ON THE NORTH AND THE EAST, THE EAST SIDE OF 65% ANSWER IS SUPPOSED TO BE 60% MINIMUM. HERE WE GO. MATERIALS HAVE STUCK. ONE OF OUR. RIGHT? MAYBE THAT REQUIREMENT TO IF IT'S THAT THERE YOU GO. YEAH.

THIS IS A LOT THREE. SO THIS IS 60% RIGHT, SO THE ONE I'M CONCERNED ABOUT SPECIFICALLY IS THE LOTS ONE AND TWO AT THE 80% RIGHT? SO KEEP IN GO DOWN A FEW MORE PAGES FOR THE RETAIL RETAIL STARTS ON PAGE. 1 60 STARTS TO RETAIL COMPONENT. CAN YOU TAKE THAT AND SCROLL. PAGE 1 61 60.

THANK YOU. AND THAT CORNER THE BOTTOM. CORNER RIGHT HAND CORNER. OF THAT. JUST YOU THE.

IT SHOWS 82% MASONRY FOR THAT STRUCTURE. BUT. BOBBY ON THE EAST SIDE, IT SAYS 55. THAT THIS

[01:05:06]

IS A TOTAL FOR THE BUILDING. THE FOUR ELEVATIONS OF THE BUILDINGS. THE FOUR BOXES SHOW EACH ELEVATION EACH EACH FACADE, EACH PHASE OF IT. PERCENTAGE FOR EACH FACE, BUT THE BUILDING DEPARTMENT IS FOR THE GOING TO BE AT LEAST 80% MASONRY. SO THE TOTAL FACADE IS LISTED BELOW THE BOXES. NOW SHOWS 82% MASONRY FOR THAT BUILDING. LOT TWO. WHAT THEY. AND THEN YOU GO DOWN ALL 1 61 THE FOLLOWING PAGE. UH HUH. AND THEN THE FOUR BOXES BUT THE TOTAL FACADE BELOW THAT, AND THAT SHOWS 80% AMAZING. SO THEY WANTED. OKAY? THANK YOU FOR POINTING THAT OUT FOR US. SO OKAY, SO WE HAVE WE HEARD FROM JEFF AND CHRIS. CHARLES. YOU HAVE COMMENTS. ALL RIGHT. I HAVE A MOTION. BASICALLY THIS HAS BEEN THROUGH THIS. WE'VE BEEN THROUGH THIS ALREADY. THEY BROUGHT BACK WHAT? WE'VE ASKED FOR A MOTION. 16 AND 17 WERE ONLY ON 16 THE SAME 2ND 2ND THEY WANT TO SAY MAKE A MOTION APPROVED 16 AND 17 DECEMBER 16 7. I WILL. SECOND OKAY? GOT EMOTION, THE SECOND ALL IN FAVOR. ALL POSED. THE MOTION PASSES FORTITUDE. THANK YOU. OH THANK YOU. THANK YOU. I THINK THE KEY TAKEAWAY FROM THAT IS WE NEED TO CONTINUE TO LOOK AT THAT. REQUIREMENT. 100% MASON. OKAY? ALL RIGHT. THANK YOU, EVERYONE. AT THIS TIME. OUR

AND THE TEACHERS LIVING IN OUR ECOSYSTEM. THERE HAVE BEEN TOO MANY TIMES WHERE YOU ALL HAVE PROBABLY MOVING AROUND, WALKED AROUND AND SEEING EXCESSIVE POWERS OF TRASH AND RECYCLABLE MATERIALS JUST LAID OUT ON THE STREETS AND IN LAKES AND OUR NATURE COMMUNITY IN GENERAL.

THIS DOES NOT ONLY HER OWN ENVIRONMENT, BUT IT ALSO EXPECTS EVERY PEOPLE'S EVERYDAY LIVES IN OUR TOWN. AT LEAST 75% OF US SCHOOLS HAVE RECYCLING PROGRAM IMPLEMENTED INTO THEIR DAILY LIVES. IT WOULD BE LUCKY TO BE A PART OF THIS PERCENTAGE. AND WITH YOUR APPROVAL, WE CAN DO THAT. THANK YOU. THANK YOU VERY MUCH. OUR NEXT SPEAKER IS ISABEL. HELLO MY NAME IS ISABELLA HUGHES. MY DRESSES FOR 144 AGATHA LANE. AS OUR TEAM FURTHERED OUR RESEARCH. WE FOUND THAT MANY OF THE SCHOOLS IN THE DALLAS AREA ALSO DO NOT HAVE RECYCLING PICKED UP AT THEIR SCHOOLS. SCHOOLS USE LARGE AMOUNTS OF PLASTIC DURING THE DAY, ESPECIALLY IN CLASSROOMS, OFFICES AND AT LUNCH. WHAT PERCENTAGES VARY IN EVERY STUDY, MOST RESEARCHERS CAN AGREE THAT ANYWHERE BETWEEN 5% TO ABOUT 10% OF RECYCLABLE MATERIAL IS ACTUALLY NOT RECYCLED AND STARTED HIS DUMPED INTO THE DUMPSTER, ALONG WITH ALL THE OTHER TRASH, RESULTING IN PLASTICS AND OTHER MATERIALS, DECOMPOSING AND MICROPLASTICS. AND A STUDY RECENTLY PUBLISHED BY ANIMAL NUTRITION MICROPLASTICS WERE FOUND IN FISH SUCH AS YELLOW PERCH, COMMONLY EATEN FISH. THE RESULTS OF THE FISH CONSUMING MICROPLASTICS INCLUDED ALTERED LIVER FUNCTIONS AND MALNUTRITION. CONSIDER HOW MICROPLASTICS MAY AFFECT PEOPLE WHEN WE CONSUME THEM THROUGH COMMONLY EATEN FOODS LIKE CROPS , HONEY, SALT AND OTHER FOODS WHICH HAVE BEEN FOUND WITH MICROPLASTICS. SUCH FOODS ARE SOLD ALL AROUND THE WORLD, INCLUDING IN OUR SCHOOLS FOR OUR STUDENTS, LUNCHES. WELL, IT MAY SEEM INSIGNIFICANT TO HAVE PROSPEROUS SCHOOLS RECYCLE. WE STILL HOPE THAT OTHER SCHOOLS WILL SOON FOLLOW IF WE CAN PROVE THE SUCCESS AND URGENCY OF RECYCLING, STARTING NOWHERE OTHER THAN OUR CITY AND SCHOOLS. IT TAKES SMALL STEPS TO MAKE A BIG CHANGE, AND I HOPE THAT WE CAN START HERE. THANK YOU VERY MUCH. NEXT SPEAKER IS CAVILL.

COVER. FIVE NAME IS CAVEAT, AND MY ADDRESS IS 2908 DRIFTWOOD CREEK TRAIL. AND RICHARD THE HURRIES IN WHY CYCLING STOPPED GETTING PICKED UP AT PROSPER HIGH SCHOOL, AND IT'S BEING PICKED UP AT OTHER SCHOOLS IN THE DISTRICT. IS BECAUSE OF THE HUGE, WASTEFUL AMOUNT OF CRUSH.

