ITEMS PLACED ON THE CONSENT AGENDA ARE CONSIDERED ROUTINE IN NATURE AND NON CONTROVERSIAL THE CONSENT AGENDA CAN BE ACTED UPON. IN ONE MOTION ITEMS MAY BE REMOVED FROM THE CONSENT AGENDA BY THE REQUEST OF COUNCIL MEMBERS ARE STAFFED. IS THERE ANYONE WHO LIKE TO PULL ITEMS FROM THE CONSENT AGENDA. HEARING NONE. I WOULD I WOULD ENTERTAIN A MOTION TO APPROVE THE CONSENT AGENDA ITEMS FOUR THROUGH 20 MOTION TO APPROVE CONSIDERED AGENDA ITEM

[00:15:05]

SUPPORT THROUGH 20. WE HAVE A MOTION BY COUNCILMAN RAY SECOND BY THE MAYOR, PRO TIM ALL IN FAVOR. MOTION PASSES UNANIMOUSLY FIVE TO NOTHING. THANK YOU. OKAY WITH THAT. OUR NEXT ITEM IS

[CITIZEN COMMENTS]

CITIZENS COMMENTS. I HAVE ONE ITEM. FOR CITIZENS COMMENTS AND THAT'S FROM BARBARA NUGENT.

BARBARA, ARE YOU HERE? YES. HI, BARBARA. HELLO MY NAME IS BARBARA NEWTON RELEVANCE STAR TRAIL AND I'M HERE TONIGHT TO TALK ABOUT A TRAFFIC ISSUE THAT THAT I FIND IS IT COULD BE VERY SERIOUS THAT OUR NEIGHBORHOOD AND MOVED HERE IN 2018, AND I'M ALL OF THE DAILY WALKER WITH MY DOG, AND I'VE GONE TO THE THROUGH ALL THE INTERSECTIONS, ETCETERA IN OUR AREA. WE'VE REALLY GROWN. THIS YEAR WE HAD ELEMENTARY SCHOOL THAT OPENED UP THAT INCREASED TRAFFIC. WE STILL HAVE A LOT OF BUILDING GOING ON AND THAT THE INTERSECTION INTO STAR TRAIL THERE IS IT'S CALLED SCAR STARGAZER, AND IT'S TOO LAZY DIRECTION WITH THE CENTER MEDIAN WHEN YOU GET THAT TO THAT INTERSECTION ON A WALK YOU HAVE TO BE VERY CAREFUL WHEN YOU CROSS. THERE'S NO CROSSWALKS.

THEY'RE NO STOP SIGNS AND NO LIGHTS. THE TRAFFIC OF THAT. WESTBOUND FROM THE DALLAS PARKWAY. WHEN THAT LIGHT CHANGES IN THE DALLAS PARKWAY. I THINK MOST OF THE PEOPLE WHO GET OFF THEIR THINK THEY'RE STILL ON THE PARKWAY. WHEN I CROSS OUT STREET I LOOK I LOOK TO EACH SIDE I LOOK FORWARD AND I TURN AROUND AND LOOK BACKWARD. TO MAKE SURE THAT THERE'S NO, UH, CAR APPROACHING. I'VE GONE TO THAT STARTED ACROSS S STREET, AND I'M NOT A SLOW WALKER AND I BARELY MAKE IT BEFORE CARS MAKING A LEFT TERM BEHIND ME. THE LEFT COMING FROM THE EASTBOUND WAY.

LAST WEEK, A FRIEND AND I WERE WALKING TOGETHER. I WANT A LARGE DOG AND I WAS WALKING BEHIND HER . SHE GOT TO THE CENTER MEDIAN AND PAUSE TO LOOK AND, UH, LARGE UH, STATION WAGON PULLED RIGHT IN FRONT OF HER MALE LEFT HER RIGHT IN FRONT OF HER. AND IF I HAD BEEN IN THAT LANE WITH MY DOG FORWARD ON A LEAF, SHE WOULD HAVE BEEN HERE. THE DISTANCE FROM THE PARKWAY TO OUR ENTRANCE IS SHORT. THE PEOPLE ARE USED TO SPEEDING ON THE PARKWAY, ETCETERA, AND THEY'RE NOT SLOWING DOWN WHEN THE LIGHT CHANGES THERE. WHAT I'D LIKE TO SEE THERE WOULD BE AT LEAST CROSSWORD WALKS AND NOT JUST SO THAT IF THEY SAW SOMETHING THAT MIGHT REMIND THEM THAT PEOPLE CROSSING THE STREET FROM ALL DIRECTIONS, THEY MIGHT SLOW DOWN AND MAKE SURE THEY'RE NOT MAKING A LEFT TURN INTO SOMEBODY. I THINK IT'S A REAL PROBLEM. OUR TRAFFIC AND THEN YOU KNOW HAS INCREASED IN. WE EXPECTED WE HAVE LOTS MORE HOMES IS HERE. WE HAVE THE ELEMENTARY SCHOOL. I NO LONGER WALK. THE WAY I USED TO. I WALKED BY THE ELEMENTARY SCHOOL AT 6 30 IN THE MORNING.

JUST BECAUSE I MISSED THE SCHOOL BUS IS AN AND ALL THE PARENTS ARE COMING AND GOING AND I GO THE PAST IT EARLY, SO I'M NOT CAUGHT IN THAT TRAFFIC. WE EXPECT THAT IT WAS ALL BEEN PARENTS AT ONE TIME. IT'S NOT ONLY THE CARS WE HAD THE SCHOOL BUSSES AND I GO BY THERE, AND THEY'RE DELIVERING KIDS TO THE SCHOOL AT LIKE 6 30 IN THE MORNING, AND THAT'S REALLY EARLY. BUT WE DO HAVE A TRAFFIC PROBLEM. THE MAIN THING IS THE INTERSECTION AT STARGAZER AND PROSPER TRAIL. IT'S A REAL PROBLEM, AND I APPRECIATE YOUR HELP, AT LEAST CONSIDERING CROSSWALKS AND NOTHING ELSE. YOU HAVE ANY QUESTIONS? WELL, I'M DONE COMPLAINING NOW, AND I WANT TO TALK ABOUT ANOTHER SENIOR TRIP THAT'S WAS JUST ANNOUNCED IN PLAN FOR CITIZENS OVER 55 TO SIGN UP TO THE PARKS AND RECREATION DEPARTMENT TO GO TO DOWNTOWN DALLAS. AT MY AGE, YOU DON'T WANT TO DRIVE TO HER, AND I REALLY APPRECIATE YOUR SCHEDULING THAT TRIP AND A LOT OF US ARE LOOKING FORWARD TO IT . AND I'M ALREADY SIGNED UP. THANK YOU VERY MUCH. THANK YOU.

[00:20:03]

THANK YOU. IS THERE ANYONE OUT ANYONE ELSE WHO WOULD LIKE TO SPEAK DURING CITIZENS? COMMENTS? I SUPPOSE I SHOULD READ THE ENTIRE PART IN RED, SHOULDN'T I? THE PUBLIC IS INVITED TO ADDRESS THE COUNTS ON ANY TOPIC, HOWEVER , THE COUNCIL IS UNABLE TO DISCUSS OR TAKE ACTION ON ANY TOPIC NOT LISTED ON THE AGENDA. IF YOU'D LIKE TO SPEAK, PLEASE FILL OUT A PUBLIC COMMENT, REQUEST FORM AND PRESENT IT TO THE TOWN SECRETARY PRIOR TO THE MEETING AGAIN, IS THERE ANYONE ELSE WOULD LIKE TO SPEAK? THANK YOU. OUR NEXT ITEM IS THE REGULAR AGENDA. IF YOU WISH TO ADDRESS THE COUNCIL, PLEASE FILL OUT A PUBLIC REQUEST FORM AND PRESENTED TO THE TOWN SECRETARY, PREFERABLY BEFORE THE MEETING BEGINS. PURSUANT TO SECTION 551.7 OF THE TEXAS GOVERNMENT CODE. INDIVIDUALS WISHING WISHING TO ADDRESS THE COUNCIL. FOR PUBLIC HEARINGS WILL BE RECOGNIZED WHEN THE PUBLIC HEARING IS OPEN FOR INTUIT. INDIVIDUALS WISHING TO SPEAK ON A NONPUBLIC ITEM. THEY MAY EITHER ADDRESS THE COUNCIL DURING THE CITIZENS COMMENTS

[21. Conduct a public hearing and act upon a request to rezone 7.9± acres from Office (O) to Planned Development-Office (PD-O), generally to modify the development standards to facilitate an office/retail development, including drive-through coffee shop as a permitted use, located on the northwest corner of Preston Road and Coleman Road. (Z21-0013). (DS)]

PORTION OF THE MEETING OR WHEN THE ITEM IS CONSIDERED BY THE TOWN COUNCIL. OUR NEXT AGENDA ITEM IS NUMBER 21. AGENDA ITEM. 21 IS CONDUCTED PUBLIC HEARING AND ACT UPON REQUEST TO REZONE 7.9 ACRES FROM OFFICE TO PLAN DEVELOPMENT OFFICE GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS TO FACILITATE AN OFFICE RETAIL DEVELOPMENT, INCLUDING DRIVE THROUGH COFFEE SHOP. AS A PERMITTED USE, LOCATED ON THE NORTHWEST CORNER OF PRESTON ROAD AND COLEMAN ROAD. DAVID SOTO WILL DO THE PRESENTATION. MAYOR AND COUNCIL AS PREVIOUSLY MENTIONED. THIS ITEM WAS TABLED AT THE SEPTEMBER 13TH. TOWN COUNCIL MEETING. AND SINCE THEN THE APPLICANT HAS MADE MODIFICATIONS TO THE DEVELOPMENT STANDARDS AS WELL AS EXHIBIT F, WHICH IS THE ELEVATIONS. UM REALLY, I'M GONNA KIND OF GO THROUGH THE MODIFICATIONS QUICKLY. UM ONE OF THE MODIFICATIONS WITH THE LANGUAGE REGARDING THE USE IS PERMITTED BY WHITE BY RIGHT THAT WAS MODIFIED TO INCLUDE A RESTAURANT WAS DRIVE THROUGH ON LOT TWO WITHIN A MULTI TENANT BUILDING.

IF YOU RECALL, IT WAS SORT OF A COFFEE BEVERAGE SHOP ON LOT TWO, SO THIS WAS SORT OF TO ADDRESS THE CONCERNS. TO HAVE WITHIN A MULTI TENANT BUILDING. AND THEN THE USES OF REQUIRED OR ALLOWED PER SPECIFIC USE PERMIT WERE COMPLETELY REMOVED FROM THE PD AGAIN. IF YOU RECALL THERE WAS HOTELS, THERE'S LIMITED SERVICES , UM AND TRY TO REMEMBER ALL THE OTHER ONES, BUT THAT WAS COMPLETELY REMOVED FROM ON THE RESEARCH MODIFICATION. AS WELL AS THE OTHER MODIFICATIONS. THIS WAS THE ARCHITECTURAL REQUIREMENTS THEY DID IF YOU RECALL, UM LOTS THREE AND FOUR, WHICH WERE THE BACK LOTS IN THE BACK OF THE OFFICES WHERE AROUND 40% MAY THREE. THEY DID AND INCREASE THAT FROM 40% TO 60. UM I ALSO DID LOOK AT SORT OF THE AREAS TOWARDS THE NORTH. THREE LOTS AND I THINK I PROVIDED SOME INFORMATION AS WELL. UM AGAIN THAT RANGE FROM ANYWHERE FROM 60% TO ABOUT 85. ON THAT. I'M TALKING ABOUT THE THREE LOTS JUST TO THE NORTH. THE APPLICANT HAS AGREED TO A DEVELOPMENT AGREEMENT REGARDING THE BUILDING MATERIALS AS WELL AS EXCLUDING NON FAMILY FRIENDLY USES. UM STAFF DOES RECOMMEND APPROVAL OF THE USE ONLY REQUESTS. AND THE APPLICANT IS ALSO HERE TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE ON ANY OF THE MODIFICATIONS.

QUESTIONS COUNSELOR QUESTIONS. I HAVE A COUPLE QUESTIONS FOR YOU, DAVID. IS THAT OKAY? OR SHOULD WE GO BACK TO HIM LATER? OKAY? UM, ON THE LANDSCAPING. JUST THE LANDSCAPING, RENDERING. UM COULDN'T TELL FROM THE KEY. IN THE. IN THE ISLANDS IN THE PARKING ISLANDS WHERE THERE'S TREES IS THAT GRASS OR IS THAT DECOMPOSED GRANITE THAT THEY'RE PROPOSING TO PUT THEIR TYPICALLY IT SHOULD BE GRAPHS. THERE SHOULD BE SOME SORT OF UM, LIVING IT'S VERY DISTRACTING IF I CAN ZOOM IN A LITTLE BIT ON THE LAND TO GET PLAN. AND I MAY NEED A REFER TO THE APPLICANT, BUT TYPICALLY OUR STANDARDS ARE UM, GRASS IN THE PARKING LOT PARKING MEDIUMS. OKAY AND THEN ON THE LANDSCAPING, THAT IS DIRECTLY, UM, A BUDDING PRESTON ROAD. IS THAT JUST BECAUSE THE LAND KIND OF DIPS DOWN A LITTLE BIT, SO IS THAT JUST STREET PLANTINGS, OR ARE THEY GOING TO FILL THAT IN AND BURN THAT A LITTLE BIT? SO I KNOW THAT WAS PREVIOUSLY DISCUSSED. I DID ACTUALLY TALK TO PARKS RIGHT BEFORE AGAIN JUST FOR CLARIFICATION. UM AS FAR AS FOR

[00:25:07]

OUR ZONING ORDINANCE DOES REQUIRE BERMS ALONG PRESTON AND SO THAT WOULD BE REQUIRED.

