ALMOST 119,000 ITEMS, AND I'VE DIVIDED THIS UP INTO THAT PHYSICAL AND ELECTRONIC AND IF YOU'RE WONDERING IF YOU NEED MORE BOOKS, THE ANSWER'S ALWAYS YES. SO OUR PROGRAMS THRIVE. WE HAD 403 PROGRAMS LAST YEAR WITH 12,000 IN ATTENDANCE, AND WE'RE STILL DOING A FEW VIRTUAL PROGRAMS, BUT NOT OUR CONCENTRATION IS IN PERSON AND I HAVE TO APOLOGIZE. THE FONT DID NOT TRANSFER VERY WELL. SO I APOLOGIZE FOR THAT. UM SO WE LOVE TO LOOK AT WHAT WE HAVE SAVED OUR COMMUNITY BY UTILIZING US AND OVER 1.7 MILLION IN PHYSICAL ITEMS. 1 81 181,000 ITEMS AND ELECTRONICS COMING IN AT JUST UNDER $2 MILLION SAVED BY THE COMMUNITY, UTILIZING US OUR SUMMER WAS VERY POPULAR AS WELL. WE HAD 1073 CHILDREN PARTICIPATING 460 17 AND SOME ABOUT 50 ADULTS. AS WELL.

ELECTRONIC RESOURCES DO VERY WELL. WE HAVE OUR MANGO LANGUAGES LINKEDIN LEARNING WE EVERYDAY SEE PEOPLE COMING IN AND PRINTING AND SCANNING AND USING THOSE RESOURCES OF OUR COMPUTERS. WE HAD OUR VOLUNTEERS MAJORITY DURING THE SUMMER. WE LOVE HAVING THOSE ARE HOTSPOTS ARE STILL DOING VERY WELL OUT OF OUR 19 HOT SPOTS. IT AVERAGES ABOUT 28 PER MONTH, SO THEY'RE ALWAYS BEING UTILIZED. WE LOVE THAT 336 CHECKOUTS FOR THE FISCAL YEAR AND OUR STUDY ROOMS DO VERY WELL ALSO, AS PEOPLE ARE LOOKING FOR A PLACE TO STUDY TO WORK TO HAVE A QUIET SPOT. BUT WE IMPLEMENT THE TEXAS AWARD WINNERS AND OFFERED THOSE AND COLLABORATION WITH THE PTSD READING LIST AND WE HAVE QUIET STUDY WORK AREAS, AND NEXT WEEK WE'RE ACTUALLY ROLLING OUT WHEN THE PROGRAM ROOM IS NOT IN USE. WE PLAYED SOME SPA MUSIC AND HAD JUST SOME PUZZLES AND SOME LASING OUT. WE OFFERED A THREE DAY WORKSHOP WHICH WAS VERY SUCCESSFUL. WE ADDED A BIG KID MUSIC AND MOVEMENT FOR THOSE HOMESCHOOLERS. WE OFFERED ADULT CRAFTS BOOK TALKS, AND THEN WE ARE NOW OFFERING INTO COLLEGE ADMISSION WORKSHOP. SO OUR NEW OPPORTUNITIES THIS YEAR WHERE WE ADDED CHROMEBOOKS, AND THAT IS TO ASSIST THOSE PSD STUDENTS THAT ARE USED TO ONE TYPE OF COMPUTER. THEY CAN COME IN AND SEAMLESSLY USE OUR COMPUTERS AS WELL WITHOUT TRYING TO FIGURE OUT WHERE EVERYTHING IS AT. WE HAVE 1700 ITEMS IN AN OFF OFF SITE STORAGE UNIT. AND WE EXPLORED COME AND GO PROGRAMS. WE ARE WORKING WITH THE LIBRARY BOARD TO LOOK INTO A FOUNDATION FOR FUNDRAISING. WE ADDED AUTISM AND SPECIAL NEEDS PROGRAMS AND ACCESSIBILITY AND A WORKFORCE DEVELOPMENT PROGRAM WORKSHOP. MY PRESENCE HERE TODAY IS TO RELAY THE ALARMING TREND OF UNSAFE MOTOR VEHICLE BEHAVIOR WITHIN WINDSONG RANCH. SPECIFICALLY AMONG THE MAIN NORTH SOUTH THOROUGHFARE, WINDSONG PARKWAY.

