AMEND THE CROSS SECTION FOR FIRST STREET BETWEEN COLEMAN STREET AND CRAIG ROAD, RENAMED FISH TRAP ROAD WEST OF LEGACY DRIVE TO FIRST STREET AND AT A COLLECTOR ROAD FROM THE DNT COLLECTOR TO FRONTIER PART THIS IS K C A 22-E IS SHEILA WEBB. I'M THE INTERIM EXECUTIVE DIRECTOR OF DEVELOPMENT AND INFRASTRUCTURE SERVICES. I WANT TO THANK EVERYBODY FOR COMING OUT TONIGHT. JEEZ, UM SO BEFORE WE GET STARTED ON, I GUESS BEFORE YOU OPEN THE PUBLIC HEARING, AND I'LL JUST RUN THROUGH A QUICK PRESENTATION ON THE PROPOSED CHANGES. FIRST I WANT TO JUST LET YOU KNOW KIND OF ANSWER THE QUESTION OF WHY WHY THE ITEM DENIED. UM ABOUT THREE YEARS AGO , WE RAN INTO A ZONING CASE WHERE YOU KNOW, OUR THOROUGHFARE PLAN WE KNOW IS A GUY THAT KIND OF GUIDES OUR TRANSPORTATION DECISIONS IN TOWN. IT'S USED AS A GUIDE. IT'S NOT A ON THE GROUND SURVEY DOESN'T TIE ANYTHING DOWN. BUT YET WE LEARNED BACK IN 2019 THAT THE PUBLIC DOES KIND OF LOOK AT THAT THOROUGHFARE PLAN. THEY HAD THE TECHNOLOGY. THEY ZOOM IN, AND THEY MEASURE IT OUT, SO THEY HAVE SOMEWHAT OF AN EXPECTATION.

THAT THIS THOROUGHFARE PLAN IS GOING TO BE SOMEWHAT, UH UM, REPRESENTS WHAT COULD BE ACTUAL AS FAR AS WELL. LOCATIONS OF THOROUGHFARES. SO BACK IN 2019, BASED ON SOME OF THOSE CONCERNS FROM THE PUBLIC AND DISCUSSIONS WITH THE TOWN COUNCIL, WE SAID THAT WE WOULD MAKE A COMMITMENT TO UPDATE AND AMEND THE THOROUGHFARE PLAN IS NEEDED OR AT LEAST GO BACK AND LOOK AT ON AN ANNUAL BASIS IF WE NEEDED TO MINA THOROUGHFARE PLAN TO SHOW CHANGES IN EXISTING ROADWAYS THAT HAVE BEEN BUILT THAT ARE DIFFERENT FROM WHAT'S SHOWN ON THE THIRD FLOOR PLAN. CHANGES TO ALIGNMENTS OF THOROUGHFARE PLANS BASED ON UM EASEMENTS OR RIGHT AWAY THAT WE'VE WE'VE ACQUIRED WHERE WE KNOW THAT THERE'S GOING TO BE A CHANGE THAT'S COMING. OR OTHER OTHER THINGS THAT WE KNOW THAT ARE COMING ON THERAPY PLAN THAT ARE NOT YET REFLECTED ON THE PLAN. LET'S GET AHEAD OF THAT AND SHOW THAT SO THAT'S WHERE WE ARE TONIGHT WITH THIS ITEM. REPRESENT SOME SOME EXISTING CHANGES. THE FIRST BEING THE TEAL PARKWAY. YOU SEE THE CURRENT ALIGNMENT UNTIL PARKWAY JUST SOUTH OF PARVIN ROAD, WHICH IS THE ROAD THE ROAD ON THE NORTH SIDE AND RED. YOU CAN SEE CONCEPTUALLY JUST SHOWED KIND OF JUST A STRAIGHT KIND OF CURVED LINEAR LINE DOWN TO PROSPER TRAIL. THE PROPOSED AMENDMENT REFLECTS WHAT WAS ACTUALLY CONSTRUCTED MORE LINE WITH WHAT'S ON WHAT'S ON THE GROUND, BASED ON UM, THE DEVELOPMENTS OUT THERE AND AGAIN THE ACTUAL LINE ON THE ROAD CONSTRUCTED. WE GET DOWN IN THERE DOWNTOWN AREA YOU CAN SEE ON THE LEFT. WE HAVE MCKINLEY STREET. THIS IS JUST NORTH OF FIRST STREET RIGHT BEHIND US. WHERE AT ONE POINT MCKINLEY. THERE'S THE ROAD SHOWN IN BLUE CLOSEST TO THE RAILROAD WAS ACTUALLY GONNA CURVE AND CONNECT INTO COLEMAN STREET, WHICH IS THE LARGER STREET THAT YOU SHOW THERE IN BLUE WITH THE LIVE DEVELOPMENT. THAT'S THE APARTMENTS IN TOWN HOMES HERE.