ANOTHER LAND DOES KIND OF GO DOWN, BUT IT WOULD STILL FOLLOW OUR OUR ZONING ORDINANCE, SO YES FIRMS WOULD BE REQUIRED FOR THIS PORTION. ANOTHER REALLY NITPICKY THING, BUT THIS IS A PET PEEVE.

SO TO THE SOUTHERN PORTION, WHERE THEY SHOW A RESTAURANT WITH A PATIO AND YOU CAN SEE IT ON THE RENDERING DIRECTLY, UM, DIRECTLY LEFT OR DIRECTLY WEST OF THAT ARE TWO DUMPSTERS. RIGHT SO I JUST WANT TO MAKE SURE THEY'RE SCREENING THOSE DUMPSTERS. IT LOOKS LIKE THERE'S A TREE THAT'S GOING TO BE PLANTED THERE, BUT I WANT TO MAKE SURE THEY'RE SCREENING THAT FROM THE PATIO BECAUSE I THINK THAT WOULD NOT BE A GOOD VIEW. EVEN THOUGH I KNOW THERE I'M SORRY REQUIREMENT IS THAT THERE'S MASONRY AROUND IT. UM I DO WHAT I WOULD LIKE SOME LANDSCAPING RIGHT THERE JUST TO KIND OF MAKE THAT LOOK BETTER FOR THE PEOPLE THAT ARE SITTING ON THE PATIO LOOKS. THAT WAS BAD FOR SURE. WE WENT THROUGH, PROBABLY FOR REVISIONS ON THIS DUMPSTER LOCATIONS. UM AS YOU CAN SEE, IT'S SORT OF KIND OF FACING EACH OTHER, AND IT'S BEEN A LITTLE COMPLICATED, BUT I CAN REFER TO THE OPPORTUNITY OF THEY'RE WILLING TO DO SOME LANDSCAPING TO SCREEN THE PATIO . THE PROBLEM WITH THE LOCATION AND I REALIZED THAT WE CAN'T MAKE EVERYBODY HAPPY HERE SO, BUT THE PROBLEM WITH THE LOCATION OF IT RIGHT THERE IS IT OPENS UP INTO THE ENTRY AS YOU'RE COMING. SOUTH. TO PARK THERE. TO GO TO THAT RESTAURANT.

YOU KNOW WHAT I MEAN ON THAT SIDE OF IT, SO THAT THAT IS A LITTLE BIT UNSIGHTLY BECAUSE MOST PEOPLE DON'T KEEP THEIR DOORS CLOSED, BUT, UM YOU KNOW, I DON'T KNOW WHERE ELSE YOU WOULD PUT IT SO BUT ANYWAY, THAT'S JUST A COMMENT, BUT ADDITIONAL ONES WOULD BE GREAT.

OKAY COULD I FOLLOW UP ON COUNCIL MEMBER? AT LEAST AT THE BERMS? WHAT SIZE OF THE BERMS? WHAT'S SINCE IT'S GOING DOWN LIKE YOU MENTIONED ZERO? YEAH. SO UM, AND I DON'T NEED SOME ASSISTANCE. BUT UM, TYPICALLY, I BELIEVE THERE ARE THREE FT IN HEIGHT. UM AND I BELIEVE WE DO HAVE SOME PROVISIONS IN THERE AS FAR AS FOR SLOPE AND EVERYTHING , BUT I'M NOT TOO FAMILIAR AND AGAIN IF YOU NEED MORE, BUT I BELIEVE IT'S THREE FT. THANK YOU THOUGHT THAT THEY WERE IN AVERAGE 3 30. YOU GUYS REMEMBER THAT? THE GRADING PACKAGING 321123, OKAY? GOT A CURIOSITY.

THANK YOU, DAVID. ANY OTHER QUESTIONS? UNDERSTAND. THANKS, DAVID. OKAY? UH, WITH THE APPLICANT LIKE TO PRESENT ANYTHING AT THIS TIME OR WAIT FOR THE PUBLIC HEARING. OKAY? CENSUS AGENDA ITEM IS A PUBLIC HEARING OPEN THE PUBLIC HEARING AT THIS TIME. IS THERE ANY ANYONE IN THE AUDIENCE OR ONLINE WHO'D LIKE TO SPEAK? NOBODY ONLINE. THANK YOU. OKAY IN THAT CASE, I WILL CLOSE THE PUBLIC HEARING. AND THEN AT THIS POINT COUNCIL, DO WE HAVE ANY DISCUSSION? MAYBE MORE OF A COMMENT FOR ME. I APPRECIATE THE CONSIDERATIONS. SMOKERS SUPERHOT. I'M SORRY. APPRECIATE THE CONSIDERATIONS AND TIME PUT FORTH BY THE APPLICANT TO HERE THE COUNCIL OUT AT THE LAST EVENT AND INCREASE THE MASONRY CONTENT. I THINK THAT GIVEN THIS LOCATION ON A FOUR FT HIGH, 60% IS ALIGNS WELL WITH WHAT'S TO THE NORTH AND IN THE SPIRIT OF IT IS, IT WILL BE A VERY NICE DEVELOPMENT TEND TO AGREE OFTEN WITH AMY COUNCILMAN. THEY REGARDING LANDSCAPING. OBVIOUSLY THE MORE LANDSCAPING ALWAYS THE BETTER, ESPECIALLY NEXT TO THE STREET. WHERE ON THE SOUTHERN BORDER YOU'RE GOING TO HAVE HOUSES. IT'S JUST SUPER IMPORTANT. SO I THINK WHAT YOU'VE GOT PRESENTED HERE IS VERY NICE, AND I APPRECIATE YOU GUYS TAKING THE TIME TO LISTEN AND MAKE THOSE ADJUSTMENTS THAT CAN BRING IT BACK TO US. FROM RIGHT TO LEFT. OKAY I HAVE A FEW REQUESTS. SO UM, I UNDERSTAND THE MASONRY ISSUE ON THE LARGER BUILDING ON THE FOUR STORY BUILDING. UM HOWEVER, ON THE FRONT BUILDINGS I WOULD LIKE TO SEE AT A MINIMUM 80% MASONRY SIMPLY BECAUSE THERE IS NO PROHIBITION THERE BECAUSE OF THE HEIGHT. TO DO THAT, AND IT'S THE CLOSEST TO PRESTON THAT YOU HAVE . SO I THINK IT WOULD LOOK NICER TO SMALLER FOOTPRINT, ESPECIALLY , YOU KNOW, YOU'RE GONNA HAVE A MULTI TENANT BUILDING WITH A WITH A DRIVE THROUGH IT KIND OF HELPS YOU CONTROL THEIR POTENTIAL BRANDING THAT THEY WOULD THAT THEY WOULD WANT. UM SO I WOULD LIKE TO SEE THAT I WOULD ALSO LIKE TO SEE IN THE WHOLE THING. 10% MAXIMUM ON STUCCO. I DON'T THINK IT WEARS WELL, AND WE'VE SEEN THAT OVER

[00:30:05]

TIME. THE OTHER THING IS I DIDN'T UNDERSTAND IN THE P D. R ON THE SIDE YARD AND THE REAR YARD SETBACKS. IT'S 10 FT. ADJACENT TO NON RESIDENTIAL DISTRICT AND I DIDN'T UNDERSTAND THE REQUEST FOR THE FOR NO SIDE YARD BECAUSE THE PLAN DOESN'T SHOW THAT SO I'M YOU KNOW, I WAS CONFUSED BY THAT. I'D LIKE TO CHANGE IT TO MEET OUR STANDARD AT THAT TEND TO BE, UM AND THEN MY OTHER REQUEST IS NOT GOING TO BE NECESSARILY ANYTHING WE CAN IT'S JUST GONNA BE SORT OF A COMMENT. SO TO THE TO THE DROVE THROUGH THE DEVELOPMENT TO THE NORTH TODAY. AND ALL OF THOSE MEDIANS THAT HAVE GRASS ALL THOSE PARKING ISLANDS THAT HAVE GRASS LOOK VERY TERRIBLE. UM I DON'T KNOW IF IT'S A FUNCTION OF IT'S HARD TO KEEP IT UP OR WHATEVER, BUT THEY JUST GOT WEEDS AND THEIR OVERGROWN. THERE'S SOME DEAD PLANT MATERIAL. UM SO. I WOULD LIKE TO SEE A BETTER SOLUTION. I DON'T KNOW WHAT THAT LOOKS LIKE. I'M NOT A LANDSCAPE ARCHITECT. EVEN THOUGH I ACT LIKE ONE UP HERE ARE PARKS DEPARTMENT CAN HELP WITH THAT MAY BE, BUT, UM, YOU KNOW, I DON'T KNOW IF YOU WANT TO DO RIVER ROCK IF YOU WANT TO DO SOMETHING ELSE AROUND THOSE TREE PLANTINGS TO PREVENT THAT, BUT IT JUST I WOULD LIKE FOR IT TO LOOK A LITTLE MORE UPSCALE THAN WHAT'S CURRENTLY IN THE NORTHERN PORTION. UM, AND THAT MAY JUST BE A MAINTENANCE ISSUE.

BUT, UM AND I WOULD LIKE THE NORTHERN CLEANED UP, BUT THAT'S ANOTHER SUBJECT. OKAY, I'M DONE.

YES AGAIN, LIKE, LIKE ANY OF US SAYING THANK YOU GUYS FOR YOUR COMING UP ON THE MASONRY FROM 40 TO 60. LOTS THREE AND FOUR. UM, UNFORTUNATELY. FOR ME THAT YOU KNOW. I THINK I STATED LAST TIME I'M REALLY IN FAVOR OF 100. UM I DID HAVE A QUESTION AS TO WELL AS AMY STATED ON JUST A MINUTE AGO. THERE'S NO SIDE YARD. BUT THEN IN ADDITION TO THAT, YOU GUYS DON'T LIST. THERE'S NO REAR YARD EITHER. AND SO, UM, I WOULD LIKE TO SEE IF THAT COULD BE IN THERE. UM HAVING THE REAR YARD AND THE SIDE YARD. LISTED JUST JUST FOR UP TO STANDARDS SO AH! THE BECAUSE THEY ARE THE 40 FT.

GOING UP TO TWO STORIES JUST DISAPPEARS. AND SO I DIDN'T SEE THAT OVER ON THE NEW PLAN DEVELOPMENT SIDE. UM BUT AS IS AGAIN LIKE I SAID, I'M I'M MORE FOR THE 100% MASONRY. UM SO. I AM JUST ONE VOTE AND I WAS JUST GONNA DECIDE. UM, I GO WHAT EVERYONE ELSE HAS SAID ABOUT APPRECIATING THE CHANGES THAT HAVE BEEN MADE. I AM GOOD WITH THE 60% I THINK IT APPEARS LOOKING FOR MATERIALS LIST THAT THAT IS GOING TO BE COMMENSURATE WITH VERY SIMILAR TO SOME OF THE OTHER BUILDINGS, SO I'M GOOD. THAT'S WHAT ALL THE COMMENTS COUNCILMAN COHEN. SO I'M IN THE SAME SPOT. I WAS LAST TIME. UM I FEEL LIKE ALTHOUGH THANK YOU FOR INCREASING THE PERCENTAGE WHAT WE'RE DOING IS THE LINING. UM OUR SOUTHERN ENTRY POINT OR NORTHERNMOST CENTERPOINT INTO TOWN TO BE ALIGNED WITH EVERYTHING THAT'S ALREADY BEEN DONE. IT WILL CONTINUE AROUND THE CORNER AND I WOULD ANTICIPATE, UM EACH SUBSEQUENT, UH. REQUEST OF THE OTHER PARCELS WILL BE THE SAME. SO UM, I WOULD JUST ENCOURAGE YOU ALL TO THINK ABOUT THAT THAT YOU'RE BASICALLY A GREEN. FOR THE WHOLE DEVELOPMENT TO HAVE THOSE STANDARDS. WELL, THAT'S INTERESTING. SO AH! I'M TRYING TO FIGURE OUT WHERE I FALL ON THIS ONE BECAUSE I HEAR THE DEVELOPMENT STANDARDS OF 100% C . A COMPROMISE WITH 80. AH! BUT I'LL GO BACK. I'M GONNA ACTUALLY ASK A QUESTION OF IN LATER ON IN OUR RECOMMENDATION HERE, IT SAYS TO PERMIT A COFFEE SHOP BUY RIGHT AND I'M REALLY CONFUSED BY THAT PART OF THE RECOMMENDATION. SO DAVID, WOULD YOU HELP ME AGAIN? I JUST HAVEN'T FIGURED OUT WHY THAT'S IN IN THERE. YEAH SO THAT WAS WHAT WE NOTICED, UM , FOR STATE LAW AND FOR THE PUBLIC HEARING, SO I DID TALK TO TERRY ON CHANGING THAT, BUT WE WANTED TO KEEP THAT CONSTANT OR KEEP THE SAME BECAUSE THAT'S WHAT WE NOTICED FOR THE PUBLIC.