THAT HAS BEEN ENDING UP IN RECYCLING BINS AND TRASH AND ORGANIZED A LOT OF THE STUDENTS AT OUR SCHOOLS, ALSO EDUCATED ON THE IMPORTANCE OF RECYCLING. WE UNDERSTAND AND. I CAN'T GUYS THAT THIS IS A MAJOR ISSUE, SO WE ASSURE YOU THAT WE ARE TAKING THE RIGHT STEPS. TO EDUCATE OUR STUDENTS ON HOW TO RECYCLE PROPERLY. WE WILL. WE WILL UPHOLD OUR AND BY GIVING INFORMATIONAL PRESENTATIONS ON RECYCLING. ENCOURAGING STUDENTS TO RECYCLE. PROBABLY THROUGH SECOND COMPETITIONS AND INTERACTIVE ACTIVITIES. UM IN ADDITION, SHOUT OUT TO THE ACE.

ACTION TEAM IN OUR SCHOOL FOR GATHERING OVER 230 SIGNATURES FOR THE PETITION. TO UH, TO ESTABLISH THEIR SEGMENTS SYSTEM OUT OF SCHOOL, AND WE HOPE TO BE INCLUDED IN THE AGENDA FOR THE NEXT MEETING. THANK YOU. NEXT SPEAKER IS CHLOE. HI MY NAME IS CHLOE HARBOR. MY ADDRESS IS 641 DAIRY AND DRIVE. UM OUR SCHOOLS ALREADY HAVE THE RECYCLING BINS AND MATERIALS. WE NEED TO CARRY OUT THIS PROCESS AND ESTABLISHED THIS SYSTEM BY BRINGING OVER CYCLING SYSTEM INTO THE PICTURE . OUR SCHOOLS WOULD NOT ONLY BECOME MORE RESPONSIBLE AND MINDFUL OF OUR WASTE DISPOSAL, BUT WOULD ALSO BE ABLE TO SAVE SO MUCH MORE. ACCORDING TO OUR PRINCIPAL, MR JONES, RECYCLING HELPS US STAY A LITTLE CLEANER FOR THE ENVIRONMENT AND NOT PRODUCE SO MUCH PAPER WAYS. AND SINCE WE PRODUCE A LOT OF PAPER WASTE, IT WOULD BE NICE TO HAVE A PROGRAM THAT CAN HELP US WITH THIS ISSUE. WE PROSPER ISD SCHOOL STUDENTS, STAFF MEMBERS AND RESIDENTS OF THE PROSPER COMMUNITY WOULD LIKE TO REQUEST THAT THIS PROPOSITION GETS ADDED ONTO THE NEXT GENERAL MEETING'S AGENDA. IN THE U. S. COUNCIL MEMBERS CONSIDER ESTABLISHING A SCHEDULED RECYCLING SYSTEM TO COME PICK OF RECYCLING AND PROSPER FASD SCHOOLS. THANK YOU SO MUCH FOR YOUR TIME. THANK YOU VERY MUCH. IS THERE. ANYONE ELSE WOULD LIKE TO SPEAK DURING CITIZENS COMMENTS? THANK YOU.

OUR NEXT ITEM IS THE REGULAR AGENDA. IF YOU WISH TO ADDRESS THE COUNCIL, PLEASE FILL OUT OF PUBLIC COMMENT. REQUEST FORM AND PRESENTED TO THE TOWN SECRETARY, PREFERABLY BEFORE THE MEETING BEGINS. PURSUANT TO SECTION 551.7 OF THE TEXAS GOVERNMENT CODE. INDIVIDUALS WISHING TO

[21. Consider and act upon the 2023 Prosper Town Council regular meeting schedule.]

CONSIDERED BY THE TOWN COUNCIL. OUR NEXT JUDGMENT ITEM IS NUMBER 21 THAT IS CONSIDERED AN ACT UPON THE 2023 PROSPER TOWN COUNCIL REGULAR MEETING SCHEDULED MICHELLE. GOOD EVENING MARINE COUNCIL. SO AS YOU KNOW, EACH YEAR, YOU HAVE AN OPPORTUNITY TO REVIEW YOUR NEXT SCHEDULED FOR 2023. SO AS IT'S BEEN PROPOSED ON YOUR MEMO ABOUT LINED THE DATES FOR THE 2023 YEAR. AS NORMALLY. THAT SECOND MEETING IN DECEMBER DOES FALL ON A HOLIDAY. SO THAT IS THE ONE DAY WE ARE RECOMMENDING CANCELING. OTHERWISE, STAFF RECOMMENDS APPROVAL AS PRESENTED ANY ISSUES. AT 14. IT IS VALENTINE'S DAY. YES. NO THAT'S I'M FINE. HAD A YOUR PREDECESSOR. THE MEDIAN. I'M FINE WITH IT FROM ANYONE MOVING WITH CHARLES. YEAH, I'M SORRY, CHARLES YOU AVAILABLE ON VALENTINE'S DAY? NO THAT'S ACTUALLY REALLY GOOD IF I'M GOING ABOUT THIS STUFF, YOU CAN WATCH THIS TAPE. APPROVAL OF ITEM NUMBER 21, PLEASE. THAT MOTION IN A SECOND ALL IN FAVOR. MOTION PASSES UNANIMOUSLY. THANK YOU. THANK YOU, MICHELLE. OUR

[22. Consider and act upon an ordinance amending Ordinance No. 2021-55 (FY 2021- 2022 Annual Budget).]

NEXT ITEM IS TO CONSIDER ACT UPON AN ORDINANCE AMENDING ORDINANCE NUMBER 2021-55, WHICH IS THE FY 2021 ANNUAL BUDGET. WELCOME OUR NEW FINANCE DIRECTOR CHRIS. YEAH. GOOD EVENING, MARY COUNCIL. WOW RESPONSE. SO IT'S WRITTEN TO THE RECORD. AGENDA ITEM. 22 IS TWO. REVIEWING APPROVING A BUDGET AMENDMENT FOR THE FISCAL YEAR 22. SO THIS BUDGET AMENDMENT WAS PRESENTED TO THE FINANCE SUBCOMMITTEE, AND IT WAS UNANIMOUSLY APPROVED AND I'LL JUST GO THROUGH A COUPLE OF SOME OF THE AMENDMENTS IN YOUR STAFF REPORT DETAILS THE REASONS ON WHY THESE AMENDMENTS ARE ASKED FOR, UH FIRST STARTING OFF IN THE GENERAL FUND. THERE IS A TRANSFER OUT THAT IS REQUESTED AS AN AMENDMENT. THIS HAS TO DO WITH ACTUALLY THE STORM WATER DRINK. IT'S FUN. SO THIS AMENDMENT IS REQUESTED. TO SUPPORT THAT FUNDS FUND BALANCE. ON THE THIRD BULLET POINT THE SPECIAL PURPOSE DISTRICTS SO IT'S TOWN POLICY TO MAINTAIN NO MORE THAN 25. $1000 CASH BALANCE IN THESE SPECIAL PURPOSE DISTRICTS. AND SO THERE'S AMENDMENTS JUST BRINGS THE TOWN WITHIN. COMPLIANCE WITH THIS POLICY. FOR TOURS, NUMBER ONE AND NUMBER TWO. UM THERE ARE AMENDMENTS ARE RELATED TO DEVELOPER AGREEMENTS. THE THAT RELATED TO THE TEST CAME ABOUT BECAUSE REVENUE ESTIMATES EXCEEDED WHAT WAS ORIGINALLY BUDGETED. IN THE STORM WATER DRAINAGE FUND. THERE WERE SOME SUPPORT OF SOME DRAINAGE PRODUCT PROJECTS. AND THEN ON THE IMPACT FEES. THERE ARE AMENDMENTS THAT ARE RELATED TO THE WASTEWATER IN THE WEST THOROUGHFARE IMPACT THE FUNDS THESE REALLY RELATED TO TIMING IMPACT AS THAT MONEY IS BROUGHT IN, AND IT TRIGGERS. YOU KNOW THE AGREEMENT WITH ECONOMIC DEVELOPMENT AGREEMENT. AH! THOSE BUDGET AMENDMENTS WOULD GO THEN TO COVER THE AMOUNT THAT WAS THE AMOUNT THAT WAS ACTUALLY EXPENDED IN THOSE IN THOSE FUNDS. AND THEN, LASTLY, FOR 22 . THERE IS A IN THE HEALTH. I'LL NEVER SIGNIFICANT CLAIMS. AND SO THE AMENDMENT IS SOLELY JUST TO BRING UP OUR BUDGETED FIGURES WITH OUR ACTUALS AND THAT. THAT IS ALL THE AMENDMENTS THAT HAVE FOR FISCAL YEAR, 22. 2021 2022, OKAY? ALL RIGHT. THOUGHTS FROM FINANCE COMMITTEE THAT ACTUALLY WENT THROUGH THIS. YEP CHARLES AND I AND MARCUS WENT THROUGH THIS WITH THEM. LOT OF THINGS TO KIND OF CLEAN UP AND MOVE ALONG. AND REALLY NOT. NOT A LOT OF