DOWNTOWN MCKINLEY CAME BASED ON THEIR DESIGN. MORE OF A KIND OF A INTERSECTION WITH GORGEOUS GORGEOUS BEING THE STREET THAT YOU CAN SEE IS THE KIND OF AN EAST WEST STREET THAT WILL CONNECT INTO CALM AND CREATE AN INTERSECTION WITH MCKINLEY. SO THAT PROPOSED AMENDMENT REFLECTS WHAT IS BEING BUILT TODAY. WITH THE LIVE DEVELOPMENT. THAT WE COME DOWN TO OUR GATES OF PROSPER DEVELOPMENT. WE HAVE THE CURRENT ALIGNMENT OF COLEMAN STREET WHERE INTERSECTS LOVER'S LANE. PROBABLY MANY OF YOU HAVE DRIVEN THIS WEIRD KIND OF TEASE, AND IT'S OFFSET WITH LOVE.

COLEMAN STREET IS A GO SOUTH OF LOVERS LAYING OVER TO RICHLAND. AND SO THE INTENT HAS ALWAYS BEEN TO REALIGN COLEMAN STREET RECONSTRUCT THAT OVER TO THE EXISTING INTERSECTION OR THE ROUNDABOUT THEIR LOVER'S LANE AND GET COLEMAN AND THAT'S REFLECTED HERE IN THE PROPOSED AMENDMENT. ONE UNTIL PROBABLY A LITTLE BIT MORE. MAYBE MAYBE CONTROVERSIAL IS BACK IN 2006, OR THOROUGHFARE PLAN SHOWED A WHAT WE CALL OUR DNT COLLECTOR OR DNT BACKER ROAD. UM IT'S THE LINE SHOWN IN BLACK EAST CIRCLED EAST OF THE DNT. UH THIS WAS JUST RIGHT OFF THE TOLLWAY.

GOING FROM FRONTIER PARKWAY SOUTH DOWN TO FIRST STREET, AND THIS IS A TWO LANE ROADWAY THAT IS ESSENTIALLY MEANT TO PROVIDE TWO WAY TRAFFIC. YOU KNOW WHAT'S THE TOLLWAY DEVELOPED? WE NEED THE SERVICE ROAD WOULD BE JUST ONE WAY AND THIS WAS A TWO WAY BACK FEED THAT WAS ADJACENT TO AND BEHIND THE LEGS OF PROSPER DEVELOPMENT. AND THIS WAS BACK IN 2006. AND IN NOVEMBER OF 2006 . WE HAD A ZONING CASE THAT CAME IN. HOPEFULLY YOU CAN SEE THAT. OKAY. THIS IS NORTH OF PROSPER TRAIL IN BETWEEN THE LAKES OF PROSPER DEVELOPMENT AND THE TOLLWAY. THEY CAME IN THESE OWNED THE NORTHERN PIECE OF THAT TRACK IS MULTI FAMILY AND THE SOUTHERN PIECES OF COMMERCIAL CORRIDOR AND YOU CAN SEE THEY HONORED THAT 60 FT OF RIGHT AWAY THERE WAS ANTICIPATED. IN THEIR ZONING EXHIBIT FOR THAT DNT COLLECTOR. AND THEN, FURTHERMORE , AND THERE'S OWNING EXHIBIT AND PRESENTATION. THEY SHOWED THE COLLECTOR ROAD FOR THAT THOROUGHFARE PLAN. AND HOW? HOW IT WAS LOCATED THERE BEHIND THE HOMES. AT THE LIKES OF PROSPER DEVELOPMENT. HOWEVER OVER THE YEARS OUR CURRENT ALIGNMENT YOU CAN SEE HERE OF THAT DNT COLLECTOR GOT A LITTLE SQUIGGLY AND GOT FURTHER WEST OF THE SUBDIVISION OF LAKES AND PROSPER. AND HOW THAT REALLY CAME ABOUT. IF YOU REMEMBER BACK IN 2006 THAT THAT CONTINUOUS ROADWAY GOING FROM FRONTIER PARKWAY DOWN TO FIRST STREET. AH! I HAD A LITTLE HICCUP THERE WHEN PRESTON WOULD BAPTIST CHURCH WAS DEVELOPED, IT ACTUALLY EXTENDED FURTHER WEST OF WHERE THAT ROAD WAS ANTICIPATED, AND SO THAT CREATED A KIND OF AN OFFSET OF WHERE THAT ROAD COULD GO FURTHER SOUTH OF PROSPER TRAIL. SO THIS COLONEL LINEMAN OF THE DNT COLLECTOR MOVING IT WEST WAS IN AN ATTEMPT TO TRY TO RUN THAT CONTINUOUS ROAD FURTHER SOUTH OF PROSPER TRAIL. IT WAS APPROXIMATELY THE PROPERTY LINE BETWEEN PRESTON WOULD BAPTIST AND BLUE STAR DEVELOPMENT WHO OWNS LAND THERE ADJACENT TO THE HALLWAY. SO THAT WAS AN ATTEMPT AT THAT POINT WHEN WE ADMITTED THE THIRD PER PLANE TO TRY TO SEE IF WE CAN WORK OUT A WAY TO HAVE THIS DNT COLLECTOR NOT STOP IT. PROSPER TRAIL EXTEND FURTHER SOUTH FIRST STREET AND THEN OVER TIME, WE DID DO AN EVALUATION TO SHOW THAT THAT WE DIDN'T NEED THIS CONTINUOUS COLLECTOR OF SOUTH OF PROSPER TRAIL COOK LANE , WHICH IS A LITTLE FURTHER THE EAST SERVE THAT SAME PURPOSE. AND SO, UH, IT'S REALLY AT THIS POINT. WE'RE TRYING TO CLEAN THE THOROUGHFARE PLANE BACK UP TO MATCH THE ZONING BACK IN 2006, NOT JUST BECAUSE IT'S NOT NEEDED TO GO FURTHER SOUTH, BUT MAINLY BECAUSE WE'VE GOT A LOT OF INTEREST. FROM THE OWNER THAT HAS THE PROPERTY THAT THE MULTI FAMILY TRACK LIKE I MENTIONED BACK IN 2006, AND THAT COMMERCIAL CORRIDOR, AND THEY'RE NO LONGER INTERESTED IN