BUT AS FAR AS SINCE THE CHANGES IN THE MODIFICATIONS THAT WE MADE SO IT'S GOING TO HAVE. IT'S GOING TO BE DIFFICULT. YOU'RE NOT SAYING THAT'S A STAFF ACTUALLY RECOMMENDATION OF THE MOTION AT THIS POINT OR OR OUT. LET ME DEFER TO THE COUNCIL. DO WE WANT TO RECOMMENDATION WHERE

[00:35:01]

IT'S SPECIFICALLY ANNOTATING A COFFEE SHOP IN THERE? YOU KNOW THE ORIGINAL. THE ORIGINAL NOTICE HAD THAT IN THERE THAT I THINK THAT WAS THAT MAY HAVE BEEN TWO WEEKS AGO AND PREVIOUS PREVIOUS, RIGHT, BUT NO, IT WOULD JUST BE RESTAURANT WITH DRIVE THRU NOW NOT RESTAURANT SPECIFICALLY RELATED TO THE COFFEE SHOP WITH DRIVE THRU. AS I UNDERSTAND FROM THE APPLICANT.

AND WE SHOULD SAY IN A IN A MULTI TENANT BUILDING. SO THAT IT'S A BIG FOOTPRINT, AND IT'S THE DRIVE THROUGH IN A MULTI TENANT BUILDING INSTEAD OF MAKING IT SEEM LIKE IT CAN BE CARVED OUT AS ITS OWN STANDALONE BUILDING. SO. YEAH I JUST WANT TO MAKE SURE THAT THAT'S WHY I WANTED TO CLARIFY THAT, BECAUSE IN THE RECORD STAFF RECOMMENDATION IS WHAT IT SAYS.

YEAH AND IN THE DEVELOPMENT STANDARDS THEY PROVIDED THE USE OF PERMITTED BY WRITER RESTAURANT WITH DRIVE THRU ON LOT TWO WITHIN A MULTI TENANT BUILDING, SO THAT WOULD BE INCLUDED. I DON'T THINK WE NEED TO DO A MOTION WITH THAT. IT'S ALREADY INCLUDED THE PROPOSAL DEVELOPMENT JUST FOR COUNCIL AS WE WORK THROUGH THIS MOTION THAT IN ACCORDANCE WITH THE DEVELOPMENT STANDARDS, OKAY? SO DO I HEAR ANY EMOTION FROM ANYONE? MAKE A MOTION TO APPROVE THE REQUEST TO REZONE 7.9 ACRES FROM OFFICE TO PLAN DEVELOPMENT OFFICE VIDEO. GENERALLY TO MODIFY THE DEVELOPMENT STANDARDS TO FACILITATE AN OFFICE RETAIL DEVELOPMENT. INCLUDING A. MULTI IN ACCORDANCE WITH THE DEVELOPMENT OF THE SETTLEMENT, LOCATED THE NORTHWEST CORNER OF PRESTON ROAD IN COMMON ROAD. OKAY. MY QUESTION IS. DO WE ALREADY HAVE THE HAVE TO SAY IN THE MOTION ABOUT EXCLUDING NON FAMILY FRIENDLY USES ON THE RETAIL? ALLOWANCES OR IS THAT ALREADY IN THIS ALREADY DRAFTED THE DEVELOPMENT AGREEMENT, AND THEY HAVE AGREED TO IT SO THAT WOULD COME BACK TO YOU NEXT NEXT MEETING. OKAY. AND THEN, UM YOU'RE SAYING EXCEPT THE 60% MASONRY AND ALL BUILDINGS I THINK BASED ON WHAT'S BEEN BUILT IN PROSPER AND THE CONSIDERATION, ESPECIALLY FOR STORY BUILDING. I THINK IT'S A FAIR COMPROMISE. DOWN ON THE FRONT HERE. SO WE HAVE A MOTION. MOTION DIES FOR LACK OF SECOND I'LL ENTERTAIN A SECOND MOTION.

I MOVED TO DENY A REQUEST TO REZONE 7.9 PLUS OR MINUS ACRES FROM OFFICE TO PLAN DEVELOPMENT OFFICE PDO GENERALLY TO MODIFY DEVELOPMENT STANDARDS TO FACILITATE AN OFFICE RETAIL DEVELOPMENT, INCLUDING DRIVE THROUGH COFFEE SHOP. AS A PERMITTED USE LOCATED ON THE NORTHWEST CORNER OF PRESTON ROAD IN COLEMAN ROAD. WE HAVE A MOTION SECOND. WELL WITH THE MOTION AND A SECOND TO THEM IF. WOULD YOU MIND? DID YOU CATCH THE MOTION? WHO? I DON'T KNOW WHO WHO GOT ALL OF IT OVER THERE. OKAY. YOU MIND REREADING IT FOR ME? IT'S JUST DENY THE MOTION. EXACTLY AS IT IS OKAY TO MAKE SURE OKAY, SO ALL IN FAVOR. ALL OF ALL OPPOSED. SO THE MOTION TO DENY DOES NOT CARRY FAILS. I'LL TRY NOW. THAT'S WHY , YEAH, THAT'S WHY I ASKED HIM TO MAKE SURE I UNDERSTAND WHAT'S GOING ON. YOU SURE? NO YOU CAN'T TELL HIM SURE. OH, SORRY. THE MAYOR HAS TO TELL YOU SURE. I QUESTION WHETHER OR NOT WE WANT TO NEGOTIATE THIS AT THIS POINT.

IT'S A GOOD THAT'S A GOOD POINT. SO I'M NOT WILLING TO NEGOTIATE, SO OKAY, SO I'M GONNA MAKE MY MOTION. I MOVED TO APPROVE A REQUEST TO REASON 7.9 PLUS OR MINUS ACRES FROM OFFICE TO PLAN DEVELOPMENT OFFICE GENERALLY TO MODIFY DEVELOPMENT STANDARDS TO FACILITATE AN OFFICE RETAIL DEVELOPMENT, INCLUDING A DRIVE THRU RESTAURANT, AS NOTED IN THE DEVELOPMENT STANDARDS. LOCATED ON THE NORTHEAST CORNER OF PRESTON ROAD AND COLEMAN WITH THE FRONT TWO BUILDINGS. LOT TWO AND ONE. BEING 80% MASONRY. AND WITH. THE MINIMUM SIDE YARD AND REAR YARD SETBACKS BEING 10. FT.

UM BEING ADOPTED AS OUR OFFICE DISTRICT STANDARDS ALLOWED 25 FT ON ADJACENT TO THE RESIDENTIAL DISTRICT AND 10 FT. ADJACENT TO NON RESIDENTIAL OKAY, WE HAVE A MOTION. DO WE NEED TO CLARIFY? I HAVE ONE QUICK QUESTION. COUNCIL MEMBER. HE ALSO TALKED ABOUT 10% MAXIMUM STUCK ON IT. DO YOU WANT TO INCLUDE THAT IN THE MOTION? YES, YES, 10% MAXIMUM. STUCCO ON ANY ON ANY BUILDING. OKAY WE HAVE EMOTION FROM COUNCILWOMAN BARTLEY. OKAY? MOTION DIES FROM A LACK OF SECOND. COME ON,

WE HAVE A MOTION AND A SECOND ALL IN FAVOR OF THE MOTION. ALL OPPOSED. OKAY PASSES FORTITUDE. THANK YOU ALL FOR YOUR EFFORT ON THAT. OKAY? THE NEXT ITEM IS ITEM NUMBER 20 TO CONSIDER ALL MATTERS INCIDENT RELATED TO THE

INTO THE DECK CAPACITY PROJECTIONS, SO WE'RE STILL WITHIN THAT. AND THESE ARE VITAL INFRASTRUCTURE, WATER INFRASTRUCTURE. IMPROVEMENTS THAT WE NEED TO DO. OKAY? DOES COUNSEL HAVE QUESTIONS FOR BOB? I DO NOT KNOW. DON'T WAIT. I'M GONNA SAY WE DON'T WANT TO HESITATE THE NEXT ITEM, SO CAN WE GET A MOTION ON THIS ITEM? EMOTIONALLY THAT AUDIENCE AUTHORIZED THE ISSUANCE AND SELL OF TOWN IN PROSPER TEXAS, COMBINATION TAX AND SURPLUS REVENUE CERTIFICATES OF OBLIGATION. SERIOUS 2022 IMPROVING ALL OTHER MATTERS RELATED THERE, TOO. I'LL SECOND GET A MOTION IN THE SECOND. BY COUNCILMAN ANDRES AND ALL IN FAVOR. MOTION PASSES UNANIMOUSLY, BUT THANK YOU. OKAY. NEXT AGENDA ITEMS, ITEM NUMBER 23 TO CONSIDER AND ACT

[23. Consider and act upon a resolution to deny the application of Oncor Electric Delivery Company LLC, for approval to increase system-wide transmission and distribution rates within the Town. (RBS)]

UPON A RESOLUTION TO DENY THE APPLICATION OF ENCORE ELECTRIC DELIVERY. FOR APPROVAL TO INCREASE A SYSTEM WIDE TRANSMISSION AND DISTRIBUTION RATES WITHIN THE TOWN. BOB SCOTT. OKAY, THANK YOU, MAYOR. UH EVEN THOUGH WE ARE DEREGULATED IN TERMS OF ELECTRIC

RATES, THAT IS FOR THE ENERGY ONLY. ON CORES, THE WIRES COMPANY IN ENCORE HAS A SET FEE THAT IS BUILT INTO EVERY KILOWATT HOUR. AND THEY AS A MONOPOLY THERE SUCH REGULATION UNDER THE PUBLIC UTILITIES COMMISSION. AND. PROSPER ALONG WITH CITIES THROUGHOUT THE STATE HAVE JOINED A STEERING COMMITTEE TO EVALUATE RATES, UH, ON A GROUP BASIS AND USE THAT ECONOMIES OF SCALE TO BE ABLE TO UH, HAVE A REASONABLE REVIEW REASONABLE COSTS FOR OUR CITIZENS. THE STEERING COMMITTEE HAS COME BACK AND WE PREVIOUSLY HAD RECOMMENDED, UH A 60. DAY EVALUATION PERIOD, WHICH THAT WAS PASSED TWO MONTHS AGO. WE'RE NOW TO THE POINT WHERE WE'VE EVALUATED THE RIGHTS AND, UM THE STEERING COMMITTEE IS RECOMMENDING DENIAL. OF THE REQUEST, WHICH MEANS THIS WOULD GO BACK TO THE PUBLIC UTILITIES COMMISSION. ANY QUESTIONS? SO WHAT HAPPENS WHEN IT GOES BACK TO THE ABUSE E. WHAT'S. THERE'S GIVE AND TAKE BARGAINING. UH AND ULTIMATELY, WE PROBABLY END UP SOMEWHERE IN THE MIDDLE IN TERMS OF THEY'RE REQUESTED RATE VERSUS WHAT STEERING COMMITTEES THANK IS A REASONABLE RETURN. FOR ENCORE. SO IT'S A COMPROMISE SITUATION. BACK AND FORTH. BUT THEY ARE UNLIKELY TO FOLLOW. STEERING. IS THERE A HISTORICAL PRECEDENT FOR THEM? FOLLOWING THE STEERING COMMITTEE'S RECOMMENDATION TO THE LETTER? EXCUSE ME, IS THERE FOR PUC TO FOLLOW? IS THERE A PRESIDENT FOR THE PUC THAT WOULD FOLLOW? THE STEERING COMMITTEE'S RECOMMENDATION TO THE LETTER, LIKE IF IT WAS A TENCENT, NORMALLY IT GOES THROUGH AN ENTIRE PROCESS AND VERY RARELY DO EITHER PARTY GET EXACTLY WHAT THEY NATURE. THANK YOU ANY OTHER QUESTIONS? YES. I MOVED TO APPROVE A RESOLUTION RESOLUTION TO DENY THE APPLICATION OF ENCORE ELECTRIC DELIVERY COMPANY LLC FOR THE APPROVAL TO INCREASE SYSTEM WIDE TRANSMISSION AND DISTRIBUTION RATES WITHIN THE TOWN. KILL HIM MOTION BY THE DEPUTY MAYOR PRO TEM ONE SECOND SECOND BY THE MAYOR PRO TELL ALL IN FAVOR. THE MOTION PASSES

[24. Discuss the Collin County Bond Program Call for Projects. (PA)]

UNANIMOUSLY. THANK YOU. NEXT AGENDA ITEM IS TO POSSIBLY DIRECT TOWN STAFF TO SCHEDULE TOPICS FOR DISCUSSION AT FUTURE MEETINGS. ITEM NUMBER 24. WHO'S, COUNCILOR MAYOR. THIS ITEM IS FOR DISCUSSION OF THE COUNTY, COLLIN COUNTY BOMB. CALL FOR PROJECTS. THIS IS THE SECOND CALL FOR PROJECTS. THE FIRST CALL WAS IN OCTOBER OF 2019. WE APPLIED AND WE'RE WE'RE ON SUCCESSFUL AT SECURING FUNDING AT THAT SUBMITTAL. I WILL GO THROUGH A SUMMARY OF THE CALLS FOR PROJECT BEFORE GOING INTO DETAIL ON OUR PROPOSAL, MIDDLE. SEE THAT THE DOLLARS AVAILABLE FUNDING OF ROADWAY PROJECT COUNTYWIDE IS 24 MILLION. WE? WE HAVE TO SUBMIT OUR REQUEST BY OCTOBER, 31ST. THE COUNTY COMMISSIONERS WILL MAKE THEIR WARDS IN APRIL MAY OF NEXT YEAR.