[01:20:06]

OPTIONS OTHER THAN TO MOVE FORWARD WITH. MOTION TO PRE BOTTOM 22. KIND OF MOTION BY CHRIS CURRENT SECOND BY CRAIG ANDRES ALL IN FAVOR. YOU'RE GONNA BREAK HAND. THEIR MOTION PASSES UNANIMOUSLY. THANK YOU. THE NEXT ITEM IS GOING TO BE. I'M SORRY, DID WE? DID WE GIVE BOB HIS CREDIT FOR THIS PARTICULAR YOU GUYS WILL NOTICE ITEM. 22 IS THE 2021 2022 BUDGET ITEM. 23 IS A 23 BUDGET AND FOR THE FINANCE TEAM THAT WAS PRETTY GOOD, PRETTY HUMOROUS. SO UH, SO

[23. Consider and act upon an ordinance amending Ordinance No. 2022-54 (FY 2022- 2023 Annual Budget).]

NOW WE'RE GONNA LOOK AT ADAM 23 , WHICH IS THE CONSIDER AND ACT UPON AN ORDINANCE AMENDING ORDINANCE NUMBER 2022-54 WHICH IS FY 2022 2023 ANNUAL BUDGET. CHRIS THANK YOU, MAYOR AND COUNCIL. SO ON THIS AGENDA ITEM . IT IS THE AMENDMENT FOR THE 22 23 FISCAL YEAR. THIS HAS ALSO BEEN REVIEWED BY THE FINANCE SUBCOMMITTEE AND UNANIMOUS UNANIMOUSLY APPROVED. SOME OF THE ITEMS THAT WE HAVE POOR APPROVAL JUST REALLY COME DOWN TO BUDGET OVERSIGHT. SO WHEN THE BUDGET DOCUMENT WAS PUT TOGETHER AND PRESENTED TO YOU, THERE WERE SOME OVERSIGHTS THAT WEREN'T INCLUDED THE FIRST TWO ON THIS LIST. YOU CAN SEE THE DETECTIVE AND THE ENGINEERING TECHNICIAN.

WHAT I CAN SAY IS THE FTE OR THE FULL TIME EQUIVALENT WAS AUTHORIZED. THE OVERSIGHT CAME IN WHERE THE PERSONAL COST WORD BUDGETED, SO THOSE DID NOT MAKE IT INTO THE BUDGET. AND SO WE'RE SIMPLY ASKING. YOU'VE AUTHORIZED THE FTE. WE'RE ASKING FOR AUTHORIZATION. FOR THE BUDGET AS WELL ON THIS. ANOTHER OVERSIGHT WAS IN THE WATER AND SEWER FUND SPECIFICALLY IN THE MINISTRATIONS SECTION. UM WHAT WAS INCLUDED IN THE DOCUMENT AGAIN DOES NOT REFLECT WHAT THE BUDGET WAS BUILT ON. IN THIS SYSTEM. AND THEN LASTLY, THE LAST OVERSIGHT I HAVE ON HERE IS IN THE SPECIAL REVENUE FUND. AND ALL THIS DOES IS AUTHORIZED THE FIRE DEPARTMENT. TO SPEND THE DONATIONS THAT THEY RECEIVED. AND SO THIS IS $5000 IN DONATIONS THAT THEY WOULD RECEIVE. THAT NEED YOUR AUTHORIZATION TO BE ABLE TO SPEND. MOVING ON. SO SINCE THE BUDGET WAS PUT TOGETHER, THERE HAVE BEEN SOME, UM, SOME UPDATES. THE ARE BEING REQUESTED . UH SOME OF THESE REALLY TO ASSISTANCE THROUGH THE FORM OF THIRD PARTY CONTRACT LABOR SUPPORT. THE LAST FEW FOR PARKS AND FIRE. THERE IS EITHER A VACANCY CURRENTLY OR A VACANCY THAT WILL BE WITHIN THE NEXT FEW WEEKS, THE THEY'RE ASKING FOR SOME THIRD PARTY LABOR TO CONDUCT THEIR INSPECTION. MAKE SURE THAT SERVICES TO THE COMMUNITY DO NOT GO DOWN.

FINANCE IS ASKING FOR SOME CONTRACT LABOR SUPPORT. AS YOU'RE YOU MAY BE AWARE YOU MAY NOT BE AWARE. FINANCE PROFESSIONAL STAFF WAS 100% TURNOVER RECENTLY. AND SO WE'RE CURRENTLY GOING THROUGH THE YEAR AND AUDIT UM AND IF YOU APPROVE LATER ON AN AGENDA ITEM, UH, YOU KNOW, IN JANUARY WILL BE GOING THROUGH AN E R P IMPLEMENTATION. AND SO WITH THAT IN MIND ALL THOSE FACTORS IN MIND OR ASKING FOR A AN APPROVAL FOR CONTRACT LABOR SUPPORT ON AN AS NEEDED BASIS. GOING DOWN TO THE DECKS. THE FLOOD SAFETY SYSTEM. THIS IS THE LICENSE PLATE READER PROGRAM , BELIEVE COUNCIL IS AWARE OF THE NEXT ITEM. RATHER THAN JUST THE DASH AND BODY CAM EQUIPMENT AND SOFTWARE. UM SO STAFF DURING THE BUDGET PROCESS DID ASK FOR CALLS. AND. YOU DID ASK FOR INSURANCE FROM THE VENDOR THAT THAT AMOUNT WOULD BE ADHERED TO. COME TO CURRENT TIMES, AND, UM THERE IS A COST INCREASE WITH THE ORIGINAL SCOPE OF THE PROJECT. THERE IS ALSO ADDITIONAL SOFTWARE THAT WILL BE NEEDED TO MAKE THIS SOFTWARE OR THIS HARDWARE FUNCTIONAL. UH AND SO THERE'S SOME ADDITIONAL LICENSES THAT WILL NEED TO BE PURCHASED. FOR THIS PROJECT TO MOVE FORWARD. UM. NEXT ON THE LIST. WE HAVE A ONE TIME $800 LUMP SUM PAYMENT TO EMPLOYEES.