ENTERTAINING A THOROUGHFARE THAT RUNS TO THE MIDDLE OF THE PROPERTY. THEY MADE IT VERY CLEAR THAT THEY WANT TO HONOR WHAT THERE WAS APPROVED AS PART OF THEIR ZONING IN 2006, SO IT'S REALLY US TRYING TO GO BACK AND CLEAN UP. ABOUT WHAT WAS APPROVED BACK IN 2006. AND THE OTHER PIECE OF WHAT'S SHOWN IN THE PROPOSAL ALIGNMENT. IS A YOU SEE ANOTHER COLLECTOR ROAD.

RUNNING PARALLEL TO FRONTIER PARKWAY THAT'S CONNECTING FRONTIER PARK OVER TO THAT DNT COLLECTOR ROAD. THIS HAS BEEN SOME RECENT DISCUSSIONS WITH THE TOWN COUNCIL DESIRE TO HAVE MORE ACCESS TO AND FROM FRONTIER PARK WHEN WE HAVE, YOU KNOW A LARGE EVENTS THERE, AND SO THEY'VE THEY'VE REQUESTED THAT THROUGH THIS PUBLIC HEARING PROCESS THAT WE GO AHEAD AND PUT THIS ROAD ON THERE FOR CONSIDERATION AND THAT AND THAT WILL BE VETTED OUT THROUGH THE PUBLICATION PROCESS.

SO WE CAN SEE THAT THAT IS SHOWN AS BEING A PROPOSED COLLECTOR ROAD ON THIS EXHIBIT. THIS. AH HERE IS A, UM ON FIRST STREET. I KNOW SOMEBODY MENTIONED FIRST STREET EARLIER TREND ACTUALLY RESTART TOWN, BUT WE ARE WORKING ON FIRST STREET OVER HERE, BELIEVE IT OR NOT IN FRONT OF TOWN HALL. WE ARE UNDER DESIGNED FROM THE TOLLWAY TO COLEMAN IS FOUR LANES. WE ALSO AS YOU KNOW , FROM CRAIG STREET TO PRESTON AND BEYOND ITS FOUR LANES. WELL, THERE WAS A CONCERN FROM THE COUNCIL. WHEN WE LOOKED AT THE SECTION OF FIRST STREET BETWEEN COLEMAN AND CRAIG, YOU LOOK AT THE OLD TOWN INSERT. IT WAS A TWO LANE ROAD WITH PARALLEL PARKING. SO THE CONCERNS EARLIER THIS YEAR WERE. HEY YOU'VE GOT A TWO LANE ROAD WITH FOUR LANE ROADS COMING IN ON BOTH SIDES.