AND WITH OUR CURRENT POPULATION WOULD BE EXPECTED. IMAGINE 30% LEVEL. THERE ARE TWO CRITERIA THAT WILL BE USED FOR THE SELECTION OF POTENTIAL PROJECTS. THE FIRST IS DETERMINED ELIGIBILITY. THE PROJECT MUST BE ON THE COLLIN COUNTY THERAPY PLAN. THE TOWN MUST DEMONSTRATE THAT MATCHING FUNDS ARE AVAILABLE. THE PROJECT HAS TO HAVE SIGNIFICANT REGIONAL IMPACT. IN THE TOWN MUST COOPERATE WITH REGIONAL TRANSPORTATION ISSUES AND PRIORITIES. AND LASTLY, THE TOWN CANNOT BE ILLITERATE IN LITIGATION WITH COMMON COUNTY.

SO ONCE WE ALREADY PLAYED ELIGIBLE THE NEXT CRITERIA IS RANKING OF PROJECTS. THERE ARE SEVERAL CATEGORIES SAFETY WE NEED TO SHOW A HISTORY OF HAVING ABOVE AVERAGE ACCIDENT AT THIS LOCATION. REGIONAL IMPACT. THIS IMPROVEMENT HELPED THE TRAVELING PUBLIC BEYOND THE TOWN LIMITS.

CONGESTION RELIEF FOR PREVENTION. THIS IMPROVEMENT ANTICIPATE AND ADDRESS POTENTIAL CONGESTION ISSUES. REQUESTED FUNDING AMOUNT. I'M SORRY. REQUESTED FUNDING AMOUNT. THE

[00:50:04]

COUNTY HAS STRUCTURED THIS REQUEST. PROJECTS WERE SMALLER DOLLAR REQUESTS ARE SCORED HIGHER. FOR EXAMPLE, TO RECEIVE THE FULL NUMBER OF POINTS FIVE IN THIS CASE. PROJECTS HAVE TO BE $3 MILLION OR LESS. IF WE ASK IS MORE THAN THREE MILLION TO SCORN IS REDUCED UNTIL ONE POINT IS AWARDED FOR PROJECTS OF 10 MILLION OR MORE. CONSTRUCTION START DATE PROJECT IS ANTICIPATED BEGIN CONSTRUCTION OF 20. 23 THE MAXIMUM NUMBER OF POINTS IS AWARDED. PROJECT STARTED AFTER 2027 ARE INELIGIBLE. THE PROJECT MUST ALSO HAVE ANY POSITIVE ECONOMIC DEVELOPMENT IMPACT. CURRENT COUNTY PROJECTS. WE WILL BE AWARDED THE MAXIMUM NUMBER OF POINTS THAT WE DON'T HAVE A CURRENT CALLING COUNTY PROJECT, THE LAST PROJECT COUNTY CONSTRUCTED AND PROSPER WAS SOUTH MENTAL FRONTAGE ROAD FOR THE NORTH DALLAS TOLLWAY. IF WE ONLY SUBMIT ONE PROJECT, WE GET THE MAXIMUM NUMBER OF POINTS. THE PROJECT PROPOSED TO SUBMIT TO COLLIN COUNTY IS IMPROVEMENTS TO INTERSECTIONS ALONG QUITE ROAD. CURRENTLY WE'RE VALUING TO POTENTIAL APPROACHES FOR THIS PROJECT. THE FIRST APPROACH WOULD BE FOR US TO MAKE IMPROVEMENTS ARE QUITE FRONTIER PARKWAY. TEXT OUT A SCHEDULE BEGIN IN THE FRONTIER TO FOUR LANES AND 2025. THE IMPROVEMENTS WILL BEGIN IN FRONTIER AND CONTINUES SOUTH UNTIL ALL AVAILABLE FUNDS ARE EXPENDED. THE CITY IS THE LINER HAS RECENTLY APPROACHED OUR DESIGN CONSULTANT ON COURT ROAD. FOR DESIGN OF COINTREAU NORTHERN FRONTIER AND POTENTIALLY JOINING JOINTLY BUILDING BOTH THE NORTH AND SOUTH IMPROVEMENT'S IMPORTANT ROAD. SECOND APPROACH WOULD BE FOR THE TOWN TO MAKE LIMITED IMPROVEMENTS TO THE INTERSECTIONS OF QUITE WITH FRONTIER. PROSPECT REAL AND FIRST STREET. TO LAUGH AT TWO LANES OF KOI TO PROCEED THROUGH THE INTERSECTION. THIS WOULD ENTAIL CONSTRUCTING ADDITIONAL PAYMENT ON KUWAIT AT THE INTERSECTIONS. WILL BE DISCUSSING THESE APPROACHES WITH ACCOUNTING. YOU GET ADDITIONAL FEEDBACK BEFORE THE FINAL SUBMITTAL. I'M AVAILABLE FOR ANY QUESTIONS YOU MAY HAVE THANK YOU. COUNCILOR QUESTIONS FOR STAFF. I DO HAVE ONE YOU MENTIONED THAT THE QUITE ROAD IN FRONTIER PROJECT SO THAT INTERSECTION UM. IS WITH WE SHARE THAT WITH SELENA. SO IF WE PUT FORTH THE REQUEST, AND SELENA PUTS FOR THIS REQUEST DOES THAT GIVE US MORE POINTS OR IS THAT A BETTER IS THAT A BETTER WAY TO GO ABOUT IT? RECOMMEND EACH ONE OF THE POINTS WE'RE GOING TO DISCUSS WITH THE COUNTY BOTH JOINTLY SALON AND THAT'S BECAUSE WE'RE THINKING THAT IT WOULD BE BENEFICIAL FROM A REGIONAL PERSPECTIVE TO HAVE BOTH THE NORTH AND SOUTH LAKES CONSTRUCTED THE SAME TIME, SO DEFINITELY WILL. WE'VE BEEN AGREEMENT WITH ALANA THAT THEY'RE GOING TO MOVE FORWARD WITH THEIR PEACE AND WE'RE 90% DESIGNER MARKET, SO WE'RE READY TO GO. OKAY? SO THIS IS JUST ONE OF THESE THREE. WE WOULDN'T BE ASKING FOR ALL THREE OF THEM THAT IT WAS ONE OF THEM FRONTIER. AS FAR SOUTH OF GREEN GET, TOO, AND THE OTHER APPROACH WOULD BE SPENT A LITTLE MONEY IN FRONTIER. LOT OF MONEY, BETRAYAL AND REAL MONEY ON FIRST STREET.

WE'RE NOT CURRENTLY IN LITIGATION WITH COLLIN COUNTY. ARE WE WORD? I DIDN'T THINK SO.

I JUST CHECKED. WILL ALL THESE PEOPLE ALL THESE, UM YOU KNOW, OBVIOUSLY WE'RE NOT GOING TO GET ALL THREE BUT THERE WILL BE IN LINE WITH THE WAY WE DESIGNED COURT ROAD. THE SEGMENTS. WE ARE CHANGING ANYTHING. THERE WERE 90% DESIGN ON COIN AND WE'VE WITH KIND OF TAP THE BRAKES UNTIL WE GET FUNDING. IDENTIFIED FOR THE IMPROVEMENTS, BUT WE CAN PULL ANY ONE OF THOSE SEGMENTS OUT OF THE DESIGN DRAWINGS AND BETTER AS A STAND ALONE PROJECT. OKAY, THANK YOU. ANY OTHER QUESTIONS. OKAY. THANK YOU VERY MUCH. APPRECIATE IT. NEXT AGENDA ITEM IS NUMBER 25, WHICH IS A

[25. Discussion regarding establishing a Downtown Committee. (RB)]

DISCUSSION REGARDING THE ESTABLISHMENT OF A DOWNTOWN COMMITTEE ROBIN BATTLE. GOOD EVENING, MAYOR AND COUNCIL. THANK YOU. THE COUNCIL INTRODUCED THE IDEA OF ESTABLISHING A DOWNTOWN COMMITTEE AS AN ADVISORY BOARD TO THE TOWN COUNCIL. AND AFTER SPEAKING WITH DAVID SORROW AND DEVELOPMENT SERVICES, AND MARIANNE MOON WITH THE PROSPER, NBC. WE'VE COME UP WITH THE DRAFT FRAMEWORK FOR YOU TO CONSIDER FOR THIS NEW COMMITTEE.

AS FAR AS MEMBERSHIP INELIGIBILITY. WE'RE RECOMMENDING A SEVEN MEMBER COMMITTEE, WHICH IS SIMILAR TO MOST OF OUR OTHER BOARDS. MEMBERS. OF COURSE, MISS RESIDE WITHIN THE TOWN OR THE TJ, WHICH IS CONSISTENT WITH THE TOWN CHARTER AND TOWN POLICY. WE ARE RECOMMENDING THAT THREE MEMBERS EITHER BE BUSINESS OWNERS OR PROPERTY OWNERS IN THE DOWNTOWN

[00:55:02]

AREA. AND WE ADDED A PROVISION THAT WOULD REQUIRE MEMBERS TO HAVE SOME SORT OF EXPERIENCE IN DOWNTOWN REVITALIZATION OR PROMOTION. LIKE THE OTHER BOARDS . MEMBERS WOULD BE APPOINTED AND REMOVED AT THE DISCRETION OF COUNCIL. I'M RECOMMENDING TO YOUR TERMS WHICH ARE SIMILAR, WHICH IS SIMILAR TO MOST OF OUR OTHER BOARDS, HOWEVER, THAT THE DIRECTOR DID RECOMMEND THREE YEARS THAT'S COMPLETELY UP TO THE COUNCIL'S DISCRETION. WE'RE RECOMMENDING MONTHLY MEETINGS AND OFFICERS WOULD INCLUDE A CHAIR AND VICE CHAIR, AND THE APPOINTMENT PROCESS WOULD FOLLOW THE SAME. STANDARDS AS THE OTHER BOARDS AND COMMISSIONS. ON THIS SLIDE. I HAVE DRAFTED A PROPOSED LIST OF POWERS AND AUTHORITIES THAT WOULD PROVIDE SOME SCOPE AND DIRECTION FOR THE COMMITTEE.

FIRST AND FOREMOST, THEY WOULD BE RESPONSIBLE FOR ASSISTING WITH THE IMPLEMENTATION OF THE DOWNTOWN MASTER PLAN. THEY WOULD PROVIDE RECOMMENDATIONS ON DEVELOPMENT AND REDEVELOPMENT AND DOWNTOWN. BRAINSTORM IDEAS TO HELP GENERATE BUSINESS INTEREST IN DOWNTOWN. SERVICE OF FOCUS GROUPS SIMILAR TO THE COMMUNITY ENGAGEMENT COMMITTEE TO EVALUATE AND PROVIDE FEEDBACK ON SELECT PROJECTS IN THE DOWNTOWN AREA. HELP PROMOTE DOWNTOWN BY BEING ACTIVE ON SOCIAL MEDIA. COLLABORATE WITH THE DOWNTOWN BUSINESS ALLIANCE TO BUILD CONSENSUS ON DOWNTOWN DEVELOPMENT. ASSIST THE PROSPER EC WITH IDEAS AND INITIATIVES TO ACHIEVE THE GOALS OUTLINED IN THE DOWNTOWN MASTER PLAN. AND, OF COURSE, OTHER DUTIES AS ASSIGNED BY COUNSEL. ARE THERE ANY QUESTIONS ABOUT THE PROPOSED POWERS AND AUTHORITY? STANDING COMMITTEE LIKE. P AND Z AND LIKE WE JUST MIGHT SEE OR THIS IS THIS A AD HOC COUNCILS? DISCRETION THE WAY I PROPOSED IT, IT WOULD BE A STANDING COMMITTEE SINCE SINCE DOWNTOWN IS STILL DEVELOPING, AND WE EXPECT IT WILL BE DEVELOPING FOR A NUMBER OF YEARS. IT SEEMS APPROPRIATE FOR IT TO BE A STANDING COMMITTEE. YES, MA'AM, I ASK, UM, ON THE PREVIOUS SLIDE THAN IF WE WERE TAKING QUESTIONS. THE, UM. EXPERIENCE WITH REVITALIZING ARE CONDUCTING BUSINESS OR RUNNING TO DOWNTOWN.