WITH INCREASING FREQUENCY AND SEVERITY, MOTORISTS ARE EXHIBITING RECKLESS DISREGARD FOR THE SPEED LIMIT DISREGARD FOR NON MOTOR VEHICLE TRAFFIC, SUCH AS PEDESTRIANS, BICYCLISTS , AS WELL AS INCREASED INCIDENTS OF DANGEROUS OVERTAKING OF GOLF CART TRAFFIC. WHO ARE OBSERVING THE POSTED SPEED LIMITS. AS A TWO YEAR RESIDENT OF WINDSONG RANCH. I'VE PERSONALLY EXPERIENCED MANY TYPES OF DANGEROUS INTERACTIONS AS A MOTORIST, PEDESTRIAN CYCLIST. IN GOLF CART OPERATOR FROM SPEEDING FAILURE TO YIELD DANGEROUS OVERTAKING AND OUTRIGHT DISREGARD FOR THE FOUR WAY STOP SIGN OF FISH TRAP ROAD. JUST LAST WEEK. I WAS ALMOST BROADSIDED IN THE DAY. BY A DRIVER WHO WAS DISTRACTED AND DIDN'T EVEN TOUCH THE BRAKES AT THE FOUR WAY STOP GOING NORTHBOUND ON WINSTON PARKWAY. CALM DISCUSSION ENSUED AFTER THE OFFENDER PULLED OVER AND TOGETHER WE THANK DIVINE INTERVENTION. THAT LED TO A NARROW AVOIDANCE OF A COLLISION. THESE INCIDENTS HAVE BEEN INCREASING OVER RECENT MONTHS AND HAVE BECOME A RECURRING POINT OF DISCUSSION AMONG THE COMMUNITY SOCIAL MEDIA GROUPS LEADING TO THIS ACTION TODAY. OVER FIVE DAY PERIOD, SURVEY DATA WAS COLLECTED FROM THE WINDSONG RANCH RESIDENTS FACEBOOK GROUP VIA ONLINE GOOGLE FORM THE DATA COLLECTED AS RESPONDENTS TO SELECT THE INTERSECTIONS ALONG WINSTON PARKWAY THEY DEEMED TO BE DANGEROUS AND REQUIRING MITIGATION FOR INCREASED SAFETY. PROVIDED IN THE MATERIAL AS A STREET MAP OF WINDSONG RANCH TODAY FROM ROUTE 3 80 ALL THE WAY ALONG WINSTON PARK WENT TO ITS TERMINATION AT NORTH HILL PARKWAY. THERE EXISTS 25 INTERSECTIONS WITHOUT ANY TRAFFIC CONTROL DEVICES. THIS LONG DISTANCE CONSISTING OF GENTLE BENDS AND ELEVATION CHANGES, WHILE PICTURESQUE DISGUISES A SIGNIFICANT TRAFFIC SAFETY ISSUE. TOP THREE INTERSECTIONS VOTED ON OUR CASEY PARKWAY WITH OVER 80% OF PEOPLE SELECTING THEM. THIS IS WHERE MOST FOOT TRAFFIC WOULD CROSS WITHOUT ANY TRAFFIC CONTROL DEVICES OTHER THAN CROSSWALK WARNING SIGNS. THIS INTERSECTION IS LOCATED AT THE COMMUNITY AMENITY COMPLEX. FOUR CAFE, TENNIS AND BASKETBALL COURTS, AND IT'S ONLY A SHORT DISTANCE FROM WHERE THE SPEED DROPS FROM 35 MILES AN HOUR TO 25 MILES AN HOUR WHEN HEADING NORTH BONG FROM 3 80. ON THE EAST SIDE OF THIS INTERSECTION IS THE PARKING LOT TO THE AMENITY CENTER. SECOND IS BRISTOL LETHAL AIM.