AND WE KNOW THIS IS A PRETTY PRETTY HEAVILY TRAVELED ROAD, SO THE COUNSELOR ASKED US TO LOOK AT SOME ALTERNATIVES ON HOW CAN WE MOVE TRAFFIC THROUGH THAT SECTION OF THE DOWNTOWN AREA AND WHAT WE SHOW HERE IS A PROPOSAL TO ACTUALLY GET A FOUR LANE SECTION THROUGH HERE, BUT IT WON'T BE A FOUR LANE DIVIDED SECTION. IT WOULD BE A SOMEWHAT UNIQUE FOUR LANE UNDIVIDED SECTION WITH SOME NARROW LANES. NARROW PARKWAY WITH WITH ONLY A SIDEWALK ON THE SOUTH SIDE AND ACTUALLY REDUCING THE RIGHT AWAY . THAT WAS ANTICIPATED WITH THAT TWO LANE ROAD WITH PARALLEL PARKING. THAT WAS IN A 60 FT. SECTION THIS WE'RE PROPOSING TO REDUCE IT DOWN TO 56 FT SECTION, BUT INCREASE THE LEVEL OF TRAFFIC TO GET A FOUR LANE UNDIVIDED ROADWAY THROUGH THERE.

WE BROUGHT THAT BACK TO COUNCIL WORK SESSION THIS YEAR AND GAIN APPROVAL TO USE THAT SECTION AS THE BUT NEWS PROPOSED SECTION OF FIRST STREET BETWEEN COLEMAN AND CRAIG AND THEN LASTLY, THIS IS AN OVERALL OF THE THIRD. WE'RE PLAYING WITH ALL THE CHANGES THAT I MENTIONED, UM THE LAST CHANGE BEING THEIR LAST COUNCIL MEETING, THE COUNCIL DID PASS AN ORDINANCE TO FORMALLY CHANGED THE NAME OF FISH TRAP ROAD BETWEEN LEGACY AND THE ROAD TO FIRST STREET SO YOU CAN SEE FIRST STREET IN THE NAME OF THAT STREET. UH IT'S NOT SHOWN ON THE WEST SIDE WHERE WE DID REMOVE FISH TRAPS. SO CURRENTLY THE FISH TRAP IS NO LONGER HER NAME FOR THE ROADWAY FROM G TWO LEGACIES. YOU MENTIONED THAT CONNECTION OVER THE FRONTIER PARKWAY. UH THERE'S NO FUNDS SET ASIDE TO CONSTRUCT THAT. OR A TIMELINE THAT WE ANTICIPATE TO DO THAT IT'S MORE OF TRYING TO PUT IT IN IT. PASSES THROUGH HIS HOPEFULLY MORE PUTTING IN THE PLANNING PHASE OR WHEN THAT PROBABLY DOES DEVELOP. THE INTENT WOULD BE IF IT'S ON OUR THOROUGHFARE PLAN, IT BECOMES AN IMPACT THE ELIGIBLE PROJECT SO ALL AS YOU KNOW ALL THESE PROJECTS WHEN THEY COME, AND THEY PAY A ROADWAY IMPACT V SO THEY CAN USE THAT ROADWAY IMPACT THEY PAY. TO REIMBURSE FOR THAT INFRASTRUCTURE THAT ROAD INFRASTRUCTURE. WE HOPE WE WOULDN'T GO OUT THERE AND ARBITRARILY PUT THE ROAD WHERE WE WANT IT. WE WOULD WORK WITH THAT DEVELOPMENT TO TRY TO PUT THAT ROAD WHERE IT BENEFITS THEM AS WELL AND THEN USE THEIR FUNDS THAT THEY PAY TO ACTUALLY FUND THE CONSTRUCTION OF THE ROAD SO WE WOULDN'T ACTUALLY HAVE TO COME OUT OF ANY MONEY. AND THAT TOO IS MORE. THAT'S NOT ON OUR C I P OR ANYTHING RIGHT NOW FOR DESIGN OR CONSTRUCTION. IT'S MAINLY FOR THE PLANNING PURPOSE, SO PEOPLE COME AND START REDEVELOPING.