THAT GUIDELINE OR BECAUSE IT READS LIKE I'M WONDERING THAT'S PRETTY SPECIFIC. UNDERSTOOD AND I DO UNDERSTAND. WE HAVE NOT TYPICALLY PUT THESE KIND OF CRITERIA AND BOARDS AND COMMISSIONS. SO THIS IS SOMETHING THAT'S A LITTLE BIT KNEW THAT THE CDC DIRECTOR FELT THAT THIS WOULD BE AN IMPORTANT CRITERIA FOR SOMEONE TO BE SERVING ON A DOWNTOWN COMMITTEE . HOWEVER AGAIN, THAT'S UP TO COUNCIL'S DISCRETION. YOU CERTAINLY HAVE THE ABILITY TO LOOK FOR YOURSELF. ON THE YOU KNOW, THE QUALIFICATIONS OF THE BOARD MEMBERS ON THEIR APPLICATION AND MAKE THAT DETERMINATION FOR YOURSELVES IF YOU CHOOSE, OKAY. I WAS JUST CURIOUS BECAUSE OF THE WAY IT WAS WRITTEN. IT SEEMED LIKE A REQUIREMENT TO BE ON THERE. IT SOUNDS LIKE A REQUIREMENT. IS THAT NOT THE CASE HOW IT WAS WRITTEN. BUT AGAIN, YOU KNOW THESE ARE THESE ARE JUST PROPOSED CRITERIA. WE CAN CHANGE ANY OF THESE. DEPENDING ON COUNCILS PREFERENCE JUST TO CLARIFY THAT WOULD BE REALLY NICE IF WE HAD A BUNCH OF PEOPLE WHO LIVED HERE THAT HAD THAT EXPERIENCE. HOWEVER I ALSO DON'T WANT TO ELIMINATE, YOU KNOW TWO PEOPLE THAT HAVE A STRONG AFFINITY FOR OUR DOWNTOWN BUT DON'T HAVE THOSE KIND OF SPECIFIC THREE MEMBERS WITH THE OWNER OF A BUSINESS OR PROPERTY IN DOWNTOWN PROSPER CURRENTLY YOU CANNOT SERVE ON THE BOARD AND PROSPER UNLESS YOU ARE A RESIDENT OF PROSPER. SO ARE WE SAYING THEY COULD BE OWNERS, BUT MAYBE NOT LIVE AND PROSPER, BUT AS LONG AS THEY OWN A BUSINESS OR THEY LISA SPACE, THEY DON'T HAVE TO LIVE AND PROSPER TO BE ON THIS COMMITTEE. IS THAT CORRECT? PROPOSING IT IS THEY WOULD ABSOLUTELY HAVE TO BE A RESIDENT OR LIVE IN THE E. T. J BECAUSE THAT'S A CHARTER REQUIREMENT. THIS WOULD BE OVER AND ABOVE THE RESIDENCY REQUIREMENT. THEY WOULD ALSO HAVE TO BE. THEY WOULD HAVE TO LIVE AND PROSPER OR THE J AND B, A BUSINESS OR PROPERTY OWNER IN DOWNTOWN AT LEAST A DOWNTOWN. IT'S THE ENTIRE MAP OF DOWNTOWN THAT IT IS ENCOMPASSED IN THE COM PLAN OR IN THE DOWNTOWN MASTER PLAN. WE PROBABLY NEED TO MAKE THOSE DETERMINATIONS? YES. WHAT THE BALANCE BECAUSE THAT'S TWO DIFFERENT BOUNDARIES. THAT'S A VERY GOOD POINT. ESTABLISHED WITH WHAT WE'RE CONSIDERING THE BOUNDARIES OF DOWNTOWN. SILVA ROBIN AND FOR THE, UM SORRY I WAS JUST GOING TO SAY WE CAN. WE CAN CERTAINLY SAY SOMETHING.

WHEN IT COMES TO THE CRITERIA. WE CAN CERTAINLY SAY SOMETHING TO THE EFFECT THAT UM PREFERRED EXPERIENCE IN DOWNTOWN REVITALIZATION LIKE THAT'S WHAT WE'RE LOOKING FOR, BUT IT'S NOT AN ABSOLUTE REQUIREMENT. IF THAT'S IF THAT'S PREFERRED. I LIKE THAT BETTER BECAUSE WE DON'T. WE DON'T HAVE THOSE SORTS OF REQUIREMENTS ON OUR OTHER BOARDS, AND I MEAN WE GET VERY QUALIFIED. EXTREMELY INTELLIGENT PEOPLE, SO I DON'T SEE THE NEED FOR THAT. REALLY? OKAY. I DO

[01:00:05]

HAVE A QUESTION ON THREE MEMBERS OWNING PROPERTY IN THE EVENT THAT THEY WERE TO SELL IT, UM DOES THAT TERM THAT THEY WHEN THEY COME UP FOR REAPPOINTMENT. DOES THAT MEAN THAT'S WHEN IT ENDS? OR DOES IT END WHEN THEY SELL IT AND GO TO THE NEW OWNER POINT? YOU WANT TO DO THAT? HOW ABOUT IF SOMEONE? YEAH, THEY'RE LEASING. SO IF SOMEONE'S LEASING PROPERTY DOWNTOWN BESIDES YOU MUST OWN IT. I HAVE A BUSINESS YOU CAN OWN A BUSINESS AND LEAST YOU KNOW THE OWNER PROPERTY? THE OWNERS, THOUGH, HOW MANY OF THEM LIVE AND PROSPER? I'M AFRAID I MEAN, NOT ONLY A FEW THINKING ONLY HAVE A FEW. PERHAPS WE COULD FIND SOME WORDING THAT WOULD INDICATE SOME SORT OF CONNECTION TO A DOWNTOWN BUSINESS, BOTH OWNER AND OR LEASE OR AT LEAST OR PROPERTY OR BUSINESS OWNER. BECAUSE I AGREE , IF YOU IF YOU HAVE A BUSINESS IN BUT YOU DON'T KNOW THE LAND.

LET ME BE A CHARTER QUESTION, THOUGH THE CHARTER SAYS, YOU HAVE TO BE RESIDENT OF PROSPEROUS. AND THAT'S WHERE WE HAVE TO LOOK TO THE RIGHT OVER HERE. IF WE WANT TO PUT LIMITATIONS ON IF YOU HAVE TO BE AN OWNER OF A BUSINESS, I THINK WE COULD LOOSEN THAT UP TO SEE TO SAY, BECAUSE SOMEONE MAYBE AN OWNER AND A PARTNERSHIP. OUR PARTNER IN A PARTNERSHIP. THE PARTNERSHIP OWNS THE PROPERTY, NOT THE INDIVIDUALS, SO I THINK WE COULD PROBABLY WORK ON THE LANGUAGE, TOO. TO ADDRESS. NOT AS RIGID AS YOU HAVE TO OWN PROPERTY IN THE DOWNTOWN SO WE CAN WE CAN AGAIN AND WHETHER YOU'RE GOING TO HAVE THREE MEMBERS OR NOT. THAT'S THAT'S A DIFFERENT QUESTION, BUT I THINK WE COULD HANDLE THE REVISION OF LANGUAGE ADDRESS THOSE CONCERNS.

AND THE OTHER FOUR MEMBERS ARE JUST MEMBERS AT LARGE. CORRECT? YES, SIR. SO WHAT ARE WE SAYING? ARE WE SAYING THAT THE THREE MEMBERS NEED TO BE RESIDENTS. WE ABSOLUTELY ARE SAYING THAT WOULD NEED TO BE RESIDENT RESIDENT DJ , HONESTLY, WE HAVE VERY LITTLE LEFT. FOR THE MOST PART, IT'S GOING TO BE A RESIDENT OF THE TOWN. I'M JUST THINKING OF WHAT? THE COMPE COMPOSITION OF THE CHAMBER. I KNOW THE CHAMBER IS NOT UNDER TOWN CHARTER GUIDELINES. BUT. YOU WOULD HAVE A KIND OF A SEMI EMPTY CHAMBER, WOULDN'T YOU? IF WE SAID IT WAS ONLY RESIDENTS. A COUPLE OF PEOPLE. MEET THAT QUALIFICATION. ACTUALLY LIVE AND PROSPER BECAUSE THE PROPERTY. A LOT OF THOSE OWNERS DOWN THERE, ESPECIALLY NO, WE'RE NOT RESIDENTS OR PROPERTY DOWNTOWN, MEANING HOMES. BUT A LOT OF THOSE BUSINESS OWNERS DO NOT LIVE IN PROSPER. THEY LIVE IN SALON A LITTLE. L AND THEY, YOU KNOW THEY HAVE THEIR BUSINESS HERE, BUT THEY DON'T LIVE HERE.

OKAY, SO QUESTION TO ELIMINATE THAT ALTOGETHER. COULD WE PRIOR TO ELIMINATE THE HOW ABOUT DO AND I KNOW YOU SAID THAT YOU WANT TO HAVE IT AS WE NEED AND I AGREE. IT'S STANDING COMMITTEE.

WE TOOK THE ENGAGEMENT COMMUNITY ENGAGEMENT COMMITTEE, I THINK WAS IN EXISTENCE FOR TWO YEARS BEFORE WE MADE A STANDING COMMITTEE. KIND OF WORKED OUT THE KINKS IN THERE WOULD COUNCIL MAY MAYBE CONSIDER CREATING A SAME KIND OF AD HOC COMMITTEE. IS THAT WHAT WE KIND OF WORK THROUGH SOME OF THESE DETAILS? I THINK SO, THIS CHANCE TO COME WORK THINGS OUT. ABSOLUTELY PEOPLE. YES. YES, I MEAN, DEAL WITH WHERE YOU'RE GOING. I THINK THAT YOU CERTAINLY COULD DO AN AD HOC COMMITTEE. THAT YOU COULD EVEN HAVE YOUR IF YOU REALLY WANT TO GET TO THE BUSINESS OWNER ISSUE YOU COULD HAVE INDIVIDUALS WHO ARE POTENTIALLY NON VOTING MEMBERS. YOU KNOW, I DIDN'T MEAN THEY STILL CAN'T GIVE INPUT. I MEAN, YOU KNOW, THE BOARD MAY BE SIMPLY CITIZENS. BUT YOU'VE GOT ADVISORS TO THAT COMMITTEE. IT'S JUST A FATHER. I CAN HAVE ALONG WITH THE AD HOC, TOO. I MEAN, WE'RE NOT PUTTING ANYTHING IN WRITING IN TERMS OF DISTINCT QUALIFICATIONS. AND WE CAN GIVE THE OPPORTUNITY TO SEE HOW IT WORKS. AND IF YOU WOULD HAVE DEVELOPED MEMBERS OF THE DEVELOPMENT COMMUNITY WHO DON'T RESIDE IN A TOWN AS PERHAPS NONVOTING MEMBERS AGAIN AND THEY'RE GOING TO BE PURELY ADVISORY ANYWAY AS AN AD HOC COMMITTEE AND DETERMINE WHAT WORKS AND WHAT DOESN'T WORK. EVEN I'M THINKING OUT LOUD HERE, BUT EVEN IF YOU FORMALIZE IT AS A STANDING COMMITTEE YOU COULD STILL HAVE THE JEWEL'S WHO ARE ADVISORS TO THAT COMMITTEE. WHO ARE BUSINESS OWNERS, THOSE KINDS OF THINGS DOESN'T MEAN YOU CAN'T AND THERE'S NO LIMIT ON THAT EITHER. YOU COULD HAVE YOUR COMMITTEE BE ARE PICKING NUMBER

[01:05:03]

45, WHO ARE CITIZENS. YEAH. THEY CAN BRING ANY NUMBER OF ADVISORS FROM THE DOWNTOWN OWNERSHIP. TO THE TABLE. SO ROBIN, CAN YOU GO BACK TO THE WE WENT BACKWARDS BACK FORWARD TO THE OTHER SLIDE THAT THE POWERS AND AUTHORITY UI JUST WANT TO MAKE SURE I THINK WE'RE CLEAR HERE. THAT THE DOWNTOWN MASTER PLAN IS STILL THE FRAMEWORK. FOR THEIR OPERATIONS, SO THEY ALL BE FUNDAMENTALLY DRAINED OR HAVE ACCESS TO THAT. I THINK THAT'S THE IDEA THAT THAT WOULD BE GUIDING DOCUMENT THINKING HAS WE HAVE TO CRAFT. DECISIONS THAT WILL SPEND MONEY. ULTIMATELY, THAT WILL SUPPORT THAT PLAN. I THINK IT'S IMPORTANT FOR VERY GET GO THAT THEY ARE THEY KNOW WHAT WENT INTO THAT PLAN, AND SO THAT THERE BECAUSE I THINK PEOPLE COME IN ONE. YOU KNOW IF THEY'RE IF THEY'RE NOT EDUCATED TO THAT ON THE VERY BEGINNING, THEN YOU'RE KIND OF LIKE, OKAY, WELL, THEN THEY GET GOOD, DIVERGENT WAYS. WE WANT TO KIND OF WE SPENT A LOT OF TIME. SO MUCH SO OKAY, ACTUALLY, LIKE THE IDEA OF MAKING AN AD HOC AT FIRST, BECAUSE I KNOW WITH EXPERIENCE WHEN SISI WE HAD A FEW MONTHS OF JUST KIND OF UNDERSTANDING WHAT WE'RE SUPPOSED TO BE DOING, YOU KNOW, AND IT DOES TAKE A LITTLE TIME. TWO. I MEAN, YOU YOU HAVE IT OUTLINED AND WE DIDN'T HAVE ANYTHING FOR CEO. SO WE HAD TO START FROM SCRATCH, BUT AT LEAST IT GIVES THEM SOME TIME TO WORK A LITTLE BIT AND GIVE US FEEDBACK BEFORE WE FORMALIZE IT.