THIS IS A BIDIRECTIONAL ROADWAY CROSSING OF WINSTON PARKWAY WITH TYPICALLY A LARGE QUEUE OF VEHICLES WAITING TO TURN ONTO WINSTON PARKWAY DURING THE SCHOOL COMMUTE TIME. THIS IS ALSO A PEDESTRIAN ROUTE TO THE SCHOOL THAT REQUIRES CHILDREN AND BICYCLES TO CROSS WINSTON PARKER WITHOUT ANY TRAFFIC CONTROL ASSISTANCE. PROGRESS LANE IS THIRD WITH A LINK TO LAKESIDE NEIGHBORHOOD AT WINSTON PARKWAY AND EXPERIENCES SIGNIFICANT VEHICLE TRAFFIC. IT ALSO WAS THE FIRST INTERSECTION ENCOUNTERED AFTER CROSSING THE BRIDGE SOUTHBOUND ON WINSTON PARKWAY. DRIVERS ENCOUNTER SPEEDERS FROM BOTH DIRECTIONS WITH REDUCED VISIBILITY DUE TO THE ACUTE ANGLE WITH WHICH TRAFFIC APPROACHES FROM THE NORTH. I'D LIKE TO POINT OUT WITH THAT, WITH SOME REGULARITY THERE ARE MARKED AND UNMARKED, PROSPER POLICE DEPARTMENT PATROLS TO ENFORCE THE SPEED LIMITS AND MAKE THEIR PRESENCE KNOWN TO DISCOURAGE SPEEDING.

BUT AS EXPECTED, PERIODIC ENFORCEMENT DOES LITTLE TO CURB THE ISSUE WHEN PATROL IS NOT PRESENT. THE COMMUNITY THANKS TO PROSPER POLICE DEPARTMENT FOR THEIR EFFORT AND ENCOURAGES INCREASING THE PRESENCE OF LAW ENFORCEMENT THROUGHOUT THE COMMUNITY. RESIDENTS ALSO PROVIDED ANECDOTAL FEEDBACK IN THE SURVEY, WHICH IS INCLUDED WHICH WILL WHICH TWO INTERSECTIONS WERE NOTABLE IN THEIR MENTION AND INDICATED ON THE MAP CIRCLED IN ORANGE. JUST RESIDENTS EXPRESSED CONCERNS WITH EXITING THE COMMUNITY AT THE HIGHWAY 3 80 TRAFFIC CONTROL DOES NOT PROVIDE A SAFE AND ADEQUATE AMOUNT OF TIME TO NEGOTIATE THIS INTERSECTION, ESPECIALLY WITH THE INCREASED VEHICLE TRAFFIC FROM COMMERCIAL EXPANSION IN WINDSONG MARKETPLACE. ANOTHER PROBLEMATIC AREA. EXITING THE COMMUNITY IS THE INTERSECTION OF A KCIA PARKWAY AND THE ROAD TO THE EAST. DURING THE PEAK TIMES. THERE'S A HIGH VOLUME OF VEHICLES TRAVELING NORTH AND SOUTH ON THE ROAD AT HIGH RATES OF SPEED AS THE POSTED SPEED LIMIT IS 45 MILES AN HOUR. EXITING THE COMMUNITY, ESPECIALLY WHEN TURNING THE LEFT FROM EITHER DIRECTION. REQUIRES. UH, IT'S VERY DANGEROUS. ADDITIONALLY THERE IS NO ACTIVE CONTROL DEVICE AVAILABLE TO PEDESTRIANS OTHER THAN A CROSSWALK ACTUATED WARNING LIGHT , WHICH DURING BUSY COMMUTE TIMES, ISRAELI OBSERVED BY APPROACHING TRAFFIC COUNCIL MEMBERS, MY HOPE HERE TODAY IS THAT YOU EXAMINE A SURVEY DATA, INCLUDING THE ANECDOTES FROM RESIDENTS AND UNDERTAKE THE APPROPRIATE MEASURES TO STUDY TRAFFIC SAFETY AND DEPLOYED DEVICES TO BETTER CONTROL TRAFFIC. THE COMMUNITY HAS CONSIDERED STOP SIGNS. SPEED BUMPS, RUMBLE STRIPS PERMANENT RADAR SPEED INDICATORS AS WELL AS CROSSWALK, ACTUATED LIGHTED STOPS ON STREET MARKINGS AS POSSIBLE, POSSIBLY MITIGATING MEASURES.