I'VE APPROVED. THIS WOULD BE DISTRIBUTED TO EMPLOYEES ON THE DECEMBER 30TH. PAYCHECK AND I BELIEVE IT IS EMPLOYEES THAT WERE EMPLOYED WITH THE TOWN OF FROSTBURG THROUGH THE END OF

[01:25:05]

NOVEMBER. UM WE WENT THROUGH AFTER WE PUT ALL THESE AMENDMENTS TOGETHER AND ANALYZED THE GENERAL FUND. BECAUSE WE ARE AWARE THAT CAPITAL NEEDS ARE VERY IMPERATIVE. SO WE ANALYZED THE FUND BALANCE. AND. WE FOUND THAT THERE'S AN ANOTHER MILLION DOLLARS. THAT COULD BE CONTRIBUTED TO THE CAPITAL DEDICATED NOW THIS WOULD NEED TO GO AGAIN THROUGH THE SIPPY. SOME COMMITTEE TO BE PROGRAMMED. BUT THERE IS A MILLION DOLLARS THAT WE FEEL COULD BE CONTRIBUTED TO THE TO BE CAPITAL DEDICATED FUND. SO IN YOUR PACKET TONIGHT , YOU SHOULD HAVE RECEIVED A PAGE THAT IS TITLED FISCAL YEAR 23 CAPITAL DEDICATED FUND. AND WHAT THAT IS. THAT'S THE RESULTS OF THE LAST CMP SUBCOMMITTEE THAT MET SO ON THIS PAGE. THE $7.4 MILLION INCAPABLE DEDICATED THAT WAS APPROVED THROUGH THE BUDGET PROCESS. UM THERE WAS A PORTION OF THAT THAT WAS APPROVED THROUGH THE BUDGET PROCESS AS WELL. AND THAT'S THE TOP SECTION THAT YOU CAN SEE UNDER THE HEADING ALLOCATION, INCLUDING IN THE 2020 22 OH 9 13 ADOPTED SOON. THAT'S ROUGHLY TWO AND A QUARTER MILLION THAT THAT WAS GIVEN THE NAME OF THAT 7.4. CAPITAL DEDICATED. BELOW IS THE RECOMMENDATION FROM THE CAPITAL IMPROVEMENTS SUBCOMMITTEE AND THE PROJECTS THAT THAT THAT IMPRESSED OF THAT 7.4 MILLION WOULD GIVE IT TO YOU. SAW YOU ASKING FOR THIS TO BE APPROVED AS PART OF THE ORDINANCE, RIGHT? SO THIS WILL BE AS PART OF THE BUDGET APPROVAL CANCEL WOULD APPROVE. GIVING THESE DOLLAR AMOUNTS NAME ON THESE PROJECTS. IT DIDN'T LOOK LIKE, UM IT WAS IN THE MOTION, BUT IT'S PART OF THE BUT WE'RE APPROVING THE SPECIFIC AMOUNTS. RIGHT, TERRY, TOO. THIS WASN'T PART OF THE PACKAGE. SO WE CAN WE CAN, BUT BEFORE I DO THAT I LIKE I WANT TO HEAR FROM THE CAPITAL IMPROVEMENTS. COMMITTEE ON SO I CAN'T SPEAK FOR US SO I CAN LOOK AT IT. HOW DID YOU BECOME CHAIRS? I WASN'T SUPPOSED TO BE HERE TONIGHT. OKAY WELL, THAT LOOKS BIG. YES I DID IT JUST FOR THE RECORD FOR THE MEMBERS, NOT ON THAT COMMITTEE. THIS IS THEIR FIRST TIME LOOKING AT THIS. YEAH. SO THEY ARE APPRECIATE HIM. YES. ARE YOU CELEBRATING ANY OF THESE PROJECTS? I JUST WANNA MAKE ACCELERATED, OKAY? UH HUH. SEE BAD STAFF WORK THE STAFF WE CAME WITH THESE. HER STATION. WE'RE GOING TO START WITH THIS FIRST GROUP. THREE, WHICH WERE ALREADY GREAT PEOPLE, 2000. BUT GOOD. SO BUT IN THAT MILLIONS FINE. GOT US TO A TOTAL BUST. $2 MILLION IN THAT MEETING WE HAD WITH HIM. AND SO 10. MILLION IS WHERE WE ARE.

CAPITAL. 12 MILLION THE COMMITTEE AGREED THAT. IF THIS DOESN'T COME INTO BUDGET DOESN'T COME IN THE CONTRACTING COMMITTED 12 $10 MILLION. OR USE A BEER AND A HALF THIS YEAR AND PULL UP THE REST OF IT, WHATEVER IT COSTS. RECOMMENDATION THAT COMMITTEE. SAFETY WAY IS. POWERS THAT REALLY NO CHOICE. SUSTAINABLE GORGEOUS MCKINLEY THAT LIVED ABOUT IS IN PLACE.

WHAT WE HAVE TO DO. 3 80. FEEL CREATING INTERSECTIONS. OVERRUN, BUT WE'RE GOING TO HAVE TO SPIN, SO THOSE WERE NOT REALLY GOT A LOT OF DISCUSSION. WE'RE HOPING THE TOLL ROAD GETS THIS GETS ACCESS OFF. SO THIS IS KIND OF A BIG PROBLEM. SAME THING WITH LEGACY. FOUR LANES. THAT WAS A

[01:30:04]

PRIORITY. IT'S THE OTHER WAY ACQUISITION THERE SO THAT WE CAN GET GET THAT MOVIE. THE MORE LEFT TURN OF THE FOURTH. IS IN HERE AT 375. THAT'S THE COURT. AT FIRST WE TALKED ABOUT EARLIER THAT IS A SOUTH PBOND. TO TURN LANE. HOPES IT WILL COME IN LESS THAN THAT. WE DON'T HAVE A GOOD ESTIMATE ON THAT THIS POINT BUT THIS 375 WHEN WE GET A NUMBER, A REAL NUMBER ON THAT SOME OF THAT MADE THAT ROLLED BACK INTO THE CAPITAL DEDICATED ALONG WITH THEY IF THERE'S EXCESS LEFTOVER , ALONG WITH ONE MILLION, WE JUST ADDED TODAY TO THE ACCOUNT. AND THEN FIRST STREET DESIGN.

GOLDEN, CRAIG. INTO THAT. AS YOU CAN SEE, A BIT OF A HALF OF THAT IS THE SO MAYBE. I DON'T KNOW.