THIS WORKED. THIS DIDN'T WORK. WE CAN'T FIND THREE PEOPLE THAT ARE CITIZENS AND OWN PROPERTY.

WE, YOU KNOW, WHATEVER THAT IS. SO GIVE US A LITTLE BIT OF LEEWAY AND A LITTLE BIT OF TIME BEFORE ITS FORMALIZED. WE HAVE ALL THESE RULES AND IT'S VERY FORMAL OPPOSITION TO MAKE IT IN AN AD HOC. IT'S GREAT, AND IT'S A GOOD IDEA, OKAY? OKAY WONDERFUL, WELL PROCEED LIKE THAT, AS FAR AS STAFF SUPPORT, DAVID SOTO HAS GRACIOUSLY AGREED TO SERVICE STAFF SUPPORT FOR THIS COMMUNITY VOLUNTEER VOLUNTEERING? YEAH HE KNOW THAT HE WAS ACTUALLY VERY WILLING TO WORK WITH THE COMMITTEE AND EXCITED ABOUT THAT, AND IT IS VERY TYPICAL FOR COMMITTEES LIKE THIS TO BE SUPPORTED BY THE PLANNING DEPARTMENT OR DEVELOPMENT SERVICES, SO THAT MAKES PERFECT SENSE. YES. ONE MORE QUESTION. FORGIVE ME FOR I SHOULD HAVE ASKED THIS BEFORE TONIGHT. I APOLOGIZE, BUT I KNOW WE HAVE THE DOWNTOWN PLAN. KIND OF LEANING OVER LOOKING AT DAVID HERE. DO WE ACTUALLY HAVE A DOWNTOWN? DISTRICT IDENTIFIED. YES THE BOUNDARIES AND BELIEVE IT'S MEASURED IN THE DOWNTOWN MASTER PLAN. I THINK IT'S OUTLINED IN THERE SO PLAN, THOUGH THERE'S A DESCRIPTIVE OLD TOWN RIGHT PLANT. TO BE CALLED RIGHT. AND THEN WHAT? AND THEN WHAT? THE DOWNTOWN MASTER PLANNING COMPASS, SO THAT'S WHY I ASKED THAT QUESTION. OKAY NOT TO SAY THAT THERE'S DIFFERENCES IN THE BOUNDARY OF HAVE TO LIKE THAT. JUST MAKE SURE THAT WE ARE LOOKING AT EITHER. THE COM PLAN OR THE DOWNTOWN MASTER PLAN. OKAY GREAT, BECAUSE I MEAN, IF YOU'RE GONNA GO DOWN THIS PATH, IT'S IF YOU WANT TO BE A WHOLE YEAR OF THE DISTRICT, YOU'RE TALKING GRADE. SO OKAY. ALRIGHT. SOUNDS GOOD. THANK YOU. THANK YOU, DAVID. SORRY OKAY. I THINK I HAVE WHAT I NEED. AS FAR AS REWORKING THE FRAMEWORK OF THIS . SO UM, I WILL WORK ON THIS GET YOU SOME LANGUAGE BACK EITHER IN THE WEEKLY UPDATE OR IN A FUTURE MEETING, AND THEN WE CAN BECAUSE THE APPOINTMENT PROCESS GREAT. THANK YOU VERY MUCH. OKAY? THANK YOU FOR JOINING US AND THANK YOU TO MARIANNE MOON. I KNOW. SHE PUT A LOT OF WORKING IN THAT INTO DAVID, TOO. SO THANK YOU.

I'M SORRY. IF YOU WISH WE COULD COME UP WITH A RESOLUTION THAT TALKS ABOUT THE COMMITTEE AND THE DUTIES, ETCETERA AND THEN HAVE SPACES FOR PEOPLE TO BE APPOINTED. BY THE COUNCIL. LET ME GET OUT THE FRAMEWORK ON THE TERMS TO TALK, RIGHT? WITH THEM SOME DIRECTION ABOUT WHERE TO GO IN ONE DOCUMENT. OKAY. THANK YOU. OKAY NEXT AGENDA ITEM IS AGENDA ITEM NUMBER 26 TO DISCUSS

[26. Discuss the Town Logo. (RB)]

THE TOWN. LOCAL ROBIN BATTLE REMAINS AT THE PODIUM. YES, SIR. THANK YOU SO MUCH. OVER THE PAST TWO YEARS OR SO, THE COUNCIL HAS DISCUSSED AT DIFFERENT TIMES THE ISSUE OF GETTING THE TOWN'S LOGO. THE LAST DIRECTION FROM COUNCIL ON THIS ISSUE WAS EARLIER THIS YEAR WHEN THE COUNCIL ASKED THE CIA TO REVIEW AND MAKE A RECOMMENDATION ON WHETHER TO PROCEED WITH CHANGING THE TOWN LOGO. THE C A. C AGREED THAT AN UPDATED AND MODERNIZED LOGO WAS IMPORTANT AND THEY DID NOT OBJECT TO THE COST OF REBRANDING. HOWEVER THEY DID NOT FEEL IT WAS WITHIN THEIR SCOPE

[01:10:01]

TO CHOOSE THE ACTUAL DESIGN OF THE NEW LOGO. SO FOLLOWING THE RECOMMENDATION, THE COUNCIL ASKED STAFF TO REQUEST OUR DESIGN CONSULTANT YOUNGER ASSOCIATES TO PROVIDE OPTIONS BASED ON TWO CRITERIA. THE FIRST WAS TO CREATE A VERSION SIMILAR TO THE AND LIBRARIES LOGO. THE SECOND WAS TO CREATE A VERSION BASED ON THE CURRENT LOGO. AND AFTER REVIEWING AND BETTING SEVERAL ITERATIONS YOUNGER ASSOCIATES HAS DELIVERED THREE OPTIONS THAT I LIKE TO SHARE WITH YOU TONIGHT. SO JUST AS A REVIEW. THIS IS OUR CURRENT LOGO AS THERE USED TODAY, THE ORIGINAL LOGO IS BROWN. IT'S ALSO USED IN THE TEAL BLUE COLOR THAT'S FOUND ON OUR CURRENT WEBSITE AND IN SOME OTHER MARKETING MATERIALS. AND THIS IS THE FIRST VERSION FOR YOU TO REVIEW FOR EACH VERSION. I'LL SHOW YOU THE LOGO IN BLACK AND WHITE FIRST, SO THAT YOU CAN GET A FEEL FOR THE OVERALL DESIGN. THE LOCAL WILL OFTEN BE IMPRINTED IN EITHER ALL BLACK OR ALL WHITE OR SOLID COLOR, DEPENDING ON THE ITEM BEING IMPRINTED, SO IT'S IMPORTANT FOR YOU TO SEE HOW IT LOOKS IN A MONOCHROME FORMAT. HERE YOU SEE THE PROSPER TEXT IS IDENTICAL TO THE LIBRARY LOGO WITH THE WINDMILL WRAPPING AROUND THE LEFT SIDE. THE LOGO IS SHOWN HERE WITH AND WITHOUT THE TAGLINE. AND HERE YOU CAN SEE THIS OPTION IN COLOR. WE RECOMMENDED USING A CLASSIC NAVY BLUE AND DEEP RED COLOR. AND HERE WE'VE ADDED THE TAG LINE AND GRAY BELOW. TO GIVE YOU AN IDEA OF WHAT THE LOGO WOULD LOOK LIKE ON SOME OF THE TOWNS, HARD ASSETS. WE'VE SUPERIMPOSED IT ON A WATER TOWER HERE. AND HERE'S WHAT IT WOULD LOOK LIKE ON ONE OF THE FLEET VEHICLES. AND FINALLY, HERE'S SOME RENDERINGS OF HOW THE LOGO WOULD BE USED IN ALL OF ITS FORMATS, WITH OR WITHOUT THE TAGLINE, ADDING TOWN OF TO THE LOGO AND FORMATS TO SPECIFY THE DIFFERENT TOWN DEPARTMENTS ON THE RIGHT HAND, YOU SEE A RENDERING FOR A SIMPLE BUSINESS CARD AS WELL. THE FRONT AND DECK HERE'S THE SECOND OPTION. WE HAVE A LITTLE MORE LITERAL VERSION OF WINDMILL NEXT TO THE PROSPER NAME. THIS WINDMILL HAS A LITTLE MORE DETAIL THAN THE PREVIOUS VERSION. AND AGAIN IT SHOWS WITH AND WITHOUT THE TAGLINE. HERE WE HAVE IT IN COLOR WITH THE SAME NAVY, BLUE AND DEEP RED. WITH THE TAG LINE IN GRAY. AGAIN ON THE WATER TOWER. AND FINALLY ON A VEHICLE. AND ON A BUSINESS CARD WITH THE OTHER FORMATS. AND THE THIRD OPTION TONIGHT. THIS ONE. IT IS THE MOST SIMILAR TO THE CURRENT DC LOGO AND THE LIBRARY LOGO SINCE IT HAS THE WINDMILL ON THE RIGHT SIDE. WRAPPING AROUND THE ARE IN PROSPER. AND THIS IS WHAT IT LOOKS LIKE WHEN WE ADD COLOR. AND THE TAGLINE. AND FINALLY, JUST LIKE THE OTHERS. THIS VERSION SHOWS UP WELL ON THE WATER TOWER. AND ON THE TOWN OF VEHICLES. YEAH, BUT THIS IS CARD. SO THESE ARE THE THREE THAT THREE OPTIONS THAT WE HAVE FOR YOU TONIGHT. THEY ALL REFLECT THE ICONIC IMAGE OF A WINDMILL INCORPORATED INTO THE TOWN LOGO IN AN UPDATED AND MODERNIZED FORMAT. THE COLORS I BELIEVE ARE CLEAN AND CLASSIC.