WHY IS THE $11.5 MILLION MEMBER FOR A TOTAL CAPITAL. SINCE WE HAD TO PLAY WITH, WELL, WE HAD EIGHT MILLION IN THE CRP. I BELIEVE FOR THE FIRE STATION. OKAY MILLION PLUS SOMETHING LIKE THAT. AND THEN THIS 1.5 MILLION CAME ABOUT BECAUSE IN OUR MEETING WITH THE FIRE CHIEF, WHERE THEY PRESENTED THERE. ESTIMATE AT 12 MILLION. THEY ALSO CAME IN AND PRESENTED AN ALTERNATIVE TO REDUCE THE COST. DOWN TO 10 9 HAVE $10 MILLION. I'M NOT SURE THE RIGHT NUMBERS IN HERE BUT NINE F 10 MILLION AND THIS COUNCIL SAID WE WERE COMFORTABLE SPENDING THAT MUCH.

BUT WE WANTED THE FULL PROJECT FOR THAT MUCH. FOR WHAT? FOR WHAT? WE'RE COMFORTABLE SPENDING. I THINK THAT'S THE WAY THE 10,000,010 MILLION. SO WE'RE COMFORTABLE DOING 10 MILLION. IF THEY COULD GET THE PROJECT. WE SAID WE DON'T WANT YOU TO CUT THE SCOPE. THE DRAMATIC DRAMATICALLY. BUT IF YOU CAN GET THE WHOLE PROJECT FOR 10 MILLION, WE'RE GONNA PUSH IT FORWARD. THIS IS THAT THAT MONEY THERE? IF YOU KNOW, CAPITAL, UH, DEDICATED COMMITTEE. SAID. IF YOU DON'T GET IT FOR THAT 10 MILLION NUMBER THEN WE'RE GOING TO PROPOSE TO DEFER THAT. THE FIRE STATION TO NEXT YEAR. AND USE SOME CAPITAL DEDICATED FROM NEXT YEAR'S A CAMP TO COMPLETE THE BUT WHATEVER THE EXACT CALL, SO WE DON'T KNOW WHAT THAT NUMBER IS UNTIL MID JANUARY, PROBABLY AND YOU KNOW, SO AT THAT TIME, WE'LL HAVE TO READDRESS THAT. BUT IN THE MEANTIME, WE WANT TO GET STARTED ON ALL THESE OTHER PROJECTS. DIDN'T WE? AT SOME POINT, SO WE HAVE $7.4 MILLION WORTH OF CAPITAL DEDICATED FUNDS COMMITTED THOUGHT AT SOME POINT . MAYBE I MADE THIS IS ANOTHER NUMBER THAT IS IN OUR MY BRAND THAT WE HAD 11.5. HAD TO WORK WITH WE DO WE DO IN TOTAL 74. IT'S ALWAYS BEEN HAS ALWAYS BEEN THAT OKAY, MAYBE I JUST BECOMES 84. YEAH IT'S 84. OKAY SO IT WAS NEVER, EVER NEVER HAD THAT HAPPEN. I DON'T KNOW WHY, BUT JUST FORGET. I SAID THAT I JUST BOB BOB'S GONNA GOTTA COMMENTARY. REMEMBER ANDREW. SHE MAY BE THINKING ABOUT THE 11.2 CENTS. THE 11.2. SENSE OF THE TAX WHERE THAT'S GENERATES THE 7.4. THAT'S IT. THAT'S IT. SORRY. YOU KNOW, THANK YOU. YOU ALWAYS READ MY MIND? SORRY GO AHEAD, CHRIS. I'M JUST WANT TO UNDERSTAND WHAT WHAT PIECES OF THOSE FIRST THREE PIECE OF THE MILLION DOLLARS FOR THE CIRCLE, AND THAT'S A DESIGN COSTS FOR THAT CHANGE. I'M JUST TRYING TO FIND OUT HOW FAR HOW FAR ALONG ARE WE IN THIS PROJECT? WILL IT BE SHOVEL READY AFTER WE YEAH, THAT'S THE ADDITIONAL OVERRUNS FOR THE FIRST THREE D D. COLEMAN PLUS THE TRAFFIC CIRCLE, OKAY, DESIGNED WERE ACTING THE RIGHT AWAY ACQUISITION PROCESS. THE MAIN LANES. FROM D AND T TO THE INTERSECTION AND IT WILL PROBABLY COME INTO YOUR FIRST PART OF THE YEAR TO GET AUTHORIZATION IN CASE WE NEED EMINENT DOMAIN FOR THE AREA THAT NEEDED FOR THE TRAFFIC CIRCLE, AND THEN THE CALLING TO CRAIG PIECE WE'VE DONE NO RIGHT AWAY. NOTHING ON THAT SO THAT THEY CAPITAL IMPROVEMENT SUBCOMMITTEE MEANT TO TRY TO GO IN AND START THE DESIGN FOR THAT, AND THAT WILL REALLY IDENTIFY. THE FOOTPRINT NEEDED FOR THE RIGHT AWAY. DO WE ANTICIPATE DOING THE FIRST SECTION FROM DNT TO COMMENT ON THE CIRCLE BEFORE? YES SIR. THAT'S THAT'S IN THE BUDGET THIS YEAR FOR CONSTRUCTION, IT'LL PROBABLY LATE IN THE PHYSICAL YEAR, SO HOPEFULLY BY AUGUST SEPTEMBER OKAY. THANK YOU. BY THE WAY, I JUST WANTED TO POINT OUT THAT YOUR WIFE LEFT. AH! YEAH MHM. YEAH SHE'S LIKE, GOT BORED. YAHOO! YEAH. SO QUESTION FOR THE CAPITAL. DEDICATED COMMITTEE. SO THE ACTUAL NUMBER WE'RE GOING TO GIVE IT GOING TO GET THROUGH ANOTHER MILLION IN THERE. WHAT WERE YOUR NEXT COUPLE OF PROJECTS? WE DIDN'T WE DIDN'T GO

[01:35:01]

TO THE NEXT MILLION NO, WE'VE WE DO HAVE A LIST OF PROJECTS. I KNOW THAT STAFF HAD SOME PROJECTS THAT WE WERE INTERESTED IN. BUT WE DID NOT FOCUS ON THAT. AND THERE'S THAT LIST THAT WORTH PULLED OUT OF PUT ON THIS LIST. WE NEED TO RE PRIORITIZE THOSE AGAIN. NOW THAT WE'VE KIND OF PICKED SOME OUT, WE NEED TO RE PRIORITIZE. WHAT'S LEFT WILL BRING THAT BACK. I THINK I THOUGHT WAS ONCE WE GET THE COURT NUMBERS, THE COURT EXPANSION NUMBERS IN WE COULD ADD THAT WITH THIS NUMBER, AND THAT WOULD BE, YOU KNOW. WE MAY HAVE SOME OVERRUNS. WE MAY NEED 2,000,004, RIGHT? THAT'S KIND OF WHAT, OKAY PROJECTS SO I WILL TELL YOU THE TWO OTHER BIG PRIORITIES, WHICH A MILLION DOLLARS WON'T TOUCH. IT IS LEGACY CONSTRUCTION. THAT'S WHY WE'RE GOING TO HEAD TO THE RIGHT OF WAY. WE COULD HAVE THAT DONE SHOVEL READY AND THEN HE'LL THAT WAS THE OTHER ONE. IT'S QUITE QUESTION AND WE WERE SEVE EVERYTHING. THAT WE'RE GOING TO BE ABLE TO ANALYZE THE PRIOR YOUR BUDGET OVER. I MEAN, IT'S JUST ARE WE DONE NOW? IS THERE MORE SALES TAX DOLLARS? THEY CAN CREATE MORE MONEY OR NO. SO WE'VE RECEIVED EVERYTHING.

UNLESS SOMETHING IN AN AUDIT CORRECT AND OR, YOU KNOW, WE'VE GOT A MILLION EIGHT AND ENCUMBRANCES THAT WILL NEVER RESULT IN A IN A REVISION, BUT MAY END UP IN SOME EXCESS FUNDS LEFT OVER RIGHT SO AS PART OF THE MOTION TO APPROVE THIS, THERE'S EMOTION, TOO. ROLL THE PURCHASE ORDERS RIGHT? AND SO THAT HAS BEEN SOMETHING THAT HAS JUST BEEN TOWN PRACTICE AT THE END OF THE YEAR IN THE UNSPENT, OPEN PURCHASE ORDERS OR THEY WERE. THEY WERE GONE THROUGH AND ANALYZE TO THE NEED. THEY WERE JUST VERY EASILY ROLLED OVER INTO THE NEXT YEAR. THAT'S A PROCESS THAT WE'RE CHANGING. IT'S GOING TO MOVE TO MORE OF A USE IT OR LOSE IT KIND OF SYSTEM. YOU MAY BE USED TO IT BEING CALLED THAT SO THAT STAFF AND THEY'VE ALREADY BEEN COMMUNICATED TO THAT. THIS WILL BE THE EXPECTATION GOING FORWARD , SO THIS WOULD BE THE LAST TIME THAT WE COME TO ASK YOU JUST TO BLINK WITH LIBERAL ALL THE OPEN POS THAT WE HAVE. IS THERE A WAY TO TRACK THAT THOSE. POS THAT ARE OUTSTANDING TO MAKE SURE THEY WERE FUNDED PROPERLY, OR IF THEY WEREN'T THAT WE PUT THAT MONEY BACK INTO CAPITAL DEDICATED OR THEY WERE FUNDED PROPERLY. IT'S THAT THEY HAVEN'T GONE OUT AND PURCHASED WHATEVER THEY WERE FUNDED FOR. OKAY, SO WHAT IF THEY DON'T? AND SO THERE IS THE POSSIBILITY THAT IT COULD BE CLOSED IN THAT MONEY WOULD ROLL INTO BUDGET. BUT WE DO HAVE THE LIST OF ALL THE VIEWS AND WE CAN TRACK TO SEE IF THEY ACTUALLY WERE. YES AND THE LIST OF INCLUDED IN THE IN ONE OF THE EXHIBITS THAT THAT IS IN YOUR PACKAGE. OKAY, I'M GONNA STOP OKAY? SO A COUPLE OF THINGS ON THE EARTH THIS THIS IS GREAT. I CAN'T WAIT TO GET SOME OF THESE ITEMS DEPLOYED OUT THERE. THE DASH CAMS. THE $800 LUMP SUM PAYMENT TO EMPLOYEES. I THINK, UH, IS A VERY BIG DEAL FROM THE COUNCIL AND TO THE STAFF AND TO NOTE THAT WE THAT IS TO CONVEY THE APPRECIATION. FOR THE WORK THAT'S BEEN DONE HERE IN THE PAST YEAR AND UNDER FAIRLY DIFFICULT CIRCUMSTANCES. I WANT TO MAKE SURE THAT WE DO NOT JUST GLOSS OVER THAT AND THROW ANOTHER 800 BUCKS AND SOMEBODY'S PAYCHECK, BUT THAT IS A SIGNIFICANT IT'S A 250,000 THAT CHARLES WAS LOOKING FOR. SO FOR COMMUNICATE THAT CORRECT YES, MA'AM. WE ARE IF APPROVED TONIGHT. BOB. HAS BEEN WORKING WITH THE COMMUNICATIONS TEAM.

AND WE'RE GOING TO PUT SOME LANGUAGE TOGETHER. ROBIN'S BEEN VERY HELPFUL. AND WOLF PROPERLY . PUT THAT TOGETHER AND GET THAT WORD OUT, PROBABLY THIS WEEK. THE PLAN IS TO GET THAT ON THE LAST PAYMENT AND BLESSED CHECK PAYCHECK. OKAY THANK YOU FOR GETTING THAT OUT. THE NEXT THING IS THE FLOCK SAFETY SYSTEM. THAT IS QUICKLY AS WE CAN DEPLOY THAT I'D LOVE TO SEE THAT HAPPEN. AND THEN, UH, WHY? YES, SIR. THANK SCOTT SAID HE HAD A LADDER ON THIS TRUCK. HE'S GOING TO START INSTALLING SO GOOD. UM AND THEN THE LAST THING IS A COMMENTARY ON PROCEDURE. AH! GOING FORWARD FOR THE CAPITAL. DEDICATED ITEMS. I WOULD REALLY LIKE TO SEE THAT IN THE PACKAGE SO THAT I CAN THINK MY WAY THROUGH THIS BEFORE WE COME TO A COUNCIL MEETING AND THEN SPRING IT ON FORMER COUNCIL MEMBERS. GOING FORWARD IF WE COULD CHANGE THAT. WE HAVE A MOTION? YEAH, I MOVE TO APPROVE. ORDINANCE NUMBER 2022 50 FOR FISCAL YEAR 2020 23 ANNUAL BUDGET PROVIDE FUNDING

[01:40:02]

INCREASED EXPENDITURES IN THE GENERAL FUND. WATER, SEWER UTILITY BUG AND SPECIAL WORK.

MOTION TO ADD CAPITAL. HOW ARE YOU? AT ONE POINT WELL, IT'S ALLOCATION. CAN WE CALL THIS? AN EXHIBIT? TO THE ORDINANCE. AND TO APPROVE EXHIBIT A AND TO APPROVE EXHIBIT A AS A PART OF THE ORDINANCE. SET ALL NEED TO SAY. DOES THAT WORK? SECOND. OKAY, WE HAVE A MOTION. GREG SECOND BY CHARLES COTTON ALL IN FAVOR. MOTION PASSES UNANIMOUSLY. THANK YOU. NEXT

[24. Consider and act upon awarding CSP 2022-53-A to Tyler Technologies, Inc. for an Enterprise Resource Planning (ERP) System Solution for the Town of Prosper; and authorize the Interim Town Manager to execute documents for same.]