AND THE THREE CHOICES THAT WE PRESENTED COORDINATE WELL WITH THE CURRENT CDC AND LIBRARY LOGO. I DO UNDERSTAND THAT ONE OF THE COUNCIL'S MAIN CONCERNS WAS THE COST OF REBRANDING. THAT IS A VALID CONCERN IS CURRENTLY ESTIMATED AND JUST OVER 400,000 WHICH COULD BE PHASED IN OVER TIME, AND OF COURSE, WE WOULD RECOMMEND DOING OUR DIGITAL ASSETS FIRST, WHICH ARE LOW COST AND CAN BE DONE VIRTUALLY IMMEDIATELY AND THEN PHASE IN THE COST OF THE HARD ASSETS OVER TIME. THE TOWN'S DESIGN CONSULTANTS HAVE DELIVERED THREE OPTIONS BASED ON COUNCILS DIRECTION AND A CONVERSATION ON BRANDING AND GRAPHIC IDENTITY COULD NOT HAVE COMMENTED. BETTER TIME. AS YOU KNOW, WE HAVE BEGUN THE PROCESS OF REDESIGNING THE NEWTOWN WEBSITE VERY SOON WE WILL NEED TO PROVIDE THE WEBSITE DESIGN FIRM WITH SOME DESIGN DECISIONS. PREFERABLY A LOGO, BUT AT A MINIMUM, A COLOR PALETTE SO SOME DIRECTION FROM COUNCIL IS NEEDED AT THIS POINT

[01:15:01]

, SO WITH THAT I'M HAPPY TO ANSWER ANY QUESTIONS OR LET THE COUNCIL DISCUSS AND DECIDE AND UM PROVIDE STAFF WITH SOME DIRECTION ON THE LOGO. THANK YOU. THANK YOU FOR ALL THE WORK TO BOTH YOU AND THE COMMUNITY ENGAGEMENT COMMITTEE. I'LL START FROM THE LEFT TO THE RIGHT THIS TIME. SO, CHRIS, YOU GET TO GO FIRST. UM THANK YOU FOR ALL THESE OPTIONS, AND I APPRECIATE , YOU KNOW, THERE'S A LOT OF WORK BEHIND THIS AND TIME HAS GONE OVER. UM YOU KNOW, YOU'VE RECEIVED DIRECTION FROM MULTIPLE COUNCILS. SO THANK YOU FOR THAT, UM BUT I AM PERSONALLY. NOT. IN FAVOR OF SPENDING THE MONEY OR THE TIME. ANY FURTHER TIME ON THIS PARTICULAR PROJECT. ONLY BECAUSE. TRYING TO THINK THE RIGHT THE WHITE RATE OF FRASER. I RESPECT THE DESIRE TO HAVE A CLEANER IMAGE. ABOUT AT THE SAME TIME OR A MUNICIPALITY MORE SPENDING. MILLIONS ON CAPITAL PROJECTS. UM THEY'RE HIGHLY PRIORITIZED BY OUR CITIZENS. WE'VE ASKED STAFF IN THE MOST RECENT BUDGET PROCESS TO GO BACK AND TIGHTEN UP A LITTLE BIT. GET EVERYTHING THAT YOU WANT. UM, I UNDERSTAND WE CAN PHASE IN THIS MONEY. BUT IT JUST FEELS LIKE, UM, SPENDING MONEY. UM, AN APPROPRIATE TIME FOR SOMETHING THAT'S NOT UM, NECESSARILY URGENT. WHEN I THINK OF REDESIGNING THE LOGO OR COMING UP WITH A NEW NAME, OR, YOU KNOW, TAGLINE OR SOMETHING THAT WOULD GO ALONG WITH MAJOR, SOME SORT OF A MAJOR ROLLOUT OR EMPHASIS CHANGE. THIS FEELS KIND OF LIKE A VANITY PROJECT WHERE WE JUST DON'T QUITE I FEEL LIKE WE'RE UP TO DATE ENOUGH. UM, I DON'T THINK PEOPLE'S IMPRESSIONS OF OUR TOWN IS RELATED TO THE LOGO. UM THERE'S A LOT OF OTHER COSTS THAT I DON'T THINK WE'RE NECESSARILY CONSIDERING. YOU KNOW ALL OF OUR LIGHT BULBS. I'M NOT THE HUGEST FAN OF BROWN. BUT ALL OF OUR LIGHT POLES ARE DIPPED BROWN TO MATCH OUR LOGO.

YOU KNOW, UM THERE'S A LOT OF OTHER COSTS. YOU KNOW THAT ARE THAT ARE ASSOCIATED WITH THIS, UM AND I THINK THERE'S PROBABLY SOME WAYS TO FRESHEN UP THE WEBSITE AND WHATNOT. I HAPPENED TO LOOK AT MCKINNEY'S WEBSITE AND THEY'RE USING THEIR SAME LOGO. BUT YOU KNOW, MAYBE TIGHTENED UP THE WAY THEY LOOK AND FEEL THEIR TO GIVE THAT IMPRESSION. SO THAT'S JUST MY IMPRESSION. I DON'T FEEL LIKE I DID NOT PUSH HARDER ON NOT GIVING TAX MONEY BACK TO OUR TAXPAYERS THAT ARE INCREASING. THE GOT AN INCREASE THIS YEAR IN ORDER TO SPEND IT ON SOMETHING LIKE THIS. THAT'S MY OPINION. THANK YOU, COUNCILMAN. YEAH I WOULD LIKE TO EXTEND. THANK YOU , ROBIN TO THE CC, THEIR WORK AND THEIR THOUGHTFULNESS. UM ON THIS ONE. IT'S GREAT TO HEAR FROM THEM. CAN YOU GO BACK TO THE CHART WITH COST ELEMENTS RIGHT THERE, OKAY. UM. SO FIRST OF ALL, I THINK I LIKE THE ONE ON THE LOGO ON THE LEFT. YOU HAD TO PICK JUST FOR A RECORD ONE.

WITHOUT THAT WRAP AROUND THE ARE IF YOU CAN GO BACK TO THE GRID AGAIN, I MEAN, I HAVE EVIDENCE.

TOUGH TIME. WOULD SPEND A LOT OF MONEY ON THIS. I MEAN, THE STREET SIGNS IS JUST TO ME. I DON'T THINK PEOPLE WILL RELIEVE IN NOTICE. THE LITTLE STREET SIGNS. I'M ASSUMING YOU'RE ALSO TALKING ABOUT THE BIG THE LIGHT UP SIGNS OVER. YEAH. YEAH IT'S A TOUGH ONE TO SWALLOW. THIS YEAR . WE HAVE SO MANY INFRASTRUCTURE NEEDS. IF WE DID SOMETHING, I'M NOT AGAINST CHANGING THE LOGO. I THINK IT'S JUST LIKE IN THE IMMEDIATE FUTURE. I CAN'T SEE SPENDING THE MONEY TO CHANGE THE WATER TOWERS, THE STREET SIGNS. VEHICLES. MAYBE APPAREL OF LETTERHEAD. THAT'S THAT'S EVEN A LOT OF MONEY. UM SO I REALLY LIKED THE IDEA WOULD LIKE TO KEEP IT ON THE RADAR. I JUST I THINK WE IT'S HARD TO PREACH BOTH MESSAGES FOR ME THAT WE'VE SPENT. ALL THIS TIME. UH REALLY TRYING TO PUSH FORWARD OUR INFRASTRUCTURE PROJECTS AND WE'RE TRYING TO PROVE OURSELVES.

I THINK WITH THE CAPITAL DEDICATED FUND AND SO I WOULD SAY I LIKE THAT ONE. BUT I WOULD SAY JUST A VERY, VERY MINIMAL UH, PHASE. IF WE'RE FACING THIS , DO THEM, MAYBE DO THE VERY MINIMUM TO BEGIN WITH. AND THEN MAYBE WE'LL WORK ON IT. MAYBE IN SOME YEAR FUTURE YEARS WEEKEND.

THAT'S ALL I HAVE TO SAY. THANK YOU. SKIP OVER TO AMY. BECAUSE YOU KNOW, I HAVE A LOT OF OPINIONS EVERYTHING. UM SO. I'M NOT. I LIKE THE OLD SCHOOL LOGO , SO I'M PROBABLY NOT THE PERSON TO ASK. UM I LIKE IT. I LIKE THE I LIKE THE NAVY BLUE. NOT NOT SURE ABOUT THE PINKISH RED

[01:20:01]

COLOR. UM. IT'S REALLY IT'S MONEY FOR ME. I DON'T THINK $408,000 IS GOING TO BE WHAT IT COSTS. I THINK IT'S GOING TO COST A LOT MORE THAN THAT. EVERYTHING HAS GONE OVER THAT WE'VE SEEN SO FAR. SO I DON'T SEE IT COSTING THAT LITTLE I'M WITH CRAIG. YOU KNOW IF WE NEED TO FRESHEN UP AND EVERYBODY ELSE LOVES A CHANGE, I'M OKAY. DOING THE DIGITAL SIDE. I DON'T REALLY WANT TO DO THE HARD ASSETS. I DON'T THINK IT'S SOMETHING. I DON'T THINK PEOPLE GO TO PROSPER BECAUSE THE LOGO I MEAN, I COULDN'T EVEN TELL YOU WHAT MUNICIPALITIES AROUND US LOGO EVEN I DON'T EVEN KNOW WHAT THEIR LOGOS ARE. SO I I'M NOT SURE I'M THERE. I AM SAD TO LOSE THE TOWN OF BECAUSE ALL THE RENDERINGS YOU SHOWED, CAN YOU GO BACK TO THE ONE WHERE IT SHOWS THE THREE? I DON'T THINK ANY OF THEM HAD THE TOWN OF I'M SAD TO LOSE THAT BECAUSE I THINK THAT'S KIND OF A DIFFERENTIATOR WITH US. IF I WAS GONNA PICK I MEAN, HONESTLY, I WOULD PICK THE MIDDLE ONE OR THE RIGHT ONE BECAUSE IT'S KIND OF OLD SCHOOL. STILL THE OTHER ONES JUST A LITTLE TOO MODERN. FOR ME. IT LOOKS LIKE A SUNBURST. BUT I I'M IN THE CAMP OF LET'S DON'T SPEND THE MONEY. COUNCILMAN ARRAY. OPINION ON THIS, OBVIOUSLY. AH, PART OF THE YEAH, THE CHALLENGE HERE IS RECOGNIZING THAT OUR C E C PUT FORWARD A RECOMMENDATION, WHICH IS THE DISTRIBUTION OF OUR COMMUNITY. AND ALSO RESPECTING THE HISTORY OF OUR TOWN, YOU KNOW, AND MAKING SURE THAT WE DO RIGHT BY THAT. UM PART OF THE MOVE AND REQUEST IS TO MAKE IT EASIER TO PRINT AND DUPLICATE AND BE CONSISTENT IN OUR BRANDING AND OUR IMAGING. UM I THINK THE MIDDLE AND THE ONE ON THE RIGHT STILL PRESENT A PROBLEM WITH THE FINE. STITCHING OR, YOU KNOW, DUPLICATION. UM A LITTLE BIT BUSY WROTE ON THE BACK OF A NAPKIN. AND SO MY PREFERENCE IS TO TAKE THE ONE ON THE LEFT AND TAKE THOSE BLADES AND POSITION ON THE LEFT SIDE OF THE P AS LAND BECAUSE THE MESSAGING OF THAT IS IT'S OUR HISTORY, PROPELLING US INTO THE FUTURE. I THINK THAT THAT IN ITSELF I'M NOT WITH THE FUCHSIA PINK OR WHETHER I'M NOT REALLY GIVING COLORS. UM I'M NOT. I DON'T THINK THE SECONDARY COLOR RESONATES, BUT. UM I DO WANT TO RESPECT OF THE COMMUNITY ENGAGEMENT COMMITTEE PUT FORWARD THAT RECOMMENDATION. AND THEY DEPENDED IT FOR A COUPLE OF WEEKS, ACTUALLY A COUPLE OF MONTHS BECAUSE THEY MEET ONCE A MONTH, AND SO THAT RECOMMENDATION I DO THINK THAT YOU KNOW YOU CAN TAKE A MUCH LIGHTER APPROACH TO IF YOU'RE GOING TO ROLL OUT A NEW WEBSITE AND CLEAN IT UP. YOU'RE GOING TO CLEAN UP YOUR DIGITAL ASSETS.

THOSE ARE LOW COST. THE MORE EXPENSIVE ONES WITH THE STREET SIGNS. YOU CAN DO AT NIGHT. THIS SAID THREE YEARS YOU CAN SPREAD THAT OUT THAT $300,000, WHICH IS THE MAJORITY OF THAT COST CAN BE SPREAD OUT OF HER FURTHER AS SIGNS GO DOWN AND NEED TO BE REPLACED OR I THINK WE NEED TO RESPECT THE COMMUNITIES HAVE PUT FORWARD RECOMMENDATIONS LIKE WE DO WITH TMZ. AND WITH THAT THAT WOULD BE MY SUGGESTION IS THAT WE DO SOMETHING THAT'S RESPECTFUL TO THE COST AND EVERYTHING ELSE WE'VE GOT GOING ON, BUT PUT FORWARD. RIGHT, BRANDING. YOU KNOW, WE HEARD ABOUT THE MIDWAY POINT IS OUR COMMUNITIES DEVELOPING YOU GOT ABOUT ANOTHER 35,000 PEOPLE TO GO. YOU DON'T HAVE A BETTER TIME TO DO IT, THEN RIGHT NOW, ESPECIALLY WITH THE RELAUNCHING OF THE NEW SITE, SO THAT'S MY TWO CENTS AND THREE CENTS. AT THIS POINT, I'M GONNA ACTUALLY ASK OUR INTERIM TOWN MANAGER. MR PATTERSON. I BELIEVE YOU MIGHT HAVE EXPERIENCED THIS PROGRAM IN OTHER COMMUNITIES. SO DO YOU HAVE ANY RELEVANT EXPERIENCE TO PASS ON? UM SO FIRST OF ALL, I WOULD SAY. THANK YOU FOR ALL THE WORK BECAUSE I KNOW SHE'S AND THE COMMITTEE WORKED ON IT HARD.