OF CONTRACT WITH MOTOROLA SOLUTION FOR AN IN CAR, BODY WORN CAMERA EVIDENCE AND EVIDENCE MANAGEMENT SOLUTION PLATFORM. AGAIN THIS IS SOMETHING THAT'S BEEN A LONG TIME COMING. WE ISSUED A CSP CSP 2020 TO 62. A UH WE HAD TWO RESPONSES. I DO WANNA ACKNOWLEDGE THAT THERE WERE SEVERAL DEPARTMENTS IN TOWN THAT PARTICIPATED IN SCORING USER FPS. SO WE HAD COME ENFORCEMENT. WE HAD FIRE. UM WE HAD INSPECTIONS ALL PART OF THAT TEAM. THE IDEA BEING WHATEVER CAMERA SYSTEM WE DECIDE ON CAN BE DEPLOYED TO THE TOWN AT LARGE EVENTUALLY TO THOSE DEPARTMENTS THAT ARE CURRENTLY USING CAMERAS . UM AS WE KNOW, YOU KNOW, AS AS INCIDENTS WITH CODE ENFORCEMENT FIRE INSPECTIONS INCREASE, WE MIGHT WANT SOME PROTECTION FOR THEM AS WELL. SO THIS PLATFORM. I WANTED TO MAKE SURE EVERYONE HAD VISIBILITY IN THIS. SO I WAS PLEASED THAT EVERYBODY PARTICIPATING AND HELPING SCORE. WE CHOSE MOTOROLA. IN THE PACKET . THERE'S A 10 YEAR BREAKDOWN SHOWS ROUGHLY $200,000 IN SAVINGS THAT INCLUDES THE

[01:45:05]

ADDITIONAL CAMERAS FOR FIRE DEPARTMENT AND THE ADDITIONAL SOFTWARE. IT WAS IN THE BUDGET AMENDMENT THAT WE'RE GOING TO BE REQUIRED TO BUY IN THAT SAVINGS. IT TAKES INTO ACCOUNT ALL OF THAT. UM IT'S A GREAT SOLUTION. WE LIKE A LOT AND I'VE GOT REPRESENTATIVE OF THE POLICE DEPARTMENT HERE FOR MORAL SUPPORT OR QUESTIONS. YEAH. ALL RIGHT. THANK YOU. ARE THERE ANY QUESTIONS FOR LEE? GOSH HERE I WAS

UM, BUT EVEN WITH THOSE STAFF, WE ARE STILL STUFF. I WANT TO USE THE WORD STRUGGLING, BUT IT'S UM WE'LL PROBABLY WORKING MORE HOURS THAN WE SHOULD JUST TO KEEP UP. SO THIS WOULD ALLOW US TO USE THIS CONTRACT AS NEEDED.

WE CAN USE ALL OR NONE OF IT. IT'S THERE'S NO MINIMUM WOULD BE CHARGED ON A OR BUILD AN HOURLY BASIS AS WE HAD THE NEEDED ITEMS. THOSE TASKS WOULD INCLUDE POTENTIALLY ATTENDING DRC MEETINGS, REVIEWING LANDSCAPE LANDSCAPE PLANS, CIVIL ENGINEERING PLANS AND EVEN GOING OUT ON SITE AND INSPECTING LANDSCAPE TO MAKE SURE THEY MEET ALL OF OUR NEEDS. UM SO WITH THAT WE WILL CONTINUE TO EVALUATE THE DEMAND AND DETERMINE APPROPRIATE STAFF LEVELS AND OPTIONS. BUT WHAT THIS DOES ALLOW US TO DO. IS TO MEET A STAFF SHORTAGE WITHOUT HAVING TO GO OUTSIDE AND HIRE SOMEONE. SO WE HAVE THINGS SLOW DOWN. WE'RE NOT STUCK WITH SOMEONE WHO'S NOT DOING WORK. IF THINGS WRAP UP, WE HAVE THE OPPORTUNITY TO RAMP THIS UP AS WELL WITH THAT. GIVE ANY QUESTIONS ON HAPPIER IN FOR THIS ONE QUICK QUESTION. UM SO.

SOMEBODY WOULD GO IN AND ATTEND A MEETING OBVIOUSLY IN ON BEHALF OF THE TOWN. AND THEN ANOTHER MEETING COMES UP SOMEBODY GOES. IS THAT THE SAME PERSON I WOULD ASSUME SO THAT WE DON'T HAVE ONE PERSON IS KIND OF YOUR POINT, RIGHT? YOU DON'T HAVE MULTIPLE PEOPLE. DIFFERENT TIMES. IT'S GOING TO MOST LIKELY ONE PERSON, BUT IT'S GOING TO DEPEND ON WHAT TOPIC OR UTILIZING. OKAY SO IT COULD BE DIFFERENT PEOPLE WITHIN HALF, DEPENDING ON THIS SPECIALIZATION. SO THE CIVIL ENGINEERING PERSON PROBABLY GOING TO BE DIFFERENT THAN THE LANDSCAPE PERSON THAT MAKES SENSE YOURSELF. YOU KNOW IF IT WAS SOMETHING THAT PERTAIN TO THE SAME ITEM OR ISSUE, I WOULD JUST HOPE THAT IT WOULD BE THE SAME PERSON SO THAT THEY HEARD ALL THE INFORMATION AND ONE BY ONE THING AND ANOTHER, SO WE WILL KEEP THAT CONTINUITY ALL THE WAY FROM FROM BEGINNING TO END. IT'S ALL YOU ANY OTHER QUESTIONS. ANYONE LIKE TO MAKE A MOTION. COST THINKS ABOUT YOU LOOKED LIKE HE WAS PASTOR. YOU GOT IT CORRECT. AND MOVED TO AUTHORIZE THE INTERIM TIME MANAGER TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT BETWEEN HALF ASSOCIATES IN PROSPER, TEXAS, RELATED TO THIRD PARTY LANDSCAPE. THANK YOU, JEFF HODGES ALL IN FAVOR. MOTION PASSES UNANIMOUSLY. THANK YOU. THANK YOU APPRECIATE IT. NOW OUR NEXT AGENDA ITEM, MR. POSSIBLY

[Possibly direct Town staff to schedule topic(s) for discussion at a future meeting.]

DIRECT TOWN STAFF TO SCHEDULE TOPICS FOR DISCUSSION AT FUTURE MEETINGS. I THINK ONE OF THE THINGS IS TO INVESTIGATE THE RECYCLING PLAN HAS NOTED BY THE STUDENTS TODAY. THEN I DON'T KNOW ANYTHING OTHER THAN THEY OUGHT TO BE ABLE TO. DO RECYCLING THE CITIZENS CAN.

YEAH, I THINK IT WOULD. IT WOULD FIT INTO THAT BOB SHAKING HIS HEAD. YEAH, THAT WE COULD LOOK

[01:50:01]

AT THAT WITHIN THE SCOPE. DON'T WORRY, BE PROCESSED, PERFECT TIMING. WORD. OH, SO WILL THIS BE ON JUST A HIGH SCHOOL LEVEL OR ALL SCHOOLS? WHAT ARE WE LOOKING AT? OKAY? WHY WOULD WE NOT LOOK AT ALL SCHOOLS WOULD THINK OF YOU SHOULD LOOK AT ALL OF THAT. YEAH, THE ONES IN PROCESS. ALSO, I WANTED TO ASK, UM AND MAYBE FOR ME. WE KNEW THAT UM, IN REGARDS TO OUR WIRELESS CARRIERS IN TOWN. I KNOW I'VE BEEN GETTING A LOT OF SYSTEM COMMENTS ABOUT 18 TEEN PARTICULAR. UM IT SEEMS LIKE IN THE PAST WE'VE HAD UPDATES FROM THEM. AND I KNOW WE HAVE. I DON'T KNOW WHO WANTS STAFF HAS RELATIONSHIPS WITH PROVIDERS, BUT IN PARTICULAR IT SEEMS LIKE WE'RE GETTING A LITTLE BIT MORE OF THOSE ISSUES BUBBLED UP, SO I DON'T KNOW HOW TO DISCUSS ABOUT WHAT'S OUR ROLE IN THAT, I GUESS IS MY AND HOW WE THOUGHT THE CONCIERGE PERSON FOR THE I T TEAM HAD LIAISON WITH THEM. OUR CONCIERGE PERSON, WHICH IS JESSICA. HAS CONTACTS WITH OUR BROADBAND PROVIDERS, BUT NOT NECESSARILY OUR CELERY PROVIDERS. AT LEAST I DON'T BELIEVE WE'VE GOT ANY SPECIFIC CONTRACTS FOR THEM. BUT IF WE'RE TALKING ABOUT CELL COVERAGE UM THAT'S MORE OF A WHERE ARE WE PUTTING TOWERS AND WHAT'S BEEN PERMANENT? I DON'T I DON'T THINK THE ISSUE IS COVERAGES, BUT JUST BEEN. IT'S BEEN INTERMITTENT. AND SO WE COUPLE OF DAYS THAT I'VE SEEN, SO WE DO HAVE OBVIOUSLY VERIZON REP BECAUSE WE USE THEIR COMMERCIAL SERVICES FOR ALL OF OUR TOWN, ISSUED PHONES AND VEHICLES AT THE MOMENT UNTIL AGAIN SWITCHED OVER TO FIRST NAME. UM, WE HAVE A CONTACT THERE. WE WERE EXPERIENCING ISSUES, PARTICULARLY BEHIND PT, WHERE ALL THE PATROL VEHICLES PARK. AND WE REACHED OUT TO THEIR TO OUR SALES REP. WHO REACHED OUT TO THE ENGINEERING TEAM, AND THEY TOOK A LOOK AT SOME STUFF, AND THERE WAS THERE WERE PROBLEMS AND THEY RESOLVE IT. SO THAT GOT BETTER FOR US. WE DON'T HAVE A SIMILAR RELATIONSHIP BEFORE THE OTHER BIG PROVIDERS, T MOBILE A T AND T. SO FOR FUTURE ITEM COULD IT BE TO ESTABLISHED THAT. YEAH ABSOLUTELY. I'M JUST LIKE, WHAT IS OUR ROLE IN THAT IT FEELS LIKE A UTILITY, BUT I KNOW IT'S NOT. HMM ESSENTIALLY REMEMBER THAT. NONE OF THOSE ARE UTILITIES RIGHT? WHICH MEANS THEY DON'T HAVE TO PROVIDE ANYTHING ANYWHERE. AND SO I MEAN , OTHER THAN HELPING TO MANAGE PERMITS FOR RIGHT AWAY TO BE ABLE TO PUT FIBER IN TO MAKE CONNECTIONS. OR TO BE ABLE TO PROVIDE LOCATIONS WHERE THEY CAN PUT MORE TOWERS. THAT'S A WHOLE NOTHER ISSUE. UM THERE'S. NOT REALLY. THERE'S NO REGULATORY PERSPECTIVE OR AUTHORITY THAT WE HAVE. CERTAIN I AGREE WITH YOU, BUT CERTAINLY THEY EACH GOT A GOVERNMENT LIAISON DEPARTMENT. AND OFFICERS THAT WOULD BE COULD WE COULD REACH OUT TO TEACH YOU TO BE ON OUR PARTNERS ON OUR PARTS WHERE HE'S NO LONGER AND SO IF WE COULD FIND THOSE INDIVIDUALS. CONTACT WITH US? YEAH SOMETHING HAPPENED. THE ASIAN YEAH. LIAISON RELATIONSHIPS WITH 18 TEETH SUDDENLY OKAY, ONE POINT. HONESTLY THAT PERSON HAS NOW TAKEN TO JOBS LATER, IS NOT DOING THAT. CORRECT AND RELOCATE THOSE RECONNECT WITH THAT, OKAY? THEN WE'LL MAKE INQUIRIES. 18 IS ALWAYS A CHALLENGE. WE'LL TRY OUR BEST. HMM I DON'T KNOW IF HE SOLD ITS RECENTLY THERE, AND I THINK THERE WAS SOME ANNOUNCEMENT TO THAT. IN THE LAST 16 90 DAYS. SEEMS LIKE THEY ARE DEPLOYING SOME NEW EQUIPMENT. I HOPE IT'S SOFTWARE OR HARDWARE. 18 T HAD DEPLOYED A LOT OF FIVE G. THE SMALL CELL MOTOWN. SOME OF THOSE WERE LIT UP WITH FIVE OR SOME OF THEM AREN'T I'M NOT SURE THAT THE TIMELINE IS ON THAT WE HAD MORE INFORMATION WHEN WE HAVE ACCESS TO THE MEMBER FROM TIME, BUT WE'LL MAKE INQUIRIES. THERE'S ALWAYS TOWERS GOING UP. WE MAYBE WE TRACK WHERE THOSE PROJECTS ARE WHEN THEY'RE GOING LIVE.

WE'VE GOT THE POLE SITTING OVER THERE BY, YOU KNOW, PUBLIC WORKS. I'M NOT SURE WHAT THE TIMELINE IS ON THAT, BUT WE COULD AT LEAST COMMUNICATE THAT THE PUBLIC PERCEPTION THAT UNTIL YOU TELL ME AND I COMPLETELY UNDERSTAND IT'S NOT. I JUST DON'T KNOW. LIKE WHAT WE COULD DO TO FACILITATE MAYBE COMMUNICATION OR AND IT SHOULDN'T GET INVOLVED. I WOULD LIKE SOME DIRECT THAT'S LARGE GOVERNMENT RELATIONS, PERSON PHONE NUMBER OUT. IT'S ESSENTIALLY WHAT JESSICA HAS DONE A LOT OF CASES WITH BROADBAND ISSUES, AND SHE'S JUST GOTTEN IN TOUCH WITH OUR LIAISON AND CONNECTED THEM TO THE RESIDENT DIRECTLY, AND THEN THEY HANDLED THE COMMUNICATION. THANK YOU. ANY OTHER ITEMS? WHEN WE'RE DONE WITH THE SIGN OR DID SO I

[01:55:04]

WANTED TO GET INTO THE LANDSCAPE ORDINATES. I THOUGHT IS THAT ON OUR ROLLING AGENDA. I CAN'T REMEMBER. THAT'S ON THE ROLLING AGENDA OR NOT. YEAH, I THINK IT IS, ISN'T IT? OH, OKAY. OKAY? THIS FEBRUARY OR SOMEONE. FEBRUARY, MARCH, YEAH. ANYTHING ELSE? SPRING SPRING THAT MEETIN,

[EXECUTIVE SESSION]

I WOULD LIKE TO MAKE A MOTION MOVED TO AUTHORIZE THE INTERIM TOWN MANAGER TO EXECUTE A SETTLEMENT AGREEMENT BETWEEN THE TOWN OF PROSPER AND TRADE JACK'S LP. AND THEN ACKNOWLEDGEMENT AND DISCLAIMER RELATED TO PROPERTY. THAT WAS THE SUBJECT OF A 2015 RIGHT OF WAY AGREEMENT BETWEEN THE TOWN AND SEE A D G PROSPER LAKES NORTH. OKAY WE HAVE MOTION SECOND BY CHARLES ALL IN FAVOR.