SO I HAVE ACTUALLY BEEN INTO COMMUNITIES THAT HAVE CHANGED THEIR LOGO. AND IN BOTH OF THOSE COMMUNITIES, THEY ARE NOW BACK TO THEIR OLD LOGO. AFTER SPENDING ALL THE MONEY TO REBRAND GET IT ALL DONE. UM THEY ENDED UP GOING BACK, BOTH OF THEM. AND SO I MEAN, THAT'S JUST REAL WORLD EXPERIENCE. THE OTHER THING THAT I WOULD SAY TO YOU IS THAT IF YOU DO WANT TO CHANGE THE BRAND CHANGE IT. AND THE REASON I SAY THAT IS MIXING BRAND OVER TIME. UM ACTUALLY, YOU LOSE YOUR BRAND. IF YOU MIX YOUR BRAND IS AND I'M TALKING LIKE I KNOW WHAT I'M TALKING ABOUT. I DON'T I'VE JUST HAD THE OPPORTUNITY TO WORK WITH PROFESSIONALS WHO DO AND I CAN JUST TELL YOU THAT THAT IS SOMETHING THAT I'VE HEARD OVER AND OVER AND OVER OVER THE YEARS. SO I WOULD SAY THAT IF YOU WANT TO DO YOU KNOW, LOGO CHANGE THE LIGHT LIKE YOU SAID, MAYBE DIGITAL ONLY. BUT ONCE YOU START THAT OTHER ONE, I THINK YOU NEED TO HAVE A CONCERTED.

[01:25:01]

PLAN IN A SPECIFIC START AND END DATE WITH FUNDING ATTACHED TO IT. BECAUSE AND I WILL TELL YOU THAT I DO BELIEVE THAT AS TIME GOES ON. THESE COSTS WILL PROBABLY GO UP BASED ON EVERYTHING WE'RE LIVING THROUGH RIGHT NOW. SO AND AGAIN. I BUT THAT'S JUST MY EXPERIENCE. THANK YOU FOR SHARING THAT WITH US. YES. PROTEIN, HODGETT. SO MY OPINION, I THINK IS THE SAME SINCE WE STARTED THIS WHOLE THING, AND I REALLY LIKE WHAT WE HAVE NOW, UM I IF I HAD THE FOUR OF THEM UP THERE TO CHOOSE FROM, I WOULD PROBABLY CHOOSE THE ONE WE'VE GOT. AND THEN TO GO AND CHANGE IT AND SPEND $400,000. YEAH, JUST. TO ME. UM THERE'S OTHER THINGS WE CAN DO. SO, UM, I MEAN, GREAT POINTS BY CHRIS DON'T KNOW. MARCUS MENTIONED THE C E C. I TOLD THEM THE SAME THING. I LIKE. I LOVE AGO, SO I DON'T I DON'T FEEL LIKE I'M NOT LISTENING TO THEM BECAUSE THEY KNEW HOW I FELT FROM THE BEGINNING. SO ANYWAY, UM YEAH, I WOULD JUST LIKE TO KEEP IT THE WAY IT IS. BUT THANK YOU. YEAH. I HAVE NOTHING OF VALUE TO ADD. YEAH COME ON. COME ON. THEY'RE SERIOUSLY. I WAS HERE WHEN WE HAD THE ORIGINAL DEBATE. AND THE COLOR OF THE WATER TOWER. AND MY OPINION DID NOT WIN AT THAT TIME. HOWEVER. THAT COMMITMENT THAT WE'VE MADE AT THIS POINT IN THE DOLLAR SPENDING. I CAN'T MAKE THAT I CAN'T MAKE ANY I'M NOT GOING TO SAY WE DON'T NEED TO CHANGE, BUT I'M NOT. I'M NOT WILLING TO MAKE THE COMMITMENT IN THE DOLLARS RIGHT NOW. SO THAT'S MY BIGGEST THING. AND I LOST THE BATTLE OF DECADE AGO. SO NOW YOU THINK SO. HERE'S WHERE WE ARE TODAY. OKAY I THINK I UNDERSTAND COUNCILS DIRECTION. LIKE TO CLARIFY THAT JUST THE GENERAL DIRECTION I'M HEARING IS WE STAND DOWN. RECOMMENDATIONS ARE YOU WANT TO VOTE? NO SIR.

BECAUSE THIS CAN'T BUT I'M NOT. I'M JUST GENERALLY LOOKING FOR BECAUSE IF WE JUST NEED DIRECTION AS SHE SAID. WE'VE GOT THIS DIGITAL PLATFORM ARE WORKING ON IT. IF YOU WANT US TO DO A PARTIAL, THAT'S GREAT. I MEAN, WE WILL IMPLEMENT WHATEVER YOU DIRECTION YOU GIVE US ON THIS. WE JUST NEED TO MAKE SURE WE HAVE THE TIME AND THE FUNDING AND BUT I WOULD JUST SIMPLY SAY THAT WE NEED SOME CLEAR DIRECTION ON IF YOU WANT US TO DO DIGITAL, ONLY WE CAN GO DO THAT. IF YOU DON'T WANT US TO DO ANYTHING AND STAND DOWN, WE CAN DO THAT. IF YOU WANT US TO GO ALL IN, WE CAN DO THAT SPIRIT THAT I DON'T THINK WE HAVE ENOUGH SUPPORT TO MAKE A CHANGE THAT, YOU KNOW. THE COMMENT ABOUT THE DIFFERENCE OF LOGOS. AT THE LIBRARY, YOU CAN EASILY SEE. VARIATIONS OF COLORS OF SORRY. THANK YOU FOR THE SIGN. SO WE HAVE A MULTITUDE OF LOGOS NOW AND CONSISTENCY OF BRANDS IMPORTANT SO HOWEVER, WE CAN COME TOGETHER, CONSOLIDATE AND GET THE GET THE MULTIPLE VERSIONS ON, I THINK CRAIG MAY HAVE MENTIONED THAT GET THE VERSIONS UNDER CONTROL AND MAKE IT MORE CONCISE AND THAT KIND OF STUFF, SO THAT'S CONFUSINGLY. WE LOOKED DISJOINTED. I WANT TO UNDERSTAND YOUR DIRECTION OR YOUR RECOMMENDATION. YOUR YOUR ADVICE. YOU YOU'RE SAYING DON'T EVEN DO THE DIGITAL ONE UNLESS YOU'RE DOING ALL OF IT, OR YOU SAYING ONCE YOU START CHANGING HARD ASSETS, YOU HAVE TO DO ALL OF THEM. I JUST SO FIRST OF ALL , I WANT TO BE CLEAR. I'M NOT GIVING A RECOMMENDATION. NO I'M SORRY. I USED THE WRONG WORD.

YOUR ADVICE? NO. I WOULD SIMPLY SAY THAT I BELIEVE THAT IF WE'RE GOING TO IMPLEMENT A NEW LOGO THEN WE NEED TO HAVE A CONCERTED PLAN WITH FUNDING ATTACHED TO IT. AND WE HAVE A TIME TO START IT AND FINISH IT. NOT JUST WELL , WE MIGHT GET TO THIS PART IN A YEAR AND THEN MAYBE THIS PART NEXT YEAR, I WOULD SAY LET'S DEFINE THE PLAN AND DO IT. I WOULD SAY, THOUGH, THAT IF YOU I WOULD BASED ON THE FEEDBACK I'VE GOTTEN OVER THE YEARS. THAT DOING SOME ASSETS, FOR EXAMPLE, LET'S USE THE WEBSITE. VERSUS. ON THE WATER TOWER OR BUSINESS CARDS OR WHATEVER. YOU DO GET TO THE POINT WHERE TO YOUR POINT RIGHT NOW WE ALREADY HAVE SOME CONFUSION ON A LOGO IDENTITY.

THEN AT THAT POINT YOU. START TO LOSE IT EVEN MORE. BECAUSE NOW YOU'VE GOT INSTEAD OF TWO OR THREE. YOU'VE GOT AND WE'VE INTRODUCED 1/4. AND SO IT'S JUST A MATTER OF IF YOU'RE GONNA IF YOU'RE GONNA DO IT, I WOULD SIMPLY SAY, LET'S GO. BUT I DON'T. I'D BE REAL CAREFUL ABOUT WHERE WE'RE ONLY GONNA DO IT ON THIS ASSET AND WE MIGHT GET TO THE REST OF IT LATER. THAT'S MY ONLY RECOMMENDATION. I THINK WHAT I'VE WHAT I'VE HEARD IS THERE'S NOT ENOUGH SUPPORT TO

[01:30:05]

MOVE FORWARD. WE HAVEN'T BUDGETED ANY MONEY FOR IT. SO AH! I BELIEVE THAT THE DIRECTION SHOULD BE TO MOVE FORWARD, CLEAN UP THE ONES THAT WE HAVE. GET HIM IN ALIGNMENT WITH OUR CURRENT LOGO. AND THEN IF WE'RE SERIOUS ABOUT MOVING FORWARD ON THIS NEXT YEAR. LET'S BUDGET MONEY AND PUT PUT OUR MONEY BEHIND IT. WE CAN. ALSO WITH THAT. YOU CAN. ALSO WITH THAT PUT DEVELOPING DESIGN STANDARDS ON COLORS. ABSOLUTELY I THINK WE HAVE TO. WE HAVE BLUE. WE HAVE BROWN. WE HAVE BLACK. WE HAVE READ. YOU KNOW, THE BROWN IS HARD TO SEE. YOU KNOW WHAT WE PROMOTE OUR DOWNTOWN EVENTS. BROWN DOESN'T SHOW UP AND WHY PEOPLE DON'T SEE IT SO IF WE ARE NOT GOING TO CHANGE THE LOGO, WE NEED TO ABSOLUTELY LINE ON THE BRAND STANDARDS AND COLORS AND THEY GET AWAY REASONABLE. 66 DIFFERENT COLORS. ROBIN DO YOU HAVE ENOUGH DIRECTION ON ALL THAT REASONABLE JUST JUST TO REITERATE. WE'RE KEEPING THE LOGO AS IT IS. BUT I DO AGREE.

WE DO NEED TO DEVELOP A GRAPHIC IDENTITY POLICY AND SOME REALLY STRONG BRANDING STANDARDS WERE ALSO GOING TO HAVE TO NAIL DOWN A COLOR PALETTE. SO IF WE WANT TO STICK WITH THE PROSPER BROWN FOR THE LOGO I NEED TO KNOW IF YOU ARE OKAY WITH THAT, BECAUSE THAT'S WHAT WILL CARRY FORWARD AS THE OFFICIAL LOGO. BAR SINCE WE'RE NOT GOING WITH THE NEW LOGOS, WE WOULD PROBABLY STICK WITH THE COLOR PALETTE THAT WE'VE BEEN USING FOR MARKETING MATERIALS THAT THE TEAL THAT'S THE TEAL AND SOME OF THE OTHER COLORS THAT GO ALONG WITH THAT, LIKE YOU SEE IN THE RESIDENT UPDATE. TEAL BLUE AND THE TAN AND THINGS LIKE THAT. SO WE WILL NEED TO NAIL DOWN A COLOR PALETTE. AND THEN I THOUGHT I HEARD SOMEONE SAY THAT WE WANT TO ELIMINATE THE LIBRARY, LOBO AND HAVE THAT BE CONSISTENT WITH THE TOWN LOGO. AM I UNDERSTANDING, BRINGING OTHER ONES AS CLOSE INTO ALIGNMENT AS WE CAN. OKAY THANK YOU. HEARD GET RID OF THE LIBRARY. ONE THE LIBRARY. WE CAN COLLABORATE IN THE E. D. C CAN STAY LIKE THEY ARE. BUT FIND THAT THE OTHER DEPARTMENTS ARE WE IN AGREEMENT WITH THAT? EVERYONE THAT ONE YEAH. GOOD WONDER MONEY CHANGE BACK NOW. WE SPENT MONEY. I MEAN, THE ADCS FROM MY LIBRARY SPEND MONEY TO CHANGE. YEAH SEPARATE. BUT THE LIBRARY IS ON UNDERNEATH THAT, SO WE ALLOWED THAT ALLOWED FOR US TO MOVE TO A TEAL COLOR TO BLUE COLLAR JOB, BRENT MEAN. SO WHAT I THINK WE'RE SAYING IS TIGHTENED UP THE STANDARDS. OKAY, WE WILL PROBABLY HAVE A WE WERE PROBABLY HAVING MORE LIMITED PALETTE, SURE, WITH SPECIFIC PANTONE COLOR WITH PANTONE COLORS THAT WILL NOT VARY EIGHT AND WITH SPECIFIC FUNDS TO BE USED FOR DEPARTMENT NAMES IN THE TAG LINE , YOU KNOW ALL OF THAT. YES, WE CAN ABSOLUTELY TIGHTEN THAT UP WHILE WE'RE KEEPING THE SAME LOGO. WHAT COLOR DID YOU WANT? A DECADE AGO? BECAUSE YOU'VE GOT AN OPPORTUNITY HERE ANYTHING ANYTHING BUT GROUND? YEAH I DIDN'T. I DIDN'T. I WAS NOT A FAN OF THE WINDMILL EITHER. SO I THOUGHT WAS LIMITING IN OUR FUTURE SCOPE, VISION OF WHERE YOU'RE GOING, BUT WE ARE HERE WHERE WE ARE TODAY. SO I THANK

[EXECUTIVE SESSION]
